These provisions shall be fixed by virtue of the colonial ordinances.Application for permission to explore shall be made in accordance with existing laws. Simultaneous applications, those made on the same day, must be decided by drawing lots; but an application for the concession for exploitation has preference ovor that for permission for exploration. On notice of objection to the drawing of lots, the Governor may in his discretion, declare the drawing null and void and order a re-drawing."

The Bureau of Mines conducted one of the most extensive studies on surface mine illumination to date, to assess the illumination needs of mobile surface mining machinery with respect to the visual tasks required of machinery operators. Field Investigations were performed at 22 surface mining operations, coal and metal-nonmetal, within several mining regions of the United States. Visibility and illumination were measured for 159 visual tasks performed by equipment operators on or near 57 surface mining machines, including draglines, shovels, blasthole drills, bulldozers, loaders, haul trucks, graders, scrapers, and several service-type vehicles.

The U. S. Bureau of Mines in their continuing research into sealants, selected MBAssociates to design, build, and test equipment and evaluate sealant as to its effectiveness is shale degradation. There were 20,050 sq.ft. of coal mine roof sprayed with a mine sealant and as a result, it has been estimated that the sealant coated roof has from 50% to 95% less roof falls than that roof which was not coated with sealant.

Prompted by forecasts of a sulfur oversupply, the Bureau of Mines, U.S. Department of the Interior, is conducting research on potentially large-scale uses of this commodity to extend or replace such construction materials as asphalt, cement, and mineral aggregates. Through these efforts, paving materials have been developed in which sulfur replaces up to 50 pct of the asphalt normally present and which can be prepared and placed with existing mixing and paving equipment. Laboratory properties and design methods for this direct mixing process are described along with properties obtained on small-and large-scale field demonstration projects. These properties are compared with those obtained from control materials prepared without sulfur additions. Monitoring for toxic gases during laboratory and commercial mixing and paving operations is discussed also.

Fire has been one of man's most useful tools through the ages and certainly is a "must" for industrial progress but when uncontrolled is one of the most destructive agencies. This fact is even more important in a coal mine, where many persons and much expensive equipment are confined in a relatively small area. Means of escape from a burning area, as well as from the products of combustion, are often limited; and in many instances the entire surroundings are combustible. Numerous mine fires, which resulted in a high death toll and great financial loss through the years, have caused mine owners to search for the best fire-fighting equipment; much of this has been installed, the quantity depending largely upon the experience of the individual companies or neighboring mines in certain coalfields. A mine owner or operator has meager published information on the actual fire protection afforded and systems of fire-fighting inaugurated in the coalfields, by which he could compare his efforts and get some idea of the adequacy of his own protection. To further general knowledge of the subject, it was decided to survey a representative number of mines in the field and show what has been accomplished. Representative mines were selected in various coal beds; some had similar tonnage, so comparison could be made if desired.

The pressure pulse generated by an underwater spark \vas investigated in relation to its potential use for rock fragmentation. The study established (1) the relation between the peak discharge current and the peak wave pressure; (2) the relationships among the peak wave pressure, the discharge voltage, and the spark gap width; (3) the type and pulse duration of the generated wave; (4) the percentage of energy transmitted in the spark as a function of spark gap width and discharge voltage; and (5) the percentage of energy converted into the pressure wave as a function of gap width and discharge voltage. Spark-generated fractures were studied in two-and three-dimensional rock and plastic specimens. The laboratory results indicated that the pressure pulse generated by an underwater spark is a potential practical tool for rock fragmentation. The paper contains an appendix describing the capacitive pressure gage specially developed for the laboratory tests.

This project was designed to explore the suitability of using fluorinated inorganic materials as solvents for the in situ mining of thin seamed, heavily overburdened coal; to build a data base for the selection of an inorganic solvent for use for coal cleaning; to determine if fluorinated solvents will reduce the organic and inorganic sulfur contents of the coal, as well as to lower the ash content. The coal samples have been combined with pure solvent, as well as with aqueous solutions at atmospheric pressure and at increased pressure. The increased pressure experiments are important since they duplicate the conditions anticipated for an in situ cleaning and mining operation. Trifluoroacetic, difluorphosphoric (phosphorodifluoroidic), and trifluoromethanesulfonic acids have been found to be effective for the cleaning of high sulfur, high ash coal at 300°C and at atmospheric pressure. At pressures up to 20,000 psi the effectiveness of these reagents is not decreased.

The first study of this subject hits been made in Illinois, but as opportunity affords, similar studies will be made in other States. It is hoped that the data obtained will assist the coal-mining industry to standardize the forms of leases, and so avoid some of the abstruse and ambiguous clauses which slay be found in many of them and the consequent liability of costly litigation. In some of the publications of the Illinois Mining; Investigations prepared under a cooperative agreement with the U. S. Bureau of Mines, the Illinois State Geological Survey and the Engineering Experiment Station of the University of Illinois, the coal areas of the 'State have been divided into eight geological districts, each district being treated separately. This report covers District No. VI of that classification, and it is hopped that studies of the other districts will be completed in the near future and similar results published.

Sheet mica is an important material in the manufacture of electronic and electrical equipment. Large quantities are consumed each year as an essential component in generators, transformers, radios, television sets, radar, electric lighting equipment, and electrical appliances. The nature, structural imperfections, and impurities determine to a great degree the usefulness of sheet mica. Proper processing and classification add greatly to its market value. This report is designed to assist producers in understanding the complexities of marketing muscovite sheet mica. ACKNOWLEDGMENTS Special acknowledgment is due S. A. For the past several years, the Bureau of Mines has been actively engaged in developing two new oxygen self-rescuers through research contracts with private industry. These new oxygen self-rescuers are designed to be carried by a miner while he is at work and are used during emergency escape, supplying high-purity oxygen to the user and, at the same time, absorbing carbon dioxide (C02), The first of the two new self-rescue breathing devices is a 10-minute, self-contained apparatus developed by the Mine Safety Appliance Co, Size and weight of the unit are comparable to the currently used self-rescue devices. The second device, designed and developed by Lockheed Missiles and Space Corp., is 8. 4.5-lb package which supplies 1 hour of oxygen to the miner. Both devices have a canister which contains the oxygen-producing and CO2-absorbing potassium superoxide chemical, a breathing bag, a bite-type mouthpiece, noseclip, goggles, and hoses connecting the canister and mouthpiece. When needed in an emergency, the miner removes the outer protective cover and dons the unit. For both devices oxygen is immediately available once the mouthpiece is placed in the mouth. These two new units have received prototype approval from the National Institute for Occupation and Safety Health (NIOSH) and the Mining Enforcement and Safety Administration (MESA).

THE WORLDWIDE economic expansion that has characterized the first 3 years of the 1960's continued through 1964 and was reflected in North America by strength in the industrial economy of the United States, which again was dominant. Advances in production were recorded in virtually all industries, including the mineral industry; 1964 mineral production established a new high, 5.4 percent above the previous peak recorded in 1963. However, the percentage increase in value of North American mineral production was slightly below overall economic growth. For industry in general, consumer demand held firm throughout the year and overall commodity prices averaged 2 percent higher than in 1963. Wages and salary payments also were up. With the single exception of the dock strike in the United States, the year was free of serious labor troubles and unemployment in both Canada and the States was at a low level. Despite the Viet-Nam situation, relatively tranquil international relations contributed to the forward movement of North American business. Total gross national product (GNP) for Canada and United States, in current dollars, was estimated at US$672.2 billion; 6.8 percent above the previous year's figure. Combined national income in 1964 amounted to US$546.9 billion, which was nearly 7.0 percent more than in 1963. In 1964, gains were recorded in each of more than 50 metals, nonmetals, and fuels commodities that comprise the North American output. The greatest category increase was 13 percent in metals, which was in part attributable to the 14 percent rise to a new record in value of iron and steel in United States, a 29 percent higher value of Canadian iron ore and a 57 percent rise in Canadian zinc. Despite a moderate decline in prices of iron ore and iron and steel products, generally favorable markets and rising prices for metallic ores and metals were a stimulant to the metals industry. Nonmetallic materials, with a total value in excess of US$5.25 billion were 7.3 percent higher than in 1963. Output of ore and waste from metal and nonmetal mines in the United States continued an upward trend and established a new high. The tonnage of ore handled increased 6 percent over that moved in 1964 and the tonnage of waste rose almost 10 percent. Earth moving by these two activities exceeded 3.2 billion tons, an increase of 7 percent over the 1964 total. Crude material from which metal or nonmetal products were derived continued to be about 75 percent of the total material handled. In 1965, surface mining methods were used to produce about 93 percent of the ore, 99 percent of the waste, and 95 percent of the total material handled. These percentages have remained almost constant since the beginning of this decade.

A series of exploratory tests was conducted to determine the effects of steady electric fields on fluid flow and streaming potential in narrow passages and porous media, the effects of steady electric fields on fluid interfaces, and the influence of internal voltages on fluid flow in a porous porcelain sample. Voltages greater than about 5 kilovolts were found to influence liquid droplets emanating from a capillary tube. Solutions of polyethylene oxide and polyacrylamide in water exhibited widely different behavior than that of other liquids tested. Liquid-liquid displacement tests in porous samples to determine the influence of high voltage applied to the displacing liquid on flow rates and recovery gave no significant differences. No consistently measurable effects were noted, either on flow rate or streaming potential, when an electric field was applied transverse to the direction of flow in porous media and in narrow rectangular or cylindrical channels. Experimental values of formation factor and streaming potential for a porous porcelain sample agreed qualitatively with those calculated from electrokinetic theory for ultrafine capillaries. However, the agreement for the electroviscous effect was not good.

The Great Eastern nickel deposit is located in the western foothills of the Virgin Mountains in the Copper King or Bunkerville district situated in the southeastern part of Clark County, Nev. It is covered by a group of eight claims that can be reached by turning south from U. S. Highway 91 at Riverside, Nev., and driving about 12.6 miles southeast over a winding mountain road, which rises from about 3,000 feet to 4,000 feet in elevation. The climate is dry, with only a small amount of rainfall throughout the year. The temperature ranges from hot during the summer to short periods of freezing weather during the winter months. The vegetation is of the desert variety, and no timber is available for mining. Water for mining purposes would have to be pumped from lower areas. A granitoid gneiss comprises the largest part of the rock outcrops. It has a steeply dipping foliation that strikes about N. 75° E. The gneiss was intruded by basic dikes, which in turn were intruded by pegmatite dikes. The ore occurs as lenticular bodies formed by the convergence of several pegmatite dikes within the main dike. The principal sulfide minerals are pyrite, pyrrhotite, and chalcopyrite, which contain a small amount of nickel. Late in the year of 1939, the Bureau of Mines undertook an exploration project on the Great Eastern property to extend or delimit the known mineralization. Underground work, consisting of 590 feet of drifting and crosscutting, was completed in September 1940, and 1,091 feet of diamond, drilling for downward extension of an ore body in the Lower edit, which was completed in February 1941.

Exposure to airborne respirable crystalline silica dust can lead to silicosis, a debilitating lung disease. On surface coal mining and construction sites, blast hole drills are notorious sources of airborne respirable dust that may contain significant amounts of silica. The drill operator and drill helper usually receive the greatest silica exposure compared with other occupations. As a result, many drilling operations have been, and still are, on more stringent dust standards. Drilling through various rock formations naturally presents a strong potential for silica dust generation for several reasons. First, drilling is a pulverizing process that generates large amounts of very small dust particles. Second, the bailing air used to flush cuttings from the hole leaves the hole at a very high velocity and can be difficult to contain. Third, many fixed shrouds used to enclose the area beneath the drill deck have a significant amount of leakage due to 1) gaps between the shroud and ground created by raising/leveling the drill, 2) gaps in the corner seams, and 3) tom deck shrouds. CONTROLS A dry dust collection system is typically connected to the drill deck to collect dust as the bailing airflow transports the cuttings (and significant amounts of airborne respirable dust) out of the drill hole. Deck shrouds are installed in an attempt to enclose the volume around the drill steel and prevent dust escaping. However, most deck shrouds are rectangular and constructed of four separate pieces of rubber belting attached to the deck. Because of this design, there is usually a significant amount of dust escaping from the open seams as well as the open area between the shroud and the ground. This dust can be a significant source of silica exposure to drill operators as well as other personnel downwind of the drill.

Water pollution has been an integral part of most mining operations in the past. Most mine planners had designed their mining operations with little or no regard for prevention of water pollution. The main planning element was always the economics of mineral recovery. Quite often the cheapest means of mineral recovery resulted in the largest water pollution problems. Recent water pollution laws have introduced a new economic element - water pollution control costs - to be considered in mine planning. Water pollution control costs can be extremely high. Foresighted planning can minimize these costs and provide better water pollution control. Effective pollution control preplanning can eliminate pollution from active mines and minimize pollution that may occur after completion of mining. Presently available technology can practically eliminate water pollution by treatment of the mine water. Use of water treatment during mining has no effect on the levels of water pollution after treatment ceases and the mine is abandoned. Therefore, this section of the report deals with preplanning to reduce water pollution, both present and future, by using at-source control techniques. Proper planning of mining and pollution control techniques should follow the concept of a complete, comprehensive reclamation plan. This plan should have control measures designed for all phases of mining from initiation through completion. Preplanning involves acquiring complete information concerning the future mine site, defining the reasons why mining could cause pollution from the site, and determination of available techniques to prevent or minimize formation or transportation of pollutants. Location of haulage and access roads and other mine related facilities should be included in preplanning for water pollution control. Operating variables affecting the efficiency of the basic oxygen furnace (BOF) and the level of contaminating elements in the steel product were investigated by the Bureau of Mines. Steel was made in a 400-lb-capacity BOF designed to rotate on its vertical axis to increase the area of hot metal surface subject to oxygen attack. Hot metal for the BOF was made by melting pig iron and scrap in an 18-inch (ID) cupola. The variables were BOF speed of rotation, rate of oxygen flow, number of jets and angle at which they were machined into the oxygen-lance tip, temperature of hot metal, reactivity of lime, and temperature of scrap for the BOF charge. Experiments were arranged according to a two-level fractional-factorial design. The effects of the seven variables were evaluated for 13 responses. The greatest ingot yield occurred while using the larger angle lance tip and jets. The most carbon burned per unit volume of oxygen resulted from rotating the BOF and using the smaller angle lance tip. The largest sulfur transfer to the slag occurred at the higher hot metal temperature levels and higher rate of oxygen flow.

This study was conducted to determine the patterns of heat transfer to water-cooled copper crucibles during vacuum arc melting. Values of heat flux from the ingot to the crucible were determined during nonconsumable electrode vacuum arc melting of zirconium and during consumable electrode vacuum arc melting of titanium) zirconium) and steel. The results of these studies con-firm the existence of a high thermal resistance between the ingot and the crucible wall which results from the shrinkage of the ingot as the metal solidifies. Maximum heat flux occurs near the top of the ingot where maximum values of heat flux of 1.4 X 106 Btu/ft2 hr were observed during small-scale consumable electrode arc melting of zirconium and titanium. The maximum heat flux for consumable electrode arc melting of 8-inch-diameter ingots was 0.5 X 106 Btu/ft2 hr. The effects of electrode material) electrode diameter) arc current) and arc potential on heat flux from the ingot to the crucible were studied. Data were also obtained on crucible wall temperatures and on the effect of very narrow annular water jackets.

The following are abstracts from papers presented at the 4th Symposium on Respirable Dust in the Mineral Industries and· were produced through research funding under the Generic Mineral Technology Center for Respirable Dust. Full articles appear in the proceedings published in July 1996 in Applied Occupational and Environmental Hygiene. (Volume 11, Number 7). The two addresses included in the proceedings point to the progress, prospects, problems, and perspectives on control of respirable dust and dust-related disease in the mineral industries. The symposium papers deal with respirable dust issues that are longstanding such as characterization, health effects, control of airborne coal dust, new and emerging issues such as iron toxicity, diesel particulates, and sampling. The papers were grouped into the following topics: continuous dust monitoring, encompassing the development of a fixed-site monitor that will provide continuous information on instantaneous and time-weighted respirable dust concentrations; mechanisms involved in the generation of dusts in mine environments, important for dust control at the source; characterization and control of diesel emissions (particularly diesel particulates) in mine atmospheres; mining systems effects and models; dust control in mine working faces and in milling environments; characterization of the physical, chemical mineralogical, and biological properties of the dust and their relevance to health effects and sampling; dust-lung interactions, encompassing results from several biomedical studies dealing with acute and chronic inhalation of airborne dusts and associated lung responses; the role of iron in causing lung injury; and therapeutic strategies for ·the control of pulmonary disease. All papers submitted to the organizers were peer-reviewed. In the proceedings, we have not differentiated among the platform and poster papers; rather, they have been grouped into the above topical areas. Taken together, these papers reveal significant progress in the control of dust generation, characterization of dust, understanding of dust-lung interaction, and mining and milling practices to reduce dust exposure - all essential for reducing dust-related occupational hazards at the workplace.
