There are numerous suggestions in the literature on methods of obtaining representative samples of waste rock or mill tailings. Some suggested methods would result in thousands of samples and very high costs for a large facility. There is no general rule that can (or should) be followed, such as collection of a given number of samples per mass of material, per acre of impoundment, or per foot of drillcore. Each site is different, and the adequacy of sampling must be tailored to the site. A logical approach is to let the variability at the site dictate the number of samples that should be collected and analyzed, and then to quantify and evaluate the results by means of standard statistical methods.

In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.

The relationship between coal characteristics and power plant performance has become a matter of increasing interest to utilities. This relationship can affect the value of coals, decisions as to coal washing, setting penalties for delivery of coal that fails to meet specifications, and justifying buying better coals (at higher costs) before public utility commissions. The study described in this paper was directed to identifying how coal characteristics impact on boilers and related coal and gas handling systems. TVA data for the period 1962-1980 was the basis for the study. Models were developed for boiler efficiency, boiler availability, and maintenance costs as a function of such coal characteristics as ash, sulfur, and moisture content and boiler age. Boiler load and maintenance efforts were considered as variables in some of the models, but were found not to be statistically significant. Although the results of this study are strictly applicable to only the TVA system, they can serve as guides or first approximations for other utilities.

In mid 1978 Inland Cement Industries Ltd. brought on-line their new one million megagram (Mg) per year cement plant at Tilbury Island, Delta, British Columbia. The Plant--Its Philosophy of Design The design of this plant began in 1974, at the beginning of the rapid rise in petroleum costs later referred to as the "energy crisis". The trend in fuel costs was clear, so one of the basic criteria for the selection of process equipment was high thermal efficiency. Throughout the process of selection of materials handling and process equipment, energy consumption was a factor in decisions. A second factor which influenced the design of the plant was its location on navigable water. The plant is designed to make maximum use of this means of transport to minimize transportation costs. All raw materials (and some fuel) are received by water, and a major portion of the cement and clinker is sent out by barge. Extensive modern dock and material handling facilities were provided to accomplish the shipping and receiving functions. A plant meeting stringent environmental regulations was the third major factor which formed the basis for design. To meet this requirement, all storage facilities had to be covered, 53 bag type dust collectors were applied throughout the plant, and materials handling equipment was designed to minimize dust and spillage.

Campbell Red Lake Mine is situated at Balmertown, in the Red Lake District of Northwestern Ontario, Canada. This area is some 120 miles north of the Trans Canada Highway and is some 160 miles Northeast of Winnipeg, Manitoba. The majority of our 300 employees live in Balmertown, which is a community of some 1,200 people, situated adjacent to the mine proper. The mine is serviced by a single shaft 4,300 feet deep. There are 27 levels at 150 ft. intervals. Stoping is being carried out down to the 20th level with only preliminary development having been done on the bottom 6 levels. The majority of our mill feed of 825 tons per calendar day comes from above the 10th level. Gold occurs as specks and streaks in bluish-grey to white quartz carbonate veins. It is extremely fine grained and most is invisible to the unaided eye. In addition to Gold the veins carry varying amounts of sulphides such as, Arsenopyrite, Stibnite, Pyrite, Pyrrhotite and Sphalerite. A minor amount of silver occurs as an impurity in the gold. Arsenopyrite is a marker for the gold ore at Campbell. The average grade of the mill feed is 0.7 oz. of gold per ton. The ore is dumped into an underground ore pass that feeds to a jaw crusher on the 20th level that reduces the rock to a maximum size of 4". This material is hoisted by skips to an ore bin in the head frame.

The report on cut and cover construction as assembled by the Organization for Economic Co-operation and Development covered 17 different countries based on a total of just under 400 individual replies of which about 30% of the replies were from the United States. In general, the review of replies to the questionnaire led to the impression that cut and cover construction is a very inadequate method which needed many improvements. This unfavorable judgment, however, resulted in the manner in which questions were asked rather than in the method itself, It can be concluded that the cut and cover construction method has proved itself as an excellent method and that it has reached a high degree of technological perfection, but inadequacies stilt exist, and for purposes of complete evaluation, comparisons with mining tunnelling methods should be carried out. The principal problem in cut and cover construction is the interaction during construction between the construction process and the existing use of the surface and subsurface environment. The greatest impediments to cut and cover construction have little to do with the physical works being constructed, but more with creating a site in which the work can be performed. Utility relocation, traffice maintenance, and protection of existing structures are major problems for the construction contractor, and too frequently receive insufficient attention in preconstruction planning and design. "INTRODUCTION A positive workplace environmental, health, and safety (EHS) culture affords organizations and corporations many benefits, including increased trust and employee morale, sustainable EHS performance improvements, and reliable productivity and profit margin growth. Unfortunately, many leaders and EHS professionals struggle daily to achieve and maintain positive workplace cultures and consistent business results. While lack of management support, corporate or employee buy-in, resources, and time are common factors that conflict with an EHS culture and safe work behaviors and processes, there are many other actions that threaten the positive attributes of an organization’s culture. Often these culture killers are not recognized, or worse yet, ignored because they are considered taboo. For example, voicing observations or questioning long-held management practices or process that were initially designed to promote EHS values, but no longer do so. Unfortunately, this could be viewed as challenging authority, not being a team player or even not valuing EHS. And for those that speak up, the potential for negative consequences can be real impediments to positive change. Having an open mind, constantly striving to identify culture killers, and putting forth the effort to eliminate them are the first steps to begin reaping the benefits of having a sound workplace culture. This paper helps readers to: • Recognize culture killers that negatively impact fostering and maintaining sustainable EHS cultures in the workplace. • Understand how to prevent, avoid, and respond to culture killers, before they wreak havoc in your organization. • Assess EHS culture strength, and implement plans to continuously improve it. The desire to draw boundaries around concepts, put things into boxes, and nail down requirements for something that is virtually impossible to solidify for any length of time is quite fascinating! These desires can pose challenges when trying to define what the perfect EHS culture should look like. The very act of trying to define our culture tends to create silos, and these silos, in turn, can become “culture killers”. The following is one of the most common culture killers. UNBALANCED ORGANIZATIONS TRIGGER CULTURE KILLERS Unbalanced organizations occur when an organization’s constantly shifting focus forces other important needs to take a back seat--until the focus changes again. This balancing act can be detrimental and lead to catastrophic results including low morale, lack of trust, employee dissatisfaction, high turnover, increased incidents, poor profit margins, loss of market share, and ultimately into organization-wide failure."

The availability of environmentally acceptable and reliable energy sources is an important issue for Federal, State, and local planners. A cooperative program by the U.S. Geological Survey, State geological surveys, and the U.S. Bureau of Mines has developed a national GIS-based systematic effort to collect, analyze, and depict data characterizing the relationship between restrictions to mining and the potential development of the Nation's coal resources. Land use/environmental and technologic/geologic restrictions are identified within selected 1:24,000-scale, 130-to 150-sq-km 7.5-min quadrangles and applied as overlays to maps of coal-bed thickness, depth, and mined-out areas. Tonnages of original, mined and lost-in-mining, remaining, restricted, and available resources are calculated. Resultant data files are transferred to the Bureau of Mines for recoverability and cost analysis.

After the presentation of a co-authored paper, "The Cost of Transporting Ores and Raw Materials in World Markets", at the February SME meeting, one questioner commented, "You have been talking about the large shipper and ship loads. What does the small shipper do?" This paper will attempt to answer that question, at least in part. Probably the questioner hoped to hear about specific new tools and new techniques that he could apply. But one paper could only scratch the surface of the vast fund of information available; so rather than talk specifics we should take basics, that is, people, management and technology.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. Any effectuation of a viable program of air pollution control will' require a basic understanding of the chemistry of atmospheric processes, the fate and migration of SO2, and the ultimate health effects of the sulfur oxides themselves. The migration and ultimate fate of Sop discharged into the atmosphere will be discussed with particular emphasis on the various conflicting views and how these relate to our present emission control regulations. Our present lack of knowledge is a severe detriment, and consideration will be given to those particular areas where future research may best be directed to provide the answers to a number of perplexing questions.

With the ever increasing demand for Finer powders by industry there has been a continuing effort by air classifier manufacturers to improve and offer machinery capable of producing these fine powders. Common to these classifiers is the use of a multivaned rotor through which passes all of the air used to transport the particles to be classified. Rotor revolutions per minute and the amount of air passing through the rotor are the main variables in determining the particle sizes which will be able to pass through the spinning rotor. A simplified equation derived by setting the air drag force carrying a particle through the rotor equal to the centrifugal force due to the spinning rotor's action on the entering air and particle is: Diameter of Particle = [ ] Where K is a function of air viscosity, particle configuration, rotor and blade configuration; RPM is rotor revolutions per minute; M3/sec. is air quantity passing through the openings between the rotor blades.

Washington State has a variety of industrial minerals and although not many are produced currently (1982) most have a history of production (table 1). The value of industrial minerals produced in the state exceeds by several times the production value of metallic minerals. In 1981, 15 minerals - cement, limestone, clay, gemstone, pumice, sand and gravel, stone, diatomite, gypsum, olivine, peat, talc, garnet, silica, and dolomite - were produced. Combined value of nonmetallic production for 1981 is estimated at $218,999,000. Cement had the largest estimated value at $102 million, followed by sand and gravel at $47 million, and crushed stone at $29 million. These figures are from the US. Most of the production of copper in the United States comes from a few large companies. Often overlooked, however, are the more numerous small mining operations, which collectively produce a significant portion of the nation's copper. The objective of this paper is to describe the operations of a small mining company - Ranchers Exploration and Development Corporation - how it views its place in this industry of giants, how it exploits the advantages offered by its relatively small size, and how it protects itself from the hazards being small introduces. Environment is, of course, a critical factor for such a company because it does not have the resources which help large companies weather periods of financial stress. Ideally, this environment is characterized by a heal thy economy, strong product demand, relatively stable prices , adequate grades and tonnages of ore commensurate with depth and over-burden, ready access to utilities, a dependable labor pool, and suitable technical "know how". When the environment is right, properties which were previously uneconomical to operate attract the attention of companies whose primary interest is a return on investment commensurate with risk over a reasonable period of time. Naturally, the amount of the investment and the duration of operation determines the size of the company which would be interested in such a venture. Such is the case with Ranchers Bluebird Mine at Miami, Arizona - a small property operated by a small company in a favorable economic environment.

Pillar strength is a fundamental variable in the design of room and pillar mining. A number of researchers have investigated the strength of mine pillars by loading cubical, cylindrical and rectangular model pillars to failure in a compression testing machine (1). Several of these researchers have observed an increase in the compressive strength of model pillar with an increase in friction at the platen-specimen interface (2, 3, 4, 5). It has been postulated that the friction prevents lateral expansion of the specimen, thereby exerting a confining pressure at the interface. Seldenrath and Gramberg in their work with cylindrical specimens of limestone and marble noted that the effect of clamping the ends of the specimens, i.e., to restrict lateral movement of the specimen face, was to increase the compressive strength about 10% for marble and from 50-75% for the limestone, as compared to the same type of specimens when tested with the end planes free (6). No attempt was made to determine the confining pressure exerted by the clamps. In recent years, Bureau of Mines has conducted an extensive study, similar to Seldenrath and Gramberg's, with dog bone specimens. The confining pressure exerted by the clamps was determined and an increase in the compressive strength with increasing confining pressure noted (7, 8).

One of the several problems facing society today is that of disposing of its solid waste. Each year this nation spends approximately 4.5 billion dollars to collect, transport and dispose of some 360 million tons of domestic and industrial solid waste. Although considerable sums of time and money have been spent in researching various techniques for solid waste disposal, it is presently agreed that sanitary landfilling represents the most economic and universally adaptable solution to the problem of solid waste disposal. However, regardless of the factors favoring sanitary landfilling as the waste disposal method of choice, it should be recognized as carrying with it a potential for the degradation of ground- and surfacewater resources. Through an interdisciplinary effort regulations were promulgated during 1971 in the State of Iowa to govern sanitary disposal projects. Consistent with a set of rationales developed to preserve environmental quality, these regulations set forth hydrologic and geologic standards designed to protect Iowa's water resources. Minimum requirements have been outlined in the regulations through which the natural favorability of potential landfill sites may be evaluated. Natural favorability is primarily defined in terms of the hydrologic and geologic relationships between a proposed landfill site and those in the locality of the site. The regulations specify that leakage from a landfill to a subcropping aquifer must be less than 0.04 cu ft/day/sq ft at the base of the landfill. This factor is offered to quantify the maximum allowable leakage for all sites in unconsolidated sequences underlain by subcropping bedrock aquifers, Based on groundwater research in Iowa, the assumption is made that 50 feet of till will be sufficient to inhibit the downward flow of liquids from a landfill into bedrock aquifers. This assumes a difference of no greater than 40 feet in hydrostatic head between the water table in the unconsolidated sequence and that in the bedrock aquifer. Owing to the fact that bedrock aquifers in many areas of the state are mantled by less than 50 feet of till the regulations provide for site modification, through engineering, to meet the specified leakage standard, In such instances the leakage factor is evaluated by means of the generalized Darcy's Law Q = PIA where:

Concentrating plants, in common with other types of industrial plants, cannot operate without lectric power. The elctric distribution system and utilization equipment; therefore, must be carefully considered in all phases of plant design. Two important aspects of proper distribution and usage of electric power are the selection of voltage levels and the methods of system grounding. These are not necessarily the most important design considerations, but are perhaps more controversial than other major points, Modern plants demand increasing amounts of power which, since electric power is the product of voltage and current means higher voltages or currents. Higher voltages require more insulation, higher currents more conductor. The equipment designer?s problem is to obtain in his transformer, cable, switchgear, controller, motor, etc a balance of insulation and conductor to obtain a satisfactory design at lowest cost. To provide the most economical system, both in initial and operating costs requires the system designer to select the proper voltage level. Adequate voltage also permits expansion to meet future requirements, and results in better operation of utilization equipment, Relatively little advancement has been made in recent years in improving conductors; however, great progress has been made in improving insulation. Thus modern plants, in general, now find it more economical to use higher voltages than they did previously. For example plants which only a few years ago would have used 2400 volts as a system voltage often find nowdays that 4160 volts is their proper choice. If the plant requires 10,000 kva br more, then an even higher voltage, such as 13,800 volts, will prove economical. However, for the average concentration plant, with less than 10,000 kva demand, the choice of distribution voltages is between 2400 and 4160 volts, and 480 volts will be used for the low voltage utilization system.

A characteristic common to most tailings dam failures caused by earthquakes or excessive rain storm is that the tailings tend to liquefy and flow for substantial distances as a viscous fluid, with the potential for extensive damage to property and life. Failures of El Cobre, Chile (1965), Mochikoshi, Japan (1978), Aberfan, Wales (19661, Buffalo Creek, West Virginia (1972) are examples of such catastrophic incidents. In these four incidents more than 400 lives were lost, and the loss of property was approximately $200 million. In order to be able to assess the potential for damage in case of such a failure, it is necessary to predict the possible extent of flow slide movement. This paper discusses simple procedures for performing such analyses. Also, in order to illustrate the use of these analysis procedures in tailings dam design, two case histories are analyzed.

At the Frood Mine of International Nickel, tests were begun in March 1966 to evaluate the use of low profile diesel Load- Haul-Dump equipment in cut-and-fill operations. In December 1966, this test was extended to drawpoint loading of caved ore at the Creighton Mine. The results of these tests conclusively demonstrated the effectiveness of this equipment in the operations at International Nickel. This paper describes the equipment used, the operation of the equipment, production data and operating details. Also discussed in the paper are other trackless equipment which works with the Load-Haul-Dump carrier. Production and Safety comparisons are made with the slusher method in bulk mining, giving the reasons for replacing the slushers at the mines of International Nickel Company of Canada, Limited, Ontario Division.

The high-grade Th-U-Y zone is one of the numerous mineralized zones found in the El Garra El Hamra hydrothermally altered syenites in southwestern Egypt. It is characterized by the thorium minerals thorite and thorogummite, which are closely associated with xenotime-(Y). This zone of mineralization is localized in the eastern part of the El Garra El Hamra hydrothermally altered syenites. This zone does not relate to the first phase of syenites that appeared on the surface but is linked to the other, hidden phase of the syenitic body. Additionally, the fluids responsible for the mineralization of this zone belong to the late-stage hydrothermal event as well as the fault action due to the fact that it had continued reactivations for a long period of time. The studied mineralized zone also contains ceriopyrochlore-(Ce),(Ce,Ca,)2 (Nb,Ta)2O6 (OH), fluorite (CaF2) and barite (BaSO4), which are found in considerable amounts, whereas apatite (Ca5(PO4)3F) and chromite (FeCr2O4) are rarely found together with Fe-oxi-hydroxides (hematite and goethite) with a minor amount of jarosite (KFe33+(OH)6(SO4)2). Finally, the main constituent mineral in the zone is the pseudomorph perthite in addition to quartz, which is found as deformed crystals. A technological sample was collected from this zone and was found to assay 4.62 weight percent thorium (Th), 0.37 weight percent uranium (U) and 3.12 weight percent rare earth elements (REEs). From the chemical and mineralogical composition of the studied technological sample, the leachabilities of Th, U and REEs were investigated using sulfuric acid (H2SO4) agitation leaching and pug leaching methods. The latter was found to be preferred under the conditions of 0.54 ton H2SO4 per ton of altered syenite at 110 °C for two hours.
