Mining-related earthy bodies in contact with the atmosphere are now counted, generally, as minesoils. Because soils within this broad category are extremely young the influence of parent material is stronger than in older soils, where climate, organisms, and topography have had time to interact with near-surface rocks to form more distinctly differentiated profiles. Understanding of minesoil properties and processes is aided by definitions of rock types in terms of chemical, physical, and mineralogical characteristics that are, with some degree of consistency, translatable into soils. Geological correlations based on age or sedimentary sequences are helpful if they assure details of mineralogy and lithology, but our pedologic objectives demand that any conflicts involving rock types must be resolved in favor of distinctions having strongest implications for soil properties after mining. Chemically this approach emphasizes accounting of potential acid-base status, plant nutrient availability by adapted and calibrated extraction procedures, and absence of biotoxins. Physically it anticipates particle sizes, shapes, and arrangements in readily pervious soil profiles that will favor plant growth with desired levels of moisture and oxygen. Concurrently we are considering soil property suitability for uses other than growth of plants. Above all we need to be able to predict pedogenic processes in the particular environment, including rate as well as direction of chemical and physical change.

Rock reinforcement of rock anchors and rock bolts are commonly used for the support of large rock caverns. The rocks at the location of most large underground openings are usually under very high initial stresses prior to excavation. Hence, the stress redistribution caused by excavation will induce considerable rebound deformations of rocks surrounding the caverns. Since the pressures exerted by the reinforcement are generally far below the initial rock stresses, the reinforcement will be stretched along with the rock deformations, and the stresses in the reinforcement increase accordingly. It is not uncommon for the stress in the reinforcement to reach the yield strength, and in some cases the reinforcement may even have failed. Therefore, the increase of stresses caused by the rebound deformations of rocks should be taken into account in addition to the force required to stabilize the caverns. It was found that the measured stress increases of the prestressed tendons after installation were in good agreement with those computed based on the measured rock deformations between surface and the anchoring point of the reinforcement. The rebound rock deformations and the stress increases in the reinforcement can be estimated based on the results of the finite element analysis and experiences in previous field measurements incorporated with considerations of the geologic conditions, rock properties, rock reinforcement and construction procedures.

A computer program has been written to simulate ground vibrations induced by multiple- hole surface blasts. The program is an inexpensive and relatively easy to use tool for predicting the principal blast vibration characteristics that determine damage and annoyance potential: peak particle velocity, frequency content and pulse duration. The program generates a complete ground motion history by superposing, at any surface position, the vibrations induced by each individual explosive charge. It requires specification of (hence allows accounting for) the blast geometry, initiation sequence (including random delays), position with respect to blast, pulse characteristics induced by each charge, and propagation laws. A methodology is outlined to determine the necessary variables either on the basis of site investigations (e.g.,velocity, attenuation, single-hole input pulse), or by back-calculation from measured blast vibration records. The latter procedure has been applied to blasts from two coal strip mines. Main difficulties encountered are backcalculating individual input pulses, propagation (especially dispersion) parameters and delays. A normal distribution of delays, based on published results, has been shorn to influence the results and the response of a single degree of freedom structure significantly. Broadening of the wave types included, improved input pulse determination and propagation laws, and more detailed verifications with field results are required in order to make the program more directly applicable to practical situations.

Compressed air is a relatively inefficient yet very convenient vehicle for transmitting mechanical energy. It is inefficient when compared to, say, hydraulic or electric energy systems since compressor and pneumatic machine efficiencies are quite low (in the range 20-65%) and reticulation losses can be quite high unless adequate pipe diameters are used to minimize friction drops. It is convenient in that capital and maintenance costs of pipes and machines are exceptionally low, the equipment is flexible and lightweight, the technological level is simple, the form of the energy supply is intrinsic- ally safe, and as an additional minor but psychologically important benefit, it provides a ready source of cooling and air supply for emergency use in deep hot mines. It is for these reasons that compressed air is a premier source of energy for many forms of underground equipment, in particular hand or rig-mounted rockdrills, some forms of rock- handling equipment, and a host of minor applications including agitators, small-lift pumps and temporary f am installations. In a typical S. African deep-level gold or platinum mine, compressed air generation accounts for 15% of the total mine electrical energy bill - more than is used for hoisting. In these mines it is not uncommon for over 100 km of underground compressed air piping to be installed, primarily to supply handheld rockdrills.

Some basic terms used in cost management and accounting include: - Cost. A sacrifice made to acquire goods or services, measured by the price paid. Technically, the sacrifice is called a cost until the benefits from the goods or services have expired, at which time the sacrifice is called an expense. In this text, the terms "cost" and "expense" are used interchangeably. - Revenue. An increase in the value of the firm resulting from the sales of goods and services. - Income. The excess of revenues over costs for a specified period. The term is often used with modifiers to indicate specific quantities on an income statement (e.g., pretax income; net income). - Activity. A measure of production work. Traditionally, physical production volume (tons of ore or units of product) has been used as the measure of activity. Other measures include direct labor hours, equipment operating hours, and quantity of materials or supplies consumed. - Responsibility center. A segment of an organization that is responsible for a specified set of activities. In mining, individual operating divisions can be treated as responsibility centers, known as profit or cost centers. Departments within a division are generally treated as cost centers. - Cost center. A portion of an organization having responsibility for achieving specified levels of cost. - Profit center. A portion of an organization having responsibility for achieving specified levels of profit (revenues and costs).

Falls of roof account for over 50% of the fatalities that occur in coal mines in the US. Thus, roof control is one of the more important phases of underground mining. In reality, the control of roof influences the system of mining and is a major determinant of the width and spacing of working places, operations at the mining face, ventilation control, and surface subsidence. Frequently, the control of roof is the largest single cost item. Roof control is a never-ending task, not only at the working face and throughout sections where men are working, but along haulways and air- ways that must be maintained for the life of the mine. This is because roof, even the best of roof, slowly deteriorates, so it must be frequently examined, with corrective support applied when needed. As coal is excavated, stresses are set up in the roof because the previous equilibrium is upset, resulting in pressures that cause fractures and slight movements that are frequently hard to detect. Unless the immediate roof, in the excavated area, is given support by artificial means, it might fall or there might be a succession of falls, varying from a thin scale to several feet, depending on the nature of the top. Exceptions to this are those rare mines, or sections of mines, with hard, strong, nonweathering roof that requires no support.

Recently a mining analyst for a major bank called me to say that during his travels he had encountered an electric utility interested in a new uranium supply. Since we produce uranium as a by-product of phosphate operations rather than as a primary product, he assumed we simply sold our output in the spot market and that a new prospective purchaser would be of interest to us. This assumption was incorrect; the uranium had already been sold on a long term basis at terms more favorable than the currently depressed spot market. From the outset our approach to the marketing of uranium was based on the principle that by-product marketing is not unlike primary product marketing. This was particularly appropriate in the case of uranium, as we were planning a considerable technical and capital commitment to a new business. This illustrates: that the fundamental principle in by-product marketing is to follow a primary product strategy; that the terms "by-product" or "co-product" are creations of accountants; that they have no place in marketing decisions! Traditionally, the term "by-product" has implied that only a secondary marketing effort is required. Recent history has contradicted that view by demonstrating that by-product values can have marked impact on a mine's revenues and costs. In fact, by-product values can spell the difference between success and failure.

Unprotected uranium mill tailings impoundments can pose a significant risk to nearby inhabitants and the surrounding environment in the event of a prolonged or catastrophic release of contaminants contained in the tailings. As a result of this potential, reclamation plans for such facilities must include engineering designs to protect against disruption of the tailings and the potential release of radioactive materials. The goals for such engineering designs should be to provide overall site stability for long-term periods with no need for planned ongoing maintenance and to provide a repository for the tailings that will not place a burden on future generations. Although the goal is to provide a maintenance-free system that does not require monitoring, it must be recognized that some period of surveillance would be reasonable. The surveillance period could be relatively short and only needs to assure with reasonable confidence that the reclamation scheme that was implemented is functioning adequately. An investigation was conducted by Nelson, Volpe, Wardwell, Schumm and Staub (1983) entitled Design Considerations for Long-Term Stabilization of Uranium Mill Tailings Impoundments (NUREG/CR-3397). This report assesses the degree of confidence with which long-term reclamation plans can be expected to remain effective over specific periods of time, and to assess the additional effort required to extend the design period from one long-term period to a longer one. This paper presents a summary of that investigation and discusses some of the important conclusions.

Over 100 saprolite samples from Turkey Hill Gold Mine, Lumpkin County, Georgia, were analyzed (-80 mesh) for As, Au, and Sb. Maximum values are 16.2 ppm As, 7.9 ppm Au, and 29.1 ppm Sb. Results show trace element content of saprolite varies with topography: ridge top samples show a pronounced decrease in Au and Sb, and to a lesser degree in As, whereas, slope and valley samples have anomalous Au and Sb concentrations, with no discernable pattern for As. Statistical analysis shows strong correlation between Au and Sb and none between Au and As. This study will serve as a model for gold exploration in deeply weathered terrains with variable relief.

A fairly complex analysis is required to select, or evaluate a piece of excavating and bulk handling equipment and obtain its performance. At present there is little agreement as to what specific points should be considered, and even less on what procedure to follow. This paper provides both of these in a consistent and direct form. The analysis applies to all types and sizes of equipment from the bulldozer and the continuous miner, to the B.W.E. The importance of the equipment characteristics, job activities, and work conditions are stressed and separate analytical stems are established in a flow chart for these. They are combined using suitability tests in the following steps: 1) problem statement, 2) natural conditions, 3) suitability guidelines, 4) appropriate equipment types, 5) operational activities, 6) encumbered space, 7) geometric design, 8) equipment sizing, 9) failure and limits, 10) performance and consumption, 11) public policy checks, and 12) costs and profitability. Public policy and economics while considered throughout receive emphasis towards the end. The procedure is iterative, containing distinct feedback loops. Specifying the steps and sequence provides a necessary structure which has long been overdue.

The combustion of fossil fuels in a fluidized bed of calcined limestone particles is a potentially efficient and economically attractive process for the generation of steam for electric power production and other uses. The process results in greatly reduced emissions of both sulfur oxide and nitrogen oxide pollutants. Development work, evaluations and design studies are being carried out by various organizations under contract with the U. S. Environmental Protection Agency and the Dept. of Interior (Office of Coal Research). The AEC's Argonne National Laboratory is one of the principal participants in the development program under interagency agreements with EPA and OCR. This paper covers the principal reasons for developing fluidized-bed combustion, its advantages and disadvantages over conventional combustion methods, and some of the potential applications of the process. The participants in the multi-organizational program, the sponsoring agencies, the general status of development of the overall project, and the chief program areas that still require resolution are discussed. The main features of the program of work at Argonne National Laboratory and the results achieved so far are also included.

The more important factors controlling the design of pit slopes are related to the local geology over which the designer has little or no control. Nevertheless, there are some factors over which the designer does exert some control and these concern the say in which the rock is excavated and supported. They include blasting, face cleaning, water control, and the use of rock improvement techniques. The paper discusses these factors and relates the extra costs incurred to the steeper slope angles that can usually be obtained. It is demonstrated that even a modest increase in bench angle of 5° through improved excavation techniques can pay off in a single push-back.

Subsidence profiles above two adjacent panels in Illinois are compared with pro- files predicting subsidence behavior obtained using the (i) National Coal Board (NCB, 1975) method, (ii) the profile function method and (iii) the influence function method. The NCB method predicts the maximum subsidence values at the center of the troughs accurately, but, the overall shapes of these predicted profiles do not match the profiles from the measured data well. Consistent values for the angles of draw were measured but these angles were different in the transverse (average value 43 degrees) and in the longitudinal (average value 17.5 degrees) directions. Time dependent subsidence effects are shown to be small but measurable. These displacements continue at a linear rate for at least a 12 month period. A comparison of measured horizontal distances, interpreted as horizontal strain, and the NCB predictions for strain shows that the peak measured strains are greater by a factor f about four than the predicted strains. The relationship between surface curvature and strain is investigated. Problems associated with calculation of surface curvatures from vertical displacement data are highlighted and a recommendation is made for future studies to consider direct measurement of this parameter. Surface curvatures above a moving face are found to be about three times less than the curvatures at the stationary end of the panel. On the other hand, a hyperbolic tangent profile function is shown to serve as an accurate predictive tool for subsidence behavior in two adjacent longwall panels at Old Ben Number 24 mine in Illinois. This function predicts not only the vertical displacements but also the surface curvatures above both panels. Influence functions are shown to be more problematic, although potentially more flexible, in their application than the profile functions.

On September 10, 1991, Secretary of the Department of Interior Manuel Lujan deleted the Silver Peak Range North Wilderness Study Area from the list of U.S. Bureau of Land Management lands in Nevada to be considered for wilderness designation. This decision was based in part on the U.S. Bureau of Mines mineral investigation of the wilderness study area which found that it has indications of precious metals resources. The following is a summary of the results of that mineral investigation. The study area lies between the Silver Peak and Dyer mining districts of west-central Nevada. The Silver Peak mining district, to the east, has a long mining history dating back to 1907 when precious-metals-bearing veins were discovered. The major producer in the Silver Peak district was Sunshine Mining Company's Sixteen-to-One silver mine. During the Bureau's study the Sixteen-to-One mine was operating; it has since been idled due to low silver prices. Precious metals-bearing veins were discovered in the Dyer district, to the west of the study area, in the 1860's. Mineral activity in Dyer district consisted mainly of prospecting. The Silver Peak study area itself has no mining history and contains only a few mining claims, but the Bureau examined 13 mineralized sites, most previously unknown and unclaimed. These sites are along two zones that cross the study area from the Silver Peak to the Dyer mining district. The two zones transect a volcanic center of fractured and altered rocks that contain epithermal veins of quartz, calcite, and jasperoid with gold, silver, and base metals. At the surface these veins are poorly defined and poorly mineralized. The more than forty veins examined in the study area are as thick as 17 feet and as long as 1,000 feet. Samples from surface exposures of these veins contained as much as 0.02 ounce per ton gold, 2.1 ounces per ton silver, 1.0 percent copper, 2.6 percent lead, and 0.4 percent zinc. Analyses of the Bureau data disclosed no vein large enough or of high enough grade to be classified a mineral resource. However, most do have indications of silver-and gold-bearing resources at depth. Subsurface exploration had to be done on the vein at the Sixteen-to-One mine to outline reserves (a vein averaging about 22 feet thick and containing 6-to 7-ounces per ton silver); the same is true of veins in the Silver Peak Range North Wilderness Study Area.

"It was possible to beneficiate a low-grade iron ore fines sample from Bellary-Hospet, Karnataka, India assaying 56% Fe, 9.1% SiO2 and 5.2% Al2O3 and produce two concentrates, namely, a sinter-grade fines concentrate (43.7% by weight), assaying 63.6% Fe, 2.6% SiO2 and 1.7% Al2O3, and a pellet-grade concentrate (30.7% by weight) assaying 64.7% Fe, 2.9% SiO2 and 1.7%Al2O3. Rejects (25.6% by weight) assayed 32.5% Fe, 27.9% SiO2 and 15.4% Al2O3. The mineralogical characterization indicated that the sample consisted of 69.5% ironbearing minerals (56% hematite, 7.5% martite and 6% goethite-limonite), 12.5% quartz and 15.2% clay, and the rest were minor minerals. Liberation size was found to be in the size range of 25 to 100 µm. The process flow sheet consists of jigs, spirals, grinding and low- and high-intensity magnetic separation of the deslimed feed. IntroductionJSW Steel Ltd is a 10-Mt/a integrated steel plant. To produce 10 Mt/a hot metal requires nearly 16 to 20 Mt/a iron ore fines. The fast depletion of highgrade iron ore fines, increased industrial demand and an increase in iron ore prices have necessitated the exploitation and use of low-grade iron ore fines in the steel-making process after beneficiation. Thus, the beneficiation of low-grade iron ores by removing the associated gangue minerals and enhancing their grade is essential. The use of these iron ore fines in sinter and pellet making has prompted the undertaking of systematic studies on low-grade iron ores.Finely disseminated low-grade iron ores with siliceous impurities have been upgraded by gravity, magnetic and flotation-based processes (Burt, 1994; Svoboda, 1987; Houot, 1983). The processing of low-grade Indian hematite ore containing high levels of alumina-bearing minerals as impurities present separation challenges and pose special problems in martite and magnetite, in association with quartz and clay as the gangue-forming minerals. Alumina is mainly contributed by clay (kaolinite, montmorillonite, illite, alunite), lateritic material and gibbsite; some alumina occurs as solids in iron oxide minerals, namely, goethite and limonite. Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35°C (95°F) [1]. The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by >5.6°C (10°F) in mines with elevated mine strata and air temperatures. In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35°C (95°F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy. INTRODUCTION The apparent temperature inside an occupied RA could be significantly affected by the surrounding environment’s thermal conditions, such as mine air temperature and mine strata temperature. Apparent temperature (AT) is a temperature-humidity metric for the perceived temperature caused by the combined effects of air temperature, relative humidity (RH), and air velocity. It is used to assess the perception of indoor temperatures. Depending on factors such as geographic location and season, mine air temperature, relative humidity, and mine strata, temperatures can vary significantly [2]. RAs located in cold mines may pass the 96-hour 35°C (95°F) AT limit test that poses a challenge for RAs located in hot mines. One solution in these cases is that the occupancy of the RA could be derated (i.e., the RA occupancy could be reduced) to ensure the AT limit is not reached. However, this would require mines to purchase additional RAs to accommodate all personnel in the mine. For mines with high temperatures (above 26.7°C or 80°F), the occupancy might have to be reduced so much that the necessary number of additional RAs would be impractical. In these cases, RA cooling systems could provide a solution.

Many factors -- political, environmental and technological -- will determine the extent to which the United States realizes the potential of its vast coal resources. Not the least of these factors is technogical development including mining, processing and transportation. With regard to processing technology, about 50% of the 800x106 tons of coal mined annually in the U.S. is processed in preparation plants. The purpose of the physical separations accomplished in these preparation plants is to remove ash (present as clays and other oxide minerals) and sulfur 'present mostly as pyrite). Coal flotation circuits for such separations are becoming more important in the processing of minus 28 mesh coal. (1,2,3) For example in the U.S. in 1960, 31 flotation plants processed 26,500 tpd; whereas in 1980, there were 80 flotation plants which processed 78,300 tpd. This corresponds to an annual growth in flotation plant capacity of 10 per year during the past two decades. Coal flotation is based on the natural or induced hydrophobicity of coal particles which are separated from hydrophilic ash and sulfur constituents by attachment to air bubbles. The coal particle/air bubble aggregates are collected in a froth phase which is created by the addition of a suitable frother such as MISC. Without exception, such separations are made in a conventional flotation cell, which, in essence, is a stirred tank reactor with a shrouded rotor to shear the air as it passes through a hollow shaft. The dispersed air bubbles (4.0 mm diameter) are stabilized by addition of the frother. Collision of the air bubbles with, and/or precipitation of the air bubbles on, the coal particles results in the formation of coal particle/air bubble aggregates which rise in the gravitational field and are collected in the froth phase developed at the top of the flotation cell. Restraints on successful separation by this conventional flotation technique are particle size and retention time. Generally it is found that effective flotation is only achieved for particle sizes between 10 and 1000 microns. Further, with respect to retention time, it is found that a nominal retention time of at least 2 minutes is required for successful separations. These facts limit the effectiveness of conventional coal flotation. Coal fines may be lost in the reject stream and disposal is frequently a problem. The retention time required for conventional flotation results in large floor space demands which limit the capacity of the plant.

Face ventilation and water sprays are the primary controls used on continuous miner sections to protect workers from respirable coal and silica (quartz) dust. Laboratory tests were conducted by the U.S. Bureau of Mines to determine the impact on respirable dust concentrations when increasing airflow from 3000 to 9000 cfm (1.42 to 4.25 m3/sec), water flow from 15 to 35 gpm (0.057 to 0.132 m3/min) , and water pressure from 80 to 200 psi (5.52 x105 to 1.38 x106 pa). The effective limits for each control and interactions between these controls were of particular interest. Initial analysis concentrated on defining the impact of the control parameters on the respirable fraction of the feed dust, which was a blend containing 90% coal and 10% quartz. Gravimetric sampling indicated that airflow had the most significant individual impact on respirable dust levels and resulted in reductions of 99% at the operator and 57% in the return. Regression modeling was used to predict dust concentrations at the operator and in the return. Significant interactions were observed between control parameters and often, defined the level for a control parameter where increases above that level did not significantly benefit dust control. Increasing airflow to 8400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.65 x105 Pa) typically provided respirable dust reductions at both sampling locations, while optimizing use of control resources. After determining these relationships for the total respirable fraction, selected filters were analyzed for quartz content to define the impact on the quartz component of the feed dust. For the individual control parameters, airflow again had the most significant impact and resulted in reductions of 98% at the operator and 26% in the return. Regression modeling of the quartz concentrations indicated that no significant interactions between control parameters were present. At the operators location, airflow was the only parameter identified as having a statistically significant reduction for quartz dust. A reduction in quartz approaching 95% was observed for increasing airflow to 6000 cfm (2.83 m3/sec). Increases above 6000 cfm had little additional impact. In the return, a linear relationship between control parameters and quartz levels was observed with reductions of approximately 27% predicted for increasing any one control parameter to its maximum level. The synergistic impact of increasing all control parameters to maximum levels resulted in a maximum predicted reduction of 81%.

The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. According to recent estimates, nearly 30 percent of the material from underground coal mining in the United States is rejected on the surface as waste. This accumulation of almost three billion tons of coarse and fine coal refuse is primarily from coal cleaning operations. The marketable coal is intermixed with sandstone, clays, shales, and carbonaceous rocks, which must be removed and disposed of in an acceptable manner. The disposal of mineral wastes is a major environmental concern. The most common types of environmental problems associated with coal refuse disposal are acid formation, erosion, and sediment control. Other areas of concern include air and water quality, combustion control, mine sealing, and reclamation. This paper focuses on these topics and attempts to outline special environmental features which can be incorporated into the design and construction of a coal refuse facility. Often these measures can minimize and possibly eliminate the potential environ- mental hazards. It is imperative, however, that these measures be adopted prior to and during construction, because of the relative ease and cost savings compared to post-construction implementation.
