The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) conducted a study of mining industry electrical injuries reported to the U.S. Mine Safety and Health Administration (MSHA) for the years 2000 to 2009. The findings of that study are detailed in this paper, and serve to characterize the circumstances surrounding electrical injuries and identify causal factors. The study included three tasks: 1) a direct review of mining industry occupational injury data compiled by MSHA, 2) interpretation of the narrative descriptions available for the injuries (from MSHA data) and 3) a separate examination of fatal electrical injuries. Eight-hundred sixty-five electrical injuries were reported during the 10-year period studied, with 39 of those being fatalities. This makes electrical injuries disproportionately fatal with respect to most other types of injuries in mining. Electrical injury rates were higher in coal mining than noncoal mining and, within the coal sector, rates were higher in underground operations than in surface operations. Of the 865 total cases, electrical and machine maintenance or repair activities were involved in 580 (69%), and electricians and mechanics were injured in 362 cases (42%). Of the 39 fatal electrical injuries, 27 (69%) involved electrical maintenance or repair work, and in 21 of these 27 cases, the failure to de-energize, lock-out and tag the circuit was the cause or a contributing factor. Also, contractor employees had a much greater chance of an electrical injury being fatal than did mine operator employees. The top three root causes for fatal electrical injuries were 1) no or inadequate lock-out and tagging, 2) failure of power system components and 3) contact of overhead electrical power lines by mobile equipment.

"Underground refuge alternatives require an air source to supply breathable air to the occupants. This requires pressure relief valves to prevent unsafe pressures from building up within the refuge alternative. The U.S. Mine Safety and Health Administration (MSHA) mandates that pressure relief valves prevent pressure from exceeding 1.25 kPa (0.18 psi), or as specified by the manufacturer, above mine atmospheric pressure when a fan or compressor is used for the air supply. The U.S. National Institute for Occupational Safety and Health (NIOSH) tested a variety of pressure relief valves using an instrumented test fixture consisting of data acquisition equipment, a centrifugal blower, ductwork and various sensors to determine if the subject pressure relief valves meet the MSHA requirement. Relief pressures and flow characteristics, including opening pressure and flow rate, were measured for five different pressure relief valves under a variety of conditions. The subject pressure relief valves included two off-theshelf modified check valves, two check valves used in MSHA-approved built-in-place refuge alternatives, and a commercially available valve that was designed for a steel refuge alternative and is currently being used in some built-in-place refuge alternatives. The test results showed relief pressures ranging from 0.20 to 1.53 kPa (0.03 to 0.22 psi) and flow rates up to 19.3 m3/ min (683 scfm). As tested, some of the pressure relief valves did not meet the 1.25 kPa (0.18 psi) relief specification.IntroductionThe Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the United States in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and mine safety standards enforcement (U.S. Mine Safety and Health Administration, MSHA, 2006). Section 13 of the MINER Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives for underground coal mines. This mandate culminated in the 2009 adoption of changes to Title 30 of the Code of Federal Regulations (30 CFR) mining health and safety regulations, requiring underground coal mines to provide mine emergency refuge alternatives and associated components, to provide a life-sustaining environment for persons trapped underground. Such refuge alternatives can be either self-contained mobile units or built-inplace facilities. The regulatory changes also include provisions establishing requirements for MSHA approval of refuge alternatives and their components, and among these provisions are numerous criteria for providing a safe breathable atmosphere under positive pressure within the refuge alternatives. One specific criterion for maintaining a safe refuge alternative atmosphere requires the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (0.18 psi), or at a pressure above mine atmospheric pressure, in the refuge alternative, as specified by the manufacturer when the breathable air is supplied by a fan or compressor (MSHA, 2008)."

"Fatigue presents several challenges for the mining industry. Depending on the specific occupation, daily work or operational setup on any given mine site, mining jobs can have a fair amount of labor-intensive tasks mixed with monotonous and repetitive duties. Combined with the long working hours and shift-work schedules of mining work, the prevalence of fatigue in mine workers may seem rather unsurprising.Mining is certainly not alone in facing the challenge of addressing worker fatigue. Indeed, many of the characteristics above mirror the similarities of fatigue in other industries, such as health care, aviation and security. To the extent that fatigue in mining acts like fatigue in any other industry, then any fatigue management applications, trainings, or interventions in existence can be borrowed from other industries and applied to mining in a cookie-cutter approach. However, some have argued that mining in particular is especially susceptible to increases in the prevalence of fatigue beyond the characteristics listed above due to the multifaceted combination of factors in mining environments associated with fatigue: dim lighting; limited visual acuity; hot temperatures; loud noise; highly repetitive, sustained, and monotonous tasks; shiftwork; long work hours; long commute times due to mine site remoteness; early morning awakenings; and generally poor sleep habits (Canadian Centre for Occupational Health and Safety, 2012; Legault, 2011). Legault (2011) in particular argues that it is the combination of these factors simultaneously that can make mineworkers particularly susceptible to sleep deprivation and fatigue in comparison to other industries where these factors are often not present all together. If fatigue looks and acts different in mining, as others have argued, more research is needed to determine if, how, and why worker fatigue might need to be managed differently in mining.While the burden of fatigue on the mining population has not yet been evaluated thoroughly, methods and measures of fatigue management remain a popular point of discussion. Many commercial suppliers and consultancy groups have begun to develop technologically based fatigue monitoring systems (McMillian, 2013). Some technologies can monitor vehicle operators for indicators of wakefulness, such as percent eyelid"

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

"Can we use data to make communication effective? How does one successfully tackle the challenge of solving cultural differences and harmonizing the needs of diverse stakeholders while developing and maintaining a strong and reliable corporate image? Is it possible to achieve better engagement and minimizing risks with data? This paper aims to explore human rights and business procedures, the promotion of shared prosperity in a sustainable manner and the use of metrics to guide decision-making process. Among the topics examined are: • the significance of stakeholder engagement in community development projects; • the use of grievance mechanisms to give a voice to First Nations and communities / populations in vulnerable positions (including children and elders); • the benefits of configuring and implementing a feedback system in partnership with the communities. This research is a preliminary initiative and has limitations on the extent of the material used. The author acknowledges there is a vast amount of work and publications available on this subject, as well, as a variety of examples that have not been included. The intention is to keep developing this research to assess and expand how data can be used to minimize risks and improve engagement, in addition to inspire others to continue advancing this topic. Natural resources consumption is a reality that will not disappear in a foreseeable future. Several developments and operations are located in remote areas where communities in vulnerable situation and Indigenous Peoples live. Feedback systems are being ratified as a tool to help tackling the challenges of harmonizing cultural differences and fulfilling the needs of diverse stakeholders. Integrating social, environmental, and economic values plays an imperative purpose in preserving a productive and trustworthy relationship with stakeholders. Positioning social standards next to environmental and economic principles shows inclusiveness and firm intention of integration. We add value to a positive image of our industry by embracing responsibility for corporate actions and promoting their beneficial impact on the environment. The social context within communities, groups and organizations is dynamic and presents new challenges as connections evolve. There are wildly diverse expectations which one may need to address during exploration, construction and operating phases. Disagreements are an inevitable consequence of interactions due to the different needs and requirements of the parts involved. Nevertheless, balancing differences and solving conflicts can offer remarkable opportunities for improvement."

Laboratory testing was carried out to evaluate several devices for recovering clean coal from bituminous coal refuse material. The bulk of the testing focused on using a dense-medium cyclone to process -0.6-mm refuse material. A hindered-settling column and a spiral concentrator were also used to process 1.2x0.15-mm material. Product yields and ash contents were obtained for all tests, while partition curves were generated for selected tests from which the characteristic performance parameters (relative density of separation and probable error) were determined. The results indicated that the dense-medium cyclone was capable of cleaning down to 0.037 mm, while the other devices were effective to 0.15 mm.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

Solids and liquid phase residence time distribution data is reported for a laboratory column flotation cell. The effects of various physical flotation parameters on residence time distributions are reported and analyzed. A plug flow model with recycle is proposed for the froth phase and a tanks in series model for the pulp. By comparison of two and three phase residence time -distribution data it has been shown that the use of liquid residence time distribution data to predict the residence time distribution of the solids in a column is not valid.

In 1973 the percentage of total coal production mined by surface methods in the United States again increased, reflecting a long term trend. Barely three decades ago less than 10 percent of the U.S. coal was produced in this manner. Last year surface coal mines produced 299 million tons, 50.7 percent of our nation's coal. At present there are about 2450 strip mines producing coal in 23 states. While accident rates for surface coal mines are less than underground coal mining rates, surface coal mining is certainly one of the more hazardous occupations. Figure 1 shows the injury rates (fatal and non-fatal accidents) of major U.S. industries. Note that surface coal mining is more hazardous than all other industries except contract construction. Accident rates are about the same as the contract construction industry which uses similar equipment. A limited amount of detailed data was available on elements of surface coal mining jobs and this lack of compiled information made it difficult to assess the significance of the conditions contributing to accidents and to make recommendations that would reduce accident frequency. Therefore as part of the Bureau of Mines continuing research efforts related to the health and safety of the coal miner, a contract was awarded to Theodore Barry and Associates of Los Angeles to conduct an "Industrial Engineering Study of Hazards Associated with Surface Coal Mines."

Sixty years of rock bursting in the Coeur d'Alene district has taught painful lessons and led to a number of practical advances in controlling rock-burst hazards. This paper summarizes these lessons, concentrating on practical measures that have been successfully adopted to reduce hazards. These lessons are explained in the context of district mining history and current understanding of rock-burst phenomena. Overall, the paper provides the practicing mine engineer with an appreciation of rock-burst hazards and an overview of practical measures that can be used to control these hazards in the context of Coeur d'Alene district experience.

"The U.S. National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. RAs typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The U.S. Mine Safety and Health Administration requires that these valves vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer, above mine atmospheric pressure in the RA. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: (1) a modified polyvinyl chloride check valve, (2) an off-the-shelf brass/cast-iron butterfly check valve and (3) a commercially available valve that was designed specifically for one manufacturer’s steel prefabricated RAs and had been adapted for use in one mine operator’s built-in-place RA. PRVs used in tent-style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with Title 30 Code of Federal Regulations, or 30 CFR, regulations. The commercially available relief valve did not meet the 30 CFR relief pressure specification but may meet the manufacturer’s specification. Alternative valve designs were modified to meet the 30 CFR relief pressure specification, but all valve designs will need further design research to examine survivability in the event of a 103 kPa (15.0 psi) impulse overpressure during a disaster. "INTRODUCTION The last few decades have seen some remarkable advancement in information technology, but recently various digital technologies have resulted in several synergies to deliver innovation in diverse applications. The mining industry has been relatively slow in adopting these technologies compared to the other industries, but this scenario is changing fast. Challenges Mining companies globally are going through a series of challenges such as declining ore grades with complex metallurgy, increasing depth of ore bodies, high capital and operating costs, lower productivity, shortage of technical resources, significant pressure from stake-holders to deliver, along with growing environmental and corporate social responsibility issues. Improvement in profitability would need significant improvements in operational performance. Consequently, over the last few years, there has been a major focus amongst some mining companies to imbibe Operational Excellence. This has been only possible because of the replacement of a silos based approach by an integrated view of the organization. Such an integrated view is now possible via the evolving digital technologies. Even so, such a transformation calls for a change in culture, which, for most organization is not trivial. Attempts in the past to integrate functions such as through Mine-to-Mill initiatives in the mining industry have demonstrated significant benefits to many operations (McKee, 2013). Still, sustaining these benefits has clearly been a challenge due to manpower turn over and lack of proper systems and structures that integrate information between business functions within an operation and between operations and the corporate.Opportunities The advent of digital technology has opened-up opportunities to integrate inter-departmental information for a unified understanding of, and across, an entire organization. The Doyon Mine in Quebec, Canada, evaluates the possibility of desulfurizing its tailings to produce material to be used as cover for the acid-generating tailings disposal site. Laboratory tests showed that a single-layer cover made of desulfurized tailings placed over reactive tailings can prevent the generation of acid mine drainage. Modeling with the software Vadose/W was used to optimize the design parameters, namely, cover thickness, water table position and residual sulfide content of desulfurized tailings following laboratory work. It was found that the optimal configuration includes a 1-m (3.3-ft) desulfurized tailings cover containing 0.8% S, with the water table kept at the interface between the reactive tailings and the cover. To maintain the cover performance to reduce oxygen flux toward acid-generating tailings even in the event of a long dry period, a sand layer is suggested to protect the cover from excessive evaporation. It is possible to reach the environmental objective for oxygen flux chosen for the Doyon Mine (10 mol/ m2/year) with the protective sand layer, even in extremely dry conditions.

In 1975 bituminous coal and lignite production in the United States reached an all-time high of 637 million tons, an increase of 6 percent over production in 1974. The output, valued at $11.9 billion f.o.b. mines, was produced at 5,100 mines in 24 states (6). Coal mining is the largest mining industry in Alabama. Production from Alabama's mines in 1975 was over 21 million tons, and present projections forecast a steady increase in production, with tonnages almost doubling by 1985 (5). Of the total quantity of coal produced, about 16 million tons were consumed in electric power generation and the remainder was used for metallurgical coke production, extraction of chemicals and petroleum based products, and power for industry. The fact that 75 percent of Alabama's power is generated by burning coal attests to the importance of this fossil fuel to the State. Approximately 14 million tons of coal were produced by strip-mining methods in Alabama during 1975 and about 7 million tons were produced by underground mining during the same period. Surface mining is expected to continue at about 14 million tons per year, but by 1980 underground coal mining is expected to increase to about 25 million tons (3). About 7 million tons of surface-mined coal in Alabama is subjected to some means of washing or cleaning. The methods used are screening accompanied by heavy media separation, jigging, tabling and flotation. Some of the simpler approaches employ screening and jigging, or tabling. Except where flotation is used, the screen undersize fraction (finer than 0.25 inch) is rejected, with the result that 10 to 15 percent of the coal is lost. Thus, in the State of Alabama an aggregate of about 1 million tons of coal is wasted annually in the fines which are impounded from treatment of surface-mined coal. The use of the Humphreys spiral to concentrate fine coal was practiced as early as 1947. At that time the Hudson Coal Company (1) used Humphreys spirals to concentrate anthracite fines. "China is rich in tungsten resource, but they are mainly associated minerals. The similar flotability of scheelite, fluorite, and calcite resulted in the difficult separation by flotation. This work summarized the current situation and the development of flotation reagents, technological process, and mineral processing equipments in China. Fatty acid served as the collector and water glass was the depressant to expand the flotability differences in traditional flotation technology. However the water glass inevitably influenced the flotation of tungsten minerals to a large extend, and the suppressed fluorite was difficult to recover by flotation. Abundant water glass lead to the bad settleability of the tailings and the tail water was difficult to circulate, resulted in serious environmental problems. Recent study proved that the selectivity of benzene armour hydroxyl oxime acid (BAHA) salts was adequate for the separation of tungsten minerals from fluorite, calcite and most silicate minerals without any depressant. By this way, sodium silicate was canceled completely in tungsten flotation, greatly improving the recovery of tungsten and the environmental problems caused by tail water treatment would be solved fundamentally. TUNGSTEN RESOURCES AND DISTRIBUTION IN CHINA China is rich in tungsten resources and the proved reserves accounted for 60% of the world's reserves [1]. However the wolframite has been dried up and the scheelite resources had become the main resource of the tungsten metal. Table 1 showed the most large and superlarge scheelite deposits in China. China has more than 40 large and superlarge scheelite deposits and the total metallic deserves is more than 3 million ton [2]. But most of the deposits were low-grade and the associated relationship was complicated. For example, scheelite was usually associated with wolframite, molybonite, bismuthinite, pyrite, fluorite, and calcite in Shizhuyuan and Yaogangxian mine."

"The United States’ supply of critical minerals has been a concern and a source of potential strategic vulnerabilities for U.S. economic and national security interests for decades (for example, see Strategic and Critical Minerals Stockpiling Act, 1939). More recently, with the rapid increase in the types of materials being used in advanced technologies (Fortier et al. 2018a), and geopolitical events surrounding the supply of rare earth elements (Ting and Seaman, 2013), among other developments, the critical minerals issue has again achieved a high level of visibility within the U.S. government (Executive Order 13817 (2017)).In this paper, the U.S. Geological Survey (USGS) provides an overview of its ongoing focus on critical minerals through the agency’s core competencies in mineral information, mineral resource assessments, geologic and topographic mapping, geophysical surveys and mineral resource research. Aspects of the multifaceted critical minerals issue addressed here include:• Identifying minerals that meet the definition of “critical” provided in Executive Order 13817.• U.S. net import reliance for critical mineral raw materials.• Current status of domestic critical mineral resource assessments.• Current status of topographic and geologic mapping, and geophysical survey coverage of the United States.• The Earth Mapping Resources Initiative (Earth MRI) to support future critical mineral exploration.• Critical mineral potential of waste streams from extractive industries.Identifying minerals as criticalU.S. government agencies and other organizations use a number of existing definitions and criteria to identify a mineral or mineral material as critical, strategic or otherwise important. The executive order defined a “critical mineral” to be “(i) a nonfuel mineral or mineral material essential to the economic and national security of the United States, (ii) the supply chain of which is vulnerable to disruption, and (iii) that serves an essential function in the manufacturing of a product, the absence of which would have significant consequences for our economy and national security.” This definition is broadly consistent with that defined by the National Research Council (NRC, 2008) and may be summarized as “essential in use” and “subject to disruption of supply.” Virtually all of the dozens of critical minerals studies conducted since the 2008 NRC report have used some variation of this same definition (Hayes and McCullough, 2018)."

The Macmillan Pass tungsten property (MacTung) is the largest known copper-tungsten, calcic, exoskarn deposit in the Western Hemisphere. Located on the border between the Yukon and Northwest Territories in northwestern Canada, the deposit crops out on Mt. Allen within the Selwyn Mountain Range. It was discovered in 1962 by a subsidiary of AMAX Inc. and has since been explored by 16,300 meters of surface and underground diamond drilling and by 800 meters of underground development. Geologic reserves are in excess of 30 million tons, grading slightly less than 1.0% WO3. Scheelite (CaWO3 ) is the main mineral of economic interest. Accessible by road, the property is not in production. Previously estimated reserves at MacTung have been unable to fully utilize all the geological controls on mineralization. In the past three years, however, an intensive program has been underway to improve our understanding of the deposit and to use the resulting information in a more precise way. This paper will discuss the key aspects of the geology as they specifically relate to reserve estimation and will demonstrate how these controls are being used in a geostatistical model of the deposit.

Over the last many decades, a significant amount of research has gone into the domain of slurry transport. However, design engineers still face many challenges with respect to prediction of pressure drop, critical velocity and other design parameters as a function of Solids % and Particle Size Distribution (PSD). The industry requirement is to transfer the slurry at the maximum concentration as possible (above 30% (volume %)) to make slurry transport more economically viable and to reduce water consumption. To facilitate the design and scale-up of slurry transport in pipelines and in process plants, there is a need for a correlation that can predict slurry pressure drops over a wide range of operating conditions and physical properties of different slurries. The objective of this study is to overcome the limited range of applicability and validity of existing correlations and to develop a generalized but more rigorous correlation applicable to a wider range of slurry sys-tems. The existing Wasp et al. (1977) method is based on multi-phase flow modeling approach. This study attempts to modify this approach by considering material-specific values of Durand?s equation co-efficient and by defining flow regimes based on particle Reynolds number. When compared with experimental data, the modified Wasp method proposed in this study predicts the pressure drop for slurry flows more accurately than other available correlations. Also, the pro-posed method requires minimal test/experimental data for a particular slurry system and can be extended over different input conditions. An iterative computer algorithm is developed to calculate the criti-cal settling velocity and pressure drop in a pipe as a function of Solids % and PSD. The solution method can easily be implemented in de-signing slurry pipes, design validation, and studying the different slurry transport scenarios. The modified method can also be extended to accurately predict pressure drops in dynamic pressure flow networks used in commercial process simulators.
