Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity,' innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

"The “Biohydrometallurgical Center for Strategic Elements (BHMZ)” is a cooperation of 13 departments of the Technical University Bergakademie Freiberg fostering interdisciplinary research along the whole (bio-) hydrometallurgical process chain to extract indium and germanium from sulphide ores. Research comprises methods to (i) bring the respective metal from the source material into aqueous solution and (ii) different approaches to extract pure metal or metal-containing materials from the solution. Within the BHMZ the Department of Underground Mining Methods deals with the design and implementation of an underground testing facility for bacterial in-situ stope leaching in its own “Research and Educational Mine”. The intention is to investigate innovative approaches for leaching technologies by crack initiation due to hydraulic fracturing or water pressure blasting under consideration of leaching kinetics and underground conditions. It is planned to set up two testing units comparing energy input and the metal output of conventional (blasting) as well as one of the innovative technologies. Aim of subproject is to establish an innovative and sustainable method ready for up-scaling. BACKGROUND Metals like copper and zinc mainly occur as sulphide ores in nature. Due to the insolubility of these sulphide minerals the respective metal is commonly extracted by pyrometallurgical processing methods. These methods require several steps of enrichment of concentrates such as flotation and roasting (Figure 1) under extensive energy utilization. Additionally, this arouses the emission of sulphur dioxide gas which can have a negative impact on the environment in form of acid rain, as long it is not caught by sulphuric acid facilities (Schippers et al. 2011). However, to treat the ore on the surface either open pit or underground mining operations are necessary. This implies operation steps from excavating, loading, and conveying/hauling, to dumping with the sub-processes crushing and stashing. Due to the tendency of increasing depth, more complex ores and decreasing ore grades of the mineable deposits as well as increasing energy and environmental costs these conventional mining and processing methods become in general more costly and difficult to apply. Hence, hydrometallurgical processes and especially the suitability of bioleaching as an alternative in-situ method for future mining projects should be examined. Leaching by means of microorganisms is a combination of mining and processing by converting the insoluble metal into an aqueous form. This technology is an economically beneficial and environmentally friendly alternative to pyrometallurgical processing methods especially for primary and secondary low grade ores. Mainly the extraction of copper but also of zinc and lead from sulphide ores is state-of-the-art in surface leaching operations like heap and dump leaching (Figure 1)."

There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.

The commissioning of a Distributed Digital Control. System for the grinding circuit at Cuajone, was completed by mid August, 1985. Development of a successful strategy, excellent operator acceptability and the visual aspects offered by the display of the central console, improved mill throughput significantly. The inherent features of a digital system enhanced the flexibility in grinding control and allowed the mills and classifiers to be operated at maximum capacity. This paper discusses in detail the strategy development, the production restrictions encountered, and evaluates the overall performance of the digital control system. 1.0 Introduction In November 1976, the Cuajone Concentrator, located on the western slope of the Andes in Southern Peru, was commissioned to treat a nominal 41,000 TPD of ore. A systematic elimination of production restrictions has resulted in a continual increase of concentrator throughput to 48,700 TPD before the grinding control was in- stalled.

In the mineral industry, the objective of a mining venture is to extract, process, and market a mineral commodity in such a manner that the profit of the venture is maximized. In a mining venture, a company normally has control over mine production scheduling, the selection and location of processing facilities (mineral beneficiation plants, smelting plants, refineries, or blending facilities), processed ore blending, and the selection of markets. The flexibility of the above factors provides many alternatives to satisfy the needs of each market with regard to quantity and quality of ore. The purpose of this paper is to present a mathematical model for determining the alternative that yields the maximum profit. Production planning is generally concerned with the best utilization of fixed resources, more specifically, with the determination of production and inventory levels to meet fluctuating demand requirements. A mine can be any source of ore such as an entire mine, a production unit within a mine, or an independent supplier. The objective of production scheduling is to determine the times at which each mine will be used and to allocate a required level of production. Production planning and scheduling problems are intimately associated with the location of new and existing mines and processing facilities. Although the location of the mines is usually fixed, there can be considerable flexibility in locating new processing facilities, in the selection of the processing plant, and in blending the ore before and after processing.

Many reports and papers have been delivered on projects under construction or already in operation, but we believe there are few that have been written about projects yet to be built specifically dealing with advanced mine and environmental planning. This paper describes such planning for Atlantic Richfield Company's Black Thunder mine. Project planning is a cyclic phenomenom involving four broadly overlapping planning steps (Figure 1). The demands of the public include needs that can be satisfied through planned resource development. Using a base of information that partly exists and must in part be gathered and updated, the preplanned development can be, evaluated. The evaluation process, with built-in environmental constraints leads to an implementation procedure. Implementation results in the development, including the release of the affected area to other public demands that follow.

INTRODUCTION Rapidly increasing capacities of equipment used to load and handle material at the face require improved haulage equipment and better methods of transporting the mined materials or "muck" to the shaft or slope and out of the mine to the processing plant on the surface. Increasingly, those transportation demands are being satisfied with underground belt conveyors. Such con¬veyors provide the most readily available, most efficient, and most reliable method of carrying materials in a continuous and rapid flow from the face loading equip¬ment to the surface plant. Almost universally, belt con¬veyors are used in coal mines and those nonmetallic and metallic mines operating in relatively flat bedded deposits. Belt conveyors are available in a wide range of capacities, mainly limited by belt width, belt speed, and weight of the material to be transported. They can be used on the level, on grades, on the surface, or under¬ground. They provide a rapid and constant flow of material, transporting the material as quickly as it is mined. Length of belt conveyors is almost unlimited. Where the haulage distance exceeds the practical capacity of a single conveyor unit, two or more conveyors can be used in series. Single conveyors more than 1.6 km (1.0 mile) long are common; multiple-unit conveyors in series operation are transporting materials over distances exceeding 16.1 km (10 miles). Depending upon mate¬rials being transported, job conditions, cost of the terrain being spanned, and alternative haulage methods avail¬able, conveyors can be conceivably economical for even greater distances. Table 1 lists maximum belt speeds recommended for most materials, relating belt speeds to belt widths. Table 2 lists capacities of typical conveyors of various widths and speeds, transporting commonly mined mate¬rials of various weights. ADVANTAGES OF CONVEYOR SYSTEMS For several years after their initial introduction, belt conveyors were available only with rigid side frames or a supporting structure of steel and concrete. That con¬struction limited underground applications, due to the cost and relative inconvenience of extending or retract¬ing the belt conveyor in the confined underground environment. However, during the last 20 years, wire-¬rope side-frame belt conveyors, as shown in Fig. 1, have become widely used in underground applications. Even wider use can be anticipated with their application to the fast movement of materials in surface mining operations. Advantages of the wire-rope side-frame belt con¬veyors were realized first in panel or section belt haulage in coal mines. Soon afterward, use of those conveyors was extended to gathering and main-line haulage. The mobility of the wire-rope side-frame conveyor is the principal reason for its success. The conveyor can be extended, retracted, dismantled, moved, and reassembled easily, even in relatively confined under¬ground spaces. The intermediate structure consists of rope support stands, wire-rope side frames, wire-rope tie-off stands, and the necessary carrying idlers and return idlers. An important and very attractive feature is the ability to suspend the conveyor from the roof in an underground mine, as shown in Fig. 2, leaving more room for improved housekeeping and allowing passage of face-service equipment, haulage vehicles, and other mining equipment. The conveyor's open construction allows quick and easy visual inspection of its com¬ponents for failures or malfunctions; it also facilitates checking and correcting conveyor-belt alignment. Other advantages contributing to the attractiveness and widespread application of wire-rope side-frame conveyors in main-line, slope, and surface installations include: lower capital costs, lower installation costs, lower maintenance costs, reduced impact on idlers and belting, reduced spillage and minimal cleanup, improved conformation to undulating terrain or mine bottoms, and the ability to span most obstacles without heavy structural support. CONVEYOR CLASSIFICATIONS Underground belt conveyors are classified normally according to their function. Generally, conveyors are classified into one of four main categories: 1) Panel or section conveyors normally receive the material to be transported directly from the face-haulage equipment. 2) Gathering conveyors are secondary haulage units that usually receive material from two or more panel conveyors. 3) Main-line conveyors transport all the material mined in the underground operations to the slope or shaft. Normally, they receive the material from two or more gathering conveyors. 4) Slope conveyors generally operate in tandem with the main-line conveyor, providing continuous Table 1. The Niblack polymetallic volcanogenic massive sulfide deposits are located on Prince of Wales Island in southeast Alaska, approximately 50 km southwest of Ketchikan. The property hosts a number of polymetallic volcanogenic sulfide occurrences within the folded Lookout rhyolite volcanic succession. The Lookout deposit is the primary focus of current resource delineation and contains an indicated resource of 4,136,000 tonnes at 1.13% Cu, 2.32 g/t Au, 2.27% Zn, 38.70 g/t Ag and an inferred resource of 1,736,000 tonnes at 1.09% Cu, 1.77 g/t Au, 2.02% Zn, and 25.52 g/t Ag as of March 2011. Sulfide mineralization is interpreted to have formed sub-seafloor, within permeable felsic fragmental volcanic rocks. Sulfide minerals of economic interest include chalcopyrite and Fe-poor, Zn-rich sphalerite. Of considerable importance, the Lookout deposit contains elevated gold that occurs as inclusions within the base metal sulfides.

Introduction and Historical Background State Geological Surveys have been deeply involved in industrial minerals from their inception beginning in the first half of the 19th Century. To Massachusetts belongs the credit of having carried out the first Geological survey under state auspices on the Western Hemisphere. One of the causes leading up to this survey was. Governor Lincoln's message to the legislature of May 29, 1830, from which I quote in part: "Much knowledge of the natural history of the country would thus be gained (from a geological survey), and especially the presence of valuable ores, with the localities and extent of quarries and of coal and lime formations, objects of inquiry so essential to internal improvements and the advancement of domestic prosperity, would be discovered.". Similar phraseology is present in practically all of the initial organic acts creating the first State Surveys. High on the list of priorities for these embryo surveys was an inventory of the mineral resources of the State with particular emphasis on the industrial minerals. Prom these early beginnings, the state surveys have developed a great wealth of geological data either directly or indirectly relating to the development of mineral resources. One can gain some conception of the effort that state surveys today place on industrial minerals studies by noting the projects in which they are engaged as reported in the State Geologists Journal. I gratefully acknowledge the help of a number of American and Canadian geologists, in both federal surveys and in private firms, who took the time to discuss this problem with me. Hans Landsberg and Bruce Netschert also followed the study with interest and encouragement. In their 1961 monograph, THE FUTURE SUPPLY OF THE MAJOR METALS, Bruce Netschert and Hans Landsberg noted that identified potential resources (that is, known but submarginal resources) of lead and zinc were much lower relative to reserves (that is, known and supermarginal resources) than was the same ratio for other metals.1/ Put another way, it seemed that for such metals as iron, manganese, copper, and aluminum, slightly more favorable economic conditions or modest advances in technology would greatly increase reserves by permitting the exploitation of vest quantities of leaner or deeper or otherwise less valuable mineral deposits. But for lead and zinc, Netschert and Landsberg concluded that either: "(1) there is relatively little material below present cutoff grades; [or] (2) such material exists, but for some reason there are no data.? 2/ This situation, which they called "the lead-zinc anomaly" has been subsequently discussed by other authors. The purpose of this paper is to carry the discussion further by examining the evidence in favor of (1) and (2) and by advancing a third alternative.

"A carefully planned laboratory test program is the foundation for the successful development of a sulfide flotation process. In this paper, the development of a copper-molybdenum flotation process is described. However, the concepts discussed can be applied to most sulfide flotation systems and to many industrial minerals projects as well. Each step is examined, beginning with sample procurement and covering sample preparation, flotation test preparation grinding, scoping flotation tests for reagent scheme selection, rougher flotation parameter evaluation and cleaner circuit evaluation, through to locked-cycle testing and pilot plant design and operation. Ore variability and modeling to determine the response of various ore types to the optimum conditions established is also examined.IntroductionA carefully planned laboratory test program is essential for the successful development of any sulfide flotation process. These programs usually begin with a series of batch tests on several ore type composites to evaluate appropriate reagent schemes and delineate optimum rougher flotation conditions, such as primary grind size, flotation pulp density, flotation pulp pH and retention time. Cleaner parameters such as regrind size requirements, cleaner pH, pulp density and number of stages are then defined. Semicontinuous locked-cycle tests are performed using the parameters established in the batch tests to determine the effect of middling streams recirculation on flotation performance. The data generated and the experience gained in the locked-cycle tests may be used to design and operate a continuous pilot plant if relatively large amounts of concentrate are required for further process development, such as optimization of byproduct molybdenum production from bulk copper-molybdenum concentrate.A comprehensive ore variability program is undertaken to determine the response of various ore types to the optimum conditions established. These ore variability programs often test hundreds of samples in standardized batch rougher and cleaner tests to ensure that the orebody is well understood.This article describes the development of a copper-molybdenum flotation process, but the concepts discussed can be applied to most sulfide flotation systems and many industrial minerals projects. The block flow diagram in Fig. 1 provides an overview of the development process."

Longwall mining appears very attractive from an engineering standpoint because of its simplicity. The use of one long, continuous face can simplify power distribution, ventilation, and supervision, and minimizes or prevents lost time associated with the tramming of equipment in room-and-pillar systems. Since the longwall system is more amenable to automation, it is inherently safer than room and pillar. Remote control of all face equipment from gate roads will obviate the exposure of men in the face area. Considering what has been said, it seems a paradox that more longwall installations are not found in the United States. However, with favorable mining conditions in relatively level seams of adequate height under shallow cover, it has been possible to develop highly productive, mechanized, room-and-pillar systems. Thus there has been no real incentive to employ longwall in the United States. In Europe, mining companies usually have very little choice between the two systems. Pitching seams of low height located at great depth dictate the use of longwall methods. With depletion of its readily accessible reserves, mining conditions will be similar to those now prevailing in Europe, and an increase in the use of longwall in the United States can be anticipated.

I am Alfred E. Michon, Vice President- International for Burlington Northern Inc. I work for BN's holding company and my responsibilities include co-ordinating the activities of our eight subsidiary companies as they relate to international commerce--an increasingly important aspect of the overall business of our company. Until last April, I was President of the Fort Worth and Denver and Colorado and Southern railroads, subsidiaries of BN. Prior to that, I headed the marketing and pricing area of BN's coal transportation business. Based on my experience in the energy industry, both domestic and international, I would like to discuss the world-wide trend towards the reliance on low-sulfur coal in lieu of natural gas and oil for the generation of electricity. Since pontification on the energy scene world- wide is best left to consultants with scenario-spitting computers, let me in- stead emphasize this trend through two examples. First I will describe the regulatory and economic factors which have encouraged the replacement of natural gas by low sulfur coal as a boiler fuel in the US. BN's investments in track and equipment were instrumental in this conversion. Secondly, I will show how this same combination of factors has created a large demand for steam coal in the Far East. Again, our company's strategy is to facilitate conversion to coal overseas through timely and sufficient investments.

Recently the petroleum market has made us aware that we are indeed global natural resource consumers, and as such, we have become captive to fundamental global resource economics and their attendant vagaries. Global resource supply problems are as old as civilization and mineral exploration one of its important catalysts. On the basis of natural resources empires have been expanded and new frontiers have been developed. Global consumption and production might even be viewed idealistically as a system dedicated to optimizing distribution to the consumer. However, this is not the case. Political instability and increased government polarization make dependency on a global market somewhat insecure. The U.S. must evaluate its domestic mineral re- sources on the basis that all metals are critical and that dependency on even the common and base metals may ultimately weaken our domestic economy and our potential international relationships and could cause critical weaknesses as demonstrated by the petroleum problem. This paper evaluates specifically the Duluth Gabbro Complex, of Northeastern Minnesota, (figure l), as a potential resource of critical and strategic metals. First, a chronology of some of the early exploration, will be followed by more recent intensive company studies and preliminary evaluations of economic feasibility. Lastly, metallurgical data, on some optimum conceptual mining plans will allow metal production data to be compared with an estimate of U.S. domestic needs in 1990. The purpose of this paper is to put into focus the difficulty of converting resources into vitally needed reserves.

"This work presents a method for the precipitation of cobalt sulfate by alcohols, specifically ethanol and methanol. The effect of the initial concentration of cobalt, the volumetric ratio of alcohol to cobalt sulfate solution, the addition of sulfuric acid and ammonia, and the effects of common ions on the precipitation percentage were investigated. The performances of ethanol and methanol were compared in terms of the precipitation percentage of cobalt sulfate, and explanations for different performances are offered. In the sulfate-based solution, the alcohol was shown to displace water ligands from the first coordination sphere of the cobalt(II) cations, which led to the precipitation of the cobalt ions as cobalt sulfate heptahydrate. SEM analysis revealed that the particle sizes of the powders produced by this method are smaller than those of commercially available cobalt sulfate. The scientific literature contains no data on the solubility of cobalt sulfate in ethanol. In this study, the solubility product constant (Ksp) for cobalt sulfate was experimentally calculated to be approximately 1.15 x 10-5.IntroductionCobalt sulfate, which is one of the most important compounds of cobalt, is used in the electroplating and electrochemical industries. The addition of cobalt sulfate to nickel-plating baths makes the treated metals brighter, harder, smoother and more ductile (Armstrong et al., 1988). It is also used as a desiccant for lithographic inks, varnishes, paints and linoleum, as well as in storage batteries, e.g., nickel-cadmium (Ni-Cd) and lithium-ion (Li-ion) rechargeable batteries (Kang et al., 2010). Cobalt sulfate is employed as a coloring agent in ceramics, enamels and glazes to prevent discoloration and as a copigment for the decoration of porcelain. In addition, cobalt sulfate has been used in animal feeds as a mineral supplement (Budavari et al., 1996; Kirk and Othmer, 1999).In the past, brewers used cobalt sulfate to prolong the life of beer foam (Kesteloot et al., 1968). Ranchers have dosed livestock with cobalt sulfate or used fertilizer enriched with this mineral to ensure that their animals obtained sufficient amounts of the trace mineral, which is essential to the production of vitamin B12. Cobalt sulfate has also been used in veterinary medication to prevent and treat cobalt deficiency in ruminants, which causes a reduction in feed intake and body weight, accompanied by emaciation, anemia and debility.Cobalt sulfate is a water-soluble bivalent cobalt salt. Cobalt sulfate heptahydrate dehydrates entirely at 420° C, and the dehydrated salt forms red monoclinic crystals."

of high specific gravity, resistant minerals that form from mechanical concentration by waves, currents, and winds in marginal-marine environments. These sediments are enriched in critical minerals such as titanium, zirconium, and REE. Cretaceous beach-placer sandstones are found in the Colorado Plateau of northwestern New Mexico. Originally discovered by airborne radiometric surveys for uranium in the 1950s, these beach-placer sandstones are being re-examined with modern methods as potential sources for critical minerals. Selected beach-placer sandstones have been sampled, mapped with ground radiometric surveys, and analyzed with whole-rock and trace element geochemical methods. Mineralogy is being determined with optical methods, XRD, and EMPA. Zircon, rutile, ilmenite, and monazite are the primary heavy minerals of interest found in the studied deposits. Initial results show that the sandstones contain up to 1.4% total REE, 29.4% TiO2, and an estimated 4.9% ZrO2. Chondrite-normalized REE diagrams show distinct light REE and minor heavy REE enrichment, as well as pronounced negative Eu anomalies for each deposit.

"Current and future operational processes in the mining and underground construction sector are under the influence of the prevalent competition and the acute necessity of optimization approaches concerning corporate and project processes. Besides general construction procedures, especially underground construction procedures and procedures in the field of deep shaft construction are high-profile. Those processes describe high technical challenges as well as increased requirements to occupational safety and health. Therefor an occupational safety management, which should be adjustable to the company itself and adaptable to all kinds of projects, shall be created. The creation of such an occupational safety management would lead to an economically optimized and safe (within the scope of OSH law) implementation of internal activities for the performance of construction services underground and in the field of deep shaft construction. With this approach the satisfaction of the high safety request as well as the demand for process optimization, as part of keeping the own competitiveness, will be satisfied successfully at once. PROJECT BACKGROUND Introduction The health and safety protection as well as occupational safety look back on a long historical development, which had brought more important sectors and developments during the last years, not only in Germany but also on the European and international level. The accident insurance protected by law has already been reported in 1884, which is astonishing early. The launch time point is strongly connected with the on-going economic development in the end of the 18th century, but above all this increased in the 19th century. The progress of occupational safety and especially the interest in the integration and the concentrated consideration of occupational safety and the health and safety protection in the company process is strongly visible during the 19th century and directly connected to the industrial revolution. [9] The industrial revolution and with that the development of work places lead to changing demands in the field occupational safety and health and safety protection. Insufficient security precautions caused problems in the industrial revolution, such as personnel and material losses as well as serious injuries and their consequences. These and the fundamental economic endeavours of the entrepreneurs lead therefore to the important step to develop an occupational safety system. [9] The prevailing basic ideas seize the insufficient security precaution of work places as well as the economical and profitable ideas of the entrepreneurs and bring them together. Low flotation recovery and selectivity have been long-standing problems in the treatment of most ultra-fine phosphate ores. This paper investigates the improved flotation of two ultra-fine Brazilian phosphate ores from Itafos’ Arraias project. These ores are predominantly composed of quartz, muscovite, apatite and a Ca-Al phosphate. As a result of fine phosphate dissemination and associated grinding requirements, column flotation was selected for the metallurgical test program to address the inherent limitations of fine particle flotation using conventional flotation cells. Accordingly, both benchtop Denver cell and laboratory column flotation tests were conducted to optimize their respective flotation responses. Improved flotation performance was achieved using column flotation as compared to benchtop mechanical flotation. In column flotation, a P2O5 concentrate grade of 30.5-31.0% was yielded at a flotation recovery of 83.7-85.1% for the 38x0µm generated ultrafines. The benefits of Eriez’ column flotation technology realized from this study include a higher degree of selectivity, increased recovery, and reduced collector dosage as compared to bench-scale mechanical flotation.
