When the slope angles of the southern side of the Venetia open pit were required to be flattened by some 20 degrees after an analysis completed by De Beers geotechnical engineering in conjunction with SRK, the additional waste stripping tonnage generated was in the order of some 70 million tons. The potential cost of having to move this tonnage had a significantly negative effect on the Net Present Value of Venetia Mine, challenging the viability of the third pushback and rendering a potential fourth pushback completely uneconomic. This paper details some of the innovation that went into the design and planning process undertaken to virtually negate the instantaneous effect of the flattened slope angles and the associated waste tonnage as well as further improve the NPV of Venetia Mine and bring the fourth pushback back into economic viability. This process has become known as NPV+ and is anon going exercise in waste reduction/deferment and revenue advancement.

This paper explains the politics of mine nationalization in contemporary South Africa. Nationalization and privatization typically occur in the oil, mineral resources, and state utilities sectors, and they tend to follow one another in a long-term cyclical pattern. The paper explains why the current international environment has encouraged demands for nationalization and other forms of ?resource nationalism? in the South African minerals sector. It goes on to describe how the resurgence of resource nationalism has been influenced by internal factional politics in the African National Congress. It concludes that nationalization is unlikely to be the outcome of current policy deliberations within the ANC.

Assuming that a gold ore has been effectively ground to ensure maximum economic liberation of gold, the circuits that will have the most effect on the successful operation of a gold plant will be that of the leaching and carbon-in-pulp circuit (CIP). The reagent and utilities operating costs associated with leaching, adsorption, elution and regeneration would typically make up some 15% of total operating cost, whilst the capital costs associated with these areas is about 16% of the total. Although not largest (capital and operating costs associated with comminution are generally dominant) these items represent a significant proportion of capital and operating cost. Much more importantly, these plant areas represent the primary gold recovery process and their technical and operational efficiencies will have a significant impact on overall plant efficiency. The objective during process design of these sections is thus to develop a design which provides maximum technical and economic efficiency and which is robust to potential changes in ore throughput, mineralogical characteristics and head-grade. Experience has shown that, particularly for longer life and higher-grade projects typical of the South African underground gold mining industry, small changes in recovery and efficiency have a significant value over the life of the project.

Fine coal (-500 µm) is notoriously difficult to dewater. It is not uncommon for a dewatered product to have a moisture content as high as 30 per cent after vacuum filtration. This poses several handling and financial problems to such an extent that a lot of fine coal is discarded onto slurry waste ponds. A novel way of dewatering fine coal was developed at North-West University. It entails deliberately damaging the filter cake during dewatering to allow for an increased flow of air through the cake at the expense of the applied pressure differential. This method resulted in an average improvement in final cake moisture of between 3 per cent and 5 percent when executed in the laboratory under controlled conditions. A device was designed that could be fitted onto existing belt filters that would damage the filter cake as it passes by. This device was tested on a vacuum belt filter installation at a coal beneficiation operation in the Waterberg coal field in South Africa. The results showed a 3 per cent reduction in final moisture of the cake, proving the validity of the method at full industrial scale.

The separation of certain minerals by electrostatic techniques can be difficult due to their similar electrical conductivity, and any technique to improve this can be useful in certain difficult separation applications. Triboelectric differences between mineral scan result in certain minerals acquiring small positive or negative charges prior to inductive electrostatic separation. By changing the polarity of inductive separation, relative changes in mineral recovery can be observed, which may be beneficial. In this brief study a JKTech mineral liberation analyser (MLA) was used to evaluate the effect of polarity change on selected minerals present in the Richards Bay Minerals deposit, and an approximate triboelectric series based on this behaviour is presented.

The increased attention towards reducing emissions of fossil CO2 due to its potential global warming effect has resulted in a focus on renewable resources, as charcoal. Since charcoal is produced from growing wood it does not contribute to global warming. This paper gives a brief review of consequences of and reasons for using charcoal in the silicomanganese (SiMn) production. Results are presented from practical SiMn smelting experiments, on a pilot scale, using charcoal as reduction material and comparing with coke. As slag- and CO2-reactivity are important for furnace performance these features have also been measured.

This paper reports on studies that have been done on the electrical conduction in silicon, ferro silicon, and charge chrome furnaces. A system has been developed that can distinguish between normal resistive conduction and arcing, and this was used to quantify in particular the relative amount of arcing that takes place in these furnaces. It was found that silicon and ferro silicon behave similarly and exhibit a relatively large amount of arcing. Charge chrome on the other hand exhibits considerably less arcing, and the extent of this arcing is highly correlated with the tapping of the furnace. The arcing measurements can also be used online in the control of the furnace, both for the electrodes and electrical circuit, and for the raw materials.

"SynopsisSustainable infrastructure development has long been identified as a key enabler for socio-economic growth and poverty reduction in societies globally. Twenty-one years into the young South African democracy, economic prospects are fragile and unemployment statistics are high. According to Trading Economics (2015) the GDP growth rate in South Africa averaged 3.07% from 1993 until 2015.Through the National Development Plan 2030, the government has responded by instituting the Presidential Infrastructure Coordinating Commission (PICC) to direct national growth and drive job creation by effecting a long-term infrastructure investment programme. The Commission is mandated by Cabinet to coordinate, integrate, and accelerate implementation of more than 150 individual social and economic infrastructure plans.In the civil infrastructure development sector, increased urbanization is compelling governments and the public sector to expand safe and reliable public amenities, but the availability of real estate for construction in congested cities is a challenge. Within the mining infrastructure construction industry safe, rapid, and efficient mine extraction strategies are imperative to realize increased production, business hurdle rates, and stakeholder expectations.Asset owners and stakeholders are obliged to consider advanced mechanized underground excavation and support technologies in order to present feasible solutions timeously. From an engineering design, procurement, and construction management (EPCM) perspective tunnelling technology and boring applications have a distinct advantage over conventional excavation techniques. These solutions may enhance commerce and transportation by expanding infrastructure in concentrations of national economic activity, providing crucial linkages with rural areas, between cities, and across international borders.This paper explores the contribution by mechanized tunnelling technology and boring applications applied in conjunction with digital and automation technologies compared with conventional methodologies. The technological expertise, combined with a paradigm shift in delivery of project objectives, will promote economic growth, aid recovery from the economic downturn, and improve social development."

Artisanal and small-scale mining (ASM) plays a fundamental role in the national and local economies of resource-rich countries in Africa. As such, more effort must be geared towards fostering this type of economic activity to sustain livelihoods in rural communities. Across Africa, efforts to operationalize ASM based on a sustainable development framework have been quite tedious and often ineffective. This is because most of these frameworks lacked context and an understanding of the continuum from the artisanal through small-scale and up to the junior miner, grouped under the general term ?ASM?. Driven by the need to contextualize some of the definitional issues in this niche sector, and gain a clearer understanding of their peculiar challenges, this paper aims to contribute to the debate on ASM by considering two of Africa?s resource-rich countries ? Ghana and South Africa. Since South Africa has made greater inroads in protecting the interests of small-scale miners, we thus draw comparisons from both countries? approach to ASM, outline the lessons learnt, and provide recommendations regarding the ways forward.

This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

South African underground hard rock mines are typically managed using measurements made daily, weekly or even monthly of key parameters such as face advance, readiness to blast, blast success, temperature or dust levels. Health, safety and productivity can all be greatly improved if a real-time measurement system can inform decision making. To enable this vision of widespread sensing, communication and decision support, CSIR has developed an open standard architecture for communication of sensor data, and a reference implementation using that standard. The standard, called AziSA, meaning ?to inform? in isiZulu, will allow any device that complies with it to join any network that supports it. The standard is designed for South African gold and platinum mines. To be practical in a typical Bushveld platinum mine, a real-time sensor system needs to be robust, reliable and cheap: ?Sensors are equipped with power sources that will last as long as the sensor is required. In effect, sensors need to be disposable: cheap enough not to warrant repair if they break. ?Communication in the stope is wireless, to avoid there liability problems associated with wire connections. For example, wires to sensors in the face area are unlikely to survive blasting. ?To get information out of the stope, the power line to the scraper winch is used as a communications link. Unlike a separate communications link, the power line will be repaired if damaged, because of its importance to production. ?Outside the stope, communications are transferred onto the mine communication infrastructure. To succeed as a management system, the next key element is the use of software decision support tools that will analyse masses of real-time data to extract key parameters and trends for decision makers. A range of sensors has been developed, including commercial sensors that have had wireless adapters added to make them AziSA compliant, and bespoke sensors that provide low cost sensing of typical mining parameters. An important parameter in any sensor network is the location of the sensor. This has to be easy and cheap to establish, so a tool has been developed to locate sensors in the confines of a stope, using ultrasonic and radio techniques. Once sensors are installed and located, they associate their location to all data that they produce. All the data from the system are captured at surface in a flexible database that can be queried by any application that requires data of any kind. It is simple to program alerts, and for actions to be associated with alerts. The use of wireless in stope also allows for communication from surface to the stope, or from stope to stope. The first implementation of an AziSA compliant system is being installed as part of the Mine Health and Safety Council funded rockfall elimination project. The design is discussed, and a future application for a platinum mine is considered.

This paper describes the survey monitoring processes at Venetia, which are discussed under visual inspections, ad hoc investigations, system monitoring and slope stability radar monitoring. This is followed by a description of the main survey monitoring methods. The next section briefly states typical problems, i.e. the atmospheric corrections required to adjust total station distances, maintenance of the system and management of the monitoring process. The paper ends with some important lessons that could be applied to similar monitoring programmes. These lessons are firstly, communication is most important, process a vital part of the system, a champion must take responsibility for the programme and system planning ensures that the monitoring results are needs driven.

The Kelsey Centrifugal Jig (KCJ) utilizes the application of centrifugal force (and the resultant enhanced gravitational field) to conventional jigging technology principles to successfully process materials where the valuable constituent particulates are very fine and/or where there is a small specific gravity differential between these and the gangue minerals. The KCJ has been successfully employed in mineral sands applications in Australia for approximately 12 years. More recently, the KCJ has been tested and installed on zircon tailings dump retreatment projects in Australia and the USA, while being considered for similar projects in RSA, and is about to be installed in zircon tailings processing duties in India and Africa and in a tin removal duty in a rutile circuit in Australia. Extensive test work has been carried out on these applications and some typical performance data is presented in this paper. Information is also provided on the principles of operation of the KCJ and on the keys to a successful KCJ installation.

Laboratory bias is a universal problem in all branches of analytical science. It results from differences in methods, techniques, equipment, and calibrations between laboratories. Notwithstanding that it is a property that can be measured by the use of standards or by inter-laboratory testing, laboratory bias remains a material issue for the mining industry. There is extensive literature and clear guidelines on measurement from the International Organization for Standardization (ISO) and its worldwide federation of national standards bodies (ISO member bodies) and from the science of metrology. ISO guides cover the manufacture and use of standards. An accessible source of literature covering laboratory quality control comes from the public health sector, particularly pathology. There is little doubt in financial reporting rules about the meaning of materiality. Public reporting guidelines are clear that material matters need to be disclosed for investors. Unfortunately there is currently no clear guidance what to do about biased assay results in mineral industry public reporting guidelines. This paper reviews the requirements for the manufacture and use of reference materials, public reporting requirements in the mining industry, and presents proposals to improve management and reporting of laboratory biases. The paper presents an optimal mine planning system designed to simultaneously optimize all the underground mines of large South African gold and platinum mining corporations. The system, code named PlanIT-OPTIM, is a multi-stage solution involving the use of adetailed 3D CAD-based mine planning system (CADSmine™V4). The mine design and scheduling rules defined in CADSmine™ are responsible for simulating mining sequencing, rock mechanics, and ventilation, etcetera. Feasible production ranges generated by CADSmine™ and various high-level mathematical models are used as inputs to a mathematical optimization engine. The optimization engine produces optimal production profiles (i.e. key business indicators such as tonnages, mineral and areas extracted per time period) by maximizing net present value. Other objectives such as profit continuity, production continuity and maintaining available reserves can also be specified as optimization criteria. The final step in the PlanIT-OPTIM process is to convert the optimal production profiles into practical and attainable business plans. This is achieved through the CADSmine™ Detail Optimization Engine that modifies the original CADSmine™ schedule to match the optimal production profiles. With current methods it is an impossible task to find the best business plan for a mining corporation in any reasonable period of time should conditions change (e.g. gold prices, exchangerates, grade estimates, etcetera). The fast turn around time achieved through PlanIT-OPTIM makes it possible to do several ‘what-if’ scenarios in a reasonably short time. PlanIT-OPTIM has already been used in the gold mining industry to find optimal business plans for a mine.

Several large falls of ground occur annually in the narrow, tabular stopes mined in the Bushveld Complex. These falls comprise safety risks and cause substantial production losses and compromise efforts to increase productivity. Underground observations in conjunction with instrumentation sites were used to establish the strategic parameters required to describe the rock mass behaviour of shallow-dipping stopes on the Bushveld platinum mines. Existing rock mass rating systems were evaluated using the observations and instrumentation results. None of the current systems adequately described all the relevant geotechnical conditions. Thus a hybrid of several current systems was developed, and the proposed system is discussed in the paper. The new rock mass rating system is termed the ?New Modified Stability Graph? system and follows the method originally described by Mathews et al.1and revised by Hutchinson and Diederichs2.Changes have been made to some of the tables provided by Barton3and to the stress analysis suggested by Hutchinson and Diederichs2. In addition, the logistical regression analysis has been applied to databases, formed using the suggested analyses, for three support resistances and risk levels established.

Premier Mine is a large underground diamond mine, situated at Cullinan in the Gauteng Province of South Africa. The mine hoists over 3 millions tons of diamond bearing kimberlite per year, from a modern, mechanized panel retreat block cave mining operation. Troughs sited at the base of the cave are developed into the overlying caved ore, allowing loading access to the ore through draw points. Trough opening is therefore a vital aspect of the mining operation. Most of the production is dependent on fast, reliable and safe trough opening. Successful trough openings are achieved under difficult mining conditions due to restricted void, long up-holes and the inherent properties of kimberlite?soft, elastic rock with a high swell factor. Early in 1998, Premier Mine undertook a joint development project (with an electronic initiation system supplier) to determine whether the use of a fully programmable electronic detonator system would enhance the mining cycle in the trough opening process. Blasting commenced in February 1998, initially with blasts of a similar size and duration to those that had been previously blasted with shock-tube systems, to confirm the operational capabilities of the blasting system. The accuracy, reliability and flexibility of the electronic delay detonators (EDDs) minimized associated risks for re-engineering of the trough opening process. Further, as blast timing was optimized, larger blasts were successfully initiated. To date over 20 troughs have been opened successfully with the use of EDDs. Not only did it take less time to open troughs, but also drilling and blasting operations have been optimized, as well as an overall improvement in safety. This paper details the benefits that EDDs have delivered to Premier Mine in this area. "The oxidative leaching of chalcopyrite in ammoniacal solutions has been evaluated using electro-analytical techniques. The anodic dissolution process has been established to be a seven-electron transfer process under nitrogen in ammonia–ammonium sulphate solutions and ammonia–ammonium carbonate solutions. The number of electrons transferred in the carbonate and sulphate salts suggests that the sulphur is oxidised to a thiosulphate intermediate and the copper and iron released as Cu+ and Fe2+. The Cu+ and Fe2+ is subsequently oxidised in solution in non-Faradaic reactions. The deportment of Fe2+ and S2O32- is affected by choice of the ammonium salt used in the leaching process. In the perchlorate salt, only five electrons are transferred, however observations made on the mineral surface after leaching do not support the formation of elemental sulphur. Scanning electron microscopy and energy-dispersive spectroscopy analysis of the mineral surface suggest presence of an iron–sulphur surface layer completely free of copper under the ammonia–ammonium sulphate conditions, an iron-rich surface layer under ammonia–ammonium perchlorate solutions and absence of surface layer build up under ammonia–ammonium carbonate solutions. INTRODUCTION Hydrometallurgical processes for copper extraction provide a viable route to recover the metal from mixed and low-grade ores, as well as overcome the environmental challenges faced by the traditional pyrometallurgical processes. Chalcopyrite is not only the most abundant of the copper sulphides, but also the most stable, making it recalcitrant to hydrometallurgical processes. Hence, hydrometallurgical processing of chalcopyrite continues to be an attractive area of research due to the vaguely understood surface chemistry of the mineral in different aqueous media. Different approaches to hydrometallurgical treatment of chalcopyrite can be carried out. These include thermal treatment prior to leaching, direct leaching and direct electrochemical leaching (Venkatachalam, 1991). Direct leaching of chalcopyrite can be carried out in various solution systems, as reviewed by Roman and Benner (1973) and Venkatachalam (1991). Ammoniacal solutions are attractive and effective lixiviants that form stable amine complexes with some base-metal cations while rejecting iron. Leaching of chalcopyrite in ammoniacal solutions in the presence of an oxidant is possible due to the stabilisation of copper(I) and copper (II) by ammonia at elevated pH levels. In oxygenated ammonia solutions, it has been suggested that chalcopyrite dissolves according to Equation 1 (Beckstead & Miller, 1977a):"
