The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

The mining business has numerous risks: equipment availability, labor disruptions, foreign exchange rate, etc., but one of the more important risks is assessing the geology. Improving the “intelligence” of geology can and will have significant positive effect on reducing mining risk and thus enhancing operational and financial performance. The use of the advanced Radio Imaging Method (RIM-IV) on coal seams and ore bodies can create useful two-dimensional (2-D) and three-dimensional (3-D) high-resolution images that provide mining engineers with additional intelligence to better plan and improve operations. Improved operational performance will reduce costs and enable mining companies to meet market and financial commitments. For the past decade the underground coal mining industry has been moving toward “super panels” in long-wall mining, and “super sections” for room-and-pillar mining. These mining conventions employ wider faces, longer gate roads, greater room-and-pillar density, and an increased scale in the amount and complexity of mining equipment. An obvious economy of scale exists: amortization of setup investments over greater volume of coal enables mine management to reduce fixed cost per ton. Restricted by equipment considerations, face widths have currently reached about 1,100 ft. Wider longwall panels are planned, with 1,400-ft widths, but this requires an incremental step in hardware that the original equipment manufacturers will soon bring to market. However, longwall panel length has not yet reached its limits, with some panels planned up to 25,000 ft. While longwall panel length is generally dictated by reserve size and extent, practical restrictions in mine planning also include seam thickness, ventilation requirements, or restrictions involving methane drainage. Super panels have certainly enabled the industry to keep pushing the limits of productivity improvement. However, important considerations in mine planning, now and especially in the future, will be driven in large part by geological factors. While larger developments improve productivity and capture economies of scale, the fact that super panels can contain at least four times the area or coal volume means that the probability of encountering serious anomalies is at least four times greater than with the “conventional” panels. Given the increased probability of encountering anomalies, improved assessment of geology is important for super panels and super sections. Proper due diligence requires a thorough and competent evaluation of a mining property and its ore reserve. Using improved geostatistical techniques is most important, and improving the base data for the analysis is equally important. The old cliché “garbage in, garbage out” certainly applies. Also, the quality of coal reserves is (or has been) declining, so, in the future, mining will be in deeper and most likely thinner seams—and these seams appear to contain greater anomalies that threaten efficient operations. To counter the impact of reserve deterioration, the industry is moving toward greater use of geophysical tools and services. Fortunately, tools such as the Radio Imaging Method™ (RIM-IV) system have been improved and can provide the industry with enhanced 2-D and 3-D images of coal seams and ore bodies. To identify and profile the best areas of a coal reserve, geologists, engineers, and mine managers need greater intelligence in the form of RIM-IV tomographic maps of longwall panels and room-and-pillar sections. These images have enhanced the understanding of in-seam features, which in turn has improved operational plans and performance.

This investigation has concentrated on optimizing the newly developed Pansep linear screen and developing empirical models to predict the screening performance. Most empirical models developed in the past to predict the performance for industrial screens are suitable for the vibratory screens. Understandably, these models are deficient in predicting the performance of linear screens due to the difference in their operating principle. Thus, the main objective of this study has been to develop empirical models suitable for linear screens to predict the partition coefficient for a given size fraction as a function of the aperture size. The inadequacy of the conventional model equation originally developed for vibratory screen has been demonstrated and a modified equation developed to predict the partition coefficient as a function of the normalized mean particle size (d/d50c). In addition, new model equations have been developed for linear screens to predict the screening efficiency as a function of the separation size(d50) and to predict the separation size as a function of the screen aperture. It is believed that these model equations will be useful for the plant operators in selecting the mesh panels of correct aperture size and in predicting the product size distribution based on the selected aperture size.

This chapter is concerned with the construction of the dynamic component of belt haulage systems. The dynamic system includes the belt line and tailpiece extension and retraction movements in a production system where mine management is continually placing the belt in the most effective operating position. Correct installation of the belt and tailpiece during an extension is very important for many performance reasons. Two of the most important reasons are to eliminate spillage and safely operate the belt line. This chapter is divided into three major discussions. The first discussion looks at analyzing the parameters of effective belt line construction. This includes a review of the parameters and management tools needed for proper scheduling of a move-up. The second major discussion topic centers on efficient procedures for a belt line extension. Topics such as site preparation, tailpiece breakdown and setup, stringing the belt line and structure, plus operating and maintenance tasks needed after the belt line is installed and running, are covered. The third discussion presents a list of conveyor and conveyor component manufacturers who provide services and products to the coal mining industry. Again, any discussion on underground haulage systems must generalize much of the site specific design approaches to be practical. This text will mention, where applicable, some of the alternatives available to construction engineers in designing belt line systems.

Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. US mine operators frequently fail to investigate more cost effective and productive bulk material handling systems because surface mines seem to lend themselves to truck ore haulage. In this country, as a result, use of conveyors to move heavy loads from mine to process facilities has been minimized, if not actually neglected. In contrast, there are more than 50 conveyorized surface mines in successful operation around the world. These mine operators have learned that properly applied conveyorized systems can offer major savings in capital and operating costs, which contribute to improved profits when combined with other proven mining technologies. Growing acceptance and application of conveyorized bulk material handling in surface mines also points up how unique each mine is and how careful planning contributes to maximum mine effectiveness. Because of these differences, mining executives and technical and operating staffs need to develop an understanding of three factors in applying conveyorized bulk material handling in surface mines: • Why each mine will benefit from the type of automation permitted by conveyorized operation, •What kind of equipment is available, and • What applications most effectively demonstrate the first two factors in action - hauling either ore or waste. The conveyorized systems considered in this presentation have production rates from 0.5-2.7 kt/h (500-3,000 stph). Worldwide, these systems have been operating since the early 1960s. Advantages of Conveyors Why do you want conveyorized bulk material handling? First, it almost always provides lower operating and maintenance costs. Second, it frequently requires lower initial capital costs and almost always requires lower capital costs over the life of the surface mine. Third, it provides comparable operating availability, and finally, it frequently gives comparable operating flexibility - depending on the mine plan. Cost avoidance can be accomplished with modern production methods. These, in turn, permit increased productivity and reduced operating costs such as those for energy, maintenance, and manpower. It has been demonstrated in European surface mines and elsewhere, that conveyor systems frequently require lower initial costs than does truck haulage. Almost always such operations require lower capital costs over the mine life. Those costs include the continual addition of haulage trucks to both accommodate the increasingly difficult haulage routes and fulfill replacement requirements when trucks wear out. Conveyor systems handling ore in numerous large crushing and port facilities, which have operated since the early 1950s, have clearly demonstrated a useful conveyor life of more than 25 years. In contrast, off-highway trucks have life spans of six to eight years. The following examples illustrate comparative capital costs to purchase conveyor systems and comparable truck haulage units. Example 1 The ore haulage route from point A to point B is level and 610m (2,000 ft) long. The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be transported at a rate of 1.8 kt/h (2,000 stph). The installed capital costs to provide a properly designed conveyor that will transport the described material from point A to B is about $450,000. The capital cost to purchase three 77-t (85-st) off-highway trucks and one spare truck - which would provide equivalent capacity - would be about $1.2 million. The truck cost estimate is based on a 6 min. or 771 kt/h (850 stph) truck cycle time. Truck efficiency is estimated at 0.8. Each 77-t (85-st) truck would have an actual haulage rate of 617 kt/h (680 stph). Therefore, three trucks would be necessary to transport the designated tonnage of 1.8 kt/h (2,000 stph). A movable crushing plant would be located at point A for the conveyors and a permanent crushing plant at point B for the truck haulage system. Capital costs for these primary crushing plants were not included in the calculations for either system because the capital costs are frequently comparable. Example 2 The transport route from point A to point B is 610 m (2,000 ft) horizontally and 122 m (400 ft) vertically - on a 20% grade (Fig. 1). The material weighs 1.8 t/m3 (110 lbs per cu ft) and must be moved at a rate of 1.8 kt/h (2,000 stph).

Under a contract awarded by the U.S. DOE-PETC, the Pennsylvania Electric Company and New York. State Electric and Gas Corporation are conducting a test program to evaluate and optimize the performance of a two-inch air-sparged. hydrocyclone (ASH) for cleaning fine coal. The test program is being conducted at the Homer City EPRI Coal Quality Development Center, utilizing Upper Freeport coal classified to minus 0.15 mm as the process feed material. A matrix of experiments has been conducted to establish the influence of significant design and operating variables (including overflow and underflow orifices, inlet slurry pressure, airflow rate, and reagent dosage) on the production of deep cleaned coal. Performance of the ASH is being compared to conventional froth flotation, utilizing advanced techniques and selected flotation reagents. This paper focuses on work completed to-date to optimize the performance of the air-sparged hydrocyclone for cleaning fine coal. INTRODUCTION The Pennsylvania Electric Company (Penelec) and New York State Electric and Gas Corporation (NYSEG) have been evaluating advanced fine coal cleaning processes for the production of compliance grade coal (1.2 pounds S02/million Btu). Laboratory bench-scale froth flotation results were compared with results of advanced flotation processes as performed by various organizations, utilizing the same coal feed. Among the processes evaluated, the air-sparged hydrocyclone (ASH) - developed by Dr. Jan Miller at the University of Utah - was considered to offer the best potential for retrofitting into an existing coal preparation facility because of the increased capacity per unit volume. The ASH has been shown to process over 100 times the throughput of conventional froth flotation cells. In May of 1988, Penelec/NYSEG was awarded a contract from the Department of Energy's Pittsburgh Energy and Technology Center (DOE-PETC) to optimize the performance of a five cm (two inch) ASH for producing compliance grade coal from raw classified minus 0.150 mm (1.00 mesh) Upper Freeport coal, and to compare its performance with conventional froth flotation utilizing advanced techniques and selected flotation reagents. The test work is being conducted at EPRI's Coal Quality Development Center (CQDC) in Homer City, Pennsylvania, utilizing a circuit processing 0.10 to 0.25 tons of coal per hour. Other members of the Penelec/NYSEG contract team include the University of Utah, Advanced Processing Technologies, Inc., Davy Dravo, Kaiser Engineers, Ebasco Services, and Management and Technical Systems. ASH DESCRIPTION AND OPERATION The ASH-2 System is a five cm ID (actually 4.76 cm) air-sparged hydrocyclone manufactured by Advanced Processing Technologies, Inc., under license from the University of Utah, for the purpose of research, evaluation and development. A schematic drawing of the air-sparged hydrocyclone is presented in Figure 1. Basically the air-sparged hydrocyclone consists of two concentric right-vertical tubes, a conventional cyclone header at the top, and a froth pedestal at the bottom. The inner tube is a porous tube through which air is sparged radially. The outer nonporous tube simply serves as an air jacket to provide for even distribution of air through the porous inner tube. The slurry is fed tangentially through the conventional cyclone header to develop a swirl flow in the radial direction. Air is sparged through the jacketed, inner porous tube wall and is sheared into small bubbles by the swirl flow. Hydrophobic particles in the slurry collide with these bubbles and, after attachment, are transported radially into a froth phase which forms on the cyclone axis. The froth phase is stabilized and constrained by the froth pedestal, thus moving towards the vortex finder of the cyclone header and discharged as an overflow product. Hydrophilic particles generally remain centrifuged in the slurry phase and are discharged as an underflow product through the annulus created by the froth pedestal.

The United States Cement, along with other industries, is being devastated by an unprecedented penetration of domestic markets by imported products. The overriding questions are: 1. Have foreign manufacturers improved their processes to an extent they can outperform U.S. producers in their home markets? 2. Is it gross inefficiency on the part of the U.S. producers that is allowing foreign producers to be capable of replacing a local U.S. producer in his normal home market? 3. Is there a combination of the first two questions that economically justifies this type of market overrun? The answer is a simple NO!. In a fair trade market atmosphere, U.S. producers are definitely competitive.

Swelling clays, such as montmorillonite, contribute significantly to the poor dewatering and consolidation behavior of the Florida phosphate clay wastes. Understanding and to a degree, control of the forces which cause the swelling behavior may aid in supplying a solution to this problem. The technical feasibility of utilizing control- led dispersion for aiding dewatering of phosphatic slimes was investigated. This technique is based upon inhibition of swelling and self-dispersing tendencies of the montmorillonite clays by dispersing the solids in electrolyte solutions. Through this process, significant improvements in settling rates and sediment solids content were achieved in both pure clay systems and on simulated phosphate slimes.

The degree of injury and days lost from work due to an injury are examined for selected electrical sources, occurring in conjunction with falls of the injured miner or with selected machinery, that could have been eliminated by use of diesel equipment. Although the number of electrical source injuries that could have been prevented is small relative to the total number of injuries during the period examined, many lost-time injuries could have been precluded and thousands of days lost from work could have been avoided.

Growing interest in pit crushing and conveying is evident from the many articles, technical papers, and new equipment development recently presented. Application of a pit crushing and conveying system is complex, as many factors such as mine design, production scheduling as well as initial and ongoing capital and operating costs must be thoroughly and realistically examined. This paper will address the fundamentals to be considered and review several approaches to developing a total system for a new and existing mine situation. The planning function will be outlined and operating and design criteria defined to interface the mining operation and the pit crushing conveying system.

Open pit mining, always a demanding task, faces two relatively new problems today: 1. Availability of equipment. Moderate to large draglines can take as long as 6 years from date of contract to date of operation. 2. Environmental restrictions. Strip mining in the minds of environmentalists compares unfavorably on the scale of social desirability to the activities of Jack the Ripper and Attila the Hun. Specifically, lowering of the water table to allow strip mining in the dry is being looked upon with increasing disfavor. The modern dredge offers relief in both problem areas. Delivery on a major dredge might run 18-24 months rather than 60; and lowering of the water table is precluded, thus minimizing environmental objections. In addition, a lower first cost and potentially increased efficiency may offer real advantages to the miner who is forced away from his traditional mining methods. This talk is dedicated to acquainting the miner with dredge types, advantages, and limitations.

From a mining point of view the Portland Cement Industry falls logically into the Industrial Minerals Division. Portland Cement manufacture requires four principal materials, lime, silica, alumina and iron. The usual source of lime is limestone. Silica sources include clay, shale, quartz, sandstone and sand. Alumina is usually provided by selecting a silica source with a suitable alumina content such as clay and shale. "Cement Rock" is occasionally found in which all four ingredients are found in natural combination or sufficiently close that only minor adjustments are required. In the absence of iron oxides a white cement can be produced. All raw materials used in Canada contain some iron and in most plants further minor quantities of iron are added to promote fluxing, hence the typical grey colour of Portland cement. The modern period in cement manufacturing started in 1824 when Joseph Aspdin of England patented a process for the manufacture of a modified hydraulic cement which he called "Portland Cement". Hydraulic cements are cements that harden under water. Although natural cements, made by calcining and grinding natural argillaceous limestone were produced in Canada as early as the 1830's, Portland cement was not produced in Canada until 1890, about 18 years after it was first made in the United States.

The National Steel Pellet Project and the Butler Taconite Project are operated by The Hanna Mining Company in the vicinity of the towns of Keewatin and Nashwauk, on the western Mesabi Range. Production began in 1967, after seven years of exploratory and development diamond drilling and reconnaissance magnetic surveys, Previously, direct shipping hematitegoethite ores and gravity concentrates had been produced in the area from numerous open pits and several underground mines since the start of the century. Total shipments of these oxidized ores amounted to more than 200 million tons, but at the present time such reserves are nearly exhausted, and there are no mining operations in the Keewatin-Nashwauk area except at the two taconite projects. The locations of all of the present taconite operations on the Mesabi Range are shown in Figure 1, extending for a distance of about seventy miles from the Butler plant to the Dunka River area. The Butler and National plants have a combined rated capacity of 4.4 million tons of pellets. Their reserves cover a combined strike length of about eight miles on the Biwabik iron formation. All of the intervals between present taconite operations on the Mesabi are potential sources of additional magnetic taconite; in particular, exploration and economic studies have been carried out by Jones and Laughlin Steel Corporation in the Biwabik area between Aurora and Virginia, and by Pickands Mather and Company in the Hibbing area. However, west of the Henna and Butler holdings, it appears unlikely that magnetic taconite exists in commerical quantities at economic depths due to extensive oxidation of magnetite to hematite.

The two primary goals in underground coal mining are to improve safety and to lower mining costs per ton through increased productivity. However, as evidenced by the drastic decrease in. productivity since the enactment of the 1969 Coal Mine Health and Safety Act, (the Safety Act), these goals appear to be mutually exclusive. Millions of dollars have been spent in the res, arch and development of systems to solve this problem. Before the Safety Act, "productivity had experienced a 25-year history of continued increases ...? (Douglas, 1980). But since its enactment there have been dramatic decreases in productivity accompanied by phenomenal increases in mine costs. Labor trends, depletion of the more readily minable underground coal reserves and other factors have contributed to this situation, but the dominant factor is undoubtedly the Safety Act itself. To illustrate, prior to 1969 underground coal mine production was much greater than surface mine production but since then underground mine production has been declining at a rate greater than the overall growth rate of total coal production.

The demand for thermal coal both nationally and internationally is projected to increase rapidly. The marketability of high ETU thermal coal produced in the USA is, however, limited by its high sulfur content. Fortunately, over 70 percent of the sulfur exists in pyritic form. The research conducted at Southern Illinois University indicates that over 90 percent of the pyrite can be removed by simple devices such as concentrating tables, cyclones, or froth flotation cells and the desulfurized coal can be blended with low sulfur western coal to produce EPA compliance coal. Thus, both the low BTU western coal and the high sulfur midwestern coal can be rendered competitive in the utility markets, here and abroad due to improved utilization.

The Esmeralda mine is located about three miles west of the town of Parral, in the State of Chihuahua, Northern Mexico, and about 400 miles south of El Paso, Texas. The area is serviced by the Interamerican Highway and a branch line of the National Railways of Mexico. The Parral district is quite typical of the semidesert of Northern Mexico, lying near the western margin of the Chihuahua basin and range province known in Mexico as the ?Mesa Central? In the immediate mine area, low rounded hills and rolling plans slope toward the Parral River. Surface elevation at the mine is 5,800 feet. The Esmeralda vein outcrops strongly, but was too low grade to be of interest to the Spaniards, The first claims were staked in 1897 and limited exploration work to a depth of 550 feet was carried out prior to 1912, at which time work was suspended. The Eagle-Picher Company acquired the property in 1944 and by surface diamond drilling outlined an orebody to a depth of 800 feet, Minas de Iguala, S. A, de C.V., one of Eagle-Picher?s totally owned subsidiary companies in Mexico, then unwatered the old workings, developed the mine, installed a modern differential flotation plant and started production lage in 1948. To the present, more than two and ahalf million tons of ore have been mined and milled producing lead and zinc concentrates.

The bentonite industry in Europe includes both the smectite and hormite groups of clay minerals. The smectites are, essentially, a compendium of cationic differentiatable montmorillonite platelets which can be expanded in liquid media, whereas, members of the hormite group are characterized by fibrous and chain structured lattices which are non-expandable. As was pointed out in the March '78 issue of Industrial Minerals, each of the minerals in these groups has acquired a variety of names due to historic or regional usage.

The Masbate Province, Philippines, has been a gold producer for many years. Several gold properties were profitably operating until the outbreak of World War II in 1941. One of these properties was the Masbate Consolidated Mining Company that at the time showed an impressive production rate of more than 4,000 metric tons of ore per day and one of the lowest milling costs on record in the country at that time. Interesting enough, t was the milling equipment left abandoned at Masbate that gave birth to one of the giant copper producers in ASIA. In 1955, Atlas Consolidated Mining and Development Corporation started a new operation at its copper property in Cebu with the seven 2.4m 0 x 3m long (8'0 x 10' long) ball mills left abandoned at the old Masbate Gold Mine. Now, 25 years later, Atlas is processing over 100,000 metric tons of copper ore per day through its three copper concentrators, and, the seven old mills are still grinding, copper ores now.

It is well known in both the research field and in commercial flotation processes that the grades and recoveries obtained from flotation plants are heavily influenced by the structure and height of the froths produced in the flotation cells. The development of steady-state mathematical models of flotation processes based upon practical and readily obtained parameters have demanded detailed information about the structure of flotation froths. The important parameters are the distribution of floating values, gangue and water in the froth with respect to froth height, cell pulp density, cell air flow rates and flotation inducing additives. Little work has been conducted in this field although considerable attention has been paid to bubble loading and other factors close to the cell froth/pulp interface. Laboratory batch tests are prefaced for the derivation of the above mentioned parameters for both practical and economic reasons. The standard laboratory flotation tests using a batch cell produces a froth of low height (1 to 3 cms generally) together with a varying cell pulp density as the test progresses due to the addition of top up water and the removal of froth from the cell. This form of test can be considered only as giving information about froth conditions close to the cell froth/pulp interface under conditions of widely varying cell pulp densities. In commercial processes the froth heights are much larger (frequently greater than 10 cms); therefore the laboratory batch test, although useful in many ways, does not directly yield parameters relating the state of the froth flowing over the cell lip to process operating conditions. To investigate flotation conditions, where more realistic froth heights are developed, an equilibrium type of batch cell has been developed at Warren Spring 1 Laboratory .
