Reduce the cost and incidence of low-back pain in underground coal mines through redesign of materials-handling tasks. Background Approximately 25 pct of all injuries in mining involve trauma to the hack. These injuries account for at least 30-40 pct of worker compensation payments made by the industry, are the leading cause of lost work days in mining, and have been estimated to cost the industry $50 million annually. It is clear that the traditional approach to reduce back injuries (i.e., training) has been largely ineffective. Thus, new approaches are necessary to control this problem. This document briefly describes methods that can be used to redesign hazardous materials-handling tasks to reduce the threat of worker injury. Approach A model for redesigning materials-handling tasks is shown in figure 1. The model outlines the sequence of steps that should be followed (and questions that should be asked) when developing new strategies for handling materials in underground coal mines. A critical examination of the current supply-handling system is the first step to developing safer materials-handling procedures. The purpose is to identify hazardous tasks that can be modified to reduce injury risk. Accident analysis (a review of past accident records) and task analy¬sis (usually a videotaped analysis of hazardous jobs or tasks) arc effective methods of distinguishing areas where job redesign is needed.

Minimize the effects of underground mine conveyor belt fires by developing methods to prevent automatic fire suppression system failures. The Problem Fire protection is achieved by prevention, early detection, and planned fire-fighting response. Automatic fire suppression systems are one form of planned fire-fighting response. When these systems are properly designed, installed, and maintained they can effectively control fires. Conveyor belt fires account for about 20% of underground coal mine fires. Fire protection requirements have been established for underground locations because of potential for start and spread of fire and the restricted personnel egress in a fire situation. Belt conveyor systems arc potentially dangerous because of the high fire incidence rate, high temperatures, dense smoke, toxic gases, and rapid flame-spread rate. While investigating the conveyor fire suppression problem, the Bureau identified automatic fire suppression system reliability as a potentially serious deficiency within the mining industry. Table 1 lists common failure modes fur three Fire suppression system types. This table summarizes findings of Mine Safety and Health Administration electrical inspectors responsible for inspection of belt protection automatic fire suppression systems. Batteries, contact points, control wires, and electric servocontrols are all prone to failure. Figure 1 shows rock-dust-contaminated relay contact points. This condition is dangerous because of the chance of intermittent failures, which might allow systems to pass annual functional testing, yet fail during actual fire emergencies.

The only economically important mineral currently produced in Bangladesh was natural gas. Bangladesh was not a world? ranked producer of any mineral commodity, but the possibility of producing and exporting commercial amounts of liquefied natural gas (LNG) was being examined. Proved reserves of natural gas were sufficient to supply most of the country's industrial and domestic heating and electric needs and still support an export-oriented LNG plant. Other mineral production was of virtually no significance to the economy, although there were a few prospects for nonmetallic mineral development. Bangladesh continued to make economic progress during 1978 and into early 1979. Gross domestic product (GDP) at current prices rose from $6.6 billion in 1976-772 to $8.2 billion in 1977?78 and $9.3 billion in 1978.79.2 In fiscal 1979, the economic conditions were favorable until a severe drought hit most of the country. It W88 reported that conditions were the worst in 40 years, and 88 of July 1979, substantial crop losses were predicted. The agricultural sector accounts for over 53% of the GDP and about 75% of all employment. The poor weather will cause economic problems in the form of slower growth, larger trade deficits, and a higher rate of inflation. The 1978.79 statistics showed that real GDP increased just 4%.

The 18th National First-Aid and Mine Rescue Contest was held in the Memorial Auditorium, Buffalo, New Vork, October 5, 6, and 7, 1959. The meet was sponsored by the Federal Bureau of Mines and the Joseph A. Holmes Safety Association, in cooperation with State mine inspection agencies, management and labor of the mineral extractive industries, and other safety minded groups. The Arrangements Committee, as authorized by the General Committee, made a11 the necessary arrangements for conducting the 1959 contest. Members of the Arrangements Committee were: Harry Gandy, Jr. (chairman), National Coal Association; James B. Benson, Southern Coal Producers' Association; Charles Ferguson, United Mine Workers of America; George C. Systematic waterflooding was first tried in Washington County, Okla., in 1937, when a 40-acre project was begun in secs. 24, 29, 32, and 33, T. 27 N., R. 13 E., jointly by the Keener Oil Co. and the Phillips Petroleum Co. The property later was sold to Lee Morrison. A second project was begun in 1941 in sec. 14, T. 6 N., R. 12 E., by the Oklahoma Oil Corp. Both projects were abandoned by the end of 1942. A third project was begun in 1945 and the fourth in 1948, but 1949 actually was the beginning of intensive waterflooding development in Washington County. The results of previous waterflooding projects are described in Bureau of Mines Reports of Investigations.2 3 4/ Oil production in the county followed a similar trend, dropping to a low of 990,000 barrels in 1945, then steadily increasing until 1956, when more than 4 mil-lion barrels of oil was produced. Most of the increase in oil production is directly attributable to water injection.

"Initiated as a part of the Bureau of Mines program for development of strategic minerals for national defense, various mines in the Poughkeepsie Gulch and Mineral Point mining districts were examined by C. R. Wilfley, W. R. Hamilton, .and N. E. Wvvlwy, Jr., Bureau Of 'Mines engineers, in July and August 1943, July 1944, and September 1945. In a subsequent report a proposal was made to evaluate this isolated area 'of some 15 square miles located in Ouray and San Juan Counties, Colo.Reconnaissance work in the area was begun in June 1946. Mapping and sampling were begun in July and was completed in Pougkeepsie Gulch and extended westward to include the Hendrick Gulch area of the east side of Ironton Park. Project work was recessed for the winter on October 15, 1946 after approximately 6 square miles of the Poughkeepsie Gulch,district been mapped and 801 samples had been taken.In this report the physical features, climate, and ore deposits districts are described, and a brief history of mining and production lead, zinc; and silver is given.The individual mines and prospects in, the area are described in detail.A list of patented claims and ownerships is given in appendix I, and analyses of samples are tabulated in appendix II.The San Juan preliminary project was directed by Paul T. Allsman, chief, Salt Lake City Branch, Mining Division and was supervised by William M. Traver, Jr., supervising engineer, Colorado Field. The Federal Bureau of Mines is publishing a series of studies on the methods and costs of mining uranium on the Colorado Plateau. This report describes the longwall-mining methods and techniques used at the Radon mine, Big Indian district, San Juan County, Utah. The tabular Radon ore body lies on the southwest flank of the Lisbon Valley anticline, strikes N. 10° W., dips 7° SW., and has an average thickness of 4-1/2 to 5 ft. The mine is developed by a three-compartment vertical shaft, a haulage level driven beneath the ore, and a system of drifts driven within and parallel to the strike of the ore.

"Under contract to the U.S. Bureau of Mines, a study was conducted to investigate the feasibility of using the microorifice. uniform deposit impactor (MOUOI) to measure the size distribution of aerosols containing various mixtures of coal dust and diesel exhaust particles. The project objective was to determine if the mass concentration of diesel exhaust particles, in an airborne mixture of coal dust and diesel exhaust particles, could be determined on the basis of the size distribution of the two aerosols. In general, the mass of diesel exhaust particles is in the submicrometer size range while that of the coal particles lie in the larger size ranges.The MOUDI is a cascade impactor with small diameter nozzles to obtain small cut sizes and rotating impaction plates to avoid particle overloading of the deposit. For this study, a 7 stage version was used. At the sample flow rate of 30 L/min, the cut sizes were 0.10, 0.23, 0.70, 1.0, 2.6, 4.9 and 10 pm.Size distributions of aerosols generated in the laboratory and in several underground coal mines were measured. The primary emphasize of the laboratory tests was to ascertain if the diesel exhaust particles could be separated from the coal dust, regardless of mass fraction of the diesel exhaust particles in the total aerosol mixture. Diesel exhaust, from a Caterpillar Type 3304 NA diesel engine, was mixed with coal dust generated with a· TSI Model 3400 fluidized bed dust generator. Experiments showed the size distributions of the mixed aerosols exhibited two definite modes with the minimum between the two modes in the 0.7 to 1.0 um size range. Distinct modal separation was obtained as the mixture fraction of the diesel exhaust aerosols was varied from 3% to 98%.The field study was conducted in three underground coal mines, two utilizing diesel-powered equipment and the third exclusively using electric equipment. Sampling sites were selected to obtain a wide variety in the diesel exhaust and dust aerosol concentrations. Size distribution data showed these aerosols are bimodal. The mass median aerodynamic diameters of the diesel particulate mode and the coal dust mode were approximately 0.15 µm and 3 to 10 un, respectively. The results, in all cases, clearly show a separation between the two modes in the 0.7 to 1.0 µm size range with the minimum in the vicinity of 0.8 pm. The separation was found to be independent of mass fraction of the diesel exhaust particles, total particle concentration and sampling site."

Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau's requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.

A stirred reactor (SR) combustion system has been developed to gather information on the mechanisms of ignition and flame propagation of coal dust under conditions similar to those found in coal dust explosion flames. The prime scaling variable considered in this study is that of rapid particle heating (between 105 and 106°K/sec) which is accomplished by means of turbulent mixing during combustion. The SR combustors tested in this study have consisted basically of spheres hollowed in the centers of refractory housings. Coal and air mixtures have been injected into the spherical combustion chambers through a single jet, two opposed jets or four opposed jets. The diameters of the jets have ranged from 0.63 to 0.22 cm. The volumes of the combustion chambers have ranged from 1.0 to 0.2 liters. The reactors have been equipped with thermocouples embedded in the combustion chamber wall as well as a thermocouple located in the exhaust gas stream. In the latter versions of the SR, provisions were made for both solid sampling and gas sampling of the reactant stream exiting from the combustion chamber. Experiments have been carried out using pulverized bituminous coal. The coal has been reacted in an SR in mixtures of air and air/nitrogen. These experiments have provided information on the mode of ignition of the coal as well as yielding information on the kinetics of coal pyrolysis through the use of SR theory. Ash tests performed on the reacted samples collected from the SR indicated that the majority of the values of weight loss percentage were between 60 and 70 percent. The percentages of weight loss were relatively unaffected by changes in temperature which varied between 1100 and 1700°K and by changes in residence time which varied between 10 and 20 millisec. Volatile matter tests performed on the samples indicated that the volatile matter left in the char ranged from 3 to 20 percent of the original content. By assuming that all the mass loss was due solely to pyrolysis with no combustion occurring at the particle surface, Q-factors for each test have been calculated. The results of these calculations indicate an average value of Q equal to 1.88. This finding shows that the majority of mass loss can be attributed to pyrolysis. The fact that the extent of reaction varies only slightly over the range of test conditions has been examined in the context of the two component hypothesis of coal constitution. This approach leads to the conclusion that the reaction of the "easily evolved" component VMI is extremely rapid and that the majority of it is removed from the coal in times less than the residence time in the system. This means that the volatile residue remaining in the char can be considered to consist of component II, VMII. If the mass fraction of VMI = 0, then an activation energy of 18.0 kcal is obtained for the pyrolysis reaction. If the mass fraction is assumed to be 0.75, the activation energy increases to 31.2 kcal.

"The central rescue station maintained jointly by several mining com¬panies in a district, is gaining in popularity in a large number of mining districts throughout the country. A very efficient first-aid and mine rescue association, with rescue station, is in operation in 'the Globe-Miami, Arizona, district. This association, known as the ""Globe-Miami District Mine Rescue and First-Aid Association""; was organized on January 1, 1918. Due to the effective work of this organization, several incipient mine fires have been extinguished before the fire got under headway and before any severe damage was done.The mine rescue station, which is situated on the highway between the towns of Globe and Miami, Arizona, is centrally located with respect to the various mines in the district. The station was completed, and a full craw em-ployed for conducting it work on January 1, 1920.The directors and other officers of the association are selected from the mine officials whose properties are served by it. It includes seven large metal mining and metallurgical companies in the Globe-Miami district. The names of the companies, together with the number of men employed by each follows.A director is in charge of the station; he performs the executive work, and, is the managing head of all training in first aid and mine rescue. The director is assisted by three station attendants, one of whom takes the morning shift, another, the evening shift, and the third, the night shift. They exchange shifts every two weeks. As three shifts are maintained, an attendant is on duty at all times. He answers emergency calls in case of fires or accidents, assists with the first-aid and mine rescue training, the inspection of the first-aid boxes and supply bases that are located at the various mines, and attends to miscellaneous duties in connection with the operation and maintenance of the station."

"Modification of Quarry Process.Limestone beds are formed by processes of nature, processes that have been in operation for thousands and perhaps millions of years. Therefore, their com- position and physical properties are long-established and unalterable features over which man has no control. He must take them as he fields them.It is undoubtedly true that the character of lime depends largely on the nature of the parent limestone. A high-calcium lime cannot be manufactured from a dolomite, nor can a pure lime result from the calcination of an impure raw material. However, in the process of turning limestone into lime man is not entirely helpless in his control of quality. Even though a deposit is variable in character a single lime product of uniform quality may be produced by judicious quarrying. A single grade of product may not always be desired, the producer may wish to supply the needs of a variety of users each demanding U different grade or quality of lime such a series of graded products may be produced in part at least by modifying the quarry method. Thus, by changes in quarry practice a single product or a variety of products may be made. The latter problem will be considered at a later time, and the present paper devoted to the first named question' that of producing a single grade of lime from a deposit of variable rock,It is realized of course that uniformity in the product is influenced greatly by manufacturing processes such as calcining' hydrating' grinding or storage, but the present discussion is confined to the influence of raw materials only. In considering the various devices that may be employed it is realized that much remains to be learned, and it is hoped that many operators will contribute to the discussion as they have already done in connection with previous papers of this series."

In investigating general problems that relate to the fuel resources of this country, and in testing fuels belonging to or for the use of the Government, the Bureau of Mines has given considerable attention to the efficiency and economic value of producer-gas power plants. Government inquiries during the past eight years not only have shown a very low fuel consumption per horsepower-hour for these plants but have demonstrated conclusively the possibility of utilizing commer- cially low grades of bituminous coal, lignite, and peat in plants prop- erly designed for the use of these fuels. The anthracite plant has been recognized as a commercial possibility for several years, although the cost of the fuel used has in general restricted these plants to com- paratively small units. The commercial development of the producer-gas power plant in the United States has been largely within the past six or eight years. In 1909 the United States Geological Survey published in a bulletin entitled "Recent Development of the Producer-Gas Power Plant in the United States" a list of producer-gas power-plant installations. The data presented in that bulletin showed a strong development in this field and led to much conjecture as to the future of this type of power. Owing to the extensive introduction of the steam turbine, however, many persons predicted the almost immediate doom of the producer-gas plant. In addition to the inroads made by this formida- ble rival, the interest of the gas-engine enthusiasts became centered to such an extent in the oil engine that the gas producer was relegated to second place by many and absolutely abandoned by some. During the past three years the belief of many who were formerly firm be- lievers in the gas producer has been that this type of power has reached its height of development in this country and that from a commercial standpoint it can no longer be regarded as a complete success. Supercompressibility factors, Fpv, were derived from experimental compressibility data for five helium-nitrogen mixtures containing from 50 to 100 pct helium. These Fpv values are required as volumetric correction factors for or if ice meter measurement of "crude helium" (helium-nitrogen) purchased by the Government in a program of helium conservation. Although compressibility measurements were made by the Burnett method (2)3 - for pressures from 100 to 3,400 psia and temperatures from 40° to 100° F, Fpv values were needed only for pressures from 400 to 2,000 psia. Consequently, values at increments of 2° F, 2 pct helium, and 10 psia were tabulated only for the required pressure range. Values for pressures outside this range can be calculated from information shown in the tables. Values for the second, third, and fourth coefficients in the equation Z = 1 + BP + CP2 + DP3 are also included.

In the last few decades, a considerable amount of effort was directed at accurately determining the coal pillar strength to use for safely designing coal mines. The outcome of this early work was the well known Obert-Duvall, Holland-Gaddy, Bieniawski, and Salamon-Munro equations for coal pillar strength. All of these equations were developed for, and were calibrated with, pillars in a large room-and-pillar area such that the loading could be determined using the "tributary-area" theory. In order to account for the abutment loads associated with full-extraction mining, the empirical methods have typically adopted a simple conceptualization of the abutment load through use of an "abutment angle." Short of a complete numerical or analytical analysis of the coal seam and surrounding strata, very little work has been Fretted toward refining the empirical analysis of pillar loading. It appears that the vast majority of the research has been directed at determining the pillar strength, the numerator of the safety factor equation, when the denominator of the safety factor equation, the pillar loading, plays an equally important role in pillar design. This paper will address the deficit of pillar loading research by exploring the accuracy of the empirical abutment load calculations using insight provided by an elastic overburden model, a laminated overburden model and field observations. Ultimately, it is determined that a constant abutment angle probably over-predicts the abutment load as the mining depth increases.

A cooperative research effort was established between the Tilden Mining Company LC, the United Steelworkers of America, and the National Institute for Occupational Safety and Health to lower respirable dust levels in an iron ore grinding and concentrator plant. This cooperative effort involved three field studies to evaluate different techniques to lower respirable dust levels. The greatest impact on lowering respirable dust concentrations throughout this facility was achieved through ventilation changes. The most significant improvement was realized by changing the ventilation profile throughout the entire facility. The ventilation to this grinding and concentrator facility was provided by approximately 40 roof fans operating in either the intake or exhaust mode. The operation of these fans was significantly changed in an attempt to pro-vide more of a directional flow pattern throughout the facility, as well as to more closely balance the intake and exhaust air volume. This change accounted for a 31 pct reduction in respirable dust levels in the primary grinding area of the mill. Another successful modification was to improve the sealing of a reclaim tunnel to the outside and by barricading the access point from the reclaim tunnel to the concentrator plant. This minimized the dust liberated in the conveyor tunnels from traveling through the reclaim tunnel and into the plant. These two modifications illustrate the impact that improvements in ventilation can have on lowering respirable dust concentrations in iron ore processing facilities.

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

"High explosives are generally shipped in stout wooden boxes of convenient size, which are much sought after by miners and others for miscellaneous uses after they are emptied. The management of most mines has no fixed policy for the disposal of used dynamite boxes and will allow any one to carry them away. Many dynamite boxes are nailed up in the mine buildings or underground to serve as shelves and cupboards. Some are used as receptacles for odds and ends, and others are used in taking samples.Although used explosives containers are so generally put to beneficial service, there is nevertheless an element of danger in their use. Dynamite boxes are particularly dangerous. Very often nitroglycerin exudes from the dynamite sticks and is absorbed by the wood of the box. Such boxes are dangerous because they are very explosive. Although a box that has not absorbed nitroglycerin is safe, yet there is always the danger that a person will get a box that is partly saturated.On account of this danger, all mining companies should use extreme care in giving away used explosives containers. Some one individual who is acquainted with explosives and their peculiarities should act as inspector for every container given away. This job may best be handled by the man in charge of the powder magazines. A box that shows any stain of nitroglycerin should be destroyed by fire. The other boxes that are free from nitroglycerin or dynamite can be used."

The Bureau of Mines conducted an investigation to observe the effect of cetane improvers upon nitrogen oxides concentration in diesel exhaust gas. Amyl nitrite and amyl nitrate were used as additives to the fuel used in a four-cycle, single cylinder type test engine. It was concluded that nitrogen oxide concentrations were not enhanced at fuel-air ratios above 0.03 pound of fuel per pound of air.
