This paper may be regarded as a report of progress of an investigation into the influence of prior exposure to different high temperatures, under different conditions, on the properties of steel after it has been cooled completely. The following are the chief divisions: II.—Experiments on toughening manganese-steel by sudden cooling. III.—A study of the critical points of common or carbon-steel, chiefly by examining the spontaneous retardations which occur in heating and cooling it, and by examining the ductility of pieces of steel which have been cooled suddenly from different temperatures by quenching them in water or brine. IV.—A brief note on Osmond's theory. V.—A study of the critical points by examining the ductility of pieces of steel which have been cooled slowly from different temperatures at, above, and below them. VI.—A description of the furnace used, with notes on thermoelectric pyrometry. It remains to throw further light on the questions studied by ascertaining the condition of the carbon and the hardness proper, and by studying the microstructure and the fracture of the many pieces treated. I hope to present later the results of experiments in some of these directions. With few exceptions, the experiments have been performed in my private laboratory. When I was honored with an invitation from the American Institute of Mining Engineers to present a paper at the Chicago meeting on the microstructure of iron, I hesitated about accepting, as the short interval that would remain at my disposal, after other pressing matters had received attention, could not but seriously affect the work of preparing such a paper. Unfortunately my fears have been realized and my work is neither completed, nor yet as comprehensive as I should desire. Mindful of my promise, however, and recognizing that 1 have reached a point where the results of my researches may prove suggestive, I am led to present them now, trusting that this brief explanation map secure indulgence for whatever deficiencies the paper may disclose. So far as my knowledge of published memoirs and treatises extends, microscopy cannot yet be said to possess a really firm foundation. In few cases only has any systematic development of the methods of investigation been undertaken, and broad gaps remain to be filled. It is not yet possible, therefore, to give a complete survey of the field, or, indeed, to supply a text-book on microscopic metallography. As Mr. F. Osmond, of Paris, a distinguished member of our profession, has undertaken to prepare for the Chicago meeting a historic review of the work actually accomplished I need not touch on that branch of the subject; but before entering upon my special theme, it may not be out of place for me to introduce certain explanations, as furnishing reasons for the course 1 have hitherto pursued, and to offer some suggestions for the further development of the methods of microscopic investigation. INTRODUCTION This contract is the most northerly portion of the Metropolitan Sanitary District of Greater Chicago's Tunnel and Reservoir Plan. (TARP) The project begins at Addison Street in Chicago and proceeds northerly approximately ten miles to end at Wilmette Harbor and Lake Michigan. The project which consists of 2 work shafts, 32 drop shafts, 7.322 km (24,020 ft.) of 6.7 m (22 ft.) diameter circular rock tunnel, 8.458 km (27,750 ft.) of 9.2 m (30 ft.) diameter circular rock tunnel and miscellaneous rock bolting and grouting, was bid for a total cost of $63,140,480. The tunnel invert elevation varies from 65.5 m (215 ft.) to 77.4 m (254 ft.) below the ground surface, which places the tunnel in a rock formation of dolomite limestone. At the tunnel invert, the unconfined compressive strength of the limestone varies from 96 MPa (14,000 psi) to 152 MPa (22,000 psi). The 6.7 (22 ft.) diameter tunnel required the mining of 10.9 cu m. (14.2 cu yd.) of rock per lineal foot of tunnel while the 9.2 m (30 ft.) diameter tunnel required the mining of 20.1 cu m (26.3 cu yd.) of rock per lineal foot of tunnel. The total cubic meters of rock required to be excavated from both tunnels was 818,821 cu m (1,070,978 cu yd.). All of this will be mined by tunnel boring machines (TBM). These tunnels were not to be lined with concrete. The thirty two drop shafts have upper portions that are cylindrical in the overburden and rock sections. "Chicago’s Tunnel and Reservoir Plan (TARP) is a nearly $4.0 billion and over 30 years long program and arguably the largest and longest combined sewer tunnel and reservoir system in the world. Recently, a massive tunnel construction is underway for connection of the McCook Reservoir to the existing TARP tunnel system. Once completed in two stages in 2017 and 2019, the reservoir will hold 38 billion-liters (10 billion-gallons) of combined sewer overflows (CSO) and flood waters from the city of Chicago and over 20 communities in Cook County, Illinois. McCook Main Tunnel will connect Chicago TARP’s Mainstream Tunnel to the McCook Reservoir. Connecting two 10-meter (33-ft) diameter tunnels at 92 meters (300 feet) underground has not been a simple task for the McCook Tunnel Project participants, the project owner U.S. Army Corps of Engineers (USACE), local sponsor Metropolitan Water Reclamation District (MWRD) of Greater Chicago, designer Black & Veatch, and the contractor, Kiewit Infrastructure Company (Kiewit). Yet alone excavating and lining massive size tunnels, the team is also challenged with live tunnel conditions in TARP Mainstream Tunnel that carries CSO and flood flows from city of Chicago which runs full during rain events and must remain in service at all times. The project is a noteworthy feat for engineering and construction with the upcoming installation of world’s largest underground wheel gates for flow control within the tunnel. In this paper, we describe one of its kind elements of this major tunnel system along with key design and construction considerations, specifically for the live tunnel connection which is a rare occurrence in the tunneling industry. INTRODUCTION The McCook Main Tunnel system consists of a 10 m (33 ft) finished diameter and 490 m (1,600 ft) long hard rock tunnel constructed from a 27.5 m (90 ft) diameter and 92 m (300 ft) deep main gate and tunnel construction access shaft. The gate shaft houses six high head 4.4 m by 9 m (14.5 ft by 29.5 ft) wheel gates to be installed in the bifurcated and steel lined section of the tunnel. The tunnel also includes portal and energy dissipation structures as it daylights into the reservoir."

PLANS are now well advanced for the joint meeting of the Institute and over a dozen other engineering societies in Chicago during the week beginning June 26: Engineers' Week at A Century of Progress. All engineers planning to visit the Fair will find it to their advantage to be present at this time so far as the Chicago attractions are concerned, and Eastern members will also have the advantage of special transportation arrangements on June 24 and 25. The tentative program is given at the bottom of the next page. Monday morning, June 26, will be reserved for registration of members and guests and the Woman's Auxiliary at the Stevens Hotel, where special rooms will be provided. A luncheon will also be served there, and in the afternoon, a technical session on nonmetallics. Instead of having the big family dinner that evening at the Stevens, as at first proposed, the local committee has planned to have it at the Fair Grounds, where special facilities have been arranged. A meeting of the Board of Directors and a few invited guests will precede the dinner. All members and guests are likely to be interested in visiting the Museum of Science and Industry, so that will be the sole event on the program for Tuesday morning, June 27. The big attraction there at present is the model coal mine, the first operative coal mine ever built for exhibit purposes. It is based on the Deutsches Museum mine at Munich, but goes far beyond that in realism, and takes the visitor on an extended tour underground. It shows him in half an hour more types of modern mining machinery and coal geology than he would be likely to see in a week's underground study in the coal fields. The Institute members will be the first group to go through this mine.

INTRODUCTION The problems involved with moving millions of tons of rock are being addressed by nationally recognized tunnel contractors who have converged in Chicago over the past 5 years. This wealth of expertise has been needed to meet the risk and challenge of constructing the world's largest network of underground tunnels which in turn has required a dramatic advance in the art and science of tunneling. These pioneers, through innovation, adaptation, and hard work, have eliminated the one major concern of The Metropolitan Sanitary District of Greater Chicago - how to move 8 million tons of rock. The Metropolitan Sanitary District of Greater Chicago (MSDGC) serves 122 municipalities covering 866 square miles in Cook County, Illinois. Of these cities, towns, and villages, 53 have combined sewer systems. On an average of once every four days, these systems overflow about 4 million gallons of combined sewage and rainwater into the area's rivers and canals. The overflows occur at approximately 640 outfall locations of which 10% are owned by the MSDGC, with the remainder of the points belonging to various other municipal bodies. All those who own these "point" sources of pollution are in violation of Illinois State and Federal regulations. To enable its member municipalities to come into compliance with State and Federal law, the MSDGC is implementing its Tunnel And Reservoir Plan (TARP). TARP is a regional solution to the problem of combined sewer overflow in the metropolitan Chicago area. William Kent, New York City: I regret that I have not had the time since the Cincinnati meeting to make as complete a study of Mr. Salom's paper as I wished. I regard it as one of the most important papers that have been presented on this subject, and worthy of complete study. I started out, on the limited time I had, on a system of study which I would recommend to any one else who has leisure to complete the investigation. I took the original report presented at the Cincinnati meeting, and selected from it' such tests as had the analyses reported along with the physical tests, giving the amounts of carbon, phosphorus, manganese, etc., taking only those in which all these elements are given.

The subject of the influence of coal-dust in mine-explosions has received considerable attention both in England and on the continent of Europe, but until the recent disaster at Pocahontas, Va., it seems not to have been of special interest to engineers in this country. The reason, perhaps, is that most of our bituminous mines are worked by short shafts, slopes and drifts; few have been specially dry; and the explosions that have occurred could readily be traced to fire-damp with 110 complicated circumstances. Being on a visit to your great and prosperous country, and having been favored with an invitation to attend this meeting of your Institute, the author has been requested by your Secretary to give a short account of his invention of the " soaking-pit," which he has great pleasure in doing. The object of the soaking-pit is the rolling of steel ingots with their own initial heat, that is, to supply the missing link in that chain of metallurgical operations which Sir Henry Bessemer began in 1857, when he proved how it was possible to produce malleable iron or steel direct from the fluid cast-iron out of the blast-furnace, without any further direct use of fuel. The great Bessemer invention has revolutionized iron and steelmaking throughout the world; but it stopped short at producing the ingot, which, it was found, had afterwards to be heated in a furnace to enable it to be rolled or hammered; and it is only lately, twenty-five years after Mr. Bessemer's announcement, that the author of this paper has been able to show that furnacing can be dispensed with, and that it is practicable to roll a steel ingot into say a bloom, a rail, or a billet, with its own initial heat. It has no doubt suggested itself to many that there ought to be heat enough in the ingot just cast, for the purpose of rolling; and from time to time attempts have been made to utilize this heat; but such attempts always ending in failure, it became a settled opinion in the trade that it could not be done—an opinion which the author is aware that your late lamented countryman, Mr. Holley, than whom there was none more conversant with Bessemer steel-making, also entertained. But settled opinions sometimes prove to be great fallacies. FoR the convenience of those who do not care to enter into the details of this long essay, I begin with a summary of the most important results it presents. The extraction of silver by the lixiviation-process from ores which have been subjected to a chloridizing-roasting, is based upon the fact that silver chloride is easily soluble in solutions of sodium or calcium hyposulphite, and that silver is precipitated from such solutions by an alkaline sulphide, with regeneration of the hyposulphite salts. In case the ore contains lead a large portion of the latter is and dissolved, lead sulphate being soluble in hyposulphite solutions. If, at the same time, copper is present, the sulphides precipitated from the solution, contain silver, copper, and lead, a combination of metals not desirable for subsequent treatment. Mr. E. H. Russell, of Park City, Utah, is the inventor and the patentee in the United States and several foreign countries of a new lixiviation-process, based upon the chemical facts discussed in this paper. Mr. Russell has discovered that lead can be completely separated from a sodium hyposulphite solution, as lead carbonate, by sodium carbonate or purified soda-ash, without precipitating any copper or silver. After decanting the solution from the lead carbonate, silver and copper are obtained from it in the usual way. This method of separating lead prohibits the use of calcium poly-sulphide as a precipitant for the sulphides, because any calcium entering the regenerated lixiviationsolution would also be precipitated as a carbonate with the lead by soda-ash. Hence, a sodium sulphide must be employed. A full investigation has demonstrated that this is by no means detrimental. Sodium sulphide and hyposulphite are more advantageously used in the lixiviation-process than the corresponding calcium-salts. At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. The Southwest Virginia Improvement Company began operations in the Bluestone Flat-Top coal-field, situated in Tazewell County, Virginia, in the fall of 1881. In May, 1883, the company had built 200 coke-ovens, and by March, 188-1, had 9000 feet of entries, exclusive of air-ways, in the Nelson or Rig coal-bed of this district (which here averages eleven feet in thickness), and had extracted 200,000 tons of coal, representing an area of about twenty acres. About this opening has grown the recently incorporated city of Pocahontas, and the completion of the New River branch of the Norfolk and Western Railroad to this point enabled the company to make large contracts for supplying coal and coke, so that it was deemed necessary, on account of the limited area developed, to work the mine day and night to fill orders. At 1.30 Thursday morning, March 13th, the inhabitants of Pocahontas were awakened by a violent shock, and within a few minutes all knew that the East mine had been the scene of an explosion of so general a nature that, of the 114 men at work, not one had escaped. The daily papers gave more or less distorted accounts of the number of victims, the scenes in and about, the mine, and the probable cause of the disaster. At the request of the company, the President of the American Institute of Mining Engineers appointed the undersigned a committee of three to investigate the matter, and the committee thus constituted presents the following report, accompanied by a copy of the testimony taken daring the investigation, for preservation in the archives of the Institute. Pocahontas was reached on Thursday, April 24th, and left on Friday, May 2d. During this interval the committee made repeated visits to the mine, especially to the points, of most importance, examining it carefully in every part; and summoned a number of witnesses, twenty-six of whom appeared and testified. In the Journal of the Iron and Steel Institute for 1881 (vol. ii., page 379), will be found an article upon this subject. The analyses there reported mere of samples taken from an ingot made especially rich in impurities and then cast in a sand-mould in order to give the elements a better chance to redistribute themselves, on account of the steel solidifying more slowly than when cast in an iron mould. Wishing to ascertain how much, if any, segregation takes place when the steel is cast in the ordinary way, I placed the subject in the hands of Mr. W. J. Olcott, a graduate of the Michigan University, who has carefully collected and analyzed samples taken from different parts of ingots and billets. In this undertaking he found himself somewhat embarrassed on account of being distant from steel-works, and therefore unable to supervise the selection of samples. He found, however, a competent and willing aid in the person of E. F. Wood, M.E., chemist of the Pittsburgh Bessemer Steel Company, Limited, who has spared no pains in collecting the desired samples and furnishing drawings and descriptions of the ingots from which the samples were taken. "Abstract - The mainland Aysén region of Chilean Patagonia (44°15' - 47°30'S) is a representative segment of the South American active continental margin, distinct with respect to northern and central Chile. Mineralization consists mainly of polymetallic deposits, with important Zn-Pb mines and more recently discovered Au-Ag deposits, unlike the central Andes, which are dominated by Cu mineralization. On a regional scale, rocks may be grouped in four main map units: 1) the Paleozoic metamorphic basement; 2) upper Jurassic-Cretaceous calc-alkaline volcanic and marine sedimentary rocks; 3) the Patagonian batholith, and 4) upper Cretaceous to Miocene basalts and marine and continental sedimentary rocks. The upper Jurassic-Cretaceous rocks and the Patagonian batholith formed in a volcanic arc and back-arc setting superimposed on the Paleozoic metamorphic basement.Based on geographic location and geologic and tectonic setting, ore deposits in this region are assigned to three groups, from south to north: El Faldeo, Fachinal, and El Toqui. The El Faldeo group (south of 47°05'S) includes upper Jurassic Zn-Pb skarn and associated polymetallic massive sulfide vein deposits locally overprinted by Au-rich epithermal mineralization, hosted by volcanic and sedimentary rocks and/or by rocks of the metamorphic basement. The Fachinal group (46°05' - 47°05'S) consists of volcanic-hosted lower Cretaceous Au-Ag epithermal deposits, except for the Mina Silva and Manto Rosillo deposits, which are metamorphic basement-hosted Zn-Pb skarns. The El Toqui group (44°30' - 46°05'S) comprises lower Cretaceous Au-rich Zn-Pb skarns and associated polymetallic veins, as well as Au-Ag-rich epithermal deposits, hosted by volcanic, intrusive, and marine sedimentary rocks. Galena lead isotopic signatures for each deposit group indicate a decreasingly radiogenic trend from south to north, suggesting different lead sources or differences among underlying crust. Three metallogenic provinces and two metallogenic epochs are proposed for the Aysén region: the El Faldeo metallogenic province of Late Jurassic age; and the Fachinal and El Toqui provinces of Early Cretaceous age. Résumé - La partie continentale de la région d’Aysen (Patagonie chilienne, 44°15' - 47°30'S), est unsegment représentatif de la marge continentale active d’Amérique du sud, différent des segments du nordet du centre du Chili. La minéralisation, qui consiste essentiellement en des dépôts polymétalliques, avec d’importantes mines de Pb-Zn, et des dépôts d’Au-Ag récemment découverts, différe de celle des Andes centrales où domine la minéralisation cuprifère. "Abstract - The Domeyko Cordillera, the westernmost uplifted crustal block of the composite High Andes of northern Chile (20°S to 28°S) hosts a narrow N-S trending belt of Late Eocene-Oligocene giant porphyry copper deposits, which include Collahuasi, Chuquicamata, El Abra, La Escondida, and El Salvador. These deposits are spatially and genetically associated with the closing igneous activity along this range, prior to a 30 km eastward jump of the magmatic front in response to tectonic plate interaction. The porphyry copper deposits are also spatially associated with a major intraarc strike-slip shear system, the Domeyko Fault System. Although the tectonic uplift of the 3000 m to 5000 m high range has generally been assumed to be mostly Miocene in age, field relationships suggest that the Domeyko Fault System and tectonic uplift were active as early as the Eocene, coinciding with porphyry copper emplacement between 41 Ma and 30 Ma. Apatite fission track (FT) thermochronology provides both age data and a time-temperature history for rocks since they cooled below a temperature of ca. 125°C (equivalent to a depth of 4 km to 5 km under normal geothermal gradients) on their way to the surface during exhumation, or after a heating event. Apatite FT data from the Paleozoic crystalline basement of the Domeyko Cordillera indicate that at least 4 km to 5 km of rocks were eroded during exhumation of this tectonic block between ca. 50 Ma to 30 Ma (Middle Eocene to Early Oligocene), a time that immediately precedes and overlaps with the emplacement of giant porphyry copper deposits. The FT data constrain the age and duration of a period of crustal thickening and extensive erosion known as the Incaic compression, an event recognized in the Andes of Chile and Peru. Assuming that cooling was due to denudation alone, modelling of the FT data allow estimation of denudation rates between 200 and 100 m/My during this period. In contrast, exposures of pre-porphyry Paleocene intrusives on the western edge of the Domeyko Cordillera reveal apatite FT ages that are concordant with biotite 40Ar-39Ar dates, indicating shallow emplacement, fast cooling and negligible exhumation. The apatite FT ages of the Chuquicamata and El Abra porphyry copper deposits are only marginally younger than their 40Ar-39Ar dates, implying fast cooling/exhumation of shallow mineralizing systems (ca. 2 km to 3 km). Their FT time-temperature history is compatible with extremely low rates of exhumation (ca. 50 m/My) since about 30 Ma (Early Oligocene). This limited extent of erosion, due to exceptional aridity, has greatly contributed to the preservation of rich supergene enriched blankets above some of the porphyry copper deposits.A model is proposed, which is consistent with field relationships, geochemical, and geochronological data. High relative velocities and intermediate-angle oblique convergence between the Nazca and South American plates in the Eocene-Early Oligocene led to intra-arc transpression partitioned into reverse faults of opposing vergence and a right-lateral shear system (the Domeyko Shear System) localized along the magmatic front. Crustal shortening and thickening led to uplift within the Domeyko Fault System and to erosion of at least 4 km to 5 km. Crustal thickening deepened the zone of magma generation, and magmas accumulated in the lower crust, allowing small volumes to rise rapidly to shallow levels along transtensional domains of the regional shear system. A similar model of crustal thickening and shortening before and during porphyry copper emplacement in zones of transtension may also apply to the Miocene-Pliocene giant porphyry copper province of central Chile."

"Abstract - The Las Cañas stratabound Pb-Zn deposit, in northern Chile, is hosted by the Lower Cretaceous back-arc marine carbonate and subordinate andesitic volcanic and volcaniclastic rocks of the Chañarcillo Group, one hundred meters above a thick pile of magmatic arc-related basaltic to andesitic lavas of the Bandurrias Formation. The deposit is not obviously related to local intrusive rocks, which include an Upper Cretaceous granodiorite batholith and dacite dikes emplaced along normal faults. Stratabound Pb-Zn-Ba mineralization is constrained within several porous stratigraphic units, including a 50 cm thick lapilli-tuff and less well mineralized algal-laminated limestone. Veins that locally carry some Pb-Zn occur along normal faults that displace the stratabound orebodies, and this study shows that they represent a different type of mineralization.Fluid inclusion microthermometric data for ore-stage quartz and barite indicate saline fluids (6 to 30 wt% NaCleq) and a formation temperature in the range of 80°C to 160°C for the stratabound mineralization. Two types of fluid inclusions occur in the veins. The type I vein fluid inclusions indicate less saline (average 7 wt% NaCleq) and slightly higher temperature fluids, in the range of 110°C to 220°C. The type II vein fluid inclusions indicate highly saline fluids (25 to 40 wt% NaCleq) which might be related to minor copper mineralization.206Pb/204Pb, 207Pb/204Pb and 208Pb/204Pb ratios for galenas from the stratabound mineralization, with mean values of 18.42, 15.59, and 38.25, respectively, fall within the range of stratabound polymetallic deposits of northern and central Chile, and indicate a Lower Cretaceous magmatic rock source. Galenas from veins have slightly more radiogenic 206Pb/204Pb, 207Pb/204Pb and 208Pb/204Pb ratios, with mean values of 18.47, 15.61, and 38.34, suggesting two distinct episodes of mineralization.?34S values for galena and barite range from negative values (-31.2‰ to -12.5‰ and -7.7‰ to +12‰, respectively) in the mineralized tuff to higher values in the algal-laminated limestone (-2.5‰ to +1.2‰ and +13.2‰ to +17.4‰, respectively), close to Lower Cretaceous marine sulfate values for barite, and homogeneous values for the galena from veins (-12.0‰ ±1‰). Changing redox conditions can partly account for ?34S variations in the tuff. Sulfur sources include magmatic rock sulfur (-1.5‰ to +9.7‰) as well as sedimentary sulfides and marine sulfate."

This paper analyses the scope and instruments employed by the Basel Convention for regulating the transboundary movement of hazardous wastes, the present and projected hazardous waste regulations of Chile, reviews the Chilean import/export trade of wastes of the period 1985-1995, and discusses, the influence that the Basel Convention has had on mining trade, its perceived benefits and costs, and possible effects on Chile's trade of the application of the Convention's Decision III/l. There is no quantitative estimation as to the effect of the Convention on the general volume of imported or exported materials destined for recovery, recycling, reclamation, or reuse. All recycling imports, with the possible exception of residues of petroleum oil, which occurred during the decade 1985-1995, can be classified tentatively as non hazardous. The entry into force of the Convention has had several effects on Chile's trade. It has brought home the need to have a comprehensive hazardous waste legislation, it has been a base for applying import restrictions, which in all likelihood, would .have otherwise not been applied, The benefits and costs of this import restriction, as well as those of the multilateral export ban are analyzed.

This paper presents the Enaex group approach to addressing the blasting challenges and outlines the solutions created. Aspects such as rock mass damage occurrence as a function of blast vibration frequency content has been studied, as well as the development of blasting methodologies for guaranteeing the full 100% extraction of all infrastructure blasts, including the all-important drawbell volumes. The development of such infrastructure volumes in one single event using electronic detonators and the associated achievement of ambitious productivity goals, are described as a critical part of the successful construction of one of the most ambitious UG projects currently present on the world.
