This paper presents one of a series of digests of foreign mining legisla- tion and court decisions that is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Switzerland has been prepared from the best information available in ashington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consuler officers, to whom it is being referred through the courtesy of the Department of State. Sitzerland is a small country in which little mining is done, yet it has a voluminous body of mining legislation. There are two salt-mining districts in Switzerland; that at Bez, Canton of Vaud, belongs to the Canton but the deposit is worked by a private company; and those at Schweizerhalle, Rheinfelden and Ryburg are worked by a joint stock company formed by the Cantons interested. Iron ore is mined at Gonzen, Canton of St. Gallen, and large beds of gypsum are worked, mainly for domestic consumption. In general, however, although many kinds of minerals are said to have been found in Switzerland, mining operations are irreguler end relatively unimportant. Even during the world war only about 2,500 persons were employed in mining establishments and most of these were in under round stone quarries. On the other hand, the republic comprises 22 Cantons, of which 3 are divided, making 25 units, and in the absence of generel Federal legislation, each of these units virtually has its own distinct mining la Under these circumstances, it is obviously inadvisable to review the mining lars of Switzerland in the same detail as those of other countries which Lave been digested in this series. For the lars of individual Cantons, as well as for a more comprehensive summary of the Swiss legislation as a whole, the reader is referred to a recent German publication." The objective of this circular is threefold: First, to describe briefly the various modes of occurrence of sand and gravel. Second, to emphasize the need for adequate prospect¬ ing and exploration prior to the expenditure of funds for development and plant construction. Third, to describe various methods of prospecting and exploration and their application to the several modes of occurrence of sand and gravel. Sand and gravel may be found in nearly every county or township in the United States. Commercial deposits, however, are by no means so widespread. The introduction of concrete and the consequent impetus given to consumption of gravel and sand aggregates has seriously depleted deposits in some congested areas. Increasing re¬ strictions in the specification requirements for marketing sands and gravels have further narrowed the economic areas. On the other hand, the combination of increasing transportation costs and decreasing selling prices has forced the decentralization of gravel production. As a result smaller, intermittently operated, and widely scattered portable or semiportable unit plants have been encroaching on the territory formerly supplied from centrally located pits with large tr.atment plants. Generally speaking, the small portable plant can not produce any great variety of ma¬ terials to as exacting specifications nor as economically as the large permanent plant.

"In California the history of tin mining began in Riverside County in 1853, with the discovery of the Temescal deposit. This deposit remained the only one with a production record until recent small shipments were made from Kern and San Bernardino Counties.According to the California State Division of Mines, Temescal's total output has been about 125 tons of tin, all of which was produced in 1891 and 1892. It was idle from 1892 to 1928.An extensive but unsuccessful development campaign carried on in 1928 and 1929 by the American Tin Corp. produced only half a ton of the metal, and the property again was idle until 1943, when an attempt to resume operations proved unsuccessful. After 1929 no production is recorded from California until 1944 end 1945, when small shipments of sorted ore from Kern County returned about 2 tons of tin and 1-1/3 tons was recovered from sorted ore and concentrates from San Bernardino County. The total output of tin from California has been less than 150 tons, and less than 4 percent of this was produced in the last 50 years, in spite of numerous attempts during that period to promote tin mines,So marked a scarcity of a metal essential in war makes any occurrence interesting. When some prospects were reported to the Bureau of Mines in July 1942, in a new field 10 miles east of Gorman, they were at once examined and the preliminary exploration by the owners closely followed. Eventually one was explored by bulldozing end diamond drilling as a joint project by the Bureau of Mines and the Geological Survey.To supplement this joint project, the authors undertook independently a general survey of tin in California - a survey designed to check reported occurrences and to bring their status up to date. In this work, the 37 places described in the text and spotted on the accompanying map, (fig. 1) were visited end sampled. Although traces of tin were found in many pieces, nothing that suggested a tin mine was found anywhere, and it is difficult to base much hope for appreciable future tin production upon anything found thus far in California."

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Com¬mittee of the Coordinating Research Council (CFC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further re¬ports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941.4/ No reports were made on motor gasolines sold during the winter of l941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. The present report presents analytical data for 3,011 samples, representing the products of 113 companies. Most of the samples represented in this report were obtained during July and August 1946. As in previous surveys the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium-price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gasoline are not considered adequate to represent this type of motor fuel, data for the analyses have not been averaged, but the individual items are tabulated. The number of samples, items, and brands comprising each group is as follows: Regular-price, 1,585 samples, 311 items, and 99 -brands; premium-price, 1,422 samples, 280 items, and 94 brands; third-grade, 4 samples, 4 items, and 4 brands. The Bureau of Mines Investigated the Copper Bullion claims at Rua Cove on the east coast of knight Island in Prince William Sound, Alaska, during November-December 1948 and March-April 1949. This project was part of the Bureau of Mines program for developing critical and strategic minerals in Alaska, Mineralization at the copper deposit on the Copper Bullion group of claims is mainly pyrrhotate and chalcopyrite, confined to a northeast-trending shear zone in the greenstone 2,000 feet northwest of Rua Cove. The property has been partly developed by two adits, by a number of crosscuts from the upper adit, and by several diamond-drill holes.

This paper presents the results of a study using computer human modeling to examine machine appendage speed. The objective was to determine the impact of roof bolter machine appendage speed on the likelihood of the operator coming in contact with. A contact means two or more objects intersecting or touching each other, e.g., appendage makes contact with the operator?s hand, arm, head or leg. Incident investigation reports do not usually contain enough information to aid in studying this problem and laboratory experiments with human subjects are also not feasible because of safety and ethical issues. As an alternative, researchers developed a computer model approach as the primary means to gather data. By simulating an operator?s random behavior and machine?s appendage velocity, researchers can study potential hazards of tasks where it is not possible to perform experiments with human subjects. Analysis information is helpful to the mining industry in terms of making recommendations that reduce the likelihood that roof-bolter operators experience injury due to contact with a moving boom. Data analysis of roof bolter simulations show that the virtual-operator?s response time has little effect on the number of contacts experienced. Based on frequency and cross-tabulation, regardless of other variables, contact incidents were always greater when the boom was moving up, were always greater on the palm, and were always greater for the boom part of the machine. Also, regardless of boom speed, the 25th-percentile-sized operators experienced more contacts than did other operator sizes. Furthermore, regardless of boom speed, the 152-cm mine seam experienced more contacts than did other seam heights tested. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speed greater than 41 cm/s results in a substantial increase in risk to the roof bolter operator and should probably be avoided. At speeds less than or equal to 25 cm/s are associated with a more modest relative risk, which represents an acceptable level of risk. Also, at speeds between 25 and 41 cm/s, there could be a particular boom speed in this range at which a significant inflection point in the relative risk estimates occurs. Based on the results, this issue needs to be addressed by future research.

"The basic population balance models for agglomeration processes are reviewed and procedures are described for extending their applicability to systems with size-dependent rate constants and to the formation and growth of porous agglomerates from rigid, solid-particles. Simplified procedures for the further extension of the models to include simultaneous agglomerate growth and breakage are also described.INTRODUCTION The association of small particles into clusters or agglomerates is a significant factor in many facets of particle processing. Agglomeration processes are widely used to facilitate handling, storage and utilization of fine powders. Processes such as coagulation or flocculation are used to aid solid-fluid separation in dispersed particulate systems. Agglomeration also occurs as an accompaniment, often unwanted, to other particulate processing operations such as fine grinding, mixing and blending, transport and flow.Reliable agglomeration models are needed for improved understanding of the processes in general and of the complex role of numerous, interacting variables as well as for direct application to the design and control of industrial processes such as flocculation, granulation and pelletization. Ideally, the models should account for the primary forces responsible for agglomerate formation and growth, the effects of external forces on process dynamics, the development of agglomerate structure and its role in the process itself, and the effects of concurrent processes such as structure modification (e.g. compaction) and agglomerate breakage or degradation."

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

Among the rarest of the rare metals are four that are linked together by a common historical background as well as by chemical relationship. With the excep- tion of indium, these metals are likewise characterized by the patriotic nature of the names given them by their discoverers. The existence of gallium, germanium, and scandium, was predicted by the Russian cherist, D. I. Mendeleeff some time prior to their discovery; and these elements might well have been overlooked, had not the search been stimulated by the urge to confirm the scientific hypothesis of their existence. Nowhare found in sufficient quantities to attract attention, these little known elemente are nevertheless widely distributed in the earth's crust. So far they are found commercially mostly in the sulphide ores of zinc and must be considered as being largely curiosities of the zinc smelter. Recent progress in electrolytic zinc refining, however, now gives promise that the way may be open for the recovery of these very rare metals in larger quantities-- possibly in quantities sufficient to permit of their finding commercial utilization.

The point estimation method can be applied to the safety factor (SF) equation for any specified rock slope failure mode (such as plane shear, step path, or wedge) to obtain reliable estimates of the mean and standard deviation of the SF probability distribution. A gamma probability density function is recommended for modeling this probability distribution, because it allows only for positive values and is flexible enough to provide symmetrical shapes and right-skewed, exponential-type shapes for the SF distribution. The mean and standard deviation define this distribution, which then can be integrated numerically from 0 to 1 to obtain the probability of sliding, PS (portion of the SF distribution where SF < 1.0). The overall probability of failure, PF, for the potential slope failure mass is the joint probability that the rock discontinuities are long enough to allow kinematic failure (PL) and that sliding occurs along the rock discontinuities (PS); that is, PF = PSPL. This method for estimating the probability of sliding is extremely efficient computationally, and thus, expedites slope stability simulation routines used by NIOSH software to stochastically describe rock slope behavior and assist the engineer in designing catch benches for large rock slopes. Enhanced bench design translates into increased operational efficiency and safer working conditions in open pit mines and quarries.

Abstract- Emergency shutdown systems (ESDs) for mining machinery provide critical functions to safeguard miners. Traditionally, ESDs were realized with simple hardwired circuits; today, there is a growing trend to use programmable electronic technology such as programmable logic controllers (PLCs). This paper describes an analytical study to quantify the safety integrity of a PLC-based ESD and a hardwired ESD. The safety integrity level of each design approach was determined by quantifying the average probability of failure on demand (PFDavg) as described by the recommendations for programmable electronic mining systems published by NIOSH and the IEC 61508 international standard. The safety analyses addressed system architecture, hardware failure probability, proof test interval, diagnostic coverage, and human error probability. The results indicated that a same level of safety, safety integrity level 3 (SIL 3), could be attained when evaluating random hardware failures. Neither approach could attain SIL 3 if manual activation was used. Human error was the limiting factor where, using human reliability analysis, PFDavg < 1 x 10-1; thus, the ESD does not meet SIL 1. It is apparent that automatic verses human¬activation of the ESD is a very important safety consideration. Manually actuated ESDs can only achieve SIL 1 regardless of the technology; therefore, additional independent safety layers of protection are needed to exceed SIL 1. Secondly, it is apparent that the technology choice is very important. The PLC-based ESD was much simpler to design and to validate safety1.

in underground mines to measure worker exposure to various gases such as methane, carbon monoxide, and nitrogen dioxide (NO2). Even in relatively small concentrations, NO2 can produce harmful side effects in underground workers. Mines using equipment powered by diesel engines, carrying out explosive blasting operations, and performing extensive arc welding and/or cutting work will have measurable quantities of NO2 released by these processes. Workers in these areas often use gas monitors to warn of excessive gas concentrations and to help them determine when to increase ventilation air that will dilute these gases, thus minimizing exposures to this gas. Portable gas monitors, used to measure NO2 levels, must be calibrated before each use. Calibration is typically performed using a small portable pressurized cylinder containing a certified gas mixture. The certified NO2 standard mixture, usually 10 ppm NO2 concentration, is diluted with either air or nitrogen gas. To determine the stability of commercially available portable gas standards, two different cylinders containing NO2 in nominal 10-ppm concentrations were examined. One cylinder was diluted in air, the other, in nitrogen. Baseline NO2 mixtures were generated using a standard liquid NO2 permeation tube operated at a constant temperature. Final dilutions of the test gas mixtures were made with air or with nitrogen using a mass flow-controlled gas dilution system. This study showed that, when a permeation-type NO2 generator is used, the electrochemical sensors in portable NO2 monitors provide identical results for gas mixtures whether they are diluted with air or with nitrogen. Two different gas monitors, one with a two-electrode sensor and one with a three-electrode sensor, were used to measure gas concentrations in the two commercially available cylinders. One month after the cylinders were delivered, the NO2-in-nitrogen cylinder, stated to contain 10 ppm NO2, measured 8.13 ppm. The NO2-in-air cylinder, also stated to hold 10 ppm NO2, measured 6.88 ppm. Therefore, before using NO2 gas cylinders to calibrate monitors, it is recommended that their concentrations be verified either by manufacturer recertification or by comparing the stated cylinder gas concentrations to a laboratory-based permeation tube-generated standard.

[A study of mining methods and underground practices as they influence injury from falls of roof or coal reveals data as to the location in the mine where such injuries occur with the greatest frequency and as to some of the methods and practices which are in use for the prevention of injury. This paper, which presents statistics bearing on the frequency and place of occurrence of accidents and, discusses regulations and practices which have resulted in a low frequency rate from falls of roof and coal in a few representative mines takes its information from mine-accident reports and from the results of studies conducted in a group of 80 mines in the bituminous coal fields of western Pennsylvania, Ohio, and West Virginia. The statistics from this group of mines cover periods of one to four years but average 2 years and 7 months. During this time these mines produced over 110,400,000 tons of coal, equivalent to one-fifth of the annual production of all bituminous mines in the United States. The coal beds of the mines in the group studied are mostly flat, with local pitches of moderate degree. A number of mining plans are in use, each of which follows a general system of multiple entries, cross entries, and rooms. Room and pillar in panels either advancing, retreating, or half advance and half retreat and the block systems are employed. The methods of pillar extraction are by splitting, slabbing, pocket-and-stump, and open end. It is hoped that in presenting some of the details of the methods and practices at particular mines of this group which have commendable records in the prevention of injury some good may accrue to many other bituminous mines which &apos;nave similar natural conditions.]

Safety and health professionals from all sectors of industry recognize that training is a critical element of an effective safety and health program. A major concern in the mining industry is how to train both an aging workforce and the expected influx of new miners and mine managers as older workers retire. Thus, a review of some of the basic principles of adult learning may be helpful to mine trainers. This paper discusses the principles of adult learning based on research in education and psychology. It stresses the importance of taking a systems approach to training, focusing on the relationship between the environment and technology, and understanding how workers interact with both. The authors argue that the principles of adult learning and a systems approach are fundamental to the delivery of effective training in the mining industry. Examples of training programs developed by the Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health are presented within two broad performance domains: routine and nonroutine skills. Basics of curriculum development are also briefly presented to provide the mine trainer with a template for program development.

Roof bolter occupations in underground coal mines continue to experience overexposure to respirable dust. One potential source of dust in roof bolting operations is the exhaust from the roof bolter dust collection system. A wet exhaust conditioner (?water box?) has been developed to reduce dust emissions from the exhaust of the vacuum dust collection system on roof bolting machines. The exhaust conditioner consists of a muffler chamber and a water chamber with four internal partitions to direct airflow over the surface of the water. The National Institute for Occupational Safety and Health conducted a series of laboratory tests to assess the respirable dust capture ability of this device as compared to the standard exhaust muffler. To determine the dust collection efficiency, both devices were placed in the exhaust stream of a simulated roof bolter dust collection system. Gravimetric samplers were operated upstream and downstream of the exhaust conditioner and muffler to evaluate the ability to capture both respirable coal and limestone dust. Researchers observed a 41 percent reduction in dust concentrations for the water exhaust conditioner in the laboratory configuration. Significant levels of dust deposition in the sampling chambers may have contributed to this effective capture rate.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to determine the influence of mining machine-mounted scrubbers on airflows and methane concentrations at the face when blowing ventilation systems are used. Tests were conducted in a full-scale ventilation gallery with a model mining machine that simulated airflow created by a dust scrubber. During the tests, ultrasonic anemometers were used to measure airflow speed and direction at several locations near the face. For the same test conditions, methane was released from the face and gas concentrations were measured at 21 locations above the machine using fixed point methanometers. Changes in airflow speed and direction are correlated with scrubber airflow and the measured methane distribution above the mining machine. The research results showed that operation of machine-mounted scrubbers improved face ventilation when blowing ventilation is used by increasing both the intake flow and the quantity of air reaching the face.

"Introduction;As in the case of TNT previously presented*, this report presents the results of an investigation to discover the safest and best way of utilizing picric acid for industrial blasting purposes. It describes the physical and chemical properties of this explosive, gives precautions to be observed in handling, packing, preparation of cartridges, and holes, presents the results of field tests in blasting stumps and bowlders, and compares the results with those obtained from dynamite.The investigations reported herein were undertaken and this paper has been prepared, solely to aid in the salvage of the surplus picric acid accumulated for war uses and released by the declaration of the armistice. No funds were available nor have any been appropriated with which to defray the expense of converting this picric acid into any other form or to prepare any explosive mixture from it. The sole problem was to find appropriate uses for this military picric acid in existing needs and to show that it can be efficiently used in carrying out essential civil projects.It is not intended by this publication to promote the use of picric acid as an industrial explosive further than is necessary for the proper utilization of this surplus. On the contrary, the authors believe that picric acid by itself is unlikely to come into general use as an industrial explosive, chiefly because of its cost but also as shown by the clouds of smoke it emits on explosion and the nature of the reactions it undergoes because we do not obtain from it its highest efficiency. As demonstrated in its previous use in Joveite, better results and higher efficiencies may be obtained by mixing picric acid in proper proportions with sodium nitrate or ammonium nitrate, to more completely oxidize the picric acid, and another nitrosubstitution compound, such as nitronaphthalenes, with which do desensitize and waterproof the composition formed. By such admixture not only may the energy resident in the picric acid, be more fully utilized but the cost of the resulting blasting explosive should be much less than that of picric acid."

For example: • The former Soviet republics have occurrences of methane and hydrogen in apatite, gold, and diamond ores, where solid or liquid bitumen occurs in the rock. • Scandinavian iron ore deposits include methane and other hydrocarbons in boreholes that intersect pitch and asphalt within the deposits, and methane and nitrogen in boreholes and fissures in arsenic and sulfide ores.
