"This new tool can be used as a quick guide f or the assessment of the potential economic wealth of any risky capital project. It does provide an unambiguous recommendation of the type ""go or no go"" to the decision-maker simply by comparing two different ratios profit/investment. One ratio determines the minimum value required to at least break even while the other measures a probable value based on the asymptotic theory of statistical extremes.Its application is briefly illustrated by means of an underground gold mine extension project, an oil sands mine project and a polymetallic open pit project.Once a favourable recommendation has been obtained then a detailed ""cash flow after taxes"" analysis can be carried out for the project.IntroductionMany tools are used in financial decision-making such as the payback period, the discounted cash flow, the internal rate of return and the wealth growth rate (Berry , 1971).These tools are useful and meaningful in evaluating normal projects closely related to regular business where the number of assumptions made is usually very small and where the cost of capita! is usually selected as a discount rate or a hurdle value. In situations where a significant number of assumptions have to be made,two problems can emerge, namely:I. the risk involved is underestimated leading to a potential financial disaster; or2. a good opportunity is lost because the approach used in evaluating the project is too conservative.Each assumption has its own degree of uncertainty and it is well known that combining uncertainties together can lead to a total uncertainty of critical proportion. The easiest way to account for risk is to increase the discount rate or the hurdle value, but this approach alone is quite subjective and can easily lead to the problems described above."

The Coeur d'Alene Mining District of northern Idaho is remarkable for its number of large ore bodies and for the amount of its historical production of lead, zinc and silver (Fig. 1). Since veins were first discovered in 1884, more than 127 Mt (140 million st) of ore have been produced from narrow, high-grade veins. Mining continues at the Lucky Friday, Galena and Sunshine mines (Fig. 2). All have been in production for decades. At these mines, more efficient mining and exploration techniques have reduced costs while adding significant new reserves. Even the old Bunker Hill Mine, where ore was first found in 1875, continues operation on a limited basis, partly involving production of world-class pyromorphite specimens. Until recently, the Coeur Mine was also a profitable silver producer. Other large producers have included the Star-Morning, Hecla, Page, Standard-Mammoth, Hercules and Gold Hunter mines (Fig. 2). The first deposits were discovered by prospectors who spilled over from the Murray gold mining district, 24 km (15 miles) to the north. The Bunker Hill Mine was founded the year after the first veins were discovered. Bunker Hill has now operated for more than 100 years. Production includes 2.3 Mt (2.6 million st) of lead, 1.1 Mt (1.2 million st) of zinc and 4.1 kt (132 million oz) of silver. Total district production through 1996 (Springer, 1997) amounted to 7.3 Mt (8.1 million st) of lead, 3 Mt (3.3 million st) of zinc, and 34.5 kt (1.109 billion oz) of silver. This record establishes the district as the largest recorded producer of silver in the world, while also yielding major quantities of lead and zinc. Only Potosi, Bolivia, may have produced more silver, although records are unclear. Despite the district's longevity, historic production and current activity, the published literature on the district lags behind with regard to recent concepts of district geology. The most recent comprehensive US Geological Sur- vey (USGS) bulletins (Hobbs et al., 1965; Fryklund, 1964) are dated. Much research in the last half century has been short-lived or geographically restricted because the district is large and its geology is complex - and even this research tends to remain unpublished. Copper concentrates are widely used in smelting operations worldwide and typically consist of chalcopyrite ( CuFeS2) as the primary mineral, with chalcocite ( Cu2S) and bornite ( Cu5FeS4) as secondary copper-bearing minerals. However, these concentrates often contain hazardous impurities, such as the fluorine ion, which can result in various complications during the smelting process. These issues include equipment corrosion, gas treatment requirements, environmental hazards, and strained community relations. Furthermore, high fluorine content in copper concentrates can lead to penalties and limitations during sales. To address these challenges, this comprehensive review assesses current techniques for removing fluorine from copper concentrate. Drawing upon recent research and the findings in the field, the review analyzes the advantages and disadvantages of existing fluorine removal methods and identifies critical issues requiring attention in the future. This review provides valuable insights into the current state of fluorine removal from copper concentrates and serves as a practical guide for researchers and industry professionals in this field.

A majority of continuous mining machines employ a water spray system and a machine mounted flooded-bed scrubber to suppress and capture dust during coal mining. These machine mounted dust control systems must be designed to function within the localized face ventilation system at the mining section to control both dust and methane. Spray systems can impede or improve the scrubber effectiveness in controlling dust or methane at the mining face. Laboratory experiments were conducted to examine the effect of spray type, spray pressure, machine body blocking sprays, and scrubber airflow on dust and gas levels while using a 12.2 m (40 ft) exhaust ventilation curtain setback from the face. These experiments were conducted with the mining machine positioned at the end of a simulated 6.1 m (20 ft) sump and slab cut. Results indicate that the hollow cone nozzles with blocking sprays best complemented the flooded-bed scrubber performance in an exhaust ventilation system. This external spray system notably reduced dust and gas levels on the off-curtain side of the mining machine for both the sump and slab cut as compared to the flat spray nozzles. Higher scrubber airflows reduced dust and gas levels on the curtain side and in the return of the continuous mining machine. The remote operator position, located on the off curtain side and parallel to the inlet end of the exhaust curtain, sustained the most stable and lowest dust levels around the mining machine.

The subject of transverse fissures in steel rails has been discussed very thoroughly in recent years from various points of view and the final opinions expressed may be roughly classified into two groups: That these fissures are the result merely of fatigue of the steel and are independent of the quality of the metal. That the quality of the metal and the mill practice must have something to do with them. The first point of view was most ably and logically presented by J. E. Howard,' and in the discussion of this paper, as well as in several other preceding publications, Dr. P. H. Dudley, Consulting Engineer of the New York Central Lines, has strongly defended the other opinion.2 The steel makers of the country have naturally rallied under Mr. Howard's banner, hoping to place the entire blame for these failures upon the railroads with their high wheel-loads, hard steel, heavy traffic, and sometimes inferior road-bed; while the railroad men, on the other hand, have been busy accumulating statistics and records in the effort to find an actual reason in the rails themselves that would account for the seemingly haphazard occurrence of transverse fissures under varying conditions and at widely separated points. The view that these fissures were due merely to normal fatigue under alternating stresses seemed most reasonable to the writer until quite recently, because from work done in this laboratory, as well as the work of other investigators, of the problem, no structural differences, in the vast majority of cases, were found between metal at the nuclei of transverse fissures and metal at similar positions in the same rails or in other rails that had not developed fissures. Two important facts stand out as features of the metal- and nonmetal-mining4 industry of the United States in 1941 as compared with 1940: First, the number of employees and man-days of employment increased; second, accident-frequency rates, both fatal and nonfatal, decreased. Reports from mining companies to the Bureau of Mines covering underground, open-pit, and surface operations for 1941 re¬vealed the largest number of men employed since 1926 and the largest number of man-days worked since 1929. The combined fatal and non¬fatal accident-frequency rate for 1941, calculated on a basis of one mil¬lion man-hours of exposure to hazard, was (except for 1931 and 1932) the lowest since 1911, the earliest year for which figures are available. During this 31-year period, only 1938 and 1939 showed lower fatality rates, and only 1931 and 1932 had lower nonfatal-injury rates. Operating companies reported that 9,620 mines were active during all or some part of the year. These employed 125,290 men, an increase of more than 4 percent over 1940. The total volume of work performed at all mines, measured in terms of man-shifts, increased to nearly 32 million, a gain of 10 percent; man-hours of employment rose to almost 254 million, an increase of 10 percent over the 231 million man-hours worked in the previous year. The year's operations resulted in an average work-year of 255 days per man, an increase of 13 days per employee over the average working time in 1940. Although the 8-hour day prevails generally at most mines, the industry as a whole averaged 7.94 hours per shift, as in 1940.

"There seems to be some confusion between the terms carbon black and lamp black, although in American lampblack is generally understood to be a soot formed by the smudge process. In this process oil, coal tar, resin or some solid, or carbonaceous substance is burned in an insufficient quantity of air, while on the other hand carbon black is a product resulting from the incomplete combustion of gas and is deposited by actual contact of flame upon a metallic surface.The various carbons, such as gas retort coke, oil retort coke, graphite, carbon black, lampblack, vine black, wood-pulp,black, willow charcoal, and blacks made from refuse material such as leather have different characteristics as to flocculence strength of color, and physical structure. These blacks are made by one of the following methods:(1) Formation by direct contact of a flame upon a depositing surface.(2) Production by combustion of an oil, tar, etc., in an inadequate supply of air; the soot is allowed to slowly settle out on the floors and the walls of the collecting chambers.(3) Carbonization of solids and subsequent reduction to a state of small subdivision.(4) Production by heating carbonaceous vapors or gases to a decomposition temperature by external heating with or without air in the forming chamber. This is usually referred to as cracking or thermal decomposition."

MINING is one of the major industries of the Rocky Mountain region and since the United States became involved in the present World War, all mines have been called upon by the Government for the maximum production of the strategic metals necessary. Operating under the most adverse conditions, such as priority requirements, slow delivery of necessary material and equipment, labor shortages, and freezing of all wages, which still permitted some industries to pay higher rates than were allowable in the mines, thereby drawing labor from the mines; and the United States Employment Service continually giving mine labor certificates of availability; these and many other problems made mine operation particularly difficult. Yet, in spite of these obstacles, the mining industry, either through its own resources or through Government subsidies in the form of loans or premium prices for strategic metal, have and still are making an all-out effort to meet Government demands. They, without question, have played a major role in assisting the war effort.

The Resource Management Act has been in force now for approximately ten months. This Act, and the Crown Minerals Act which accompanied it, have substantially changed the manner by which mining operations and other resource uses obtain access to resources and are subject to controls of their environmental effects. This paper briefly summarises the key elements of the regulatory provisions of the Resource Management Act. It identifies the types of resource consents required, and discusses these and procedural matters in relation to mining in Otago. It addresses the transitional provisions and highlights inconsistencies and difficulties in the implementation of these provisions. This paper identifies potential future developments in the planning and regulatory environment relating to mining in Otago.

DuRing the past year, we have investigated the cause of 88 per cent, of the failures by breakage near the bit end of some 1-in. hollow, hexagon, drill steel used in a metal mine. This breakage in the region of the bit end of the steel was peculiarly interesting because we have been Ied to believe that breakage is most prevalent at the shank end of drill steels near the place where the steel is gripped in the chuck of the machine. Records from the mine showed, also, that the breakage was much more frequent in the short lengths of large gage than in the longer steels; this is shown graphically in Fig. 1. Because the shorter lengths of steels are usually those that have been made from broken pieces of long steels or from steels that have worn down in service, rarely being made from new stock, those who are wont to suspect steel of tiring and crystallizing in its old age through fatigue are quite apt to see in this instance an argument in favor of their idea. As usual, a careful examination of these steels reveals defects of a character hardly to be overlooked in favor of such a cause. The steel in question was rolled with a sand core and was of the usual drill steel composition: Carbon 0.85 per cent., manganese 0.60 per cent., silicon 0.25 per cent., phosphorus 0.02 per cent., and sulfur 0.02 per cent., with the exception that in some specimens there was vanadium, not exceeding 0.20 per cent. In extracting helium from natural gas at Bureau of Mines helium plants, a continuous analysis of the helium content of inlet and outlet gas streams is required to determine extraction efficiency. An analyzer, using established principles of gas chromatography to effect the analysis, has been developed by the Bureau of Mines to meet this need. It will record the helium content of inlet or discharge gases from helium-extraction plants every five minutes, continuously, without the attendance of an operator. A 25-inch column of activated charcoal is used as a partitioning agent; nitrogen is the carrier gas; and a hot-wire, thermal-conductivity cell is the detector. A 1.0 mv, strip chart indicates the unbalance of the detector cell, Sample size is 0.37 cc, and carrier gas flow rate is 75 cc, per minute. Significant improvements in helium extraction have been demonstrated by using the chromatograph in three helium-extraction plants.

The objective of Quality Assurance and Quality Control programs on advanced exploration projects is to ensure that data from sampling, assaying, and recording of geological observations are of high integrity for the purpose of obtaining reliable mineral resource and reserve estimates. National Instrument 43-101 Standards of Disclosure for Mineral Projects states that all scientific and technical reports must be prepared and certified by a Qualified Person in accordance with professional and industry standards following Mineral Exploration Best Practices Guidelines and Definitions, and Guidelines of the CIM Standards on Mineral Resources and Reserves. Additional information is given in Companion Policy 43-101CP and Technical Report Form 43-101F1. Although the Qualified Person must discuss and describe the Sampling Method and Approach; Sample Preparation, Analyses, and Security; and Data Verification; there is little specific information in the guidelines on Quality Assurance and Quality Control programs. Examples from the Oyu Tolgoi Cu-Au Project are given for optimizing sampling protocols, following proper sample preparation procedures, safeguarding sample shipments through chain of custody, ensuring quality of assaying with Round Robin monitoring programs, verifying transcribed data, and validating data with check assays to ensure high integrity for resource and reserve estimation. Oyu Tolgoi, also known as Turquoise Hill, is in the South Gobi desert, Mongolia, about 550 km south of the capital city of Ulaanbaatar, and 875 km northwest of Beijing, China. The project covers a major copper-gold system, which consists of the South West, South, Central, and Far North deposits, comprising high sulphidation and porphyry mineralization with oxide, supergene, and hypogene ore types. Exploration is done by multiple diamond drill rigs, and samples are prepared on-site and shipped to laboratories in Mongolia, Canada, and Australia for further preparation and analysis.

In preparing a paper on coal washing in Colorado and New Mexico, it is difficult to refrain from entering into a discussion of the historical aspects of this subject, for the story of coal washing in these states goes back well into the last century. This phase of the subject could well make a complete paper in itself, and of necessity this present discussion must be limited to current operations. Therefore, we are taking into consideration only those washing plants which have operated for some period during the years of 1947 and 1948.

"The Abitibi volcanic belt was sampled along a cross section extending from Matagami to a point east of Rouyn. A few samples were also collected in Louvicourt township, Quebec. The major elements were determined for 344 samples, and rock names were defined using normative minerals. The analytical data were studied by means of variation diagrams. The Abitibi volcanic belt is characterized by rocks belonging to both the tholeiitic and calc-alkaline magmatic series, but they show some differences as compared to some typical reference series, particularly those from Japan. Basalt is the predominant rock type and accounts for 44 per cent of the sampled outcrops. The volcanic rocks are relatively poor in K2O and TiO2. Regionally, the volcanogenic copper-zinc mineralization is associated with the calc-alkaline volcanic sequences. Locally, within such sequences, some types of abnormal deviations from the averages are recognized only in association with the copper-zinc mineralization. The anomalies are ascribed to hydrothermal alteration consisting of the introduction of MgO and removal of N a20; enrichment in K20 is also observed where zinc mineralization predominates. Examples of such anomalous zones show that, in places, this alteration phenomenon can be quite extensive. Petrochemical characteristics can be used as geochemical ore guides in exploration programs."

The study explored a new combination amine collector (XK-28) that can obtain better flotation index and defoaming rate for magnetic iron ore. A pure quartz mineral test indicates that dodecylamine, XK-I, or XK-II has good collection effect on quartz and their best flotation pH is in the range of 6–7. The experimental results of a combination collector (XK-I:XK-II = 2:8.) show that the separation effect for quartz and magnetite is better than that of a single collector. The single factor for actual mineral test shows that when the combined reagent is used as the collector, the best conditions are pH = 7, 90 g/t dosage, and XK-I:XK-II = 2:8, which is consistant with the pure mineral test. The difference for dodecylamine as a collector is that the optimal dodecylamine dosage is 60 g/t. Under the best conditions of actual ore test, dodecylamine and XK-28 are respectively used as the collector to compare the flotation indexes. Study results indicate the magnetite grade using XK-28 as the collector is higher by 3.02% than that of using dodecylamine, recovery is increased by 1.92% over that of using dodecylamine. Based on the measurement results of zeta potential, uses of XK-28 can slightly increase the zeta potential difference of quartz and magnetite to enhance the flotation effect. The mechanism of action between the XK-28 collector and the actual ore from the Gongchangling plant is physical adsorption, and this adsorption also has hydrogen bond formation. Contact angle results shows that XK-28 improves the hydrophobicity of quartz better than dodecylamine. Compared with dodecylamine, XK-28 is more sparsely arranged on the surface of the foam. The foam produced by the XK-28 collector has better air permeability and it is more likely to merge and disappear with bubbles.

In 1913, potash mineralization was recognized at a depth of over 7,000 feet in an oil-well hole (Norcanol's Radville No. 1 well) drilled near the town of Raddlle, Saskatchewan. Although, at this depth, potash is not considered mineable by conventional underground mining methods, this discovery shed the first light on the potash deposits of Saskatchewan in much the same manner as oil-well drilling was responsible for the first discovery of potash in the Carlsbad Basin of New Mexico in 19:25. The discovery near Radville alerted the oil-well geologists and, as a result potash mineralization was recognized in the Verbata No. 2 well, near Unity, Saskatchewan, in 1946. The mineralization, which was at a depth ?of 3,466 feet, graded more than 20 per cent K20 over a thickness of eleven feet. THE structures formed when austenite is quenched to subcritical temperatures and allowed to transform isothermally have been the subject of intensive study since the work of Davenport and Bain.1 Isothermal transformation diagrams summarizing the results of many of these studies have become widely familiar to metallurgists. Of particular interest to metallographers are the dark-etching, acicular products of transformation formed by isothermal reaction below the temperature of maximum velocity of the austenite to pearlite reaction. These products, the bainite structures, can be formed in a wide variety of steels. However, the constitution of bainite is not well understood and divergent views have been expressed as to its mode of formation. In this investigation a combination of dilatometric, microscopic and X-ray methods has been brought to bear upon the problem in the hope of some elucidation of the bainite reaction as it occurs in hypoeutectoid steels. MECHANISM OF BAINITE FORMATION Davenport and Bain1 considered the mechanism of bainite formation to consist of two steps-an allotropic transformation followed by precipitation of carbide. The separation in time of the two processes was considered to be very slight in the upper temperature range and very marked at temperatures just above the martensite range. This concept has been restated by Vilella, Guellich and Bain2 in the form of a definition of the acicular mode of transformation as: The successive, abrupt formation of flat plates of supersaturated ferrite along certain crystallographic planes of the austenite grains; this supersaturated ferrite begins at once to reject carbide particles, (not lamellae), at a rate depending upon temperature. In effect, this is the acicular mode of transformation, even though the temperature be such as to limit the actual life of the quasi-martensite to millionths of a second. The investigation of isothermal decomposition of austenite in certain alloy steels (notably those containing chromium or molybdenum) has revealed that there may be a range of temperatures between the pearlite and bainite reactions in which the austenite decomposes at a relatively low rate.3-6 Further, it is characteristic that in the second region of fast reaction the decomposition of the austenite is incomplete by one reaction but goes to completion by a second reaction. These observations led Wever7 to a description of the bainite reaction as follows: I. The reaction takes place by initial precipitation of a martensitic intermediate structure. 2. In the upper temperature range this structure readily decomposes into ferrite and cementite. In the lower range carbon separates in an unknown form. 3. Future haulage cost projections led Foster Yeoman Limited into developing a fully mobile crushing and conveying system at its Torr Works quarry in Somerset, England. The purpose-built system has an effective throughput of 2,500 tonnes/hour and features an Orenstein and Koppel (O & K) manufactured walking frame, a Fuller-Traylor type 54 X 74 TC gyratory crusher, and unique mobile conveyor modules designed and manufactured by Foster Yeoman. Used in a single-bench operation in this 6 million-tonne per annum limestone aggregate quarry, the system is fed at the production face by 2 Caterpillar 992C loading shovels. The entire system is moved on a daily basis following production face locations.

A simulation code called SIMJIG and the user interfaces have been developed using discrete element method (DEM) and the .NET platform respectively for the jigging process. DEM platform is used for tracking of particles in the jigging operation. DEM uses the net force balance on the particles to track the trajectory of the particle. Simulation results are compared with experimental results obtained by jigging of low grade iron ore lumps. Two different iron ore samples one from Chatishgarh and one from Odisha were used for the experimental studies. The Alljig? stratification test rig meant for batch laboratory experimental studies has been used in the present work. The behavior of different sizes of material on jigging has been examined. Later, the particle size behavior during jigging at different layers of the jig bed has been studied. Further stratification profile across the jig bed has also been studied. It was observed that simulation results are matching quite nicely with the experimental results. The SIMJIG simulator developed in the present study could be used for predicting the performance of the jigging operation effectively. This Bureau of Mines report presents the results of a study and statistical analysis of part of the initial exploration churn-drill sampling and some of the subsequent underground diamond-drill-core sampling in the North are body at the San Manuel copper mine, Arizona. These data were derived from regular exploration and mine sampling, not from special samples obtained solely for statistical analysis. The study was conducted as part of the Bureau's continuing program on sampling-methods research. The major objective of the study was to investigate the feasibility of using the techniques of statistical analysis in evaluating sample and assay data and computing grade and tonnage of Ore from porphyry-type copper deposits. It was recognized that using existing data acquired over a period of several years by different methods would introduce problems and limitations for precise comparisons. However, it was expected that the study would provide some general conclusions and certainly a number of preliminary conclusions on the nature of the mineral characteristics and their effect on sampling procedures, the requirements for sampling deposits of this type, and the comparative results of churn-and diamond-drill sampling in the same area of the deposit. All of this information would be essential for future sampling-methods research for computing grade and tonnage of ore.
