"Commissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Québec, Canada. The CDS plant treats the sulphur dioxide off-gas emitted from rotary kilns in order to meet increasingly stringent environmental requirements. This installation enables the existing facility to reduce their sulphur emissions by over 90%.Proper planning of the different commissioning stages and staffing an integrated team are the most important factors required for a successful plant start-up. A strong Operational Readiness plan must be in place as early as the start of construction in order to ensure a smooth transition from commissioning to operations. Plant performance can meet or exceed performance criteria within the required timeframe if the proper group dynamic and good communication is established between construction, commissioning and operations teams.The road blocks encountered are often from systems that one assumes will operate without trouble such as air-conditioning, or design assumptions that were taken years earlier in feasibility process stages, namely the capacity of existing systems that will connect the new plant to the existing facilities. The challenges associated with rectifying these issues in addition to the requirements to properly start-up and operate a new plant without impacting production are great, and it is imperative to have the necessary resources to react quickly to any problems.IntroductionCommissioning of a circulating dry scrubber (CDS) plant was recently completed at an existing facility in Québec, Canada. The combined, de-dusted off-gas from multiple kilns is sent to the CDS, which acts as an entrained fluid bed, where the gas is contacted with a water mist, re-circulated solids and hydrated lime. The SO2 from the gas stream and the available calcium hydroxide (Ca(OH)2) from the hydrated lime dissolve in the water and react to ultimately form calcium sulphites and gypsum. The solid residue (referred to as CDS residue), is the primary by-product of the process."

This paper presents the variability of responses of paste backfill specimens that have been prepared with varying binding agent and binder combinations, when subjected to uniaxial compressive strength testing. A testing program conducted for an underground operating mine to produce cost efficient paste fill recipes using four different binding agents, in various ratios and combinations, is presented to illustrate the responses. These binding agents are Normal Portland Cement Type-10 (NPC T-10), oxidation or sulphide attack resistant binder (Binder A), replacement binder B (Binder B), and replacement binder C (Binder C). The paste fill recipes were prepared at 2, 3.5 and 5% binder content at varying binder combinations, at fixed size and tested in a Material Testing System (MTS) under constant strain rate conditions following cure times of 7, 14, 28, 56, 90, 112, 180 and 240 days. The results of tests suggested that the strength data clearly shows a trend of increasing strength with increasing binder content but not necessarily cure time. It is noted that all the blends achieved dramatic increases in strength up to 28 days of cure and then either increased or decreased moderately beyond 28 days curing, depending on the binder content and binder combination. The moderate decrease is apparent for the 2% paste fill blends and in some binder combinations of the 3.5 and 5% blends, which indicated lackluster performance beyond 28 days curing. This lackluster strength performance indicated that the binder content and combination may not be sufficient for the paste fill to achieve complete hydration and acquire adequate strength performance beyond 28 days. This study indicated that economic paste fill recipes can be designed with confidence using affordable alternative binders. However, it is noted that these alternate binders cannot be used as stand alone binders but should be used in combination with NPC to facilitate hydration of the paste fill.

Introduction Extensive undersea coal-mining has developed on both the east and west coasts of Canada, and at this time some four million tons, or 25 per cent of the total output of Canadian coal, representing a pit-mouth value of $14,000,000 per annum, is coming from coal seams lying under the sea. Of the coal now being mined in Nova Scotia, 55 per cent comes from under the sea, and this proportion is likely to increase. The Province of Nova Scotia is at this date receiving in royalties paid upon coal ?removed from undersea areas a sum exceeding $400,000 per annum. The subject is, therefore, one of special interest to the Mining Society of Nova Scotia and the Canadian Institute of Mining & Metallurgy, and while this paper will deal chiefly with undersea coal-mining in Nova Scotia, an attempt has been made to summarize the development of mining practice in the winning of undersea coal in other parts of the world, with the hope that such a recital may assist in the assessment of local problems. The connection between the mining of coal under the sea and an insular or maritime geography is obvious in regard to Great Britain, Japan, Vancouver Island, Australia, and Cape Breton Island, and also in regard to the curious conformation of Chile; the tendency towards growth of a mercantile marine and naval eminence is equally obvious where coal is mined at tidewater. But, there is the further and less favourable significance that the mining of coal under the sea is associated with poverty rather than with abundance of coal reserves.

Flotation of rare earths is complicated by the number of mineral classes that carry rare earth elements, including carbonates, phosphates, and silicates that often co-occur within the same deposit. Gangue constituents often belong to the same mineral classes as the rare earth minerals themselves. Chemical regimes developed for specific separations employ customized combinations of collectors, modifiers, and depressants that are not directly translatable to other operations. In this rougher flotation case study, a reagent suite including phosphate ester and sulfosuccinamate, originally developed for the recovery of bastnasite and monazite from silicate hosted ore, could not be applied to a synchysite ore hosted in carbonate gangue because the suite was aimed at silicate gangue rejection only. The separation of a fluorocarbonate mineral from carbonate gangue required a different chemical regime involving the use of hydroxamate and sodium silicate. Maximizing rare earth recovery was complicated by the presence of slimes. The effect of desliming and the increase in grind size was explored.

"This report presents the results of a laboratory study undertaken to evaluate ground granulated blast-furnace slag from Algoma Steel Corporation, as a replacement for Portland cement in cemented mine backfill. The evaluation was based on the results of compressive strength tests performed on cylinders cast from mixtures made with a granulated blast-furnace slag and tailings from four different mines in the Sudbury basin. Various percent¬ages of slags and various binder to tailings ratios were used.Tests results show that, in terms of compressive strength, the slag performs as well or better than Portland cement as the binding agent in cemented mine backfill. Lime was found to be a poten¬tially good activator for ground granulated slag in mine backfill applications.A field test was conducted at one of the mines, consisting of placing a mixture of 95.5% ground granulated slag and 0.5% lime into a stope, and inspecting the floor slab as it hardened. The slag performed as expected, considering the backfill mixture proportions used and the preparation of the test site."

The mineral industry in India is an important contributor to the country?s GDP and foreign trade, and also a significant source of employment generation. The industry is distributed almost all across the country and has operations in some of the remotest areas, where it has also served as a sole source of infrastructure development. India produces 89 minerals, out of which four are fuel minerals, 11 metallic, 52 non-metallic and 22 minor minerals. The mining leases are occupying about 0.21% of the total land mass of the country. Indian mining industry is characterized by a large number of small operational mines (approx 3000 mines). Appropriate systems have been put in place to ensure sustainable growth of the sector, which include formulation of procedures for scientific prospecting and mining and development of a mechanism of prior environmental and forest clearances for mining projects. Main emphasis is to protect the health and safety of mine workers, as well as to safeguard the interests of indigenous people through rehabilitation and resettlement packages. Efforts are under way to mainstream the artisanal and small-scale mining sector in order to promote equity in the mining industry. The issue of scientific closure and reclamation of the abandoned mine sites poses a major challenge. Present paper illustrated several initiatives have been taken in this direction along with case studies, which could be replicated in other parts of the country.

Abstract - Cobalt, Ontario, is renowned for the 12.6 billion grams (445 million ounces) of silver produced from the area since discovery in 1903 by workers of the Timiskaming and Northern Ontario Railway. Native silver generally occurs with cobalt arsenides and sulfosalts in near-vertical carbonate veins cutting the Huronian sedimentary rocks of the Gowganda Formation, the Archean metavolcanics and/or the Nipissing diabase. All major deposits have been found within a few hundred meters of the unconformity between the Archean and Huronian rocks in general proximity to the Nipissing diabase and volcanogenic sulfide mounds within the Archean meta-volcanics. Silver has been mobilized from one or more of the local country rocks by hyper-saline brines and deposited in or near zones of mixing where the saline brines encounter paleometeoric water transported to depth along the unconformity or local structures. Previous work has shown that chloride complexes are the dominant ligands responsible for silver transport. These hypersaline brines, represented as halite-bearing fluid inclusions at room temperature, have been trapped as primary fluid inclusions within vein minerals. Pressure-temperature conditions of vein formation have been derived from mineral equilibria, maximum lithostat and fluid-inclusion studies. These data are consistent with vein formation occurring over the temperature range 300°C to 350°C, with pressures constrained between 60 Mpa and 136 Mpa (600 bars and 1360 bars).

"When I was first asked to prepare this paper and presentation in late June, I thought it might be fun to ""step back and paint the bigger picture."" Having attempted to do this, fun is not the first descriptor that now comes to mind, and speaking dyslexically, I've had 'nuf.'Unlike Nostradamus, or even Orwell, I've discovered that I'm ""clairvoyantly challenged"" and not even the psychic hot-line was of much help, at least with respect to process control! I am somewhat comfortable speculating on evolutionary change, but the radical developments that will arise from revolutionary changes are well beyond my mortal capabilities. Even with evolutionary change, I'm reminded of the lessons of time series analysis which show the prediction error to grow exponentially as the horizon moves into the future. As Macluhan is reported to have said: ""Predicting the future based on the past is a little like driving your car while looking in the rearview mirror!""Having honestly presented my qualifications, allow me to try to look at process control and to offer some conjecture on where we're probably headed. In the end, it is said that: ""The plant of the future will have only two employees, a man and a dog. The dog will be there to keep the man from touching the equipment.1""IntroductionA little less than a decade ago Andy Mular and I co-edited a monograph entitled ""A Practical Guide to Process Control in the Minerals Industry."" The work was commissioned by the senior management of a consortium of Canadian mining companies, since it was widely perceived that control was an area of great economic potential, but one that had not been effectively tapped. The concern was that if the industry could not soon deliver on the ""potential"", the term may well have appeared in the epitaph of what was, to these men, a very attractive investment opportunity. I think it is fair to say that over the past few years process control has clearly established itself as an essential technology in plant operation and optimization. That isn't to say that we get it all-right, all-the-time, but, the circumstances are much different than they were. In the eyes of many, process control has attained the distinction of being considered a mature technology, even though there are still countless avenues for exploration."

"Control of analytical data quality is usually referred to in the mining industry as Quality Assurance and Quality Control (QAQC), and involves the monitoring of sample quality and quantification of analytical accuracy and precision. QAQC procedures normally involve using sample duplicates and specially prepared standards whose grade is known. Numerous case studies indicate that reliable control of sample precision is achieved by using approximately 5% to 10% of field duplicates and 3% to 5% of pulp duplicates. These duplicate samples should be prepared and analyzed in the primary laboratory.Bias in the analytical results can be identified by inclusion of 3% to 5% of the standard in each sample batch. Several different standards are used, with values spanning the practical range of grades in the actual samples. A blank (a sample in which the concentration of metal of interest is below detection limit) should also be included. Standard samples alone cannot identify biases introduced during sample preparation, and therefore approximately 5% of the duplicate samples (coarse rejects and pulp) should be processed and assayed at another, external, reputable laboratory.This paper discusses techniques used for estimation of errors in precision and accuracy, and overviews diagnostic tools. It is shown that one of the most commonly used methods, the Thompson-Howarth technique, produces consistently lower results than other methods. These results reflect the nature of this method, which relies on the assumption of a normally distributed error, and thus produces biased results when errors have a skewed distribution. This study concurs with the suggestion of Stanley and Lawie (2007: Exploration and Mining Geology, v. 16, p. 265-274) to use the average coefficient of variation (CVAVR(%)) as the universal measure of relative precision error in mine geology applications: Le contrôle de la qualité des données analytiques est habituellement désigné sous l’appellation d’Assurance et Contrôle de la Qualité (ACQ), elle implique le suivi de la qualité des échan¬tillons et la quantification de la reproductibilité et la précision analytiques. "Brunswick Mining and Smelting Corporation Limited operates two mines; one open pit (No. 6) and one underground (No. 12), approximately 20 miles south-west of Bathurst, New Brunswick. Both are massive sulphide deposits containing copper, lead, zinc and silver. The No. 12 property began operation in 1963 and is presently being mined at a rate of 3600 tons per day underground and is in the completion stages of an expansion to achieve 11,000 tons per day underground by the end of 1930.Originally at Brunswick Mining, acid mine drainage was added to tailings and neutralized by an excess of lime in the tailings. A conventional recycle system was established with a biostabilization pond for the treatment of thiosalts, a liming station and sludge settling area for neutralization of acidic water and a final reclaim pond with a pumping station for reclaim water.We found that not more than one third of the reclaim water could be used as it upset the flotation circuit every time it was used. It was established that the mine water and surface drainage were the cause due to oils and detergents in the water. It was also found that the biostabilization pond method Cf thiosalt treatment was not efficient for year round operation in our climate.In 1974, we reviewed the problems and began a 3 phase program to control effluents from the property:"

"Ore sorting has been quite successful in providing a separation means in the rock size range of 1 to 6 inches; a range where mineral dressers do not have many options. The industrial minerals and recycling worlds have embraced this technology. However, ore sorting has not found wide application in the base or precious metals mining industry. One reason for this is thought to be the reliance of most sensors on rock surface characteristics, not very useful in case of sulphides, non-existing in case of gold. Microwave heating, however, is specific for sulphides and graphite (or carbonaceous matter) embedded in the rocks; washing or even drying does not appear necessary. Separation can be done afterwards by already existing ore sorting technology using infrared sensors. Test results on six Nevada gold ore samples are presented in detail. Some simple test procedures are also presented for those wishing to explore the microwave potential of sulphide sorting in their own operations.INTRODUCTIONMineral processing in the base metals industry most often involves upgrading of the ore, concentrating the valuable mineral fraction by classic methods, such as flotation. Since the liberation of minerals in the ore occurs mostly at or below the 100 micron level, the industry has been living with fault lines, so to speak, between blast hole spacing (10,000 mm), run-of-mine ore size (100 mm) and beneficiation size (0.1 – 0.01 mm). The acceptance of ore sorting will inevitably lead to the revisiting of the following questions: “Exactly how much below ore grade rock ends up in the mill because the geologists or the miners cannot define the resource boundaries more precisely? How can the economics of dilution be improved? How many ore grade rocks are lost with the overburden?”"

Following completion of planned mining operations at the Goldcorp Dome Open Pit Mine, a high-grade Shaft Pillar located in the pit highwall was recovered. Mining of this Shaft pillar faced numerous rock engineering design and implementation challenges due to its remote position on the highwall and the presence of mine workings within the wall. The case example presented in this paper discusses the geotechnical investigation performed at the site, novel measures undertaken for installation of ground support required for rockmass reinforcement and for worker protection, as well as operational challenges to successful mining of the Shaft Pillar.

"Predicting the ground response for tunnels in weak shales remains challenging. Predicting the ground response is challenged by difficulties in characterising the material, and our ability to predict deformations that are driven by coupled hydromechanical processes, when this material yields. The techniques that are used for characterizing weak shales are reviewed, and three case histories are examined that demonstrate the behaviour of these weak rocks during tunnelling. A general framework is provided for assessing the squeezing potential for weak shales.1 INTRODUCTIONGeologically, shale is an argillaceous fine-grained sedimentary rock that forms from the compaction of silt and clay-size mineral particles commonly referred to as ""mud"". Because of this grain size, the material is generically classed as Mudstone (Figure 1). Shale is distinguished from other mudstones because it is made up of many thin layers (laminated) and readily splits into thin pieces along the laminations (fissile). While the geological classification of shale appears straightforward, the classification for engineering purposes is often confusing. Underwood (l967) provided the first description of shale that made the distinction between “soil-like” compaction shales and “rock-like ""cemented"" shales. He coined the term ‘clay shale’ to capture the characteristics of hard clay yet recognizing its origin as a shale. In this paper weak shale is synonymous with clay shale and have strengths that typically range from R1 to R2 (1 to 25 MPa). Characterising these materials draws on methods from both soil and rock mechanics."

Pressure hydrometallurgical unit operations have been in commercial use at the Fort Saskatchewan refinery of Sherritt International Corporation for fifty years. This paper traces the history of Sherritt from its origins in northern Manitoba, and the development of the first hydrometallurgical nickel-cobalt refinery in 1954, utilizing pressure hydrometallurgy, to the modern day refinery. Sherritt's involvement with pressure hydrometallurgy during the past 50 years has included the operation of the refinery, the development and licensing of technology, incorporating pressure hydrometallurgical unit operations, to more than 30 companies worldwide, the joint venture at Moa, Cuba involving both leaching and precipitation at elevated temperature and pressure, and the production of specialty metal powders. Developments in each of these areas are reviewed.

"Today's demand for better and more efficient methods inspires new approaches to construction and mine development.A project at Asarco's Aquarius Mine provided a challenge that resulted in the adaptation of a civil construction technique to a mining application.This paper describes the construction of an escapeway shaft to surface from the mine's 150m level. The prime consideration was to provide the most cost-effective method of establishing a shaft collar in the 145 ft (44 m) of water-bearing overburden. This problem was resolved with the employment of the drilled in-caisson method.The remainder of the 500ft (152m) deep shaft was raise bored and portable hoisting equipment was used to install a permanentmanway and shaft liner.IntroductionHaving completed the first phase of exploration development in 1982, J.S. Redpath Limited was engaged to carry out an engineering and cost study to investigate the feasibility of re-opening Asarco's Aquarius Mine near Timmins, Ontario. The scheme was to develop the proven ore reserves and proceed with shrinkage stoping while carrying out further exploration development and diamond drilling.One significant and costly component of the project was the provision of an escapeway shaft to supply additional ventilation as well as a second means of egress from the mine. The major complication to this task was the presence of 145 ft (44 m) of water-bearing overburden at the site. The first and obvious approach was to use conventional ground-freezing methods as had been employed previously on .this property for the initial development shaft. This being the only ""sure"" method available at the time of the budget estimate, it was used as a basis for the study but its considerable projected cost and time demand inspired further investigation into other possible solutions.After considerable research and several brainstorming sessions, a Redpath team came up with an approach whose basic procedures had been used extensively in the civil construction field, although they were novel to the mining industry."

"A computerized cost estimating program developed with the use of the Lotus 1-2-3 spreadsheet program has produced dramatic savings in preparing estimates for operating costs, equipment fleet size and manpower requirements for underground mines.The program is used by Dynatec to support its consulting engineering projects, particularly feasibility studies. The 'first principles' approach is used to prepare detailed estimates under direct labour and supplies categories and maintenance costs for each mining operation . User notes have been developed to guide the estimator and ensure appropriate consideration is given to the specifics of the particular mine.A typical case history is illustrated and the ease by which alternatives and sensitivity analyses can be prepared is demonstrated. IntroductionHistorical MethodsMining engineers have used one or a combination of methods to prepare operating cost estimates for new or existing mine s. Operating companies have access to historical cost data and generally use this for preparing estimates. Consulting engineers do not usually have direct access to such information and must rely on mining companies (the present or previous clients); publications (text books, equipment manufacturers manuals, CMJ reference manual, etc.); annual reports (applicable to public companies); previous studies (to be used with caution as conditions change from mine to mine); and first principles (the subject of this paper), for cost information:Definition of First PrinciplesA first principles approach to cost estimating considers individual primary work elements of an operation. Quantities of work items are developed from the mine plans, production rates, geographic and physical layouts etc. The knowledgeable estimator, assisted by experienced operations personnel, can assign appropriate resources (equipment, labour, supplies and services) to each work element and establish productivities. Completion of the cost estimate is then largely arithmetic."

"Resource development in northern Canada has special requirements which derive from the unique environmental and eco-logical nature of the northern environment. In this paper several case histories in which the Permafrost Research Section of the Geological Survey of Canada (GSC) has participated are used to illustrate how geophysical methods may be used to address some of these considerations. Although some of these examples were developed while examining problems directly related to oil and gas development and transport in frontier regions, such or similar methods also have application to mining problems.IntroductionA critical parameter is the distribution and thickness of permafrost, which in northern Canada varies from being a few metres and discontinuous at the southern limit to thicknesses in excess of 700 m in the Arctic Islands'!'. Figure I is a schematic diagram of typical ground thermal conditions in a permafrost zone. The upper zone is defined by an active layer which undergoes a seasonal freeze/thaw cycle. In the simplest case, the ground remains permanently frozen below the active layer to the depth of the O°C isotherm, which is defined as the base of the permafrost. Water chemistry, pore structure and pore or grain size may cause the base of the frozen ground to be above the permafrost by up to 100 m(2). Ice can be found within the permafrost in the pores of solid rock or sediments, as massive ice within unconsolidated sediments or as ice lenses within fissures in a solid rock mass. The mining technique used in these conditions, whether open pit or underground, can differ considerably from that used in southern Canada. In the high Arctic, for instance, the dry drift method is feasible underground in the permanently frozen host rock. The frozen nature of the wall rocks can obviate water-related problems."

This alone is ample reason for me to welcome the invitation to join you tonight. In addition, this occasion provides me with an opportunity to tell you something about the work of the Economic Council which might be of particular interest to your industry.In the mining industry, keen competition and constant change are basic facts of life. The continuing prosperity of the Canadian mining industry depends fundamentally on how successfully it is able to adapt both to the changing conditions within the industry and to major trends which operate throughout the world.First of all, the scale and organization of the industry are evolving to new and different dimensions. As one authority has put it, ""The cream of the small high-grade, easy-to-mine ore deposits of this world have been consumed and mining is becoming more and more an industry of very large scale, complex operations. "10.1. INTRODUCTIONDefinitions are a necessary part of every agreement. Their purposes are to assist the reader in reading and understanding an agreement and to attempt to avert potential confusion and, therefore, disputes. In some circumstances, they may be critical in deciding a dispute. As they are often substantive, they should not be treated lightly.It is far easier and less confusing for a reader to read “the Company” or “the Recipient” than to be faced with “the party of the First Part”, or to see the “Jones Property” than “that part of the property hereinbefore described in paragraph 1.01 hereof”. It is also advisable not to use “-ee” and “- or”, as in payee and payor.One thing must always be remembered: once a word has been defined in an agreement, it will always have the defined meaning unless the contrary is clearly indicated or is required to make sense of a provision.2 It can be confusing for a reader if commonly used words are defined in other than ordinary terms. Unique words that will stand out in the text are more likely to be recognized as having special meaning. It is also good practice to identify defined terms by capitalizing them in the text of the agreement. Boldfacing of definitions is also sometimes used for this purpose but, as boldfacing is not easily identified in handwritten revisions, it can be missed in the press of negotiations, especially when several typists are involved. Lack of consistency in identifying defined terms is not a fatal mistake, but it can create confusion, especially if the reader is new to the agreement or is reading it in a highly technical manner, such as when there is a dispute.If definitions used in the main text also apply to a schedule, they need not be included in both. Omitting them from the schedule makes the agreement look shorter, which to some people is a benefit. If definitions are not repeated, make certain that the schedule clearly indicates that words defined in the main text have the same defined meanings in the schedule3 and are clearly identified as defined words. In considering whether or not to repeat in a royalty schedule definitions appearing in the agreement proper, think of definitions as an aid and a reminder to the reader. Repeating them will help a reader, if only by saving the nuisance of remembering where to find them in the main text and constantly turning to it. All the definitions needed to read the schedule will be right there, so that the schedule is a self-contained document. Just make certain that, if you do repeat a definition, you repeat it in identical terms. If you have to change any defined term to make it fit the royalty provisions, use a different word or phrase as the defined term to warn the reader that he is dealing with a different concept.4"
