With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

Mineral liberation data are routinely obtained for a wide variety of applications, including ore characterization and characterization of various metallurgical test products obtained in bench-scale laboratory testwork. Newmont Mining Corporation owns several properties in the Carlin Trend containing refractory gold ores. These ores are generally difficult to treat and have to undergo several processing stages for gold recovery. At Carlin?s Mill 5 operation, flotation is used to pre-concentrate some of these difficult ores to produce a sulfide concentrate to feed the roaster. It is of interest from a flotation perspective to be able to study the floatability of pyrite, arsenopyrite and arsenian pyrite, since these minerals all have different quantities of gold associated with them, and have to be recovered to ensure a successful separation has been achieved. In this paper, a detailed MLA study on several Carlin ores was undertaken on samples from flotation tests, using air or nitrogen as flotation gas, specifically to study the differences in floatability characteristics, which ultimately impacts overall gold recovery. Magnetic surveying and map production is well established in land based mineral exploration. Magnetic data are routinely used to map geology in covered terrains, to estimate the depth to basement in overburden covered areas, and to identify altered zones, mineralization, bedding attitudes, and fault networks both regionally in map view, and through interpretation to depth in 3D. Best practices for magnetic survey methods and magnetic interpretation exist in all areas of land based geophysical survey methodology - mineral exploration, hydrocarbon exploration, geological mapping, archeological mapping, and in military applications. At sea, and particularly under the sea, sophisticated magnetic surveys are being done, but it can be argued that these are primarily in niche applications, for example in naval mine-hunting and UXO applications. Magnetic data is not normally collected on AUVs and ROVs conducting mapping and hydrographic survey operations. OFG has developed physical and mathematical calibration routines so that magnetometers can be mounted directly onto AUV and ROV bodies where significant heading errors and magnetic gradients exist. This simplifies the routine deployment of magnetometers on AUVs and ROVs for mineral exploration and other magnetic survey applications without the need for towed bodies, ungainly mounting frames, or degaussing of the survey equipment. Our experience shows that magnetometers can be operated routinely on AUVs and ROVs and that with careful processing useful maps can be produced routinely at low cost.

"Building and operating tunnels has been a highstakes endeavor in terms of costs, complexity, safety and impact on contractors, owners and the public for a long time. There are many variables that need to be closely monitored and managed to construct a tunnel on-time, on-budget and safely. Once built, there are also many elements that need to be monitored and managed to operate a tunnel safely and efficiently.Fundamentally, the risks to the safe and efficient construction and operation of a tunnel are a function of the degree of harm and the likelihood of the harm occurring. From a cyber security perspective, risk assessments used to inform decision makers and support risk responses are typically based on identification of relevant threats; internal and external vulnerabilities; the impact that may occur given the potential for threats to exploit vulnerabilities and the likelihood that harm will occur. This article focuses on creating awareness of vulnerabilities associated with technology used in tunnel construction and operation and some of the challenges associated with remediation of these vulnerabilities. As we all know, technology has been evolving at an accelerating pace and infiltrating every aspect of our lives in new and often exciting ways. In the world of tunneling, sensors and systems that provide position and time have become accurate, rugged and cost-effective enough to come out of the research labs and into the equipment and systems used every day. There are many opportunities to employ connected computing devices and sensors to costeffectively capture, integrate and analyze key data with minimal latency to manage risk better, improve safety and avoid surprises."

The 2005 Prospectors and Developers Association of Canada (PDAC) convention continued the upbeat mood found in 2004. The global mining industry is booming due to higher commodity prices in nearly every sector. Other factors include low commodity inventories, China’s strong resource demands, the weak U.S. dollar, the very strong Euro, global uncertainties, an almost overripe investment climate for natural resources and the highest mining exploration budgets in seven years. Even unglamorous commodities, like iron, uranium and zinc, received copious attention in talks, the investors’ exchange, the core shack and in certain hospitality suites. The following impressions were gathered at the convention and enhanced by conference handouts and some abstracts that are available on the PDAC’s Web site, www.pdac.ca. At least 119 papers were presented, almost twice last year’s number.

Impala Platinum?s No.16 Shaft mine is currently under construction and is expected to reach full production of 256 500 tons per month by 2014. Mining will start at 1 260 m below surface with a maximum mining depth of 1 535 m where virgin rock temperatures of 56.6°C will be experienced. As a result of depth, high virgin rock temperature and narrow reef mining, an expected total of 31.5 MW[R] of air cooling capacity will be required to achieve acceptable underground conditions. This will be achieved by cooling mine intake air in a single dedicated air cooling installation located on surface. The compact installation includes air cooling spray chamber, refrigeration machines, condenser cooling towers, evaporator and condenser water reticulation as well as all electrical and control systems. Construction and commissioning of the first phase of this air cooling installation has recently been completed on a turn-key contract basis.

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

The Red Dog Mine is the world’s largest zinc mine. It is located 145 km (90 miles) north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called the Northwest Alaskan Native Association (NANA) Development Corp. NANA acquired surface and subsurface title to this resource as part of its settlement lands under the Alaska Native Claims Settlement Act. In 1982, NANA entered into a lease agreement with Cominco. Cominco is an international mining company focused on zinc. It built and operates the Red Dog Mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language and traditions are as important to the NANA people today as they were in the past.

Using powerful database management software, nested-field analysis and microanalysis of narratives have been made of West Virginia accident data, resulting in a new approach for targeting and prioritizing safety interventions by county, mine size, specific mine, job title, type injury, etc. and combinations of these parameters. The analyses have been useful in focusing training and discussion sessions on specific work problems, trends, conditions, and situations for targeted groups of miners. Application of the technique will be presented in this paper, along with comparisons of various mine performance measures.

The Henderson/ML King CSO Project is a major combined sewer overflow (CSO)reduction project for the Department of Natural Resources and Parks of King County, Washington. The central element of the project is the 3100 lineal feet long, 14'-8"diameter 42nd Ave S Storage/Treatment Tunnel. During the course of the project, the owner and consultants evaluated numerous elements of the tunnel including the alignment, geotechnical conditions, tunnel liner, and settlement monitoring requirements. The contractor utilized innovative shaft construction methods for the tunnel portals, and adhered to strict contract requirements in successfully constructing the tunnel. This paper provides an overview of the design and construction elements of the 42nd Ave S Storage/Treatment Tunnel that led to the successful completion of the project.

The combined 75th Annual Minnesota Section of SME meeting and 63rd Annual University of Minnesota Mining Symposium was held April 9 and 10, 2002, in Duluth, MN. This year’s theme was “Keys to the Future: Imagination, Innovation and Technology.” The meeting consisted of plenary and technical sessions and a special General Manager’s Session. The technical paper presentations included concurrent mining and mineral processing sessions. In the General Manager’s Session, representatives from the region’s taconite operations presented the current status, concerns and future plans for each of their operations.

Amid some of the worst economic conditions that the mining industry has been faced with in more than a decade, the mood among the large crowd at the 114th Annual Northwest Mining Association?s annual meeting was surprisingly upbeat. More than 2,200 attendees showed up at John Asuaga?s Golden Nugget Casino in Reno, NV for the conference held Dec. 1-5. And more than 200 companies exhibited in 240 spaces, including SME and the Minerals Information Institute. The number of attendees and exhibitors were the most for the conference in more than 10 years. The conference was held in Reno/Sparks for just the second time in its illustrious history but began under the cloud of global financial turmoil. Prior to, and during the conference, the industry news headlines were grim, to say the least. An alarming number of mine plans and expansions had been put on hold; hundreds of miners across the United States had been or were in the process of being laid off; commodity prices were falling and some of the biggest mergers in the industry fell through while miners around the world put the brakes on to take a wait-and-see approach. It was a painful time for many, but the downsizing actions taken by many mining companies was exactly what needed to happen, according to Industry Outlook Luncheon featured speaker Frederick Sturm. He is the executive vice president and chief investment strategist and member of Mackenzie?s Investment team. He has earned a reputation as one of Canada?s leading investors in natural-based companies and he also manages the Ivy Global Natural Resource Fund in the United States Sturm said that the mining industry has fallen hard and that he expects it to bounce back quickly, before falling hard again. In these tough times, he said, the companies that have pulled back on production early are doing the right thing in the long run.

In August 1996 Barrick Gold Corporation acquired the Pierina property, an advanced stage exploration project, high in the Andean Cordillera of Peru and in November 1998, in a record time of just over two years, poured the first gold. After more than three years of a very successful operation at some of the lowest operating costs in the world, this presentation serves to briefly describe the project through design, construction and start-up and in particular to spotlight some of the challenges that have been overcome in valley heap leaching in a high rainfall, alpine setting.

This paper follows that of the Milos Conf, 2002 and examines the collection and reporting of SDIs in the industrial minerals industry in Europe. It compares the characteristics of the GRI Reporting Guidelines, with its Metals and Mining Sector Supplement with those of the EU DG Enterprise Scheme, launched in 2001. The particular issue of SME's and companies which are not publicly traded is examined. The pros and cons of participating in such schemes is a central theme of the paper. The paper concludes that there and many business benefits for these companies in participating and submitting their data. The European Commission Scheme is strongly recommended for companies in the sector which are SME's and not-publicly traded as well as large firms who are listed on European Stock Exchanges.

The Egnatia Odos (Odos meaning road) is one of Greece’s largest ever highway construction projects and one of Europe’s most important. The Highway will assist in the connection of the Greek Ionian/Adriatic Coast with Turkey and the Black Sea reviving an historic Roman alignment “Via Egnatia” connecting Rome to Constantinople (now Istanbul). There are 74 twin tunnels (60 bored and 14 cut-and-cover) with lengths ranging from 160 m (175 yd) to 4,600 m (5,031 yd) and 100 m (109 yd) to 270 m (295 yd),respectively. The complex geology and resulting physical geography have had a major influence on both the design and construction of these tunnels. This paper describes the management, design and construction challenges of these numerous tunnels.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. The application of statistical analysis software programs has proven useful for the investigation of rockfall runout distance along a designed slope. Rockfall modeling programs are continually being upgraded with more sophisticated analysis tools, such as the use of the rigid body versus lump mass models. Engineers at mine sites utilizing the software may have varied experience related to these models, their associated input parameters, and how to interpret the generated results. To address this concern, researchers at the Spokane Mining Research Division (SMRD) of the US National Institute for Occupational Safety and Health (NIOSH) investigated the influence of slope height, slope angle, slope material, and rock size for both rigid body and lump mass models in a 2-D statistical analysis program. Based on a literature search and industry input, specific ranges common to that of an open pit mining environment were chosen for each of the input parameters to determine 90% rock runout distance as well as their sensitivity to change. Data collected from this numerical analysis and simulation will be compared to empirical rockfall data gathered through the duration of the Highwall Safety project conducted by NIOSH from 2022–2026.

The city of Indianapolis has more than 25,000 homes currently on septic systems. Many of these systems do not function well because of their age and surrounding soil conditions. As Indianapolis has worked to eliminate septic systems and install sanitary sewers in large unsewered areas on the north-west side, capacity of the existing Belmont North Interceptor (BNI) became a concern. The BNI system currently services an area of approximately 80 km2 (31 sq miles) located within the northwest quadrant of the city (Fig. 1). Monitoring of the existing interceptor indicated portions of the sys-tem flowing half- to two-thirds full during dry weather conditions and surcharging during some wet weather conditions. Further analysis of the BNI based on growth projections coupled with increased sewershed yield resulting from the city?s septic tank elimination program (STEP) indicated dry-weather flows could potentially triple over the next 20 years. A nearly 305-m- (1,000-ft-) wide sandstone channel was projected to run through the mid panel area of a 457-m- (1,500-ft-) wide longwall panel in a southwestern Pennsylvania coal mine. This sandstone channel was known to cause serious longwallface roof control problems in the mine?s B-panel area in 1998 and 1999; and most recently, it induced many large face cavities and caused a substantial production delay in the preceding panel. For the two B panels mined in 1998 and 1999, hydraulic fracturing of the massive sandstone was conducted to facilitate better caving, thus relieving cantilever compressive stress at the longwall face. Vastly improved longwall face condition was observed and four weeks of mining delay due to bad roof conditions were eliminated. The implementation of the hydraulic fracturing technique, results of underground observation and measurement, and results of numerical modeling were summarized in a paper presented in the 20th International Conference on Ground Control (Su et al., 2001). This article is a summary of the activities that took place during a four-month period (October 2011 through February 2012) at a Consol Energy longwall mine southwestern Pennsylvania to improve face conditions and safety of underground personnel during mining of the 457-m- (1,500-ft-) wide longwall panel. The elevated concern for safety was driven by adverse face conditions encountered while mining the preceding longwall panel. Many of the problems were attributed to a thick and massive sandstone channel. A joint task force consisting of coal operations engineering, Pennsylvania operations engineering and CNX Gas personnel was formed in August 2011, which recommended drilling four hydraulic fracturing holes along the center axis of the sandstone channel to reduce pressure and improve face conditions at the longwall face. The current limit to power transmission for grinding mills through one mill pinion is approximately 7,500kW. Above this power rating either twin pinion arrangements or Gearless drives are required. The SMTP concept was developed to overcome this limitation by using two pinions with a single large drive motor. The SMTP mill drive offers major advantages in capital cost and greatly simplifies plant layouts, while using an innovative adaptation of industry-proven single helical gearing. Through the use of a single motor, provision of variable speed drive is greatly simplified. The SMTP can also be used for significant power upgrades on existing mills.
