ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. BACKGROUND Diesel exhaust is an animal carcinogen, although evidence of the carcinogenicity in humans is "limited". (World Health Org. , 1989) Of the eight cohort studies in the 19808, five found an increased risk for lung cancer among workers who may have been exposed to diesel exhaust (RR from 1.3-1.5, SMR from 101-132). (Howe, et al., 1983) Only two studies accounted for smoking indirectly. Of the ten case-control studies in the 1980's, eight reported increased risk of lung cancer among those populations purportedly exposed to diesel exhaust. (Benhamou, et al. , 1988) All but one of these adjusted for smoking and other occupational exposures. The odds ratios ranged from 1.2 to 2.1. In two of these studies, miners experienced a two to three fold risk. (Benhamou, et al., 1988) Bladder cancer has also been linked to diesel exhaust in cohort and case-control studies. Excesses of approximately 50% were observed among truck drivers in studies by NCI. (Hoar, et al., 1985) In the National Bladder Cancer Study, risks for truck drivers rose with duration of employment. A study by NIOSH in Ohio also found an excess of bladder cancer among truck drivers, particularly among those with 20 or more years of employment. (Steenland, et al, 1987) Despite the large number of studies in which the relation between diesel exhaust exposure and lung cancer has been examined, exposure to diesel exhaust has been quantitatively estimated only in the studies of railroad workers and truck drivers. (Woskie, et al., 1988) The excess lung cancer risk experienced by workers in these two occupational groups was modest, ranging from 40 to 90% for those with long-term employment. However, diesel exhaust exposure among railroad workers and truck drivers is lower than that seen among miners. Several markers of diesel exhaust have been utilized in these studies. Diesel exhaust is a complex mixture of particulates, vapors and gases. One group of these gases, the nitrogen oxides, react with polynuclear aromatic hydrocarbons, forming mutagenic and possible carcinogenic nitrated derivatives. (World Health Organization, 1989) For this reason, and because it is easy to measure and analyze, NO, was frequently used as a marker of diesel exhaust exposure. As part of the Garshick (Garshick, et al., 1988) study of railroad workers, Woskie measured NO, exposures of 477 railroad workers. (Woskie, et al., 1988) Geometric mean exposures of 13 job groups ranged from 12 to 80 ppb. In a New Mexico potash mine, (Attfield, et al. , 1982) exposures of from 100 to 3300 ppb nitrogen dioxide

The US minerals industry, as well we know, has been hit hard by the recent recession and is faced with what is projected to be a slow recovery. Even so, there was an underlying feeling of optimism at American Mining Congress' International Mining Show in Las Vegas, NV, Oct 11-14. More than 25,000 people attended during a particularly rough financial year, dispelling fears that attendance would dip sharply below 1978's 30,000 plus tally. The equipment expositionheld every four years-was the largest show of its kind this year in the Western Hemisphere in terms of exhibit space, providing an extensive view of mining-related equipment. In addition to the nearly 700 exhibits occupying more than 445 hm2 (11 acres), 20 technical sessions were held covering topics ranging from minerals availability and the state of the mining industries to communications, computers, and accounting. Government officials were well represented, with six US senators and five US representatives participating in various convention functions. Sen. Paul Laxalt (R-NV) was the keynote speaker at the welcoming luncheon. Other senators involved in the show included Howard W. Cannon (D-NV), Pete V. Domenici (R-NM), James A. McClure (R-ID), Frank H. Murkowski (R-AK), and Steven D. Symms (R-ID). Representatives on the program were Joseph M. Gaydos (D-PA), Guy Vander Jagt (R-MI), Don Young (R-AK), Jim Santini (D-NV), and Ceil Heftel (D-HI). There were also many international vistors at the show, including exhibitors from Australia, Austria, Canada, England, Finland, Sweden, South Africa, and West Germany. Equipment Highlights Equipment and services featured at the exposition ranged from aerial mapping to wire rope. Aisle space alone between exhibits exceeded 8 km (5 miles). And the companies represented ranged from small businesses to large corporations. Some of the company products described here are representative of the many exhibitors in attendance. Atlas Copco's extensive display of rock drilling and tunnel and shaft boring equipment featured its Boomer H-201, the newest addition to its line of underground drifting rigs; the ROC 306, a new track-mounted, high pressure down-the-hole drill rig; a new hydraulic surface crawler drill, the ROC 712H, designed for small and medium-size holes in quarries and small open-pit mines; a computerized analysis system, CARE (see page 1570), designed to project productivity and operating costs for various mining operations; several electro-hydraulic loaders, including the new rail bound LM E60 and LM E80, and two Hagg-loaders-the 7HR and 10HR-that use two digging arms to rake and guide muck; a mechanized blasthole charging system; rock bolting equipment and its new Swellex roof bolting method; Sandvik Coromant drill steel and bits; and its new Jarva R200 raise boring machine.

With the content of gold and platinum in the vast majority of ore deposits typically averaging 6 parts per million and less, the accurate and precise measurement of these metals in samples of ore and mining process streams has proven very difficult to achieve by modem spectroscopic analytical techniques. Largely because no other technique has proven suitable, the basic fire assay process has become the accepted international standard for these metals. Fire assay, however, suffers a number of disadvan­tages in the modem, competitive, high technology, and increas­ingly environmentally aware world. It is a labour intensive technique that is difficult to automate, and requires high levels of skill to ensure accuracy and consistency of results. Potentially hazardous chemical reagents are employed, of which, lead, in particular, can be a serious source of contamination to both personnel and the environment if not effectively controlled. Other dangerous elements, such as mercury and arsenic, liberated in high energy furnace operations, are further sources of possible health and pollution hazards. n contrast, the energy dispersive K X-ray fluorescence (K­XRF) technique devised by K X Technology Ltd overcomes many of the technical constraints of conventional low energy X­ray analysis, and has the potential to revolutionise assay opera­tions in precious metal mining. The technology is simply automated, requires basic operator skills, uses no chemicals, consumes less than 20kW, and is capable of detecting gold and platinum to an accuracy of O .1 parts per million by mass. The new third generation design of AZTEC laboratory instrument, released in 1994, is the result of significant technical development. Capable of analysing over 1200 samples per day, and developed primarily for grade control sampling, its applica­tions have spread to gold ore accounting from on-line conveyor belt sampling; screening of exploration samples; measurement of gold in carbon granules for Carbon-in-Pulp process control; and for conducting rapid checks to support key managemen decisions. The economic, rapid, and non destructive analysis ofup to 80g of ore for large numbers of samples, reduces sampling and sub-sampling errors, and provides improved grade estimates for ore bodies. When interfaced to a LIMS, laboratory automation and cost-savings can be further enhanced. The AZTEC design is also being modified for the analysis of platinum. The GOLDSTREAM on-line analysis system is an important new application of K-XRF to the continuous monitoring of process streams in gold ( or platinum) plants and mills. Integrat­ing the technologies of K-XRF to measure total gold, and dissolved gold spectroscopy to measure gold in solution, the insoluble fraction of gold can be deduced, and the effectiveness of the extraction process determined. Slurries are sampled automatically from selected points of the plant and pumped to the system for analysis. The information produced forms the basis for plant control and optimisation.

The production of crushed stone in the United States has exceeded 1.0 Gtpy since 1987. Eighty percent of the crushed stone produced is used in the aggregate industry, accounting for over half of the quantity of natural aggregate consumed in the United States. Approximately 718 of the crushed stone produced in 1989 was limestone and dolomite followed by granite, traprock, sandstone and quartzite, miscellaneous stone, marble, shell, calcareous marl, volcanic cinder and scoria, and slate in order of descending volume (Table 1). Of the remaining 20% crushed stone produced in the United States and not used as aggregate, 12% is used in the manufacture of cement which is an important construction material. Only 8% of crushed stone is used in specialty products not associated with the construction industry. Therefore, this chapter will concentrate on crushed stone as used in aggregates, with occasional reference to other uses or to chapters which discuss specific nonconstruction uses of crushed stone. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass by the addition of cementing or binding materials that produce a concrete by compaction, or by natural weight to produce a road or foundation fill. Aggregates are usually from 80 to 100% of the material volume of the construction masses in which they are used. Conditions necessary for a rock deposit to be developed for construction crushed stone include: Quality-should pass rigid specifications for strength and durability; Quantity-adequate volume of rock is needed to have a production life of at least 10 years, preferably 20 or more years; Market-must have adequate market to support a new crushed stone operation; Transportation-transportation cost must be competitive for the intended market; Environmental-the impacts of mining, processing and transportation of crushed stone on the environment at or surrounding the mine site must be within acceptable limits; Permitability-mining, processing and transportation of crushed stone must usually be permitted by governing agency. The following discussion will touch upon all facets of crushed stone operations from the mineral deposit and its geology to technology, uses, economic factors and end with governmental regulations of mining crushed stone. The sections are not designed to answer all questions, but rather to be an introduction to the crushed stone industry. Where more information is required, The Aggregate Handbook by Barksdale (1991) is recommended as the best general source.

In the post-World War II years, metals analysts and statisticians have tracked the demand for metals in line with changes in Organization of Economic Cooperation and Development (OECD) industrial production (IP) growth rates, Williamson said. This was because the correlation between IP growth and metal demand was reasonable. "However, the correlation was exaggerated," he said. During times of expanding IP growth, metal demand increased at a faster proportional rate than IP growth. This was probably due to industry restocking in anticipation of growing demand at the start of each economic cycle. Conversely, metal demand would slacken at a greater rate than would be suggested by negative IP growth as industry destocked to reduce costs. Nonetheless, he said, a reasonable correlation could be painted between IP growth over the longer term and metal demand. "Yet, although this correlation has stood well since the last world war, it has been based on the fact that the bulk of the world's IP growth stemmed from the industrialized countries of the western world, lately including Japan," Williamson said. The so-called "developing world" had been of little consequence. The Soviet Union and other communist bloc countries were deemed to be closed, self-contained entities that, for each metal, would either be net exporters or importers, he said. These quantities would be used by analysts to calculate the overall supply/demand equation for the western world only and to deduce whether a commodity was in shortage or surplus. It is now believed that this method of projecting total world supply and demand for raw materials is outdated, Williamson said. It does not take into account the worldwide political changes that have occurred since the collapse of communism and the revitalization of China. "It is no longer appropriate to assess global balances for raw materials on the basis of three economic blocs," he said, including the western world, developing world and communist bloc. Rather, global balances need to be projected on a global basis. In this regard, since the collapse of communism and the removal of many other totalitarian regimes, capitalist forces are attempting to satisfy the expectations of the great mass of the world's poorer people, Williamson said. Such people, usually located in Asia, Africa and Latin America, have aspired to the same standard of living as people living in western Europe, North America and Japan. "Now, with free market forces at work, their aspirations will start to be met." Consequently, the demand for metals and other raw materials will now rise at a much faster rate. The production of raw materials has to keep pace with rising IP in the developed world. It will also have to keep pace with the demands associated with the rising expectations of increasing populations in the developing world, as well as from within the old communist bloc countries.

The greatest part of crushed stone, gravel and sand production is extracted through open pit operations, whereas gravel and sand are also partially extracted from riverbeds. Its obvious that such a mining activity provokes some changes in the configuration and environmental characteristics of the region, in the temporary or permament disapperance of vegetable or animal species and in the creation of noise, dust and waste water. However, the above-mentioned mining operations shouldn not have only negative effects on the landscape and land potential, but they can discover and predetermine the potential of the exploited areas for various communal purposes after exploitation (eg. sports and recreation centers, campsites, resorts, fish-farms, etc.). In this paper, the production of construction aggregates in plants located in the vicinity of Zagreb, the capital of Croatia is presented. The advantages and disadvantages of aggregates? production in urban areas in the spirit of sustainable development are discussed.

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

Rico is a small town in an old zinc mining district in a mountain valley of southeastern Colorado. Mine waste rock and mill “tailings” remained after over 100 years of mining in the area, leaving associated surface water and groundwater impacts. Atlantic Richfield Company is proposing an innovative approach, which uses lime precipitation and wetland ponds (semi-natural system, also called treatment lagoon in a wetland setting) to treat adit water in the Rico area. Besides using a non-conventional treatment approach, a non-conventional (non-Superfund) regulatory/administrative approach is being proposed. This paper will focus on the water treatment issues and solutions, as well as describing the innovative “watershed” regulatory process.

California was a major talc-producing State until the late 1980s when production from the deposits in the Death Valley area ceased because of a number of factors which included pressure to discontinue mining in and around Death Valley National Monument, and health concerns affecting markets for tremolitic talc. The states of Montana and Texas now account for slightly more than half of U.S. talc production. Deposits in an area encompassing southern Death Valley and extending east into the Kingston Range were formed by contact metamorphism of carbonate beds in the Precambrian Crystal Spring Formation next to Precambrian diabase sills. These deposits contain ore ranging from high-purity, fine-grained talc to platy, tremolitic talc with high brightness. Deposits of tremolitic talc and talc schist in the Silver Lake District in San Bernardino County resulted from metamorphism of Precambrian carbonate beds intruded by granitic plutons. Northeast in Esmeralda County, Nevada hydrothermal alteration related to Late Jurassic plutons caused talc replacement of Precambrian to Early Cambrian dolomite. A hydrothermal origin is also indicated for talc deposits in the lnyo Range just north of the Death Valley District where bodies of unusually pure talc occur in Paleozoic lime- stone near Jurassic granitic plutons. Talc is now mined from a deposit in the foothills of the Sierra Nevada Range southeast of Sacramento where quartz-mica schist of the Permian Calaveras Formation has been hydrothermally altered to talc. Replacement of magnesite of the Precambrian Allamoore Formation produced talc deposits mined in the Allamoore District of west Texas. This dark-gray talc of low iron content with carbon- aceous material and dolomite is ideally suited for use in ceramics where it makes a white product when fired. Small bodies of platy light-pink to white talc suitable for use as an extender in paint are also mined in this district. In the Llano District of central Texas talc has replaced impure carbonate rocks and serpentinite. All Montana talc production is from deposits in the southwestern part of the State that formed by Precambrian hydrothermal alteration of dolomitic marble. This alteration produced material with high purity that ranges from very fine-grained, massive talc to coarser grained, foliated talc. Markets include pitch control in paper, paint, cosmetics, ceramics, rubber and plastics. In southwestern and northeastern Oregon, talc has replaced serpentinite in the vicinity of Mesozoic plutons. Soapstone for carving is mined from a southwestern Oregon deposit. Deposits of similar origin occur in central and northwestern Washington.

INTRODUCTION Modern mine management is constantly striving to develop improved mining methods which will not only increase productivity, but will also provide a safer work environment and make the most efficient use of our natural resources. Progress can be seen in this area by tracing mining methods through history. Work that was originally done with hand tools progressed with the age of mechanization to conventional mining, matured to continuous and longwall mining, and the advent of short¬wall mining, a combination of continuous and longwall, has recently been seen. This new method of shortwall mining provides a promising method for safe and ex¬pedient coal extraction. This study focuses upon the planning, design de¬velopment, and operation of the first producing short¬wall unit in the US which was operated in the Pittsburgh coal seam in northern West Virginia. MINE DESCRIPTION The mine is located in northern West Virginia at Grant Town in the heart of the high volatile Pittsburgh coal seam. Originally opened in 1901, the mine has be¬come one of the largest in the US, encompassing an area of approximately 103.6 sq km (40 sq miles). The seam being mined was the high volatile Pittsburgh seam which ranged in thickness from 1.8 to 2.96 m (6 to 91/2 ft). Three types of mining methods were employed: con¬tinuous mining, longwalling, and shortwalling, with each type accounting for 50%, 30%, and 20% of total pro¬duction, respectively. A total of 630 contract and super¬visory personnel were employed to produce the mine's designed annual tonnage of 1.8 Mt (2 million st). There were ten producing sections, eight continuous miners, one longwall, and one shortwall, operating a total of 22 unit shifts per day. Eight shafts, varying in depth from 80.2 to 194.2 m (263 to 637 ft) provided entrance to the Pittsburgh coal seam. These shafts were used for ventilation, portaling, coal hoisting, supply, and emergency escape hoisting. Ventilation was achieved by means of three exhaust fans which provided 707.9 m3/s (1.5 million cfm) of air to the mine and removed approximately 141 584 m3 (5 mil¬lion cu ft) of methane per 24 hr period. The room-and-pillar method was used for secondary recovery with designed barrier blocks between panels of 61 m (200 ft) in width. In determining the layout or combination of unit operations to be utilized in a modem preparation plant, several factors must be taken into account. Among these are the washability data, size consist data, the particular market or markets for the coal, the mining method used, the degree to which the coal must be prepared, expected fluctuations in raw coal and markets, and the overall economics of the process. In addition, there are the health and safety aspects of coal utilization and preparation. Chapter 1 of this book discusses the characteristics of coal and coal markets, while Chapter 2 deals with the design of preparation plants. Once the unit operations for a particular plant have been decided upon, these arrangement may be depicted by using a flowsheet. A coal preparation plant flowsheet is a two-dimensional graphical representation of the sequence of operations, the arrangement of machinery, and the flow of materials for a particular coal cleaning operation. The flowsheet is usually qualitative in nature, becoming more quantitative as material balances, water balances, numbers and sizes of various pieces of equipment, etc. are added. The usual convention in preparing a flowsheet is to show the feed flowing from left to right, starting at the top left and working down as in an all-gravity process. Various symbols are used for each unit operation as depicted on a flowsheet, and Fig. 14-37 is a compilation of the commonly accepted international standard symbols for each unit operation. Fig. 14-38 through Fig. 14-40 are flowsheets of various coal cleaning processes as published in the January 1976 issue of Coal Age. Each process has its own unique features which, among others, depend upon the coal being cleaned, the coal market, and the mining operation. Fig. 14-38, for example, is a flow diagram for a jig plant preparing steam coal from two strip mines located a few miles apart. In addition to the jig washer, cyclones are used to treat the finer size coal. Fig. 14-39 is a flowsheet of a heavy media plant using a heavy media washer for + %-in. (+6.3-mm) coal, froth flotation for -28 Tyler mesh (-0.6 mm) material, and dewatering phase units (dwp) for Y, in. x 28 Tyler mesh (6.3 x 0.6-mm) cleaning of steam coal. In addition, thermal drying, centrifuge drying, and the use of vacuum disk filters and thickeners for dewatering are depicted. Fig. 14-40 is a flowsheet of a plant producing metallurgical coal. In addition to the heavy media and froth flotation circuits, a tabling circuit is also employed. These flowsheets are intended to give the reader an example of how the various unit operations for coal cleaning may be linked together. Figs. 14-41 and 14-42 illustrate the conversion of block diagrams into an IS0 prescribed set of symbols.

Introduction Most primary molybdenite producers use a selective flotation process in which molybdenite is floated from the ore while other sulfide and nonsulfide gangue minerals are depressed in the same step. The process was developed at the Climax mill. Reagents used in the rougher flotation stage include vapor oil (collector), syntex (surfactant), pine oil (frother), and occasionally sodium cyanide and Nokes reagent (depressant). Rougher concentrate is upgraded by cleaner flotation to produce market-grade molybdenite concentrates. Reagents used in the cleaner flotation stage are Dowfroth 250, vapor oil, sodium cyanide, and Nokes reagent. The development of the flotation reagent scheme at Climax and the role of the reagents have been well described by Born et al. (1976) and Malhotra et al. (1976, 1977a, 1977b, 1977c, 1980). The hydrocarbon collector, vapor oil, accounts for approximately 50% of the total molybdenite flotation reagent cost. Because vapor oil sources are limited, and the cost of vapor oil has increased significantly over the last decade, several studies have been done to evaluate alternate oil-based collectors and/or blends of collectors that would produce similar metallurgical results at a reduced cost, or increase the overall molybdenite recovery at the same cost (Smit and Bhasin, 1983; Hahn, 1969; Smith and Bhappu, 1971). The approach taken in the present study was to evaluate alternate nonoil-based collectors and collector systems that are less expensive than vapor oil. A series of potential nonoil-based collector classes were identified and evaluated in the laboratory against the current collector system. The metallurgical performance of these collector classes was related to their chemical structures. The results of this study are discussed. Collector classes A survey of sulfide mineral collectors was performed with the objective of identifying and selecting potential collectors for molybdenite flotation. The available reagents were categorized into 10 general classes. Table 1 summarizes these collector classes, their chemical formulas, the manufacturers, and selected commercial collectors in each class that were evaluated in the present study. Experimental procedure A Climax ore sample, assaying 0.3% MoS2, 2.2% FeS2, 0.007% Cu, 0.003% Pb, and 0.03 oz per ton Ag, was used for this study. Standard laboratory rougher flotation test procedure involved grinding a 2-kg ore charge in a rod mill at 60% solids. Reagents were added to the rod mill including a collector, syntex (0.005 kg/t), pine oil (0.03 kg/t), lime (to adjust pH to 8), and sodium silicate (0.15 kg/t). The ground pulp was transferred to a 1000-g cell, and flotation was performed at 35% solids and 1800 rpm using a Denver D-1 flotation machine. Concentrate was collected for a flotation time of six minutes. The general approach used in the present study was to substitute the nonoil-based collectors at two to three different dosage levels (0.01 to 0.15 kg/t) for vapor oil in the bench-scale, open-circuit rougher flotation tests

In 1947, coal production in Western Canada was 10 Mt (11 million st) which predominantly came from 120 underground mines. By 1968 production was down to 1 Mt (1.1 million st). Production in 1981 was back up to 29 Mt (32 million st), but only 1.5 Mt (1.7 million st) of the total was from underground mines. In fact, because of competition from open-pit mines, only two underground mines were operating in 1981-the McIntyre and B.C. Coal mines. While several other underground mines are being planned, this article will deal with only the two in production. Geology The geology in Western Canada is frequently complicated; hence only more regular deposits are mined. Coal is generally thick, often steeply pitched and usually soft or well cleated. The 5000-km (3,100-mile) coal belt that runs from the Yukon to Mexico is well developed in Western Canada. It is divided into two distinct regions-the Rocky Mountain Lower Cretaceous coals and the mostly uniform level Upper Cretaceous coals of the plains area to the east. Isolated pockets of coal occur at Vancouver Island and Hat Creek. Hat Creek's massive 300-m (984-ft) thick geologically recent lignite deposit is 250 km (155 miles) inland. Geography The infrastructure of Western Canada is shown in Fig. 1 along with the locations of the two mines. Both rely on exports of premium low volatile metallurgical coal mostly to the Pacific Rim. The rail distance from both mines to port is 1100 km (684 miles)-accounting for a significant portion of the sales cost of the coal. Mining Methods Two main mining methods are used-room and pillar and hydraulic. Longwall has been attempted and is being considered again. In the past, a simple hand method used gravity to help mine most of the coal on steep pitches. Levels were driven in the seam, rising slightly to assist in draining. On the advance, mining would start at the upper level, usually from adits driven in the side of the mountain. Rooms or angles were driven up 100 m (328 ft) at a suitable angle for the coal to flow down. On retreating out of the level, the pillars would be taken, starting from the highest point, using batteries to stop coal or rock flushing down the room. Batteries consisted of three to six stout wooden posts set at an angle to resist material flow. Coal loading was directly from chutes at the bottom of raises into 1- to 2-t mine cars hauled by diesel or battery locomotives. Often output was restricted by the supply of empty cars. Mechanization began in the 1960s but was difficult in these conditions. Mines such as Canmore and Coleman continued operation into the 1970s but closed because steep seams, high methane emissions, and faulting made mining difficult. Soil amendments or soil conditioners generally carry the con- notation of being useful for problem soils or soils needing special treatments to produce maximum yields. Many different materials have been utilized, both inorganic and organic. Only the most commonly used and those that appear to have potential to become commonly used will be discussed. Soil productivity depends on many factors. Soil amendments mainly modify physical characteristics and microbial action, and/or change the pH of a soil, rather than directly supplying plant nutrients. They give soil the needed physical properties to allow plant growth, fight erosion, or save water. Some soil amendments provide nutrients in addition to altering the physical, biological, or chemical characteristics of soil. The term "soil amendment," as it is used by Soil Science Society of America, allows soil amendments to be materials other than those used primarily as fertilizers (Anon.,1987). Soil amendments as fertilizers of any type will not be considered here because this aspect is more relevant to the previous chapter entitled "Agricultural Materials: Fertilizers" in this volume. Several inorganic soil amendments have been used since the early 20th century to alter the character of soil: limestone, lime, and similar calcium-rich carbonates and oxides for acid soils, and calcium sulfate (gypsum) and native or uncombined sulfur for alkaline soils. The use of these amendments (limestone, lime, gypsum, and sulfur) or their equivalents has been studied and documented in many basic soils tests (McCaslin and Boyle, 1980). Perlite and vermiculite are considered in separate chapters and only a brief statement of their use as soil conditioners will be made in this chapter. Peat is the principal natural organic soil amendment, but manure, both as a fertilizer and soil conditioner, is used in every part of the world. In less-developed countries, manure is the primary soil fertilizerlconditioner. An organic-rich material designated as "humate" has been marketed as a soil amendment for many years and will be addressed in this paper. Other materials are discussed by the Soil Science Society of America in its Special Publication 7, "Soil Conditioners" (Stewart, 1975). They include bitumen emulsion, polyacrylamide, polyvinyl acetate, polyvinyl alcohol, bentonite, nonionic surfactants, and natural mulches. Zeolites can be added to the list of miscellaneous soil amendments (McCaslin and Boyle, 1980), as can calcium chloride (Pressler and Pelham, 1985), sulfuric acid, ferric and ferrous sulfate, aluminum sulfate, ammonium polysulfide, calcium polysulfide, and ammonium bisulfite (Stromberg and Tisdale, 1979). Sludge will not be considered as a soil amendment because it has properties more consistent with fertilizers. All these "other materials" account for a very small amount of the volume and value of soil amendments used and will be only briefly discussed.

Introduction The choice of using a dump or heap leaching process or a fine grinding-agitation leaching process is based on the grade and tonnage of the ore body. Low grade ore and small tonnages are best treated by a low-cost method, such as dump or heap leaching. Permeability, however, is the critical factor in a successful leaching operation, regardless of tonnage or grade. Without permeability in the leach bed, no percolation, no dissolution, no extraction, and no success are possible. Solution delivery to the ore is also essential. Solute-to-mineral contact is a requisite. The solute must be effectively strong and not be depleted in active dissolvers, such as acid, ferric iron, cyanide, and oxygen. It must also be moving across the mineral to be dissolved. No pockets of stagnant solution can be allowed. A third factor is recovery of the now-dissolved metal in the pregnant liquor. All such liquor should be gathered at a reasonable metal concentration to make further pumping and processing worthwhile. Control and recovery of pregnant solutions are probably the most ignored factors of solution mining. This stage in recovery is historically where many operations either fail or become viable. Permeability A permeable heap is normally achieved by taking into account heap building/construction and agglomeration/pelletizing. Even though heap building is critical for good permeability, it will not be discussed here. It has been described in detail by others. Instead, this analysis will concentrate on agglomeration and pelletizing. Differences between agglomeration and pelletizing are emphasized. Agglomeration is referred to when small particles are being attached to larger particles -the ore presents a complete size distribution. On the other hand, pelletizing is a process where all particles are fine (less than 850)µm or 20 mesh), as with mill tailings. The difference is important from two points of view: • Mechanical devices used to achieve the desired attaching action; and • Binder dosages. Mechanical Devices Due to the absence of large particles that fines can become attached to, pelletizing should be done in a centrifugal-action-based device, such as an inclined rotating plate, a rotary drum, or a series of belt-transfer points. In agglomeration, large particles play a part as a natural nucleus for the attaching action of fines. Hence, a tumbling action as strong as for pelletizing is not required. Common methods to accomplish agglomeration include: • Cascade belt system with either all belts moving forward or some of them moving forward and at least one moving backward; • Combination of belt plus inclined vibrating chute; • Large concrete mixer drum; and • Belt discharging directly onto stockpiled ore. The proper agglomeration system will depend basically on the size distribution of the ore and the amount and type of clays present. In all of the agglomerating systems described, the tumbling action takes place at the transfer points either from belt to belt, or from belt to inclined chute ore belt to ore pile. Usually, two or three mixing bars at each transfer point are also included to help the mixing action. Plows to move the ore around on a moving belt are also used.

INTRODUCTION The demand for specialty metals in industrial applications is in it's healthiest state since the late 1970'8, and several specific markets are recording record sales. Such metals as gold, silver, zirconim., titanium, beryllium, gallium, germanium, the platinum group, and the lanthanides accounted for sales in excess of $2 billion in 1985 among the end uses covered in this report. Although specialty metals as a group have suffered the effects of recessionary pressures in the past, these metals have proved more resiliant than such large volume metals as copper and nickel. This is due to the unique physical properties they possess which makes the threat of substitution or replacement through technological development uneconomic. The outlook for these specialty metals is optimistic in electronics, catalysts, ceramics, and alloys, and their specialty status results .in a combined average annual growth in demand of 7% through 1990. WHAT MAKES THESE METALS SPECIAL? Such characteristics as electrical conductivity, corrosion resistance, catalytic activity, thermal stability, and optical properties allow the term specialty to be applied to these metals. More importantly, all of these metals possess more than one of these qualities, as shown in Table 1. [ ] These five major functions are important in the end uses for these metals, although the specific applications vary somewhat. Conductivity in term of low or high electrical resistance is of obvious importance to electronics manufacturers. Producers of circuit boards or semiconductors require such metals as gold, palladium, platinum, and gallium due to their low electrical resistivity. However, these producers also require such metals as beryllium in the oxide form for insulation components because of the compound's low electrical conductivity. Although the lanthanides' conductive characteristics are not particularly attractive in electronics, they are of great importance to alloy manufacturers producing permanent magnets for automotive and computer applications. Corrosion and wear resistant properties are extremely attractive to a number of end-use industries, particularly in view of the estimate by the United States Bureau of Mines that $10 to $50 billion in losses are experienced by U.S. industry due to equipment corrosion and $100 billion due to equipment wear. The strength of high purity titanium and zirconium make these metals the obvious choice for corrosion and wear resistance particularly in the chemical processing industry, where the ability to maintain integrity in corrosive environments is a must. Heat exchangers, nuclear control rods, and a number of parts in jet engines have benefited greatly from the use of these metals. However, such other specialty metals as beryllium, and the lanthanides also improve the wear or corrosion resistance in various products. For example, a beryllium-copper alloy contact maintains it's spring like character, and does not loose this character after repeated use, which could result in the loss of an electrical contact. Lanthanide, in the form of cerium oxide, is commonly employed in alloys used to produce catalytic converter casings for the purpose of reducing damage by corrosive road salt. In some instances, the catalytic activity of several of the specialty metals assists in the economic production of other materials. The financial implications of environmental liabilities are becoming staggering, particularly for mining companies. The Environmental Protection Agency's (EPA) Record of Decision (ROD) list for Superfund mining sites has some pretty hefty financial commitments, such as the $10 million operable unit remedy for the Yak Tunnel at California Gulch (in Colorado) or the $40 to 60 million remediation at Bunker Hill (in Idaho). These costs are driven by the large volume and areal extent associated with historical waste management practices at mining sites. (It's difficult to have a low-cost remedy for a 20-square-mile site.) Unfortunately, there are other ways of generating environmental liabilities besides Superfund, such as non-compliance with Clean Air Act provisions, stormwater permits, or National Pollutant Discharge Elimination System (NPDES) permits. In the last 2 years, EPA has increased enforcement in its regulatory programs, which has resulted in increased fines and criminal actions. Leaders in other industries (primarily the chemical and manufacturing industries) are viewing environmental liabilities as a strong motivator to select engineering approaches carefully based on technical, legal, economic, and philosophical perspectives. Industry interest in waste minimization programs comes from the concept that it is economically advantageous not to create waste in the first place. Waste minimization programs typically balance increased front-end capital investment with the minimization of potential long-term environmental liabilities as a way to achieve the lowest total-or life-cycle-cost. A side benefit of waste minimization programs is that they tend to improve overall regulatory compliance. Waste management practices are also becoming philosophical, as evidenced by a May 11, 1992, Business Week article: Companies that incorporate innovative thinking on sustainable development will do more than clean up or prevent their own pollution. They'll make and distribute a product more efficiently than ever, worry about its lifelong environmental impact, plan for recycling, and get their suppliers on the bandwagon. This type of approach will require a new mind-set, new tools, and adjustments throughout the organization. A key aspect of waste minimization or life-cycle waste management programs is the incorporation of environmental costs into economic analyses that compare various waste management alternatives. However, the incorporation of environmental costs into an economic analysis can be more difficult than initially thought. As noted above, new tools-or even a new toolbag-are needed, such as new accounting methods that track and assign the true lifetime environmental costs of a particular product. One piece of the new toolbag is life-cycle cost analysis, which is discussed in this paper. To simplify the discussion, this paper looks at the total costs associated with a given mining site. The concepts presented in this paper, however, can be applied to any mine waste management decision. The ultimate extension of life-cycle costing, as presented in the Business Week article, is to include the potential environmental costs throughout the life of a metal. At this point, I am perplexed on why, let alone how, to include the potential downstream environmental costs (i.e., the costs associated with smelting, manufacturing, use, and recycle or disposal) throughout the life cycle of mined copper, lead, or zinc.
