Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

ASARCO LLC (Asarco) Hayden Copper smelter, in Hayden, Arizona, has operated continuously (except for minor labor and economic curtailments) since 1912. The current plant configuration comprises INCO flash smelting, Peirce Smith (P-S) converting and fire refining/anode casting. In order to comply with the U.S. Environmental Protection Agency (EPA) 1-hour National Ambient Air Quality Standards (NAAQS) for sulfur dioxide promulgated in June 2010, the Hayden smelter had to increase overall sulfur fixation from approximately 95 % to 99+ %, requiring a retrofit of the existing converter department and upgrade of associated emissions controls systems. The Converter Retrofit Project (CRP) involved replacing the five existing 13’ diameter Peirce-Smith converters (2 blowing, 2 hot standby) with three new 15’ diameter Peirce- Smith converters (1 blowing, 1 hot standby) to allow for more effective process gas capture using the existing acid plant contact section. Significant upgrades were made to the acid plant wet gas cleaning section and converter primary gas handling system to improve capture performance, reliability, and sludge handling. In addition, a new tertiary gas capture system was installed to further minimize fugitive emissions from the converter aisle. The existing furnace tapping ventilation ESP was replaced with a new baghouse to enable at least 50% SO2 removal using high-surface-area dry lime injection, which was also implemented on the existing converter secondary gas baghouse system. The first two converters and all gas handling system improvements were started up in April 2018, and the third converter was brought online in November 2018. This paper presents the regulatory context; genesis and rationale for CRP; detailed description of the project; challenges during commissioning; system improvements implemented, and design considerations made, and systems performance and process optimization achieved since startup.

"Longwall top-coal caving (LTCC) mining technique is one of the important methods for underground thick seam extraction in China. The coal seam in LTCC panel is divided into two parts: bottom-coal and top-coal. The bottom-coal is mined by conventional longwall method while the top-coal is mined by caving method. The top-coal caving process in LTCC and block caving process in metal mine are both gravity flow of loose ore/coal blocks. However, the presence of caving shield in LTCC makes the characteristics of drawing body shape in the two caving processes differ a lot. This paper discusses the influence of caving shields on the characteristics of drawing body shapes in light of recent studies of the top-coal drawing process. The theoretical model for describing the drawing body shape in LTCC is proposed both along the seam strike and seam inclination. Then, the experimental data are used to validate the correctness of the theoretical model. Furthermore, two examples of how the theoretical findings assist LTCC mining are given and discussed.INTRODUCTIONLongwall top-coal caving (LTCC) mining technique and large-cutting-height mining technique have been widely used for extracting thick coal seams in China. About 0.6–0.7 billion metric tons of coal come from longwall top-coal caving panels every year. "Quebec Iron Ore Limited (QIO), a subsidiary of Champion Iron Limited (Champion), secured assets in early 2016 from the previous Bloom Lake operations in the heart of the Labrador Trough region of Northern Quebec, Canada. A plan was developed to bring the Bloom Lake facility back in operation once the iron ore market conditions improved. The project restart involved several aggressive moves to change operational effectiveness, one of which was the utilization of the existing Phase 1 Plant with an upgraded process flowsheet and equipment. The production target was 7.4 million tonnes per annum of 66% iron ore concentrate with an approximate 10% increase in iron ore recovery. The Phase 1 upgraded flowsheet was initially based on review of historical Phase 1 data and pilot testing data undertaken during the original Phase 1 operation and was finalized once additional metallurgical test work and process modeling was carried out by Mineral Technologies in late 2016. The final upgraded flowsheet is comprised of rougher spirals, rougher middling scavenging spirals, and an up-current classifier (UCC) with overflow scavenging spiral stage. A portion of the gravity circuit tailings treated by a series of wet high intensity magnetic separators (WHIMS) to boost overall iron recovery. This paper will describe the efforts taken to test and design the Bloom Lake Phase 1 upgraded flowsheet and report on the plant performance since commissioning in first quarter of 2018.SITE HISTORY The Bloom Lake iron mine property is located approximately 13 km north of Fermont, Quebec, and 10 km north of the Mont Wright iron ore mining complex, property of ArcelorMittal Mines Canada. The Bloom Lake mine facilities include a 32 km railway to efficiently transport the high-quality iron concentrate to a loading port located in Sept-Iles, Quebec. The Bloom Lake property was first explored in 1951 and went through multiple minor exploration campaigns by different companies up until 1998. A major exploration program was conducted by Quebec Cartier Mining (QCM) in 1998. This program included line cutting, surveying, diamond drilling, geological mapping, mini-bulk sampling, bench-scale preliminary metallurgical test work and preparation of a “mineral resource” estimate."

The drill and blast process is a critical function within the production cycle which significantly impacts the ability of an operation to effectively meet its safety and production targets. Acknowledging that D&B design and reconciliation practices were conducted inconsistently across operations, a Group wide initiative was launched to embed a standardized design and reconciliation platform in line with the company’s Operating Model principles. A technical system was selected to deliver the digitalization of critical D&B information and enable ‘analyze and improve’ routines for design compliance monitoring and downstream productivity optimization.

Selective flotation of molybdenite and chalcopyrite using various oxidation treatments (i.e., ozone treatment, hydrogen peroxide, and Fenton-like reagent) was studied in this work. It was found that ozone treatment produced a depressing effect on both minerals, resulting in a lower separation of both minerals. On the other hand, oxidation treatment using hydrogen peroxide (H2O2) and Fenton-like reagent could deliver selective oxidation on chalcopyrite surface and depress its floatability. However, bench-scale copper- molybdenum (Cu-Mo) flotation tests show that oxidation treatment using H2O2 required a higher dosage of H2O2 and a longer treatment time in order to deliver comparable flotation results to that of conventional Cu- Mo flotation using NaHS treatment. On the contrary, Fenton-like reagent could deliver selective Cu-Mo flotation results comparable to that of NaHS treatment at a lower dosage of H2O2 and a shorter conditioning time. Contact angle measurements and X-ray photoelectron spectroscopy (XPS) analysis were employed to understand the depressing mechanism of these oxidation treatments. It was found that the chalcopyrite surface covered by various oxidation products that render the surface hydrophilic. Meanwhile, the surface of molybdenite was slightly oxidized, making the surface remained hydrophobic. INTRODUCTION Molybdenite (MoS2), the main source of molybdenum, is associated with copper sulfide minerals, mainly chalcopyrite (CuFeS2), as a trace mineral. Molybdenite is a valuable mineral and plays an important role in making the copper-molybdenum (Cu-Mo) processing plant economically viable (Laskowski, Castro, & Ramos, 2013). Therefore, it is important to recover molybdenite efficiently and effectively and separate it from copper minerals. Conventional separation of copper and molybdenum minerals is usually carried out in selective Cu- Mo flotation process using a copper depressant (i.e., sodium hydrosulfide (NaHS), Noke’s reagent, or cyanides) (Ansari & Pawlik, 2007; Bulatovic, 2007). However, this process still suffers due to imperfect molybdenum recovery. Moreover, the copper depressants use in this process are toxic and harmful to the environment. As alternative, various methods have been developed to replace these toxic and hazardous depressants, for example, by synthesizing new non-toxic or low-toxic depressants or by using various oxidation methods such as sodium hypochlorite in an alkaline medium, manganese dioxide, oxygen, and plasma pre-treatment (United States Patent Office Patent No. US 2559104 A, 1951; Patent No. US2238250 A, 1941; Barzyk, Malysa, & Pomianowski, 1981; Hirajima et al., 2014). However, the oxidation phenomenon and mechanisms are still not clear since detailed surface analyses have not done and the plasma pre-treatment method is facing technical issues for industrial scale application.

A blast vibration model has been developed that simulates effects of almost all blast design parameters on the blast vibration peak particle velocity (PPV) from a production blast with multiple blastholes at a given point of interest in the rock. The velocity of detonation (VoD), initiation points, explosive types (density, VoD, energy), charge decoupling, and decking in each blasthole are simulated along with other blast design parameters. The information from signature hole blast vibration and the blast design are the input to the model. The model can be used to assess blast damage in proximity of blastholes as well as far field vibration PPV.

In a leach pile, the drainage layer or commonly known as the cover layer has been a matter of discussion due to the multiple phenomena or events that occur within it which impacts negatively the leaching process. All these events are directly related to the loss of draining capacity and irregular flow net due to an excessive compaction and entrapment of fines reducing the flow velocity which in turn cause more fines to get trapped. Over time the problem will continue to worsen rapidly and accelerating continuously like a geometric progression. When the cover layer gets to a certain level of deterioration, the only alternative to continue operating safely is to replace the entire cover material, a huge cost for any mining operation. TESRA has developed a solution to counteract the accelerated advance of the deterioration of the drainage layer. The solution consists of using large agricultural tractors coupled to a proprietary design of a heavy- duty subsoiler-ripper for deep tillage for loosening and breaking up the ground at various depth and with different legs spacing from 0.4 m or above. Also, if the ground still requires additional breaking, TESRA proposes the use of a rototiller that breaks any lumps to homogenize the ground to a certain particle size. With the subsoiler-ripper/rototiller combination equipment a layer of 0.5 m deep is properly treated to match closely the original conditions of the ground thus regaining the flow net as close as to the original seepage condition. Once the ripping is completed the subsoiler-ripper tool is replaced with another that is similar to a plow and thus continue with the installation of drainage pipes. The tool digs a Y-type profile trench allowing the pipe to sit precisely at the bottom of the trench, contributing additional lateral and lower support. This tool controls the installation depth of the drainage pipe at different inclination grades and also eliminating any irregularities that may block the flow of the leaching solution. Sometimes the obstructions block completely the flow of the solution. The main result of this methodology is the reduction of groundwater levels and at least 2% less humidity in the leaching gravel due to an increase in the draining capacity of cover. The methodology developed by TESRA applied during a couple of cycles of a dynamic leach pile has proven to be a real alternative to remedy and recuperate the cover close to its original conditions. The methodology requires only one large tractor and two accessories operated in different stages while replacing the more traditional and less efficient machinery such as the Bulldozer, Motor-grader, and backhoes.

"The amenability theory was developed by Alex Naudts and considers grouting operations as continuous permeability tests where Newtonian test fluid water, is replaced by a cementitious or solution grout. It utilizes hydraulic conductivity and grouting data to establish the amenability coefficient of a particular grout zone. The amenability coefficient reflects the quantity of apertures or voids accessible to the selected grout, divided by the number of apertures accessible to water, in the zone intersected by the grout hole. By calculating, in real time, the effectiveness of a particular grout at the start of a grouting operation, the most appropriate grout to match design criteria can be targeted. By incorporating the amenability theory in every grouting operation, schedule savings and an increase in productivity are typically achieved. Three short case studies illustrate different enhancements in productivity: At an underground mine during the construction of declines, a cement based suspension grouting program was highly ineffective and did not appear to affect the inflow into the mine workings. The amenability theory was utilized to evaluate the grouting program and based on this evaluation, changes to the grouting program were made which allowed the grouting to meet the project’s objectives. On another project, a pre-excavation grouting program implemented during shaft sinking operations utilized the amenability theory to select the most suitable grout for the program. Schedule constraints also influenced the selection of the grout. In the third case history presented, the amenability theory was used to select the grouting sequence of every individual grout hole for a grouting project in a highly heterogeneous soil formation. INTRODUCTION The amenability of a given soil, civil structure or rock formation for a particular grout formulation is a measure of the ability of that grout to permeate the pores, fissures and apertures water will flow through. The amenability coefficient of a particular grout for a specific zone equals the percentage of apertures, pores and fissures accessible by water that are also accessible by grout. Grouting should be viewed as a continuous permeability test, where the apparent in-situ hydraulic conductivity value for a particular grout zone is continuously evaluated, using grout instead of water as test fluid."

Copper mining and smelting has been carried out in Japan for over 13 centuries and in fact stretching back into antiquity. In 1889, the first electrolytic copper refinery in Japan based on Elkington’s principles was started by Furukawa Mining at Honjyo in downtown Tokyo based on the multiple or parallel system. Within two decades, a number of other copper refineries had begun operation. Interestingly, but perhaps not surprising given Japan’s long history of copper production, this first refinery in Japan commenced just ten years after the first refinery in the USA (1879), and not long after the first plants in Europe. By 1935, as a result of growth in copper demand, there were six domestic copper electro-refineries in Japan with an installed capacity of 97,800 tonnes/a, while actual production was 71,200 tonnes/a. Since about 1932, the majority of these plants were based on the more common parallel or multiple system. In 1946, just after World War II, domestic production capacity had dropped considerably to 29,000 tonnes/a, however with reconstruction, capacity and production expanded rapidly, with production reaching 81,000 tonnes/a in 1955, 187,000 tonnes/a in 1960 and 307,000 tonnes/a in 1965. The introduction of the first refinery and the early ones that followed and subsequent developments are discussed in this paper. The major technical achievements during the high growth period from 1945 to 1963 included: the use of fire- refined anodes; the introduction of newly-developed rectifiers; the introduction of lead-lined or vinyl-lined concrete cells; improvements in the electrolyte heating system; application of improved anti-corrosion materials and the introduction of heat-insulating surface coverings. In 2018, Japan’s refined copper production totaled 1,595,000 tonnes of copper, with Japan ranking third in the world after China and Chile. INTRODUCTION In 2018, Japan’s refined copper production totalled 1,595,000 tonnes of copper and Japan ranked third in the world for refined copper after China and Chile (Wood Mackenzie, 2019). There are now eight copper refineries in Japan which provide Japan’s production of refined copper. These plants are listed in Table 1 (Wood Mackenzie, 2019), also showing the production trend since 2013; in general, production over this period has been relatively steady. The Toyo plant is now the 7th largest copper refinery in the world after several large plants as rated by capacity in China, Russia and India (ICSG, 2019).

This paper discusses a unique dynamic solution for optimizing comminution area in real time. The proposed technology is a combination of model predictive controller, optimization methods and real-time digital twin for mineral processing. For grinding area, the ultimate goal of an effective control strategy is to maximize the mineral processing, reduce energy consumption and stabilized size classification. To have a continuous and effective comminution operation, a reliable control system that minimizes the need for human intervention is necessary. The implemented advanced control strategy for comminution area consists of two layers in hierarchical structure. The lower layer objective is to stabilize the process stabilization using model based predictive controller (MPC) technique. The unique MPC used in this layer is called BrainWave™ chosen for its robustness, convergence and delay handling; furthermore, the developed platform offers stable and repeatable solution and has short implementation time. The upper layer is a supervisory control, which sends the preferred process operation points to the lower layer to drive the process towards optimal performance. The goal of this layer is to optimize the process targets, as well as making decision. To increase process performance, automatic ore characteristic adaptations are implemented in this layer. A digital twin of comminution area is built in the second layer that runs amongst the process in parallel. By communicating, the process data in real time, a virtual densitometer is built that is being used in our advance process control strategy. Our control strategy has been developed, tested and implemented in various areas of a copper concentration plant. The targets for implementing advance process control are usually increased throughput, decrease energy consumption and variability reduction in particle size distribution. Overall, the results showed in different mine sites are increase throughput between 2 and 5%, specific energy consumption reduction about 15% and process variability reduction up to 60%. In this paper we discuss the results of the recent implementation of this technology on Minera Los Pelambres, Minera Collahuasi and CAP Minería. Their concentrator plants have installed control systems with the most updates optimization features, for SAG mill, ball mills and thickeners.

ABSTRACT It has been suggested that effective disaster prevention and response in mining requires that elements of emergency management be incorporated into everyday operations, planning, and decision-making, much in the same way that the industry approaches routine risk management. Since Congress passed the MINER Act in 2006, the newly mandated structural and technological advancements in mine emergency response preparation have been made and are apparent, but measureable improvement in mineworker emergency preparedness is difficult to ascertain. To begin exploring whether measurable indicators of mine workforce preparedness can or should be addressed within a risk management framework, NIOSH researchers examined the datasets from two separate research efforts—one which measured the organizational safety climate and self-reported safety performance, and the other which measured individuals’ perceptions of their own self-escape competency. INTRODUCTION In response to the mine disasters in 2006, the United States Congress passed the Mine Improvement and New Emergency Response Act (MINER Act), which strengthened existing regulations [30 CFR, Part 48] and introduced new provisions to improve mine emergency response. Since that time, new technological and structural features, such as mandated redundant communication systems, personnel tracking systems, and lifelines in primary and secondary escapeways, have been installed in underground coal mines across the country. Additionally, mine operators are required to develop emergency response plans, provide adequate supplies of breathable air throughout the mine, provide more frequent and realistic expectations training, and are required to immediately notify the Mine Safety and Health Administration (MSHA) in the event of an accident. While the structural and technological advancements in emergency preparedness are readily observable and easily measured, levels of individual mineworker preparedness remain difficult to assess. There is a general consensus that deficiencies in competence in the non-routine tasks required for individual miners to effectively respond to a mine emergency likely remain (e.g., National Research Council [NRC], 2013), and NIOSH research continues address this concern (Haas, et al., 2015; Hoebbel et al., 2018). To maximize an operation’s capacity to effectively prevent disasters and/or respond to emergency events, it has been suggested that individual and emergency management efforts be incorporated into everyday operations, planning, and decision-making in much the same way organizations manage routine risks to health and safety (Haddow et al., 2017). To the authors’ knowledge, the mindful intersection of routine risk management policies and practices and emergency prevention and response readiness have yet to be empirically studied within the mining industry.

"Violent damage to overlying strata can occur above the large mined-out space left by high-intensity longwall mining. For the safe mining under the aquifer and surface water body, it is imperative to investigate the criteria of overburden failure degree due to high-intensity mining. In this paper we present the characteristics of high-intensity longwall mining panels and overburden critical failure. Based on the geological and mining conditions of a high-intensity mining panel, 3D numerical models that consider the maximum horizontal principal stress and minimum horizontal stress and their orientations with the panel advance direction were established by using the 3DEC software. Sizes of the panel reaching the critical failure of the overburden under different mining thicknesses (3.5 m, 6.5 m, 9.5 m, 12.5 m, and 15.5 m) were analyzed. Further, criteria of overburden critical failure were proposed for the high-intensity mining. The coefficient of overburden critical failure (Cf) is the ratio of the strike length (Ls) to the mining depth (H). Through curve fitting analysis, a fitting equation between Cf and mining thickness was obtained. The results showed that overburden failure criterion with high-intensity mining panel is 0.38 = Cf = 0.97 with different thicknesses. Field measurements validated the results from the numerical models.INTRODUCTIONHigh-intensity longwall mining refers to a coal mining method with thick coal seam, large panel width, fast face advance rate, and severe damage to the overburden and surface in China (Guo et al., 2018). Violent movement of the roof rock and severe damage to overlying rock strata occur in the large mined-out space left by a high-intensity longwall mining panel, which is a 3D (three-dimensional) structure layout with highly non-uniform stress distribution. Recognition of such fact a will facilitate this overlying rock strata failure problem investigation (Peng et al., 2019).The studies of overlying strata failure due to longwall coal mining have been reported by some scholars with different methods. Kang et al. (2018) studied the sudden massive roof collapse during longwall coal retreat mining by a large-scale two-dimensional physical model and a UDEC numerical model. Ghabraie et al. (2015) researched the mining-related strata movement by applying the three-dimensional laser scanner, optical transducer, and digital image processing techniques to two-dimensional physical models. Wang et al. (2015) analyzed the structural characteristics and fracture failure process of overlying hard and thick main roof by a 3DEC numerical model; this study also investigated the geostress reduction and permeability enhancement redistribution of the adjacent coal measure strata by FLAC3D. Guo et al. (2012) performed a three-dimensional finite element analysis and shared some insights into the dynamic interaction between mining induced strata stress changes, failures, and gas flow patterns. Meng, Shi, and Li (2016) proposed a 3D coupling model between stress and permeability, investigating the dynamics of a stress, permeability coefficient using FLAC3D. Cyanide is one of the most used reagents in the precious metal extraction process; as well as the most efficient from the point of view of the dissolution process; but it is also a toxic product that requires a lot of care in handling. Likewise, the residual solutions of the process must be followed because they can be a risk of contamination of water, animals and human health. In the artisanal processes of obtaining gold and silver, neutralization of the residual solutions is used to passivate the present cyanide. During this process ammonium cyanate is formed which decomposes rapidly in the presence of air and sunlight in carbon dioxide and ammonia gas, contributing to the greenhouse effect. In this work the use of the ammonium cyanate obtained in the process of neutralization of the cyanide solutions as a reagent to obtain urea is proposed. Urea was obtained indirectly through the use of the reagent kit UREA/BUN-COLOR. The process is effective at pH ≤ 4.5 with a rapid increase in solution temperature, and addition of hydrogen peroxide. The urea crystals begin to form at 50°C. The cyanide / urea ratio obtained was 1 / 7.5 INTRODUCTION In the processes of extractive gold metallurgy, the use of cyanide leaching is perhaps the most widely used method worldwide; by the ease of operation, its low cost and high levels of precious metal recovery. However, neutralization, in most processing plants, is not done properly, and leftovers of solution with free cyanide are dumped in concentrations harmful to the environment, in particular animals and humans. Cyanide can enter surface water through releases from industries using cyanides. Due to its high toxicity, the presence of cyanide in water is a matter of great concern (Jawale et al., 2017). The pollution generated by the effluents from the leaching of gold ores is one of the main obstacles of social opposition presented by mining activity due to the impact of both surface and groundwater. During the cyanide decomposition process, a compound known as ammonium cyanate OCN(NH4), which is a raw material for the manufacture of urea, CO(NH2)2 is generated. In the case of good neutralization, cyanide is no longer a toxic compound through oxidizing reagents, but as a result, there is the generation and emission of ammonia and carbon dioxide into the atmosphere, generating both a greenhouse effect (Gómez, 2012). This is evidenced by the strong effervescence of the reaction, and a penetrating smell of ammonia, which can irritate respiratory mucous membranes and eyes; however because they are greenhouse gases they are considered pollutants.

Security engineering is similar to other forms of engineering – the design is guided by the loads, materials, and desired function. For facility design, the load is the threat. Facilities that are designed with considerations for explosive hazards are designed with a shot, or series of shots, of a given size and distance from key locations. These facilities range from office buildings and industrial sites in developed nations to military and police stations in contingency areas. The challenge is the design shots are not often communicated to facility owners and managers. If the hazards change, whether it’s due to an increased capacity to cause damage by a threat or a decrease in capacity by a structure, not knowing the design shot means not knowing if security design needs to change. Blast modeling is an engineering tool that can be used to reverse engineer what a facility is suitable for, as well as be a tool for modifying security design for new conditions. This paper will examine military and civilian examples, including a case study of a military facility that did not know their as-built conditions and had to be rapidly closed; due to the determination their security engineering shortcomings could not be mitigated.

Electrolytic cells are used in electrowinning (EW) and electrorefining (ER) of non-ferrous metals such as zinc and copper, and are a critical part of the purification process. The cell is a large basin and has an electrolyte or aqueous solution, an anode and a cathode, an insulator, and incoming high amperage. Cells are exposed to unfavourable internal and external factors that have a direct impact on their lifespan. Their deterioration can be caused by incorrect polarity, insufficient magnitude, their construction, tension stress, thermal shock, corrosion and other, and their maintenance and replacement can be time-consuming, costly, difficult and environmentally unsafe. Occupational health hazards and dangers posed by the maintenance and removal of the cell should also be taken into consideration. Modifying the design and fabrication method of the cell, using chemical-resistant reinforcement, and increasing tensile and mechanical strength will defer maintenance for a very long time. This can be achieved by a double hull system that comprises full-length composite reinforcement, polymer concrete reinforced with fiberglass pultruded rods and rebars, fiberglass structural layers, and special resin matrices. This will provide protection against thermal shocks, corrosion, leakage, cracks. The design of this cell incorporates a lifting system that will afford quick and easy install without having to move a great number of cells in close proximity, since it is strong enough to stand on its own and not have to be bonded to adjacent cells. As well, the cell can be anchored with ease as it remains stable. This is especially important because space is limited to lift and manoeuver between the cell and the double-girder overhead travelling cranes. The lifting system can also prevent electrocution and loss in product quality, while increasing efficiency and safety in the workplace. Considerable savings in terms of production downtime are also part of the equation. INTRODUCTION Maintenance and replacement of electrolytic cells in electrowinning and electrorefining are operations that pose many challenges, health and safety concerns, and give rise to substantial operational costs. These problems have existed since time immemorial. Electrolytic cells are made of conventional concrete or polymer concrete, and because of the very nature of their composition and their exposure to severe and environmental conditions, their lifespan is short. Although polymer concrete is composed of high-quality materials, and has good thermal stability and resistance to chemicals, nonetheless, maintenance is frequently required in order to maintain the integrity of the cell and to ensure the quality of refined metals. Repairing concrete is a non-permanent solution as cracks will reappear, and every repair weakens the integrity of the cell a bit more, until it reaches a knock- down point and the structure is compromised. The cell needs to be replaced, otherwise the cell will collapse.

Sustainability of plant operations in a rapidly changing mining environment requires a well-trained workforce to ensure smooth running of operations. To ensure availability of trained labor, Mopani Copper Mines PLC set up a training facility in 2013. The school offers training in Engineering, Mining and Process. The engineering section enrolls grade 12 school leavers for artisan training. Mining section offers comprehensive safety induction program to employees and contractors to meet the Mopani zero tolerance accidents safety policy. The process training section offers advanced training programs for plant operating personnel and university graduates. The program includes needs analysis, theoretical metallurgical modules, practical plant training and e-learning modules. The school also offers assaying and sampling courses. All the above courses are extended to individuals and other mining houses outside Mopani wishing to have their personnel trained. The Mopani sustainable development academy ensures that contractors engaged on the Mopani sites are fully registered, comply with all relevant regulations and have undergone induction program before they can be allowed to work on the mine. INTRODUCTION “Sustainable operation of the mining industry requires a continuous supply of trained human resources” (Kapobe et al., 2018). The publication by the Asian Development Bank (2014) argued that there was a mismatch between the demand for high-level skills and the oversupply of low-level skills. Globally, the mining industry requires continued supply of skilled manpower for its complex operations and long term projects whose sustainability is absolutely necessary. Implementation of newer technologies in plant operations to ensure cost effective and efficient operations requires trained and skilled labor at various levels to handle ever-changing challenges. Dutz (2007:152–156) made three recommendations for Building Worker and Management Skills in India: Strengthen enterprise - based training. The government should help ensure that the benefits of in- service training are widely recognized by enterprises, while simultaneously providing strong financial incentives Improve vocational training - Vocational education and training systems have been unsuccessful in preparing graduates to meet market needs, particularly because of a lack of interaction with industry. Public and private vocational education and training providers should be strengthened to make them more responsive to industry demands. Curricula should be updated to reflect modern technologies. Strengthen business, management education, management of research and commercialization - business and management education should be strengthened through public-private partnerships. Innovative management courses should be introduced. Although these recommendations were made for India, they also apply to Zambia and other low and medium income nations.

"As mines return to shafts to economically exploit deeper reserves, two methods mine owners use to minimize short term costs are: sinking shafts in phases and refurbishing old, existing shafts. While there may appear to be benefits to utilizing existing infrastructure, often this is not the case, resulting in missed deadlines and added costs. Similarly, if proper long term planning is not executed when sinking a shaft in phases, additional costs and downtime will be accrued. This paper will take an in depth look at both of these options with an eye towards optimizing costs, minimizing downtime, and facilitating construction. INTRODUCTION With the onset of mechanized mining and large capacity trucks, many mines turned away from shafts and began to use ramps to haul ore to surface. However, continual exploitation of mineral reserves located closer to surface, combined with the subsequent unearthing of additional resources at greater depths, forced mines to go deeper and deeper to extend the life and keep the operation running. In shallow mines, hauling ore by truck was an economical option. However, as mines get deeper, driving ramps takes additional time, and hauling over longer and longer distances becomes less economic, both in terms of cost and time. For this reason Mexico, in particular, has seen a jump in the number of shafts which have been put into production, as well as having a number of shafts in different stages of development and still more in the conceptual stages. Many of the shaft projects in Mexico are being designed in phases, with the hoist and equipment purchased capable of reaching the ultimate planned depth of the shaft, but with sinking operations stopping short at an intermediate depth. A loading pocket is then installed to start exploiting mineral at this depth sooner, with subsequent phases planned for a later date using either a rock pentice or bulkhead to separate the sinking operations from the active shaft above. Currently, we are directly involved in two such projects which are actively being deepened, as well as having seen various others already reach completion. If done properly with the long-term plan in mind, sinking in phases can be a very viable option, allowing for faster production while fully utilizing the equipment at various depths. However, there are many issues which can arise when sinking a shaft in phases that if not properly examined and planned for from the outset, have the potential to eliminate the gains hoped for when it was decided to sink in this manner."
