In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

Rock excavation in both surface and underground mining is largely accomplished using the drill and blast technique. At the perimeter of such excavations, cautious blasting procedures are often employed to minimize unwanted damage to the remaining rock. Of the several different techniques available, the use of explosive charges with a diameter smaller than the holes in which they are introduced (so-called decoupled charges) is the most common. In spite of the long and widespread use of the technique, a technically sound basis for relating the borehole wall pressure to the explosion pressure is still lacking. We encountered several areas of methodologic uncertainty during development of a data collection method for use with vibrating hand tools in metal assembly. A local manufacturer sought our assistance designing a data collection method for evaluating and predicting risks of upper extremity disorders associated with use of vibrating hand tools. Current methods of vibration measurement are described in ISO 5349 [2]. However, the complexity of measuring vibration along with other exposures such as force and posture has limited the number of workplace-based studies of upper extremity disorders that have included direct measurements of vibration. Data from this preliminary study was used to look at two issues: a comparison of vibration values between production and non-production workers when performing the same task, and a comparison of worker ratings of vibration comfort to direct measurement of tool vibration. Methods Eight experienced production workers used each of six metal fastening tools to install fasteners. Vibration was collected by 3 tri-axial accelerometers, one attached to the tool handle following ISO 5349 recommended locations, one attached to the hand dorsum on the 3rd knuckle and one to the thumb side of the wrist. Data sampling rate was 10,000 samples/second. Hand grip and feed forces were obtained using a Novel pressure sensing mat on the palm. Each trial consisted of installing 10 fasteners per tool for each of the 6 tools. The test set-up placed the wrist in the position typically used by the operator during production. Each worker documented subjective comfort and effort ratings on a seven point scale following each series of fastener installations. One series of testing was completed by three non-production workers inexperienced in fastener installation to simulate use of alternative employees for data gathering. Vibration data for each trial were acquired, digitized, and stored using Lab View. The X, Y, & Z axes were used to calculate the vector sum response for each tri-axial accelerometer. The tool data were digitally filtered following ISO recommendations. Calculated data consisted of the mean RMS over the tool’s on- time, the starting and breaking peak impulses, and the peak of the frequency response. Results Production workers (n=8) were right hand dominant males with a mean age of 55 years and normal hand strength (mean right grip = 106 lbs). Non-production workers (n=3) had similar characteristics. We found large and statistically meaningful differences in hand force during tool use between production and non-production workers (mean production workers = 9.77 lbs, mean non-production workers = 43.30 lbs, p = 0.0001). Vibration values obtained from the hand also showed a statistically meaningful difference (mean in production workers = 0.67 Gs, mean in non-production workers = 1.48Gs, p = 0.0014, figure 1). Experienced worker ratings of comfort during tool use demonstrated a moderate correlation with measured vibration (r=0.63). Worker ratings trended with direct recordings from the tool handle as shown in figure 2.

ONE'S JOB is the watershed down which the rest of one's life tends to flow write the Lynds in the first pages of their classic social study, "Middletown in Transition." Certainly engineers will confirm this statement after a check among those in their own profession with whose lives they are at all familiar. I have no hesitancy in acknowledging the truth of their observation for the men and women who are engaged in the profession of the law. It has been often remarked that American public life is overrun with members of the law profession. The highest public office in the land, that of President. has been occupied by lawyers almost to the exclusion of citizens of any of the other professions. Twenty-two Presidents of the United States out of the total of 31, were members of the bar. For the most part, members of Congress, the governors of the states, the state legislators and the mayors and other local leaders, men who occupy important positions of responsibility and public trust, have had legal training. Now this fact is no mere accident. Those who were fitted for the "job" of the practice of the law are favorably placed with respect to their participation in public life. Thus public service and public office is the watershed down which the "lawyer's" life tends to flow.

Industrial equipment exposes individuals to whole-body vibration (WBV) and mechanical shock. This exposure can negatively impact their health, safety, comfort, and working efficiency and performance. Accordingly, proper seat design is an important consideration in reducing the adverse effects of WBV exposure to vehicle operators. Since the human body is sensitive to low frequency WBV, ride quality is a basic and important element of good seat design. When designing a suitable seat, it is essential to understand vibration exposure environment of workers and how well they can tolerate this environment [1]. This is particularly true in the mining industry. Mayton et al. [2] reported on a low-coal shuttle car seat design that underwent limited, yet successful underground mine trials. Building on this work, a follow-up study compared NIOSH and existing seat designs on low- and mid-coal seam shuttle cars. The NIOSH seat designs included viscoelastic foam, which has properties similar to those found in a mechanical spring/damper suspension system. The seats also included an adjustable lumbar support and a fore-aft seat adjustment. The NIOSH seat designs contrast with the existing seat design, which have little or no lumbar support and include inexpensive foam padding of the type commonly used in furniture. This paper will focus on the seat designs for the mid-coal seam shuttle car and compare subjective comfort data collected from five vehicle operators with ISO 2631 – based reduced comfort boundary (RCB) analysis of recorded vibration levels. Methods Experimental data were collected using three different tools: triaxial accelerometers, pre-amplifiers, and filters connected to a data recorder; a visual analog scale (VAS); and a short questionnaire. Researchers recorded quantitative or objective vehicle vibration data to determine the input and output acceleration at the operator cab floor and operator seat interface. Qualitative or subjective data, collected with the VAS, allowed researchers to obtain the operators’ immediate impressions of shock, vibration, and discomfort levels for the vehicle ride on each of the seat designs. Each shuttle car operator made six round trips with the vehicle each seat. The shuttle car operator marked the VAS on the first, third, and sixth round trip of the trials for each seat. A round trip consisted of traveling to the coal face with no load and returning to the load discharge location with a full load of coal. Results Total overall average ratings for the five vehicle operators of the mid-coal seam shuttle car, showed that operators sensed from 45 to 87% less discomfort with NIOSH seat designs compared to the existing seat design. Using a 95% CI, researchers computed a strong positive correlation for discomfort. Figure 1 illustrates the RCB analysis method for one of two NIOSH seat designs.

Introduction The South African Witwatersrand is the world's largest gold-bearing province and gold producing district. But the production capacity of the very big mines (Vaal Reef, Driefontein Cons., Western Holdings, Western Deep Levels, and others) is not as large as that of the Soviet Union's Muruntau gold mine. The Muruntau gold-bearing ore body was discovered in 1956-57, and has been in operation since that time. In the early 1970s, this mine produced 70 to 80 t/a (2.3 to 2.6 million oz per year) of gold. Within the last few years it has become the world's largest producing gold mine. Russian authors do not publish ore reserve or rate of production data. But it is very likely that the Muruntau mining complex, which involves several ore bodies, is currently producing about 143 t/a (4.6 million oz per year) of gold. "It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

Carpenter, professor of metallurgy, Colorado School of Mines. Coal samples from the Northern Colorado field used in the stoker during 3 years of service were supplied through the cooperation of N. C. Brooks, secretary, Northern Colorado Coals, Inc.This report describes the development and practical tests made on a small stoker-fired system for heating service water automatically. The system was designed to take advantage of the favorable reactivity of low-rank fuels, and the objective was to devise a combination of stoker, heat-receiving, and hot-water storage system Which would be automatic for at least 30 days without attention, while heating service water at minimum cost. The system was developed to a point where coal consumption was less than 10 pounds (or less than 100,000 B.t.u.) per day. The total operating cost of hot water for an average-family-was about $1.00 per month, with coal retailing at $6.00 per ton and electric power at 4 cents a kilowatt-hour. The heating system was designed for the utilization of low-rank fuels, but the general features of the double-tank system can be 'employed fuels, either gas or liquid fuels.The Subbituminous Coal and Lignite Section of the Bureau of Mines began investigations on the utilization of low-rank fuels in domestic appliances during 1939. Tests were made on various devices to find out if they were suitable for the low-rank fuels. Most of the available appliances for burning coal have been designed for the higher-rank fuels, and they are not well-suited for burning the lower-rank coals at maximum efficiency, because subbituminous coals and lignite have high bed moisture ranging between 20 and 40 percent by weight, which lowers heating value to the range of 10,000 to 6,500 B.t.u. per pound. They are noncoking, and the ash content ranges between 4 and 6 percent, with a fusion temperature of about 2,0000 F."

The Bureau of Mines has investigated techniques of using gross alpha or beta detectors to continuously measure working levels. Both methods measure radioactive particulates collected on a filter paper using a constant airflow. Inherent-error studies indicate a value of about ±3 percent for the gross alpha method and about ±8 percent for the beta method in typical mine atmospheres. However, the beta method avoids problems associated with alpha detectors and is therefore more useful. Applications of these continuous working-level detectors include work area monitoring of exposure levels in underground openings, such as mines and caves, and calibrating personal dosimeters exposed over extended time intervals.

"The Sigma gold deposit is in a band of deformed metavolcanic rocks that are cut by an irregular mass of porphyritic diorite and by narrow undeformed feldspar porphyry dykes. The gold is in veins consisting mainly of quartz and tourmaline with minor pyrite, carbonate, chlorite, scheelite and free gold. The results presented here concern the structural setting of the ore and are based on a study of the mode of emplacement.Two principal types of veins have been recognized: subvertical and oblique veins. Both types are contemporaneous, mechanically linked and postdate regional deformation. The sub-vertical veins are composed of numerous mineralized lenses that occupy the central part of ductile shear zones of great lateral and vertical extent. Normally, several lenses occur in the same shear zone. The vein material seems to have resulted from incremental filling of openings by repeated vertical movement along rupture planes developed in the central part of the shear zones.The oblique veins are small elliptical lenses of ribboned vein material which formed essentially by progressive vertical opening of oblique fractures. Two types of oblique veins are known: one is restricted to feldspar porphyry dykes, within which they are arranged in an en-echelon fashion; the other is of greater extent and is not restricted to one rock type, but tends, however, to occur in the more competent porphyritic diorite.Vein orientation and mode of formation suggest that both sub-vertical and oblique veins developed during progressive deformation associated with the formation of the ductile shear zones. The latter probably formed in response to a compression that took place late in the tectonic history of the host rocks at Sigma."

The lowest number of fatalities from coal-mine explosions in the United States in any year since records have been kept was the total of 8 in 1949 and again in 1950. Even incomplete records as far back as 1870 reveal a larger annual loss of life from explosions. From 1890 to 1948 the lowest annual loss was 32 in 1946. A smaller total of 15 fatalities was reported in 1952. Figure 1 shows the total yearly loss of life from explosions in all coal mines since 1880. Those in anthracite mines alone are shown by the shaded area. The erratic variation of the chart line shows the difficulties that have confronted the industry in the struggle to control and eliminate mine explosions. Potential hazards have existed in marry mines without realization that only a small change in conditions could initiate a disaster. Many disasters causing great loss of life occurred in mines that had been regularly operated without incident for long periods. Although the number of coal-mine explosions causing great lose of life has been kept down in recent years, the exceptions still make the record anything but satis¬factory. There have been almost no widespread explosions for several years, but in a few instances many lives were lost from afterdamp. Although the violence and spread of mine explosions may be controlled, the loss of life may be heavy if many of the men happen to be in the path of the smoke and gases. For these reasons, the strictest controls must be maintained to eliminate all factors that might combine to cause even a small ignition of gas or dust.

It is just over 100 years since the practice of blowing small bubbles into a mixture of ground ore and water revolutionized the mining industry, resulting in uneconomic deposits becoming highlyprofitable mines, along with the inevitable lawsuits over this new technology called froth flotation. To this day, the viability of many mining projects rests largely with the ability of flotation to effectively capture the valuable minerals and reject wastes. Remarkably, bubble behaviour in flotation has not been well understood until very recently with the advent of new sensor technologies that can be brought directly into the operating plants. This presentation will review the importance to the mining industry of understanding bubbles, highlight these new technologies and illustrate, with examples, how paying attention to your bubbles will pay off.

Neste sentido, a qualidade da soldagem torna-se um elemento fundamental para a garantia da integridade estrutural da embarcação. Neste trabalho são apresentados os resultados da análise da influência de diferentes fatores na qualidade da soldagem por extrusão de chapas de polietileno de alta densidade. Os fatores analisados envolveram o aporte de calor, a preparação do chanfro, a velocidade de soldagem e a pigmentação do fio de solda. A influência de tais fatores na qualidade da solda foi avaliada tendo como referência os resultados de ensaios de flexão em corpos de prova.

Oxidized zinc ores are the main source of zinc metal except sulfides. To have a better understanding about the performance of smithsonite and the main gangue, quartz, in flotation, the aggregation behaviors of smithsonite and quartz in water were confirmed by different techniques (sedimentation tests and optical microscopy). The experimental results show that smithsonite and quartz particles aggregate in the pH range 7.5-11. The results of zeta potential suggest that the aggregation does not correlate with the DLVO theory, when the iso-electric point of smithsonite and quartz is 8.0 and 2 respectively. When the solution pH is less than 8.0, smithsonite has an opposite charge to the quartz particles. Electrostatic adsorption makes effort on these two kinds of particles according to DLVO theory. Whereas, solution chemistry calculation shows the pH range 8-11 corresponds to hydroxide formation, suggesting that this is the species responsible for aggregation. And their concentrations are much higher in sodium hydroxide system than that in sodium carbonate system. Aggregation of smithsonite and quartz due to the flocculation action of zinc hydroxide is proposed.

This report on the mining and milling of tungsten ores is the second part of a general study of the domestic tungsten industry. The first part, comprising general information on tungsten, has been printed as Bureau of Mines Information Circular 6821. The purpose of these papers is to increase efficiency in the mining, preparation, and utilization of the tungsten resources of the United States. The tungsten industry forms so small a part of the vast mining and metallurgical operations of the illation that private metallurgists have not had enough inducement to give special attention to the recovery of tungsten minerals from the ores, and many of the small companies are financially unable to undertake research work. A study of the milling of tungsten ores reveals that further improvement is possible, especially in the treatment of slimes. Recent experimental work by the Bureau shows that the flotation process is applicable to certain tungsten ores. The future of the tungsten industry it the United States depends to a great extent on utilization of the low-grade deposits of the contact-metamorphic type.
