This paper outlines the complete failure of the U.S. in status and relevance in Rare Earth Oxides (REO). Although rare earth oxides are strategic and critical in their own right, refining these REOs into elements and alloys is even more important for the development of "Green Technologies" and advanced weapons systems. America does not have an active domestic source of rare earth oxides. America does not have any heavy rare earth elemental or alloy capabilities. The magnitude of this failure continues to become more apparent as the manufacture of REO based electronics and magnetic components moves eastward towards China. China has succeeded in outmaneuvering the United States and the world in its quest to control the rare earth oxides, elements and alloys, and the many industries dependent upon REO. What can be done?

The United States produces about 30 percent of the world output of salt. Numerous deposits occur in widely separated areas, but the leading producing States are California, Kansas, Louisiana, Michigan, New York, Ohio, Texas, Utah, and West Virginia. Although no great amount of salt is produced at present in Pennsylvania, the potential sources in that State recently aroused a good deal of interest. The United States salt industry is highly organized; it comprises fewer companies than when small crude works with primitive methods and equipment eked out salt for local needs, but concentration of output brought about by modern inventions and methods of production has improved the quality of the produce greatly and accelerated production.

In the middle of the nineteenth century, the dynamic formula appeared as a description of pile penetration during impact driving. The simplicity of use of the formula combined with the power of the energy concepts behind the formula caused it to be quickly accepted and integrated into practice. Dynamic formula had been in use for 100 years when the Wave Equation computer programs first appeared. With that long experience it is not surprising that the formula continued to be used and were only slowly abandoned. The Wave Equation offers many advantages over the various formula but it does not offer a clear sense of physical understanding of pile driving that is available with the formula. Large amounts of numbers are generated but often it is difficult or impossible to gain a physical understanding of the results or a feeling for the importance of the various parameters. The question that the Wave Equation user has is, "What will happen if I use a larger drive cap (or change any other item of equipment)?" In this paper, I will attempt to explain pile driving using elementary wave propagation theory. However, the presentation will not depend on any higher mathematics. With the use of wave mechanics, it is possible to explain driving characteristics that cannot be handled with the energy formula.

"A young private R & D organization, COREM celebrated its 10th anniversary in 2009. Managed by a consortium of nine mining and metallurgical companies, COREM has the mandate of increasing the competitiveness of its member companies through the development and transfer of mineral processing innovations. Typical technologies developed by COREM include alternative mineral processing techniques, novel operating strategies, innovative sensors and process simulation software. Many of them were developed in partnership with universities and selected research organizations.Because the COREM membership base is broad (from ferrous to base, to precious metal industries), its R & D program must deliver technologies with applications within a wide spectrum of mineral processes. Comminution, physical (gravity and magnetic) separation, flotation, cyanidation, pelletizing and thermal processes are the main topics of the R & D program. A number of new technologies have been developed and transferred to the plants of member companies. These examples of transferable technologies demonstrate the capability of COREM to impact the bottom-line of its member companies.INTRODUCTIONCOREM is a private mineral-processing R & D organization that operates from its own laboratories and pilot-plant with its own staff of professionals and technicians (about 95 persons). It is managed and financially supported by a consortium of nine mining and metallurgical companies and three provincial and federal ministries. Hematite floatability from two low grade banded iron ores of India, namely banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) using fatty acids and amine as the collectors is investigated under identical physico-chemical conditions. The results indicated that hematite present in BHQ ore is easy to float using both the collectors, compared to BHJ ore. The difference of flotability between the two banded iron ores is that quartz grains are coarser and well liberated below 100 micron size in case of BHQ compared to BHJ ore. In case of BHJ ore, fine hematite and quartz grains are intimately inter-grown and are dispersed in thick jasper bands leading to liberation problems. Besides that, dusty jasper particles coat over hematite surface in case of BHJ ore during the process of grinding, which hinders specific adsorption of collector on hematite or quartz surfaces. This is substantiated by scanning electron microscopy (SEM). The flotation studies have indicated that it is possible to achieve ~64% Fe with ~67% recovery from a BHQ ore using both anionic and cationic collectors from a feed containing around 38% Fe. In contrast, the hematite recovery in BHJ ore was poor. Differences in the ore characteristics that affect the flotability of hematite present in both the ores are compared. Mine and ore beneficiation wastes and smelter contaminated soils often cause phytotoxicity and threaten adverse environmental effects if not remediated. Science has clarified both the risks from soil metals and methods to alleviate those risks that can be applied at low cost. Phytoremediation is a family of plant and agronomy based technologies to deal with environmental aspects of sites requiring remediation. If valid risk assessment indicates that metals comprise risk, phytostabilisation may be used to alleviate that risk for most contaminated sites. In particular, Zn-Pb, Cu and Ni mine and smelter sites are readily remediated by making the soil calcareous and fertile, with added organic and metal sorbent amendments that include soil microbes to ‘revitalise’ the soil. In each case, the soil fertility and causes of phytotoxicity should be clarified by agricultural soil extractions, and the combination of amendments required to improve fertility and reverse phytotoxicity identified and found locally. In contrast with phytostabilisation, phytoextraction/phytomining uses rare metal hyperaccumulator plants and agronomic management to maximise annual phytoextraction of soil elements into plant shoots for harvest, ashing and use as a metal ore. Plants that accumulate more than two per cent Ni in shoots, and yield 10–20 t ha-1 dry biomass yield 200–400 kg Ni ha-1, which has value greater than all common agricultural crops. Considering the value of elements, existence of hyperaccumulator plants and demonstrated agronomic management for Ni phytomining, it is clear that mine sites and Ni mineralised subore-grade serpentine soils can be phytomined economically as an agricultural mining technology. A team developed agronomic methods and improved cultivars of Alyssum, which can be profitably grown on temperate zone Ni mineralised or contaminated soils. Plant species for tropical ultramafic soil materials have been identified. This paper constitutes the third progress report on a national survey of the use of detachable bits in metal mines. It presents comparative costs of drilling with conventional and detachable bits and describes the operating practice in rock drilling and the reconditioning of drill steel and bits at 10 mines not discussed in previous reports.3/ ACKNOWLEDGMENTS This report has been prepared with the assistance and cooperation of the officials and staff members at the mines visited. O alto-forno (AF) corresponde à principal rota de produção de ferro-gusa, matéria-prima do aço. O maior desafio para as usinas siderúrgicas, nos dias de hoje, é a redução do consumo de coque, principal combustível utilizado no AF. Diante disso, o processo de injeção de carvão pulverizado (PCI – Pulverized Coal Injection) é largamente empregado para substituir parte do coque utilizado por carvões de menor custo. A fim de estudar a combustibilidade de carvões e outros combustíveis sólidos com potencial para ser utilizado em PCI, o Laboratório de Siderurgia da Universidade Federal do Rio Grande do Sul (LaSid-UFRGS) desenvolveu um simulador capaz de avaliar os fenômenos envolvidos na combustão desses materiais em condições semelhantes às encontradas no AF, permitindo selecionar combustíveis, ou misturas desses, que sejam mais apropriados ao AF. Um dos principais diferenciais do equipamento é a possibilidade de coleta tanto de gases de combustão quanto de char (resíduo da combustão). Portanto, a eficiência de combustão pode ser avaliada dessas duas formas. The lignite deposits of the Kozani-Ptolemais-Amyntaio basin in western Macedonia (North-West Greece) present a difficult modelling problem. Each deposit consists of several thin lignite layers ranging from a few centimetres to a few tens of centimeters in thickness, and thin intercalated sterile layers of marly limestones, marls, clays, and sands. These layers are practically impossible to model individually due to fast lateral transition of lignite layers to humus clay and vice versa and the lack of reliable and detailed stratigraphic correlation, leading to compositing methods being applied prior to any interpolation and modelling. The complexity of the deposit is further increased by the presence of a number of faults. This paper presents the modelling and estimation procedures applied during the most recent study of the South Western Field ? a new deposit that is considered for development and lignite production over the next years and will support the operation of a new power station in the area. Special focus is given to drillhole database structuring, fault modelling, stratigraphic correlation, mineable lignite intervals compositing, and resource estimation. The use of specialised mine planning software in all stages of modelling and estimation is thoroughly explained.

Mining One (M1) is often challenged with the task of evaluating deposits considering open cut and/or underground (UG) mining methods. In many near surface deposits a combination of both methods results in the optimum economic means of exploitation. As common as it is to have open pit mines eventually develop into underground mines, theory associated with determining the optimum underground/open pit interface location continues to be subject to refinement. With recent developments in underground software packages, the generation of rudimentary underground mining stopes from basic economic inputs is not only fast, it provides a practical underground mining solution. The determination of the open pit/underground interface is not new to Gemcom's Whittle 4X (Whittle). However, its solution has only ever claimed to be indicative, mainly due the rudimentary nature of how Whittle represents any potential underground mining. The efficient generation of the aforementioned underground mining solution has provided mining engineers with a unique opportunity. Underground mining can now be represented within the Whittle environment to allow the open pit/underground mining scenario to be modelled with increased accuracy. Providing Whittle with the ability to now consider mineable underground stopes combined with the consideration of time value of money (discounting), has delivered a solution with higher credibility than ever before.This paper will elaborate on the potential value gains associated with improved accuracies in the modelling of any potential underground mining in the Whittle environment. Furthermore, it will explain the importance of incorporating time value of money in the optimisation process to provide a consistent solution through to pit selection and final analysis.

A wide range of materials are used in hydraulic backfilling operations and the pipeline flow behaviour of these mixtures varies considerably. It is shown that despite the large differences in constituent materials and flow behaviour, a common approach can be applied to analysing the flow of all hydraulic backfills. This is extended to include a rational design approach for backfill distribution systems. The use and limitations of pipe loop tests as a design aid is discussed. Backfill quality control is identified as a key area where improvement needs to be made to enhance the reliability of backfill system operation.

GEOLOGISTS who are acquainted with the mines of northeastern Mexico realize that the most important lead-silver replacement deposits of the province are confined to a single formation. But since the formation is several hundred meters thick, the author has determined the relative position of the lead mantos in the belief that this information will prove useful in the search for new mines. This article describes the stratigraphic location of lead-silver replacement deposits known in several mines situated in a region comprising part of the states of Coahuila and Nuevo Leon. The area studied extends for 200 km* (125 miles) from east to west and 70 km (45 miles) north to south. Metallogenic Province: The most important metallic deposits of the region have the following common characteristics: 1) The orebodies occur as manto replacements of calcareous sediments. 2) The horizons that have contributed large tonnages of ore are in similar positions in the corresponding stratigraphic columns (as it will be shown later on). 3) Lead is the most important metal in the ores. Silver is commonly present in small amounts. Occurrence of zinc is dependent on the degree of oxidation of the primary sulfides. 4) A large proportion of the total production has been in the form of oxidized ores. 5) The deposits are located on anticlines. Rocks of Cretaceous age crop out over large areas of the states of Nuevo Leon and Coahuila. forming part of a belt that extends to the south along the eastern Sierra Madre. The sediments are cut by a small number of intrusive stocks ranging in characteristics from rhyolite to diorite. The most prominent structural feature of the region is a series of folds trending northwest-southeast. Faulting is not conspicuous in the region, although a major fault zone is found farther East.' The physiography closely reflects structural features, with mountains formed by anticlines and valleys conforming with intermediate synclines. Narrow valleys have also been developed along the axes of many anticlines, where solution of limy sedi- ments and erosion have proceeded along axial tension fractures. Stratigraphy: Rocks of the Upper Cretaceous are exposed in only a small percentage of the total area. Generally they have been eroded away from the mountains and are covered by recent talus and alluvium in the valleys. Humphrey' has published an excellent paper describing the Cretaceous formations of the Sierra de los Muertos, a short distance west of Monterrey. A brief summary of these formations is given below to convey an overall picture of the stratigraphic sequence that prevails just south of the area under consideration. International Training Resources is a company consisting of personnel with extensive law enforcement and military special operations experience, The staff members are qualified to train and certify, assist and advise law enforcement officers and agencies, at any level, in critical incident policy, procedures and tactical resolutions. Successful critical incident resolution is comprised of many elements of professional skills and personnel. (Command staff, negotiators, snipers, tactical teams, uniform patrol, K-9, bomb squad, etc.) Recently, tactical teams have been developing the capability for the use of explosive methods for rapid entry into crisis locations. This document ‘will briefly describe the environment, operational issues and courses of action associated with developing a complete tactical breaching program for utilization by SWAT teams in response to operational conditions in critical incident situations. This topic is being presented to the I.S.E.E. evaluators under “Interesting Blasting Projects” and “Public Relations” categories. Tactical operations differ significantly from traditional industry practices and we appreciate the opportunity to show the industry other professional applications of explosive materials and techniques. Presently, of the few schools from which law enforcement officers can receive training with explosive breaching methods, International Training Resources is the only company currently teaching and certifying officers which has received total endorsement by the California Peace Officer’s Standards and Training Commission (P.O.S.T.) and the state blaster’s licensing commission. We have pioneered the combining of law enforcement needs and blasting industry technology to train tactical officers, nationwide, in the mission essential skills necessary for explosive breaching.

This article outlines various projects implemented at Rand Refinery to reduce effluent generation and freshwater consumption. The refinery generates about 2800 m³ of effluent annually and has initiated projects such as granulation water recycle and silver leach optimisation to address these issues. The granulation water recycle project has successfully reduced effluent volumes, while the silver leach optimisation has further decreased effluent by implementing stoichiometric addition of HCl and NaClO3. The vibratory shear enhanced processing (VSEP) trial showed promising results for gold recovery from wastewater, though further trials are recommended. The water savings of the effluent reduction projects are monitored by measuring the amount of effluent pumped to service yard effluent storage facilities with the use of flow meters connected on SCADA. Since the effluent reduction initiative of granulation effluent recycle in FY23, the effluent reduced to 2676 m³. In FY24, the stoichiometric addition of HCl and NaClO3 was implemented in the silver leach process, further reducing the effluent to 2083 m³.

Sampling of heterogeneous mixtures of fused metals or solidified melts is subject to errors not met in sampling finely ground ores or granular materials. These errors arise largely because of the segregation of constituent metals that usually takes place during solidification. It is seldom that a random sample of a lot of metal will represent the composition of the entire lot. The problem becomes especially difficult when it is necessary to make accurate analyses for a segregated impurity present in very small amounts. This paper discusses some of the pertinent experimental observations made in selecting a method for sampling melts of aluminum and zinc containing small amounts of iron and silicon as impurities. Although this experimental study dealt only with sampling this specific combination of metals, many aspects of the study apply generally to any mixture of mol ten metals containing minor constituents that segregate rapidly during freezing of the melt.

During the past few years, the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) has been evaluating developments in sealant support systems from a ground control perspective. The proper selection and use of a sealant material can significantly enhance ground control which may result in a decrease in worker related injuries due to ground falls. The purpose of this paper is threefold: to briefly review the current state-of-the-art technology in shotcrete and membrane developments, to evaluate the preliminary findings of a long-term underground study of various types of sealant materials, and to examine installation practices that are critical for an effective sealant material. The underground study utilizes NIOSH’s Lake Lynn Laboratory Experimental Mine to evaluate the long-term performance of several types of shotcrete and membrane materials. Sealant performance to date have been evaluated on a regular basis over a two year period. Although the study is still ongoing, critical mining practices were identified that may seriously effect the bond of the sealant materials to the mine roof and rib; most notably, the importance of scaling and thorough cleaning of the rib prior to application. Also, results froman extensive series of Schmidt Hammer tests found that the shotcrete increased in strength by 70% during the humid summer months.
