A large metallurgical experiment station at Salt Lake City to house the works of the Bureau of Mines in the intermountain area properly has long been projected. It finally became possible when a Public Works Allotment of $300,000 was set aside for building and equipment. With the new building assured, the Bureau of Mines decided to move the headquarters of its Metallurgical Division from Washington, D. C., to Salt Lake City, Utah. It was felt that this move would simplify they administrative work of the chief engineer of the division, as all stations devoted primarily to metallurgical work are west of the Mississippi. These include Rolla, Mo.; Minneapolis, Minn.; Pullman, Wash.; Reno, Nev.; Berkeley, Calif.; Boulder City, Nev.; and Tucson, Ariz. In addition to these stations will groups, of investigators working on metallurgical problem, are maintained at Pittsburgh, Pa., and College Park, Md. Salt Like City was clearly a more central point for the direction of this scattered work than Washington, D. C. The building (fig. 1, A and B) was designed from general plans worked out by the authors of this paper. Contraction was begun in March of 1939, and by the end of the year the Metallurgical Division had moved, into its now quarters.

The value of Alabama's nonfuel mineral production in 1986 was $405.2 million, a slight decrease from that of 1985. Alabama was second in the Nation in production of bauxite, crushed marble, and ferroalloys; third b fire clay; fifth in masonry cement and lime; sixth in total clays; and seventh in recovered sulfur. Alabama ranked 19th nationally in value of nonfuel minerals produced. Cement, clays, lime, sand and gravel, and stone were the major commodities produced.

Approach A water resistant extensometer is made by enclosing a rod-actuated transducer in a telescoping tube which is enclosed within an oil-filled outer housing. How It Works To assemble a water resistant extensometer, a cylinder -shaped transducer and two support rings are pushed into the small-diameter section of the telescoping tube where the transducer is held in place by friction. The outside of the small-diameter section of the telescoping tube is then greased and slid into the slightly larger-diameter section. See drawing. The cylinder-shaped transducer contains a potentiometer whose actuating arm is attached to a stainless steel extension rod that passes through one end of the telescoping tube. This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. This report, summarizing the Bureau of Mines research and technologic work on coal and coal products for the period July 1, 1950, to July 1, 1951, is based largely on publications issued during the year. The sixteenth in an annual series, it gives footnote references to publications giving further details of the research and technologic work described, except in a few cases where research data presented herein has not been published previously. During the year, the national fuels situation was generally one of plentiful supply.3/ Mineral-fuel resources appeared adequate for several hundred years at reasonably increasing rates of supply. Coal-production capacity was in excess of demand; petroleum supplies were adequate; and natural gas use was limited only by pipeline capacity. However, it was pointed out that a world war would drastically change this situation of relative plenty, particularly with regard to supplies of petroleum and its products. Conversion to the use of coal on a large scale would be required, and improved methods of mining and of processing and using coal in solid or fluidized form or converted to liquid fuels could materially contribute to our national safety.

Vermiculites are secondary minerals formed by the: alteration of biotite and philogopite mica and are associated with basic rocks such as dunites, serpentines, and pyroxenites. Vermiculite was first described by T. H. Webb in 1824. It remained a mineralogical curiosity until 1913, when the first commercial deposit was discovered in the Turrett mining district of Colorado. Expanded or exfoliated vermiculite was first marketed in 1915 from a deposit in this district 5 miles southeast of Hecla, Colo. This activity was brief, but successful and continuous commercial development began in 1921 in Montana. Data obtained from on-the-site observations have been compiled to describe the equipment and installation methods used for satisfactory suspension roof support in a large-diameter tunnel. Experimental roof bolting was undertaken from June 1950 until May 8, 1951, in the East Delaware tunnel, which is part of the Delaware aqueduct in Delaware and Sullivan Counties, N. Y. Revised suspension-roof-support plans and specifications were prepared during the spring of 1951 by the City of New York Board of Water Supply; these were approved by the State of New York Department of Labor April 13, 1951, and adopted by the City of New York Board of Water Supply on May 8, 1951.

A major highlight of Fiscal Year 1993 is the completion of a new research facility dedicated to the advancement of robotics research and development. This new facility brings to the U.S. Bureau of Mines one of the largest and most unique facilities of its kind in the world. Located at the Bureau's Pittsburgh Research Center, the facility consolidates under one roof, all of the resource requirements of a first class automation and robotics research program. The Mining Robotics Development Center (MRDC) is the result of a major renovation of a large under-utilized warehouse-type structure and brings together the laboratories and offices previously housed in five separate buildings scattered throughout the Pittsburgh Research Center's 238-acre site. This new facility will support the computer-assisted mining research program, a high priority, multi-million dollar program that is expected to have a high impact on the health and safety of miners and coal productivity.

A major concern with blasting at surface mines is generation of ground vibrations and airblast and their effects on nearby residences. This Bureau of Mines report looks at the use of millisecond delays in blast design and their effect on the resulting ground vibrations and airblast. A total of 52 production blasts were instrumented and monitored at a surface coal mine in southern Indiana. Arrays of seismographs were used to gather time histories of vibrations and airblast. The data were analyzed for peak values of vibration and airblast and for frequency con-tent. Various delay intervals were used within and between rows of blastholes. Delay intervals within rows were 17 and 42 ms, and those between rows ranged from 30 to 100 msj these intervals are equivalent to 0.5 and 1.3 ms/ft within rows and 1.2 to 4.3 ms/ft between rows. Sub-sonic delay intervals within rows reduced airblast by 6 dB. Large delay intervals between rows reduced the amplitude of ground vibrations; their frequency depended primarily upon the geology of the mine site.

A brief description of the fabrication, installation, and pressurizing equipment is given and pressurizing procedures are discussed. Theories available on evaluation of data from the flat and cylindrical pressure cells and examples of data analysis and stress evaluation are also presented.

Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

The value of non fuel mineral production in Alabama in 1991 was $539.9 million, a decrease of $20.7 million, a result of the nationwide recession that was felt throughout the State's economy. The 3.7% decline in mineral sales was due primarily to a slowdown in construction, which had a major impact in the construction minerals mined instate. Production and sales of crushed stone and sand and gravel fell significantly below the value reported in 1990. Despite the recession, Alabama moved from 21st to 20th place nationally in mineral value. Mineral industry developments in 1991 were primarily in the metals manufacturing sector. Reynolds Metals Co., Sheffield, celebrated 50 years of operation in Alabama. During the November celebration, the company dedicated a $121 million expansion that included a new casting facility and sheet rolling operation. Gulf States Steel Corp., Gadsden, completed the first full year of operation of its new multimillion-dollar continuous caster.3 The Foundry of the Shoals Inc., Florence, replaced two coke-fired furnaces with electric furnaces.

In the interest of safety in mining, the Bureau of Mines recommends: 1. That cages or skips used for hoisting or lowering men in vertical and steeply inclined shafts shall be provided with safety catches designed to prevent falling of the cage or skip if the hoisting rope or other connections break; and 2. That cars used. for hoisting or lowering men with ropes in slopes shall be provided with arresting devices, other than ordinary brakes, that come into action if the hoisting rope or other connections break. In presenting this decision, it is recognized that the principal requirements for safety in hoisting operations are the use of hoisting ropes of ample size and strength to provide a factor of safety recognized as adequate by the best en engineering practice; their proper care, protection against undue wear and corrosion, and frequent inspection; and immediate removal of ropes from service when inspection or tests cast doubt upon their further safe serviceability.

This report describes the development of a system which modifies an existing fly ash-foam remote mine sealing technique to make it capable of impounding water in a fire zone. The modification involves blending equal quantities of fly ash and bentonite to form the bulk of the seal, and blending a thin layer of fly ash and Huron Regulated Set Portland Cement (RSPC) as a coating. The modification replaces the pure fly ash approach, but continues to use a froth foam topping to complete the seal. The modified material system is implemented with minimal complexity by adapting a "Y" connector to the existing delivery system. Each bulk hauler (fly ash and bentonite, or RSPC) will pump into one leg of the 'Y'; and the blending will be controlled by two pinch valves. The development effort has involved an evaluation of potential material systems by using small sample, quarter scale, and full head tests. The small sample tests measured the basic properties of a large number of selected material combinations. Property measurements included capillarity, permeability, shrinkage, and shear strength. As a result of these tests, particular combinations of fly ash-bentonite and fly ash-cement were selected for scale model testing in a 1 /4 scale test facility. These tests simulated, in a scaled manner, the water rise and total head which would be experienced by a seal. The tests indicated that shrinkage in the fly ash-cement combination would always result in leakage; whereas, fly ash-bentonite mixes were impervious to water.

This Bureau of Mines report presents a set of guidelines for determining the distribution of product-of-combustion fire sensors in underground mines. Sensor spacing is defined in terms of sensor alarm threshold, ventilation flow rate, and mine entry dimensions. Sensor spacing guidelines are presented for detection of fires from two primary combustibles, coal and wood, which are common to the majority of underground mines. The guidelines are based on data from full-scale and intermediate-scale fire tests conducted by the Bureau of Mines.

An attempt has been made in this investigation to define the conditions under which ammonium nitrate (AN) might detonate as a result of involvement in fire. The initiation of detonation by shocks derived from explosives or from projectile impact was investigated as a function of temperature and charge diameter. A new technique was devised to investigate the burning of raw and contaminated AN under pressure. No transition, to detonation in AN was obtained in the burning experiments. The critical diameter for detonation of fertilizer-grade AN was found to be quite small when the AN was at temperatures just below melting point; this indicates that initiation of detonation may be less difficult at elevated temperatures but such initiation by gas-phase detonation was shown to be unlikely. Transition from burning to detonation was obtained with AN intimately mixed with fuels that included polyethyl-ene, paper, and fuel oil when these were contained in vessels with restricted vents. However, the experimental results supported by an analytical study indicate that the initiation of detonation in AN from fire exposure in normal storage and from transportation incidents is quite improbable. The detonation of AN in recent incidents more likely may have resulted from the effects of adjacent explosions.

The Zwolle oil field of Sabine Parish, La., is different from most oil producing areas of the State in that the oil is obtained from marl and chalkrock formations. The thickness of the reservoir rocks averages 500 feet; but production is not continuous throughout this thickness, as the oil apparently is localized in vertical and nearly vertical solution cavities and channelways or in porous zones of limited horizontal extent. The nature of the oil accumulation has caused two outstanding peculiarities of the field: (1) About 60 percent of the tests drilled were dry holes and (2) there were many instances of well interference. Commercial production was discovered in November 1928, after 17 years of prospecting in and around the present limits of the area now developed which has a length of about 22 miles and a maximum width of 4 miles. The field had produced 10,266,896 barrels of oil to January 1, 1934. The oil ranges in gravity from 400 to 420 A.P.I.

A study to explore the potential of utilizing the transport time required to move coal miners to and from the working sections. Consideration was given to all forms of training and presentation media, taking into account such environmental factors as noise, dynamic interferences, visibility, physical constraints, and contaminants. Indications of managements? and workers' attitudes toward man-trip training were also assessed. The final product was a proposed prototype training system for man-trip training.
