"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

In 1974, Brunswick Mining and Smelting Corporation Limited started a 48 million dollar expansion programme at their property in Bathurst, New Brunswick. A portion of the expansion plans includes a 26 foot diameter 4,525 foot deep shaft, underground crusher and conveyor excavations and lower level access development. J. S. Redpath Limited was awarded the contract for the new shaft and associated rock work in May 1974. Brunswick Mining and Smelting Corporation Limited, a member of the Noranda Group, operate this 10,000 ton per day lead, zinc, copper plant with proven reserves in excess of 90 million tons. While most of the ore is provided by the underground operation at the Number 12 ore body, some tonnage is produced from the open pit at the Number 6 ore body. Long range plans indicate a phasing out of the open pit and an increase in production from the underground operation. Existing facilities at the underground mine could not provide additional tonnage, thus the requirement for a new shaft. (Figure 1) The new shaft will also provide access to ore below the 2,800 level which is currently the bottom level of the existing facility. The contract called for sinking a 26 foot inside diameter, nine compartment concrete shaft 4,525 feet deep (Figure 2). Station access and ramp development from existing workings would be required to the bottom of the new shaft. In addition, development work for new crushing and conveying facilities was needed simultaneous with the shaft sinking.

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. In 2002, many in the mining industry — companies, academia and government — realized that the industry would soon be facing a serious shortfall in salaried and hourly employees. Depending on whose numbers are to be believed, 20 percent to 50 percent of current mining professionals are expected to retire within five to 10 years. And there are not enough students currently enrolled in mineral-related programs to the fill the need. Part of the impending shortage in professionals was brought on by the industry’s negative image, which discouraged students from enrolling in mining engineering programs. Another part was that the industry was in the doldrums and was seen by the public as a dying industry.

GE Industrial Systems has received a multimillion dollar contract from Bucyrus International to supply complete electrical systems for three new draglines. These machines will be installed at Coal India’s Northern Coalfields’ Dudhichua and Nigahi open cast mines. The Dudhichua and Nigahi mines are located south of Varanasi. They produce Type C and Type E coal for use in the region’s super-thermal power stations. The GE systems will power and control the drag, hoist and swing motions of one Bucyrus W2000 walking dragline at Dudhichua and two a Nigahi.

The mining industry is enjoying a much needed and long awaited increase in demand for natural resources. However, consolidations in the mining and mining service industries, along with a generational departure of experienced industry professionals, is challenging today’s mining companies. These challenges are not only in maintaining their existing operations, but also in securing qualified resources for developing new projects. These challenges are compounded for junior mining companies. They oftentimes lack for operating properties to draw experienced professionals from. Also, juniors have to compete with the majors’ “mega-projects” for experienced project personnel from the reduced ranks of engineering companies. This article discusses some strategies developed by Anatolia Minerals Development (Anatolia) in developing its Çöpler gold project in central Turkey.

The process of grinding mill quality assurance brings with it associated truths and myths. When the mill quality assurance process took its first great steps forward in the late 1970s and early 1980s, they were in response to the conditions existing, in our industry, at those times. In the late 1990s, we are faced with different conditions, and problems, and need fresh solutions. Yet the system developed for the early 1980s has produced no new approaches for the late 1990s, becoming instead more hardened and entrenched. This lack of development and actual resistance to research is now costing the industry significant amounts of money in late start-ups and useless scrap loss.

Hydraulic separators are commonly used for particle size classification and gravity concentration of minerals and coal. Unfortunately, the efficiency of these processes can be quite low due to poor equipment design and variations in feed consistency. To help alleviate these problems, an industry-driven R&D program has been undertaken to develop a new generation of hydraulic separators that are more efficient and less costly to operate and maintain. Two of the most promising technologies, the CrossFlow and HydroFloat separators, have now been tested at industrial sites. The data obtained from these sites have been used to illustrate the potential performance improvements that can be realized through the application of these high-efficiency separators.

Mine exploitation is a broad subject whose focus is the technical skills or efforts needed for the extraction of mineral from a known ore body. Mine exploitation can be considered the very core of the mining engineering discipline. It begins at the conclusion of the exploration and development stages of mining and ends when the ore body is exhausted and the mine (or mines)closes and is reclaimed. Section 8 on mine exploitation is comprised of seven chapters: (1) classification of mining methods, (2) mine surveying and mapping, 3) systems engineering, (4) computer methods, (5) labor relations and training, (6) management and administration, and (7) mine closure, sealing, and abandonment. Each chapter focuses its efforts towards providing detailed and useful information for the engineer on basic mine exploitation principles. The information can be applied to a broad range of mining problems without regard to mineral type or mining method.

A part of the East Bay Municipal Utility District?s Folsom South Canal Connection Project, 430 feet of raw water pipe was installed using micro tunneling beneath the Mokelumne River. The access shafts for this crossing were constructed 50 and 35 feet deep through very dense sands and soft sandstone and siltstone. High groundwater and the immediate source of recharge from the river required watertight shaft construction methods. The shaft contractor, Drill Tech of Antioch, CA, used a brand new Bauer cutter-soil mixing (CSM) rig to construct the large shafts. The structural concept is similar to secant piles, but instead of creating cylinders of soilcrete, the CSM rig creates interlocking rectangular panels. This technology has been used previously in Europe, Asia, and Canada, but this was the first project to use CSM technology in the United States. Cutter-soil mixing technology has other applications beyond shaft construction, including retaining wall construction and levee reinforcement.

The Fort Knox Mine is located in Alaska’s interior, where the average ambient air temperatures range from -24oC in January to 16oC in July. The mill processes a free milling gold ore utilizing both a gravity recovery circuit and a conventional cyanide leach/carbon-in-pulp circuits. Mathematical models have been developed to accurately predict the impact of leach circuit slurry temperature on gold leach, carbon adsorption and cyanide destruction kinetics. Additionally, an energy balance approach has been used to model the seasonal variations in slurry temperatures throughout the Fort Knox mill. The energy balance model, combined with the kinetics models previously developed to predict plant performance, was used to justify a tailing thickener installation at the Fort Knox Mine. This paper describes the development of the energy balance model and its prediction of plant performance assuming a tailings wash thickener to reduce heat loss from the mill. Also presented is an analysis of the post project plant performance that validates the model and shows the mine produced an additional 596 kg (19,155 ounces) of gold, while reducing mill reagent costs by $6,302,000 during the first 38 months of operation.

Dense medium processes are used to clean over 50% of the coal that is fed into preparation plant facilities worldwide. The dense medium is formed using ultrafine magnetite which is recovered after the cleaning step using drain-and-rinse screens and magnetic separators. Despite the high efficiency of the recovery system, magnetite losses of around 0.5 to 1.0 kg/ton are common. Considering the recent escalation of magnetite to around $300/ton, an alternative source of magnetic material from coal combustion bottom ash has been investigated. A relatively low cost recovery system has been developed. Dense-medium tests using the bottom ash magnetics revealed a high level of efficiency as indicated by probable error values around 0.03 over the range of medium densities investigated. The results from both the recovery and coal cleaning efforts will be discussed in detail.

The authors summarise the development and recent advances in the reconstruction and visualisation of three-dimensional objects from point data and describe applications to the reconstruction of orebody shapes from drill-hole and other data. In particular, Dijkstra's algorithm is proposed and implemented as a means of optimal reconstruction of complex orebody and topographical shapes from irregularly located sample data. The surfaces of the shapes are constructed from triangular tiles and the algorithms proposed by the authors are guaranteed to find the optimal set of tiles that "best" construct the surfaces on the basis of specified objective criteria. The algorithms are illustrated by applications to a complex silver/gold/zinc/lead deposit.

Interest in the western oil shales of the US began in about 1908, with the first retort in Colorado constructed in 1917. The most successful early developments were near Elko, NV, where the Catlin Shale Products Co. produced more than 1.9 dam3 (12 000 bbl) of shale oil during 1920-1924 and at Rulison, CO, where a US government operation produced about 570 in 3 (3 600 bbl) of shale oil during 1926-1929. Plentiful low-cost crude oil was developed about this time and shale oil was of little or no interest until after World War II. From 1944 to about 1972, several companies, and the US government, operated shale oil mines and recovery plants in Colorado. While technical successes were achieved and an estimated 40-56 clam' (250 000-350 000 bbl) of shale oil were produced, economics were not favorable and commercial production was not achieved. In recent years domestic production of crude oil supplies has not kept pace with US consumption. The growing shortfall has been met with imports. The cost of imported oil has continued to escalate and increased US dependence on petroleum imports are national concerns, because of the negative impact on US balance of payments and an increasing dependence on other nations for US energy needs. In 1978, petroleum imports equaled about 44% of demand, up from 23% in 1970, but down from 48% in 1977 because of availability of Alaskan North Slope crude oil. Reduced domestic consumption and other factors have reduced current imports to about 40-45% of de¬wand-but at ever increasing cost. The growing shortage of crude petroleum and its increasing cost have resulted in renewed worldwide interest in oil shales. In the past, the main obstacle to oil shale development (progress toward commercial production) has been economics-shale oil cost too much to develop and thus could not compete with conventional petroleum crudes. Even with today's inflated energy prices, some experts say the production of synthetic crude oil from oil shale is, at best, marginally economic. The 2004 Prospectors and Developers Association of Canada (PDAC) conference contained an air of optimism and excitement that has not been seen since 1997. Many segments of the mining industry are alive and well. This is largely a reflection of improved metal prices, themselves due to the strong euro and improvements in Asian economies. Those factors offset higher oil prices, a weaker U.S. dollar and concerns about the Middle East. This report is an overview of the conference. It is supplemented by an examination of conference handouts, abstracts and a few complete papers that are on the PDAC’s Web site www.pdac.ca. Sixty PDAC 2004 abstracts are available at the same site, along with 15 complete papers in PDF format. The conference was held March 7-10 in Toronto, Ontario. It was attended by a record 9,200 delegates from 85 countries. About 8,000 people from 74 countries attended the 2003 conference.

"INTRODUCTION The so called Porto Maravilha Project consists of the re-urbanization of a 500 ha area in the Rio de Janeiro port region. Several changes in local infrastructure are being implemented, including a significant change in the road system, with the demolition of the former “Via Perimetral” viaduct and construction of 4 new tunnels: • Saúde tunnel - 35 m long (Waimberg et al, 2014); • “Binária tunnel” - 1012 m long; • “Via Expressa” twin tunnels - 1850 m long each way. The tunnels were excavated almost completely in rock using conventional drill and blast methodology and only some short stretches in weathered rock, associated to faults zones, residual soils and marine sediments close to the tunnel portals. During excavation of access shaft and “Via Expressa” and “Binária” tunnels significant ground settlements as well as settlements of buildings founded both on shallow and deep foundations were measured. These values could not be associated to conventional tunneling induced settlement troughs. This paper focuses on the “Via Expressa” tunnels, presenting a brief description of the project as a whole, its geological and geotechnical background, monitoring results, and a discussion of possible causes of the measured settlements. PROJECT DESCRIPTION The Porto Maravilha Project is an integrated multidisciplinary action on behalf of the Rio de Janeiro city council with support from the State and Federal Governments. In addition to creating new conditions for working, housing, transport, culture and leisure for the resident population, it also promotes expressive economic development in the region (Portonovo, 2015). Porto Maravilha Project is carrying out actions for the recovery of the region’s historical heritage, as well as promoting the population´s social and economic development. One of the main benefits of the Porto Maravilha Project is the construction of the new traffic system in the port area, consisting of the Express and Binário roadways. The new project, which will replace the current Perimetral Rodrigues Alves viaduct system, will increase traffic flow capacity by 27%."

We describe a new software product designed for the net present value optimization of multi-open-pit blended ore operations in which it is desired and/or necessary to dump some or all of the waste rock produced in the course of operations back into the voids created in the process of ore extraction. The software product simultaneously decides over the entire life-of-mine which material to mine in which year, once mined what to do with it, and where to put that material which it has decided to waste, all subject to annual blend and capacity constraints.

"The Vietnamese economic growth of more than 5% per year leads this country to an enormous demand for raw materials. In the duration of ongoing expansion, the big challenge in the coming decades will be to make this process as sustainable as possible when it comes to economic, environmental and social objectives. Risk management especially in occupational safety and health (OSH) in enterprises is one of the most important tools to achieve this aim. But until now, this has not been taken into priority by Vietnamese coal mining enterprises. Main reasons for this situation can be found in deficient legislative conditions and in non-synchronized risk management systems. In contrast, Germany has implemented an adequate legal system and the German mining industry has gained lots of experiences in risk management, especially in occupational safety and health. This paper seeks to point out specific challenges how to improve occupational safety and health in Vietnam by transferring and applying German methods and standards."

Underground mining is a dynamic art and science with a diverse set of design, production, and economic criteria that must be considered before selecting an optimal method to extract the ore. While all methods can be technically classified as either self-supported, supported, or caving, the multitude of subsystems and existing variations bear witness to the fact that each orebody is unique and, as such, justifies an individual approach to optimize mineral extraction. In this sense, underground mining is an art. The ability to evaluate the unique characteristics of each ore body and utilize sound engineering principles to design the optimal system constitutes effective method selection. The task by no means ends at this juncture, however. Subsequent implementation requires an ability for modification. Very rarely are all the facts available to make a concrete decision prior to development of the resource. As a result, the risk of a wrong decision can never be eliminated. This requires a significant degree of flexibility with each method. Each unit of exploration, development, or exploitation work contributed to a deposit enhances knowledge of the ore body. The best mining methods are those that correctly account for the known parameters but provide an allowance for change at minimal cost and adapt to unanticipated conditions.
