The concept of æsustainabilityÆ can largely be defined as development that will not compromise the ælivabilityÆ of the planet for future generations. It has multiple dimensions, such as the triple bottom line û environmental, economic and social. And it also includes temporal (now and the future) and spatial (local and global) aspects that have to be taken into consideration to achieve true sustainability.Energy sustainability might be defined as û having the light turn on when you push the switch. It has, of course many more dimensions than this simplistic definition. Coal in Australia has an important role in keeping our lights on, but has its problems that need to be tackled head on to maintain a role in sustainable development.An overriding issue in terms of sustainability for coal is its major contribution to our greenhouse gas emissions. Whilst we have one of the most effective energy sectors in the developed world, based on well-managed, abundant fossil fuels, our greenhouse gas emissions are one of the highest per GDP in the developed world. We have to reduce our ægreenhouse gas signatureÆ.This paper explores the issues of coal utilisation greenhouse gas emissions as an indicator of the fuelÆs sustainability and the potential lower emissions pathways we will have to follow in a future carbon-constrained world.The technology changes will have significant implications for the minerals industry and it is argued that forward-looking coal/greenhouse emissions strategies need to be developed in alliance with the coal (and energy) sector for the minerals industry to maintain its global competitiveness.

Coal is broadly recognized as sure, competitive, diversified, not vulnerable and predictable in price energy resource. In power generation coal is playing a dominant role in the EU-27 with 25% of installed capacity and almost one third of the power generation. The role played by the domestic resources and especially by coal are increasingly becoming the focus of the EU energy strategy. There is a strong pressure for the decarbonization of the energy mix. The Emission Trading system (ETs) can have an impact on the shift to lower carbon-intensity fuels. The impact of ETs on coal can be important, because it is very short sighted and only defines the period up to 2008-2012. The ETs CO2 regime must ensure that investment in coal-fired plants in the long term are supported. EU Research Institutes and Coal Industry identified an important CO2 reduction potential by improving the efficiency of the conversion of solid fuels into electricity. Highly efficient clean coal technologies can contribute to reasonable costs and challenge the issue of climate change. It must be pointed out that the EU Energy policy should now concentrate on the necessity to effectively support demonstration projects and to create the legal framework for the integrated approach of efficiency enhancement and CCS. It is not a right approach to implement CCS before the technology is demonstrated and before it is clear that it will be commercially viable.

By 1980, the free world's need for economic sources of energy is expected to double. As a result, there will be a tremendous potential for all energy sources working together to supply the demand. For coal to continue its dominant role as a low-cost energy source, means must be found for it to meet the challenge of nuclear power and to overcome obstacles placed on its use by air and water pollution regulations. As the more limited reserves of gas and oil diminish, economic ways are also required for converting coal to synthetic liquid and gaseous fuels, and to chemicals, thus resulting in optimum utility of the most abundant low-cost fuel resource. The means for accomplishing these ends can only come about by a vigorous research and development program. Successful efforts by industry and government working together, both in America and abroad, will assure the continued use of coal to meet the world's energy demands. This paper discusses the emerging patterns of energy sources throughout the world and the role that research and development on coal will play in supplying future energy requirements.

WHEN the white pioneers of the eighteenth and nineteenth centuries advanced from the coastal settlements of southern Africa into the interior of the subcontinent, they found it inhabited, more or less sparsely, by brown or black peoples mainly of pastoral habits but equipped with a fighting spirit and certain fighting weapons. Some of the tribes were smiths, others were miners and metallurgists; all used fuel, either industrially or domestically. Some of that fuel was wood, some cattle dung, and in some places the natives mined outcrop coal. Coal was first discovered by Europeans in Natal about 1840. After proper deliberation and after allowing due time for a consideration of all the implications, the Natal Government decided in 1881 (40 years after) to import an English expert to investigate and report on the discovery. Things then moved rapidly, and in what to a geologist is the remarkably short space of eight years, Natal collieries were producing at the rate of nearly 30,000 long tons per annum or 100 long tons per working day!

EXTENSIVE coal and lignite deposits exist in Turkey. Bituminous coal is the nation's principal mineral resource; important not only as fuel for the industrial development of the country, but also as a means of obtaining foreign exchange. Of the electrical power generated during 1939, 82.8 per cent was derived from coal.1 It is anticipated that the lignite deposits will be one of the major sources of power for the electrification of the country. BITUMINOUS COAL The locations of the four principal bituminous-coal2 basins are indicated on Fig. 1. The Eregli-Zonguldak basin lies on the Black Sea northwest of Ankara; the Canakkale basin lies near the junction of the Dardannelles; the Trakya basin is in European Turkey northwest of the Bosphorus and the Erzurum basin lies far to the east. The Eregli-Zonguldak basin is the most important of the four. This coal basin was discovered in 1829 but did not arouse interest until 1848; up to 1865, its annual production had not exceeded 50,000 metric tons. In 1865, during the Sultanate, working of coal mines was started by the Navy department, and the annual production was 61,145 metric tons. In 1908, the Minister of Commerce and Agriculture was authorized to develop the whole coal basin. Production reached 264,397 metric tons in 1910, and during 1915-1922, preceding the revolution, the total production of the basin was 2,676,043, or an average of 334,000 metric tons annually. The period of national revolution that followed was marked by a steady increase in coal production in Turkey, although world production decreased, because of the crisis of 1929-1932, about 52 per cent. AREA AND GEOLOGY OF THE COAL BASIN The geology of the Eregli-Zonguldak area is not yet completely known. The basin begins at Gungazi, to the west of Eregli, and extends to Sogutozu, a distance of about 106 miles. The coal beds, however, appear only in places and the overlying Cretaceous strata hide them elsewhere. This area includes the most important centers, such as Kandilli, Alacaagzi, Teflenli, Kozlu, Gelik (see Fig. 2). The geological sequence of the district is correlated with the Cretaceous of the Balkans; which is, in turn, a prolongation of the Alpine zone. Geological surveys made by G. Ralli, R. Zeiller and P. Arni3 show that the Eregli-Zonguldak formations fall into three natural divisions. Series a, The Alacaagzi in the district of that name (Fig. 2), is of the Culm stage. The strata strike generally east-west and dip about 30° south. This series appears also around Kandilli and Camli, with a steeper angle of dip, but the deposits there lack regularity. The Alacaagzi stage appears also farther east, to the south of Kozlu and Gelik. The Alacaagzi series contains 15 seams of an average thickness of 2 ½ ft. of good coal. According to the United States Geological Survey, there are 13,130 square miles of land known to contain workable coal, and these extensive fields contain 196,000,000,000 tons of coal. More remarkable than the extent of the coal fields is the thickness of the coal beds. Over three-fourths of the output of coal in Utah is recovered from beds ranging from 8 to 17 feet in thickness, as com- pared to one-eighth of the output of the entire country from such beds. In 1917, Utah mined one-third of its coal from seams at least 16 feet thick, compared to one-half of one per cent of the total bituminous output of the country from like seams. Coal at Wales, in Sanpete county, and in the vicinity of Coalville, Utah, was, it is reported, the first discovered by white men in the state. Wales claims the distinction of having produced the first coal mined in Utah. Two men, who had been coal miners in Wales, learned of the coal from an old Indian chief who called it "rock that would burn." In 1857, the town of Wales was founded and coal mined, and in 1858 some coke was manufactured and hauled by ox team to Salt Lake City. South of Wales is Castle Valley, in Wasatch Plateau field. From 50 to 60 miles of the old Spanish Trail from Santa Fe. New Mexico, to Monterey, California, lies in Castle Valley. The coal in this field may or may not have been known at the time the trail was used extensively. The first published reference to this coal, however, was made by a party of the Corps of Topographic Engineers in their journal for October 11, 1853.

In the year 1948, more than ever before, the coal industry established itself on the threshold of a new and exciting future expansion. While production did not equal the wartime and peacetime peaks of 1944 and 1947, it was, in review, a good coal year. During the latter part of the year a combination of mild weather, record stock piling, and general business slackening reduced coal demand to the extent that marginal mines suspended operations, while mines remaining active found it necessary to renew their attention to producing better products at lower operating costs.

IT is appropriate to evaluate 1947 in review as a year of a peacetime record production of about 676,000,000 tons of coal (anthracite and bituminous), closely approaching the extraordinary wartime output in 1944. Considering the general price-wage inflation, it is in point to note that the coal industry sustained the highest wages paid to workers in any major industry, but that coal prices at wholesale levels have risen much less percentage wise than the average for all commodities. The sellers' market continues to prevail. In addition to serving our own country's enormous needs, our coal industry is exporting extraordinary tonnages overseas. This unusual export demand is likely to continue for a while. Moreover, the demand in Europe for American coal mining machinery is a real tribute to the management efficiency of our modern mechanized coal industry. The United States Geological Survey estimates that there are 13,130 sq. mi. of land in Utah known to contain workable coal and these extensive fields contain 196,000,000,000 tons of coal. Growth in population and development of industry in the intermountain and Pacific coast regions will in time give Utah a place with the great coal producing states of the country. Even today, faced by adverse conditions in competition with cheap fuel oil from southern California, water-power throughout the western states in general, and comparatively high freight rates to its distant markets, the Utah coal industry is notable in many respects. In recent years, Utah has led the United States both in the percentage of its mines in class 1, mines producing more than 200,000 tons a year, and in average production per man per day, which was 6.01 tons in 1921. A conference on coalbed and coal mine methane was held March 27 and 28, 2000, in Denver, CO. The conference, organized by the Strategic Resource Institute, was attended by leaders in the coal mining and gas energy industry. The conference focused on the recovery of methane from coal beds as an energy resource and the removal and utilization of coal-mine methane (CMM) related to underground coal mining. The two-day conference discussed methane resources around the world, methods of recovery, methane markets, underground coal mining, health and safety issues and environmental issues related to methane. The consensus among the presenters is that the future looks promising for coal bed methane (CBM) and CMM.

SMELTING of iron ore, manufacture of steel, and the fabrication of ferrous metal products are all processes that require energy. Charcoal was adequate, to supply this energy for the relatively simple processes of the early iron-masters. In the fourth decade of the nineteenth century, anthracite and bituminous coal and later coke supplanted charcoal for the smelting of iron. So far as the chemical phases of the process were concerned, charcoal was an ideal iron-furnace fuel. It had practically no sulphur, and its ash, besides being low in quantity, consisted chiefly of lime and alkalies, thus supplying a part of the flux required for smelting the ore. The ash of coal and coke on the other hand, being largely silica, had itself to be fluxed with bases added to the charge. Physically, however, coke proved to have many advantages over charcoal, which could not be used in the furnaces of today. The chief reason, however, for the change from charcoal to coke was the impossibility of maintaining an adequate wood supply.

THE British Columbia Coal Control was established in 1946 as a branch of the Department of Lands. Its functions are the administration of the Goal Act, the making of field and laboratory investigations bearing on the delineation and utilization of British Columbia coal deposits, and the dissemination of information concerning them. The Department of Lands in the Province of British Columbia retains and administers many of the Province's resources until such time as they are actively developed under the departments of Agriculture, of Forests, of Mines, etcc. The work of the Control is one of stock taking and appraising. We are picking up where the geological surveys leave off. In an effort to assist in the orderly, scientific development -of our excellent and extensive' ?Coat resources, we are bridging the gap between exploration and geological examination on the -one hand and mining on the other. All coal analyses required in the course of the investigations, together with? those requested by prospectors and others, are carried out in the very modern and efficient laboratories of the Coal, Petroleum, and Natural Gas Control. At its inception, the Coal Control began an investigation of coal seams in the Peace River area, specifically those contiguous to the Pine River valley about one hundred miles west of Dawson Creek. The occurrence of coal in the Peace River canyon, east of Hudson's Hope, bad been known since 1792, but the first record of production is for 1923.

Pennsylvania Power & Light Company is an investor-owned public utility which was incorporated under the laws of the Commonwealth of Pennsylvania on June 4, 1920, with general offices at 901 Hamilton Street, Allentown, Pennsylvania. At the present time PP&L is operating five coal-fired steam electric stations, two hydroelectric stations and one steam heat plant which is being converted from anthracite to oil fired. In addition, PP&L is a partner in both the Keystone and Conemaugh mine mouth bituminous coal-fired steam electric stations in Central Pennsylvania and also part owner of a company which operates another hydroelectric station. PP&L plants, other than the two mine mouth stations, are located in Central Eastern Pennsylvania. (Figure 1) The company derives about 99% of its operating revenues from supplying electric service, while the balance is from the one steam heat plant serving the city of Harrisburg. The entire service area covering 10,000 square miles in 29 counties, has a population of approximately 2,300,000 people. The area served is mostly suburban. It includes 109 communities each having a population in excess of 5,000 people. The largest cities served are Allentown, Bethlehem, Harrisburg, Hazleton, Lancaster, Scranton, Wilkes-Barre, and Williamsport which range from 50,000 - 120,000 in population. So you see our service area does not include any major cities. The area has industrial, commercial, residential, agricultural and recreational activities that are linked with the Eastern Megalopolis by an extensive interstate limited-access highway system and railroad networks. We consider this Central Eastern Pennsylvania area we serve as the "heart of the market" -- an area with great growth potential.

Led by a surge in coal production and prices in recent years, Colorado’s mining industry is taking part in the same revival as others states and the world. Not too many years ago, the state’s industry was languishing in the same doldrums as the rest of the mining world. Ironic for a state whose history was based on mining. Now, however, Colorado’s mining can boast increased production in all commodities produced, along with prices that allowed companies to expand, increase work forces and post improved shareholder value. So there was a lot of optimism at the Colorado Mining Association’s (CMA) 107th National Western Mining Conference in February. The conference, held in Denver, attracted more than 500 attendees and 39 exhibitors. The theme was Colorado Mines the World.

"Research and development on the production of liquid fuels from coal is rapidly expanding worldwide. AImost every industrialized country is engaged in coal liquefaction research and process development. In Canada, the federal government, through CANMET, is actively supporting coal liquefaction research and development in a number of areas.A review of the basic principles and some of the processes in the production of liquid fuels from coal is presented with reference to the characteristics of the Canadian coal resource base. An overview of the CANMET coal liquefaction contract program is presented and specific results from the batch autoclave studies carried out with Saskatchewan lignite and Nova Scotia high-volatile bituminous coals are discussed. The development of a laboratory-scale continuous-flow coal liquefaction unit at the Energy Research Laboratories of CANMET to investigate the co-processing of coal and bitumen/heavy oil is also described.IntroductionThe CANMET coal liquefaction program is made up of two interrelated parts. The first part consists of the research and development work being carried out at the Energy Research Laboratories near Ottawa, Ontario. The second focuses on contracted research and development as part of the Coal Conversion Program of Energy, Mines and Resources Canada. The long-term objective of the liquefaction program is to contribute to Canadian liquid fuels production through the definition, research, development and demonstration of different coal liquefaction technologies for the Canadian marketplace.In coal liquefaction, the main objective is to produce liquid hydrocarbons with a higher hydrogen-to-carbon (HIC) ratio than the coal feedstock while reducing heteroatom (S,O,N) content, removing mineral matter and minimizing gas production. Typical atomic HIC ratios for a variety of Canadian fossil fuels are shown in Figure I. Canadian coals have about 500/0 of the HIC ratio present in tar sand bitumens and heavy oils and only about 20% of the ratio available in methane. In general, the cost of synthetic fuels production is related to the cost of hydrogen and, therefore, to the increase of HIC ratio between feedstock and products. On this basis, the production of liquid fuels from coal would be expected to be more costly than liquid fuels produced from bitumens and heavy oils. However, for mined tar sands and some heavy oils this difference tends to be offset by the large sand content (>90 mass %) of tar sand bitumens and the increased production costs of viscous heavy oils. For example, it can easily be shown that for equal weights of distillate <525°C) yield, current coal liquefaction processes required between two and three times less mined coal by weight than the mined tar sand s required for the most technically advanced processes proposed for bitumen upgrading."

My subject this morning is coal liquefaction technology. Actually, coal liquefaction involves a number of technologies in a very complex system. The first slide shows the major components of such a system with arrows to indicate appropriate flows. The components are the facilities for coal feed preparation and handling; the coal hydrogenation or base liquefaction section; facilities for product separation and recovery, and in addition, facilities for the production of hydrogen from coal-based sources. A very rough break- out of the investments involved in these areas is given at the bottom of the slide. Investment is spread about equally among the three areas of operations Another way of looking at it is that the investments in what might be called support facilities are of the same magnitude as the base investment in the hydrogen facilities. Therefore, it is appropriate in a discussion of coal liquefaction technology to treat it as a system composed of a number of technologies. The next slide lists the various functions in the feed preparation section along with an indication of technology status. Storage, crushing, grinding, drying of coal all have been in commercial practice for a number of years. The slurrying and pumping of coal at least in water slurries, is practiced commercially also. The heating of coal slurries in oil to high temperatures under pressure is not in commercial practice and development and testing is going on by a number of people in this area. Some rather complex phenomena occur when coal oil slurries are heated to high temperatures.

The energy problem of the U. S; was emphasized by the oil embargo of late 1973 and early 1974 and it seemed for a time that the Federal Government, under pressure from the general public, might take some corrective action. However, this was not the case. With the gasoline lines gone and an apparent plentiful supply of petroleum products, public concern quickly dissipated., This country is more vulnerable to an oil embargo today than we were in 1973-1974 and this fact should be of concern to all our people. Since 1968, we have used oil and natural gas at a much more rapid rate than we have been able to find new domestic sources; thus, there is an increasing gap between domestic production and consumption and we have filled the gap with ever increasing oil&apos; imports. These imports have increased at an alarming rate in the recent past, some 58 percent in 1976 compared with 1975. Imports are nearing 8 million barrels per day. Then, by applying some simple arithmetic, at $12 per barrel, the resulting trade deficit is $96 million per day or $35 billion per year. Obviously, this cannot be tolerated by our economy over a long period of time. Historically, we have shifted from one fuel to another as is shown in this slide. In 1850 about 90 percent of our fuel requirements came from direct combustion of wood, by 1900 we shifted to coal for 70 percent of our fuel, and now about 78 percent of fuel requirements comes from oil and natural gas. The difference is that the previous shifts were voluntary and the one facing us now is of necessity.

The coal industry of the United States in 1967 had reasons to be both exuberant and concerned about its present and future role in the economy of the country. Continuing a momentum that began in the early 1960&apos;s, the industry has moved ahead in providing competitive customized products to strengthen its long-term domestic and foreign commitments, and has maintained with steady progress its position as a major supplier of energy. On the other hand, the industry must overcome air- water pollution and conservation-reclamation problems that have been identified by 1967 legislation. Throughout the year, the industry was characterized as "progressive," "healthy" and "dynamic." To have been termed a "growth industry" in 1967, is an accolade the coal industry can accept with pride. Culminating its efforts throughout the decade, the industry has emerged with a competitive image that is representative of its future strength.

In overburden cast blasting the explosive energy is used to move a significant percentage of overburden from the high wall to the spoil pile thus reducing the amount of material to be handled by machinery. However, the obvious trade-off between the extra explosive energy in the cast blast versus reduced dragline effort is complicated by an increased risk of damage to the underlying coal. This damage may not be obvious but inevitably leads to reduced coal recovery and may negate much of the benefit sought from cast blasting.
