With respect to the present situation in mining and to the further technical development as well, a several times higher exploitation may be in this region expected, especially in the deeper .eated parts of the deposit. When solving the tasks of a complex economic exploitation over the whole region, consi- derable attention is paid to regional relations and impact studies (due to expected exploitation and ore dressing but also to very difficult problems of dewatering (drainage pro- blems-). The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb the earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled. ACTIVE SURFACE MINING OPERATIONS Mining by surface methods includes rock quarries; sand and gravel pits; huge open pits to extract iron, copper, phosphate, and other ores; and coal mining. Production of coal by surface methods is now approaching 408.2 Mt/a (450 million stpy), amounting to almost 60% of the total coal output. Surface coal mining can be classified into the following five broad categories : Open-pit mining is practiced where coalbeds are extremely thick, as in some western states, or where coalbeds are sharply pitching, as in the anthracite region of the eastern United States. Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. Many disputes related to environmental issues in mining are resolved through often-antagonistic negotiations in a regulatory context or through litigation. These approaches are certainly the best choices for resolving certain disputes. However, just as no single remediation technology is the right fit for every site, so no single dispute resolution process is the best choice for every situation. This paper introduces a range of dispute resolution alternatives (from collaborative decision making through mediation, arbitration, and litigation). Especially when money is tightest, cost-effective dispute resolution(and the outcomes that can accompany it) can have an impact on the bottom line.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

"Acid Mine Drainage (A.M.D.) formed from oxidation of disposed pyritic wastes presents a potential pollution hazard for Equity Silver Mines Limited and the mining industry in general. Failure to collect and treat these acidic effluents can eventually affect the quality of receiving streams and endanger aquatic life forms. Treatment and discharge of A.M.D. to the receiving environment must comply with stringent anti-pollution laws.Wastes mined at Equity Silver Mines Ltd. are predominantly acid generating and must be handled according to a materials management plan to minimize impact on the environment. Effluent collection and treatment facilities have been constructed to address the short term environmental concerns with reclamation and research programs being developed to address and monitor abatement measures for control over the long term.The purpose of this paper will be to offer a brief overview of these measures. Key topics for discussion will be: kinetics of Acid Mine Drainage, acid generating potential, water treatment and sludge handling, special wastes, waste dump construction, waste rock amendments, bacteriocide research, simulations, and reclamation measures. Programs designed to evaluate impact on the receiving environment, although they form an extensive part of the program, will not be discussed in this paper.INTRODUCTIONEquity Silver Mines Limited is located in the Central Interior of British Columbia, within the Omineca Division, 35 kilometers southeast of Houston Mining and approximately 575 kilometers by air north-northeast ofVancouver (Figure 1).The deposit consists of three economic mineralized zones: The Southern Tail, Main and Waterline Zones. Mining of the Southern Tail commenced in April, 1980 and was completed in the first quarter of 1984. Main Zone production was initiated during the last quarter of 1983 and the Waterline Zone remains undeveloped to-date. Remaining reserves are in the order of four years contingent on favourable metal prices. The three deposits (Figure 2) occur within a window of interbedded volcanic and minor sedimentary rocks. The older volcanic sequence is bounded on the west by a small granite-like stock and on the east by a gabbro-monzonite complex. All are overlain by a series of younger lava flows."

Environmental due diligence investigations, also known as Phase I Environmental Audits, are increasingly important to major investors, venture partners, or prospective purchasers or sellers of mineral properties. Knowledge of environmental risks associated with a property will allow better appraisal of a property's overall desirability prior to completing the transaction. It is possible that the cost of environmental cleanup could exceed the value of the property. Topics appropriately investigated include permit status, water quality, past use of the property, hazardous materials management, storage tanks, public records pertaining to the environmental character of the property, and environmental costs.

In order to be most effective in its application and availability, this information needs to be collected in programmes with defined objectives and deadlines. Applied Geology Associates have established a methodology to facilitate the structured collection of environmental data, which provides for the diverse needs of both engineering design and applications for statutory and non-statutory approvals. This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

EDC established an Environmental Review Framework in 1999. Throughout the early fall of 2001, the Corporation held public consultations across Canada to strengthen that framework, leading to a public release on November 15, 2001 of a report summarising the results of these consultations. Following this, the Corporation implemented strengthened environmental review requirements in the form of its Environmental Review Directive, in compliance with legislated amendments to Canada?s Export Development Act that went into effect on December 21, 2001. Over the past few years, there has been a global trend towards an increase in the social and environmental requirements of multilateral/bilateral financial institutions and export credit agencies. More recently, this activity has focussed on capturing institutions that have not yet adopted similar requirements and, more specifically, on developing a convergence of the requirements from institution to institution. This paper describes EDC?s new ERD and some of the initiatives that have taken place or are in process that are moving international financial institutions toward converging their environmental and social requirements for projects in the private sector.

Social attention to environmental aspects, steadily increasing in European Countries, has been leading to a stricter regulation of many productive activities. Among them, mining and quarrying sectors have been often censured for their potential and real impacts on land and environment. Referring to dimension stone exploitation (also the terms ornamental stone or natural stone are here used as synonymous), quarries are often concentrated in extractive basins, where the resource is localized with suitable quality and quantity: this fact has sometimes raised critical environmental situations. Nevertheless, dimension stone quarrying represents in Europe a traditional and important economical activity, source of wealth and employment. Moreover, many natural stones take on a ?cultural? value and may be considered as ?classic?, as they have been exploited since antiquity and are element of the architectural heritage of many Countries. The sector relevance demands the research of a sustainable balance between social-economical needs and environmental protection. Actually, very restrictive environmental protection policies have led to severe limitations to quarrying activity, but the results do not seem to be completely positive in terms of sustainability: on the one hand, closing-down stone quarrying activities imposes a shrinkage in local, social and economical development; on the other, quarrying activity is pushed towards developing Countries, environmentally un-protected, simply moving and putting off to next future the problem. The challenge of the sustainable development of quarrying sector ? recently explored in the European Commission?s communication ?Promoting sustainable development in the EU non energy extractive industry? (COM-2000-265) ? should be achieved through a positive link between theoretical statements and practical effects: sustainability indicators may be an effective instrument to assess and monitor the environmental performance of the industry. The paper refers to the development of specific ecological criteria and indicators, which can be useful to measure and predict the eco-efficiency of a dimension stone quarry, finally pointing out where improvement efforts have to be focused.

Over the last few years a multi-faceted feasibility study has been evaluating the introduction of hydrogen fuel cell powered equipment into underground mines to replaced diesel engine powered equipment. The analysis has shown that under normal operating conditions fuel cells could at the very least be an environmental and health benefit by eliminating combustion engines and their unwanted by-products. However, they could also generate significant reductions in the amount of ventilation a mine needs to supply when compared to dieselized operations; this would further decrease a mine?s energy consumption, its associated greenhouse gas impact and also reduce a mine?s significant ventilation associated costs. Fuel cell powered equipment also has the advantage of lower noise and heat production compared to their equivalent diesel powered counterpart. The degree to which fuel cells can generate ventilation benefits in underground mines depends upon a number of operational parameters and mine specific qualifiers such as current ventilation control or management, mine depth, inherent dust conditions and minimum velocity requirements. However another major consideration in the introduction of fuel cells in underground mines will be the safety requirements associated with diluting and removing the potentially explosive hydrogen in the event of a gas leak. In outside surface applications, it is possible to use dispersion, buoyancy, time, and lack of ignition sources as mitigating factors in deriving a low risk of an explosion. However, in underground operations these factors change, dispersion and buoyancy are limited; time may not be available and in non-coal mines ignition sources are not typically controlled. When a hydrogen leak occurs, the availability of sufficient ventilation to dilute and effectively remove the gas will be critical, consequently ventilation may be the prime risk controlling factor. In this paper, the authors evaluate the potential benefits of replacing diesel engines with fuel cells in powered production equipment, discuss the mitigating qualifiers that could limit ventilation savings and evaluate solutions to retain and maintain an additional ventilation capacity in the event of an emergency situation such as a hydrogen leak from the fuel cell stack or its distribution system.

The optimal maintenance and control of the air flow and pressure distribution in a mine network are achieved by the correct positioning of the mine fans and regulators within the mine ventilation circuit. The principal considerations are the location of the main and underground fans or regulators and the attendant control of mine leakage.
