In April 1989, Southern Company Services signed a 3.5 year contract with DOE-PETC for generic engineering development of an advanced physical fine coal cleaning technology known as selective agglomeration. This technology offers the potential for significantly higher pyritic sulfur removal (90% +) than conventional coal cleaning (30 to 50%) while maintaining high Btu recovery (90% +). Engineering development will include bench-scale process development; component development; adaption or modification of existing unit operations; proof-of-concept (POC) module design, fabrication, testing and evaluation; and small commercial facility conceptual design. The information obtained during POC operation will be sufficient to result in a technical and economic design base that can support construction and operation of a small commercial plant. The major goal of the research is to develop selective agglomeration technology to achieve 90% pyritic sulfur removal while operating at Btu recoveries above 90% based on run-of-mine quality coal. This objective will be accomplished in two phases: Phase 1 -bench-scale and component development, and Phase 2 -POC module operation and conceptual design of a small commercial plant. Currently, work is proceeding under Phase 1 (Tasks 1-7) of the project. A review of the status of Tasks 1-7 is presented in this paper.

In mineral processing plants ore extracted from mines is processed to obtain a concentrate with the highest possible concentration of this valuable product. It is a complicated multi-stage process. Usually, the first step is sieving the ore, which is typically done using vibrating mining screens. There is often only a limited number of these machines in the technological chain, which is why their continuous operation, and proper maintenance is crucial for the whole process. Predictive maintenance is the best strategy in this case because it allows for minimising the number and duration of unexpected stoppages. It consists of the prediction of future failures based on available real-time data, and predictive models built upon this data using, for example, machine learning techniques. In this paper we concentrate on feature generation for future predictive maintenance model development for a vibrating screen, based on an example of a KGHM ore processing facility in Polkowice-Sieroszowice. We focus on two types of measurements: bearings temperature and vibrational data. Based on the raw data, the process of more advanced feature engineering is described. By transforming the temperature data we calculate characteristics of bearing cooling and heating dynamics, while based on vibrational data, the aggregated characteristics of the vibrations are derived. Such features are calculated on a long-term basis, and then they are compared to the data related to vibrating screen maintenance to estimate their significance for the prediction of particular failures of the machine.

Mineral engineering is defined as those engineering activities that relate to the discovery, development and utilization of mineral resources. Using petroleum engineering as an example, it is shown that the breadth of the field to be studied is a major educational problem. Breadth of field is aggravated by the rapidity with which technological demands may change. At present, special short courses serve to update engineering education. Recent experience suggests an increased rate of change for the future. The fact that engineers have typically human needs and goals, and the fact that engineers respond to these in our free society, introduces a third class of problems. One approach to the solution of these problems is the unified engineering curriculum based on a core of subject mat-ter common to all engineering. Experience suggests that the unified curriculum is an effective method to minimize the importance of the first two problem areas presented, and shows a degree of success in handling some problems within the third area. Perhaps, for the good of all segments of society, it is best to have both career-oriented and unified curricula represented by educational institutions of high quality.

THE figures on enrollment in the engineering schools of the United States and Canada indicate that the total number of students in these schools for the current year, 1949-50, is about 10% less than it was a year ago. This year, 226 - 533 undergraduates and graduate students are studying engineering in the United States and Canada as compared with. 249,913 students last year. These figures are taken from advance data in the Journal of Engineering Education for February 1950.

Coal refuse slurry impoundments are dams constructed of coarse coal refuse to impound fine refuse (slurry) and water (25-30% solids). Both products are waste from coal preparation plants. A number of these structures in West Virginia, Pennsylvania and Kentucky were investigated to determine embankment stability. During the investigation a variety of embankment designs were encountered. The investigation determined the soil and geological characteristics of the embankments and the sites. This was accomplished by a test drilling and monitor installation (observation wells and piezometers) program, geologic study, and large scale mapping which allowed sub-surface profiles of the embankments to be constructed. The laboratory testing program concentrated on textural classification of the coal refuse, permeability and determining strength parameters to be utilized in the stability analyses. For the stability analyses, the Modified Fellinius Slip Circle, Simplified Bishop Slip Circle and Analysis for Translational Failure -were utilized. In all stability analyses hydrostatic pressure and earthquake were considered. This investigation indicated that 62% of the embankments analyzed are in a stable condition. The coal seam mined, the type of roof rock, and the gradation of the refuse influence the degree of compaction obtainable and the permeability of refuse. The shear strength of coal refuse appears to be controlled by its composition, moisture content, degree of compaction, amount and grain size of fines present. This investigation demonstrated these em¬bankments should not be treated as pure state-of-the-art dams; consideration must be given to the particular properties of coal refuse and the total refuse disposal system. Refuse dim slurry impoundments generally lack the site se- lection phase that is standard practice with siting most other types of dams.

"Final Galloway (stage) designs for vertical drill and blast shaft sinking projects evolve from complex thought patterns which integrate operational processes, systems and methods of communication, power supply, drilling, blasting, ventilating, mucking, supporting, surveying, dewatering, sealing, concrete lining and shaft furnishing. Attention to ergonomic design detail at the shaftsman / structure interface is at the heart of safe and successful multi-deck working platforms. For economy the end product must have a low mass to reduce suspension rope end loads to be able to use smaller suspension hoists and have lighter headframe structures, be robust to withstand concussion damage, be easily constructible on site, be maintainable in the shaft barrel, and comply with safety and legislated standards. This paper’s ambition is to describe a systematic design framework and sequenced thought process that delivers a product that is engineered with excellence, illustrated by making use of two designs that evolved during recent Galloway projects, one destined for a large diameter man/material shaft, the other for a ventilation shaft. The stage engineering iterative process starts with mapping permanent and sinking hoisting layouts, followed by laying out horizontal deck plans, mostly constrained by the permanent shaft purpose and configuration, whilst maximizing openings to enable muck to be removed rapidly for the best sinking cycles. Concurrently the designer needs to understand the chosen sinking methodologies in conjunction with crewing to determine the number of decks and fix their spacing. Insufficient access to move and line up formwork, set reinforcing rods and pour concrete in the confined spaces of the stage is an inherent major risk to be mitigated. An iterative and integrative process follows for the primary configuration which delves into increasing design detail, accommodating all other methodology influences, resulting in 3D layouts for further risk assessment, review and fine tuning by seasoned shaftsmen. INTRODUCTION Documented colliery shaft sinking practice from the late 1800’s makes reference to purpose built walling (bricked lining) cribs with floors suspended in sinking shafts, thereby allowing shaft lining to proceed concurrently with the excavation. Improvements were made by Sir William Galloway who introduced two decks supported at the corners by angle irons. The sinking stage, or Galloway, has developed substantially over time to be the in-barrel heart of the sinking operation, with overwhelming complexity for those who have to design one for the first time."

The hydrothermal syntheses of zeolites from coal fly ash were carried out using NaOH and KOH as an alkali source. The cation exchange capacity (CEC) and the ion exchange selectivity were investigated for the zeolites synthesized by a hydrothermal treatment. The effective usage of the zeolite as a cation exchanger was considered from the viewpoint of engineering. Zeolite P, HS (hydroxysodalite) and K-CHA (potassium-chabazite) are mainly formed as zeolite species in NaOH or KOH solution at 393K. The zeolite P and K-CHA have a large exchange capacity as a cation exchanger. The cation exchange isotherms of various monovalent and divalent cations with various zeolites are investigated. The order of selectivity of the zeolites is as follows, NH4+> K+> Li+.For the divalent cation, the largest removal amount is obtained for Pb2+ in the low equilibrium concentrations below 0.2mmol/dm3, and almost perfect removal can be achieved for Pd2+. The order of selectivity of zeolites in low concentration is expressed in the following order; Pb2+> Co2+> Cd2+> Ca2+> Mg2+> Ni2+. Ii is considered the zeolites obtained from coal fly ash can be used as an excellent cation exchanger.

WITHIN the past few years, considerable development has been made in the coal-mining industry in Illinois and Indiana and it is the purpose of the authors to record its most important phases. Perhaps the two most striking features are the entry into the producing fields of certain large consumers of coal and the magnitude of some of the new operations. Mines are now being equipped by the. Chicago & Northwestern R. R., the Chicago,. Burlington & Quincy R. R., the Standard Oil Co., of Indiana, and the Union Electric Light & Power Co. of St. Louis. Besides, the U. S. Steel Corpn. has increased its coal-mining activities by commencing operations on its large holdings northeast of Benton, Franklin Co., Ill. Until recent years, the supply of coal has commonly been adequate and prices have generally been favorable, especially to large consumers, as the magnitude of their purchases enabled them to obtain satisfactory quotations from producers. In fact, most consumers of coal have believed that they could buy their fuel more satisfactorily in the open market than they could produce it themselves. The entry of the United States into the war was accompanied by various disarrangements of industrial conditions, and a demand for coal in excess of the supply seemed likely to be experienced for an indefinite period. Under these circumstances it seemed that the greatest assurance of a supply of fuel was its production by the operation of mines. In the case of the Chicago & Northwestern R. R. and the U. S. Steel Corpn. the production of coal has been carried on for many years with satisfactory results, but the C. B. & Q. R. R., the Union Electric Light & Power Co. and the Standard Oil Co. of Indiana had not been producers of coal, at least in this district. Apparently the most impressive feature of the newest mines is their capacity, for in some cases it is planned that production shall be in the neighborhood of 1000 tons per hr. The success of any blast is dependent on the accuracy of the blast design and field controls placed at the shot location. The procedure by which the data is collected and analyzed is paramount to accomplishing the anticipated blast results. lf the geometry of the blast is not measured correctly, then the results will not meet expectations. Measuring the geometry and compensating for bole hole deviations is crucial not only to the lnitlal blast but also for any consecutive blasts. Excessive bore hole deviation can cancel any new technology in use. However the instruments and skills required solving this Issue are readily available.

A recent study by the National Academy of Engineering concluded that if the U.S. Coal Industry is to double production by 1985 it must open 30 new 2,000,000 tons per year surface mines in the eastern states and 100 new 5,000,000 tons per year surface mines in the western states, in addition to major growth in underground mining. Major expansions in coal mining are also planned in other countries. Engineering geology can play an important part in coal mine development, operation and abandonment (Table I), and with the increasing scale of surface coal mining and the requirements of environmental legislation, it seems certain that engineering geology and geotechnics will play a growing role in surface coal mining.

The importance of sound geological reasoning will be illustrated by transportation projects in New York City where there are proposals for at least 11 caverns. These caverns have been the subject of advanced exploration techniques and geological interpretation but even so the raw data falls short of the sophistication of modern numerical methods. This paper will give geological explanations for the engineering characteristics of the rock in New York City which will provide guidance for practitioners when approaching cavern design in New York and elsewhere.

"Assessing the stability of a slope cut in rock is basically a problem of engineering geology - geology, because it involves a sound understanding of the important aspects of geology, such as geological structure, ground water, weathering and other natural phenomena, which all relate to or exist in a geological environment, and engineering, in that quantitative evaluations and calculations are necessary, these being based on mechanics and relating to the strength of the geological materials and the forces causing instability of the slopes. The engineering geologist must make every attempt to. provide, in a quantitative way, information on those geological factors which are necessary for making calculations of the probable stability of the slope. These include numerical assessments of quantities relating to the characteristics of structural discontinuities, rock types, topography, hydrogeology, tectonic history and other environmental factors. Based on the development and extension of these general principles, both preliminary and final slope stability studies of some open pits in South Africa, Swaziland and Zambia have been conducted. Some of the basic concepts and techniques developed to carry these studies out are described."

The Manapouri Power Project is located in New Zealand's South Island Fiordland. The project is being constructed for the New Zealand Ministry of Works. Construction began in 1963 and is scheduled' for completion in 1969. The project will divert water from the natural, glacially carved Lake Manapouri, at Elevation 580, through vertical- penstocks into an underground powerhouse 364 feet long, 127 feet high, and 59 feet wide excavated about 700 feet below ground surface and about 560 feet below the present lake level. The possible ultimate power installation will produce 700 megawatts from turbines located in the underground machine hall. The turbine flow will discharge through the 6-mile, 30-foot diameter tailrace tunnel into a fiord arm of the Tasman Sea. The rocks in the project area are primarily Paleozoic Fiordland Complex gneiss, schist, amphibolite, and marble intruded by granitic rocks and pegmatite. Shear zones have been encountered in the tunnels and machine hall. These produce water and occasionally require steel support. The machine hall arch was stabilized entirely by rock bolt reinforcement. Rock mechanics instrumentation has been used throughout the project both for pre-construction design calculations and to monitor tunnel rock loads and movements of the machine hall roof and walls. About 28 miles of the 100-mile transmission line will be constructed across glacially oversteepened slopes and debris or swamp filled valleys between the power plant and the eastern edge of the mountainous area. Steep glacially carved rock slopes and locally unstable glacial till complicated construction of the transmission line access roads.

INTRODUCTION Mica Dam is located on the Columbia River just downstream of the "big bend" of the Columbia, where it leaves the Rocky Mountain Trench and begins to flow southwards, approximately 85 miles north of Revelstoke, B.C. (Fig.l). The dam was built as one of three Columbia River Treaty dams in British Columbia which regulate the flow of the river and provide flood control downstream in Washington and Oregon. In addition, the three Canadian dams make possible greatly increased power generation at existing power plants in the United States and further development along the Columbia and its tributaries in British Columbia. History Mica Dam, constructed during the period 1967 to 1973, is a zoned earthfill embankment 650 feet high, which has 12,000,000 acre feet of live storage and an available head of 550 feet. Power intakes which would serve either a six-unit surface or underground plant were incorporated into the design and construction of the right abutment of the dam (Fig. 2). Prior to 1971 alternative 2500 MW capacity surface and underground powerplant arrangements were studied. Cost estimates for the two alternatives were the same within the limits of estimating procedures. However, it was believed there was a certain continuing risk in locating a surface plant at the toe of a steep canyon wall. This paper makes five major points which may be contributions to the art of limestone sinkhole engineering. First, solution cavity development in limestones is dependent in great measure on pyrite contained within the limestone. Second, rock failure is rarely involved in sinkhole problems, while soil failures are almost always the mode of occurrence. Third, draw down, depression of the water table, is a primary causative factor in sinkhole development. Fourth, lateral movement of vadose water along the soil-rock interface, sub-soil erosion, is the mechanism by which soil is stoped, raveled, piped, or removed from the soil cavern. Fifth, the ultimate or triggering factor in localizing a sinkhole collapse is any superposed mechanism which disrupts the continuity of an impermeable clay soil overburden. The above theses are presented as extensions of our observation and of published literature, with the suggestion that additional study of these mechanisms is warranted.

Abandoned mines pose a serious threat to public health and safety, as well as the environment. When active workings approach old mine workings, miners could encounter significant hazards. Additionally, the presence of mined-out areas or voids underlying residential/commercial properties, transportation, and infrastructure systems can cause subsidence issues ranging from differential settlements and sinkholes to catastrophic collapse. All these features can result in adverse impacts in terms of cost and public safety. Traditionally, mine void detection and related engineering investigations for mine subsidence risk assessment and mitigation have been greatly dependent on systematic drilling and grouting backfill programs. The unknown location and condition of abandoned underground mines represent significant challenges to geologists and engineers in accurately evaluating subsidence hazards and developing appropriate mitigation measures. A comprehensive, multi-phase mine subsidence investigation was conducted at an abandoned western U.S. mine site. The mine operated in an approximately 8-ft (2.4-m) -thick coal seam using room-and-pillar extraction from 1919 to 1922. The mine lies at depths ranging from 50 to 100 ft (15 to 30 m), and it is overlain by critical pipeline and utility corridors. Any future subsidence/ sinkhole that occurs beneath or adjacent to the corridors could pose a significant threat, specifically to the structural integrity of the pipeline corridor. Therefore, the engineering geophysical investigation was initiated to determine the potential subsidence risk. This paper describes a recent success achieved by using integrated engineering geophysics in subsidence risk evaluation. A summary of significant results with emphasis on subsurface characterization, mine workings and voids delineation, modeling analysis, and high risk zones identification and mitigation strategy is presented.

Most engineers, mine operators, or contractors acknowledge the importance of having accurate subsurface information in order to plan a project or solve a problem. Conventional methods of exploring the subsurface such as augering, core borings, or test pits can provide information, but it is often costly and sparse. Geophysical methods offer an alternative to help supplement sparse information~ gathered through conventional exploration techniques.

One might ask why someone like myself, involved in the determination of taxes, should be speaking at a "cost engineering" session of a national engineering society. While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much, as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully yea will recognize that, within certain limits, taxes can be controlled to an economic advantage. That question may then lead to another question: What does the amount of taxes have to do with me? I'm an engineer or manager; not an accountant or a lawyer. If I may take a few minutes of your time, I might be able to present in a brief discussion some interesting facts that will provide the answers to those questions. My discussion will be directed mainly to Federal taxes. However, much of it will be applicable to state and local taxes, also.
