Over the past decade, the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry's injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked and injury rate. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992-2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent. Mining Engineering, 2011, Vol. 63, No. 11, pp. 73-79. When the Mining Bill came before the Victorian Legislature not so many months ago, the question arose whether mining managers required education, and to what extent. Some members of the House expressed themselves in a way which appeared to leave the impression that mining managers would be all the better if they were not brought up in a scientific school.To try and prove what we owe to science I will give a short history of colonial mining from the earlier period to the present time and compare results.I believe I am right in saying that South Australia is the pioneer colony in mining and to her belongs the credit of not dnly being the first mining colony, but also that her beginning turned out so successful, as the history of the Burra Burra copper mine will testify. At about the same time a little galena mining was carried on nearer to Adelaide, but as this did not prove a success and was only worked by tributing parties, little notice was taken of it.

The establishment of a pilot plant for the continuous production of titania pigment and nano-titania is discussed. The plant was designed, constructed and operated on the Necsa site. The TiO2 production capacity is 7?10 kg.h-1 by the reaction of TiCl4 and O2at>1000°C. Liquid TiCl4 is sprayed under pressure into a plasma reactor where it evaporates and reacts with O2 to form TiO2. Process optimization has allowed for continuous production without any clogging or blockages. The primary advantage of the plasma-assisted process is the possibility to recover and recycle the chlorine values in high yield as Cl2 for use in the manufacture of TiCl4. The HCl formed in most conventional fossil-fuelled processes makes Cl2 recovery and recycling much more difficult. Particle size distribution analysis of the fine, white product revealed a d50= 125 nm. The raw product consisted of 60% rutile that could be increased to 80?100% rutile by post-annealing. The specific surface area (SSA) of the pigment was 8?20 m2?g-1(BET). According to the CIE colour index the ?whiteness? (L*>95) of the plasma-produced pigment was better than that of several commercially available pigments. The particle size could be manipulated by controlling the TiCl4 feed rate, gas flowrates, and the particle quench rate and residence time. Nano-sized TiO2 powders with a particles size (d50) as small as 50 nm were also successfully produced in this way.

The mining industry has come to rely on imaging devices to monitor and record all kinds of activities. We use them to measure, improve the process, ensure security, increase production and automate machinery. Cameras can be installed in locations most people wouldn?t want to live and be our ?eyes? to record the events at that location. This paper discusses digital imaging, the equipment, methods, techniques and information that can be learned from digital devices used in mining operations. The guy who said ?a picture is worth a thousand words? probably understated it. Images are the perfect way to document conditions before, after and even during mining activities. Today?s wide choice of cameras, camcorders and other digital devices allow us to record most activities and events. The technology is advancing at a high rate. Digital cameras and camcorders are marvels of technology with high resolution optics, compact size, automatic time and date stamp, great battery life, shutters to freeze motion and computers to auto focus and eliminate jitter (image stabilization). Add to this the economical price and ease of use and everyone in this industry should be aware of the possibilities.

The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of domestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and experiments made to determine a standard method of sampling and a, rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domestic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure.

The great variability of mineral and energy prices has motivated some governments to incorporate a windfall profits tax into their mineral taxation regimes. Windfall profits taxes are a means for governments to capture additional mineral revenue when mineral prices are considered higher than some historic level. Governments need to be aware of the effects of such contingent taxes on the exploration, development and operating decisions of mining companies. Mining companies need to be able to calculate the full impact of windfall profits taxes on the economics of their projects. This paper examines the valuation of a multi-phase copper-gold project in the presence of a windfall profits tax. Real options Monte Carlo simulation is used to characterise the different exposures of the mine owner and of the government to the risky cash flow streams that they receive from the project. The results highlight that Monte Carlo simulation paired with the real option valuation method is able to account appropriately for the differing risk exposures, while the traditional discounted cash flow valuation model is not. Our key conclusion for governments and mining companies is that the impact of contingent tax and royalty terms can and should be assessed using advanced valuation techniques, and the results used to improve contract designs under the constraint of actual and perceived fiscal system stability.

This investigation was divided into two major phases. Phase I of the study was an examination of the occurrence and production of acid water within the Bunker Hill Mine in northern Idaho. The second phase of the project involved the study of water movement through an abandoned tailings pile. Mineralogy and hydrogeology were determined to be the two most important factors in the acid mine drainage problem. Low pH water was formed in the mine in areas of lead-zinc ore rich in pyrite. Water movement in the mine was important in the production of acid and the transportation of heavy metals. Areas of recharge to the mine were identified. A data collection network was installed to monitor water quality and quantity changes. The quantity of acid drainage from the mine was found to vary directly with surface runoff events. The study of the abandoned tailings pile was performed to determine the characteristics of water movement through the tailings material and the resultant impact on the hydrologic environment. The Page Tailings Pile, abandoned in 1969, was utilized as a study area. An extensive network of piezometers and meteorological data collection sites were installed in and near the pile. Data collected to date indicate the presence of a ground-water mound under the east half of the pile. Some transfer of ions from the tailings pile to the ground-water system has been detected.

Mining planning and mineral processing are almost two unconnected areas. The mining area builds its economical models considering the plant like a constant parameter: a constant throughput, an average recovery and a unitary cost. On the other hand, the mineral processing area assumes a mine plan with grades, ore type, work index, estimating the performances in an independent way. Previous researches have evaluated the advantage for increasing throughput by increasing the liberation size, thus sacrificing recovery. These valuables approaches have left behind the work index factor, critical variable for Recovery-Throughput capacity estimation. This study describes a method combining mineral processing and mining planning. This method incorporates the grinding and flotation performances into the mining economic models optimizing simultaneously the Throughput- Wi(Work index)- Recovery relations with mining sequence, cut-off strategies, and reserve schedules. This method has been used at Andina Mine Chile, showing 18% net present value increasing with minimum investment associated.

Enhanced gravity separation appears to be one of the most promising methods for processing all types of <200-µm coal feeds and tailings. Systems based on this technology are reviewed, and the results of investigations based on C900 Multi-Gravity Separator tests conducted to assess the treatment of <200-µm, extremely difficult-to-wash coal settling pond tailings are presented. Multi-Gravity Separator processing tests of ultra-fine tailings with a high clay particle size content (22.6% <10 µm and 60.1% <40 µm) and a 69.56% ash content show that this material can be effectively treated after desliming (<10 µm) of clay-size particles to produce a coal with a 20.6% ash at a separator combustible material recovery of 69.3%. Desliming is shown to be critical in reducing coal ash content and combustible material recovery. Similar improvements are anticipated in the recovery and separation pro-cesses for other enhanced gravity separation systems from the desliming of feeds. Although not a conventional form of treating Multi-Gravity Separator data, the existence of well-defined polynomial relationships based on the product of drum shake amplitude and shake frequency relative to product coal recovery, product ash content and yields at varying wash water flows is demonstrated. Low-amplitude and intermediate- to high-frequency bed agitation are shown to produce optimum ash reduction results.

Hong Kong has a dense distribution of utility services laid under its road network. Utility undertakers frequently demand road openings to install new services and/or maintain existing ones. Road openings can cause troubles to the road network and negatively impact the public interest. Highways Department is responsible for managing road openings in Hong Kong under the Land (Miscellaneous Provisions) Ordinance. Highways Department has spent a lot of efforts to computerize excavation permit processing and utility management. The computerized system has gone through several generations and the current one is called the excavation permit management system (XPMS). On the one hand, the XPMS handles various excavation permit processing functions including permit application/approval/refusal/issuance/extension/termination, fees/costs, permit conditions, and permit period assessment; on the other hand, the XPMS accounts for some important utility management issues such as spatial check, coordination of multiple openings, traffic management, audit inspection, and defect liability. This paper discusses how the application, coordination, and other administrations of an excavation permit are eased by using the XPMS in Hong Kong. Background information such as the governing legal and regulatory framework, and Highways Department?s administrative structure is introduced. The system architecture and advantages of the XPMS are presented. The work procedures and various functions of the XPMS are studied in detail.

In recent years, the amount of ferritic stainless steel production has increased. However, the rust formation by the salt spray test was pointed out in the past. At the centre of the circular rust zone, pitting corrosion where water-soluble nonmetallic inclusions were embedded was observed. These inclusions originated from the suspended refining slag and consisted of multi-phase oxides and sulphides. By the experiments and thermodynamic consideration of the water-solubility, not only CaO or CaS, but also lime rich calcium-aluminates or calcium-silicates have shown large water-solubility. The composition of oxide phase in the inclusions was almost the same among the samples from molten steel, slab, or cold rolled sheet. On the contrary, CaS was clearly observed around the oxide in the sample of cold rolled sheet, although it was not found in the molten steel or slab samples. The enrichment of sulphur occurred from the desulphurization reaction of the suspended slag particles in the molten steel and also occurred from the diffusion of sulphur to the oxide inclusions during the heating of the slab. The optimization of refining slag composition has lead to produce the ferritic stainless steel without rust formation. The #3 Shaft at Brunswick Mine, Bathurst, New Brunswick, Canada, intersects a soft graphite zone just below the 3400 Level. Ground movement within this zone causes the concrete liner of the shaft to be deflected towards the shaft?s interior, affecting the steel framework of the conveyance. In some areas, the clearance between the cage and the liner has been reduced to less than 2 cm, which is a concern. An innovative surface-mounted extensometer was designed in 2008 to monitor potential movements of the shaft?s liner. Four such novel extensometers were installed in the shaft for the surveillance of a particularly critical 3.0m by 5.5m area. This article describes the approach taken to instrument the shaft, the principle of the new extensometer, as well as the performance of the instrumentation following its installation.

A moderately scaled apparatus was developed by the Bureau of Mines to determine the fire resistance characteristics of mine conveyor belts and similar type materials. The design of the apparatus was based upon data obtained in full-scale fire tests and features a radiant panel to preheat the belt and a methane-oxygen ribbon burner to ignite the sample under ventilating condi¬tions in a rectangular duct. The test method overcomes the limitations of existing laboratory-scale methods and provides a measure of both ignitability and flammability in quantitative terms. Flame propagation depended upon such variables as air velocity, ignitor heat flux, and belt width and height in the test chamber. Data are presented for nine belt materials and fire resistance ratings are proposed in terms of the flame spread rate, heat release rate, and the critical ignitor heat flux. The ratings discriminate between the fire hazard posed by different fire-resistant belts and tend to be in reasonable agreement with those obtained in full-scale fire tests.

"Milling operations in northern Saskatchewan’s Athabasca Basin have produced uranium continuously since 1975. Over that period, the Athabasca Basin has been one of the world’s premier uranium camps, yielding more than 660 million lb of U3O8. In this paper, the author describes former and current milling operations and discusses why and how the milling process has changed and developed over the past 35 years. The author’s considerations for the future of uranium extraction in the Athabasca Basin close out the paper.INTRODUCTIONThe roughly oval Athabasca Basin in northern Saskatchewan occupies nearly one third of the surface area of the Saskatchewan Shield. Its sandstone-like deposits lie unconformably on the older basement. The basin hosts many high-grade unconformity-type uranium deposits(Saskatchewan Energy and Resources, 2010) for which the Athabasca Basin is world famous. Uranium production in the Athabasca Basin has come from four mills. In the order of startup these are Rabbit Lake, Cluff Lake, Key Lake and McClean Lake. General data (AREVA, 2010; Cameco, 2010; Denison 2010) for each mill are shown in Table 1."

In the operation of some flotation plants treating platinum ores it was found that there were imbalances between the inputs and outputs. The inputs and outputs were sampled as slurries and it was determined that the imbalances arose from biases in the sampling, despite the samplers having been designed according to well-established rules. The launders feeding the sample cutters, and the sample cutters themselves were redesigned using finite element analysis to model the flows. A new set of design rules were formulated. The application of a Components of Variance Analysis, to determine the variance of primary and secondary sampling and of analysis in the lab for a concentrate is presented to illustrate the need for frequent sampling of process streams.

Noise Induced Hearing Loss is the most common occupational disease in the U.S. and of paramount importance in the mining industry. According to data for 2006 from the Mine Safety and Health Administration (MSHA), Continuous Miner operators accounted for 30.2% of underground mining equipment operators with noise doses exceeding the Permissible Exposure Limit (PEL). This figure becomes more significant considering that 49% of the 2006 national underground coal production was extracted using continuous mining methods. Thus, there is a clear need to reduce the sound radiated by Continuous Mining Machines. The first step towards efficient noise control of a Continuous Mining Machine requires identification of the various noise sources under controlled operating conditions. To this end, a 42-microphone phased array was used in conjunction with 4 reference microphones to sample the acoustic field of a machine in the Hemi-anechoic chamber of the Pittsburgh Research Laboratory. These data were processed using a frequency-domain beamforming algorithm to obtain acoustic maps of 5 sides of the machine. The focus of the test was on the conveyor noise since previous studies showed that operation of the conveyor is the most important contributor to the sound radiated by the machine. From the acoustic maps, the following potential areas for noise control were identified, and included: chain-tail-roller interaction, chain flight tip-side board interaction, and chain-upper deck interaction.
