Operating uranium mill tailings containment and mill decommissioning activities are regulated by the Nuclear Regulatory Commission (NRC) and the Environmental Protection Agency (EPA) through numerous regulatory mechanisms. Reduction of radon emissions from tailings disposal areas, remedial actions to return groundwater to baseline constituent concentrations, and 200-to 1,000-year stabilization of tailings are major focus areas of regulation. The cumulative economic impact and uncertainty associated with regulation are very significant and will hinder future development of uranium milling facilities.

In this paper, the old and the new commercially available reagent chemistries for the improved flotation of sulfide minerals will be summarized. The reagent classes discussed are those that meet three criteria: 1) they are being commercially used and/or large scale plant tested in North America in the last few years; 2) they are clearly different in chemical structure than commonly used commercial reagents of the last few decades and are not simply mixtures of existing reagents and/or simple changes in cation, alkyl group size, etc. and 3) the structural formulae are clearly specified in the public literature.

Modern civilization is centered around a small group of essential occupations, the three principal ones which are agriculture, mining and manufacturing. Agriculture might be called the most important of the three, as it has to do directly with the supply of food for the human race. Mining, however, is certainly next in importance, as it furnishes the supply of fuel and many of the raw materials used in manufacturing. Without mining, modern machinery and many industrial operations would be impossible. Mining takes advantage of the, natural resources in fuel and minerals that lie underneath the surface of mother earth, and while at times some of these metals are hard to find and mines come and go, mining must continue to increase. Mining is no longer a haphazard proposition but one calling for careful study and complete plans of operation for years to come. The shafts, power houses, rock dump crusher, concentrator, and other machinery must be located advantageously in order to enable owners to make a profit. Many tons of rock or mineral must be mined frequently to get one ton of concentrated metallic ore or metal itself. Economy in mining is just as essential as it is in manufacturing. The mining engineer of today is called upon to utilize every branch of engineering, and not only, is a wide: range of knowledge required, but ingenuity to meet the unusual conditions which are constantly arising from week to week. On account of the wide variety of information required by the mining engineer, some things with which he is in almost daily contact may be passed over with only a small amount of attention, provided everything is going well, in order that time and attention may be focused on what might be termed the more important features of mining operations. Because competition has become keener than ever, owing to overproduction at times of certain minerals, it becomes a matter of first, importance to understand as far as possible the factors which enter into the cost of production of any mineral which may be mined. In such times of overproduction, the high cost mine is forced to close down while the low cost mine may, if desired, be kept running constantly. In keeping a cost record, wire rope on account of its high first cost 19 coming into the lime light, and a comparison of records of one mine with another is now frequently made in order to see whether the rope service is satisfactory or not. Every rope maker, on the other hand, is interested in seeing that the rope which he produces gives the maximum possible return for the money invested. Modern mining owes much of its success to the use of wire rope for hoisting materials from beneath the surface of the ground. Deep mining would be impossible without the use of wire rope as a means of hoisting. A study, therefore, of rope problems in mining work and a discussion of the points which are beneficial to maximum life will enable the mining engineer, manager, or superintendent to keep his costs down to the minimum while at the same time he provides a suitable and sufficient safety factor for operations at all times. The entire subject area of micro-seismic events due to stored strain energy, as distinct from gas-driven coal outbursts, can be readily sub-divided into firstly events with their energy source from within the coal seam (termed “bursts”) and secondly, event with their energy source outside of the coal seam in either the overburden and/or floor strata. The reason for sub-dividing micro-seismic events in this manner is that if the causation mechanisms and associated geotechnical conditions are materially different, then effective pre-mining predictions and subsequent operational controls may also differ. Attempting to explain a multitude of micro-seismic event types without consideration of varying source mechanisms will inevitably lead to inadequate causal explanations and effective controls.

CSM and NTNU models are among the most commonly used models in TBM performance evaluation. Due to increasing application of TBM in different tunneling conditions, modification became necessary for these models. Sensitivity analyses on these two models indicate that both models are very sensitive to machine characteristics. Analyses performed on CSM database for cutter load and penetration rate prediction indicate while the r-square of the CSM model is reasonably high for the predicted cutterload, the r-square value for the penetration is low. In order to increase prediction capability of CSM model for penetration rate the model was reevaluated using non-dimensional analysis and the original database of Colorado school of mines. NTNU model is evaluated using Monte Carlo simulation and regression analysis. The results of analyses indicate that the majority of the variation of the penetration in NTNU model can be explained by only three parameters. This might indicate that the effects of other factors are overshadowed and it is worthy to reevaluate NTNU model using original database and more updated statistical methods to avoid overlapping of different parameters correlations.

In the wake of the collapse of the ceiling panels in the I-90 section of the Central Artery/Tunnel (CA/T) Project in 2006, the long term performance of tunnels became the focus of the tunneling industry. At the time of the accident, the tunnel had been open to traffic for about 10 years. This paper will discuss design methods and considerations to improve the long term performance and durability of a tunnel. The major problems found during the inspection of several tunnels will also be presented and the causes for these problems will be discussed.

A diffusion mass transport model for predicting the microsegregation in a solidifying and coarsening dendritic mushy region of a binary alloy is presented. Two versions of this model are tested; one based on expressing the solute concentration in terms of mole fraction and the other on expressing the solute concentration in terms of mass fraction. On comparing previous model data sets and conditions, used in the analysis of Aluminum-Copper systems, a number of inconsistencies emerge. These inconsistencies are resolved on identifying a single set of data and conditions which take account of compositional density changes, "non-linear" thermodynamics and dynamic coarsening. An additional investigation is carried out to study the effect of assumed cooling mechanisms.

Estimation of the cutter life and cost is a part of evaluating performance for a hard rock TBM in any project. Various approaches has been proposed for calculation of disc cutter life in various rock types based on machine specifications and rock strength and abrasivity. Cutter change time is a parameter that is used in some of the estimates and is defined as the average time required for changing a cutter on the cutter head and cutter life is the number of cubic meters of excavated rock per each disc cutter. Analysis of cutter life information of several tunnel projects from around the world has revealed that the published models for estimation of cutter consumption require some revisions to offer a more accurate prediction. The preliminary analysis of data shows that the average cutter change time is approximately 66 minutes for different cutter sizes and there is a minimal difference between corresponding cutter change times of the large (e.g. 19 or 20 in) versus smaller cutters (e.g. 15.5 to 17 in). This paper reviews the available and published cutter life data from various projects. It also introduces new models for estimation of cutter life and cutter change time as part of TBM down time and utilization analysis.

The use of two-dimensional shape parameters to characterize abrasive particles is a possible approach to express their angularity. Nonetheless, in sliding abrasion, especially in pin abrasion testing, coated papers structure plays an important role and even its damage during the wear process should not be neglected. This manuscript discuss the limitations of two-dimensional shape descriptors in distinguishing wear caused by relatively hard particles, indicating that the wear data obtained in sliding abrasion tests are unable to distinguish different types of coated papers used when only the two-dimensional particle projection is considered for shape characterization.

A novel mathematical model is presented which describes the behaviour of beds of particles, of uniform size and shape but different densities, during autogenous separations. The approach used in the formulation of the dispersion model is a phenomenological one based on a statistical view, which leads to a diffusion-like representation of the autogenous-separation process. Although the model currently considers only density-related phenomena, it accounts quantitatively not only for the density-segregation aspects of the process but for the interactions between the particles. Quantitative predictions of the dispersion model are compared with the results obtained in tests using a specially constructed experimental batch jig, and it is shown that the model provides an adequate quantitative description of the process for particles of uniform size and shape. It is pointed out that, for the description of more complicated autogenous separations, a more rigorous formulation of the particle drag and density-segregation terms will have to be incorporated into the dispersion model. Nonetheless it is concluded that the model as presented in this paper provides not only a novel insight into the mechanisms of autogenous separations but a means by which to analyse similar systems.

A kinetic model for leaching of particulate metals in a batch system has been developed. The leaching mechanism has been analyzed by solving a series of ordinary differential equations relating heterogeneous reaction kinetics at the solid/liquid interface to mass transfer of reactant and products. Special emphasis has been given to the effect of changing of the surface area of the leaching substrate and initial particle distribution on the overall leaching rate. The dissolution of gold powders in acidic solution with bromine as an oxidant has been used as a model system. The effect of particle size, chemical reaction order, rate constant and mass transfer coefficient on the overall rate of dissolution of metal powder has been analyzed and discussed.

Electrostatic separation of non-conductive materials can be accomplished by triboelectric charging. The efficiency of convential separators becomes worse in the size range below about 100 ¦m. These problems are solved by developing a new double-drum-separator. The investigations have shown the possibility of separating very fine mineral mixtures (eg quartz/calcite) in a strong electric field after tribo-charging in a special dust-feeder. The paper reports about the influence of particle size and field intensity on the separation and deals furthermore with the problem of desagglomeration.

"A hierarchical four-character code designed for geological and allied data may be used to log exploration drill-holes and store the information on magnetic media. The code is intended for use in semi-free format and permits the collection of as much, or as little, data as the geologist may require for the purpose in hand. A method of data storage by variable length records is discussed.Information may be retrieved by means of a simple enquiry language. Optional output facilities could allow the retrieval of data in a form suitable for direct input to a contouring package. The enquiry parameters and interrogation program can thus provide the interface between the data bank and associated application systems."

Numerical simulations of straight tube hydroforming of a dual phase steel were performed using both upper and lower bound constitutive models for porous ductile materials. The Gurson model is based upon an upper bound approximation to the material behavior and thus overestimates formability. Conversely, a lower bound solution to Gurson's unit cell geometry was developed by Sun and Wang to provide a conservative estimate of formability. The effect of a compressive axial load (end-feed) on damage development and tube formability is investigated. The resulting upper and lower bound models successfully captured the experimentally determined burst pressure, formability and failure location.

Over-exposure to noise remains a widespread, serious health hazard in the U.S. mining industries despite 25 years of regulation. Most other categories of illnesses and injuries associated with mining have improved, with the exception of hearing loss. Mine Safety and Health Administration (MSHA) coal noise sample data collected from 2000 to 2002 show that 65% of the equipment whose operators exceeded 100% noise dosage is comprised of seven different types of machines. The continuous mining machine is first among all the equipment with 35% of the noise overexposures. The ational Institute for Occupational Safety and Health (NIOSH) is conducting research to reduce excessive exposure for operators of continuous mining machines and preventing additional cases of oise Induced Hearing Loss (NIHL) by developing low-cost retrofit noise controls for mining equipment. This paper describes a noise control for reducing the noise overexposures of continuous mining machine operators. Underground results show a 26.4% and 27.4% noise exposure reduction for the continuous mining machine operator. This research is providing the mining community with an additional noise control to be utilized on continuous mining machines, therefore reducing operator noise overexposure. Utilizing this newly developed noise control, along with previously proven controls for the continuous mining machine chain conveyor, will provide operators of these machines an opportunity to be within the MS HA-Permissible Exposure Limit (MSHA-PEL).

In order to reduce cases of Noise Induced Hearing Loss (NIHL) in the mining industry, retrofit acoustic treatments and controls are being developed to subdue noise at the source. The Mine Safety and Health Administration (MSHA) coal noise sample data collected from 2000 to 2005 has determined that continuous mining machines rank first among all mining equipment whose operators exceed 100% noise dosage. The continuous mining machine conveyor, used to move coal from the cutting face to the rear of the machine, has been identified as a dominant noise source. A dual sprocket conveyor chain was tested as a potential solution. Sound power level measurements conducted at the Pittsburgh Research Laboratory (PRL) accredited reverberation chamber showed a 3 dB reduction in the A-weighted sound power level when the dual sprocket chain was implemented. Underground results show an 8-hour Time Weighted Average (TWA8 hrs) reduction a 3 dB for continuous mining machine operators. Utilizing this newly developed noise control, along with previously proven controls, provides continuous mining machine operators an opportunity to be within the MSHA-Permissible Exposure Limit (MSHA-PEL).

This approach provides information in a form that business can measure performance in a repeatable and enterprise wide sense.   This paper provides an outline of the due diligence process applied in this way, drawing from lessons learnt and industry based experiences in the due diligence process and the benefits and tools that can  be applied in an environmental and social due diligence business performance assessment

Carbon-in-pulp (CIP) and Carbon-in-leach (CIL) processes are used extensively in the gold mining sector to recover aurocyanide from solution. This paper discusses the modelling of these operations, using various simplifying assumptions, in order to simulate the effect of changing operating conditions on the dynamics of the system. It is assumed that the adsorption and leaching rates are a function of concentration difference between the source phase and recipient phase. The simulation was set up using Matlab's Simulink interface. Plant variables are solved using a medium scale Newtonian search algorithm in Matlab, where the differences between the actual and predicted plant outputs are minimized on a continuous time-line.

In order to detect arsenic and antimony in zinc, various electrochemcial experiments were performed involving the electrochemical introduction of sodium atoms into molten zinc using a solid electrolyte. Under high rates, the formation of the intermetallic phase NaZn13 was assumed to form. Under more moderate injection rates of sodium, employing a symmetric "zinc/zinc cell", a qualitative relationship between the current generated during cyclic voltammeuy and the arsenic and antimony concentrations in molten zinc was observed.

Rio Tinto Alcan has undertaken feasibility level assessments into the expansion of its bauxite mining operation in an area south of the Embley River in far north Queensland. The project has the potential to extend their Weipa operations by approximately 40 years.The construction and operation of two additional mineral ore processing plants are proposed for the South of Embley project. Golder Associates was engaged to develop and conduct modelling assessments of potential sources of water supply required by mineral ore processing.Two models were developed using GoldSim: a dam yield model and a water balance model. GoldSim is a graphical object-oriented modelling environment with a capacity to carry out dynamic probabilistic simulations. Originally developed by Golder, GoldSim has been applied successfully in a decision support role to a range of mine water management operations.The dam yield model was used to provide estimates of reliability and volume of annual water supply of several potential surface water dams. This information was then used to determine a hierarchy of water supply options for processing plant operations. The water balance model dynamically simulated the water demands of the two production plants and the consequential response in water supply, with respect to the timing and discharges provided by the various source options.Use of the model provided a preliminary operational tool to assist with water supply management decisions. Water quality issues required a blending of water from separate sources and attention paid to scheduling to ensure water supply through the dry season. The model also helped identify risks to water supply in the event of underperformance of one or more water supply sources. This allowed the operational rules to be refined to minimise those risks.The dynamic and stochastic modelling approach provided a method for identification of water supply issues susceptible to seasonal climate variability.CITATION:Weeks, S W, Hart, M and Fergus, G, 2013.
