The primary merit criteria used by the mining industry is internal rate of return (IRR) rather than net present value (NPV) although NPV is favored by academicians. This paper discusses the problems with IRR and NPV and compares the multi-goal nature of decision makers and their need for information with the characteristics of NPV and IRR. Conclusions are that both NPV and IRR are needed for investment ranking, that NPV suffers the same multiple root problem as does IR.R, and the determination of incremental IRR to reach NPV consistent project ranking is misguided in practice.

In April 1989, Southern Company Services signed a 3.5 year contract with DOE-PETC for generic engineering development of an advanced physical fine coal cleaning technology known as selective agglomeration. This technology offers the potential for significantly higher pyritic sulfur removal (90% +) than conventional coal cleaning (30 to 50%) while maintaining high Btu recovery (90% +). Engineering development will include bench-scale process development; component development; adaption or modification of existing unit operations; proof-of-concept (POC) module design, fabrication, testing and evaluation; and small commercial facility conceptual design. The information obtained during POC operation will be sufficient to result in a technical and economic design base that can support construction and operation of a small commercial plant. The major goal of the research is to develop selective agglomeration technology to achieve 90% pyritic sulfur removal while operating at Btu recoveries above 90% based on run-of-mine quality coal. This objective will be accomplished in two phases: Phase 1 -bench-scale and component development, and Phase 2 -POC module operation and conceptual design of a small commercial plant. Currently, work is proceeding under Phase 1 (Tasks 1-7) of the project. A review of the status of Tasks 1-7 is presented in this paper.

Solar ponding to crystdlize sodium chloride has been used for thousands of years.1 The systems used were inefficient and usually small compared to the large 25,000 acre pond areas seen today. It has only been in the last 25 years that any real effort has been applied to develop solar ponding technology. Many large solar pond systems have been constructed without much thought to efficient and optimum production rates. The recent high costs of labor, of equipment and of energy have forced producers to take a closer look at their solar pond systems in an attempt to squeeze out the highest possible yields. Other companies such as the Arab Potash Company, the Dead Sea Works, Texas Gulf (Moab, Utah) and San Francisco Salt Companies have no more land area in which to expand and therefore efficient ponds are essential. This paper is written to show how the subdivision of solar ponds can result in production increases of up to 20% and beyond.

In this paper we will review recent progress in the fundamental understanding of mineral additive interactions and present data which show how optimization can lead to improved products.

Metalliferous sediments constitute an important component of the sedimentary veneer that overlies basaltic oceanic crust of the Nazca Plate and elsewhere. Although first collected more than one century ago near the East Pacific Rise during the Challenger Expedition and recognized for their anomalously high content of Fe and Mn, occurring as very fine-grained, yellow-orange, oxides, hydroxides, and oxyhydroxides, it was not until the more detailed studies of Bostrom and Peterson (1966) that their geologic significance and concentrations of other transition metals were fully appreciated. The Nazca Plate is a dynamic lithospheric unit bordered by the Peru-Chile trench and the East Pacific Rise to the east and west, and by the Galapagos Rift and the Chile Rise to the north and south (Fig. 1). Samples employed in this study were taken from piston core recovered from the Nazca Plate (Fig. 2), D. S. D. P. drill core from the northeast Pacific (Dymond and others, 1973), ferromanganese nodules from dredge-haul s at several locations, and from hydrothermal mineral deposits of the Andes. Our efforts have been largely sponsored by the National Science Foundation through its International Decade of Ocean Exploration Pro- gram. The metalliferous fraction of these sediments is widespread, but generally small. Sedimentation is dominated by biogenic silica in the equatorial latitudes, terrigenous debris adjacent to the South American Continent, and by biogenic carbonate elsewhere, except at depths below 3500 m in the central and northwest parts of the Nazca Plate near the East Pacific Rise. Contributions of these distinctive sediment types are shown by the distributions of Si02, A1203, and CaC03 given in Figure 3.

In-situ leaching of copper from chalcocite relies on ferric iron concentration in the lixiviant being reduced to ferrous. To re-establish the ferric concentration in solution, ferrous must be re-oxidized. This reaction is slow under normal chemical conditions but it is catalyzed by Thiobacillus ferrooxidans bacteria. BHP Copper's Miami In-situ unit developed a bio-reactor as a method of oxidizing ferrous to ferric. The effects on oxidation of temperature, CO2? oxygen, and air injection flowrate were defined. This paper summarizes the results of ferrous bio-oxidation using plastic column packing and oxide ores as bio-reactors and the leaching results of the bio-reacted lixiviant on chalcocite ores.

Instrument specifications are discussed in the light of accuracy requirements and the calculation of error vs. ambient temperature is described.

Arch Mineral Corporation and Rocky Mountain Energy's Medicine Bow Mine in Wyoming presented an interesting challenge to the concept of mining a multiple-seam, dipping coal in the Hanna Basin. The 3362 and 2962 pits at MBCC were designed in a multiple seam coal consisting of 4 (and in some areas 5) bands of coal; these coal beds are all in the Ferris formation. The area was subject to some localized faulting and a major fault caused a physical restraint that we mined up against in our final cut. Using a 1570 dragline as the principal stripping machine, the concept of developing a bench for stripping the lower seams from the low-wall side of the pit was initiated. The results of this method of stripping were very satisfying for this pit through the completion of pit life and prompted us to use it in other areas at MBCC and at our other operations. Mining a dipping coal presents a small twist to conventional "flat" coal stripping. The spoil has a tendency to continually try to slide into the pit and the increased overburden on each cut as you mine down the dip creates spoil problems unless adequate design provisions are made prior to stripping.

Startup of a new plant is a very interesting time. It generally is also a very demanding and often frustrating period. Startup problems can become serious ii they impede the early achievement of full plant production. Raw materials are wasted, manpower is unproductive, field modifications can be extremely expensive and market commitments may not be met. This paper outlines a well proven and highly successful approach to eliminating many of the problems and frustrations often experienced in plant startup. The procedures and methods summarized in the following paragraphs have been developed over a period of 25 years during which some 90 plants were started up.

"TBMs have been used in mining in decades past, but their use has been limited and sporadic, due to both perceived and actual application difficulties. With new technology and mounting success stories, this is changing. For both coal and metals mining, deep ore bodies require long access tunnels, and an efficient and economical method of reaching those deposits. Today, mining engineers are considering TBMs as part of the overall mine development plan. Planned TBM mine drifts are not only longer, but have more complicated trajectories. Mine development TBMs will have to cope with varying geology, potential for high water inflows, steep gradients, and high temperatures. TBM systems are being planned to cope with such difficulties. TBM systems will be considered and increasingly deployed for mine development, even if commodity prices remain low. TBMs can satisfy the need for increased productivity, better life of mine infrastructure, and safety. Effective conveyor systems are essential to support TBM operation in many mining applications. Many mine development tunnels are slopes, driven down at the steepest practical gradient to reach the deep ore body. Conveyors are often the only safe and effective way to haul the TBM muck form such tunnels. This paper will review the historical use of TBMs in mining, and will discuss the 2015 status of TBMs and conveyor systems in mining, and the special requirements and adaptable features needed in order to make efficient TBMs a reality in mines worldwide.HISTORICAL USE OF TBMS IN MINING APPLICATIONS The first successful hard rock TBM was invented in 1954. Talc mining in Vermont has in recent years undergone a progressive change in mining methods and in mining equipment. Underground mines have been phased out except in special circum- stances, and continuous mining machines (CMM?s) have replaced conventional drill/blast mining systems. Talc mining in Vermont began in the late 1800?s, and has continued without interruption to date. Beneficiation (flotation) has been applied since the early 1930?s, and has provided special products for toiletries and other markets. At the present time, there are two active companies that have evolved from the cumulative absorption of nearly ten smaller operations.

To ensure the continued growth and economic viability of the Western coal industry, both in the domestic and inter- national markets, it is essential for the industry to become more creative and active in confronting the most serious obstacle in this objective; and that is, the inherently long distances which Western coal must be transported inland to reach its major markets. Figure 1 shows the 1982 coal consumption by state for those states where Western coal was consumed. (Except as noted in this paper, Western coal producing states are defined as Colorado, New Mexico, Arizona, Utah, Wyoming, Montana and North Dakota. Any exceptions used will have only an insignificant effect on the content of the paper). This figure illustrates the long distances that are required for Western coal to reach its markets. The total production for 1982 from the Western coal producing states was approximately 220 million tons, of which only 85 million tons was consumed within the boundaries of these states. The remainder was transported to markets outside the area. This map also shows, based strictly on the consumption of the states to which Western coal was shipped during 1982 and not considering other factors which are involved in the marketing of coal, the total market potential of Western coal would amount to a total of 445 million tons. This does not include export coal from the West Coast, which is now estimated to be less than 2 million tons for 1983. In 1980, it had been estimated that by 1985 the West Coast exports would have been at least 10 million tons per year, which will not be attained.

The prime movers of the Centralia Project, the surface coal mine and the power plant, private utilities are very aware of public attitudes. They have established and maintain the reputation for leadership in public service and are genuinely concerned that this project initiate the pro-grams and design the hardware to answer the question :What will be the impact of the mine and the plant on the physical environment, i.e., the air, soil and the water." So in the beginning almost as soon as the decision had been made to go ahead with the project, officials of the two private utilities, Washington Water Power and Pacific Power & Light went on record and publicly stated time and again that the overall approach of the Operators would be to do all that was reasonably possible to safeguard the environment. This attitude became part of the thinking of the project planners, part of the design of the power plant and part of the plan for the surface mine. The coal to be mined is from the Skookumchuck formation. The formation is Late Eocene and is made up of poorly consolidated marine and non-marine deposits. The major overburden removal equipment is a bucket-wheel excavator -conveyor system and a 56 yard dragline. Mining of the coal will be done with truck and shovel. The coal is processed, washed and crushed to 1 ¼ " for delivery to the power plant. The muddy water created by the washing process is chemically treated and the solids removed by a thickener-vacuum filter system.

Leaching of waste material at Kennecott's Chino Mines Division at Santa Rita, New Mexico, has been accompanied by increasing difficulty in circulating leach solutions through the dumps. As a means of recognizing existing problems and considering alternative applications of the leaching concept, a leaching research program was proposed which could be applied to a specific, typical waste dump. Conclusions derived from the area could then be applied to other leaching areas at Chino. Associated with the program was an evaluation of the physical characteristics of the area using Chino's drilling and radiation logging techniques.

A commercially available portable X-ray spectrograph, lightweight and of rugged construction for vehicle or field camp use, was used for the determination of Ba, Cu, Fe, Mn, Pb, Rb, Sr, and Zn in stream sediment geo- chemical samples. Investigations showed a relative standard deviation of 1-3 percent, detection limits of approximately 100 ppm; and significant matrix effects. Coefficients of correlation greater than 0.9 were obtained between portable X-ray and emission and atomic- absorption spectroscopy analyses. A geochemical map of a known mineralized area showed good agreement with maps prepared by other methods of analysis and sample media.

The growing need for development of thinner, more erratic, or less easily- mined coals in the Appalachian region requires more detailed analysis of conditions and factors controlling or influencing deposition of these seams. The value of depositional modelling in evaluation of such coals has been demonstrated in many recent studies and publications. Such modelling may be applied to allow prediction of factors varying from regional coal occurrence trends to very local areas of seam discontinuities, but requires thorough utilization of all available types of data. Mapping of general depositional energies, as derived from basic geophysical and driller's logs, can be applied to specific prediction of coal occurrence, and projection of particular facies as representative of unique depositional features or conditions often proves more applicable to coal character delineation than does mapping of the coal itself. Depositional modelling and trend projection may also serve as a guideline in reserve classification and confidence-levels in reserve estimations.

Recently there has been much discussion of the use of pipelines for the long-distance transportation of solids. Many have come to recognize the economies inherent in pipeline transportation. The widespread movement of oil and gas at astonishingly low costs - a gallon of oil moves from Montana to New York for less than that for the delivery of a postcard - has spurred others to sturdy this mode of transportation. Most interested people are aware of the inherent advantages of pipelines - continuity and reliability of operations - low manpower requirements per ton mile - moderate capital costs per ton mile - low maintenance costs per ton mile - low operating costs per ton mile.

The purpose of this paper is to outline briefly some basic principles of ground-water hydrology that have application in mine hydrology and to suggest that an understanding of these principles can help to forestall problems that are internal as regards mining operations and external as regards damage or harm to surrounding areas. The development of a mine below the water table pleads for accurate values to answers of hydrologic problems. Such internal problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required mining or milling use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by homogeneous rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where rocks are not homogeneous. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground-water occurrence and movement should be helpful to mine operators. Mining operations that extend below the water table disturb the natural hydrologic regimen. Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine, The behavior of the cone of depression, as it tends to deepen and to increase in areal extent when the mine is deepened, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised. Case studies abundantly demonstrate that properties with viable mineralization and *proven reserves have been overlooked, forgotten. or ignored and can be rediscovered by inexpensive literature search techniques Areal studies s as WaIlaby Enterprises Mining District Data Base Program appear to be more effective than traditional commodity studies. The success of such studies depends on the inclusion of Mineral Clairant Questionnaire Data, Mineral Ownership Data, Field Examination Data and the continual updating of all information. Such studies are valuable for proposed or existing Wilderness Area Evaluations.

The Broken Aro project is associated with a 1910 abandoned underground mine complex that has been discharging aeid mine drainage from entries, seeps and springs. The Ohio Department of Natural Resources(ODNR), R&F Coal Company (R&F) and American Electric Power (AEP) are involved with this unique project that will remine the abandoned underground complex and install a mine seal constructed of fixated flue gas desulfurization (FGD) material. The goal of the project is to eliminate or reduce the acid mine drainage that is discharging into the watershed. This paper discusses remining, installation of the FGD mine seal, government financed reclamation projects and future application to active and abandoned mining sites.
