During the 20th century, the increased emphasis on worker health and safety and the advent of new mining equipment and methods led to many changes in mine face ventilation practices. Efforts by government and private industry to improve and modify ventilation practices resulted in better health and safety conditions for workers. This article focuses on U.S. Bureau of Mines (USBM) and National Institute for Occupational Safety and Health (NIOSH) research to examine factors that had a significant influence on mine face ventilation design during the past century. Several "milestone" events are discussed along with the impact they had on worker health and safety. Significant ventilation research efforts by government and private industry are presented. This brief ventilation history highlights innovative face ventilation designs and a consistent commitment to mining health and safety. Ventilation has always been a concern in underground coal mining. For many yeas, there was no appreciation of how ventilation could be used to remove harmful contaminants from the air or how to control airflow quantities. The first known problems with ventilation date back to the 14th century, when it was recognized that lack of air was a major impediment to the expansion of mines. The common method of solving ventilation problems at that time was to abandon the existing mine and start a new one nearby. Ventilation in the early days of coal mining was accomplished by means of a natural draft, created principally by a difference in the weights of columns of air between the intake and return openings. Later, in the 18th and 19th centuries, a furnace was introduced underground to increase the updraft in the return shaft. This allowed for a larger quantity of air in circulation. When mines went deeper and became larger, mechanical ventilation became necessary and was first accomplished by steam-driven fans. These fans became more prevalent as furnaces were prohibited in underground mines, especially after the Avondale disaster in Pennsylvania in 1869 (Roy, 1876). Experimental modifications have been made by the Bureau of Mines on standard pneumatic rock drills to reduce the noise of the air exhaust, drill steel resonance noise, and noise radiated by the drill body. A close-fitting case and muffler around the drill body, consisting of a metallic honeycomb skeleton filled with viscoelastic absorber on the inside and a durable outer shell, provide both exhaust and drill body noise muffling and absorption. Drill steel resonance noise is reduced by a constrained-layer treatment consisting of a tubular metal cover bonded to the ouside of the rod by a viscoelastic filler. Damping alloy components have been developed to reduce metallic resonance noise. Combined, these modifications have reduced the drilling noise level in granite from 115 dbA to 97 dbA. Data are presented on the individual and combined effects of these modifications on drilling noise and performance.

One of the goals of the Bureau of Mines is to develop metallurgical pro-cesses that conserve energy and/or that take advantage of abundant domestic energy sources. Western lignites and subbituminous coals can be used for firing pellet induration and metallization furnaces. However, the refractory linings of these furnaces must be able to withstand attack from corrosive alkali metal oxides present in the ash of many of the low-rank fossil fuels. The Bureau of Mines conducted dynamic and static slag tests on high-alumina and alumina-silica refractories to determine their resistance to lignite ash slags. The investigations showed that increased alkali content in the lignite ash caused increased corrosion and erosion of the tested refractories. The degree of corrosion decreased with increasing alumina content, with the 99-percent-alumina refractories having the highest resistance. In general, the matrix phase was attacked preferentially to the alumina grains. Also, porosity reduction and tar impregnation enhanced the corrosion and erosion resistance. The 90-to 99-percent-alumina refractories are recommended for use as furnace linings in alkali slag environments.

The Bureau of Mines improved removal of selenium from zinc smelter acidic gas scrubber effluent by using zinc dust to precipitate soluble selenium prior to lime neutralization. Lime neutralization alone decreased selenium in the waste water from, typically, 6 parts per million to 2 parts per million, whereas the use of zinc dust precipitant gave an effluent containing less than 0.1 part per million of selenium. The waste treatment operation first was developed on a laboratory scale and later was successfully tested at a smelter site on a 1-gallon-per-minute basis. During the research a simple and rapid means was developed for determining selenium in waste water; the technique enabled visual semiquantitative selenium determinations that later were confirmed quantitatively by X-ray fluorescence.

Large quantities of combustible materials are often found in underground metal and nonmetal mines, with support timber predominating. Wood lagging and timber, wires and cables, brattice cloth, hose, paper products, cardboard cartons, and wooden containers are additional combustible materials commonly found in underground storage areas. Shorted or overloaded electrical cables, worn sockets and plugs, spontaneous combustion, careless smoking, and welding and cutting are common fire ignition sources. Inexpensive, reliable fire detection and suppression systems are available to provide early warning and to extinguish fires that originate in underground storage areas.

This survey was conducted to determine the magnitude of the methane emission and control problem in U.S. bituminous coal mines. The resultant data indicate that the emission rate for any given coalbed depends primarily on the coal production rate and on mine depth, as well as on the nature of the coalbed and the surrounding strata. An excellent correlation was found between (1) the methane emission rate and (2) the product of coal production rate and mine depth for the mines in the Pittsburgh, Pocahontas Nos. 3 and 4, and the Illinois Nos. 5 and 6 coalbeds. The highest total emission rates found in U.S. bituminous coal mines were as follows, in million cubic feet per day: Monongalia County, W. Va., 39; Marion County, W. Va., 30.4; McDowell County, W. Va., 13.1; Washington County, Pa., 11.9; Greene County, Pa., 11.4; Buchanan County, Va., 21.6; Jefferson County, Ala., 10.3; and Franklin County, Ill., 6.6.

This report (Safety File Guidance 6.0) is the eighth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. luring the past two years the Bureau of ?,lines has been receiving from 100 to 150 coal mines in various States a report of each accident causing death, permanent total disability, permanent partial disability, or temporary disability lasting beyond the remainder of the day or shift on which the accident occurred. For each 100 accidents in these groups, there are perhaps from 35 to 45 accidents that do not disable the employee beyond the remainder of the day, and of these fraction-of-a-day accidents the Bureau has compiled no statistics. Information revealed by the reports is to the effect that falls of roof and coal in bituminous coal mines are responsible for 28 per cent of the temporary injuries to underground workers and 33 per cent of the days lost from all temporary injuries underground; they also indicate that falls caused 59 per cent of the deaths from all causes underground. Figures compiled by R. N. Hosler, of the Pennsylvania. Mine Rating Bureau, and covering accidents in bituminous; minis in that State, chow that 61 per cent of the deaths underground during the years 1917-1921 wore due to falls. Neither of these percentage figures includes deaths in major explosions; figures for all bituminous mines in the United States during the five years 1920-1024, inclusive of deaths in major explosions, show that 52 per cent of the deaths underground and in shafts were due to falls of roof and coal.

The U.S. Bureau of Mines applied its mine fire diagnostic method to an abandoned anthracite mine fire site in Carbondale, Lackawanna County, PA. The technique to locate fires in abandoned coal mines and coal refuse piles includes the determination of hydrocarbon concentrations in mine gases, the imposition of an underground gas flow direction, and use of a surface mapping method, to define heated and cold zones in underground coal strata. The heated zones at Carbondale were characterized by elevated methane concentrations. The results of 25 communication tests were analyzed to define 2 large (approximately 100 by 250 ft) and 5 small, isolated heated zones. An approximate correlation existed between the location of the heated zones and areas of anomalous snow melt. The correlation between the results of the diagnostic test and subsurface temperatures was not significant.

The purpose of this Bureau of Mines investigation was twofold. The first phase of the work was to determine the technical and mechanical feasibility of defluorinating low-grade siliceous fluorspars on an intermediate scale by high-temperature pyrohydrolysis in a rotary kiln. The second phase was to react the liberated hydrogen fluoride (HF) offgas with alumina monohydrate to produce commercial-grade aluminum fluoride (85 percent AIF3). The two phases of the work were to be integrated into a single continuous process. Evaluation of the data shows that low-grade siliceous fluorspars can be successfully defluorinated, either in a solid or a molten state, in a gas-fired rotary kiln in the presence of water vapor at 1,250° to 1,350° C. The water produced by combustion of propane was sufficient to yield defluorinatians of 75 to 85 percent.

Not long after electrically driven equipment was introduced into coal mines it became apparent that the spark-producing parts, such as controllers and motors, required safeguards to prevent the ignition of mine gas that might come into their vicinity. Many of the early designs attempted to provide protective enclosures having ventila¬tion and relief for pressures if ignition should occur within. The principal feature of the Davy safety lamp, namely, the wire gauze, was employed widely for this purpose. Other devices were developed to reduce the temperature of products of combustion escaping through the protected openings to a value below that which would cause ignition of surrounding explosive atmospheres. Although many such devices performed their intended function satisfactorily under laboratory conditions they were not so satisfac¬tory when subjected to the rigorous conditions encountered under¬ground. Corrosion, mishandling, and accumulations of grease and dirt reduced or destroyed their protective qualities after a period of service in the mines. In the United States this has led to abandon¬ment of special devices in favor of what is called " total enclosure " which means that no regular provision is made for ventilation and release of pressure but rather that the housings or enclosures are built strong enough to withstand the explosion pressures without rupture. As a further protection the joints usually are made of broad, closely fitting surfaces. It is impractical to make such joints absolutely gastight in ordinary machine practice when provision must be made for partial or complete disassembly to facilitate ad¬justments and repairs. Therefore, when an explosion occurs within such enclosures flames may escape through the joints. If the latter are broad enough and not separated too widely, however, the flames will be cooled by contact with the metal surfaces (flanges) of the joints, by rapid expansion, or by both cooling and expansion, with the result that an explosive atmosphere surrounding the enclosure will not be ignited. The Bureau of Mines sampled a gold-bearing schist series 50 miles east of Nome near Bluff, a dormant mining camp on the southern shore of the Seward Peninsula, Alaska. Gold is unevenly distributed through a section of a schist series that extends from the coast northward 4,500 feet. In this section the schists dip westward 20 to 38 degrees and have an outcrop width of about 1,000 feet and a normal width of about 500 feet. An intensely fractured zone within the schists averages 0.015 to 0.017 ounce of gold and 0.03 to 0.05 ounce of silver per ton for outcrop widths of 200 to almost 500 feet. The grade of the remainder of the schist series ranges downward to scant traces. Gold eroded from these schists collected in solution channels in metalimestones to form the Daniels Creek placers, which also extend from the beach southward under the sea for an unknown distance. The lode sources of the gold placers elsewhere in the southern Seward Peninsula may be similar schists that occupy a similar position in the metasedimentary series.

The practice of using doors to control main ventilating currents in bituminous-coal mines is common throughout the industry. When doors are erected in pairs to form air locks, they are usually accepted as satisfactory by both State and Federal coal-mine-inspection agencies. A review of the contributing factors in recent methane ignitions showed that interrupted ventilation (often caused by doors latched open, destroyed, or damaged) was the principal cause of methane accumulations that subsequently were ignited.

In a Bureau of Mines study, unsteady, spherically symmetric, one-dimensional, compressible-flow (finite sound speed) equations were solved numerically for a spherical deflagration propagating concentrically in a spherical vessel with Mach numbers ranging from 0.2 to 0.7; trajectory histories agree with the infinite-sound-speed theory developed by Perlee, Fuller, and Saul (PFS). A preliminary result of this study shows that flames propagating with speeds greater than 20 pct the speed of sound in the unburned gas mixture generate a complex history of aerodynamic waves distributed throughout the spherical vessel. Although the average pressure and flame radius agree with those predicted by the PFS models, the aerodynamic waves have a pronounced effect on the flame velocity, differing appreciably from that predicted by the PFS model.

The Bureau of Mines investigated two areas of the Alaska Peninsula (Iniskin Peninsula and Becharof Lake) where oil and gas seeps were known to occur in an attempt to determine (1) whether the seeps are still active and (2) the amount of bitumen contained in the drainage leaving the seeps. The oil, water, oil-water, and gas were sampled and analyzed. Five oil samples were taken at four separate oil seeps. The API gravity of the oil ranged from 8.90 to 21.4° and the sulfur content was from 0.12 percent to 0.59 percent. Four of the seven gas samples obtained revealed fair high caloric values, ranging from 746 to 924 Btu/cu ft, and averaging 844 Btu/cu ft. A total of 44 water samples were obtained. Bitumen content of the water was as high as 9,773 mg/l at one seep, but averaged less than I mg/l where the seep-drainage water entered the Gulf of Alaska.

Coal mining is more widely distributed throughout the United States than is generally known, as 30 States are credited with having coal mines. In 1919 twenty-three of these States each produced at least a million tons of bituminous coal, and all the States produced about 560,000,000 tons. In addition, Pennsylvania produced about 85,000,000 tons of anthracite. Twenty-eight States have regulations prepared by commissions or have enacted laws governing the operation of coal mines. Pennsyl¬vania has separate codes for the anthracite and bituminous fields. The codes may be classified as follows: Twelve distinctly coal¬mining codes; eight codes that are essentially coal mining, but also apply to other mines; five codes that are subdivided, referring partly to coal mines and partly to other mines; and four codes that are essentially metal mining, but apply in part or in whole to coal mining. The first State to have a coal-mining law was Pennsylvania, which enacted a law, for Schuylkill County only, in 1869. The first State to enact a coal-mining law governing all the coal mines in the State was Illinois in 1872, followed by Ohio in 1873. Pennsylvania in 1879 enacted a law for anthracite mines only, but did not enact similar laws for bituminous mines until 1577. At least 10 other States enacted coal-mining laws between the years 1870 and 1890. Before 1890 electricity was little used in coal-ruining operations and therefore practically no provisions governing the installation, inspection, or maintenance of electrical equipment were made in any of the laws enacted up to 1890. In the law of Colorado, approved April 8, 1885, there is a reference to the use of telephones, probably the first reference to electrical equipment of any kind in a State-mining code. Most of the mining codes have been changed from their original form by amendment or by complete revision.
