The production of both over- and undersized coal fragments is a constant problem to open pit operators in the Powder River Basin. Operators strive to achieve production blasts that economically minimize the weight percentage of over- and undersize coal. However, natural fractures influence blast fragmentation, and can impose limits on the final fragment size distribution. ARCO&apos;s Anaconda Minerals Company studied the limits placed by natural fracturing as part of a wider geotechnical study of the Wyodak Coal in the eastern Powder River Basin, Campbell County, Wyoming. Measurements of fracture orientation, size and spacing were made at ARCO&apos;s Black Thunder Mine. These data were used to form statistical distributions for natural fracture size, spacing and orientation. An algorithm was created to select fracture properties at random from these distributions and to form hypothetical blocks. The blocks were then numerically "sieved" to derive pos- sible particle size distribution curves. These curves are compared to fragmentation results from samples taken from three test blasts. All test blasts yield very similar lognormal fragment size distributions. The median particle size varies from 1.25 to 2.0 in.(3.2 to 5.1 cm), the mean from 4.0 to 8.5 in. (10.2 to 21.6 cm). The standard deviation was about 1.6 in. (4.2 cm). Coal fines (fragments < 0.25 in. or 0.64 cm) are about 15%. Calculated fragment distributions for the natural fractures predict the median size well but underestimate the variance. Algorithm modifications to account for processes known to occur in the comminution zone near the blast hole significantly improve the match in the fine coal size range. The match suggests that spacing of fractures, rather than fracture length, controls the formation of fine- and medium-sized fragments. On the other hand, the oversize coal is controlled by the fracture lengths, rather than the spacing. Data from subsequent test blasts support this idea. By increasing delay times from 8 msec to 17 msec, engineers were able to reduce fines to 7% - 10% but could achieve no further improvement, despite changes in shot pattern geometry, decking and hole size. The hypothetical fragment distributions show that, even without blast enhancement, about 5% of the natural coal blocks are fine-sized.

Nature of Empirical Calculations The size reduction of large tonnages of ore and rock is an operation of great magnitude. It is a necessary and important part of industry. Its development has been motivated by practical need and has followed the path of an industrial art without much help from theoretical science. Knowledge has been accumulated from experience. Trial and error established the methods; then collected data were tabulated and served as the basis for empirical equations that have been continually modi¬fied and amplified as new data became available. These equations now constitute the bulk of our present knowledge of comminution. There is no accepted scientific theory that is basic to comminution. In electrical, mechanical, and civil engineering, as well as in many other industrial activities, such theories exist and are extremely help¬ful, but rock is essentially heterogeneous, and the zones of weakness that control its breakage are thoroughly diversified. No theory has yet been discovered which can account for the variability of rock, although many attempts have been made. Empirical equations tell nothing of the why of a phenomenon, but if they are properly derived they can tell much about the how. They always represent only an approximation of behavior but never a law. In a proper empirical equation a symbol is assigned for each of the variable quantities that obviously affect the relationship. In a grinding mill these include mill diameter, mill speed, and feed rate among them. In setting up and revising an empirical equation the cardinal princi¬ple in establishing and modifying it is this: any change must be strictly ascribed to the variable which caused it. A useful empirical equation is rendered useless when a change in any convenient coefficient or exponent is made to make it fit a particular set of data, without certainty that the altered coefficient or exponent is the responsible variable in the new data. Such indiscriminate revisions have brought the use of empirical equations into some disrepute. When existing equations are changed to accommodate new data it is a good rule to make a change which gives results intermediate between the new and the old. A halfway point is usually a good choice.

INTRODUCTION The economic structures of industrialized countries require a continuous supply of reasonably priced and appropriately processed nonfuel minerals. As a result, national policy makers are sensitive to real or perceived threats to the effective operation of these commodity markets. Their most persistent concerns can be subsumed into the related political economy issues of supply availability and marketplace stability. These concerns are not new. For over a century the "global struggle" for mineral resources has influenced national policies and international relations (Eckes, 1979). During the past two decades the complexity of these issues, if not their place on national political agendas, has increased. Dramatic changes in the structure of mineral industries and in the nature of international economic relations have redefined policy needs and response options. This paper focuses on how selected OECD countries have responded to nonfuel mineral industry issues over the past twenty-five years. Particular emphasis is placed on the impact these policy decisions have had on the size and location of productive capacity and its utilization rates. The results, perhaps, are not surprising for this group of market- oriented economics. While individual cases of significant impact are easy to identify at various times in most countries, the overall importance of policy decisions has not been great. This is especially true for the past decade when excess capacity reached unusual highs of magnitude and duration. Macroeconomic forces and market structure changes played much more important roles. PERSPECTIVES ON THE ISSUES OECD nations dominate the international nonfuel minerals marketplace as producers, consumers and traders. In 1986, these twenty-four countries accounted for 75 percent of the Western world&apos;s export trade value in minerals, ores and metals. They imported 88 percent of the total value. During 1966, the respective percentages were 70 and 94. Japan was the world&apos;s largest importer in 1986 followed by the US, FRG, UK and France. The same five countries led the 1966 list except that, then, Japan was ranked fourth. Table 1 ranks the fifteen largest Western exporting nations in the two specified years. It also indicates the growth in current export dollars earned in 1986 compared to 1966.

After World War I the character of my mining life changed completely. Before then adventure had been almost continuous but after the war there was lots of staying in one place, almost routine, between adventures. This was fortunate, as the life of a mining engineer is a wandering one at best, and it makes being married and raising a family a dubious enterprise. It would have been quite out of the question with the life I led before I got married at the end of the war The new sort of life made the "beaconing of adventure" intermittent. There were often long stays at home between wanderings which was fortunate as it changed the continuity of these memories. I must briefly summarize accounts of the more or less routine periods and concentrate on the occasional exciting episodes between. After a long visit with friends in Berkeley, Dorothy and I left for Arizona and three days at the Grand Canyon that were nearly too much for both of us. One beautiful day we started a short walk down the Bright Angel Trail. It was such a lovely bracing day that we kept on walking and enjoying the views until, just after noon, we reached the Colorado River. We were the only ones in sight so to enjoy the sunshine to the full we both had a good swim in the swiftly flowing river. So far, everything was wonderful. But when we started to climb back up the trail, rising nearly 6000 ft in ten miles we soon found that we had counted too much on our youth and endurance. We had to rest every few hundred feet and it seemed as though we would never reach the top. It was eight o&apos;clock in the evening when we finally staggered into our room and collapsed. On the way to the Canyon I had seen John Greenway and Dr. Ricketts in Santa Barbara and they had little idea what would happen to them or to me. Before resuming his position as general manager of Calumet and Arizona and New Cornelia, Greenway must recover from the effects of the gas he had suffered in the war. Dr. Ricketts

Environmental degradation due to abandoned quarries is an international problem, more intense when these sites are found in urban or suburban zones, in environmentally sensitive areas or are visible from sites of special interest. Rehabilitation solutions applied worldwide, range from simple relief restoration and planting to more sophisticated site exploitation in order to serve specific social needs. The elaboration of rational rehabilitation plans for every site presupposes deep knowledge and comparative evaluation of all the parameters of the problem. In this paper, a methodological approach of rehabilitation solutions for abandoned quarry sites is elaborated, based on domestic and international experience and practice. Solutions are grouped in eight main categories. In every category the framework of prerequisites and confinements (environmental, technical, social, economic, legal) for their application in Greek quarry site is investigated. A comparative assessment of alternative restoration solutions is introduced, using tools supplied by environmental economics, cost-benefit analysis, G.I.S. and multi-criteria analysis and follows in two stages: 1) Establishment of a set of criteria aiming at a priority list for a number of quarry sites located in a geographical or administrative district. 2) Assessment of alternative solutions for every single quarry from the previous priority list for the selection of the most adequate using technical, economical, social and environmental criteria.

Projectiles can also be made of various materials, as determined by the requirements of downstream processes. INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation&apos;s (UNC&apos;s) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer&apos;s Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. Based on many years experience, the well approved Tunnel Seismic Prediction System (TSP) has been substantially enhanced for online geological prognosis in underground construction. The method provides high resolution seismic images of the rock mass ahead of a tunnel face via an array of standard anchor rods. These contain3D-geophones and can routinely be installed during the excavation process. A further outstanding feature of the system is the newly developed high frequency repetitive seismic source which can easily be fixed at a tunnel boring machine. A user-friendly software package enables online data acquisition, processing, 3D-visualization, and interpretation.

Garnet is the general name for a family of complex silicate minerals having similar physical properties and crystallizing in the isometric (cubic) system. All garnets have the same general chemical formula but vary greatly in chemical composition. The name garnet is derived from the Latin word granatus, meaning like a grain, which refers to the mode of occurrence wherein crystals resemble grains or seeds embedded in the matrix. GEOLOGY Mineralogy Chemical Properties: The general formula for garnet is A3B2(SiO4)3, whereas A can be calcium, magnesium, ferrous iron, or manganese, and B can be aluminum. ferric iron, or chromium, or rarely titanium. The formulas and names of common garnet species are: [ ] Almandite and almandite-pyrope solid solution garnets are the best abrasive types, but andradite, grossularite, and pyrope also are used. All species of garnet have been used as gemstones. The structure of garnet consists essentially of isolated SiO, tetrahedra connected by oxygen-cation-oxygen bonds through the distinct A and B group cation sites. Within this structure magnesium, ferrous iron, and manganese easily interchange and substitute for each other in the A cation position, and calcium does so less readily. Additionally, aluminum, femc iron, and chromium substitute for each other to a limited extent in the B cation position. This ability to substitute or exchange ions without changing the crystal structure is called isomorphism, and garnet is one of the finest examples of a isomorphous series. Because of this isomorphism there is complete solid solution between certain garnet species but not between others. Fig. 1 illustrates these solid solution relationships. Some rare species of garnet are known that illustrate the wide range of cation substitution that the garnet crystal structure can accommodate. They include: [ ] These rare species are not of interest for industrial applications, but can be of interest to mineralogists and the gem industry. Physical Properties: Garnet displays the greatest variety of color of any industrial mineral. Garnets have been found in all colors except blue. For example, grossularite can be colorless, white, gray, yellow, yellowish green, various shades of green, brown, pink, reddish, or black. Andradite garnet can be yellow- green, green, greenish brown, orangy yellow, brown, grayish black or black. Pyrope is commonly purplish red, pinkish red, orangy red, crimson, or dark red; and almandite is deep red, brownish red, brownish black or violet-red. Spessartite garnet can be red, reddish orange, orange, yellow-brown, reddish brown, or blackish brown. A few garnets exhibit a color-change phenomenon. They are one color when viewed in natural light and another color when viewed in incandescent light. Because of the great variation in color of garnet within each species and similarities in color between garnets of different species it is recommended that garnet identification not be based on color alone. The Mohs hardness of garnet varies from 6.5 to 9.0. Grossularite and uvarovite have a hardness of 6.5 to 7.5; andradite is 6.5 to 7.0; and pyrope, almandite, and spessartite are 7.0 to 7.5 in hardness. There are reports of almandite having a hardness of between 8.0 and 9.0. As with hardness, the specific gravity of garnet varies considerably. The specific gravity may be as low as 3.2 or as high as 4.3 depending on chemical composition. Garnet crystallizes in the isometric system with rhombic dodecahedra and trapezohedra the most common forms. Crystals also form in combinations of dodecahedra and trapezohedra or either of these in combination with hexoctahedra. Crystals can have cubic or octahedral faces, but these are rare. Under favorable conditions of formation garnet will crystalize in nearly perfect forms that rival study models. Garnet also forms as irregular blebs, grains, knots, or masses, with or without distinguishable crystal faces, and as coarse- or fine-grained granular masses that appear to be totally lacking in crystal form. The fracture of garnet also shows great variation. In some garnets, particularly those that are well crystallized and glassy in appearance, the fracture is subconchoidal to conchoidal. Other, more poorly crystallized garnets exhibit a fracture that can only be described as uneven. Garnet occasionally has an indistinct dodecahedral cleavage. Certain species of garnet from specific locations have a pronounced laminated structure consisting of planes of weakness along which parting takes place. This parting may resemble cleavage, but since it is mechanical and not related to crystal structure it is not true cleavage. The optical properties of garnet are sensitive to even small changes in chemical composition or strain in the crystal structure. For this reason each species does not have a single index of re- fraction (IR) but has a range of 1Rs. Uvarovite in its pure form should have an IR of 1.870, but in nature samples vary from 1.74

The U1h Shaft Project is a design/build subcontract to construct one 6.1 meter(m) (20 feet [ft.]) finished diameter shaft to a depth of 321.6 meters (m) (1055 ft.) at the Nevada Test Site (NTS). Atkinson Construction was subcontracted by Bechtel Nevada(BN) to construct the U1h Shaft for the Department of Energy (DOE). The project consists of furnishing and installing the sinking plant, construction of the 321.6 m(1055 ft.) of concrete lined shaft, development of a shaft station at a depth of 297.5 m(976 ft.), and construction of a loading pocket at the station. The outfitting of the shaft and installation of a new hoist may be incorporated into the project at a later date. This paper will describe the design phase, the excavation and lining operation, shaft station construction and the contractual challenges encountered on this project.

4.1 – DEFINITIONS 4.1.1-MINERALS, ROCKS, ORES AND NONMETALLIC MINERALS F. N. EARLL A mineral is a naturally occurring inorganic element or compound. Most minerals are distinctly crystalline in habit, and many commonly occur in well-formed crystals or crystalline aggregates, but a few species are characteristically amorphous or noncrystalline. Nearly 2,000 mineral species are now recognized but, perhaps fortun¬ately, a rather large proportion are rarely encountered. Even so, the application of modern mineral-detection and identification techniques reveals the presence of surprising numbers of mineral species, even in deposits of outwardly simple mineralogy. A rock is an aggregate of grains or crystals of one or more minerals. Some rocks are essentially monomineralic. Thus, limestone consists largely of the mineral calcite, and many sandstones are dominantly quartz. Most rock varieties, however, contain a number of mineral species, and their classification or identification depends upon the minerals present, their relative abundance, and such factors as rock tex¬ture and origin. Ore is defined as an accumulation or deposit of one or more minerals that can be exploited at a profit. The profit criterion commonly is taken somewhat liberally, however, for, although always present, the specific mineral content that constitutes a viable product is transitory. The term ore, usually, but no longer consistently, is restricted to the description of mineral deposits that are of value for their metal content. Nonmetallic deposits, although similar to metallic ores in many respects, generally are valued for the minerals or compounds present, as with rock salt (halite), rather than for individual contained elements, though such minerals as elemental sulfur are of much value. 4.1.2-ROCK TYPES F. N. EARLL Rocks arc grouped tinder three broad headings: (1) igneous rocks formed by the crystallization of magma; (2) sedimentary rocks formed by surface processes of weathering and deposition; and (3) metamorphic rocks, which may have been derived from either of the foregoing, but have undergone important physical and/or chemical changes through the application of heat or pressure, or both. The three groups can he further subdivided for convenient reference. Thus, igneous rocks are described as being abyssal or plutonic if formed at great depth, hypabyssal if formed at intermediate depth, and extrusive or effusive if formed at or on the earth&apos;s surface. The sedimentary rock group is similarly subdivided into clastic sediments and chemical precipitates. The clastic sediments form by deposition of preexisting minerals that were released from their place of origin by weathering and were transported to their point of deposition as discrete grains

"Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

In 1992, United States mine production of barite decreased 8.5%. Barite consumption, sold or used by grinding plants, decreased by 36.9% and imports decreased by 61.6% vs. 1991. World mine production decreased 1.5%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, decreased 11.9% according to the Bureau. The declared value, c.i.f. United States port, of all imported crude barite during 1992 decreased from $42.35/t ($38.42/st) in 1991 to $40.09/t ($36.37/st). Nevada continued to be the leading producer of barite with 88% of the total, followed by Georgia and Missouri. It is estimated that 80% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 20% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Ten¬nessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 90% was used in drilling fluids and 10% in the non-oilfield sector. This included barium chemicals and fillers in paper, plastics and glass. The tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1992. The average number of rotary rigs operating (717) was 16.6% less than the 1991 average of 860 in the United States. Crude barite imports were 518 kt (571,000 st), 61.6% less than in 1991. Imports accounted for 44.7% of the barite consumed (apparent) in the United States. During the year, China continued to be the leading exporter of crude barite ore to the United States with 67.2% of total crude ore imports. India followed with 31 %, and others with 1.8%. "The ecological costs related to the various optimized production schemes were calculated based on the designed ultimate pit. Moreover, the influence of the ecological costs on the selection of production schemes was discussed. In one designed pit, a series of geologically optimum pushbacks with sufficiently small increment were produced using the floating cone method founded on the principle of the highest metal content. Then all the pushbacks were reordered by the dynamic network diagram. The production scheme with the maximum NPV route was considered as the optimum one. The ecological impacts produced by mining were quantified and the ecological cost calculation models, which contain the direct eco-value loss, the indirect eco-value loss, the eco-restoration cost and the carbon emission cost were proposed. In one big open pit mine case, various production schemes were optimized and the one with maximum NPV was selected without taking into account the eco-costs. The scheme with the maximum comprehensive profit was obtained by calculating the eco-cost of each scheme. The results showed that the best scheme considered with the eco-cost was not the scheme with the maximum NPV. Therefore, the eco-cost presents the effect on the selection of the best production scheme.Introduction Optimizing production scheme is to determine the mining quantities of ore and rock, the pushing position of stope each year, and maximize the NPV of mine. In the theory, production scheming optimization has gone through trial and error (Pana and Carlson 1966), linear programming method (Johnson 1968), mixed integer programming (Gershon 1983), integer mapping (Kim and Cai 1990), dynamic programming et al (Gu et al 2014). In recent years, the study on production scheduling optimization has been focused on two aspects. On the one hand, the study is to solve the investment risk caused by the uncertainties of economic and geological environment (Ramazan and Dimitrakopoulos 2013, Marcotte and Caron 2010, Lamghari and Dimitrakopoulos 2012, Godoy and Dimitrakopoulos 2004, Benndorf and Shishvan 2014). On the other hand, the emphasis of the study was on reducing the problems for the optimization algorithm, to make it more efficient and practical (Cullenbine et al 2011, Shishvan and Sattarvand 2015, Askari-Nasab et al 2011, Nasab et al 2010). However, different production schemes cause different damage of mine land and pollutant emission, thus triggering environment problem. With the improvement of people’s consciousness of environment protection, the environmental issue of mining has been attracting more and more attention."

This review summarizes three sets of ongoing studies which we are performing in collaboration with a number of researchers associated with the Dept. of Interior - Generic Mineral Technology Center for the Study of Respirable Dusts, concerning surfactant-particle interactions studied using this surrogate surfactant. These topics are: (A) the suppression of mineral particle cytotoxic potential by DPL adsorption and the persistence of this effect under conditions of enzymatic digestion; (B) surfactant suppression of organic particle cytotoxicity by DPL adsorption and the effect on subsequent expression of genotoxic potential; (C) potential effects of surfactant on heterogeneous structured complex respirable particles. The references list some of our reports which can provide additional information on these studies. Further, those reports provide references to the literature of the field and to the works of others on these topics. Deep lung airspaces, the pulmonary alveoli and respiratory bronchioles, are coated with a hypophase which is rich in surfactant biomolecules secreted by the alveolar type II epithelial cells. The surfactant is known to be critical to maintaining stable low surface tensions on the inner surfaces of the alveoli by forming a surfactant layer on the airliquid interface of the alveolar hypophase. Upon deposition in the acinar regions of the lung a respired particle&apos;s initial contact will be with this surfactant coating over pulmonary tissue. A primary component of this surfactant is the phospholipid diacyl glycerophosphorylcholine, commonly called lecithin. A surface layer of dipalmitoly lecithin on saline will act much as full pulmonary surfactant in decreasing surface tension and producing a hysteresis in surface tension behavior with surface area. We have used dipalmitoyl glycerophosphorylcholine, or dipalmitoyl lecithin (DPL), a major component of that surfactant, dispersed in physiologic saline as a surrogate for studying interactions of both mineral and organic respirable particles with pulmonary surfactant and consequent effects on particle toxic behavior. A. DUST CYTOTOXICITY AND LECITHIN SURFACTANT ADSORPTION Respirable quartz and kaolin clay particles are found to be comparably cytotoxic in a number of in vitro bioassays including lavaged rat pulmonary macrophage release of cytosolic and lysosomal enzymes, and red blood cell hemolysis as a measure of dust membranolytic potential. These direct and prompt cytotoxic activities do not account for the distinctly greater potential for quartz to induce pulmonary disease. When respirable quartz and kaolin are incubated with a dispersion of DPL in saline at 37C it is found that the prompt cytotoxicity of both dusts is fully suppressed as measured in vitro by pulmonary macrophage release of lactate dehydrogenase, beta-N-

Investment in minerals development usually entails big financial outlays. which will remain at risk for a long time before the venture can begin to generate a return cash flow. Before &apos;committing himself to such a venture the investor would be wise to carefully examine the possible consequences of his exposure to risk. In this context risk is defined in multiple terms, which relate the magnitude of possible loss with the probability that such loss may occur--normally the probability will decrease as the amount of possible loss increases. The analysis of risk is an essential component of the decision making process, especially so in the case of low grade high tonnage mining ventures where a very real possibility exists that future unfavorable circumstances may lead to losses that could cripple or ruin even the richest corporation. Wells (1979) postulates a rationale for making the investment decision under uncertainty based on the comparison of two independent risk criteria: 1) the risk inherent in the venture represented by the negative portion of the cumulative distribution of the net present value (NPV), as derived by a stochastic evaluation procedure, 2) the limits of risk the decision maker is willing to accept, taking account of the financial capacity-of the &apos;firm to absorb various levels of future cash shortfall should the venture prove disappointing. The chance the investor would be prepared to accept can be expected to decrease as the amount of the possible shortfall increases. The limits of acceptable risk are-defined by a curve called the "LL-curve" which can be directly compared with the cumu¬lative NPV curve. A positive investment decision is implied if the limits of acceptable risk are not exceeded.

Of the six forms of asbestos, only three have been used to any significant extent in commerce. These are chrysotile, crocidolite, and amosite. Between 1870 and 1980, approximately 100 million tonnes of asbestos was mined worldwide, of which more than 90 million tonnes was the chrysotile variety, about 2.7 million tonnes the crocidolite variety, and about 2.2 million tonnes the amosite variety. The three principal diseases related to asbestos exposure are (1) lung cancer, (2) cancer of the pleural and peritoneal membranes (mesothelioma), and (3) asbestosis, a condition in which the lung tissue becomes fibrous and thus loses its ability to function. These diseases, however, are not equally prevalent in the various groups of asbestos workers that have been studied: the amount and type of disease depend on the duration of exposure, the intensity of exposure, and particularly, the type or types of asbestos to which the individual has been exposed. Lung cancer is caused by exposure to chrysotile, amosite, and crocidolite asbestos; however, increased risk of this disease is usually found only in those who also smoke. Asbestosis is caused by prolonged exposure to all forms of asbestos, whereas mesothelioma is principally caused by exposure to crocidolite asbestos. There is good evidence that chrysotile asbestos does not cause any significant amount of mesothelioma mortality, even after very heavy exposure. The common nonasbestiform amphibole minerals, cummingtonite, grunerite, tremolite, anthophyllite, and actinolite, which are often defined as "asbestos" for regulatory purposes, have not been shown to cause disease in miners. Chrysotile asbestos, which accounts for about 95 percent of the asbestos used in the United States, has been shown by extensive Canadian studies to be safe when exposures do not exceed 1 fiber per cm3 for the working lifetime. Chrysotile dust levels found in buildings rarely exceed 0.001 fibers per cm3. Such dust concentrations will have no measurable health effect on the building occupants. Present and future controls of minerals defined as "asbestos" and removal of asbestos from buildings and homes may cost many billions of dollars. Much of this expense is unnecessary and even counterproductive. Asbestos abatement could in fact produce a health risk to those exposed to dusts during and after removal operations overly restrictive controls could force the use of poor or dangerous substitutes, and could greatly affect the hard-rock mining industry.

1984 saw the 30th anniversary of a momentous event in Soviet geology-the discovery of kimberlites in Siberia, an event that vaulted the Soviet Union to second rank among the world&apos;s producers of both gem and industrial diamonds. There are many legends associated with this story, legends about those who predicted the discovery and those who achieved it in the field. The story told here unfolded during the field campaigns of the 1940s through 1960s, as witnessed by the authors and their companies of an earlier generation. This story illustrates science, chance, and human emotions at work, resulting in a blend of conviction, courage, bureaucratic sniping, and competition for glory. At the same time, it is an illustration of the workings of the Soviet exploration system. In a broader sense, it is the realization of the Russian image-boundless natural wealth, indomitable ingenuity, and the rigid political economic system that permeates the Russian landscape as well as the people. Most accounts of the Siberian diamond saga begin with statements such as, "This discovery confirmed the predictions of...", or "It was a result of predictions of one of the greatest Soviet geologists, Academician V.S. Sobelov...". These are only part of the truth. It had become apparent even in the 1930s that the Siberian Platform contained one of the Earth&apos;s greatest Basaltic provinces, described in a monograph by Sobolev...; and at the end of the thirties, G.G. Moor of the Institute of Arctic Geology found alnoites, similar in many ways to kimberlites. At the same time, the famous polar geologist, N.N. Urvantsev found other kimberlite like rocks in the southern Taymir Peninsula, adjacent to the Siberian Platform. In publications describing these rocks, Moor and Urvantsev mentioned for the first time the possibility of finding diamondiferous kimberlites similar to those in South Africa. Unfortunately, Urvantsev spent little time in the field between terms in concentration camps. Moor was considered by his superiors to be no more than a good descriptive petrographer; they suggested to him that his conclusions should be backed up by more highly regarded specialists. Thereupon, Moor asked Sobolev to coauthor a paper with him and this became the widely quoted prediction about diamonds in Siberia. Another early paper should also be mentioned, an unpublished paper found by M.I. Rabkin in the geological archives of the Norilsk Metallurgical Plant, written by Yu. M. Sheinmann when he worked in the concentration camp there in the late forties. This report placed the probable location of yet-to-be-discovered kimberlites within less than 100 km of their correct location.

Introduction In modern society, vanadium is defined as a strategic metal. Some 90% of the global consumption is used as an alloying agent for carbon steels, tool steels, and high-strength low-alloy steels (particularly for pipelines). Advanced titanium-aluminum-vanadium alloys are seeing application in the aerospace industry. Small but ever growing amounts are finding application as catalysts or in electronics. New uses are continually being discovered for this metal. One example of a new application is the vanadium-redox battery for use in generation plants and back-up power sources. Vanadium is found in a large number of minerals, of which the most important are carnotite, roscoelite, vanadinite, mottramite, and patronite. Just over a third of the world&apos;s vanadium is produced as a primary product; the balance is a by-product of the iron and steel, oil refining, power generation and uranium enrichment industries. Vanadium can also be sourced by recycling spent catalysts from the petrochemical industry and ash produced by the combustion of oil emulsion in power stations. However, recycling activities are believed to account for only a small amount of total world supply. Vanadium is recovered from these ores largely as the pentoxide (V2O5) [1]. The major sources of vanadium-bearing magnetite ores are scattered throughout Australia, China, Russia, and South Africa. Current estimates of world’s Proven & Probable vanadium reserves are of the order of 41.3 million tones [2, 3]. Commercial vanadium-bearing titaniferous magnetite deposits can be found in Kachkanar, Russia; Pan Zhihua, China; Bushveld, South Africa; and Windimurra, Western Australia [4]. Other deposits have been found in New Zealand, Canada, and India, among other countries. Vanadium consumption in the steel sector has increased some 7% per ton of steel over the last 10 years as new alloying applications have been found to improve steel&apos;s strength-to-weight ratio. Future demand from the aerospace and nuclear industries for non-ferrous vanadium alloys such as titanium and super-alloys is also likely to grow. Vanadium is usually added in the form of ferrovanadium, a vanadium-iron alloy. Vanadium compounds, especially the pentoxide form, are used in the ceramics, glass, and dye industries, and are also important as catalysts in the chemical industry. While established approaches may be used at an industrial scale to treat vanadium-bearing titaniferous magnetite ores in several countries, new alternatives are being developed worldwide. This review will give short overview of the treatment of vanadium-bearing titaniferous magnetite ores, an overview of direct reduction and direct smelting processes and an approach to determine technical alternatives for the property.

Finnish mining traditions date back 400 years. The country was then one of Europe&apos;s major iron producers. Most of the mines in current operation, however, were started during the last 20 to 30 years. The Finnish mining industry must make do with limited resources. Deposits are usually low grade and small in size. Open-pit methods are used where possible. But thin ore bodies and harsh winters can impose severe restrictions. Underground mining is often the only option. Despite these handicaps, Finnish metal miners produce copper, nickel, zinc, vanadium, iron ore, cobalt, and ferrochrome. Ironically, the success of Finnish mining is rooted in a crisis the industry faced several decades ago. Mining costs were rising. High grade mineral deposits were nearly exhausted. It was vital that Finland develop new mining machinery and methods that afforded higher productivity. Cooperation between the Finnish mining industry and its equipment manufacturers was good. Partly as a result, the Finnish mining industry has turned itself into one of the most modern and efficient in the world. The Finns did this while continuing to meet the stringent safety and environmental requirements in force in the Nordic countries. Today, the share of domestic raw materials used by the Finnish metallurgical industry is decreasing. So the country increasingly depends on imports of ores and concentrates. To better provide these imports, Finnish mining companies have expanded their foreign operations. And, while importing raw materials, the mining industry has been exporting its technological and equipment know-how and expertise. Mining methods Conventional mining methods and machinery are used in surface mines. Drilling is the exception. It is done with Tamrock hydraulic track drills and 100 to 150 mm-diam (4 to 6-in.-diam) drill holes. Pumpable slurry explosives are used in larger open pits. Underground, sublevel stoping with open stopes is the most common mining method. It accounts for about 80% of all underground stoping. The main benefits of this method are low production costs, high mechanization, and easy control. The best productivity figures exceed 10 t (11 st) per man-hour, including all mining personnel. The development of cable bolting has made it possible to use sublevel open stoping even in relatively weak rock. Cut-and-fill methods, such as concrete-pillar stoping, inclined-wall stoping, and traditional cut-and-fill have also been used, combined with sublevel caving and room-and-pillar methods, according to local demands. Various fill materials and stabilization components have been investigated and tested for cut-and-fill methods. Sublevel open stopes are often later filled, to stabilize the surface or to allow pillar recovery.
