This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

This investigation was undertaken to obtain basic information necessary for the design and operation of a plant for recovering metallic values from nickeliferous laterite and serpentine of the Philippine Islands. It was divided into three parts: (1) Mineralogical studies and preliminary mineral dressing tests; (2) electric smelting of the ores, upgrading of ferronickel by blowing with oxygen, smelting laterite slag to produce crude iron, and the production of mild steel; and (3) nickel and cobalt recovery from upgraded ferronickel. Results of the investigation indicate that it should be feasible to recover nickel, iron, and possibly cobalt products from the laterite and ferro-nickel from the serpentine. Mineralogical studies were made on representative fractions of the laterite and serpentine tonnage samples and on five selected samples; mineral dressing tests were made only on laterite. The nickel occurs principally associated with hydrous iron oxides and chemically combined with serpentine; garnierite was the only discrete nickel mineral identified, and it was found in a highly decomposed serpentine. The bulk of the cobalt was found in wadlike manganese oxide material. Approximately twice as much chromite was found in the laterite as in the serpentine, By mineral dressing techniques, laterite was separated into two fractions: one fraction contained over 90 percent of the nickel and cobalt, and 83 percent of the iron; the other fraction contained 74 percent of the chromium. A cobalt concentrate (1.1 percent Co) was produced by a scrubbing and sizing procedure.

The mineral composition and microtextures of a cubanite-rich sulphide ore are described and cubanite breakdown textures are illustrated. The occurrence of cubanite in macroscopic dimensions is featured.The origin of the ore is tentatively related to a composite ore fluid arising initially from an ultramalic source and extracting some metal components from an older granite mass along the margin of which the serpentine was emplaced. Some alternative possibilities as to origin are also mentioned.

Researchers from the National Institute for Occupational Safety and Health have demonstrated that mine-wide ventilation in large-opening stone mines can be improved by using low-pressure, high-volume propeller fans and constructing stoppings in key locations to direct and control airflow. In light of these findings, a comparative study was conducted to determine if a portable diesel-powered propeller fan could per-form more efficiently for dust dilution and transport than an axial vane fan for localized ventilation. The objective of this study is to evaluate both fan types for ventilation efficiency at an underground dump/crusher facility in a limestone mine. Results showed an improvement with the propeller fan to dilute both the respirable dust and the respirable silica dust around the dump/crusher facility. Overall, an average reduction of 20% in respirable dust and silica was observed at the dump/crusher location with the propeller fan.

Deformation of underground salt, trona and potash mines is generally time dependent, providing for gradual adjustment of strata to mining induced stresses. Time dependence can allow for higher extraction ratios provided eventual failure can be tolerated. However, this eventual failure can be violent if creep deformation can shift stress and potential energy to strong, brittle geologic units. The mine failure case studies reviewed here illustrate this process. Yield pillars and defects in bridging strata figure prominently in these cases. Yield pillars provide local and temporary support to the roof, temporarily delaying the cave; and allowing extraction ratios and overburden spans to increase beyond the long term capacity of overlying strata. Defects (faults, voids, thinning) of strong overburden strata reduce the critical span, sometimes to less than panel width. Analyses of many of these cases have focused on a cascading pillar failure mechanism, but recent work and this review point to failure of strong overburden strata as the essential element. The suddenness of failure and attendant seismic events pose hazards to miners and, in some cases, to those on the surface. Characterizing these failures is a first step towards recognizing and managing the risk of catastrophic collapse in underground mines.

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. As one phase of a general program of enthracite mine-fire research initiated by the Bureau of Mines in September 1935, a study of the records of past fires was considered a necessary approach to a proper understanding of present and future fires because only limited information could be obtained directly from existing active fires on account of their inaccessibility. Through the courtesy of interested operators, all available records of fires that had occurred in a large group of steep-pitch anthracite mines in the Western Middle and Southern fields of the Pennsylvania anthracite district were examined and analyzed for data on the causes, costs, behavior, and control of fires, and this report is primarily a discussion of these factors based on a close study of these particular records. Mining Conditions The records pertain to a group of mines that have contributed about 12 percent of the total Pennsylvania anthracite production and constitute a large proportion of, and well represent, steep-pitch operations in this district. Throughout the area represented, the coal occurs as a series of up to 20 parallel seams in folded slate and sandstone strata and almost entirely on pitches of 400 to 80°, with vein thicknesses of 5 to 60 feet. Practically all are old mines with histories dating back to 1850, or thereabouts, and present operations are either under or adjacent to mined-out areas extending to surface or to the saddles of anticlines. All operations are at relatively shallow depths, that is, within 1,000 feet, vertically, of the surface. Mining methods are largely a heritage of the past and embrace typical breast and pillar operations with practically no mechanized mining and with the coal shot ?off the solid.? Most of the mines are rated as gassy and are operated now on a closed-light basis. Permissible explosives are now used entirely for breaking coal, and dynamites for rock work and chute-starting blasting.

BHP Billiton Iron Ore has replaced the conventional product quality control batch system at Yandi with the Continuous Stockpile Management System (CSMS) centred on a fully integrated æcontinuousÆ stockpile flow from mine planning through to port reclaiming. With increasing tonnage rates, tight operational coupling associated with the original batch system caused production interference which achieved final product quality but in an increasingly inefficient manner. This innovative approach places a continuous emphasis on product grade control and takes full advantage of the most appropriate blending opportunities of the mine to port planning and production system in order to reduce the natural variability of the ore to an acceptable level. To implement continuous control, product variability throughout the process is classified as long-term and short-term. Long-term variability is best controlled through the monthly mine planning process which determines monthly grade targets while taking into account optimum mine development. In the past, attempts to control long-term variability were made at the port through selective stockpiling and reclaiming which reduced operational efficiency. Short-term variability is best controlled around the monthly mine grade target by daily mine production scheduling, train sequencing, stacking into port stockpiles of appropriate size and systematical stockpile reclaiming. The implementation of the new system has maintained customer accepted shipping grades and has provided significant improvements in resource utilisation, operational efficiencies and costs.

A description is given of preliminary work done to identify the problems inherent in electrochemical oxidation of metal sulphides, and particularly in the use of powder compacts as anodes in electrolysis. Lead flotation concentrate pressed into a compact can serve as an anode for direct electrowinning of lead according to the reaction PbS -7 Pb2+ +So +2e. No pYrometallurgical step is required, and sulphur is recovered in elemental form.In the experimental work, electrical conductivity of the compacts was achieved by addition of 5·5 per cent of graphite. After compaction at 10-20 tons/sq. in. the anodes were strong and remained intact throughout the electro-oxidation period. Perchlorate electrolyte was used, but fluosilicate electrolyte is also applicable. A sheet of pure lead formed the starting cathode.As anode potential increased above 1·0 V (v. SHE) PbS04 was formed in increasing amount. At 0·90 V, Pb2+ extraction efficiency was 85 per cent. Anode potential was kept low by electrolysing at 60°C and 15 mA/sq. cm., and by improving the porosity of the compact. Other metal sulphides (Zn, Fe, Cu) in the flotation concentrate also oxidize and release metal ions to the electrolyte, which would need to be purified prior to deposition of lead.Power requirement in a laboratory cell was about 0·24 kWh per lb of lead extracted.

In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 39,420 acres of the 60,960-acre Skedaddle Wilderness Study Area in order to evaluate its identified mineral resources. There are no known mines or mining operations in the study area. None of the prospects or claims in or within a 1 mile peripheral zone around the study area have recorded production. At least 276 recorded lode, 6 unrecorded lode, and 29 placer claims have been located in and within about 1 mile of the study area. Approximately 191 of the claims are in the study area. Four of these were current in 1985; all four are wholly or partly inside the study area. None of the study area was being explored by private industry in 1985. Metallic and nonmetallic commodities present in the study area consist of gold, mercury, perlite, basalt, pozzolan, stone, and sand and gravel. Perlite is represented by a single deposit which contains 184,000 tons of subeconomic resources in and adjacent to the study area. No other sites contained identified resources. There are no other identified nonmetallic resources in the study area. Occurrences in and near the study area contain small amounts of gold and mercury in vein-type deposits and show characteristics similar to bulk-tonnage, low-grade gold deposits. No base-metal resources were identified. The gold and mercury mineralization and perlite deposit are spatially related to a volcanic center located in the Skedaddle Mountains. Prospects in the Skedaddle Mountains may contain both precious metals and perlite resources, but additional work is required to adequately delineate these areas.

The Bureau of Mines investigated the application of a diffusion model to sintering rate data developed for lithium titanium ferrite. The data were obtained by sintering pressed pellets under identical conditions for various times up to 11 hours. Stereological measurements were made on polished sections, and sintering rates were calculated. A model for intermediate stage sintering was fitted to the stereological data. This procedure produced a method by which these type data could be used to study the relative importance of volume and grain-boundary diffusion under a variety of sintering conditions.

PART I INTRODUCTION Among the zinc base alloys used for casting in metal moulds, particularly die casting, those alloys containing aluminum usually together with copper, are probably the most widely used. The reason lies in their desirable mechanical properties and the fluidity and absence of hot shortness which facilitate casting. Objection to the use of these alloys may bee raised on account of the rather frequent instances of failure of a type variously described as disintegration, exfoliation and intercrystalline corrosion. In all cases which have come to our knowledge where the conditions of service were known, failure has occurred upon exposure to moisture and heat varying from a hot moist atmosphere to high pressure steam. Moreover, the alloys described in all such cases contain impurities or alloying metals which the present authors have found to have enormous accelerating effects on intercrystalline oxidation in zinc-aluminum alloys. Thus Williams1 experimented with an alloy containing a large percentage of tin exposed in Cuba. Bauer2 reports failure of a boiler plug containing over 1 per cent. of impurities, doubtless lead for the most part, and Rawdon's3 examinations were made on an alloy containing 0.4 per cent. lead also exposed to the Tropics. No thorough investigation of the nature and cause of this type of failure has been made heretofore, so far as the authors are aware, although Rawdon correctly classified it as internal oxidation. We have, therefore, carried out this investigation in order to determine the exact nature of this phenomenon and the effect of other metals present as impurities or intentional additions in accelerating or-retarding it. In the appendix we include a considerable amount of data which may be valuable in selecting an alloy combining good physical properties with high resistance to oxidation.

Ni, Co, Cu and Pt, mattes are common materials that require granulating and milling of the resultant granules for further processing. This route is acceptable if the material is brittle (friable) which is a property associated with the higher sulphur mattes. For lower sulphur levels, where the matte is less amenable to milling, the costs of the milling increases. This paper will compare water granulation with certain dry granulation processes and the downstream processes required for Hydrometallurgy. It will further introduce and expand on atomisation which offers a further safety benefit in the control of the metal flow into the 'wet zone' with the use of a tundish flow control also reducing the conversion from the matte to powder in one fairly straightforward operation.

Recruiting and retaining students in the explosives industry is becoming increasingly important each year. With no undergraduate degree in explosives engineering currently available in the United States, it is from other industries and degree disciplines we must recruit. The 2014 annual ISEE conference saw the first anonymous online survey distributed to members of SEE student chapters of the International Society of Explosives Engineers. The survey contained questions about future job and career plans, ideal job placement, expectations of salary and current academic degrees. The purpose of the survey was to determine what these students expect or require from a career in the explosives industry, and their current path to pursue this. This information can help steer recruitment activities and job offers for graduating students. The success for both student response rates and interest from the industry has allowed space for a yearly update of this survey. A second survey was distributed in 2015 and included international students. This paper provides the data from a third online survey distributed to all student members of the International Society of Explosives Engineers, globally. Understanding the main incentives for a student to accept a graduate position as an explosives engineer can help us, as an industry; position ourselves to remain competitive in recruiting against other major degree disciplines.

Perimeter mining is a special form of very productive partial extraction method practiced at some mines in the United States. In the Illinois Basin mines where all major coal seams have weak underclay in the immediate floor, experience shows that any long-term ground control issues will arise due to floor failures rather than instability of the coal pillar itself. While there is a significant amount of work done on floor stability associated with regular pillars, no work has been done so far on the stability of perimeter pillars. This paper reports the results of a comprehensive study that was conducted for the first time on floor stability during perimeter mining in the Illinois Basin mines. A special plate template, which mimicked a common perimeter pillar configuration was created to conduct in-situ bearing capacity tests at five mines in three states of the Basin. Additionally, because of the complex shape of pillars created in perimeter mining that defies any closed-form solution, floor bearing capacity was studied using three-dimensional nonlinear numerical modeling. Based on these in-situ and numerical studies, some guidelines are provided for perimeter pillar stability analysis.

The National Institute for Occupational Safety and Health (NIOSH) has developed a computer program called the Air Quantity Estimator (AQE). The purpose of the program is to provide a starting point for estimating the air quantity needed to dilute diesel particulate matter (DPM) in an underground large opening mine, albeit taking into account various input assumptions. The AQE estimates the total air quantity needed to dilute DPM emissions that enter the main airstream of the mine to current statutory levels. It helps operators pinpoint vehicles that are high DPM contributors. In addition, it allows the user to make “what if” scenarios by varying the input parameters to achieve the most efficient and practical ventilation system. The AQE is a stand-alone software program that does not require any type of spreadsheet software. Engine data must be known or estimated with some accuracy and assumptions must be made in order to limit the variability of the program output. Program calculations and two case studies, for validation purposes, are included in this report. It should be noted that the program does not ensure adequate face ventilation and personal exposure compliance.
