China?s remarkable levels of economic growth during the past three decades have lifted almost 300 million people out of poverty. This amazing achievement has placed an increasing demand on energy and minerals, especially coal, which supplies 68.7 percent of China?s energy (June 2011). It is estimated that China mined more than 3 Gt (3.3 billion st) of coal in 2010, three times as much when compared to merely 10 years earlier. Such an impressive achievement does not come without major costs ?? including concerns with mine safety and an increasing number of occupational illnesses due to fast growth. This article reports on one of the major safety concerns in China?s coal mining, dust and dust control practices, and known cases of caol worker?s pneumoconiosis affiliated with prolonged exposure to excessive coal dusts. The exact size of China?s mining industry is not known, but it is estimated the coal industry is at least five-million people strong, and the metal and nonmetals industry probably employs another three million people. To meet increasing energy demand, China mined more than 3.1 Gt (3.4 billion st) of coal in 2010 from its 15,000 plus coal operations1, most of which are small- to medium-sized operations with annual coal productions ranging from a few thousand tons to 300 kt (330,000 st). These small coal operations are typically in remote areas, inadequately engineered, poorly ventilated and still using rudimentary drilling and blasting mining methods employing antiquated mining equipment and, presenting safety concerns, i.e., methane and dust explosions.

Gravity separators are commonly used in multistage cleaning and scavenging circuits to improve the quality and/or recovery of the final concentrate. Unfortunately, studies suggest that many industrial plants are poorly designed in terms of equipment layout. This shortcoming can often be attributed to a failure by engineers to make use of fundamental process engineering tools for circuit design. One of the most important of these is linear circuit analysis. This powerful tool makes it possible to mathematically compare the relative efficiencies of circuit configurations in advance of experimental testing. This article provides a basic review of the linear circuit analysis concept and discusses some of the key insights it provides for the layout of multistage circuits. An industrial case study is provided to show the tremendous impact that this process engineering tool can have on the design of multistage spiral circuits in a heavy mineral wet plant.

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. The National Institute of Occupational Safety and Health (NIOSH) has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by nine decibels. The “Inquiring Ears Want to Know” fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

The Pascua Lama Project is situated on the border of Chile and Argentina at an elevation of 4,800 m. The ore contains gold, silver and copper, and an initial milling production rate of 33,000 t/d is planned. The mineralogy of this deposit is unusual. The ore is hard and abrasive, and it contains a complex array of sulphate minerals, such as chalcanthite, jarosites and alunites. The sulphides are predominantly enargite and pyrite. A novel flowsheet has therefore been developed, which includes dry grinding and ore washing to remove and then neutralize the soluble salts, prior to flotation, cyanide leaching and Merrill-Crowe recovery of the precious metals. These metallurgical issues and challenges associated with plant design and construction in the high and remote Andes Mountains make this a particularly challenging project.

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.

Deep sewer tunnels are required to meet future growth demands of the City of Austin?s down-town redevelopment. The tunnel is 18,000 ft long and varies in finished diameter from 54 inches to 96 inches. The tunnel crosses under Austin?s Town Lake three times and there are four main work shaft sites. Geology, groundwater, foundations, downtown redevelopment, and an active, healthy community put significant constraints on the design. This paper discusses a major underground project for downtown Austin and discusses the risk considerations and the opportunities the design team took toward optimizing the project design for the construction phase.

The Iron Hill (Powderhorn) carbonatite complex is a 31 km2 alkalic intrusion located about 35 km south-southwest of Gunnison, Colorado. The intrusion has been well studied and described because of its classic petrology and architecture of a carbonatite-alkalic complex. The complex is also noteworthy because it contains enrichments of titanium, rare earth elements, thorium, niobium (columbium), vanadium, and deposits of vermiculite and nepheline syenite. In particular, the complex is thought to host the largest titanium and niobium resources in the United States, although neither has been developed. It may be economic to extract multiple resources from this complex with a well coordinated mine and mill plan.

Introduction Tanco History Tanco is sometimes known as the Bernic Lake Mine. It is located about 180 km east-northeast of Winnipeg close to the Manitoba-Ontario boundary. Tanco operates an underground mine employing ramp access, room and pillar mining and shaft hoisting for the production of tantalum, lithium and cesium minerals. Tantalum recovery employs conventional gravity and centrifugal concentration methods along with a flotation process which recovers ultra-fine tantalum. All tantalum concentrates are shipped to Cabot Supermetals, Boyertown, Pa., for the production of tantalum chemicals and metals. Tanco also produces lithium products from spodumene ore. The lithium concentrates from Tanco are shipped worldwide for use in ceramics, specialty glass and mold powders. Cesium processing involves the dry grinding of pollucite as feed stock to the on-site chemical plant dedicated to the production of cesium formate, a high density drilling fluid. Tantalum milling operations commenced in 1969. In the early years of the operation, feed grades were three to four times as high as they are today. Coarse-grained tantalum mineralization with complete tantalum liberation at sizes of 300 µm allowed for easy recovery with conventional equipment such as spirals and shaking tables. Over the years, the process and feed material to the plant have drastically changed. Due to drastically reduced liberation sizes, efforts have been made to try to recover as much of the liberated particles as possible in order to maintain acceptable recoveries.

The U. S. Department of Interior, Bureau of Mines (Bureau) is developing a hydrologic monitoring system for in situ leaching operations. A working prototype of this system was installed and tested at the Cyprus Casa Grande copper mine. Requirements specific to in situ leaching operations were identified by researchers. The system has been a useful tool for researchers and for mine personnel. Observations of the hydrologic monitoring system, including details of the development process, the design of the system, and the software developed at the Bureau have resulted in new ideas for an enhanced design of the system.

This paper will discuss the construction of 15.9 km (9.88 mi) of tunnels on a project in Chicago, Illinois. The tunnels were driven utilizing two rock and four soft ground TBMs ranging in sizes from 7.39 m (24.25 ft) in rock down to 1.95 m (77 in) in soft ground. In addition to the mining, there are 63 upper level structures and 16 dropshafts averaging 61.5 m (202 ft) deep included on this project. Many diverse mining, excavation, support and lining techniques were employed on this project.

To control coal dust, at both minimum initial cost and reasonable operating cost, demands a working knowledge of dust control equipment design, as well as the coal handling operation. Frothers are surfactants used in floatation to aid generation of small bubbles. Studying events at the moment of bubble creation is a challenge because of the short time frame. This presentation introduces a novel acoustic approach. The technique has the resolution capable of detecting events that occur within 1-2 ms. The transition from coalescence to non-coalescence is tracked as a function of surfactant concentration and gas rate through the capillary. Results are given for some common flotation frothers and n-alcohols (C4-C8). A stress model is used to give a qualitative explanation to the observed action of frothers on coalescence prevention. Results for salt (sodium chloride) are included for comparison).

The Los Angeles County Transportation Authority’s Purple Line Extension Phase 1 is a $3.12 billion (USD) design-build, underground heavy rail project, connecting an existing station at Wilshire Boulevard and Western Avenue and extending west 3.92 miles under Wilshire Boulevard and terminating approximately 550 feet west of Wilshire/La Cienega Station. The project alignment runs through the heart of the world famous La Brea Tar Pits and one of the world’s largest urban oil elds. This paper presents a case history of the planning, design, and construction efforts to achieve successful construction of the bored tunnels through Reach 3 of the alignment. Further, this paper outlines the proactive partnership between the owner, Los Angeles County Metro (Metro), the Design Builder, Skanska-Traylor-Shea oint enture (STS), and Southwest Geophysics who provided the geophysical services. Specically, the project included background review of historic site data (e.g., oil eld maps, building foundation plans, historic aerial photographs, etc.), geophysical demonstration testing to ascertain the capability of borehole magnetics to detect oil wells, directional drilling of thousands of feet of horizontal and vertical boreholes, collection of high resolution magnetic gradiometer data along vertically and horizontally cased boreholes as well as the collection of surface magnetometer data, discovery (“ground truthing”) of detected geophysical anomalies, and abatement of potential obstructions within the tunnel alignment.

The Expert System implemented at the East-Malartic mill controls a copper flotation circuit while taking into account the profitability of the operation. Treating a copper gold ore, the flow sheet integrates a flotation step followed by cyanide leach circuit. The Expert System calculates the actual net smelter revenue of the flotation circuit, accounts for the operating cost of the cyanidation circuit and defines optimal metallurgical operating targets to optimize the overall economics. To be realistic, probability factors and circuit diagnostic analysis are integrated in the operating target selection. The Expert System has proved to be successful, robust and flexible. It resulted in a copper concentrate grade increase of 1% while maintaining recovery. The use of the expert system also gives plant personnel good training procedures and promotes interaction with mill operator.

Grinding with steel media adversely affects the flotation response of galena. Electrochemical measurements, flotation tests, and AES, XPS, and STEM examinations were employed to identify interactions between galena and mild steel. Iron oxide, hydroxide, or sulfate species that formed on the galena surface upon contact with mild steel decreased its floatability, with the time of contact and aeration condition affecting the severity of the flotation depression.. Parallel tests performed with an active metal, magnesium, indicated that floatability was also affected by the presence of a surface coating involving lead species.

"This summary of international mineral exploration activities during 2017 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL), an offering of S&P Global Market Intelligence (New York, NY) and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. dollars provided by SNL; 2) regional and site-specific exploration activities that took place in 2017 as compiled by the USGS and 3) regional events and legislation that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported.The SNL data summarize budget estimates for worldwide exploration activities in 2017 for 30 nonfuel mineral commodities and metal alloys, based on company surveys. Surveys focused on precious metals (gold, platinumgroup metals (PGMs) and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash), and other commodities (aluminum, antimony, diamond, graphite, heavy-mineral sands, lithium, niobium, rare-earth elements (REEs), scandium, tantalum, tungsten, uranium, vanadium and yttrium). Information on uranium exploration activities was included in SNL’s survey for the first time in 2007. Data on lithium, niobium, phosphate, potash, REE and tungsten were compiled for the first time in 2010, and scandium, vanadium and yttrium were added in 2014 because of their increased topical significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL surveys. SNL budget estimates exclude coal, and oil and gas. The 2017 SNL mining company survey compilation was reported by SNL to include an estimated 95 percent of the world’s nonfuel mineral exploration budgets. The 5 percent that was not covered was accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities."

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. "There’s a bit of confusion and misinformation in the tunneling and underground construction industry regarding contractor joint ventures. If it was all so clear I would not have been "asked" to write this article. For those of us on the contractors’ side of the fence, joint venture business relationships have been a part of life for a long time. But even for contractors, there can be a bit of confusion, and it normally begins on bid day.How often have you received bid results and wondered (out loud, usually), "Who the hell are the Lake Mead Intake Constructors"? or the "Regional Connector Constructors"? Once you get past the name, you see that there is nothing behind Oz’s curtain other than a couple of contractors bidding and building work in an attempt to make a profit. So take a few minutes to read the rest of this, and I’ll do my best to dispel a few mythWhat is a joint venture?In some form or fashion, joint ventures are as old as industry itself. In the United States, some of the earliest (and largest) joint ventures involved the railroads and oil companies in the late 1800s. In the United States’ underground construction industry, joint venture names such as, Healy-Greenfield, Green and Winston, Gates & Fox and Walsh, Shea-Ball, Kenny-Paschen and S&M-Traylor bring back memories of successful joint ventures that operated over many projects.There are nearly as many definitions for joint ventures (JVs) as there are attorneys. A short and simple definition is, "an association of two or more companies engaged in a singular, for-profit business enterprise without actual partnership or incorporation." That’s it. Two or more contractors decide to partner up for one or more projects. One benefit of the JV relationship is that the partners typically do not need to file incorporation documents, or articles of organization within the state where they intend to operate. So it is a relatively easy business arrangement to pull together. Other benefits of the JV arrangement include: • Oportunities to gain new expertise and capacity.• The ability for firms to move into new geographic markets.• JV agreements are not long-term commitments.• Sharing of financial support for a project.• Sharing of financial risks within a project. between the partners.• Can complicate dispute resolutions with the owner and between partners"

Ventilation network modeling in mine planning dates back at least three decades, but it is not widely accepted and/or practiced until the last decade, thanks to the advent of modern computers with their increase d speed and storage space. There are at least half a dozen such modeling software packages available on the market each with different features and acceptance. This paper compares five popular software packages,?? VnetPC Pro, MineVent, VentSIM Visual, VentGraph and MFIRE 3.0. A case study using Missouri S&T?s Experimental Mine is conducted to compare the five software packages in features, interface, output display and user-friendliness.
