INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. The objective of these projects is to provide an ordered and sequenced advance toward the Bureau's overall goal of providing the system technology required to create a more healthful and safer working environment for the Nation?s mining and minerals processing workers.

"INTRODUCTION Throughout the history of coal washing, the jig has been one of the most important coal-cleaning appliances. In 1935 34.7 percent of the 45,361,021 tons of clean coal produced was the product of jigging. 4/ Previous to 1928, most of the jigs used in the United States were of the piston type, with which sufficient mobility to allow stratification in bed is imparted by the reciprocating up-and-down movement of a piston in the water compartment adjacent to the screen compartment. In 1928, the Baum type of jig was introduces in this country and has since come into wide spread use. In this type, water pulsations are imparted by application and release of compressed air to the water compartment. All prior studies of the mechanism of seperating cleared coal from impurity by piston-type jigs. 5/ The same laws of settling, of course, apply to both types, piston or Baum, but the character of the separation with the Baum type may be modified more easily because of the flexibility with which air may be handled, as distinguished from the fixed action of eccentrics commonly used in piston jigs. Since no detailed studies are available to show the performance, that is, the character of the separation between coal and impurity, of the Baum type the Bureau of Mines undertook the investigation recorded in this report."

Editor's note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion's share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting's sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator's sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country. A series of economic evaluations of processes for producing metallurgicalgrade alumina from low- grade aluminous materials is being conducted by the Bureau of Mines to determine the relative processing costs . The two processes considered in this evaluation are concerned with the recovery of alumina from clay through the formation of ammonium alum . In the first process , dehydrated clay is leached with ammonium bisulfate solution ; in the second process , clay is baked with ammonium sulfate and then leached with water containing a small quantity of sulfuric acid . After the alumina is dissolved by either of these methods , the iron is reduced to the ferrous state to avoid crystallization of ferric sulfate with the alum . The recovery of pure alum requires two crystallization steps . The alum crystals are then redissolved and precipitated with ammonia to produce alumina hydrate , which is calcined to a - alumina . These evaluations are based on published work , and the proposed plants are designed for a capacity of 1,000 tons of alumina per day . The estimated operating cost per ton of alumina for the bisulfate leaching process is $ 117.06 , and for the sulfate baking process , $ 109.26 . Using a Marshall and Stevens chemical equipment index basis of 240.0 , the estimated fixed capital costs , in the same order , are $ 158 million and $ 146 million . Under current economic conditions , these two processes are not competitive with the Bayer process for the production of alumina from bauxite . Since small improvements will not reduce costs sufficiently to approach competitive costs , future research work with these processes should be confined to areas likely to result in major cost reductions .

Native seed and plants are often a core input into the rehabilitation process of mine closure. Native plant establishment rate and performance is a function of many input elements including seed quality (purity and germination percentage), processing, treatment, storage, supply chain handling, application and ongoing management. Traditionally native seed has been supplied with very limited supporting information which in some cases has led to establishment failures, repeated attempts at successful plantings, and biosecurity issues, leading to increased rehabilitation costs for mining companies. Product procurement scrutiny, and sustainability credential requirements, in all supply chains is increasing the need for transparent, accurate, verified, and certified information. This collectively continues to evolve towards a social license to operate in all industries, including mining. The Australian Seeds Authority (ASA), in partnership with native seed supplier AustraHort, traceability software company Trust Provenance and supporting partners including Transport for NSW and Queensland Transport and Main Roads (TMR), were recipients of a DAWE National Traceability Grant. The project team has developed a framework and traceability software platform currently being piloted within the Australian native seed industry. The framework and platform allow for all critical-tracking-events along the journey of a native seed batch to be easily captured utilising a smart phone application (APP) and the global standard for data capture. The platform provides a unique identification for each batch of seed and critical tracking event. The batch ID belongs to that batch and all supply chain stakeholders can contribute to batch traceability by providing more information/data to increase information integrity. This gives the end user, and other stakeholders, increased levels of trust in the product to support value, increase efficiency and reduce costs. For mining companies these efficiencies and cost reductions are in the form of information availability across site/company, potentially improved vegetation establishment, less rework and efficient monitoring. Ultimately this contributes to safe, stable and sustainable rehabilitation. By capturing data on harvest, logistics, storage (including temperature and humidity), aggregation/blending, treatment, application and ongoing management, the native seed industry and end utilisers of native seed have a greater level of product integrity, brand integrity and information integrity.

P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent comparative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging. I. INTRODUCTION The challenge of moving the use of nuclear energy from military to civilian use was first issued by President Dwight Eisenhower in his December 8, 1953 “Atoms for Peace” speech delivered at the United Nations. Eisenhower stated: “The United States knows that if the fearful trend of atomic military build up can be reversed, this greatest of destructive forces can be developed into a great boon, for the benefit of all mankind. * * * * The more important responsibility of this Atomic Energy Agency would be to devise methods whereby this fissionable material would be allocated to serve the peaceful pursuits of mankind. Experts would be mobilized to apply atomic energy to the needs of agriculture, medicine, and other peaceful activities. A special purpose would be to provide abundant electrical energy in the power-starved areas of the world. In the 1950’s and 1960’s, the Atomic Energy Commission promoted the use of nuclear power as the answer to our nation’s energy problems. Nuclear power would provide energy too cheap to meter. The utility industry responded and numerous plants were planned with over one hundred constructed from the 1970’s to the 1990’s. Capital costs for nuclear power plants escalated due to permitting changes and public opposition, and the Three Mile Island incident caused new nuclear plant construction to cease. Today, we once again are experiencing a nuclear renaissance. Concerns over global warming and rapid projected increases in the demand for electricity have caused many nations to begin construction of new nuclear fleets. The price of uranium to fuel these reactors, which had dropped to an historical low of $7.10 in 2001, has surged to $56.00 as of October 2006. This paper will review some of the social, environmental, and government issues that are all playing a role in the resurgence of the nuclear fuel industry.

The Fifth International Heavy Minerals Conference (HMC) was held Oct. 16-19, 2005, at the Marriott Sawgrass Resort in Ponte Vedra, FL. With SME as sponsor, the 2005 conference marked the first time that the HMC was held in North America. The conference is held every two years and provides an important forum for professionals in the heavy minerals and related industries to meet and discuss issues related to heavy mineral exploration, mining, processing and marketing. Previous locations included Australia and South Africa. The conference consisted of technical presentations, field trips to heavy mineral operations, a trade show and social activities. It was appropriate that Ponte Vedra was selected as the location for the conference. Ponte Vedra, located on the Atlantic Coast 17 km (10 miles) southeast of Jacksonville, FL, is the birthplace of heavy minerals mining in North America. Ponte Vedra beaches were mined from 1916 to 1929 in what was then called Mineral City. Though Ponte Vedra is now a golf and beach resort, there are still four heavy mineral mines operating within an hour’s drive. Today the Ponte Vedra Country Club and Golf Course is situated in the center of the former mining site.

INSPECTION and test methods of great diversity have been used from the most ancient times to select raw material, control its manufacture, and appraise its finished properties and value. The "miller thumb," expert in grading flour, the vintner's sense of taste, the goldsmith's micro-wear test on a touchstone, the enquiring sniff over the doubtful egg -these are all nondestructive inspection methods, accurate and depend- able, but not readily reduced to numbers in the c.g.s. system. A horse trader inspecting a possible purchase is interested in more than age, size, weight, color. heredity, speed, or drawbar pull which can be reduced to figures. Behavior, temperament, stamina, health-past, present and future---are just as important as the numerically determinate constants.

In the 1990s, LiFePO4 (LFP) was discovered as a cathode material for lithium ion batteries and was successfully used in the variety of devices such as power tools, E-bikes and grid accumulators. New challenges associated with use of lithium ion batteries for automotive applications demand higher performance and operating requirements, yet these requirements need to be achieved at affordable cost and without compromising vehicle safety. The advantages of LFP as a cathode material include thermal stability, limited environmental impact and potential of low cost as compared to the cathode chemistries containing cobalt. Currently, solid state and hydrothermal processes are used to synthesize LFP at the industrial scale. However, they require multiple, time-consuming steps and costly precursors. Recently, a melting-casting process to produce LFP cathode material was investigated. The motivation behind this new process is the great flexibility of raw materials including chemical makeup and particle size, and the use of lower cost, commodity chemicals, with the benefits of increased kinetics in the molten state and energy efficiencies leading to overall process cost savings. Also, if successful this process could represent a novel application of conventional casting. Melting lithium-, iron- and phosphorus-bearing precursors in near stoichiometric ratios and casting LFP material that forms around 1000 °C requires fewer processing steps.

South Africa?s Northern Cape Province houses a variety of gemstone minerals. Diamonds remain the primary gemstone in the province, but there are also tiger?s eye, sugilite, rose quartz, jasper, amethyst, amazonite, tourmaline, and topaz deposits. This paper gives an overview of the tiger?s eye (TE) mining sector in the Northern Cape, with the objective of assessing the potential of TE to contribute to job creation and poverty alleviation in the province. Mining of TE started in 1803, but gained momentum during the 1960s. Mining is conducted on a small-scale basis, and in most cases without any legal framework. The majority of the residents are not benefiting from TE. It has been reported that an estimated R700 000 to R800 000 worth of TE is leaving the country every week through illegal trading. The potential for TE mining to contribute to socioeconomic development is hindered by illegal operations, lack of technical skills and knowledge, exploitation by dealers, lack of market information, community rivalries, and absence of value addition. A multi-stakeholder approach is needed to formalize the sector and reap the benefits. Mintek is spearheading a TE project in the Prieska area of the Northern Cape, which aims to establish a gemmological centre where TE can be beneficiated into saleable and high-value products..

These inspection standard have been prepared for use in the Federal inspection of strip mines producing, bituminous coal, anthracite, and lignite. This circular is a revision of the Safety Code for Strip Mining, which was prepared by the Bureau of Mines and employed as a guide for Federal inspectors. Numerous changes have been made in the original code to keep the in step with improvements in the industry. With continuing changes in mining methods and facilities some of these standards may become inapplicable and further revision may be advisable. Therefore, questions regarding these standards, and suggestions regarding new standards should be brought to the attention of the Bureau of Mines. Few States haves laws pertaining to strip mines, but where such laws do exist it is possible that some of the standards may conflict with them. In cases of conflict, the intent is not to advocate noncompliance with State laws, but to suggest reconsideration of such laws or safety orders.

"The tungsten (WO3)-rich ores from King Island Scheelite (KIS) Mine, Australia, containing scheelite(CaWO4) were previously recovered by gravity separation and flotation of fine scheelite (1978-92) with an overall recovery of 76% when both circuits were operating. Recently extensive test work has been conducted both in China and in Australia on KIS ores, assaying from 0.50%-1.34%WO3, and tailings assaying 0.2%WO3(GZRINM 2009; 2011a; 2011b). A new approach, which aimed at improving both recovery and grade of concentrate by means of an innovative all flotation route WOF (Whole Ore Flotation), achieved excellent results: 90%-92% recovery to concentrate grade of 66%-70%WO3for the ores. The process is characterized by the use of selective reagents in flotation, including a newly developed collector for scheelite, GYWA. The WOF process also embraces the "Improved Petrov Method" in the cleaning of scheelite rougher concentrate. Earlier investigations found that the removal of sulfides by flotation prior to scheelite flotation was not necessary. It was also found that recycling of process water did not influenceresults. Two main ore types were tested as well as tailings from 2009to 2001(0.20%WO3). In addition a flow sheet using wet high gradient magnetic separation (WHGMS) in tandem with flotation was also investigated for the tailings."

The development of forced aeration as an approach to enhancing copper sulfide leaching is traced from its earliest development up to present day operations using this technology. Both large-scale field tests and commercial operations are covered. The historical portion is preceded by an introductory discussion of the role of air (oxygen) in sulfide leaching. Sufficient aeration may be achieved via naturally induced convective airflow. However, cases are identified where this is insufficient, leading to retardation of the sulfide leach rate. For these situations, forced aeration may be beneficial. The historical portion of the paper focuses on the major field tests that have been conducted in Montana, Nevada and Utah, along with commercial operations in the United States, Australia, Chile and Peru. The paper concludes with some general comments about the applicability of forced aeration, which are based on the information developed to-date.

Kriging is an interpolation technique for predicting unobserved responses at target locations from observed responses at specified locations. Kriging predictors are best linear unbiased predictors (BLUPs) and the precision of the BLUP is assessed by the mean square prediction error (MSPE), commonly known as the kriging variance. Both the BLUP and the MSPE depend on the covariance function describing the spatial correlation between locations and on specific parameters. The parameters are usually treated as known, whereas in practice they invariably have to be estimated and the empirical BLUP (that is, the EBLUP) so obtained. The empirical or estimated mean square prediction error (EMSPE), or the so called ?plug-in? kriging variance estimator, underestimates the true kriging variance of the EBLUP, at least in general. In this paper five estimators for the kriging variance of the EBLUP are considered and compared by means of a simulation study in which a Gaussian distribution for the responses, an exponential structure for the covariance function, and three levels of spatial correlation ? weak, moderate, and strong ? are adopted. The Prasad-Rao estimator obtained using restricted or residual maximum likelihood (REML) is recommended for moderate and strong spatial correlation and the Kacker-Harville estimator for weak correlation in the random fields.

Data recently released indicate substantial improvement in mineral industry performance for 1984. Business plans to increase plant and equipment spending in 1984 by 14.8 percent, according to a recent survey conducted by the Commerce Department's Bureau of Economic Analysis (table 1). In contrast, capital spending by all industries declined 4.8 percent in 1983 and 2.3 percent in 1982. The latest estimate of planned expenditures for 1984 is $2.2 billion higher than the comparable estimate based on the survey conducted in late January and February 1984.1/ [ ] Of particular significance to the U.S. mineral industries are the 15.5-percent increase in capital spending planned by manufacturing in 1984 and the planned 18.6-percent increase in spending by durable goods manufacturing, where the largest increases are planned in the transportation equipment (26.4 percent) and electrical machinery sectors (23.5 percent). Capital expenditures in manufacturing declined in both 1982 and 1983.

The Bureau of Mines devised and constructed a modified Knudsen effusion apparatus, permitting a constant measure of the weight of effusing vapor, to determine the equilibrium vapor pressure of metal halides at temperatures up to 1,200° K and over the pressure range 10-5 to 10-2 torr. The reliability of the apparatus was established by determining the vapor pressure of potassium chloride. After correcting for partial dimerization of the vapor, data obtained on solid KCl between 750° and 950° K can be expressed by the following equation:

All explosive materials produce a cloud of reaction products, the most toxic of which is nitrogen dioxide (NO2). In the study reported here, 4.5-kg (10-lb) charges of blasting agent confined in either thin-wall 10-cm (4-in) diameter galvanized pipe or 10-cm (4-in) schedule 80 seamless steel pipe were detonated in a closed chamber. The detonation gases were analyzed for NO2, nitric oxide (NO), ammonia (NH3), hydrogen (H2), carbon monoxide (CO), carbon dioxide (CO2), nitrogen (N2), oxygen (O2), and methane (CH4). Data were evaluated to determine the kinetics of the oxidation of NO to NO2. Analysis revealed that the only mechanism for NO loss for the conditions existing in the chamber was the reaction 2NO + O2 6 2 NO2. The rate constant was 2.08 @ 10-38 cm6 molecules-2 sec-1 for the rate equation -½d [NO]/dt = K @ [NO]2 @ [O2] for NO concentrations up to 100 ppm. The rate constant is in agreement with that recommended by Baulch, Drysdale, and Horne (1973).

Or maybe you are one of the hundreds of blasters who have attempted to use GPS as a method for locating the exact position of their blast and measure distances from the blast to nearby structures. If so, you may have found that the accuracy of the handheld GPS systems left much to be desired. It may be time to get the units back out of storage and give them another try. As of midnight, May 1, 2000, the federal government has turned off the “error” built into the system known as “selective availability.” Here is a brief explanation of what that means in a question and answer format.
