While less than 1% of reported mine accidents are associated with slope stability problems, slope failure accidents were responsible for about 15% of U.S. surface mine fatalities between 1995 and 2003. Small rockfalls, which may involve hand-sized rocks weighing only a few pounds, can cause fatal injuries to workers away from the protection of large machinery. Massive highwall failures containing a million cubic yards of material or more can be fatal even for heavy-equipment operators. As part of an ongoing study at the Spokane Research Laboratory, several remote sensing technologies are being evaluated as tools to assess slope stability and monitor slopes for hazards. An interferometric radar device capable of detecting very small displacements on slopes has been assembled and tested. Radar techniques can provide new tools to augment current methods for monitoring ground control hazards in mines.

This report summarizes the work performed and results achieved on the above contract from October 18, 1971 through July 14, 1972 under Phase II, Task 1: Detailed Design of Prototype and Task 3: Supporting Experimental Investigation. Operation and Service Manuals resulting from Task 3 are submitted under separate cover as are detailed design drawings and specifications, prepared under Task 1. Both items accompany this report. This report also includes (A) an estimate of the cost of construction, (B) a description covering the use of the equipment, and (C) a proposed test plan to demonstrate performance of the equipment in both the laboratory and a mine.

When the United States Geological Survey began operations at the coal-testing plant erected at the Louisiana Purchase Exposition at St. Louis, Mo., in 1904, it had already outlined a comprehensive plan for the systematic study of coals, lignites, and other mineral fuels with reference to their suitability for particular purposes and the methods by which they could be utilized most efficiently. Recognizing the need of information on the relative economy of producer gas as compared with steam for power purposes and the lack of comparable tests of American coals in the gas producer, the Geological Survey undertook investigations of the merits of different coals as producer fuel for the purpose of promoting efficiency in the utilization of the nation's fuel supplies. These investigations were carried on at St. Louis, Mo., and, later, at Norfolk, Va., and Pittsburg, Pa. The aet of Congress approved May 16, 1910, transferred the fueltesting work being carried on by the Geological Survey to the Bureau of Mines. This bureau is conducting producer-gas tests at P~ttsburg, Pa., and is publishing and distributing reports relating to all the fuel tests made by the Survey. These investigations into the possibility of generating producer gas in a commercial way for power purposes from the various fuels of the country have been associated with steaming, briquetting, coking, and other tests, all of which supplemented an examination into the nature, extent, and distribution of the fuels. The tests have all been made with carefully selected representative samples and carload lots of materials procured specially for the purpose by experienced collectors.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . There are three researches upon the specific heat of water vapor by the method of explosion that are sufficiently advanced in technique and suitable in plan to justify careful study of their results , with the double purpose of fixing the best available experimental values and indicating the attainable accuracy of the method. These three researches comprise the work of Pier , Bjerrum , and Siegel.5 The work of earlier date than Pier's suffers from obvious inaccuracy of measurement , while the experiments more recent than Siegel's , such as those of Womersley6 , of Bone and his collaborators , and of Maxwell and Wheeler , 8 are for the most part not well designed for the accurate determination of the heat capacities in question . Some of the errors to which they are especially subject have been discussed by David and by David and Thorp.

"The general location of the Kentucky, Fluorspar District and the Moore Hill fault area are shown in figure 1. An engineer3/ the Bureau of Mines visited the district in July 1942 and reported on the Moore Hill fault system. Subsequently the Bureau explored the Summers, Pepperbox, McCune, Eagle-Watson, Henry Watson, Davenport, Felix Tyner, and Eagle-Wring prop¬erties by core drilling. These properties and the principal faults are shown on figures 2 and 3.Collaboration of the Federal Geological Survey4/ was of great benefit, particularly in mapping the properties, determining the stratigraphy, and furnishing information on that and other geologic factors.Fluorite was noted as early as 1818 near Shawneetown in southern Illinois.5/ In 1835 an attempt was made to work deposit in Crittenden County, Kentucky, but interest centered chiefly upon the galena found with the fluorite. The first shipments of fluorspar from Kentucky wore made in 1373 from the Yandell mine of Crittendon County.6/ It is not known when the first work on the Moore Hill fault was done, but it seems probable that the Cullen-Eagle and Nancy Hanks were being ,worked in 1900. Gravel spar was found on the surface at the Two Brothers mine in 1904,7/ and the main shaft was started in 1914; work also began at .the Davenport in 1914, and in 1917 the Eagle-Watson was in production. A shaft was gunk on the Pepperbox in 1918, and in 1922 fluorspar was found and work was started on the Summers property. In 1924 work began at the McCune, Felix Tyner, Eagle-Wring, and probably the Hicks properties.No Good approximate record of production from each property on the Moore Hill fault system is obtainable, but an estimate based upon all data available is as follows:"

Highwall mining is an important coal mining method. It appears that upwards of 60 highwall miners are presently in operation, and they may account for approximately 4% of total U.S. coal production. A review of the Mines Safety and Health Administration (MSHA) data over the 20 year period from 1983 to 2002 identified 9 fatalities attributable to auger and highwall mining of which inadequate ground control accounted for 1/3. In the past 5 years, 1 fatality occurred in highwall mining. Estimates of the manpower requirements in highwall mining suggest that its fatality rate is essentially the same as for surface coal mining, thus highwall mining appears to be a very safe modern mining method. Highwall stability is the major ground control related safety concern, and operators are required to develop and follow an appropriate highwall mining ground control plan. The plans usually specify the following geotechnical parameters: hole width, maximum hole depth, maximum overburden depth, seam thickness, web pillar width, barrier pillar width and number of holes between barriers. Calculated web pillar stability factor exceeded 1.3 for most designs evaluated. This study examined records from 5,289 highwall miner holes with a total completed footage of about 2,560,000 feet to understand the reasons for early pull out. Average lost footage is typically about 20% of planned footage. Only 35% of the holes reached planned depth, and 20% were short due to rockfalls. Water and adverse geology accounted for 15% of the losses. Mechanical/electrical problems, guidance, and slope stability problems accounted for the remaining 30%. Web pillar stability factor for these holes also exceeded 1.3 in 95% of cases. Best practices to avoid trapped miners include: avoid mining in stream valleys, avoid mining near outside corners, careful alignment of each hole and the use of an onboard guidance system. Several issues in highwall mining ground control require further investigation including highwall mining through old auger workings, highwall mining near old underground mines, multiple-seam and multiple lift highwall mining and finally the size and frequency of barrier pillars.

"INTRODUCTION The term ""friability"" as applied to coal may be defined as the physical property of coal which expresses its tendency to become reduced in size during handling as a result of such external forces as impact and attrition. Thus friability is a quantitative concept and property, and hence can only be defined in relative terms or in terms of measurement. Methods of measurement are difficult to formulate and apply because coal is anything but homogeneous in physical structure and chemical constitution. aMoreover, friability itself is a composite property obviously dependent upon a group of other specific characteristics such as cleavage, fracture, tenacity, hardness, and elasticity, which vary from coal to coal with change in rank and even between individual coals of the same rank. These characteristics affect the friability values of different coals to varying degrees, but this fact does not impair the usefulness of and the need for friability measurements.The amount of breakage or degradation in size that a coal suffers in mining, preparation, and subsequent handling depends upon its inherent friability and the severity of the handling treatment which it receives from the time it is taken from the bed until it reaches the consumer. The value of the coal to the producer and jobber depends in large measure upon these same factors--friability and severity of treatment—because the larger sizes still command a premium in the ordinary market. Although much has been accomplished by the coal-producing industry in minimizing the breakage of coal in mining and preparation, it is apparent that additional reductions in breakage must await further improvements in design of coal-handling equipment. Such improvements will result from more intensive investigations of the extent of breakage or degradation in size occasioned by specific mining and handling operations and the development and application of standardized methods of evaluating friability.The work described in this report was undertaken to assist in the development of standard methods for evaluating the friability of coal. Specifically, the work deals with a Comparison of the various methods previously proposed for estimating the friability of coal and coal products. This same objective is now being sought at a number of other institutions, both in the United States and Canada, by a committee of the American Society for Testing Materials. It is believed that by providing additional information concerning a property of coal pertinent to its increased usefulness, the work described will supplement and increase the useful of the data which long have been, and still are being, furnished by the bureau of Mines on the composition of coals of the United States."

The Bureau of Mines has developed a passive encoder for range knobs, a device that automates the task of obtaining the range settings from devices or instruments to be input to microcomputers. It is easily constructed and installed and will not disrupt the device to which it is being attached. It consists of a custom knob and a small printed circuit board that has light-emitting diodes and magnetic reed switches attached. A ribbon cable connects it to a microcomputer. This encoder eliminates one source of human error in an automated process.

The primary objective of this final phase of Contract No. H0133004 was to provide a description of all experimental assemblies and procedures used throughout this project in such a detail as to permit duplication of the tests in any other laboratory. A further objective was to summarize and evaluate all results generated throughout the duration of this program and to tabulate all the materials and data in such a manner as to allow this report to be used as a reference index for specific compositions or groups of compositions regarding potential hazards arising from their use .in underground coal mining operations. The report also contains an updated survey of the literature on thermal oxidative degradation of compositions investigated under this contract.

"INTRODUCTION The Bureau of Mines Synthetic Liquid Fuels Program again forged ahead during 1952, and important technical advances led the way to improved methods of converting coal and oil shale into liquid fuels. Marking the eighth year of activities under this program, the past 12 months brought a new domestic industry nearer realization.The increasing demand for gasoline and oil and the rising cost of finding new petroleum, coupled with America's growing dependence on imports and the unsettled international situation, have continued emphasize the importance of the Bureau's Synthetic Liquid Fuels Program. Oil, the indispensable material of wartime, likewise has critical importance in peacetime, touching as it does the life of every individual. Supplementing petroleum with synthetic liquid fuels will not only conserve this Nation's petroleum reserves but also will bring into greater use its tremendous reserves of coal, as well as the vast deposits of oil shale for which no other practical use has yet been found.The Bureau of Mines Synthetic Liquid Fuels Program is one of the most important and far-reaching of the Government's research projects. Through development, of commercial synthetic liquid fuels, the United States can obtain oil products from its great inland reserves of coal and oil shale to supplement petroleum in any quantity that may be necessary, consistent with economic and other requirements, such as national defense. The use of raw materials from such deposits would be of highest importance in wartime, when shipping lanes are menaced by the enemy. The Synthetic Liquid Fuels Program of the Bureau of Mines and research efforts of industry have advanced American technology to the point where it is now possible to begin the design and construction of prototype plants. Certainly, significant improvements will be made as the program continues, but this prospect in no way alters the fact that the start of prototype plants should be encouraged. During the present century powerful tools have been made available through the development of ferrous and. nonferrous alloys containing such elements as molybdenum, vanadium, titanium, tantalum, and tungsten, which were little used before 1900. One of the most important of these so-called rare elements is tungsten; its use ins alloys for high-speed cutting tool is partly responsible for the era of mass production. The economy continued to expand during the second quarter, but at a much slower pace than expected. According to latest estimates released by the Department of Commerce, the real gross national product (GNP) grew at a seasonally adjusted annual rate of 0.6% compared with a revised growth rate of 3.8%2 for the first quarter of 1986 and 2.3% for the second quarter of 1985 (table 1). The strong growth of personal consumption expenditures, Government purchases of goods and services, and residential investment was moderated by the growing trade deficit, declining investment in business inventories, and the continuing lag in nonresidential investment. Much of the decreased capital spending for the nonresidential sector for the first and second quarters resulted from reduced petroleum exploration and drilling in response to low petroleum prices. Capital spending and trade continue to be areas of weakness for the economy. Real new plant and equipment expenditures for 1986 are estimated to be 1.3% below those of 1985 (table 2). Real net exports of goods and services decreased $24.6 billion, as exports declined 5.6% and imports grew 16.5%. About two-thirds of the $19.3 billion increase in imports was in petroleum and petroleum products, which, because of their lower prices, should help the economy in the future. In response to the sluggishness of the economy, the Federal Reserve System reduced its discount rate from 6.5% to 6% in early July. Inflation, as measured by the fixed-weighted GNP price index, declined from a revised 2.5% in the first quarter to 1.9% in the second quarter because of significantly lower energy prices.

"INTRODUCTION To increase the supply of ore needed to produce steel the Bureau of Mines has explored 187 mineral deposits containing chromium, iron, manganese, cobalt, nickel, fluorspar, tungsten, vanadium, or coal during the fiscal years. 1940-44, the deposits thus explored were selected from several thousand that were first examined to appraise their possibilities. The objective of the exploration was to determine the tonnage and grade of ores upon which mining, operations might be based, and the metallurgical processing that was most suitable for their utilization.Most of these deposits were sub-marginal by pre-war standards; hence there had been no incentive for their exploration, yet many such deposits were known to exist that probably contained ore sufficient in grade and amount to be utilized as war reserves.Some of the Bureau's exploration projects have disclosed substantial or even very large amounts of ore, much of which is fairly high in grade. In a few of them bodies of high-grade ore have been found, though in others the tonnage has proved to be too small or too low-grade for utilization."

In its work on mineral wastes the Bureau of Mines is studying losses in the melting of nonferrous metals and alloys. The greatest of these losses is that of zinc through volatilization in brass melting, but another and considerable loss is that of aluminum and its alloys in the melting of finely divided material. In order to get some idea of the magnitude of the loss in melting aluminum scrap and to find out what methods of melting were used information was gathered in regard to present practice; also experiments were conducted to obtain some data on the relative merits of different methods. As the experiments could be made on a laboratory scale only, they were not expected to solve the problem entirely, the object in making them being rather-by indicating which methods were of greater promise-to narrow the field over which largescale tests and comparisons need be made by those commercially nterested in the problem of melting scrap aluminum.

This proceedings volume contains papers presented at W U.S. Bureau of Mines (USBM) technology transfer seminars on New Technology for Longwall Ground Control. These seminars were conducted in Washington, PA, on April 12, 1994, and Denver, CO, on May 10, 1994. The papers herein describe several new, highly practical USBM technologies now available for ground control in longwall mines, including lie Coal Mice Roof Rating (CMRR), cable bolts, the MULSIM/NL model, and the Wood Crib Performance Model. Other significant topics addressed include longwall panel layout, coal pillar design, horizontal stress in longwall mines, roof support selection for gate entries, and ground control monitoring.

The accompanying supply/demand flow diagrams and 10-year tables for mineral and fuel commodities present essential data required by government, industry, and others to formulate policies and programs that can help assure an adequate and continuing supply of mineral raw materials. The 10-year data base terminates with 1975 figures because adequate world information was not available beyond that date. The selected mineral supply/demand tables and flow diagrams comprise but one "output" from the massive body of information and data collected and compiled by the Bureau of Mines on a continuing basis covering mineral production, consumption, prices, shipments, imports, exports, and stocks, as well as industry activities in all States and abroad.

A symposium was held on January 30 and 31, 1973, at Pittsburgh, Pa., to review the state-of-the-art in designing and utilizing diesel-powered equipment in underground mining. The Health and Safety Activity of the Bureau of Mines sponsored the symposium with major assistance from the following four participating organizations: The American Mining Congress J. Allen Overton, President The United Mine Workers of America Arnold R. Miller, President The National Independent Coal Operator's Association Cloyd D. McDowell, President The Bituminous Coal Operators' Association, Inc. Guy Farmer, President Seventeen papers were presented during four half-day sessions devoted to the general subjects of the diesel engine, the place of the diesel in underground mining, health protection using diesels underground, and maintaining safety of diesels underground. Eleven of the speakers were from industrial organizations here and abroad; one represented the Provincial Government of Nova Scotia; two were with the Department of Health, Education, and Welfare; and three reported on Bureau of Mines work related to diesels.
