The West Elk Mine is located near Somerset, Colorado approximately 70 miles southeast of Grand Junction, Colorado and 72 miles southwest of Glenwood Springs, Colorado on state highway 133 (Figure 1). The West Elk Mine was opened January 20, 1982 as the Mount Gunnison #1 Mine operated by the West Elk Coal Company, a division of ARCO Coal. In the early 1990?s ARCO changed the mine name to West Elk Mine and the operating company was renamed Mountain Coal Company. Arch Coal, Inc. purchased the West Elk Mine in 1998. West Elk Mine has produced coal from three different seams. Coal was first mined from the F Seam, the upper most seam in the stratigraphic sequence, from 1982 through 1991. Coal was produced from the B Seam, the lower most seam, starting with continuous miners in 1991 and transitioning to longwall mining in 1992and continued on through October 2008. The development of the E Seam, which is the middle seam in the stratigraphic column, started in 2004 with longwall production commencing in 2008. The ventilation conversion from exhausting to forcing for the E Seam portion of the West Elk Mine was implemented in late October 2009.

Smooth roll crushers are widely used as secondary crushers, operating most effectively when set for size reductions in a ratio between 3 or 4 to I. The feed supplied to these units varies from 13 to 102 mm in size and the product obtained ranges from 13 mm to about 20 mesh. Smooth roll crushers produce very few fines and absolutely no oversize. The diameter otfhe rolls varies with the clearance between them, feed size, and the coefficient of internal friction ofmaterial to be crushed, Detailed calculations of this relationship may be found in Unit operations of Chemical Engineering, (McCabe, W. L., and Smith, J. C., 1967, McGraw Hill, NY, Chapter 26, pg. 825). The geometrical arrangement of the roll crusher is shown on the accompanying sketch. Spent potliner is generated in the electrolytic process of reducing alumina to make aluminum metal using molten fluoride electrolytes. Spent potliner (SPL), obtained at the end of the pots life contains a small amount of cyanide and fluoride which present environmental problems. SPL became a listed hazardous waste under RCRA (KO88) in July, 1990. One of the possible uses of spent potliner is as a substitute for Calcium Fluoride (CaF2) as a fluidizer in iron- and steelmaking and in the glass industry. A low viscosity and a low melting point are prime requirements for accomplishing the above. In the present study, viscosity measurements were performed. Effect of various additives, such as sand, limestone, dicalcium silicate dust, and MgO baghouse dust on the viscosity of SPL was studied. The results showed that with the addition of sand and limestone, very high fluidity of SPL melt can be obtained at significantly low temperatures. The results suggest that spent potliner mixed with additives could potentially be used as a substitute fluidizer.

INTRODUCTION This report describes the inspection of parts of the New Croton Aqueduct (NCA)undertaken for the New York City Department of Environmental Protection (NYCDEP)by Parsons Brinckerhoff Quade & Douglas, Inc., (PB) in association with Montgomery Watson Engineers of New York, P.C. (MWH). Support for the inspection was provided by AFC Enterprises, Inc., under Construction Contract CRO-333, “WM-11 New Croton Aqueduct Rehabilitation and Inspection Program.” The scope of the inspection work under CRO-333 included assessing the condition of the 10.3 km (6.4 mile) long, pressurized section of NCA and inspection of shafts, head houses and blow-off structures in both the pressurized and gravity sections. The CRO-333 inspection continued investigation work begun under ContractCRO-196, which ran from 1993 to 1997. The CRO-333 inspections were conducted from November 2004 to September 2005. Background The New Croton Aqueduct was put into service in 1891 to deliver water from the Croton River Watershed in Westchester County to consumers in New York City. Figure 1 shows the location plan of Croton Water Supply System. The design flow into Jerome Park Reservoir was 12.7 m3/s (290 mgd) and into the135th Street Gate House, further south, was 10.9 m3/s (250 mgd). The NCA has been operated as a gravity conduit from Croton Lake to Gate House No. 1, just north of Jerome Park Reservoir, since its original construction. The length from Gate House No. 1to 135th Street, which includes a major siphon under the Harlem River, has been operated under pressure. Croton Lake gate house, the north end of the alignment lies at Station 4+75; Shaft 33, the south end of the alignment lies at Station 1628+05. The diameter of the tunnel is 3.2 m (10.5 ft) in the siphon and 3.7 m (12.3 ft) in the Bronx and Manhattan sections. The pressurized sections, constructed in rock, consist of a brick lining surrounded by a mortared and grouted rubble backing. Figure 2depicts a typical tunnel cross section. Several recent developments in fine screening technology have been implemented at the DuPont Starke, Florida plant allowing enhanced zircon recoveries while minimizing operator requirements and total operational costs. The total design concept came about through the efforts of engineers at Derrick Corporation (Buffalo, New York), DuPont Titanium Technologies (Starke, Florida) and Roche Mining (Carrara, Australia). The use of the Kelsey Jigs for zircon recoveries from the tailings stream requires two wet sizing functions in order to operate properly. The first wet sizing is required on the initial mineral slurry feed to the Kelsey Jig. This sizing is intended to protect the Kelsey Jigs internal screen basket from plugging with nearsize particles, thereby keeping production rates maximized. The second sizing function is intended to recover properly sized garnet ragging material, which inadvertently ends up in the tailings stream leaving the Kelsey Jig. The unique machine design developed by the three partners in this project incorporated both wet sizing functions (protection and garnet recovery) into a single patented high capacity wet screening machine fitted with patented screen surface technology. This screen surface technology allowed for high capacity slurry handling capabilities at separations as fine as 230 microns while experiencing no nearsize blinding and extremely long screen panel life. The high open area urethane screen surfaces utilized in the application typically last 20 to 30 times longer than stainless steel wire surfaces. The stacked machine design minimized total equipment requirements and screen footprint requirements, and reduced power consumption and overall installation costs.

The Caltrain Downtown Extension (DTX) project will extend commuter and future statewide high-speed rail service into the Transbay Transit Center, which will be located in the business district in downtown San Francisco. The DTX project includes 1.5 miles of underground construction, comprising complex sections of mined and cut-and-cover tunnel. As part of the DTX preliminary engineering process, development of appropriate contracting practices, including contract packaging, procurement methods and contract terms for the underground construction, has been initiated. This paper provides a summary of the evaluations undertaken, preliminary conclusions reached, and proposed next steps to promote industry interest and maximize bid competition.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

Computational fluid dynamic (CFD) modeling of a potential nuclear waste repository drift may be an important tool to estimate moisture redistribution caused by natural convection within the drift. To refine and support CFD techniques, a small laboratory cold-trap experiment was developed. Results from numerical modeling of the laboratory experiment show the sensitivity of the bulk air flow rate and average air temperature within the drift to several key parameters, including various boundary condition assumptions and surrounding porous media properties.

This paper presents research results on assessment of environmental impact of digging and loading equipment in surface coal mining. Environmental impact is accessed through the equipment exhaust and dust emissions, and sound level. Exhaust emission is related to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx), and volatile organic compounds (VOCs). Dust generation is expressed through the particulate matter PM10 and total suspended particulate matter (TSP), while sound is presented through the sound pressure level. Modeling of environmental impact of digging and loading equipment is conducted in Microsoft Visual Studio.NET software package. This research is a part of a boarder project on development of software system for the selection of productive, cost-efficient and eco-friendly mining systems, which is sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). The research work presented here may be used by mining professionals to aid in quantifying environmental impact of digging and loading equipment and determinate strategies for reducing its overall impact.

Several bauxite residue sands and muds produced by Bayer plants in the U.S. and overseas have been fractionated using dry and wet magnetic separators. The magnetic sand fractions typically contain about 60 wt% iron and the bulk of the radioactivity in this waste. The muds are more difficult to process than the sands, but some fractionation is possible using a combination of flotation and magnetic separation techniques.

The trapezoidal tapered ring method has made significant progress in recent years for shielded-TBM projects, excavating tunnels with high overburden, strict water tightness criteria, and multiple curve alignments. The selection of compatible tapered rings is critical for successful advancement of the tunnel, assuring efficient installation of rings, as well as prevention of ring damage and excessive leakage. Using experience from the Arrowhead Tunnels Project, this paper describes guidelines for ring selection in tunnel curves, geometric analyses that comply with criteria principals, and provides techniques developed to determine the appropriate relative key position.

INTRODUCTION This paper discusses the design of the subsurface nuclear waste repository at Yucca Mountain, Nevada; and possible concepts for construction of the subsurface facility. Subsurface construction at Yucca Mountain is planned to last for 20 or more years, and may be accomplished using tunnel boring machines (TBM), drill and blast methods, raise bore machines, and roadheaders. The design of the subsurface facility includes approximately 107 km (66 miles) of tunnels and drifts. The vast majority of the repository will be excavated with TBMs. Design and construction concepts for the subsurface repository discussed in this paper are based on the License Application that was submitted to the U.S. Nuclear Regulatory Commission (NRC) by the U.S. Department of Energy (DOE) on June 3, 2008. The License Application was subsequently docketed by the NRC in September 2008. When a Construction Authorization is received from the NRC, notices to proceed with subsurface construction at Yucca Mountain will be issued by DOE. The Yucca Mountain site is located in the Mojave Desert approximately 150 km (90 miles) northwest of Las Vegas, Nevada. The site is on federal land in southern Nevada and is shown in Figure 1. Yucca Mountain is a ridge of volcanic rocks com-posed primarily of solidified volcanic ash. Previous underground construction work at Yucca Mountain included excavation of two tunnels using two different TBMs. The first tunnel, the Exploratory Studies Facility (ESF), is a 7.62 m (25 ft) diameter tunnel that is 7,877 m (25,843 ft) long and was described by Morris and Hansmire at the Rapid Excavation and Tunneling Conference (RETC) in 1995. The second tunnel, known as the Enhanced Characterization of the Repository Block (ECRB), was a TBM drive of 5.0 m (16 ft, 5 in.) in diameter and 2,681 m (8,796 ft) long. The second tunnel was excavated in 1998 and was described by Fulcher, Eastlund and Copeland at RETC 1999 and is named the East?West Cross Drift in that paper. (These previously excavated tunnels are shown in Figure 2.) In the volcanic rock formation where the vast majority of the planned repository will be con-structed, previous tunneling conditions were generally very good.

Over the last fifty years, the treatment of enargite concentrates has not received much attention primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid-bake leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400 ºC) sulfuric acid baking of an enargite concentrate followed by water-leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase for baking at 400 ºC. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400 ºC, sulfuric acid amount of 0.5 mL/g of concentrate, and 2 h baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). XRD analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in similar fashion.

This paper explores the age-old concept of mine-mill reconciliation from a new perspective. Advances in reconciliation processes have been slow to materialize because in the quest for “rightness”, engineers, geologists and metallurgists have become entrenched in their viewpoints, dutifully performing to the metrics and expectations imposed upon them by the siloed organization. Moreover, reconciliation has not been viewed as a primary value creator, but an accounting non-value added task. In reality, the knowledge from reconciliation can significantly enhance yields. Critical review of the direct variables (tons, grade, etc.) and other less-obvious variables (incentives, communication, etc.) reveal a complex web of barriers to be cleared by management in order to realize benefits. Also, mineralogical reconciliation methods may offer renewed faith in the process.

"Deep sea mining of polymetallic sulphides will change the physical and chemical conditions at the seafloor by creating scars when sulphides are removed, and potentially also by deposition of mine tailings at the seafloor. These changes will impact the existing ecosystems at the seafloor in and around the mined areas. Seafloor Massive Sulphide deposits that have been exposed to oxic seawater weather into Fe-metal-oxyhydroxides. However, the rates of weathering and release of heavy metals and other toxic compounds to the environment from freshly exposed sulphides in a deep-sea environment are not well studied.During a cruise to the Arctic Mid-Ocean Ridge in the Norwegian-Greenland Sea in July 2014 we will initiate in-situ experiments investigating the microbiological and geochemical processes involved in the weathering of freshly exposed massive sulphides deposits in a natural environment. This will be done by creating scars in naturally occurring sulphide deposits and by deploying weathering experiments at the seafloor. The sites will be revisited and re-sampled in 2015. The mobility and fate of heavy metals will be one of the main concerns of the study as well as constraining the time it will take for exposed sulphides to return to the chemical state present prior to mining. In this presentation we will present the experimental framework and the preliminary results from the July 2014 cruise. This project is part of the EU funded MIDAS (Managing impacts of deep sea resource exploitation) project."

Design of an open pit backfill requires an understanding of highly varied processes including slope stability, hydrogeology, pit lake chemistry, climate, runoff, and mine waste behavior. Dynamic systems modeling (DSM) provides flexibility to the designers of open pit backfill, allowing them to directly integrate many different physical processes and varying levels of complexity. DSM also provides for the efficient application of uncertainty analysis to define a range of possible results, the sensitivity of the results to uncertainties in model inputs, and the value of additional data. This paper presents the results of an analysis using DSM to evaluate a pit backfill design at an Arizona mine. The objective of the partial backfill was to stabilize an active slope that threatened facilities adjacent to the pit. DSM was used, in part, to develop a pit lake water balance model for evaluating the influence of the backfill on the ability of the pit to maintain passive hydraulic containment of groundwater and surface water inflows and for evaluating costs for various backfill scenarios.

Man has mined in all his time on earth about 3 billion ounces of gold. About one-half of this has been mined in the past 35 years. This gold is roughly in 3 large holdings: one-third held as reserves in Central Banks; one-third held as personal reserves; and one-third is in jewelry or other fabricated products. The world per capita availability of mined gold is increasing and there are many factors and forces shaping gold's future. Currently, gold has a favorable exchange ratio and this is encouraging many new gold-mining developments. Production is increasing and new techniques are surfacing. The use of gold in the financial markets is increasing in some unique ways and gold is again fulfilling its role as a universal money, making gold's future predictable. Currently, man is mining gold at the rate of approximately 44 million ounces annually and is therefore adding to the total supply of gold approximately 1.5% of newly mined gold each year. This current production plays a small role in the pricing mechanisms since a very large part of the 3 billion ounces mined in all of history is available to the market in one form or another.

Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

Accelerometers and pressure transducers mounted in suspension components can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a Global Positioning System is recorded at the same time as shock pressures or acceleration data, then the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck.

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.
