Vaporization of a solvent into an airstream at temperatures above the flash point of the solvent is hazardous if vapor is liberated at a rate that is sufficient to produce a flammable mixture. In may operations, the formation of such a mixture is prevented by rapid diluton of the vapors with air. The minimum air requirements for the dilution process are determined by the composition of the lower limit mixture at the temperature and pressure of interest. Because limits of flammability cannot always be calculated with sufficient accuracy for a proposed operation, they .rust often be determined experimentally. The present Bureau of Mines investigation was prompted by an application in which the lower limits of flammability of a number of solvent mixtures were required over a range of temperatures at atmospheric pressure. These limits were to be used along with available solvent-vaporization-rate data to establish minimum airflow rates needed to prevent the formation of flammable mixtures in an industrial process. Lower limits of flammability were determined for a number of mixtures containing methyl ethyl ketone, tetrahydrofuran, toluene, ethyl alcohol, and ethyl acetate in dry air-at atmospheric pressure and temperatures between 16° and 200° C. The experimental values were found to be in good agreement at with those predicted by Le Chatelier's law; variations with temperature were in fair agreement with those predicted by a modified Burgess-Wheeler law.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

Water pollution problems associated with surface metal/nonmetal mines throughout the United States were assessed. Three major problems were identified: acid mine drainage (AMD), toxic concentrations of heavy metals and excessive sedimentation. Several factors affect the type and amount of pollutants generated at a mine site. Among these are hydrologic regime, geology, mineralogy, topography, climate, size of the mineralized area and mining method. Nine surface mines situated in distinctly different settings were visited and their pollution problems studied. These mines were located in Morenci, Arizona; Hayden, Arizona; Sauharita, Arizona; Cobalt, Idaho; Spruce Pine, North Carolina; Iron Mountain, California; Butte, Montana; Fernwood, Idaho; and DeLamar, Idaho-Oregon. A detailed evaluation of the pollution problems at the Morenci mine indicated that a diversion system and treatment pint would be the most effective means of abatement for the existing water quality problems. Based on the study of the Morenci mine and three other porphyry copper mines with differing problems a water management plan was conceived for a new source copper mine. A companion Appendix Volume containing detailed reports on the mine site visits is on file at the US Bureau of Mines Spokane Research Center.

This is one of a series of papers being published by the Federal Bureau of Mines for the dissemination of information on methods and practices used in the mining and preparation of crushed stone for market requirements. Performance in terms of units of work or tons produced per machine and per operator man-hour are given whenever that information is available. Direct operating costs are useful for comparing different methods, and are, therefore, included if possible. In addition to the factual description of equipment and methods used, it is desirable to discuss the engineering reasons for the choices that have been made. This paper is particularly concerned with the opertions at the Columbia plant of Palmetto Quarries Co. of Columbia, S.C. The plant is about one-half mile east of the Congaree River and adjacent to the southwest corner of the city of Columbia. Rail access is by the Atlantic Coast Line Railroad, and by a spur strack of the Seaboard Airline Railroad.

This final report presents results of a program to develop a new conveyor system, adaptable to existing miners or loaders, which reduces the noise level to 90 dBA without reducing machine performance. The trial conveyor design consists of a main conveyor and a swinging tail conveyor. The main conveyor incorporates a rubber-covered return guide roller, rubber mounting of pillow blocks, rubber cover of the return bed, and a rubber belt running between the flight chain and the conveyor bed plate. Testing took place in a surface coal pit and underground at the Peabody Spur Mines in Boonville, Indiana. Noise Levels as low as 90 dSA were observed on the surface and 93/94 dRA underground. Recommendations for further work are also presented.

As the stemming problem was approached from an entirely disinterested viewpoint and the data were presented impartially, results of investigations published in previous reports5/ were obtained under a definite set of conditions and procedure, and they may of may not be duplicated under different conditions and procedure in actual mining practice. Final conclusions regarding the use or omission of stemming in blasting have not been reached pending completion of all aspects of this investigation.

The Bureau of Mines has conducted studies of the slags related to ferrous technology to evaluate experimentally acceptable substitutes for the auxiliary flux, mineral fluorspar, in steelmaking operations. Comparative heats were made in a 1/4-ton, pilot-scale, basic oxygen furnace (BOF) to evaluate a waste material known as "used potlining." Used pot lining is recovered from alumina reduction cells after its useful life and contains significant levels of fluorine and sodium in various compounds. This material in both lump and pelletized form provided adequately fluid slags, based on observations made during BOF operation. No adverse effects were found on furnace performance, metal and slag chemsitry, the strength of the steel produced, or the environment. Fluorine recovery in the slag was about the same as that obtained when using fluorspar, as were the losses to the scrubber water and solids. No difference was observed in furnace-refractory attack, as determined by the level of magnesia in the slag. The sodium recovered in the slag apparently also contributed to fluidity, since the fluorine input was at about two-thirds that of the fluorspar. Used potlining was determined experimentally to be a satisfactory substitute for fluorspar in basic oxygen steelmaking.

Computer-assisted control of a mining machine can place the operator in a safe, remote location. A guidance system aids remote positioning of a mining machine by determining its position and heading. The mechanical position and heading system (MPHS) is one of several guidance systems being developed at the U.S. Bureau of Mines. The MPHS uses linear position transducers (LPT's) to provide navigation information during face maneuvers. This report presents an overview of the MPHS theory and implementation, including recent design modifications made for more successful underground testing. This report also presents the experimental setup and procedure for the underground test. The test showed that the MPHS provides reliable and accurate results and can, therefore, provide useful guidance information for face navigation.

This publication contains routine analyses and related source data for 475 natural gas samples from 17 States and two foreign countries. Of this total, 454 samples were collected during calendar year 1971. The remaining 21 samples were collected during previous years, but releases granting permission to publish the analyses were not received until 1971. All samples were collected as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863 and 576.4 Thirteen previous publications have presented the results of 9,427 gas analyses prior to 1971. The primary purpose of this contract was to evaluate methods and techniques by which the size distribution acid concentration of mining-related dusts can be measured. One result has been the development of a portable, battery-operated optical particle counter/ multi-channel analyzer system which can he used to determine the size distribution and concentration of mining aerosols. One important aspect of this program has been the development of a calibration technique which relates the output of the optical particle counter to the penetration of the particles through an impactor: This results in a calibration curve in terms of the aerodynamic or Stokes' diameter or the aerosol particles. Using this technique, calibrations were performed on coal, silica, Arizona road dust, potash, and rock dust (corer ore) aerosols. Another task of this program was the calibration and evaluation of the GCA respirible dust monitors (RMD) 101-1 and 301. The results of evaluation showed that the instruments were within the manufacturer's specification of ±25% of the true mass concentration up to about 15 mg/m , if the dust particles were in a size range from about 0.7 to 10 µm aerodynamic diameter. Particles smaller tan about 0.7 µm were not collected by the instrument and particles larger than about 10 µm were lose in the inlet. Other tasks included performing field studies in cooperative research programs with the Bureau of Mines personnel, development of a portable polystyrene latex generator for use in optical particle counter calibrations in the field. The incorporation of impactor classification devices on the inlets of aerosol mass measuring instruments to give mass size distributions, and a study of the density of coal particles as a function of the particle size.

This report describes a gage which, when used with my procedure for producing strain relief, will measure the resulting borehole deformation, From the borehole deformation the magnitude and direction of the principal stresses in a plane normal to the axis of the borehole can be calculated. The design considerations, mechanical construction, sensitivity, and stability of the gage are discussed. INTRODUCTION During the past two decades an increasing mount of consideration has been given to the problem of measuring and evaluating stress in rock around underground openings. Several investigators have made theoretical and model studies of the stress and (or) strain concentrations around simulated mine openings or in structural members, such as mine pillars or immediate roof. Other investigators have developed gages for directly or indirectly measuring stress or strain, and a number of reports present the results of measurements made with these gages. Because various methods and instruments have been developed, factors involved in this type of measurement will be briefly considered.

All samples tested showed some loss of heating value for the 5-month period under all 4 storage conditions. The losses increased as the time of storage increased, with the pan-storage samples showing somewhat greater losses than those in cans. The individual daily analyses for the first 2 weeks and the analyses every other day for the third and fourth weeks of storage vary within the approximate tolerance of the test for heating value. During the first 2 months of storage the changes in heating values were not Significant for the samples from Pennsylvania, Indiana, and Colorado. The Ohio coal indicated some loss by the end of I month, which increased to a value measurable with certainty by the end of 2 months. These data show that (1) small changes may occur even to samples in closed cans and (2) the laboratory sample should be handled as expeditiously as is practical until the analysis is completed. The statement by the ASTM that "If the B.t.u. determination is an important consideration in the sale of coal, the time elapsed between sampling and analysis shall not exceed 30 days,"3/ is quite adequate for 3 of the 4 coals tested. The change in the Ohio coal stored for 30 days is merely indicated and could not be determined with certainty by the techniques normally employed. The data on free-swelling indexes determined on can samples, after 30° C. air drying, show that only the Indiana coal lost more than one unit in free-swelling index number in 120 days. No significant changes were observed with the samples from Pennsylvania, Ohio, and Colorado in the 5-month period.

This report presents the results of a study to develop a detailed mining method design based on longwall mining with sublevel caving. The method is applicable to low-dipping coal seams 20 or more feet thick such as are found in the western United States. The report covers (1) the development and description of the mining method, (2) evaluation of the engineering feasibility of the design, (3) estimates of productivity and recovery, and (4) an engineering cost analysis and economic feasibility evaluation of the mining method design.

Timely and rapid intervention to underground combustion events (fires, explosions, and spontaneous combustion) is the key to the successful control of the mine atmosphere and restoring of a coal mine to production. The focus of this paper is the utilization of a GAG 3A jet engine system to combat either large out-of-control fires or to render an entire mine inert when access to problem areas is difficult or impossible. This system is based upon a Soviet designed agricultural jet engine which consumes aviation fuel with oxygen (O2) from the intake air and exhausts combustion gases, primarily carbon dioxide (CO2) and water (H2O), along with the nitrogen (N2) from the air and small amounts of carbon monoxide (CO) and hydrogen (H2). The system is designed to approach stoichiometric combustion (ideally, pure burning that scavenges all the oxygen from the intake air). Therefore, these exhaust gases are almost entirely “inert gases”- i.e., gases which do not contribute to, and in fact, can suppress the combustion process due to the lack of oxygen. Other methods to inert mine areas have been used in the US and internationally, but these methods usually use low flow inertisation equipment or methods. Use of these low-flow inertisation equipment and methods has been successful in proactively rendering gob areas inert and has the ability to inert the entire mine workings. [The Bureau of Mines has conducted a field hydraulic fracturing experiment to determine the preferential orientation of induced fractures in oil shale at a depth of about 400 feet in the Green River Basin of Wyoming. The hydraulic fracturing treatment was performed by injecting extremely viscous water-base gel and 8- to 12-mesh sand into the oil shale through straddle packers set in an impermeable section of smooth-walled, 6-1/4-inch-diameter open hole. An impression packer proved that a horizontal fracture, which has an average width of about 1/2 inch at the borehole, was induced. A corehole drilled 100 feet from the fractured well intersected the fracture and confirmed its horizontal orientation. Because a horizontal fracture was successfully initi¬ated, it is inferred that the creation of multiple, closely spaced horizontal fractures may be feasible in Green River Basin oil shale.]

The U.S. Bureau of Mines investigated the Sheep Creek prospect in the north-central Alaska Range to evaluate the Pb, Zn, Ag, and Sn resources. The studies included field investigations, mineralogical characterization, and concentration tests. Mineralization at Sheep Creek consists of disseminated, banded, and massive pyrite, sphalerite, and galena. Tin occurs as grains of cassiterite (Sn02) in the quartz-mica matrix and within pyrite and sphalerite grains, and Ag occurs in solid solution within the galena. Three bulk surface samples and two sets of core samples were collected at the Sheep Creek prospect for this study. Gravity concentration yielded products with up to 30 pct Sn, and the best result was a product that recovered 52 pct of the Sn at a grade of 22 pct Sn. Bulk sulfide flotation yielded products that recovered up to 89 pct of the Zn, 73 pct of the Pb, and 75 pct of the Ag, but grades were relatively low; selective flotation would significantly increase the grades.

The Bureau of Mines is in the process of degasifying a virgin area in northern West Virginia from the base of an 839-foot-deep vertical borehole¬. An in situ gas pressure hole 199 feet long, and seven degasification holes ranging in depth from 500 to 850 feet (average 618 feet) were drilled in an 8-foot-thick virgin Pittsburgh coalbed from the enlarged (14-foot-diameter) bottom of this borehole. The in situ pressure at the back end of the hole and the range of gas and water flows from degasification holes as they were completed and closed off were 203 psi, 79,000 to 257,000 cfd (average 160,000 cfd), and 5 to 8 gpm per hole (average 6.8 gpm), respectively. Twenty-four hours after the seven holes were connected through individual water traps to a common collector for natural venting of the gas through pipes to the atmos¬phere, the total gas and water flows and the in situ pressure dropped, respec¬tively, to 971,000 cfd, 1.3 gpm, and 18 psi. Eighty days later the correspond¬ing values dropped to 529,000 cfd, 0.50 gpm, and 13 psi. After 180 days of degasification, 91 million cubic feet of gas had been removed from the affected virgin area. This represents 60 to 70 percent of the gas calculated to be contained in the area of coal affected by the holes.

The COALSTAR Project, which operated from November 1981 to December 1982, was a research and development project aimed at providing a reliable and inexpensive means of monitoring various waste site conditions via the GOES satellite system. The GOES system provides data transfer from unattended isolated sites where neither power nor telephone lines exist. The reliability and resolution of the data received while using the satellite link were excellent; however, the site instrumentation gave considerable trouble. The disastrous failure of a large coal waste embankment in 1972 led the Bureau of Mines to undertake a comprehensive program to reduce the likelihood of such an occurence again. Part of this program involved the installation of instruments to monitor the stability of a specially-selected embankment operated by Armco Incorporated near Montcoal, West Virginia. Initially, the instruments were monitored by normal telephone lines and used normal commercial power from the local utility. The project described here was initiated to replace this monitoring system with an unmanned, solar-powered data collection system which transmitted data via satellite to a central computer facility. The satellite data network is the National Earth Satellite Service of the National Oceanic and Atmospheric Administration.
