Possible consequences of continuing internal political unrest and the imposition of foreign sanctions raise concerns about the traditional reliability of the Republic of South Africa as a major world supplier of important minerals. A recent Bureau of Mines' technical report (Open File Report 76-86) examined the impacts of temporary peacetime disruption scenarios for six key materials and mitigating options. Because of South Africa's dominant producer position for these minerals (except for cobalt), expansion of primary production capacity outside of South Africa is not a short term mitigative option. However, prospects of a longer term disruption would likely spur investment in capacity expansion in alternative Market Economy Country supply sources. This report identifies the resources, production costs, and burdens that would be placed on alternative MEC producers of chromium, cobalt, gold, manganese, and platinum-group minerals if South Africa's production were subject to a long term; disruption. When long term supplies from South African deposits are discounted, more than a few years reserves were found only for cobalt and manganese. Even for these two minerals, higher sustained prices would be required to increase manganese production capacity and to support means of cobalt transportation not through South Africa.

This report describes the engineering feasibility and economic advantages of using a steep angle conveyance (SAC) system in conjunction with medium and large draglines to transport spoil in a typical Western Coal Mine. The SAC system, including a receiving hopper, a steep angle conveyor and a sticker/spreader, is capable of processing overburden material at the rate of 7,000 tons/hr. The unique feature of this system is the steep angle conveyor which transports the overburden material from the pit bottom to the top of the spoil at angles to 45 degrees. Compared to other means of cross-pit conveyance considered during this study, the SAC system offers the advantage of easier operation, lower conveyance cost and greater mobility. The results of this study have shown that integration of the SAC system into both established and planned new mines would improve the overall mining operation, expand the operating capability of existing equipment and reduce mining end reclamation cost.

The design and fabrication of an engineering model and three prototypes of a portable gas analyzer and sapling system is herein described. This design effort has provided a battery operated system which will indicate the degree of explosivity of return air and in the air beyond the seal during the course of fighting, sealing and quenching a mine fire. Performance tests, design criticisms and recommendations for designs are also included. The system is based on two analyzers: the MSA Catalytic Combustible Gas Analyzer for indication of total combustible gas concentration and a modified, totally automated version of an Analytical Instrument Development Corporation Model 622 gas chromatograph (CC) for analysis of individual gases. The system provides continuous monitoring of combustible gas level in the range of 0 to 100% LEL. The GC automatic analysis requires a 5 minute cycle time to update the concentration indications for: hydrogen @ 0 to 10% oxygen @ 0 to 25% nitrogen @ 0 to 100%, methane @ 0 to 10 or 0 to 50%, carbon monoxide @ 0 to 5% and carbon dioxide @ 0 to 10%. CC peak heights are translated into concentration units which are memorized and continuously displayed on Integral meter readouts. The underground analyzer system design was reviewed and tested by the MESA Approval and Certification Group and found to meet intrinsic safety requirements. The three underground packages consists of: a gas chromatograph with dimensions of 11" X 12" X 16" and weighing 25 lbs. , an electronics unit 10" X 14" X 19" in size and weighing 30 lbs., and a power pack 6" X 14" X 16" in size and weighing 45 lbs. Two AC/DC power supplies are provided for aboveground battery charging and system operation in the laboratory. The purposes of the research were to assess the applicability of new accident investigation methods to mining accidents, and to adapt those found to be applicable in the development of a new methodology for use in mining. The development included field testing, evaluation and modification of the new methodology. The report is in two volumes. Volume one discusses the background research, the design of a methodology for field evaluation, preliminary field tests in Utah mines, and work done to prepare for a formal, complete evaluation by federal government mine safety officials. This, volume 2, discusses the field evaluation done by the contractor and cooperating mines after the program was re-directed by the Bureau of Mines. It relates to research done during a period of approximately eighteen months, ending in April, 1983.

The Bureau of Mines has programmed for publication a series of Reports of Investigations of studies it has undertaken on low-temperature phase equilibria of several helium-bearing natural gases. This report is the second of a series of papers of the same general title; it is anticipated that additional reports of this series will be published. The advent of a helium conservation program and the prospect of production of helium by private industry, make it especially desirable to publish these data. This report describes phase equilibria related to a natural gas that is processed for helium at the Bureau's Exell Helium Plant (located about 35 miles north of Amarillo, Tex.). Carbon dioxide and water in the gas were removed before making the study; hence the data obtained are representative of the gas stream immediately after similar preliminary treatment in the plant process. Phase equilibrium data were obtained for conditions from -50° to -275° F. and from 100 to 500 p.s.i.a. Analyses of samples were made as follows: For a given run at a selected temperature and pressure, samples of the vapor and liquid phases were analyzed by mass spectrometer, and an additional sample of the liquid phase was analyzed for helium by means of special apparatus (7). 4

Most early research on solvent extraction of coal has been concerned with the molecular structure of coal. Although rush work is continuing, practical aspects of the subject also are being emphasized. For example, development of the Pott-Broche extraction process resulted from the discovery of very efficient solvents for the pressure-extraction of coal. Recently, Orchin and Storch reported the use of even more efficient solvents under similar conditions. In addition to the discovery of more effective solvents, the possibility of efficient extraction at atmospheric pressure is obviously of practical interest. H. J. Rose observed that phenanthrene at its atmospheric boiling point readily dispersed 80 percent or more of Pittsburgh-bed bituminous coal. This fact served as the starting point of the present investigation, ill which determination of the chemical specificity of this solvent and the chemical nature of the resulting extracts was undertaken. This paper represents a progress report of the results obtained to date.

This report (rind related Appendices) provides a description of the functional design specifications and related rationale for development of a training system for dragline equipment operators. Phase I activities involved a delineation and detailed analysis of specific behavioral requirements for successful dragline operation. Following the field data collection effort, job/activity/task descriptions were formulated into training requirements which can be achieved by a trainee with training hardware having specific functional capabilities. The training system analysis integrated the training requirements and the trainer functional capabilities into recommendations which configure a total training system. The objective of the training system described in this report is to provide new operators of dragline equipment with the requisite skills and knowledge to assure cost-effective development and an adequate supply of our human resources.

A study was made of the effectiveness of dust-control methods being employed in connection with continuous-mining operations. Airborne dust exposures of workmen and dust loadings of return air were determined for six types of continuous-mining machines. The conditions required for control of dust exposure are summarized and include ventilation of the working face by an exhaust system. Return-air dust loadings ranging up to 13 pounds per hour are reported.

The technologies of contemporary iron and steel production and of direct reduction processes have been studied to identify and estimate the potential effects of direct reduction on mineral consumption and the problems raised thereby for the Nation's mineral supply to the iron and steel industry. Contemporary patterns of mineral raw material and energy consumption were determined from a study of the 1964-70 period. Major changes were observed in requirements for 14 of 20 principal commodities. Average practice in 1970 was compared to best practice to estimate the potential effects of implementing existing technology without recourse to direct reduction. Potential effects of direct reduction were estimated by comparing the mineral requirements for 95 percent reduced pellets with 1970 best practice technology for two cases of use: (I) complete substitution for hematite pellets in blast furnace burdens, and (11) partial substitution (40 percent) for scrap in electric furnace steel charges. Effects upon mineral supplies are described; important collateral factors are analyzed, and the principal metallurgical, industrial, and environmental consequences of implementing direct reduction are discussed. Major effects of direct reduction on the domestic steel industry and its mineral supply system are foreseeable. Direct reduction will (1) create a large demand for low-gangue iron ore; (2) relieve the dependence of the steel industry on coking coal, and (3) permit great increases in furnace productivity, both in blast furnace ironmaking and electric arc furnace steelmaking.

Tungsten metal, chemically equivalent to commercial grade, is produced by electrolysis of impure tungsten compounds or scheelite in an alkali, phosphate or borate electrolyte. A preliminary investigation of fused-bath electrolysis shows the effect of electrolyte composition, temperature, and current density on current efficiency, yield, crystal structure, and purity of product. Experiments show that tungsten can be electrowon from scheelite in a fused alkali, phosphate, or borate bath with similar results. Studies on electrolyte composition show that the addition of sodium chloride is essential to both electrolytes in treating scheelite. Although its main function is to react with or flux the CaO, it also increases the bath fluidity. Temperature studies revealed optimum ranges between 900° and 1,100° C.; 900° C. proved satisfactory for tungsten trioxide, and 950° to 1,050° C. for scheelite. Current efficiencies were satisfactory for all current densities ranging from 10 to 57 a./dm.2. Yields were 400 to 650 g./kw.-hr. over the same current-density range. Crystal size and purity of the product are functions of temperature, current density, and amount of impurities in the electrolyte. Deposited crystals vary in shape from spherical grains to clusters of dendritic hexagonal needles, and in size from smaller than 35 to 570 microns. The purity of the tungsten metal produced ranges from 99.7 to 99.94 percent.

Fresh coal refuse was sampled at 21 US mines. Five of the sites were drilled, sampled and tested more extensively. Field tests included Standard Penetration tests, and in-situ density determinations. Laboratory testing included specific gravity, gradation, maximum, and minimum density tests, as well as 9-inch) drained triaxial tests, 9 and 10-inch, permeability tests, slake-durability tests, and accelerated slaking tests. Some refuse sites had significantly lower shear strengths and permeabilities in old, slaked or weathered material than in fresh refuse. Testing did not show useful correlations between strength and permeability changes and other material properties which could serve as "predictors". Testing of refuse under "accelerated slaking" conditions showed promise as a comparative tool and as a potential means of preparing artificially aged samples for evaluations of long-term behavior. The state-of-the-art in slaking research, and the implications of slaking on coal refuse disposal, and on practical methods of managing slaking, were also studied.

Elevated temperature electrical resistivity measurements were made by the Bureau of Mines on arc-melted, spin-cast, and hot-pressed columbium carbide¬carbon (CbC-C) and zirconium carbide-carbon (ZrC-C) materials up to 2,000° C. The CbC-C materials displayed electrical resistivity values ranging from 35.20 microhm cm at 23° C for hot-pressed material containing 12 wt pct carbon to 242.64 microhm cm at 1,622° C for arc-cast material containing 17.0 wt pct carbon. Electrical resistivity values ranged from 29 microhm cm at 20° C for arc-cast ZrC-C containing 16 wt pct carbon to 279 microhm cm at 1,951° C for hot-pressed ZrC-C containing 21 wt pct carbon. Data from a previous report were included to establish comparison between the electrical resistivities of the CbC-C, ZrC-C, and HfC-C systems.

The productive potential of the Nation's principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. As part of a continuing project to develop refractory metal alloys for high-temperature structural applications, the Bureau of Mines applied solid solution and precipitation strengthening techniques to improve the properties of columbium alloys. The purpose was to investigate the effects of hafnium, tungsten, and boron on the formability, strength, and oxidation resistance of columbium. The experiment was of factorial design with two replications which called for 72 ingots of 36 basic compositions, weighing 150 grams each. Hafnium, tungsten, and boron were evaluated at 3, 3, and 4 levels, respectively. Values of alloy content are all in atomic percent. The highest strength observed was 29,000 psi at 1,200° C for alloys Cb-15Hf (No. 3), Cb-7.5Hf-5W-2B (No. 14), and Cb-15Hf-5W-2B (No. 15). At 1,200° C, the ternary alloy Cb-15Hf-5W (No. 6) which has shown good properties in previous Bureau of Mines investigations was the most resistant to oxidation For boron additions, the alloys oxidized more readily with increasing amounts of this element. The fabricability of the alloys high in boron became increasingly difficult, resulting in an inadequate number of alloys required for a complete statistical analysis for all the tests. As a result of the decrease in ductility, an insufficient quantity of tensile samples were available for a proper analysis for the high-temperature strength data.

A mineral survey of the 23,760-acre Abert Rim Wilderness Study Area (OR-1-101) was conducted by the U.S. Bureau of Mines in 1986 at the request of the Bureau of land Management in order to evaluate its identified mineral resources. The study area is located in south-central Oregon, 26 mi north-northeast of Lakeview, OR. Federal and Lake County mining records indicate no mining claims, geothermal leases, or oil and gas leases within the study area as of January 1, 1987. No economic concentrations of minerals were found in the study area. The Wilderness Study Area is dominated by Abert Rim, a north-trending Basin and Range fault scarp that parallels the study area's western boundary. Exposed on the scarp is an approximately 2,000-ft-thick volcanic sequence consisting of Oligocene-Miocene basalts, tuffs, and tuffaceous sedimentary rocks.

This Bureau of Mines publication ill scribes present practices of making injection wells for in situ uranium leaching. Casings, screens, drilling fluids, coring, logging, cementing, and developing are discussed with the objective of aiding those who are starting an in situ leaching operation. Improper choices of materials or techniques can result in wells that are either useless or wells that have an undesirably high resistance to injection. Important factors include careful selection of screen slot size, use of logs for choosing the cementing basket depth, proper cementing techniques, and careful choice, use, and flushing of drilling fluids. The information was obtained through observation of well construction and through discussion with in situ leaching companies, drillers, and suppliers.

The era of the shield-supported longwall face began in the United States a little over 25 years ago. The most fundamental development of the shield in the past 25 years has been an increase in size and capacity and a progression toward two-legged designs in favor over four-legged shields. Is the “bigger-the-better” design philosophy justified? The advantage of the two-legged design is largely attributed to its active horizontal force caused by the forward orientation of the leg cylinders. How do we know this? You might be surprised to learn that shield loading data may suggest otherwise. In addition, what about setting pressures? Should they be set as high as possible? Some people have advocated that setting pressures should equal the yield pressure. Does this make any sense? Is yielding a good or bad thing? These are some questions still worthy of investigation that are addressed in this paper. The first major change in gateroad support was the use of cable bolts to replace conventional wood cribbing particularly in Western mines. Standing support changed very little until the mid-1990s, when Strata Products1 introduced the Hercules and Propsetter supports in Eastern mines and Burrell Mining Products introduced the Can support in Western mines. Since then, there has been a dramatic increase in new roof support technologies for longwall gateroad support. Historically, standing support, including shield supports, have been designed based on a simplistic model requiring the support to have sufficient capacity to support the gravity loading of a perceived detached rock mass. This approach ignores the stiffness of the support and the resulting ground deformation that is known to be critical to roof stability. Recently, a new approach based on the ground reaction concept has been promoted by the National Institute for Occupational Safety and Health (NIOSH) to account for the interaction of the support with the rock mass behavior in achieving ground stability. In addition to gateroad support design, this concept has ramifications for shield capacities, setting pressures, and recovery room support design that challenge current practices in these areas. Although longwall mining has matured into the safest and most productive underground mining method used today, traditional concepts of roof support design and practice should still be evaluated and challenged. Ultimately, advancements in the science of ground control are made by recognizing deficiencies in current theories and thinking outside the box.
