Less than two years ago, the, Congress, with broad bipartisan support, passed the Energy Security Act of 1980. A decade marked by ten- fold increases in world oil prices and two major interruptions in oil flows from the Middle East had ended. An all-out national commitment to transform America's vast tar sands, oil shale and coal resources into conventional fuels had begun. The national synfuels effort was to be public-private cooperation at a scale unmatched in peace time. Private industry would own and operate the synthetic fuels facilities. Government would reduce market uncertainties to acceptable levels. The potential government commitment was substantial. Up to $88 billion would be available through the Synthetic Fuels Corporation, principally in the form of contingent financing. Billions more would be spent through Department of Energy programs. Additional incentives for alternate energy development were contained in the Energy Tax Act of 1978. The Energy Security Act clearly specified national synthetic fuels production objectives: 500,000 barrels per day by 1987 -- 2 million barrels per day by 1992. Finally, said Congress, Uncle Sam was going to do something about rapidly rising oil prices, uncertainties of energy supply, and the resulting disruption to the U. S. economy. Simply put, the purpose of the Energy Security Act of 1980 was to provide government guarantees sufficient to get synthetic fuels projects off the private sector drawing boards and into commercial production. Because of their huge cost, technological uncertainty, and lengthy pay-out period, these projects were always second place to projects of smaller size, known technology and more rapid pay-out. The Energy Security Act was the legal expression of public policy to bring the free-market synfuels timetable into line with the faster paced political timetable in the interest of national energy security.

By the very nature of mineral deposits the quality of the raw material generally fluctuates and should be known for optimum processing. Early classification, for example, of limestone into road-metal grade or lime grade or of run-of-mine ores into high grade, low grade and waste as well as information for blending or for dosage of reagents are prerequisite for economic processing. Non-contact, real-time and on-line rock identification or assessment of quality parameters can be realised by introducing the analysis of laser-induced fluorescence (LIF) into the mining industry. LIF analysis is an optical method evaluating the basically known photoluminescence properties of matter, however, extending the application into hitherto unimagined fields by use of high-energy pulsed lasers and time-resolved analysis of fluorescence in the ultra-violet, the visible and near-infrared domains of light. LIF analysers and test work in a limestone quarry and a cement plant in Germany as well as in an iron ore mine in Sweden are described. First results of test work are available and proof this technology to be promissing.

Underpinning of a structure has been traditionally expensive, time consuming, and, in many cases, caused as much settlement to the existing structure as it was trying to prevent. As underpinning is normally one of the initial tasks and on the critical path on a construction project, there is immense pressure on the subcontractor to speed up his operation so the new structure can proceed; this can cause an adversarial relationship to develop between the owner, engineers, general contractor and subcontractor. Since its introduction to the North American market in the late 1980's, Jet Grouting has not solved all these problems, but where utilized, has shown economical benefits, a faster and safer installation, and a minimal movement of the structures being underpinned. A history of the development of jet grouting is presented; a comparison of this technique versus other grouting methods, a description of the jet grouting system with emphasis on the triple rod systems; case histories of jet grouting used for underpinning and conclusions and references are included to follow the program's themes of: - Recognizing Solutions to Today's Problems - Defining Tomorrows Challenges - Putting America on a Solid Foundation

Construction contracts in the USA contain the clause "Value Engineering" ? an interesting and curious clause allowing contractor initiated design changes. Misleading is the interpretation of value engineering implying cost saving and sharing with the owner, and curious is the timing, just before beginning of actual construction. It is not surprising that such a clause would simply be ignored, because it involves change, often major design changes in very short time; and change is feared, moreover, it is vehemently resisted by all parties, owner, designer, contractor. The problem in the USA may lie in the divergence and separation of the two entities: Designer/Engineer and Builder/Contractor, assigned to the "one" engineering project. The priorities and incentives of these two groups are very different. The Engineer spends years, even decades, in design and prepares contract drawings often without a deep understanding of construction methods. Worse, with all the time available to him and in our era of tremendous advances in computational methods and speed, the designer turns in plans that are inexcusably exaggerated code-based design with excessive safety factors. As to the Contractor, he builds, often without appreciation of design principles or regard for design engineers. Redesign to apply a new technology or optimization of an inferior design just before construction becomes unthinkable. It is not surprising that adverse and hostile relationship between the designer and the contractor is a norm with extended disputes and claims, not to mention the cost these entail. Surprisingly, "Value Engineering" was successfully implemented in record speed on several very large projects in the metropolitan New York area. The process of change was unconventional, painful, and even comical. Four case studies are presented: two Design/Build: the 1.2 billion dollars Hudson-Bergen Light Rail Transit System in New Jersey and the 90 million dollars MTA Bus Depot in Manhattan, and two Conventional Design/Bid/Build: the 90 million dollars Queens Boulevard Bridge and the 150 million dollars Long Island Expressway.

Recovery of vanadium from LD (Linz-Donawits) converter slag was evaluated by means of microbial leaching. Vanadium leaching was performed in two stages. In the first stage, the bacteria were grown in a culture medium and in the second stage; vanadium containing slag was added to the metabolites produced by bacteria. Bioleaching was performed using heterotrophic bacteria Pseudomonas Putída. Control tests without bacteria inoculation were also performed and the results were compared with bioleaching outcomes. Optimal conditions for the bioleaching of vanadium containing slag were determined.

"It has been proven that longwall faces can be moved safely and efficiently. However, abutment pressures and poor ground control conditions can halt operations and be hazardous to coal miners. Recently at a mine in Southwestern Pennsylvania, roof material collapsed above shields that created two large voids and caused major challenges for shield recovery. A unique, engineering solution was developed that utilized a modified concrete material to fill the voids, creating stability in the affected area. The many phases of this project included the construction phase, void pumping, cutting out, and bolting of the concrete material. This project eliminated the hazards associated with bolting the recovery face and removing shields in adverse conditions, making it possible for the mine operator to safely complete the longwall move.INTRODUCTIONFrequently in the mining process, especially during the recovery phase, voids above the longwall supports have occurred. These voids are simply roof cavities caused by falling rock strata above the longwall face. Most often, this condition slows down or halts mining operations and creates hazardous work conditions for coal miners. Numerous methods of supporting void areas on longwall faces have been attempted and utilized throughout the mining industry since the advent of the longwall mining system. These methods have utilized many different materials and processes and have included the installation of steel or wooden beams, crib blocks, and various types of roof bolts. However, these methods can be dangerous due to exposure of personnel to the mine voids, falling roof material, and the necessity to handle large amounts of heavy support materials.This paper describes a unique case study in Southwestern Pennsylvania where longwall recovery methods, through two void fills, were successfully completed, eliminating exposure of coal miners to the rock voids above. At the start of this endeavor, normal recovery operations were halted, and hazardous conditions became a concern when the voids were encountered. However, in the interest of safety, the decision was made to try a unique method to completely fill the void from the bottom of the coal seam to the top of the void with a cementitious material and then mine through it. This is in contrast to traditional methods where beams and support materials are used to stabilize the area above and in front of the mine shields, which can expose miners to the void above."

A facetious title was purposely given this talk, so that a formal paper would not be expected. TWO or three days ago, while discussing with Mr. Dickinson some of the details of the dust explosion demonstrations we are planning for this coming Saturday, I remarked that we would like to have as many people as possible see some samples of 20 and 200 mesh dust, so they would more fully understand just what was causing the explosions. Mr. Dickinson requested that I bring samples and screens and in this informal manner, give you all a ".close-up" of coal dust which is considered in Explosion Hazard reports. While sampling mines, for road, rib, and roof dust, in connection with safety service and hazard reports which the Bureau of Mines Engineers make at the request of coal operators, I have often been assisted by under- ground mine officials or other men of many years experience and on almost every occasion, while we were carefully brushing the very fine dust from timbers or coal surfaces, they would make some remark such as: "never had noticed this kind of dust, didn't know it was here", or "well, that's the first time I really understood what all 'this dust talk was about." Such experience makes me believe that the much published terms, 20 mesh and 200 mesh are just numbers to the great majority of both miners and operators. We are now going to have lesson one in the primer of coal dust explosions and I want to say, in all sincerity that a complete course in the hazards of mining is deserving of a place in the curriculum of the best mining schools of this country. Sample No. 1 is fine coal and dust and is a fair sample of what can be found every where in rooms and entries of a mine, as it is too small to be gathered up with a shovel and is left in the ordinary mining at the faces and is spilled along the entries in haulage. In this you will see some quarter inch coal, much eighth and sixteenth inch coal, in fact those are the sizes I find many people have in mind when they are asked about the dust made in mining. Although the sizes mentioned are the ones which seem to almost entirely make up this sample, such is not the case, for from 10 to 20% of such a sample will usually pass this 20 mesh screen and in Sample No. 2 we have 20 mesh dust. Result of many tests, supports .the statement of the coal mining division of the Bureau, that it is quite probable that coal over 20 mesh does not take part in any but the most violent of explosions and that all dust under 20 mesh may take part in any explosion. The largest particles in this sample will not be over .03 inches in their largest dimension and a pound of dust to a foot of average heading is very easily found in most every mine I have visited and usually a great deal more can be readily gathered up. It was .found early that the finer the dust the more dangerous it was for a given coal. So for the early explosion tests conducted by the Bureau a commercial pulverizer was used and it turned out a 20 mesh dust of which about 75% would pass 200 mesh. Some men question whether the ordinary mining methods made such a dust and so doubted the explosibility of the dust in their own mines. The question was well taken, and hundreds of dust samples were taken by the field men of the Bureau to determine the kind of dust being made in all methods of mining and all classes of coal. The result of such sampling showed some coals. resisted breakage more than others and that actual mine road dust, through 20 mesh, would show from 10 to 20% through 200 mesh, and for actual rib and roof dust through 20 mesh, they would get from 20 to 40% of 200 mesh dust. Geoffrey Blainey's historical account of the mining activity on the west coast of Tasmania, æThe Peaks of LyellÆ documents the changes over 130 years of activity in the region. Commissioned by the Mount Lyell Mining and Railway Company, emphasis is placed upon the development of the Mount Lyell Mine in Queenstown. Chapter 19 æWidening HorizonsÆ details the review the Mount Lyell Company undertook in 1904/05 to ensure the future of the operation, following the pessimistic outlook regarding diminishing reserves and poor grade ore. The analogies documented between the Mount Lyell Company at that time, and Gold Mines of Australia 90 years on are remarkable, with both companies demonstrating a commitment to the Mount Lyell area through active exploration, the proactive search for alternative technology and the recognition of the valuable human resource. As Blainey writes (Blainey, 1993), æwith its expanding chemical works, its huge Tasmanian mines, its railways and smelter, its coke works and its mine crusade, Mount Lyell was probably one of the nation's five great industrial companies in 1906 or 1907. This brief phase of industrial and mining expansion had its seed in the threat of extinction . . .Æ After a number of reprieves, the Mount Lyell mine did stop production in 1994, but that only provided an impetus for a review and rebirth.

"Geometallurgy brings together geologists, mine planners and process engineers to extract meaningful mineralogical and textural information from an orebody, with a view to predicting its metallurgical response. Preferably, automated analytical techniques, which provide mineralogical and textural information, should process a large number of samples quickly, relatively inexpensively and reliably. Microfocus X-ray computed tomography (µXCT) is capable of producing 3D volumetric information on texture and mineralogy that satisfies some of these criteria. µXCT has been used extensively to study the porosity and internal pore structure of iron ore pellets as part of downstream processing. It has not been widely applied to earlier mineralogical and textural analysis of unprocessed ore, due to the limited ability of X-rays to penetrate high-density samples. THE cause of silicosis and its prevention have held the attention of medical men and mine operators for many years and at the present rime the study of this disease is more than ever to the fore, even though a considerable abatement in the incidence of silicosis has been noted of late. This abatement is due to individual and collective efforts. The Industry is keenly alive to the situation and much research is being carried on. Silica dust is assumed to be a contributing factor in the cause of silicosis. How it acts progressively in the early silicoric is nor fully understood. As the study advances, more effective measures of control may be evolved. At present the Industry has three known methods of reducing the incidence: 1. By thorough X-ray examination of all applicants, with special reference to chest conditions. Those who are considered to be susceptible to the disease are prevented from entering the industry. 2. Thorough ventilation of the mine. 3. Control of tuberculosis in mining centres and removal of miners when first symptoms of tuberculosis become apparent. In 1934, the Ontario Mining Association formed a Committee, known as the Technical Silicosis Research Committee, to study and supervise work on problems related to silicosis. This Committee obtained the full-rime services of a mining engineer to carry our research work at the mines in the Province of Ontario. The Ontario Mining Association has also provided funds for the purpose of carrying on research work along pathological and biological lines. This work is being done in the Department of Medical Research of the University of Toronto, in the Banting Institute, under the supervision of Sir Frederick Banting. The Silicosis Committee work in full cooperation with the doctors in the Banting Institute and provide material from the mines for the it use.

Two great revolutions in mining occurred during the 20th century. The first took place almost 100 years ago (1903-1905) with Daniel Jackling’s experiment in the economies of scale for large-scale mining at Bingham Canyon. Jackling’s ideas changed the focus of base metal exploration toward lower-grade, high-tonnage deposits. The second revolution was the impact of environmental and social concerns on mining. It started near the end of the 20th century and is still under way. This article speculates on the effects of this second revolution on the future of mineral exploration.

Mixed uranium and refractory metal carbide systems have been proposed for space nuclear power and propulsion applications. Solid-core space nuclear reactors could be utilized for low- earth-orbit (LEO) to geosynchronous-earth-orbit (GEO) transfers, manned missions to the moon or mars, and orbiter missions to the outer planets. However, these high performance space nuclear reactors present some challenging materials engineering requirements for operating in a high temperature, high radiation, and hot hydrogen environment. Since the RoverNERVA programs were concluded in 1973, significant advances in ultrahigh temperature materials technology have been made which can be applied to the development of an advanced solid-core nuclear fuel. Nuclear thermal propulsion (NTP) was first studied in the U.S. beginning in the mid-1950's during the RoverNERVA programs. During that time, about 20 rocket reactors were built and tested. More recently, Russian nuclear rocket reactor tests with pseudo-ternary carbide nuclear fuels (U, Zr, Nb)C and (U, Zr, Ta)C have been operated at temperatures as high as 3300 K for one hour. This study examined the processing parameters for fabricating the pseudo-ternary carbide, (U, Zr, Nb)C.

This paper is an attempt to place Canadian Precambrian volcanogenic deposits in perspective, by examining and compiling data regarding certain neglected fundamentals of size, grade, value, frequency distribution and spatial density. The discovery roles played by various exploration methods are compared and contrasted, and. using empirical methods, the probabilities of discovery are discussed, combined with the use of an effective 'cost-per-target' program. From these basic observations, realistic exploration judgments may be made. Using similar methodology, this format may be applied to other types of deposits. Precambrian volcanogenic deposits occur in a natural geometric progression in size. They number 110, of which 70% are pre-producers, producers or past-producers. These deposits are bonanzas and generally have a 'net pre-smelter' value of between $43 and $62 per ton. The statistically typical deposit is that which occupies the modal position, has 400,000 tons of ore, a value of $20 million and occurs with a frequency of 40%. A median deposit has 1.4 million tons of ore, a value of $70 million and occurs with a frequency of 15%. An upper-decile deposit ha s 13.3 million tons of ore. a value of $750 million and occurs with a frequency of 6.5%. The major, mid-upper-decile deposits have a minimum of 50 million tons of ore, a value of $3 billion and occur with a frequency of 4%. Five major volcanogenic deposits occur in the Precambrian and account for 54% of production. This contrasts with 55 deposits (all below the median) which account for 3.9% of production.

Determination of optimal blast parameters have been the priority act for blasters on the field due to financial and technical properties of the operation. Therefore many researchs were done to establish a general formula for many years. These intends could reach some empirical and numerical design frames consisting the rock, geology and explosives properties. Blasting parameters have to be adjusted according to the desired fragmentation rate especially on the mines where particle size distrubition after blasting has a great importance. Therefore the blast designs have to be evaluated considering the particle size distribution after the blasts. The Kuz-Ram model which was modified by Cunningham is one of the tools for estimating the particle size. Although it doesn’t give an accurate result, it can be very succesful on modifying the blasting design parameters by establishing a back correlation between the blasting parameters and the exact particle size distribution results which can be easily achieved by digital image processing system. Within the scope of this study, the particle size distribution after blasting was assessed by Split-Desktop digital image processing system and bench blasting parameters were studied considering the desired particle size distribution at Espey colemanite mine using Kuz-Ram and digital image processing system combination to determine the specific blasting parameters for this site.

"The magnetic separation removal rate of pyrite could be improved effectively by increasing the susceptibility of pyrite. The electromagnetic characteristics and absorption response performance of high-sulfur fine coal were studied in strengthening the susceptibility of pyrite. In the process of treating the sample through the microwave, electromagnetic energy could be converted into heat energy due to dielectric loss and magnetic loss. The RL(dB) was evaluate the performance of absorption response of coal. The microwave improved the susceptibility was in ultra-high frequency region, which is the most natural resonance. The absorption fine coal to microwave was strengthened and microwave energy was improved by adding the magnetite powder with double loss characteristics as the microwave absorber. The dielectric properties and permeability characteristics of the fine coal trend were investigated by maxing magnetite powder. The microwave absorption in different coal thickness was surveyed through the reflection of energy loss.INTRODUCTIONMicrowave desulfurization is one of the most important research directions (Haque, 1999; Makul, Rattanadecho, & Agrawal, 2014; Su, Tang, Zhang, Jing, & Bai, 2014). The working principle of microwave absorption response can be briefly described as the interaction of the sample with microwave energy, which will result in the microwave energy converting into heat energy loss (Keangin & Rattanadecho, 2013). For specific samples, the polarization effect includes multiple polarization mechanisms(Meikap, Purohit, & Mahadevan, 2005). Different polarization mechanisms have different occurrence time and dominant mechanisms. Meantime, energy consumption will be occurred during the process of polarization effect (Chelgani & Jorjani, 2011; Rowson & Rice, 1990) . The absorption of microwave energy in the fine coal is a process of electromagnetic response (Znamenácková, Lovás, Mockovciaková, Jakabský, & Briancin, 2005). Microwave transfers the electromagnetic waves into the heat energy by microwave dielectric loss and magnetic loss for achieving the absorption of microwave energy in the treatment of samples (Lee, Kim, Kim, Chung, & Kim, 2004). The additive magnetic medium is Fe3O4 belonging to microwave energy absorber of double loss medium (Uslu, Atalay, & Arol, 2003)."

Noise-induced hearing loss (NIHL) is the most common occupational illness in the United States, with 30 million workers exposed to excessive noise levels [NIOSH 1996] every day. Of particular concern is the mining industry; which has the highest prevalence of hazardous noise exposure of any major industry sector [Tak et al. 2009] and is second only to the railroad industry in prevalence of work-ers reporting hearing difficulty [Tak and Calvert 2008]. This document is for operators, safety personnel, and mechanics in the mining industry who are not specialists in noise control engineering or acoustics. Evaluations of successful and unsuccessful attempts at controlling noise on several large, underground metal mining machines are detailed to illustrate the basic principles of noise control. Once personnel understand the guidelines and principles of noise control, they will be able to ¦evaluate the extent of a noise problem; ¦determine the best approach to the problem; and ¦apply the most appropriate solution. Because of the insidious nature of NIHL, it can go unnoticed until a considerable loss of hearing has occurred. In some cases, diagnosis is delayed because an exposed individual claims to have become accustomed to the noise. In reality, that person may have already suffered irreversible hearing loss. Humans can hear sounds in the frequency range from about 20 to 20,000 Hertz (Hz). Within this range, NIHL usually begins in the frequency region around 4,000?6,000 Hz, the upper levels of the speech region. The first noticeable symp-toms include difficulty understanding higher pitched voices, such as the voices of females and children, and difficulty understanding certain consonant sounds, which are primarily high frequency in nature. The extent of NIHL varies depending on the level and duration of noise exposure and on an individual?s susceptibility; despite having similar noise exposure, individuals can experience differing degrees of hearing loss, or none at all. NIHL is almost always preventable. To reduce or eliminate the possibility of NIHL, an individual?s noise environment must be analyzed and appropriate action taken to reduce noise exposure.

More and more researches and applications of organic chelating agents as depressors or activators are carried out in the course of research and application of modern flotation. The paper puts forward the necessary condition of organic chelating agents as depressors or activators by analyzing the chelating chemical performance of organic chelating agents with metal ions and the stability of chelates formed by them; at the same time, puts forward four sufficient conditions of organic chelating agents as depressors or activators according to different hydrophilic capability of the chelates and different performance of depression and activation of organic chelating agents for minerals. Namely, the ?1+1/4? necessary and sufficient conditions of organic chelating agents as depressors or activators are put forward.
