THE state of development of its iron and steel industries serves as a 1eading index to the general condition of a nation's business affairs. In this paper, the authors present an economic study of the progress of this group of industries in Canada for the decade 1927-1936. The statistical data and most of the tables which accompany this article have been com-piled by John Casey, Statistician, Bureau of Mines; the text and some of the computations have been prepared by the seni0r author. The principal source of statistical information has been the publications of the Dominion Bureau of Statistics; where other sources have been consulted, they are noted in the text. All weights are given in short tons. Records for the years 1913 and 1918 are also presented in the group of tables dealing with iron ore and pig iron; they will serve as a basis for comparison with nearly normal years in the two decades prior to 1927-36, which included the abnorma1 years of the Great War. GENERAL REVIEW At the beginning of the decade under review, this group of industries had returned to almost normal production, as determined by pre-war conditions. Iron ore consumption showed a steady increase between 1927 and 1930; a marked decline began in 1930 and reached its culmination in 1932, when the recorded consumption of ore was 293,353 to11s, about 16 per cent of the average consumption during the first four years of the decade; the last four years of the decade show a gradual increase in consumption; the amount of ore used in 1936 was still slightly below the amount used ten years before, in 1927 (see Table 1, top).

The development, manufacture, and sale of small coal stokers suitable for domestic use has provided a new industry in the United States at a time when badly needed. Sales of domestic stokers have doubled each year for the past 4 rears, until in 1936 probably more than 90,000 such units were put into use. According to reports of the Bureau of the Census 79,543 residential stokers were sold in the first 10 months of 1937 by 109 manufacturers. This rapid expansion has made itself felt in the coal-mining industry. The smaller sizes of coal, either in a sized or slack condition, are in greater demand; as a result, preparation practices at the mines have had to be revised so that, in many instances, lump coal is being crushed to meet the demand for stoker coal. This situation in turn has necessarily resulted in a realignment of price schedules for the different sizes. One of the first underfeed stokers small enough for domestic use was developed at Seattle, Wash., in 1912; in 1916, a small overfeed stoker was developed at Seattle. These two types are generally considered to represent the beginning of the present domestic stoker industry in the United States. A careful inquiry as to the number of domestic stokers now installed in the Seattle area, made by C. R. Pate, who was detailed to this duty by the Works Progress Administration, indicated that probably 7,000 domestic stokers are being used in this area for residential heating. Most of these stokers axe of the overfeed type, although in the past 2 years the underfeed type has made rapid gains.

THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

Develop a mobile manipulator that one person can use to lift and maneuver 50- to 600-pound loads. It can be used in maintenance shops and mines to reduce lifting accidents (Figure 1 and 2). Background Lifting heavy items is one of the leading causes of injury in the workplace. Mine Safety and Health Administration statistics showed that, in 2004, back injuries accounted for over 20% of all injuries (1,699 cases) and resulted in 110,000 lost days of work. Forty-one percent of those injuries resulted from materials-handling or maintenance activities.1 In addition to back injuries, lifting injuries include hernias, ruptures, sprains, and strains resulting from losing control of the item being lifted. Factors associated with accidents are weight of the item being lifted, awkward postures, inadequate handholds, and the working environment itself. High accident rates were noted when lifting items that ranged from 50 to 600 pounds, particularly in tight working quarters where maneuverability was critical. Research indicated that a mobile lifting arm would eliminate many lifting accidents in environments where other lifting devices (fork lifts, overhead cranes, mobile A-frames) would not be practical. NIOSH has built a first-generation mobile manipulator unit designed to be used on hard, level floors such as in a shop. The complexity of motion, number of moving parts, compact design, and design constraints of the manipulator required advanced computer-aided design work (Figure 3). As a result of the design work, thirty-eight claims are included in the patent applications. NIOSH will be conducting field trails and working with manufacturers to put the manipulator into industrial use.

(communication to the Secretary?). -Fig. 1 plainly shows that the comparison of the steam-turbine and Diesel-engine plants was made on a basis of 6,000 kw. continuous operating load. The tabulation of costs for an 8,000-kw. load is merely done to show the relation of increased output on' the unit power costs. Both plants would sacrifice their reserve capacity, which is to insure continuous operation, if operated to generate 8,000 kw. continuously; unless Mr. Hawkins advocates the operation of one of the turbines at 33.33 per cent. overload, retaining the other as a standby, which, besides overtaxing the turbine, results in a great loss of efficiency. It would he well for Mr. Hawkins to qualify certain of his statements. Thus, under the caption "Diesel Engines, Selection of Units," he says that "two of the largest Diesel-engine builders take the position that, in the present state of the art, they would not attempt to put out units over 1,000 kw.;" he should qualify it by saving that "two of the largest American Diesel-engine builders take the position that, in the present state of the art in the United States, they would not attempt to put out units over 1,000 kw." The reason that American manufacturers restrict themselves at present to units of that size is to be found not so much in a lack of experience in building large units as in a lack of a sufficient, demand for them in the United States to justify the heavy capital outlay connected with the development of such engines. There are relatively few localities in the United States where fuel prices are as high as they are in the Southwest, and regions of high fuel prices are sparsely settled and have a very limited demand for power. Where low fuel prices obtain, steam turbines are active competitors of Diesel engines for large power plants, particularly when the station load factor is low. As most of the American manufacturers of Diesel engines work under license agreements with European manufacturers, which limit their market to the United States and its possessions and Canada, a further limitation is imposed upon them, leaving to European firms practically the entire world as a market.

A variety of cement raw materials occur within the Cenozoic sequence in Northland. These form the basis of Golden Bay Cement's cement manufacturing operation at Portland, Whangarei. High grade limestone is taken from the Whangarei Limestone formation, which has been shown to have been sub-aerially weathered and developed mature karst features prior to deposition of the overlying allochthon sediments. In this instance, remobilisation of allochthon sediments following uplift and erosion is inferred. At Portland Quarry, argillaceous limestone is extracted from deformed thrust sheets in the allochthon sequence. Quarry operations have been designed to handle the steep asymmetric folds, thrust faults and fracture zones that affect the resource.

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Since 1963, Bureau of Mines Information Circular 8179 has served the mining industry as a fundamental safety guide in the field of blasting agents. In the intervening 14 years, many changes have occurred, and this report presents revised and new recommendations which recognize these changes. For example, AN-FO is now supplied mostly premixed, whereas in 1963 much of it was mixed by the blaster; aluminum metal (A1) and other fuels are now often added to AN-FO to increase strength, and flake aluminum powder is used as a sensitizer in water gels; and water gels or slurries that are now extensively used were just coming into practical use in 1963. THE Bureau of Mines was established in July 1910 to conduct research and to establish standards for mining equipment and practices which would conserve human life, natural resources, and property in the mineral industries. Several lists of equipment approved by the Bureau as permissible for use in gassy coal mines have been issued since then. The lists covering all approved equipment except breathing apparatus and explosives have born consolidated into two publications: Bulletin 343. Permissible Equipment Approved to January 1, 1953, and Information Circular 8220, Permissible Mina Equipment Approved By The Bureau of Mines During 1953-62. The, purpose of this publication is to supplement Bulletin 343 and Information Circular 8220 with a listing of permissible equipment approved during 1963 and 1964. "The results and methodology for the optimisation of the zinc flotation circuit at the Matagami Mill using the 6-Sigma methodology are shown in detail while only the base line and final results are presented for the copper circuit. As a result of the six sigma project, the zinc concentrate grade was improved by 2% and the zinc recovery by 3%, with reduced dosage of reagents while the copper concentrate was improved by 2.4%. The process variation in the zinc concentrate grade and recovery was also reduced by over 50%. The main factors contributing to the project success were identified to be improvement in the plant measurement systems, an internal benchmarking exercise and statistically designed laboratory and in plant tests to guide the process improvement. The annual value to Noranda resulting from this project has been estimated at approximately $5 million.INTRODUCTIONThe Matagami concentrator started ore processing from the new Bell- Allard deposit in July 1999. Concentrator performance (grade and recovery of zinc and copper concentrates) was highly variable and work was ongoing to fix the sources of variation. In the mean time, Noranda embarked on its 6-Sigma initiative across the company. The 6-Sigma DMAIC (Define, Measure, Analyse, Improve, Control) methodology was used in the two flotation circuits to reduce variation and improve performance. The statistical 6-Sigma methodology moves towards identifying and controlling critical process operating variables (the X' s) to achieve customerspecified performance (the Y's). The goal of the methodology is to describe a process in a numerical equation known as the transfer function, given as Y = f (XI, X2, X3.. .), where Y could be concentrate grade or recovery and examples of X's are reagent dosage, particle size, etc. With the transfer function, optimal operating conditions and control tolerances are established for the key X's to ensure the desired Y performance is obtained.Each phase of the 6-Sigma methodology is explained below with examples from the Matagami project."

Using subsurface data collected at each drilled shaft location is an ideal approach for conducting drilled shaft design. However, conducting subsurface tests at each drilled shaft location and subsequently performing the drilled shaft design can be a daunting task for a noise barrier wall that is divided into six (6) sections and stretches for approximately four (4) miles. In addition, having individual drilled shaft designs complicates the construction process. Grouping the subsurface conditions into broad categories and performing the design for each of those categories is an attractive alternative to the design per boring approach. Currently there are no existing guidelines to aid a designer on grouping the subsurface conditions for the drilled shaft design for the noise barrier walls. Therefore, a method was developed based on the Standard Penetration Test (SPT) N values of the near surface soils to categorize the soil profiles into distinct categories. Since the soil engineering properties of the near surface soils are known to be critical for drilled shaft lateral capacity, these soils were emphasized in the methodology. This method was successfully implemented for the design of drilled shafts supporting the noise barrier walls along the I-20 in Columbia, SC. For this project, two distinct soil profiles, labeled as ?strong? and ?weak?, were used. An overview of the soil profile grouping methodology is presented as well as the vertical and lateral drilled shaft capacity analyses for this project for the two general soil profiles. The analyses indicated that the axial capacity governed the design in the ?weak? soil profile and the lateral capacity controlled the design in the ?strong? soil profile. However, this is not a generalization and whether the axial or the lateral capacity governs the design of drilled shaft depends on the soil profile and design loads. Nonetheless, our findings emphasize that both lateral and axial capacity should be checked for drilled shaft design even when the vertical load are minor.

"Abstract The modulus of elasticity of pile material (E) is an important parameter for the interpretation of both static and dynamic loading tests on piles. This value is commonly assumed to be constant with depth though it may not be true for deep bored piles due to the chosen casting method and/or selfweight consolidation. To provide evidence to support this proposition, the results of compressive strength tests on core samples taken from four different studies have been presented. The results show a marked increase in the strength and stiffness values with depth. The results of crosshole ultrasonic tests conducted at another site also confirm the same pattern. It is therefore recommended that before load testing a pile the distribution of the E values along the pile axis should be investigated. This will ensure the use of a realistic elastic modulus value and hence the correct interpretation of thedistribution between the shaft and end resistances.IntroductionThe modulus of elasticity of pile material (E) is an important parameter for the interpretation of both static and dynamic load tests on piles. Multiplying E by the strain measured by either strain gauges (e.g. ASTM D4945) or tell-tales (e.g. Geffen and Amir, 1971) gives the stresses acting at a given pile section. Typically, in the absence of better information, the value of E is derived from laboratory tests on concrete cubes or cylinder specimens taken on site and is assumed to be constant along the pile. While this may be correct for pre-fabricated concrete piles that are cast in horizontal molds, it may not be true for cast-in-place piles that are produced in the vertical position.There are at least two factors that may contribute to the change in concrete properties with depth in a bored pile. First, the casting methods may be by free fall in dry holes (e.g. Kiefer and Baker, 1994) or by using a tremie tube if support fluids are used. In the former case, the earlier batches reach the bottom of the pile bore at a higher velocity and are thus compacted under higher energy. Second, regardless of the casting method, the fresh concrete in the pile bore will always consolidate at least partially under its own self weight. The materials in the lower parts of the pile will therefore experience a higher consolidating pressure. This can reduce the pore volume and the water content in the wet concrete, thus changing the properties of the hardened concrete. Recent research by Justs et al. (2011) has shown that even a relatively small pressure can have a significant positive effect on concrete properties such as compressive strength and stiffness. However, the possible change of concrete properties with depth is commonly ignored by foundation engineers in the current design practice."

"Magnetic proximity detection systems (PDSs) are used with continuous mining machines (CMMs) to protect miners from striking and pinning accidents. Generators are used in a PDS to create magnetic fields covering the space around a CMM. The PDS determines the proximity of a miner relative to the CMM based on the magnetic flux density detected by a miner-wearable component (MWC) and simultaneously alerts the miner and stops the motion of the CMM if the miner is within a proximity that creates a striking hazard. A stable magnetic field is essential to the accuracy of the proximity calculations performed by the PDS. This paper presents the results of a systematic study of the magnetic influence of two types of steel structures found near a CMM—the body of the CMM itself and the wire mesh used for roof and rib control. The results show that the steel of the CMM body can change the magnetic field distribution and also alter electrical parameters of a PDS by changing its generator current. The study also shows that, depending on the distance between the wire mesh and a generator, the magnetic field can also be altered. INTRODUCTION Continuous mining machines (CMMs) can be up to 10 m (33’) in length and more than 3 m (10’) in width. These machines perform the coal cutting operations in underground room-and-pillar coal mines. Accidents during CMM operation accounts for an average of 250 injuries every year, and 43 miners have been killed by striking or pinning accidents involving CMMs in the United States from 1984 to 2015.Because of these fatalities and injuries, the Mine Safety and Health Administration (MSHA) promulgated a regulation in 2015 that requires the use of proximity detection systems (PDSs) on all CMMs with the exception of full-face machines (Mine Safety and Health Administration, 2015). Currently, there are five different proximity detection systems that MSHA has approved as permissible for use in U.S. underground coal mines (Mine Safety and Health Administration, 2013). All of these PDSs rely on a miner-wearable component (MWC) to detect the generated magnetic fields that PDSs produce around a CMM (Schiffbauer, 2002). These systems use the magnetic field strength readings in terms of magnetic flux density from the MWC to determine whether a miner is at a safe distance from the CMM. A stable magnetic field is essential for the accuracy of a PDS."

The International Ground Control Conference in Mining has always provided an open forum for the publication, presentation, discussion, and often heated debate on roof bolting systems mostly with attention to how, when, and why they work. During the last 24 Conferences at least 170 papers have been presented by International Experts on these “simple” devices that range in length from 30-inches to 20 ft and from 5/8 to 2 inches in diameter. Roof bolts are primarily mechanically anchored, glued, cemented, or driven. Bolts are placed vertically, angled, or tied together with special fixtures (trusses and slings). They have been termed active, passive, stick-slip, and several other descriptive acronyms or mining slang expressions. This retrospective paper will present the changes in bolt types and usage, point out some of the biggest myths and hail the most significant advances (according to the authors’ opinions of course).

"The White Mountain sediment-hosted gold deposit is located in north-eastern China. Mineralisation is associated with silica–hematite–altered polymict breccias that occur within dolomite at or near the contact with overlying sandstone. Economic gold grades are controlled by the distribution of the polymict breccias and can transition rapidly to low or zero grade over short distances. This results in sharp and highly irregular ore contacts on whose accuracy proper stope design and ore control is reliant at this blasthole underground mine.Short-term planning and ore control utilise a grade control model created from infill drilling and grade control sampling (ie face and wall sampling). Typically, the grade control model was maintained by time-consuming manual editing of earlier made contacts to incorporate any new data. This approach also was quite error-prone due to: the complexity of the breccia and ore grade contacts irregularly oriented and/or insufficiently dense drill holes inconsistent incorporation of grade control sampling. These errors resulted in unplanned dilution and ore loss due to inaccurate interpretation of the ore contacts.The primary advantage to implicit geological models over conventional, manually-built wireframe models is that they can be updated very quickly and frequently. In a mine setting, the power and efficiency of using an implicit model is greatest where the use of manual inputs or editing can be minimised. Recently a workflow was set-up for the mine geology team to create an implicitly-modelled ore shape for short-term planning needs by using all data, especially all grade control samples. The resultant 3D shapes provided metre-scale accuracy and consistently reconciled complex ore geometries much faster and to a higher degree of quality relative to the wireframe model. The mine stakeholders can now obtain an accurate ore model that will always be in sync with available data.CITATION:McKinley, S, 2017. "Sillimanite, kyanite, and andalusite are aluminum silicates having the same chemical composition (Al2Si05) and are used in the ceramic industry for the manufacture of high-grade refractories. ""Natural sillimanite with added corundum or other alumina to just short of mullite 2SiO2) proportions is unequalled for jobs where strength at high temperatures, resistance to spalling, and resistance to slagging by acid slags is desired. High-grade porcelain ware also requires these minerals.""At the same cost, sillimanite would be preferred for most uses, but the lack of any large source of sillimanite has given economic preference to kyanite or andalusite for special refractories and high-grade porcelain ware.""3/The possible economic value of the sillimanite schist in the piedmont Plateau was first recognized by Dr. L. L. Smith, of the University of South Carolina, who published an article in the Engineering and Mining Journal, August 1943, on an occurrence of sillimanite schist in South Carolina.The Bureau of Mines was interested in developing a large source of sillimanite to relieve the shortage of high-grade refractories, and initiated a project to locate the ore-bearing areas in Georgia and South Carolina and to develop the most favorable ones.Two hundred and seventy-eight outcrops of sillimanite-bearing schists were found by a Bureau of Mines engineer.4/ The schist occurs irregularly throughout a belt extending from Talbot County, Georgia; to Spartanburg County, South Carolina, about 220•miIes long and approximately 15 miles in maximum width. The Bureau drilled four areas of the more coarsely crystallized schist in Georgia and South Carolina:In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon; chief; conducts preliminary examinations, performs the actual exploratory work; and prepares the final report. The Metallurgical Branch;.R. G. Knickerbocker; chief, analyzes samples and performs beneficiation tests. Both these branches are under the supervision of Dr. R. S. Dean, assistant director."

[Recent investigations at the Intermountain Experiment Station of the Bureau of Mines at Salt Lake City indicate that metallurgists have given little attention to the occurrence of jarosite minerals in the oxidized ores of lead and silver. These investigations have also emphasized the importance of lowing when these minerals occur in the oxidized ores, especially those containing lead, silver, and gold, as their presence is a material factor in selecting a suitable kind of treatment. Since the question of the occurrence of jarosites in oxidized ores has come to the attention of the Bureau of Mines, investigation has indicated that plumbojarosite and argentojarosite are quite common. These two minerals appear to be widely distributed and probably escaped recognition by persons who had attempted to treat certain oxidized lead ores in which the jarosite minerals represented a material portion of the metal content. Consideration of the physical characteristics of the jarosites also indicates that in many cases failure to treat some of the oxidized lead ores with success has been directly due to the fact that the greater portion of their lead and silver content was present as plumbojarosite and argentojarosite. The data and the description of these minerals given in the body of this paper indicate that attempts to recover lead and silver from ores in which appreciable amounts of too metals occur is plumbojarosite and. argentojarosite would be unsuccessful if confined to gravity methods of concentration. There are undoubtedly considerable tonnage of oxidize lead ores in the various mining regions of this and other countries, and it is quite probable tat in some of these ores the metal content of lead and silver may be largely anglesite (lead sulphate) and cerussite (lead carbonate) but that they will also contain cerargyrite (silver chloride), argentojarosite, and plumbojarosite. The Bosphorus Rail Tunnel Project, located in Istanbul, Turkey, aims to provide a Euro-Asian rail link, via an immersed tube tunnel crossing the Bosphorus Strait, along which will run all commuter, freight and intercity passenger trains of Turkish State Railways (TCDD), as well as the future extension to the European rail network. The total length of upgrading and new railway construction will be approximately 76 km. The main structures include the immersed tube tunnel; mechanised shield tunnels; new Austrian tunnelling method (NATM) tunnels; cut-and-cover, at-grade and retained-cut/fill structures; and some service structures. This paper discusses Phase 1 implementation of the project, one of the major transportation infrastructure projects in the world today, whose varied structures present stimulating engineering and construction challenges.

This paper discusses in situ studies conducted at an Illinois Basin room-and-pillar coal mine to evaluate the performances of three different types of bolts under similar geologic conditions. The bolt types considered were the fully grouted passive rebar (FGPR), the resin-assisted mechanical anchor (RMAB), and the fully grouted tension rebar (FGTR). During the evaluations, the three types of bolts were installed in a single entry covering a span of three contiguous pillars with almost identical geologic conditions. The performances of the three types of bolts were investigated by instrumentting the bolts prior to installation as primary supports on cycle. Additional data on roof behavior was collected with extensometers and shear meters placed near the instrumented bolts. Excluding some time lapse right after installation, the performance evaluation of the three bolt systems was based on the data collected for over a year. Based on this study, it was found that the axial loads measured in the different bolt types did not show any identifiable patterns under the prevailing geological conditions at the mine. Therefore, the assumption that active bolts must be superior to passive ones is not always valid. Even though the studied mine did not have any thinly laminated, weak rocks in the immediate roof, the passive bolts performed as well as the active systems.

"12.1. NO DEPRECIATION/GAAPAll calculations and computations relating to the Royalty shall be carried out in accordance with generally accepted accounting principles consistently applied to the extent that such principles are not inconsistent with the provisions of this Schedule and the agreement attached hereto, it being specifically agreed that nothing herein contained shall permit, or be construed to permit, the Operator to deduct any amount for depletion, depreciation, amortization or any deduction that represents a non-cash outlay.Comment: In cases like net profit royalties where recoupment of prior expenditures is permitted, care should be taken to avoid any implication that depreciation may also be taken. It is only logical and equitable that Property Owners should not be permitted an apparent ability to “double dip” with respect to deductions. A provision like this example should accomplish the task. It will be noted that the example specifically contemplates that the negotiated arrangements will prevail over any requirements of GAAP. Accordingly, if the parties agree to an unusual formula for recoupment, it will not be set aside to accommodate GAAP requirements. Under GAAP, revenues and expenditures are accounted for on an accrual basis. In addition, it specifically prohibits the taking of non-cash deductions, which is in keeping with the concept of recoupment.Although in some ways the example states the obvious and could be considered redundant, its presence, especially in provisions contemplating recoupment, makes it clear to the financial people that there may well be some variations from normal practices dictated by GAAP, while at the same time confirming the availability of GAAP to fill any voids.The accounting profession often makes the caveat that application of GAAP is an “art”, not a “science”. GAAP do not provide a cure-all and can create problems that will have to be addressed. For example, GAAP contemplate that asset costs are to be reduced by investment tax credits, which can cause a problem for a payor with more than one mine."
