This volume summarizes mining and petroleum legislation in 22 jurisdictions of the Near East and South Asia. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes : First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; and third, analysis of laws applicable to natural gas, petroleum, and related materials. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

One way of cost reduction is attained when using materials with improved erosion ? corrosion resistance. For many years hard irons successfully answered the Mining Operation needs however application ranges were limited due to the low chemical resistance of such alloys. Corrosion resistance of any hard iron increases when microscopically homogenizing chromium and generating passivation conditions throughout and between all metallographic phases. Chromium distribution of the new material called Max10 was analyzed with EDS ? energy dispersive spectroscopy. At critical depleted chromium carbide ? matrix interfaces chromium increased to 31.72% which is well within passivation levels. Generally the corrosion resistance of high chromium hard irons provided by Metal Casting Industry is limited to 0.5% sulfuric acid and 28 PPM ionic chlorides. Such restrains increased when using Max10 to 2.0% sulfuric acid and 100 PPM ionic chlorides. Max10 contains 35% carbide volume fraction, has excellent corrosion resistance within pH = 1.15 ? 13.6 while fracture toughness under plain - strain conditions and Mode I opening is KIC = 20 KSI.(inch)1/2. Wear rate was calculated with the pin-on-disk apparatus using a diamond indenter per ASTM G99 recommendation. After years of research, experimentation and implementation the Max10 castings were service installed in slurry pumps and mixing equipment. In some applications the life time of slurry pumps manufactured in Max10 tripled versus previously used materials.

A study of the electrolysis of PbS in molten PbCl2 showed cathode efficiencies which increased with current density at fixed sulphide concentrations, and decreased with increasing sulphide concentration at fixed current densities. The anodically produced sulphur dissolved rapidly in the melt, the rate increasing with temperature and sulphide concentration. Experiments with diaphragm cells, made to determine the relative effects that dissolution of lead and sulphur have on the cathodic current efficiency, demonstrated that dissolution of sulphur was the major contributor to the lowering in efficiency.

The profitability of gold placer mining operations is determined by more factors than many placer miners recognise until too late. This study is based upon field trips to examine the efficiency of mining and transportation of gravels to a wash plant by bulldozer and truck. At the examined open pit mining operations gravels were washed using water canons, derockers or scrubber trommels. The objective of this study was to determine the relationship between unit costs and power requirements for gravel mining and processing. The author conducted a number of time and motion studies at four open pit gold mines, including the Maly Patom Creek, the Nizhny Patom, the Taimendra Creek and the Kadali-Makit in the Bodaibo District, Irkutsk Region and collected and processed field data. As a part of the study significant correlations were determined and empiric regression equations derived between: power requirements (Ep) and unit cost (Cp) for gravel processing; and total power requirements (Et) and total unit cost (Ct) for gravel mining, transportation and processing. Based on the results of the study it was proposed to modify the current mining procedure methods and to replace water cannons at the Maly Patom Creek with a PPM-5 derocker. Introduction of the proposed technology resulted in 2004 in US$385 000 mining cost reduction at the Maly Patom Creek over a short-time Siberian mining season.

The Delaware River Tramway will link civic and retail developments in Philadelphia, Pennsylvania and Camden, New Jersey. Twin 300-foot towers will anchor the cables at either side of the river. Four high capacity drilled shafts designed by the Geotechnical Department of DMJM+HARRIS support each of the towers. At the Philadelphia tower, each 6-foot diameter shaft extends 130 feet deep and terminates with a 30-foot rock socket. The shafts are situated within the footprint of an existing relieving platform, which complicates the typical construction sequence. Also, the subsurface conditions at the site provide a unique challenge in both the design and construction of the drilled shafts. During the construction of the four-drilled shafts for the Philadelphia tower, a 6000-ton Osterberg load test was performed on the first shaft to verify design assumption and confirm the shaft capacity. The results of the test were utilized to establish load transfer characteristics and develop foundation design parameters suitable for the site conditions. By doing so the Design Engineer was able to reduce the length of the rock sockets on the remaining production shafts by approximately 5 feet per shaft. As a result, the test provided a significant cost saving to the Owner by eliminating 15 feet of rock drilling from the construction costs. This paper presents a description of the unique design and construction methods adopted for the foundations, also on the Osterberg load test including equipment used, number and locations of strain gages, and interpretation of results. The results and findings presented in this paper could benefit both the design and construction industries because it provides a comparison between geotechnical design assumption and actual field measurements; which has always been a challenge particularly for rock formation.

Interest in those physical properties of minerals which might be used to good effect in prospecting is not new. Early in the nineteenth century attempts were made in th'e Cornish mines to measure the natural electric potentials set up by chemical changes proceeding in the lodes. The distortion of the earth's magnetic field by bodies of strongly magnetic iron ore received early recognition in Sweden. Treasure-finders, working on the principle of electrical induction, appear to have been invented about eighty years ago, though were probably not then applied to mineral exploration. By the end of the nineteenth century Eotvos, a Hungarian physicist, had constructed a highly sensitive type of torsion balance capable of measuring the minute distortions in the earth's field of gravitation resulting from variations in the density of the materials composing the crust. During the first decade of this century he demonstrated its value in tracing rock-salt deposits in virtue of their low density compared with the surrounding rocks. Geophysical prospecting began to be recognised as having a very definite value and its development gathered momentum. Its great expansion took place after the 1914-18 war, when its value in oil exploration was amply demonstrated, and this expansion has continued to the present time and shows no signs of abating.Divisions of Applied Geophysics.The four main divisions of applied geophysics are electrical, magnetic gravitational and seismic. With the importance of ores of radio-active metals, one might add to these a radio-active division. The first two are more important to the field of mining, but techniques based on gravitational attraction have their uses in particular cases. Seismic methods are not generally suited to the exploration of metallic ores, but have proved of enormous value in the search for petroleum. With vast quantities of oil as the prize, more money has been lavished on the deve10pment and practice of these methods than on all the others put together.Geophysical Prospecting Methods.Geophysical prospecting methods may be used to detect a mineral deposit directly in virtue of differences in the intensity of some physical attribute common to it and the enclosing country rock. Examples of this are the detection of rock-salt by gravity measurements, or of iron ore by magnetic methods. Of much wider application, however, is the indireot approach in which the aim is to determine, by geophysical means, the geological structures controlling the disposition of mineral deposits. These structures may be partly known from geological work, in which case geophysical methods are useful adjuncts. Where, because of an 'unbroken cover of overburden, no useful geological information presents itself, scout drilling or geophysical prospecting are the only alternatives. Overburden is here intended to mean any covering material not, involved in the structures controlling the mineral deposits. Prospecting for petroleum amounts to the detecting of favourable reservoir structures, and as the chief types of such are the same the world over...

"INTRODUCTION This paper is the seventh of a series of yearly reviews started in 1921 and pre¬sents information gathered in a cooperative investigation undertaken by the United States Bureau of Mines and the University of Utah. It is the purpose of this report to make available flotation—reagent consumption data and other milling information in such a manner as to be of value to the milling industry and to the manufacturer of flotation reagents.These data have been compiled from a survey of about 300 concentration plants in the United States. Much additional information has been obtained from the various offices of the United States Bureau of Mines. Many of the plants covered in the survey made complete reports of their operations, but others were apparently unable to supply this information in sufficient detail to meet the requirements of this report. As a result, some sections of the report are more complete than others. In general, however, the mill reports were much more complete than in previous years, and for the first time it has been possible to calculate average mill recoveries in the treatment of certain classes of ores. As in the past, every effort has been made to conceal individual plant operations.ACKNOWLEDGMENTSIt is realized that the publication of this information is possible only through the assistance of the mill operators, and the authors wish to express their appreciation of this cooperation. Working in thick coal seams presents many problems, included in these is obtaining the maximum recovery of coal under safe working conditions. In order to obtain maximum extraction it is important to understand the behaviour of pillars left for support purposes. However it is not always the practice to maintain pillar stability it is often required to design for pillar failure. The greatest hazard of pillar mining is uncontrolled pillar collapse. Many major and relatively minor collapses of pillar workings have been recorded in the history of mining. Notable among the collapses was that at Coalbrook Colliery in South Africa in 1960 (Bryan et al 1964). This led to recommendations on the design of bard and pillar workings in South Africa. (Salamon 1967) These design recommendations were based on the statistical analysis of stable and unstable pillar workings and introduced the concept of probability of pillar failure and safety factor. On the basis of this study a safety factor of 1.6 was prescribed for production panels in South Africa. A general review of pillar design procedures, reveals that a new phase of reinterpretation and modification is in progress. This takes into account for instance the effect method of working, whether by conventional drilling and blasting or continuous miner, has on coal pillar strength, and the necessity to review the methods for increasing depth of working. Also, as more is being understood about overall rock mass properties and advanced computer modelling techniques become more readily available, the mine planning engineer is faced with numerous approaches to pillar design.

"The SIDMIN program aims at filling the mineral processor’s need to know the deportment of ‘minerals of interest’ not just ‘elements of interest’ that pass through the processing plants. Generally, chemistry is used as a tool of routine monitoring on site. Mineralogy, which is relatively much slower, is used more as a tool of research and post mortem investigations and these services are usually provided by a distant facility. The SIDMIN program enables site management to receive chemical and quantitative mineralogical reports on their critical samples daily, simultaneously and affordably.The author developed the SIDMIN program at ZCCM Nchanga Division where it continues to be a powerful tool for monitoring the efficiency of operations. Outlines are given of procedures for quick sample preparation and quantification of significant minerals in process samples. A specimen report is presented, which shows the format of reporting the contributions of individual minerals to metal losses at critical stages of the circuit. It is shown that SIDMIN provides timely information to management, about trends and abrupt changes in the quality of ore, and its processing, in a way never achievable by chemical analyses alone. This greatly helps in resolving the age-old problem of ‘bad ore’ or ‘bad operations’ on a day-by-day basis. For example increase in copper mica in the feed indicates excessive ore dilution during mining. Increased loss of free sulphides was traced to insufficient reagent conditioning time at the Concentrator. Persistent losses of leachable oxides at the Tailings Leach Plant were traced to inadequate leach residence time.SIDMIN is affordable because it can be implemented using basic optical microscopes, minimal quantities of micro-chemical reagents and custom trained site staff who demonstrate good colour perception and an ability to follow laid down procedures consistently."

If you build a big truck, build a big tire to match it. Let that haulage synergy aid the economics, productivity and lessened maintenance for the unit. Now, Cater-pillar and Michelin have done just that. Discussions began in 1996. Caterpillar was making plans for its 797 ultra-class haul truck. The development team realized the need for a tire that could withstand extreme loads. The 797 would weigh 558 t (615 st) and be capable of 64 km/h (40 mph) speeds. So Caterpillar approached Michelin. The two companies realized the benefits of jointly developing a tire for the 797.

Twenty field-scale tests were conducted in a 28 MW pulverized coal power plant in Healy, Alaska, to examine mill power consumption in relation to coal grind size. The intent in this field-scale study was to verify if grind size truly impacted power consumption by a detectable amount. The regression model developed from the data indicates that grind size does impact mill power consumption, with finer grinds consuming significantly more power than coarser grinds. However, other factors such as coal hardness (i.e., the lower the Hardgrove Grindability Index, or the harder the coal, the higher the power consumption) and mill throughput (i.e., the higher the throughput, the higher the power consumption) had to be included before the impact of grind size could be isolated. It was also observed that combining amperage and flow rate into a single parameter, i.e., specific amperage, hurt modeling. Cost analysis based on the regression model indicate a power savings of $19,972 per year if the coal were ground to 50% passing 76 mm rather than the industry standard of 70% passing 76 mm. The study also demonstrated that size reduction constituted a significant portion of the power consumption.

The fourteenth National First-Aid and Mine Rescue Contest we;; held at the State fairgrounds, Columbus, Ohio, October 2, 3, and 4, 1951. The meet, the first such event in 21 years, was under the auspices of the Bureau of Mines, United States Department of the Interior, and the Joseph A Holmes Safety Association and was sponsored by the National Coal Association, the United Mine Workers of America, and various State mine-inspection departments. The cooperating agencies that contributed to make the meet a success, in addition to the National Coal Association and the United Mine Workers of America, were the Kentucky Department of Mines and Minerals, Ohio Division of Mines, West Virginia Department of Mines, Pennsylvania Department of Mines, and the Columbus Convention Bureau. SUMMARY Fourteen teams from 6 States participated in the mine rescue contest, and 55 teams from 9 States competed in the first-aid contest. Only one of these teams entered as a combination team, that is, participating in both the mine rescue and first-aid contests. The States represented and the number of teams from each State are listed in table 1.

The Hyde Macraes Shear Zone (HMSZ) is an extensive low angle semibrittle mineralised structure in the Otago Schist Belt, New Zealand. The shear zone is located on the lower limb of a late metamorphic recumbent fold. Structural observations suggests that the shear zone initiated as a high strain mylonite zone and transgressed the ductile/brittle boundary (D4) later in its development. A surge zone at Round Hill is bounded to the south by a NE-SW striking lateral ramp which displaces the hanging wall shear (HWS) by 50 m. Oblique strike slip displacement during surge zone propagation created space for deposition of the sheeted vein complex or stockwork. Quartz recrystallisation in stockwork veins suggests that the veins were deformed in a ductile manner and implies that surge zone propagation may have occurred during late D3 deformation. A macroantiform was produced during D3/D4 shortening below the HWS. Over tightening of the antiform hinge created SW and NE-dipping ramp thrusts. Continued strike slip displacement along the lateral ramp rotated the antiform and associated ramps into a south plunging drag fold. Post-mineralisation (D5) structures include NE-dipping nonna! faults below the HWS and SW-dipping low angle imbricate thrusts above the HWS. The development of these structures was kinematically compatible with normal movement on the HMSZ and is related to mid Cretaceous break up of Gondwanaland in the SW Pacific.

The goal of any business is to seek the maximum profitability for the organization through optimization the use of resources, processes and the application of new technologies. An analysis of various case studies demonstrate that blasting can have positive impacts on the crushing and milling processes resulting in increased profitability for the mining industry (Grundstrom, Kanchibotla, Jankovich & Thornton, 2001). This paper describes the case study of two copper mines in Peru producing Cu-Mo and Cu-Au concentrates, which together with their strategic partner, have implemented a project focused on the improvement of rock fragmentation. The project was based on techniques of pattern size reduction, the use of high energy explosives and the technology of electronic initiation. Combined, these techniques were shown to have significantly impacted the efficiency of downstream processes.

"INTRODUCTION In the manufacture, storage, transportation, and use of combustible gases and vapors, explosion hazards, which at times may be present when air becomes mixed with the gases and vapors, become of primary importance. Such conditions are especially dangerous where large volumes of gaseous atmosphere are involved, because an explosion under such circumstances is capable of doing tremendous damage to both property and personnel.Because of its interest in safety in the mining and allied industries, the Federal Bureau of Mines has investigated, and published results dealing with, the explosibility of various types of combutible atmospheres. The explosion hazards of natural gases have received attention, and results giving the limits of inflammability and ignition temperatures in air have been determined and published. 4/ Other investigations have shown how explosions of natural gas-air mixtures may be prevented by the addition of nitrogen and carbon dioxide. 5/Because of the increased demand for crude oil for war purposes, the application of secondary-recovery methods of stimulating oil production have received considerable attention during the last few years. The process consists in the injection of natural gas into partly depleted oil wells to cause the oil in the sands to flow into producing wells and so increase the amount of recoverable oil. 6/"

Process Design and Change Management for Successful Deployment of Technology in Mining Over the last 30 years Canada has been successful in developing but not deploying hardrockmining automation. Our opinion is that the current lack of R&D investment and implementation capacity places Canada at risk as a future global mining leader A white elephant A burdensome possession; creating more trouble than it is worth. White (albino) elephants were regarded as holy in ancient times in Thailand and other Asian countries. Keeping a white elephant was a very expensive undertaking, since the owner had to provide the elephant with special food and provide access for people who wanted to worship it. If a Thai King became dissatisfied with a subordinate, he would give him a white elephant. The gift would, in most cases, ruin the recipient.

Geologic faults have always been a plague to the mining industry, and have often reduced a mining venture from a profitable to a marginal operation, and even at times have forced companies to liquidation or bankruptcy. The use of geology as an economic tool in coal mining is not generally recognized, particularly in coal deposits which are horizontal or essentially flat-lying, in which faulting might not be prevalent. However in pitching coal seams, the existence of faults is considered an inherent challenge, as the inclination of the seam or seams per se, is a product of geologic disturbance. The problems of faults are a constant challenge to the management of the Thompson Creek Coal and Coke Corp. in their operations in Pitkin County, Colorado, where high grade medium volatile coking coal is mined. The background for this paper has been provided by the experiences of these operations, in overcoming the effects of faults in mining, and resolving the fault structures. The properties of the Thompson Creek Coal and Coke Corp. are located in central Colorado, 13 miles southwest of Carbondale, Colorado, a tow] on the main highway between Glenwood Springs and Aspen, Fig. 1. The elevation at the mine portals is approximately 8000 feet: there is a relief of some 2.000 feet to the adjacent ridges rising away from the [nine portals. 'The entire present production of these properties totaling 180.000 tons of clean coal per year is trucked to the railhead at Carbondale, Colorado, from whence it is shipped to the Geneva Steel Plant at Provo, Utah. The properties were initially opened in September 1952. A total of 125 men are currently employed with the production conting from the Number 1 and 3 Mines, and development workings of the Number 2 and 5 Mines respectively. While the No. 2 Vine was opened in 1953 prior to No, 3 Mine, the encountering of faults without sufficient development work accomplished to sustain production, necessitated the diversion of manpower to the other [nines for economic considerations. This paper describes mining and milling methods of the American Smelting & Refining Co. at the Morning mine in the Mullan area of the Coeur d'Alene mining region in Idaho and is one of a series of Bureau of Mines reports dealing with methods and costs of mining throughout the United States. The Morning mine has been described previously in a Bureau of Mines report published in 1930,2/ and the milling methods and costs at the Morning concentrator were presented in a Bureau of Mines report published in 1932. 3/ These reports are supplemented by this publication, which presents data to show the effect of changing times and conditions on a typical medium-size mining operation during the latter part of its history, when costs were rising and production was from increasingly greater depths. The report contrasts two periods in the history of the mine-periods not too far separated in years but considerably different in economic conditions. During the first period (1939) costs of labor and materials were moderate, mining operations were just being transferred from the main shaft to deeper workings opened from the offset shaft, and the operation prospered. During the second period (12 years later) production costs had increased following the national trend in all industry, mining was from greater depths near the bottom of the ore body, and the operation was becoming unprofitable. Mining on the lower levels of the property ceased in 1953.
