Occupational health and safety is regulated by statute and common law. South Africa has, like many other countries, legislated extensively on occupational health and safety. Despite the body of legislation, the common law continues to play an important role as far as it concerns contractual, delictual and criminal liability. Two major Acts regulate occupational health and safety viz. the Occupational Health and Safety Act, No. 85 of 1993 (?OHASA?) and the Mine Health and Safety Act, No. 29 of 1996 (?MHSA?). The MHSA applies to mines and works as defined and related aspects. OHASA applies to other industries but does not apply to employers and workplaces to which the MHSA and certain matters covered by the Merchant Shipping Act, No. 57 of 1951 apply. See section 1(3) of OHASA. 2 The employer?s health and safety obligations in terms of the MHSA 2.1 Section 2(1) of the MHSA provides amongst others, as follows: ?The employer of every mine that is being worked must: (a) ensure, as far as reasonably practicable, that the mine is designed, constructed and equipped: (i) to provide conditions for safe operation and a healthy working environment (ii) ... (b) ensure, as far as reasonably practicable, that the mine is commissioned, operated, maintained and decommissioned in such away that employees can perform their work without endangering the health and safety of themselves or of any other person?.

This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

The use of water-cooled copper components as sidewall elements of submerged arc furnaces and other pyrometallurgical applications has become increasingly common. The high cooling efficiency of copper has made it possible to increase the service life of furnace refractories when compared to conventional refractory linings. However, even the self-healing effect of ?freezing? worn areas of the lining does not necessarily protect the copper coolers against wear or corrosion completely. In order to avoid furnace explosions, various methods have been used to monitor the wear of coolers. Unfortunately, these have not been able consistently to identify localized wear. Thos Begbie (South African) and SAVEWAY (German) jointly developed technology to embed a line sensor into the copper cooler during the casting process. This system allows an exhaustive monitoring of the copper cooler. A SAVELINE sensor is placed inside the copper-cooling panel between the water-cooling passage and the hot face of the panel. The sensor follows the meandering shape of the cooling water channels. In the first instance, the sensor provides analogue information as the thickness of the copper reduces. Secondly, this wear signal will be confirmed by a signal of interruption if the sensor is washed away. Because of the structure of the sensor, a self-diagnosis is possible and indications can be confirmed (double proofed).Subsequent to the manufacture of some test pieces, coolers for a large submerged arc furnace were manufactured. The sensorized coolers have been installed at the intermittent surface (slag line) where the largest amount of corrosion has been encountered. The system has been operating since December 2005 in what is considered one of the largest submerged arc furnaces in South Africa. Paper written on project work carried out in partial fulfilment of M.Sc. (Chemical Engineering) degree Thermophilic bioleaching, conducted at temperatures in excess of 65°C, provides considerable benefit over mesophilic bioleaching, particularly through extending the extent of leaching of base metal minerals such as chalcopyrite. Thermophilic bioleaching is facilitated through a group of micro-organisms known as the Archae, well adapted to extreme environment. In order to maximize the space time utilization of the stirred tank reactor in the thermophilic bioleaching process, it is desirable to maximize the loading of the finely divided mineral phase present while not adversely affecting the microbial performance. In this paper, the effect of the loading of the solid particulate phase on the bioleaching performance of Sulfolobus metallicus was studied in a stirred tank reactor. Emphasis was placed on the effect of the concentration of the finely divided solid phase (35 ? 75 µm). A model system comprised of 3% (w/v) pyrite in the presence of varying quantities of quartzite in the range 0 to 24% (w/v) was used to obtain the different solids concentrations. The bioleaching experiments revealed similar bioleaching performance in the presence of 3 to 18% (w/v) total solids. Above 18% (w/v) total solids (15% quartzite loading), bioleaching was impaired progressively with increasing solids concentration. At the highest solids loading studied of 27% (w/v), bioleaching was still observed. In terms of mass transfer, oxygen transfer potential was not significantly influenced in the bioleaching process over the range of solids investigated.

A fluctuating gas flow usually results from metallurgical smelting processes. Both gas composition and gas flow rate may vary. The first part of this paper outlines some existing technical solutions and presents the Pros and Cons of the different solutions. These solutions outline are: - Sulphuric acid plants operated with a preheater permanent in operation - Sulphuric acid plants with concentration increase of SO2 gas either using regenerative SO2 removal or cryogenic partial condensation of the SO2 - Sulphuric acid plants with additional burning of sulfur to increase SO2 content - Single-stage sulphuric acid plants followed by a tail gas system (which is) designed for periods of low SO2 input In the second part, this paper describes some existing technical solutions for removal of SO2 at low concentrations (i. e. less than 0.1 - 2 %-by volume), which could be used as tail gas treatment system for acid plants. While selecting an appropriate solution, special attention should be given to operating costs, which usually to a large extend depends on the type of absorption agent and the costs for disposal of the sulfur compound produced.

1.1 Section 47(1) of the Mine Health and Safety Act, 29 of 1996 (?the MHSA?) establishes a Mine Health and Safety Inspectorate which is administered by the Chief Inspector of Mines. The Mine Health and Safety Inspectorate is part of the Department of Mineral Resources. The Chief Inspector is appointed by the Minister of Mineral Resources (see section 48(1) of the MHSA). 1.2 The Chief Inspector must, amongst other things, ensure that the provisions of the MHSA are complied with and enforced, and that all the duties imposed upon the Chief Inspector and the other Inspectors of Mines in terms of the MHSA and any other law are performed. The Chief Inspector of Mines must appoint Principal Inspectors of Mines and Inspectors of Mines to assist him/her to discharge his/her duties (see section 49(1)(a) and (c) of the MHSA).

This paper provides an overview of possible approaches for structuring the ventilation systems for mines that will become operational within the next decade. Features addressed in the paper include: aspects of airway design and layout in the absence of centralized vertical return shafts, the impact of using diesel-powered trackless equipment in conjunction with conveyor belts in the development and production phases of the project, and the need to balance increasing electrical power costs against the requirement for reduced capital expenditure. The paper provides brief descriptions of the strategies employed in real-life situations and presents an overview of various operational parameters affecting the design of ventilation systems that will be used as ?platforms? for much deeper mines in the future.

Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

Keywords: Pyrometallurgy, furnace, calcium carbide, acetylene, Newcastle The manufacture of calcium carbide in Newcastle, South Africa, was started in the late 1950s by a company called South African Carbide, at the Ballengeich site. In 1978, this operation was bought by the forerunner to the present AECI Ltd, a large producer of commodity chemicals at the time. Production continued at this site until 1992. In the meantime, Karbochem, an operating division of Sentrachem Ltd, was also manufacturing carbide in Newcastle, as a building block for the manufacture of synthetic rubber. In 1990, the Karbochem calcium carbide operation was closed down. In 1992, the AECI carbide business and the Karbochem production facility were amalgamated, and production continued under the Karbochem name. In 1997, the Dow Chemical Company bought the holding company of Karbochem, and the carbide business continued operations until 2003. In June 2003, the business was sold to a management consortium as SA Calcium Carbide (Pty) Ltd. Later, in October 2004, 100% of the shares were acquired by the Andina Group. Today, the Andina Group, consisting of SACC from South Africa, CIL from UK, and ANDINA from Argentina, has become a global leader in the manufacture and supply of calcium carbide and calcium silicon, ferro silicon 75% and derivatives, recarburizers with low nitrogen content, acetylene, carbon black, micro-silica, and silicon metal. The production facilities at Newcastle comprise a 52 MVA submerged arc furnace of a closed design, carbon monoxide gas recovery, recovery of fine raw materials via a hollow electrode system, and an extensive computer-controlled process. These all enable an efficient state-of-the-art operation. The downstream processing facilities consist of screening and drumming facilities, milling facilities, an acetylene generation plant, and an acetylene carbon black plant. Clearly, SA Calcium Carbide (Pty) Ltd has a long history of supplying quality calcium carbide to the industries that it proudly serves.

Paper written on project work carried out in partial fulfilment of B Tech (Engineering Metallurgy) degree This investigation relates to a multi-purpose electrolytic system. Its primary purpose is to electrowin gold from high or low concentration gold cyanide solutions and/or from gold sludge, and to convert the recovered gold into a gold (alloy) electroform or electrode at the gold mine itself. These operations are carried out sequentially and in situ in the same electrolytic cell. Electrorefining of the gold recovered may also be done in the cell. The system applies to silver as well, and may be adaptable to base and platinum group metals. It could also be used in environmental applications, to remove undesirable metals present in aqueous solution at very low concentration. The work to be discussed forms part of recently filed patent applications. Subsequent and future developments of the system are briefly outlined. This paper, in part or in full, has been published by the Metallurgical Mine Managers Association (MMMA), with permission from the authors.

Irrigation of agricultural crops may be a cost-effective option for the utilization of gypsiferous minewater as it may also create an opportunity to produce crops during the dry winter season on farm sin South Africa, such as in Mpumalanga. In this study, intensive field monitoring systems were developed and implemented to assess the feasibility and sustainability of irrigation with gypsiferous mine water. Soil water and salt balance components, as well as crop yields, were monitored in field trials carried out at Kleinkopjé and New Vaal Collieries (Anglo Coal), and at Syferfontein (Sasol). Field measurements indicated that high crop and pasture yields can be obtained, provided fertilization and irrigation water management are appropriate. Soil water and salt balances indicated that considerable amounts of minewater can be used and considerable masses of salts can be removed through precipitation of gypsum in the soil profile. With appropriate management, water and salt runoff and salt leaching can be intercepted, thereby minimizing the impact on groundwater. The SWB model is being validated through on-going monitoring. This will allow the use of the SWB model at other sites to predict the long-term impact of irrigation with mine water on soil and groundwater, as well as to run scenario simulations in order to recommend sustainable management of irrigation with minewater.

The decisive action taken by mine managements in recent years has been the main factor in bringing about the present downward trend in mine fires. A better understanding of the fundamental factors that govern the ignition and spread of fires. obtained as a result of investigations into mine fires, has provided useful guidance to production personnel. Similar investigations into fire-fighting techniques have assisted the Rescue Training Service and mines to institute more effective fire-fighting techniques. Some of the more important findings of recent investigations in these areas are outlined.

The northern KwaZulu-Natal (KZN) coastal dune cordon, South Africa, extends from north of Durban into Mozambique. The Quaternary dune cordon, which can be up to 2 km wide, comprises a series of stacked, unconsolidated dunes that in places attain a height of over 100 m. Mining of the dunes produces much of the world’s supply of ilmenite, rutile and zircon. This paper documents the age of zircon grains separated from dune units, identifies likely source rocks and presents an evolutionary history for the dune cordon. Between 30 and 60 detrital zircon grains from three distinct units from the northern KZN coastal dunes were analysed for U/Pb isotopic ages using the SHRIMP II at the Australian National University. The samples represent units from the base (ca. 250 ka; luminescence age1),middle (ca. 190 ka2) and upper (ca. 20 ka2) portions of the coastal dune cordon. Zircon grain ages identify three source populations: (1) a 1 000 to 1 200 Ma group correlated to the Natal Metamorphic Province, (2) a 500 to 650 Ma group representing a Pan-African belt, which may correlate to the Mozambique Belt and (3) a ca. 650 to 800 Ma group of unknown provenance. Surprisingly, the presently exposed basement, comprising the Kaapvaal Craton and Archaean volcano-sedimentary sequences, has not supplied a significant amount of zircon grains (< 5%).This suggests that unroofing of basement rocks in the region has only occurred during the last 20ka. In addition, the absence of zircon grains younger than 500 Ma indicates that the bulk of zirconis not reworked from the Karoo Supergroup cover succession, but may be sourced by reworking of the Natal Group sandstones.

This article deals with an investigation into the specification and use of appropriate seating systems to reduce whole-body vibration (WBV) exposure in typical vehicles used in the SA mining industry. The EU Directive EU/44/2002 to be legislated in 2005 in European countries, provides legal and economic motivation for this project. The criteria for seat selection can be condensed to the requirements in the directive, which mandates an action level of 0.5 m/s2and a vibration exposure limit of 1.15 m/s2 for an equivalent 8-hour daily exposure period. As part of this study six suspension seats, which the manufacturers claim satisfy the requirements in ISO 70966, were tested to determine the most suitable seat for an articulated dump truck. Six test subjects, three ?light? and three ?heavy? as specified in ISO 70966, were used to estimate the seat transmissibility functions in the vertical direction of the six different suspension seats. Transmissibility functions were measured in the laboratory with two excitation levels of 1 m/s2 and 2 m/s2 r.m.s. in the 0.5?30 Hz frequency range, as well as one spectrum approximating the EM5 spectral class. SEAT values were calculated for road vibration data measured on a typical articulated dump truck. A set of seat selection guidelines that can be followed by vehicle manufacturers and suppliers, procurement officers and and the technical staff on a mine is proposed in this article. It is recommended that additional studies of the use and operating conditions of seating systems in the SA industry, as well as an epidemiological survey be commissioned to gather additional information on this subject. The effect of SiO2addition on the decomposition of Li2CO3was investigated at temperatures up to 1000ºC. It was found that addition of SiO2greatly enhanced the decomposition of Li2CO3. The main decomposition reaction started at around 600ºC, and completed just above the melting point of Li2CO3. The major decomposition product was Li2O?SiO2irrespective of the Li2CO3to SiO2mixing ratio while both reactants were available. It was ascertained that a liquid layer betweenLi2CO3and SiO2particles formed and facilitated the decomposition reaction. The governing reaction of the decomposition was the one between the dissolved Li2CO3and SiO2in the liquid layer to form Li2O?SiO2. The decomposition rate was independent of the Li2CO3/SiO2mixingratio until either one had been completely exhausted. When excess Li2CO3existed, it further reacted with the initial product of Li2O?SiO2to form 2Li2O?SiO2. When SiO2was found in excess, on the other hand, no further reaction took place. This is attributed to the fact that uponLi2CO3exhaustion there is no liquid phase available to facilitate further reaction. The apparent activation energy of the decomposition of Li2CO3in existence with SiO2is 198 kJ mol-1.

Paper written on project work carried out in partial fulfilment of B. Tech (Metallurgical Engineering) degree Fine coal of the Goedehoop Colliery is dewatered by centrifuging before being sold. Full-scale plant tests were carried out to reduce residual cake moisture by the addition of surfactants. It is believed that by modifying the interface between the coal surface and the adherent surface water, as well as the water occluded in the cake voids, drainage is improved. Two anionic surfactants at concentrations up to 150 g/t were tested on coal of <0.5 mm size. The results demonstrate that quite high additions of surfactant (80 g/t)were needed to reduce moisture from 20 to about 17?18%. It was observed that when increasing surfactant additions at low levels, within a very narrow concentration range, the retained moisture first increased sharply only to decrease sharply immediately thereafter; this effect points to a critical surfactant concentration. Based on the obtained results, the use of surfactants cannot be recommended at this stage; further investigations under more controlled conditions are required.

It was investigated in which form sulphur is bonded in ladle slags. For this purpose, the mineralogical phases of the ladle slags were qualitatively and quantitatively evaluated by means of a microprobe. This slag characterization allowed reconstructing the bonding of sulphur into the phases of the ladle slag. Moreover, the reaction process with regard to the ionic theory as well as the structural formula for the mechanism of sulphur bonding were discussed. The bonding of sulphur into calcium aluminate slags is determined by the sulphide ion content in the slag as well as by the ratio of (CaO)/(Al2O3). Calcium sulphide separates only if the slag contains a large number of sulphide ions. When Ca12Al14O33is separated, the sulphide ion is successively integrated into the lattice. The crystal lattice of Ca12Al14O33is characterized by an open, three-dimensional anionic network composed of aluminium-oxygen tetrahedrons linking the edges. In this network, large interstitial spaces are formed, which may be filled with calcium ions on the one hand and statistically with a free oxygen or sulphide ion on the other hand. "What affects and influences one’s perspective of the mining and metallurgical industries?One’s perspective of the industry we work in changes over time as a function of our experience as well as from the interaction we have with colleagues locally and probably even more so with those internationally. Furthermore, the ever-changing environment continues to impact the context in which one sees things. Living mostly in South Africa through its changes in the past fi fty years but also having the opportunity to travel extensively and work on projects abroad adds an invaluable richness to this more global perspective. One of the greatest challenges is how best to use this experience to endeavour to support the many potential opportunities in southern as well as sub-Saharan Africa. However, one has also to face the realities of how the best interests of the country and its peoples are sadly often not well served for various unfortunate reasons. Investment, education, regional stability, and good governance are some of the most critical considerations for the prosperity and survival of the region.The mining and metallurgical industry in southern and sub-Saharan Africa changed significantly during the post-colonial and apartheid eras as a result of global and regional developments that have impacted the ownership of businesses, the technologies used, and products produced in a manner that was not envisaged even fi fty years ago. Southern Africa’s mining and metallurgical industry has progressed from one based mostly on diamonds and gold in the late 19th century to a much more diverse one that involves the production of a variety of other precious, base, and ferrous metals and minerals as well as coal and industrial minerals. The infrastructure and manufacturing capacity was largely developed to meet the needs of this industry during its growth phases, but even though the dynamics have changed there is still a need for more efficient and effective support systems in the region."
