Airblast overpressure levels can commonly be increased by up to 20 decibels (dBL) by the effects of meteorology, due to inversions and wind shear. Existing atmospheric refraction models can provide a good evaluation of the effects of meteorology, but have been limited in the accuracy of their outputs by the accuracy of the meteorological data that is available for input. This paper uses case histories from open-pit coal mine blasting in the Hunter Valley area of Australia to provide examples of increases in airblast due to inversions, wind shear, and a combination of both. It gives details of our experience of the accuracy with which predictions and assessments can be made using meteorological data of various levels of accuracy, and on the design buffer that is required to prevent the exceedence of airblast limits. The accuracy of meteorological prediction and assessment will shortly be improved by the use of sounding equipment that gives continuous measurements of temperature and wind velocity at significant levels above the ground. The paper also gives details of an industry funded research project that aims to permit the effective use of this data at distances many kilometres (km) (miles) from the location of the sounding equipment, and to develop a short term predictive model that will permit the amount of meteorological reinforcement that will occur at firing time to be determined before a decision is made to tie up a shot.

Real economic growth for the year will most likely exceed the Administration's estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

INTRODUCTION Countries that are currently developing their mineral potential have unique information systems requirements to support these activities. The mining laws usually grant the State considerable authority over the process. In many instances, the mining laws give a government agency the responsibility for granting and controlling exploration permits and development concessions. This is the case in Costa Rica. The Direcion of Geologia, Minas, y Hidrocarburos (DGMH) of the Ministerio de Industria, Energia y Minas (MIEM) is responsible for the management and operation of the National Mining Register. This paper describes the results of two studies of the information system requirements to support the National Mining Registry as well as those supporting some of the other function of the DGMH. The first of the studies reviewed the situation before the installation of computer equipment. The second study evaluated the installed systems. BACKGROUND Historical Perspective Mining in Costa Rica is at present a relatively minor part of the economy. It consists primarily of industrial minerals and gold production. Gold production is largely by small-scale miners and may be more substantial than reported. There is considerable interest on the part of the Government in both having a better understanding of the existing mining industry and promoting future development. Mining law was first provided by the Ordinanza de Mineral (of 1830). This was replaced by the first Mining Code of 1953. Apparently, one of the first problems caused by the 1953 law was the granting of concessions which were not worked. A 1968 agreement with ALCOA also resulted in political conflict. The Government worked on a new Mining Code for many years and in 1982 the current Mining Code was enacted. Draft implementing regulations were prepared in April 1984. Mining Code of 1982 The Mining Code of 1982 addresses most aspects of mining in Costa Rica including the declaration that all mineral resources are to be the property of the State. The State may grant exploration permits and exploitation permits. The exploitation of hydrocarbons, radioactive minerals and certain water resources was reserved to the state. The DGMH was given authority to settle placer claim disputes, maintain a registry of exploration permits, and exploitation concessions. and generally supervise mining activity. Towards this, the Mining Code of 1982 includes rather detailed requirements for the processing of application for permits and concessions. Mining Code Application Requirements The following briefly describes the requirements to give the reader a feeling for the complexity of the process. Currently, over 1,000 active applications, exploration permits and exploitation concessions are being monitored under the process. The number remains relatively consistent in that the number of new applications is usually about the same as the applications that are put aside. The time and date of the filing must be certified by the DGMH. The application must include all the information specified in the Mining Code. If incomplete, DGMH must notify the applicant of the deficiencies or omissions and direct that the applicant correct the deficiencies or omissions within 8 business days (a single 30 business-day extension is allowable). If the applicant does not respond as directed, the application is deemed as not having been filed and the pertinent information is placed in the files. The DGMH must reject the application outright and direct it be placed in the files in the following cases: (a). If the new application covers the area of a previous permit or concession, either being processed or already granted.

The geotechnical design, construction, and monitoring aspects of a tied back excavation 85 feet deep in Seattle, Washington are presented. The excavation was completed in overconsolidated deposits of sand, silt, and clay. Lateral soil pressures used in shoring wall design were the lowest to date for an excavation of this size in Seattle. Instrumentation data collected from hydraulic load cells and inclinometers were analyzed and are discussed. The data suggest the actual soil pressures felt by the wall were lower than the design values. Recommendations for future study, as well as future design modifications are given.

The pig iron nugget process is gaining in importance as an alternative to the traditional blast furnace. Throughout the process, self-reducing?fluxing dried greenballs composed of iron ore concentrate, reducing-carburizing agent (coal), flux (limestone) and binder (bentonite) are heat-treated. During the heat treatment, dried greenballs are first transformed into direct reduced iron (DRI), then to transition direct reduced iron (TDRI) and finally to pig iron nuggets. The furnace temperature and/or residence time and the corresponding levels of carburization, reduction and metallization dictate these transformations. This study involved the determination of threshold furnace temperatures and residence times for completion of all of the transformation reactions and pig iron nugget production. The experiments involved the heat treatment of self-reducing?fluxing dried greenballs at various furnace temperatures and residence times. The products of these heat treatments were identified by utilizing optical microscopy, apparent density and microhardness measurements.

PROFESSOR RUFF'S most illuminating paper' describing his extremely valuable investigation of the carbon-iron equilibrium diagram assigns definite temperatures to certain very important lines in the diagram, viz.: the eutectic temperature EB (Fig. 1) and the " near-eutectic " temperature E'B', but without indicating clearly enough the reasoning which warrants these assignments. These temperatures are of such primary importance that it is well to indicate the apparent gaps in the reasoning, in the hope that they may be filled in. In his diagram, Fig. 1, the point X and the lines B'D'HI represent the experimental results reached by Ruff and Goecke; 2 AB, AEB, and SE represent the liquidus, the solidus, and the solubility of the carbon in solid austenite in the absence of graphite according to Gutowsky,3 AB being also in accordance with Spiecker's data;4 ,S'E' the solubility of carbon in solid austenite in the presence of graphite according to Ruer and Iljin; 5 GS the line A3 after Goerens and Meyer;6 I and EBC the true eutectic line as inferred by Prof. Ruff from Gutowsky's data. B'D' is the carbon content found in cast-iron which had apparently saturated itself with carbon in the presence of the graphite of the enclosing graphite crucibles in which the determinations were made. A method has been developed for the prediction of the performance of multi-stage grinding-cyclone classification circuits of any degree of complexity on any ore for a wide range of operating conditions. The method involves the simulation of the circuit on a digital computer by means of. mathematical models of the individual units. At present, to establish the characteristics of the ore and the machines in mathematical terms, it is necessary to know the performance of a simple system on the ore for one known feed rate and feed sizing analysis.Further work on the separate identification of the terms defining the characteristics of the ore and the machines may permit the method to be applied directly to the data derived from small scale tests on ores.INTRODUCTIONThe cost of preparing metalliferous ores for concentration processes by, grinding and classification frequently represents a major portion of the cost of treating such ores, and it is necessary both from an economic and a metallurgical point of view that grinding and classification circuits should be operated at their optimum efficiency. It will be realized that the processes carried out in all units in such circuits behave according to physical laws and, if a mathematical representation of the laws applying to each unit could be derived, optimization of the overall process for any given conditions of feed or product may not be difficult.The physical processes in both tumbling mills and hydraulic classifiers are extremely complex and do not appear at present to be amenable to a rigorous mathematical analysis. This paper gives a brief summary of the process of manufacture of sterling silver, and some of its more important physical properties, as observed in conlmercial production of rolled sheet and wire. Although papers have been published by Turner and Smith,1 Rose,2 Sperry3 and Jordaq4 there are few technical data available, and unfortunately the time allowed for the preparation of this paper has not been sufficient to make it as comprehensive as the title might indicate. Analysis of Steeling Silver Fine or pure silver is too soft for coinage and the manufacture of articles in which strength and resistance to wear are desired. From the earliest times of which we have record, copper has been the metal generally used to harden silver. Analyses of coins and silver articles from ancient tombs show varying amounts of copper, and old Roman silver objects in the British Museum have approximately the same ana,lysis as our sterling. The first authentic record of the establishment of a standard alloy is during the reign of Henry I1 in England. During the twelfth and thirteenth centuries, the people in the Eastern Provinces of Germany had a reputation for the standard and purity of their silver coinage, and it is said that Henry II employed some of these Easterlings, as they were called, to improve and standardize the English coinage, which had become debased. A wide-ranging base of jig data was collected from various types of commercial jigs in 9 coal preparation plants in China, and a complete data analysis was made. It was found that the sharpness ofseparation was very variable, which demonstrates the complex interplay of the many factors which influence jig performance. Tests showed that there exist optimum frequency ranges in each compartment of a jig. Stepwise regression analysis indicated that the sharpness of separation is most sensitive to the intake fraction ofthe air cycle, the frequency, and the feed rate. By means of non-linear curve fitting techniques and statistical analysis, several mathematical models were developed to describe both partition curve and the jig performance, for simulation purposes.

Cement-bentonite (C-B) slurry walls have been used for ground water cutoff in deep excavations, contamination containment, and other applications. Hydraulic conductivity is of great concern for cement-bentonite slurry walls. The quality control program usually specifies permeability and strength tests to be performed in a laboratory on samples cast in the field and cured for a certain time. Currently there is no widely accepted in-situ test method for the performance of the constructed slurry wall. A recently constructed cement-bentonite slurry wall in South Carolina included a 200-foot-long test section done in advance of the production of an 8,300 foot-long wall. Intensive tests and investigation were conducted during and after the test section construction: Monitoring piezometers were installed using wet insertion method and packer tests were conducted in boreholes drilled in the post-28-day-cure slurry wall. The permeability measured from the packer tests was about two orders of magnitude higher than the design and the laboratory test values. Additional investigation was performed using a video camera to inspect the borehole walls especially the packer test sections. Test pits were excavated to observe both sides of the cement-bentonite slurry wall. A thorough inspection was conducted to evaluate the integrity of the wall. The lessons learned and issues regarding the disturbance effects of in-situ testing of cement bentonite slurry walls is presented and discussed.

Constraints on pore water evolution in the aquifers of a sedimentary basin may be realised through stable isotope analyses of present day waters, and their comparison with water compositions calculated to have been in isotope equilibrium with the products of diagenesis during burial. Integrated with detailed petrographic observations, and thermal, structural and stratigraphic analyses, fluid migration patterns at various stages in a basin's history can be identified. This has important implications for modelling basin hydrology, hydrocarbon distribution, and reservoir quality in the Latrobe Group, Gippsland Basin, and oil-prone successions Elsewhere.

Lime was a highly useful commodity thousands of years before the simple chemistry of its manufacturing process was known. The employment of lime for agriculture, building, and even certain essentially chemical purposes is so old that its origin is among the unrecorded details of man's first ventures into the manufacture and use of prepared substances. Lime is a most versatile material and consequently has come to be widely utilized in modern civilization. Immediately before the depression of the early 1930's the annual production of lime in the United States was more than 4 million tons, valued at 33 to 42 mil-million dollars. This output was sold to many industries, so many that mere enumeration becomes tedious.

Paper presented at the IAGOD international symposium on mineralisation related to mafic and ultramafic rocks, held in Orleans, France, 1-3 September 1993. PGE-bearing sulphide mineralisation is contained in the lower 600 m of the Upper Central Layered Zone of the intrusion. There are four regimes with distinctive crystallisation characteristics. PGE content is low, both in bulk rock and in terms of metal in 100% sulphides, in the sulphide-rich cumulates but increases sharply in the sulphide-poor cumulates at the base of regime 1. Increases in regime 2 have no such clear relationship with incoming cumulus sulphides. PGE contents are low throughout regime 3, but regime 4 has sulphides with high PGE content, decreasing rapidly upwards, at the base of many of its cyclic units. The observations are interpreted as indicating that sulphide saturation occurred in the middle of a cyclic unit in regime 1, after which fractional segregation of sulphide caused a systematic decrease in PGE content. The resulting contrast between 40 000 ppb PGE in sulphides below the mineralised zone and less than 1 000 ppb above is of practical importance in exploration for such zones. In regime 2 the magma chamber was open to fresh influxes and PGE content was not so sensitive to sulphide saturation. In many regime 4 units influxes of new magma caused immediate sulphide saturation and PGE depletion, so that PGE-rich cumulates do not underlie PGE-bearing sulphide zones. Theoretical analysis indicates that regime 1-type behaviour is likely to characterise intrusions below the level at which plagioclase has entered as a cumulus phase and regime 4-type behaviour above

THE Wonthaggi coal-field lies south easterly from Melbourne at a distance by rail of 86 miles, on the flats of the Powlett River, immediately to the south of the deep-cut valleys and steep intervening ridges in the Jurassic rocks of the Bass Range and itsfoot-hills. The coal-bearing area is covered with a thin layer of late Tertiary and Recent deposits, which serve to mask the true character of the underlying coal-bearing rocks and effectually prevent the appearance of any coal outcrop. Two or three bores sunk prior to 1890 had shown the locality to be really a potential coal-bearing one. Only one additional bore was sunk in the State Coal Mine area until 1908, when energetic boring was resumed, with the result that in November, 1909, when an acute shortage of black coal in Victoria resulted from the prolonged strike on the New South Wales coal-fields, coal-seams had been located at Wonthaggi offering sufficient inducement to start an...

Seismic areas were in the eastern margin of the Qinghai-Tibet plain, whose structures were complicated, mainly composed of Maowen fault, Yingxiu fault and Pengxian-guanxian fault. The rapid rise of the Qinghai-Tibet plain led the crustal material of the eastern edge to move to the southeast along the faults on a large scale since the late Cenozoic; Minshan block structure and Long Men Mountain tectonic zone represented the strong nappe thrust movement as the east boundary of Chuanqing slip block; the stress was accumulating when squeezed, which to a certain extent resulted in breakdown of the crust, and earthquakes. The shock speed, high-energy accumulation, and the reversed dextrorotation of the earthquake fault characteristics et al. happened, which caused the development of secondary geological disastersts. According to on-site investigation, the typical geological disasters had thrust rock collapse, the instability deposit, the revival of potential debris flow et al. whose genetic model had been analysed.

The cost of power is an important matter to mining companies generally and this thought that the members of the Australasian Institute of Engineers, as well as the engineering and mining professions generally would be interested in any proposal for the reduction of that cost has led to the presentation of this paper.The writer trusts that the description will be found clear and increase the interest in this interesting subject. In the up of the electrical arrangements touched on in this paper, the author has had the able assistance of his friend Mr. Mars, to whom he offers his hearty thanks. The selection of the best class of power plant for a mine is a very difficult and large problem and it is quite out of place to dogmatise that anyone of the many systems that offer is better than another, eg that the all electrical is better than the partly direct steam-driven and partly electrical, or that a gas plant is better than a steam plant. Such a selection is one that calls for very careful and close consideration, in each particular case, of a large number of before it is possible to arrive at a proper decision.

"Historically, performance at Vale’s Clarabelle Mill was measured by Mill throughput and Mill recovery. After the economic collapse in 2008, a series of reviews were performed to drive improvements in business efficiency. These identified that product quality (e.g., concentrate grade, variability in concentrate grade) had a profound impact on downstream processes and suggested that improved control of these parameters would generate the greatest value for the customer (the Copper Cliff Smelter) and the company (Vale). Consequently, a movement was initiated to transform the Mill operating philosophy to consider customer needs as paramount. Systems and strategies used to drive the transformation are described. In 2011, an unexpected furnace failure resulted in decreased capacity at the Copper Cliff Smelter. In response, a two-stage change in production strategy was developed at Clarabelle. The first stage was to modify the ore blend feeding Clarabelle so that the concentrate grade could be significantly increased with minimal impact on recovery. The second stage was a circuit modification to ensure the elevated concentrate grade could be sustained. Execution of the first stage was complete five days after the failure and the second stage was complete within 10 weeks. Steps involved in each stage are outlined and the overall benefits are presented.INTRODUCTION Clarabelle Mill is located in Copper Cliff, Ontario, Canada (approximately 350 km north of Toronto). The Mill treats copper (Cu) and nickel (Ni) sulphide ores. The primary diluents are pyrrhotite (Po) and non sulphide gangue rock (Rk). The process description of the circuits at Clarabelle is documented in the paper by Taylor, Doucet, Blanchette, Barrette & Lawson (2012) in this Proceedings and will not be repeated. The Mill treats ore containing Cu, Ni and platinum group elements (PGE’s) and produces two concentrates; a Cu concentrate and a bulk Cu/ Ni Concentrate (referred to as nickel concentrate). The Cu concentrate is sold to market while the Ni concentrate is thickened at the Mill and pumped to Vale’s smelter complex in Copper Cliff Ontario for further processing. Since commissioning in 1971, Clarabelle Mill has undergone many circuit changes to suit the changing needs and wants of our customers, both internal and external. The Mill processes ores of varying quality, based on mineralogy and size and until 2009 the Mill daily performance was primarily based on throughput. The second key performance indicator (KPI) of “good” or “bad” performance was quality of the concentrate and third; Mill metal recoveries. There were other plant level KPIs such as flotation feed grind size, slurry densities and mass flows to the separation circuit, but for the most part each day was good or bad depending on how many tons were processed through the Mill."

The Liberty Bridge in Greenville, South Carolina is a curved, cable-stayed, pedestrian bridge with primary support provided by two towers. The bridge is part of the Falls Park redevelopment. The bridge was originally designed to be supported on drilled piers. Alternately, the bridge was supported on a combination of micropiles and anchor piles because of difficult access and subsurface conditions. The use of micropiles and anchor piles led to improved construction scheduling and reduced costs. Micropiles were used to resist compressive loads. Anchor piles were used to resist tensile forces and to eliminate excessive settlement of pile caps into underlying fill during pre-stressing. This paper describes the site history, bridge construction, site and subsurface conditions encountered, and the decisions that led to support of the bridge using micropiles and anchor piles and foundation construction.
