MERCURY, also widely known as quicksilver, ranks tenth in quantity in world output of nonferrous metals. However, its unusual and desirable combination of properties- liquid liquidity at ordinary temperatures, high density, uniform volume expansion, electrical conductivity, ability to alloy readily, high surface tension, chemical stability, and toxicity of its compounds -gives mercury an industrial and military importance out of proportion to the small physical size of the production industry. Although mercury has been known and used for over 20 centuries, until the 16th century consumption was small and chiefly in medicine. Since then mercury's applications have paralleled scientific advancements, kind current principal uses of mercury are in electrical apparatus, industrial and control instruments, agriculture, pharmaceuticals, and the electrolytic prepa¬ration of chlorine and caustic soda. Other materials may be substituted for mercury in come applications; yet, for those uses that require mercury's unusual combination of physical and chemical properties, there is no ideal substitute.

The material in this paper is intended simply, to be an inquiry into some of the theoretical aspects of the occurrence of methane and carbon dioxide in coal, with a brief resume of the more recent literature. Several discussions on various phases of the subject have been published, a few of which (4, 20, 25, 88, 90)4/ have more or less extensive bibliographies of tie earlier literature. In large measure the pertinent literature deals with the unusual aspects of the subject, and in consequence it might appear that the normal aspects have not been given due consideration here. The latter information is largely a matter of practical field experience, and since that which is normal to one locality is often abnormal to another no sharp differentiation appears to be necessary or, in fact, possible. No attempt will be made to present a critical discussion of the relations between the presence of gases in coal and pertinent geologic features or mining practice. Although the presence of foreign gases in the ventilating air of many mines is not particularly noticeable, in many others the evolution of methane and perhaps small amounts of carbon dioxide (or sometimes the reverse - large amounts of carbon. dioxide with perhaps sore methane) is quite apparent.

Within the past three years numerous inquiries for information on oil shale have been received by the Bureau of Manes. These inquiries have been increasing to such an extent that it has seemed advisable to issue a short paper prior to the publication of a bulletin on the subject, giving a, general discussion of the subject and a comprehensive list of references, so that those interested in the details of obtaining oil from shale can find additional information without much difficulty. Some of those who desire information are interested only in a general discussion of the subject, or are not in a position to refer to books and' articles describing the industry. The material for this paper is largely derived from published information on oil shale. Much of the information is obtained-from the books and articles mentioned in the list of references, and has been compiled with the intent of furnishing information to those not interested in all the details.

The development and use of minerals and mineral fuels are essential to national security and to the maintenance of an expanding economy. As a Nation, we often met these needs but failed to recognize and assess the impact that mining and mineral processing activities have on other natural resources. Currently, the growing demand for energy and minerals is accompanied by an increasing awareness that the provision of these resources must not conflict with society's demand for a clean and habit-able environment. Although present mining and mineral processing activities incorporate, or have under development, technology capable of minimizing environ-mental impacts on land, air, and water, many older operations, particularly in the first half of this century, lacked the technological, social, and environmental insights that exist today. Consequently, a substantial backlog of damaging and potentially damaging conditions remains from such problems as mine subsidence, acid water generation, burning and nonburning waste banks, abandoned surface-mined lands, abandoned underground mine fires, and abandoned mine shafts and oil and gas wells.

Pollution from radioactive nuclides, principally Ra226, in liquid waste from uranium mills can be minimized by reusing the waste solution within the mill. Such reuse of waste solution in the Vitro Chemical Co.-type process was investigated in the laboratory. Vitro employs an acid leaching process for dissolution of the uranium, countercurrent decantation for liquid-solid separation and washing, and amine solvent extraction for recovery of the uranium from solution. The simulated reuse of barren raffinate in the mill circuit was carried through two separate laboratory campaigns of 29 and 31 cycles. Conventional chloride stripping of the amine was employed in the first campaign, whereas nitrate stripping was used in the second campaign. Dissolution of uranium from the are in the acid leaching circuit averaged 96 percent. Washing efficiencies of 98 to 99 percent were attained by using 4 volume tons of combined raffinate and makeup water per ton of ore. Uranium recovery from the pregnant solution using a 5-percent solution of amine LA-1 in kerosine ranged from 99.3 to 99.9 percent.

Accurate flammability and ignitability data for chemicals form the cornerstone of procedures used to assess the hazards associated with commercial chemical production and use. Since 1967 the ASTM E27 Committee on the Hazard Potential of Chemicals has issued numerous, widely used consensus standards dealing with diverse testing and predictive procedures used to obtain relevant chemical hazard properties. The decision to issue a standard rests solely with the membership, which consists of representatives from industry, testing laboratories, consulting firms, government, academia, and instrument suppliers. Consequently, the procedures are automatically relevant, timely, and widely applicable. The purpose of this paper is to highlight some of the widely used standards, complemented with hypothetical but relevant examples describing the testing strategy, interpretation, and application of the results. A further goal of this paper is to encourage participation in the consensus standards development process. The paper is published in two parts. The first part (in the preceding issue of Process Safety Progress) dealt with the E27 standards pertaining to thermodynamics, thermal stability, and chemical compatibility. Bench-scale flotation tests were conducted on two western tactite ores to study the recovery of tungsten and zinc minerals. The investigation, which is part of the Bureau of Mines ongoing program to develop methods for beneficiating minerals and metals from domestic low-grade ores, demonstrated the feasibility of producing scheelite, sphalerite, and their bulk concentrates. Sphalerite concentrates containing 51 to 53 pet Zn and less than 0.11 pct W03 were selectively recovered prior to scheelite flotation. Zinc recovery ranged from 85 to 91 pct. Scheelite concentrates containing 17 to 25 pct W03 were then recovered from the ore; tungsten recoveries ranged from 88 to 94 pct. Bulk flotation concentrates containing 84 to 91 pct of the W03 and 87 to 95 pct of the zinc also were prepared. More than 98 pct of the W03 in a bulk concentrate containing 9 pct W03 was extracted by autoclave leaching with a soda solution. The zinc remained in the leached residue.

"INTRODUCTION In compliance with those provisions of the organic act establishing the Bureau. of Mines which relate to improvement of health conditions of persons engaged in the mining, preparation, or treatment of mineral substances, sanitary surveys have been made of towns and villages housing the coal miners, metal miners, and mill and smelter employees of Utah.The purpose of the surveys is to afford studies of conditions prevailing in the various mining and smelter towns so far as concerns housing, water supplies, sewage disposal, refuse disposal the handling of foodstuffs, general sanitation, wash and. change houses, and the control of preventable diseases, all of which directly or indirectly have a bearing on the health and efficiency of employees and their families. Certain other factors have been added to the general sanitary surveys such as school and recreational facilities, which have a decided influence on contentment and efficiency. Through comparisons of favorable and unfavorable conditions and practices, and the dissemination of such information, improvements can be effected which will benefit both the employees and the employers.ACKNOWLEGMENTSAcknowledgment is made of the many courtesies shown by the officials of companies and towns visited. In some instances the towns were entirely under the control of officials of mining companies, being on company property whereas, in other instances, the towns wars incorporated not under company management. Mining of the red iron ores of the Birmingham district, Alabama, has _gone on energetically for the past 50 years and has created a large iron and steel manufacturing center, the only important one in the South. The district produces about 10 per cent of all the iron ore mined in the United States and 80 per cent of the Alabama output is red ore ; moreover 43 of the 419 blast furnaces of the country are in the district tributary to Birmingham and produce 7 per cent of the pig-iron output. The rapid growth of the district has been made possible by investigations that have led to radical changes in furnace practice; studies of methods by which the low-grade, highsilica ores may be treated by concentration 1 will give still greater impetus to development. The· mode of occurrence of the ore has made mining practice comparatively simple, but with the rapid extension of the workings underground and the disturbed condition of the ore bed some distance from the outcrop, conditions tend to become more difficult. Stoping, handling, support, drainage, and ventilation are all affected, sometimes favorably and sometimes adversely, by the extended workings and increased depth of cover. Should beneficiatioil make available the high-silica ores of the lower bench of the Big Seam, mining practice must necessarily be adapted to the new conditions and will be rendered more difficult as the weight of cover increases at long distances from the outcrop. The support of workings will require more attention as the weight of cover increases, and the efficient and economical operation of the mines will depend largely upon improvements in mining and handling the ore.

The National Institute for Occupational Safety and Health (NIOSH), through an informal partnership with industry, labor, and the Mine Safety and Health Administration, has developed and tested a new type of instrument known as the personal dust monitor (PDM). The dust monitor is an integral part of the cap lamp that a miner normally carries to work and provides continuous information about the amount of respirable coal mine dust in the breathing zone of that individual. Testing was conducted on 25 prototype instruments in the laboratory to verify the instruments’ accuracy as received from the manufacturer and after a period of underground use. The laboratory testing verified previous work; there is a 95% confidence that the individual PDM measurements were within ±25% of reference measurements. In-mine testing determined the precision, durability, and miner acceptance. Data from the mines showed a field precision of 0.078% relative standard deviation for the PDM and 0.052% for the recognized standard—the coal mine dust personal sampler unit. The PDM had about 90% availability for collecting valid information in over 8,000 hr of underground use. Anecdotal comments by miners indicated that they found the PDM more convenient to wear for sampling than currently used instruments because of the integration of the sampler into the normally worn cap lamp. The means of the instruments’ pre- and postmine accuracy verification test values were statistically equivalent. Additional data were collected to measure the equivalency of the PDM to the U.K. Mining Research Establishment sampler, as required by U.S. law. However, analysis of the data was more complex than originally anticipated because the variance with increasing concentration required use of a more sophisticated statistical model. Explanation of and results from this work will be the subject of a second publication. Under the broad range of test conditions covered in this work, the PDM functioned as well as the current sampler in terms of availability for use, accuracy, precision, and miner acceptance.

During the past two years the Bureau of Mines has issued a series of mimeographed reports giving the results of research work and experiments conducted as part of its war minerals investigations. In this bulletin the reports on manganese are presented, which range in scope from the beneficiation of the ore to the utilization of the metal. The bulletin is in eleven chapters, each comprising a separate report, arranged in the order given below. 1. General information regarding manganese, by C. M. Weld. 2. Uses of manganese other than in steel making, by W. C. Phalen. 3. Problems involved in the concentration and utilization of domestic low-grade manganese ores, by Edmund Newton. 4. Preparation of manganese ore, by W. R. Crane. 5. Leaching of manganese ores with sulphur dioxide, by C. E. Van Barneveld. 6. The Jones process for concentrating manganese ores; results of laboratory investigations, by Peter Christianson and W. H. Hunter. 7. Cost of producing ferromanganese ores, by C. M. Weld and W. R. Crane. 8. Production of manganese alloys in the blast furnace, by P. H. Royster. 9. National importance of allocating low-ash coke to the man- ganese-alloy furnaces, by P. H. Royster. 10. Electric smelting of domestic manganese ores, by H. W. Gillett and C. E. Williams. 11. Use of manganese alloys in open-hearth steel practice, by Samuel L. Hoyt. As each chapter was originally prepared as a unit, there is neces- sarily some duplication and overlapping. With certain exceptions, however, each paper is reproduced in practically its original form. In chapter 1, covering certain general phases of the industry, such as uses, specifications, prices, and statistics, the subject matter has been somewhat modified in view of changes in conditions.About 95 per cent of the manganese consumed in the United States goes into the manufacture of steel. The remaining 5 per cent is used in a number of minor industries, the chief of which is the manufacture of dry cells. These minor uses are described in chapter 2. No discussion of the geology of manganese eres is presented, but a short bibliography on the subject is appended. With few excep- tions the manganese deposits of the United States are irregular, pockety, and uncertain. Largely for this reason, mining methods are crude and hardly warrant descriptions. The concentration of manganese ores, however, is an important problem and involves some details not common to other ores. Chapter 3 discusses the concentration and utilization of low-grade ones, notes the relationship of concentration to metallurgical prao- tices, outlines concentrating processes, and treats of commercial problems. In general, as regards concentration methods, manganese ores may be divided into two groups, as follows: (1) Ores permitting mechanical separation of the manganese minerals and the gangue, and (2) ores in which the manganese minerals and the gangues are so intimately associated that separation requires some hydrometal- lurgical or pyrometallurgical process. Heretofore, attention has been confined almost wholly to mechanical separation, chiefly by gravity. In fact, so far as known, all production of concentrates has been by wet gravity methods, although during the war some companies investigated the commercial pessibilities of magnetic separation and reported favorable results, the construction of one magnetic con- centration mill being started. The usual wet gravity methods are described in chapter 4. During the war, the Bureau of Mines undertook investigations of methods applicable to ores of group 2. A hydrometallurgical process involving leaching with sulphur dioxide was studied at the mining experiment station of the bureau at Tucson, Ariz. The results of this work, presented in chapter 5, indicate that the process is metallurgically feasible but the cost makes it unattractive. The results of an investigation of a pyrometallurgical process known as the Jones process are presented in chapter 6. The process, which is still in the experimental stage, was found to be metal- lurgically sound. The manganese product is not a concentrate but an alloy, made directly from a lean unconcentrated ore. The custom- ary method is to manufacture alloys from high-grade ores or from concentrates of leaner ores. A discussion of the costs of ferro-grade manganese ores is pre- sented in chapter 7. This discussion is in general terms only, but should be of use in so far as it relates to competitive conditions.

The development of the potential supply analytic system has advanced to the point that quantitative estimates of economically recoverable resources can be made as the final step of the traditional regional mineral resource assessment process. In 1983, the BOM and the ADGGS jointly developed a methodology to quantitatively assess the potential for undiscovered yet economically recoverable minerals within a designated geographic area. This methodology was first applied in the assessment of the undiscovered mineral potential of the Kantishna Hills, Alaska (White et al., 1987). At that time the assessment procedure combined a series of technical judgements regarding the major geologic, engineering and economic factors that influenced the occurrence and exploitation of mineral resources in the Kantishna Hills area. Since then the methodology has been further developed and enhanced, particularly with respect to the engineering and economic analysis components. The resulting Potential Supply Analysis System (PSAS) was recently used to evaluate the economic potential of selected types of undiscovered precious-metal deposits in the Tonopah quadrangle of Nevada (Gunther, et al., 1988) and, with some enhancements, has been used to estimate the' economic value of the undiscovered mineral potential of the WMNRA/SNCA study area. The PSAS has been designed to address five basic questions about the mineral potential of an area: 1) What alternative states of geologic nature are possible in the area of interest (e.g. How many and what types of undiscovered deposits could be present and what might be their grade, tonnage and depth attributes?) ?;

This report describes laboratory studies by the U.S. Bureau of Mines to determine the suitability of a static oxygen (OJ adsorption test for evaluating the self-heating tendencies of coals. Reliable minimum self-heating temperature (SHT) values from adiabatic oven tests were used as standards for comparison and evaluation. A suite of six coals was tested in the adiabatic oven and in sealed flasks. In the latter tests, both undried and dried samples, in a range of four particle sizes, were examined. Miniature pressure trans-ducers monitored pressures in the flasks, and gas samples taken at the end of the tests quantified all the gases present. An excellent correlation was found between the minimum SHT's and amounts of O2 adsorbed over a 7-day period for dried coals, independent of particle size. In addition, a good correlation was obtained between the minimum SHT's and pressure changes in the flasks at the end of the test for the same coals, also independent of particle size. Based on these results, the sealed flask test can be reliably used to determine the self-heating tendency of a bituminous coal sample.

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

This report (the second in a series of five) presents the mathematical development in extending the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The probability distribution functions (those here called the compound binomial and compound multinomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, while finite population moments are developed from corresponding infinite population moments using the finite probability operator defined in part 1 of this series.

A variety of commercial detonators (fuse type and electric instantaneous and delay types) were subjected to impact and thermal stimuli to determine initiation stimulus levels and the dominant parameters in resistance to initiation. In the impact trials the detonators were impacted along their length to find the most sensitive region; threshold initiation limits obtained for these regions ranged from 3.47 to 20.82 joules (2.6 to 15.4 ft-lb). The friction sensitivity of the explosive component was an important parameter in determining sensitivity; various construction features of nonexplosive components played a role as well. In the thermal sensitivity trials, the detonators were heated from ambient to 100° C at an average rate of about 1.0° C/min, and thereafter at 0.5° C/min until they exploded; the explosion temperatures observed ranged from 121° to 188° C. These temperatures correlated quite well with the reaction temperatures of certain characteristic explosive components used by different manufacturers. The data also indicated an effect of confinement on explosion temperatures of detonators.

Etchants containing hexavalent chromium and sulfuric acid are used in a variety of surface-finishing operations. When the resultant spent solutions are discarded, substantial quantities of chromium are lost and pollution prob¬lems are created. To minimize the undesirable environmental effects while improving metal and minerals recycling technology, the Bureau of Mines is con¬ducting research on a method for the economic inplant recycling of these waste etchants. Trivalent chromium, produced when the etchant reacts with a substrate, is oxidized in the anode chamber of a diaphragm cell; other metals, dissolved during the etching operation, are transferred to the catholyte. When waste brass etchants are treated in this manner, all of the trivalent chromium is oxidized and more than 40 percent of the copper and zinc is removed. Similar copper removal and chromium oxidation are achieved with waste printed circuit board etchants and rinse waters from plastic etching operations. The electrical energy needed to regenerate 1 kg sodium dichromate is less than 9 kwhr. Regenerated brass etchants evaluated by two companies equaled or exceeded the performance of fresh etchants.

As part of its mission to develop technology that will help increase the supply of critical and strategic minerals from domestic resources, the Bureau of Mines has investigated methods for beneficiating platinum-group metal ores from the Stillwater complex, Montana. This report presents the result of a bench-scale study employing froth flotation to recover a sulfide concentrate containing platinum-palladium values from a mineralized gabbro. Best results were obtained with a flotation scheme utilizing a mercaptobenzothiazone collector and sulfuric acid. Rougher concentrates containing approximately 11 oz Pt-Pd/ton and 90 pct of the metal values in the ore were obtained. Subsequently, cleaner concentrates containing approximately 26 oz Pt-Pd/ton and between 80 to 85 pct of the Pt-Pd values in the ore were prepared.

This Bureau of Mines report and its companion report (Information Circular 9142) have been prepared to assist in the preparation of prefeasibility type estimates for capital and operating costs of beneficiation of various types of mineral occurrences using current technology. The handbook provides a convenient costing procedure based on the summation of the costs for the unit processes required in any particular mining or mineral processing operation. The costing handbook consists of a series of costing sections, each corresponding to a specific mineral processing unit process. Contained within each section is the methodology to estimate either the capital or operating cost for that unit process. The unit process sections may be used to generate, in January 1984 dollars, costs through the use of either costing curves or formulae representing the prevailing technology. The mineral processing handbook includes individual cost estimation sections for unit operations associated with comminution, beneficiation, solid-liquid separation, hydrometallurgy, and special applications as well as infrastructure and plant general and administrative costs. When using this system for estimating cost data for a mineral processing facility or for checking or verifying processing costs from an existing facility, a minimum amount of background information is necessary.
