"An adequate level of R & 0 is crucial to achieve gains in productivity and to strengthen Canada' s position in an increasingly competitive world ." So stated Finance Minister Jean Chretien in his April 10, 1978 budget speech, on announcing a new measure designed to increase the productivity of Canadian industry and to assist in the creation of new technology. The effect of the new measure, which permits an income tax deduction of 150% of certain research and development (R & D ) expenditures , can reduce the after-tax cost of a marginal dollar 's worth of such expenditures to as little as 20 cents . This article discusses the income tax treatment of R& D expenditures in general, and describes in particular the income tax incentives which relate to R& D.

"HistoricalWHILE DIGGING caves and underground passages for living quarters, primitive man must have had some means of illumination. Most likely he used pieces of wood or slim bundles of reeds or grasses as torches, perhaps steeped in animal fats to give more light. If this is so, we may accept these as the first means of underground illumination. Very little was clone to improve lighting devices for many generations, but slowly there was developed a fount holding fatty oils, with a spout in which was inserted a form of wick.Actual mining. for metals first of all, was started about 3,000 B.C. Some of the old Greek and Roman records refer to the use of torches underground, and some evidence of clay lamps has been found. Candies came into use some time during the first century A.D. When coal mining began about the 14th Century in England, candles were used for illumination because of the ease of manufacturing and handling them. Open oil-lamps came into use early in the 16th century -Agricola, in his De Re .Metallica, written about 1540. pictures a miner with such a lamp. However, the expense of these was so great that candies still continued as the general means of underground lighting.Unfortunately, as miners went deeper underground, they encountered a mysterious gas which. upon coming in contact with open lights, flamed violently, resulting in explosions and accompanying loss of life. The first reference to the results of these gas explosions appeared in 1621. No help seemed to be available. The gas was given off when the coal was mined and the miners could not see without lamps. Attempts were made to use the phosphorescent glow from partly decayed fish, fish skins, and fungus, also to bring daylight clown into the workings by means of a series of • mirrors; •but these means of illumination proved to be impracticable."

O desenvolvimento de materiais renováveis e biodegradáveis é uma vertente que almeja a diminuição dos custos e dos impactos ambientais. Nesse âmbito, o presente trabalho visa o desenvolvimento de novos materiais, fabricados com fibras vegetais e que possam substituir outros que são derivados do petróleo. Fibras vegetais foram utilizadas e devidamente modificadas por mercerização e acetilação com o intuito de produzir materiais com compatibilidade química. Foram obtidos, nesse trabalho, compósitos de polietileno reciclado reforçados com fibras de sisal[1]. Utilizamos a ferramenta estatística denominada distribuição de Weibull, para prever as falhas mecânicas dos sistemas estudados. Foi possível observarmos que o compósito resultante teve uma melhora relativa em suas propriedades mecânicas, o que pôde ser comprovado por meio dos ensaios de tração. A distribuição de Weibull foi uma ferramenta que produziu resultados de acordo com os esperados, comprovando a melhoria de propriedades mecânicas do material.

During the spring and summer of 1946, the Bureau of Mines put down 8 churn-drill holes and 9 diamond-drill holes, totaling 3,535 feet of bore, at the Blewett zinc-lead deposit in Jo Daviess County, Ill. Attention of the Bureau of Mines was first directed to this deposit by the Illinois State Geological Survey, which had investigated the Blewett mine. In the opinion of the Survey and the Bureau of Mines, the record of production and results of drilling previously done on the property were considered sufficient justification for continuing investigation to the north and south along a projection of the trend. This report describes the work done by the Bureau on this, property and presents the data obtained.

Longwall mining of thin shallow coal seams utilizing open pits is technically feasible. The thinnest coal seam which can be mined using available technology is 34 inches. The capital expenditure for a 1,000,000 ton per year operation is $15,494,000, and the projected rate of return is 5 percent. Similar statistics for a conventional area surface mine are S18,937,000 capital and 14 percent rate of return. The longwall surface mining method disturbs 63 acres of land per 1,000,000 tons, and the conventional area surface mine disturbs 198 acres A significant bibliography of the technology involved is included.

MODERN mining is based on drilling--everything else stems from that. U. S. and Canadian mining companies and suppliers of mining equipment are constantly seeking new techniques and tools for increased drilling efficiency. Ultimate goal is increased bit-against-rock time. Just how important their efforts are can be seen through a legitimate extension of available statistics. In Canada some 70 million ft of drilling per year is required. While the number of feet actually drilled in the U. S. is unknown, it is possible to compare U. S. and Canadian mineral production, excluding oil and coal. In the U. S. mineral value was $4200 million and across the border $836 million. Taking into account the number of drilled feet required to produce Canada's total, the U. S. total would be 365 million ft in 1953. A saving of 14 per ft would reduce over- all metal and nonmetal mining costs some $3.65 million per year. This does not take into account other indirect savings. Methods have changed and there have been structural and metallurgical advances in blasthole practice in the last ten years. The Editors of MINING ENGINEERING in the articles on the following pages present the most significant innovations coupled with results in the field. Environment plays an important role in selection of materials and equipment -but while unanimity does not exist throughout the industry in reference to drilling problems, a definite trend is evident. For the story of that trend read the articles on the following pages.

During the year 1907 an investigation of the Clinton formation in New York has been carried out under the direction of the State Geologist, and a full account of the results has been prepared for publication.' The more important economic features of the report are summarized in the present paper. Previous knowledge of this, the type, section of the Clinton has been contributed mostly by Hall and Vanuxem in their reports for the Natural History Survey of New York, which were issued in their final form in 1842-43. Brief accounts of the ore-occurrences have been given by 13. T. Putnam? J. C. Smock: A. H. Chester: and E. C. Eckel.5 Prof. C. H. Smyth, Jr.,6 has discussed the origin of the Clinton ores in two papers, which, so far as the local occurrences are concerned, have removed all doubt that may have existed on that subject. The Clinton strata in New York State are restricted to a single belt, which extends from the eastern central part to the Niagara river, which it crosses, and thence continues for some distance into the province of Ontario. "The design of underground coal mines requires a clear understanding of the overburden response, the loading of pillars, the loading of the gob, the pillar failure process, and the ultimate load carried by partly or fully yielding pillars. Very few highquality stress measurements of yielding pillars and gob loading have been made in full extraction mining. Well-calibrated numerical models can assist in providing a better understanding of the load and failure processes, provided the coal, the overburden, and the gob are all modeled with sufficient realism. A program of numerical model calibration and validation was carried out using FLAC3D.1 The models were calibrated against observed and measured performance of coal pillars and the overburden in operating mines to provide a basic set of input parameters that can be used to provide a realistic first estimate of expected ground response and pillar loading. Input parameters for modeling coal pillar response were based on data from triaxial testing on coal samples, combined with both matching the depth of failure in the coal ribs to observations as well as matching the peak pillar resistance to an empirical equation. The models were calibrated against strong roof and floor case histories in which the pillar strength is governed by failure and yielding of the coal within the pillar and the surrounding strata only had a limited impact on pillar strength. Input parameters for the overburden were determined from a large database of laboratory tests and model calibration against maximum subsidence and subsidence curvature. Further overburden calibration was carried out by matching stresses in the mining horizon to field measurements. Three examples of the application of the calibrated dataset and modeling methodology to field measurements are presented. The results show that a reasopable estimate of the in-seam stress distribution and overburden response can be obtained for both strong and weak overburden scenarios at various depths of cover.INTRODUCTIONThe planning and design of coal mine excavations requires reliable estimates of the expected strength and loading of the mine structures to achieve global stability. Empirical methods are widely used to estimate the strength and loading of coal pillars and have been incorporated into pillar design procedures, such as Analysis of Longwall Pillar Stability (ALPS) (Mark, 1987) and Analysis of Retreat Mining Pillar Stability (ARMPS) (Mark and Chase, 1997), that are widely used in the United States. ~umerical models are finding increasing application as a tool for underground mine design because of their. versatility and the ever increasing computational power available to mine designers. A prerequisite for the application of numerical models is the calibration of the models against observed rock mass response (Hoek et al., 1990; Skiles and Stricklin, 2009). The calibration process may include comparison of model results to measured stress and deformation and modifying the input parameters in a systematic manner to achieve a satisfactory agreement between the model results and measurements. Once models have been calibrated, they can be applied to evaluating similar mining layouts in similar geological conditions."

The normal practice for processing complex sulphide ore has been to grind with steel balls and/or rods in steel mills before flotation. Little thought had been given to the effect of grinding media on flotation selectivity of copper-lead -zinc ore until 1960 when Rey and Formanek(1) published their experiments on sphalerite floatability after grinding in a porcelain mill with ceramic pebbles. The studies by Rey and Formanek had a pronounced effect on the milling of copper-lead-zinc ores in Canada and possibly throughout the world at a time when autogenous grinding was creating a great deal of interest. The impression was created, and possibly still exists with some mill men, that grinding an ore in the absence of steel will result in a loss of selectivity between copper, lead and zinc minerals. This is in spite of the fact Rey and Formanek's experiments showed that the "naturall floatability" of sphalerite was not apparent after grinding in a porcelain pebble mill in an alkaline pulp.

A petrographic approach to studying the organic matter in ore deposits is advantageous in that direct observation of sample heterogeneity can be made, organic constituents (macerals) can be identified, and valuable information about the geological history of the sample (such as thermal history, oxidation, and reworking) can be obtained. Thermally immature bitumens are compositionally and structurally heterogeneous, and optically isotropic. The end product of thermal alteration, graphite, is compositionally and structurally homogeneous, and optically an isotropic. One route by which thermally immature bitumens can approach the graphite structure Is by an aromatic intermediate phase, termed mesophase. The development of optical anisotropy and a thermal mesophase has been observed In several high temperature deposits. Textures in bitumens are described from the thermally-altered Mississippi Valley-Type deposit at Nanisivik (Northwest Territories), the silver-vein deposit at Kongsberg (Norway), and the gold deposit at Carlin (Nevada). Textural evidence for multiple generations of bitumens, supportive of a pulsing model for incoming brines, is shown. Petrological evidence for the introduction of bitumens as an immiscible phase or possibly as micelles is shown in the Carlin and Kongsberg deposits.

The columbite-tantalite mineral series was studied by various instrumental techniques to establish the relationship of density to composition. The samples used were carefully selected to obtain a mineralogical purity of at least 98 percent. Impurities were determined by optical microscopy, X-ray diffraction, and optical and X-ray spectroscopy. Each sample was analyzed by fluorescent X-ray spectroscopy for iron, manganese, columbium (niobium), and tantalum. The existence of a unique relationship in this isomorphous series permits a simple correlation of the intensity of a spectral line with the concentration of the analytical element.

Modeling and a screening design of experiment (DOE) was performed with the process variables to identify the greatest effect of variables on the response quality in the dead burning of magnesite refractory in a rotary kiln. Among various interdependent variable factors, the design variables chosen were raw magnesite (RM) feed rate, kiln rotation time i,e, seconds per rotation(SPM) and burning zone temperature (BZT). The response variables chosen were exit gas temperature and density of dead burnt magnesite(DBM). ANOVA and normal plots were used to evaluate the effects.This work had enabled to correlate the BZT, RPM, RM feed with the exit gas temp and density of magnesite produced. The result opens up an avenue to look into the optimum region of operations within the ranges of variables considered in order to conserve energy and to minimize the exhaust gas temperature and to maximize the density of the DBM produced

Numerous federal statutes passed by Congress in the last decade have made the coal mining industry more responsive to the environmental impact during all phases of the mining process. Permitting these mines has dictated a cradle to grave approach in dealing with water related issues. This paper will attempt to explore the application of these technology- based laws and their direct application to the unique environment found in Alaska's interior regions.

For a number of reasons, solids entering and leaving facilities for the treatment of minerals are becoming increasingly finer. Such materials pose problems throughout processing. Solids featuring small particle sizes tend to dusting, result in losses and segregation, exhibit various storage, transportation, and metering problems, and fine particulate effluents can not be easily captured, used and/or recycled. Sustainable mineral processing must minimize the exploitation of natural resources and avoid the need for disposal of wastes. The first requires the use of lower quality raw materials and upgrading, which typically results in the production of fine grained concentrates, and the latter encourages the recycling of wastes and byproducts or efforts to investigate them as sources for secondary raw materials or other beneficial applications. To overcome the difficulties associated with fine particulate solids, size enlargement by agglomeration is necessary. The resulting products have free flow characteristics, do no longer dust or segregate, and are sized and shaped as required for optimum processing. In addition, agglomerated materials may be engineered to feature desirable structure, composition, and a number of related, improved properties. Such engineering may be applied for the modification of fine run-of-mine and up-graded minerals as well as the production of secondary raw materials from by-products or wastes. By the interdisciplinary application of size enlargement by agglomeration waste-free processing of minerals becomes feasible.

The Cliffs Shaft mine of the Cleveland Cliffs Iron Co., located in the city of Ishpeming, Mich., is the largest producer of hard hematite ore on the Marquette iron range. The two shafts, A and B, lying 820 ft. (250 m.) apart on the east-west trend of the ore formation, were sunk in the early eighties, and, except for four years, have been steady producers of iron ore. Their location, on a hill overlooking the general offices of the company on the one side and the city of Ishpeming on the other, has made the shaft houses landmarks. In the spring of 1919, as the old wooden shaft houses had become shaky and out of line, and would soon be unsafe, it was necessary to replace them with the least possible delay. Three plans of construction were, therefore, considered: To replace the old shaft houses by somewhat similar structures made of wood; to use steel and radically change the design; or to build reinforced-conerete shaft houses outside of the wooden structures, completely enclosing them. The first plan was disapproved, because it is anticipated that the mine will have a long life and the proximity of other buildings makes the danger from fire rather great. Delay in receiving material, and the necessity for closing the shafts during erection, were other factors in the situation. The second plan was disapproved on account of the high cost of steel, slow delivery, and interference with hoisting during the period of erection. The presence near one of the shafts of a large bed of hard gravel suitable for concrete made the cost of the third plan considerably less than the second, and little, if any, delay in hoisting was expected. Our expectations in this regard were fully realized. Furthermore, the work could be done by unskilled labor, which was plentiful, and the erection could be quickly started. When the proposition was submitted to W. G. Mather, president of the company, he recommended that, on account of the prominence of the buildings due to their location, an effort should be made to combine in the design as far as practicable something of architectural beauty. "The Athabasca Basin occupies about 100,000 km2 of the northwest corner of Saskatchewan with its western margin extending about 50 km into Alberta (Fig. 1). The basin is filled with a Helikian sequence of predominantly fluvial sandstones up to 1600 m thick. The sandstone beds are generally flat-lying, and rest unconformably on a crystalline basement which consists mostly of granitic intrusive complexes and quartzfeldspar- biotite gneisses. The basement rocks represent Aphebian sediments and Archaean basement rocks that were metamorphosed and remobilized to varying degrees during the Hudsonian Orogeny (ca 1800 Maj.Since 1968, three mining camps and several substantial unconformity-type uranium deposits have been discovered in the area (Figs. 1 and 2). These deposits lie along the unconformity surface, partially enclosed in sandstones, and partially in the basement rocks. The major deposits have elongate, pencil shaped orebodies that are parallel to the strike of underlying graphitic biotite gneisses. The total tonnage of uranium is in the order of 150,000 to 200,000 tonnes and mining grades range from 0.5 to 2.5 per cent U3O8.IntroductionUranium exploration started in Saskatchewan in 1945 when Jolliffe and Murphy headed field parties to investigate uranium occurrences on the north shore of Lake Athabasca (Kupsch, 1978). Their investigation lead to the development of the Beaverlodge camp in the following years. Some of the early prospectors were impressed by the fact that the uranium occurrences at Beaver lodge were centred on a thick sequence of unmetamorphosed arkosic redbeds which are now called the Martin Group. This sequence was referred to as the Athabasca Series by Christie (1949), and although some occurrences of uranium were found near Stony Rapids and Black Lake, the vast expanse of Athabasca sandstones south of Lake Athabasca was generally regarded as unpromising."

Included in the program of the Rare and Precious Metals Station, Metallurgical Division, Bureau of Mines at Reno, Nev., are investigations of treatment methods for ores representative of various mining districts throughout the country. The samples received for this work may come from areas only recently explored or from newly discovered ore deposits in older mining districts. The present investigation deals with a case of the latter type, the. ample having come from a section that has a past record of considerable precious. metals production. The application of current treatment methods to this type of ore seems to offer excellent possibilities of satisfactory economic results. Definite identification of the silver mineral in this ore asthe chloride cerargyrite, AgCl, adds considerable interest to, the investigation, as in many cases where silver occurs in comparatively small amounts in an ore it is not possible to identify the particular mineral carrying the silver or else it is contained in or combined with other more common minerals. Cerargyrite is the "horn silver" of the bananza period and is mentioned in many accounts of pioneer mining of high-grade ores The occurrence of this mineral in finely disseminated form it a low-grade ore is believed to be unusual. The sample investigated was obtained from the' Bullfrog District neat Beatty, southwest Nye County, Nevada. The ore contained 16.7 ounces of silver per ton of ore, 0.007 ounce gold, and 0.32 percent copper in a silicious gangue, with accessory minerals, including iron oxides and scorodite; the hydrous iron arsenate.

Uranium ore deposits in the Lisbon Valley area are in an arcuate belt, 15 miles long by one-half-mile wide, on the southwest flank of the Lisbon Valley anticline. They range in size from 500 to 1,500,000 tons and by mid-1965 had yielded 6,147,000 tons containing 48,530,000 pounds of U3O8. Ore bodies average 6 feet thick, are tabular, amoeba-shaped masses, concordant to the bedding, and are in the thickest, lowest sandstone unit of the Moss Back Member of the Chinle Formation of Triassic age. The host rock is predominantly a fluviatile, calcareous, fine-grained to conglomeratic sandstone. Uraninite, the principal ore mineral, fills the pores in the sandstone and partly replaces sand grains and fossil wood fragments. During Late Permian and Early Triassic time pre-Chinle Formations were arched to form the ancestral Permian anticline. Moss Back streams truncated Moenkopi and Cutler beds which capped the ancestral anticline and then covered it with fluviatile elastics, which were subsequently covered by thousands of feet of Triassic, Jurassic, and Cretaceous sediments. Uranium, probably derived from the Chinle Formation by diagenetic processes, was transported in connate ground waters, was moved by compaction or hydrostatic forces, and was deposited under reducing conditions. Uranium was emplaced around the crest of the ancestral anticline, prior to the Laramide orogeny. During the orogeny, the Tertiary-Lisbon valley anticline was super induced on the Permian anticline and, penecontemporaneous with uplift, was faulted parallel to its longitudinal axis. The Big Indian ore belt on the southwest flank footwall block was elevated to approximately its present position, and the northeast flank hanging wall block was elevated only slightly. An extension of the Big Indian ore belt around the northeast flank of the ancestral Permian anticline may exist in the Moss Back sandstone in the downthrown block northeast of the Lisbon Valley fault.
