The theme of this paper is the development of-the project feasibility study which includes discussion of the work which is carried out in preparing the project feasibility study, the necessary evaluations and structures that are employed to ensure that not only does the feasibility study itself stand up to scrutiny and is sound, but also that the investment the company is proposing to develop, "the project", is an investment decision which will represent good returns to the company. This theme is particularly relevant when there are competing divisions within the company and only limited cash resources are available to make the correct investment decision. Thus various potential investments may be evaluated against each other to determine which project will be given the go ahead for development. This paper will particularly focus on the various investment analysis techniques that are used and discuss the work that is required in preparing the project feasibility study and specifically the interaction of the project team members and the thought process that must be undertaken to complete the project feasibility study. Finally comments will be made on tax planning issues particularly with respect to taxation of gold production to be introduced in January 1991. Some ideas are presented which may help and possibly improve the financial position of the projects being reviewed. Further, it is suggested that the thought process which goes with the financial engineering aspects of a resource project can be widened to take account of taxation issues and tax planning to ensure the rise of the project feasibility and hence the decision to proceed to development by the project sponsors.

Gippsland has perhaps the most colourful history of exploration of any area in Australia. Hydrocarbons were first discovered in the Gippsland Basin in 1924 when a water well at Lakes Entrance encountered oil and gas shows. In 1942, the Commonwealth and Victorian Governments, in an effort to supplement a wartime oil shortage, sank a shaft near this well and produced 8000 barrels of low gravity oil up to 1956, when the field was abandoned. A total of 64 shallow wells had been drilled in the Lakes Entrance area by that time. Elsewhere in the onshore Gippsland Basin, 30 wells were drilled from 1925 to 1941. In 1960 BHP Ltd was granted an exploration permit covering much of the offshore area of the Gippsland Basin. Esso Australia Ltd joined BHP in 1964 and drilled the Barracouta-1 gas discovery in 1965. Since then over 100 exploration and appraisal wells have been drilled in the basin resulting in the discovery to date of some 3.6 billion barrels of recoverable oil and 8.8 trillion cubic feet of recoverable gas (Current remaining recoverable reserves are 906 million barrels of oil and 5.7 TCF of gas). Exploration in the offshore areas is actively continuing today and new discoveries are still being made.

For each tonne of chromite ore mined in Sukinda, approximately ten tonnes of fine overburden material is generated. The overburden typically contains about 30 - 60 per cent Fe2O3, 0.3 - 1.1 per cent Ni, four to nine per cent Cr2O3 and 0.04 - 0.2 per cent cobalt and is being discarded leading to loss of valuable metals and creating environmental pollution. In order to take the advantage of presence of iron, nickel and chromium, the present studies advocate the utilisation of nickel lateritic chromite overburden for production of Ni bearing pig iron through blast furnace extracting maximum iron and nickel from the chromite overburden. The present paper deals mainly with the beneficiation of chromite overburden, sintering characteristics and thermodynamic studies. The beneficiation study shows that a beneficiated concentrate having Fe - 50 per cent and Ni -- 1.1 per cent can be achieved from chromite overburden having Fe - 30 per cent and Ni -- 0.7 per cent. Sintering studies have been carried out with bed height of 300 and 450 mm at a suction of 600 and 900 WG respectively. The results reveal that good quality sinter can be produced from chromite overburden concentrate with a basicity of about 1.0 and coke breeze consumption rate about 16 per cent. In all the experiments, Tumbler Index, Abrasion Index and Shatter Index was found to be in the range of 65 - 70, 4.5 - 5.5 and 85 - 90 respectively. The other parameters namely softening temperature, melt down temperature, reduction degradation test and relative reducibility have also been determined. A thermodynamic analysis has also been carried out to make a technological assessment of the process for the production of alloyed pig iron from chromite overburden in blast furnace which shows that it is possible to produce nickel bearing pig iron in blast furnace using the sinter up to 80 per cent. Techno-economic analysis reveals that this route will yield a substantial profit even after accounting for cost of beneficiation, extra coke, raw materials and extra slag produced.

The total world steel production in 1998 amounted to approximately 780 000 000 t. The share of electric steelmaking was in the range of 35 per cent and is expected to increase further to over 40 per cent of the world's production within the next ten years. As electric steelmaking is primarily based on the use of scrap and as it is progressing more and more into higher steel grades the need for low-residual metallics will become increasingly important. Consequently, the demand for scrap substitute material will increase, reflected in the world wide spate of interest for DRI (Direct Reduced Iron) and HBI (Hot Briquetted Iron). The increased significance of DRI/HBI as a substitute for steel scrap has obviously emanated also from its comparatively lower and more predictable costs per ton and definable chemistry. In 1998 already 37 million tons of DRI/HBI were globally produced.

Petroleum exploration in onshore Gippsland was directed in the 1950s and 1960s towards plays in the basal Latrobe and Strzelecki Groups, but these became forgotten in the 1970s with the Latrobe play discoveries offshore. The principal explorationists of the time were Woodside Oil and Arco Ltd, who then departed the scene after drilling some 18 wells without major success. In the late-1980s successful hydrocarbon finds in equivalent age Otway Group sediments in the Otway Basin were made and in early 1990 Tyers Petroleum began investigations into Strzelecki Group prospects as applied to the onshore Gippsland Basin. Some 18 anticlines have been mapped, based on shallower coal exploration drilling in the Latrobe Group, which from seismic and gravity evidence are believed to unconformably overlie similar anticlinal structures in the underlying Strzelecki Group. Strzelecki targets of interest within drilling depth are the basal Tyers Conglomerate/Rintouls Creek Sandstone Formations which outcrop in the north of the Latrobe Valley and are analogous to the Pretty Hill Sandstone in the Otway Basin. In addition, intra-Strzelecki Group targets similar to Heathfield and Windermere Sandstone Members are also considered to be present. Good source rocks are abundant including coal seams and carbonaceous sediments of Neocomian and Jurassic age, which lie within the oil window. Seal is provided by the overlying Aptian-Albian aged volcanogenic sediments. The Tyers/Rintouls sandstones - a target in the Woodside/Arco wells, with two exceptions, were not reached. Encouraging intra-Strzelecki shows were reported in many of the wells. Basal and intra-Strzelecki porous quartzose sandstones remain one of the few untested plays left in the Gippsland Basin and, in the onshore, merit extra attention as they he within the oil window at economically drillable depths.

The problems of using comparatively simple x-ray diffraction equipment for quantitative analysis are examined. Internal standard and direct calibration procedures based upon the measurement of integrated diffraction energy (diffractometer peak area) have been developed for the determination of quartz in Broken Hill dusts. By these methods an accuracy of ± 10 per cent of the true value can be obtained and this can be improved to ±2 1/2 per cent by statistical methods if necessary.Rapid analysis for the components quartz, muscovite, rhodonite, galena, fluorite, sphalerite, calcite, and garnet has been developed by adaptation of direct calibration procedures and use of maximum diffraction energies (diffractometer peak height). A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. The information age has definitely arrived and in fact has only begun to affect our business processes. Traditionally mining companies have been innovators and leaders with technology, but applying information technology systems to machines directly working on the mining extraction process poses challenges to those introducing the technology. Caterpillar is now presenting machine guidance and information systems for dozers, graders, blast hole drills, shovels, excavators, wheel loaders and trucks. These systems simply increase the flow of real information in real time and deliver it to the end users who can make informed decisions that effect real productivity gains and at the same time eliminate the role of the middle manager who used to monitor and control these activities. Technology also offers cultural changes that appear intangible, but offer significant gains to those that implement technology. Critics state that these intangible benefits are still available to traditional processes, however these intangible elements are never identified nor managed without the introduction of technology enhanced processes. The benefits of these technologies are real and dramatic, existing users offer impressive testimonials, but still the technology can be disproportionate in the time it takes to introduce to an operation. Caterpillar finds that senior to executive management needs to be a part of the technology introduction, to coordinate all departments and set technology strategies.

Straits completed its Feasibility study on the Whim Creek Copper Project in 1996. At this stage WCCP provided Straits with an open pit mine - heap leach - SX-EW copper project to follow on from its successful Girilambone Copper Operation (GCC). Since this time Straits has continued to review WCCP investigating a number of development and production scenarios. The development of Whim Creek, early 2004 and is on schedule to commence copper production in the final quarter of 2004. On current reserves Whim Creek will produce approximately 17 000 tonnes of copper cathode per annum for three to four years, at cash costs of The paper will cover a general description of the project, the project development and key design issues. Ensuring that diesel particulate matter (DPM) levels in underground metal and non-metal mines are maintained below statutory limits is an essential requirement of mine ventilation systems. However, despite the cost of providing ventilation, air ventilation rates are usually based upon models, assumptions, or measurements integrated over long durations rather than actual need. Real-time measurement of DPM, interpreted in terms of mine activity schedules, can offer better ventilation management to keep DPM within regulated levels while controlling costs. This work presents data from three demonstration sites with in-mine applications of an environmental particulate sensor that measured black carbon (BC) as a surrogate for DPM.Aethalometers are a class of environmental monitors that measure the light absorbance of aerosol particles at several optical wavelengths. A model AE33 Aethalometer was operated in three separate mines for periods of two weeks, three months, and seven-plus months, and the data was reported in real time as a concentration of BC. Concentration of aromatic organic compounds, which can indicate other forms of combustion, was also reported. The data was used to:- measure the relative efficiency of a new scale-model DPM air scrubber- determine if ventilation could be reduced in a shotcrete loading facility without compromising air quality- evaluate diurnal and weekly DPM levels in a large-entry stone mine. Instrument data were displayed locally and stored for later downloading in all cases. In one mine, the instrument was connected to a local controller, and in another it was connected to the mine’s underground network so that DPM data was presented in real time to a display in the mine ventilation engineering office on the surface.The results showed that the air scrubber removes from 82 per cent to 95 per cent of the DPM; that DPM produced during shotcrete loading is only a minor part of overall DPM levels; and that wide variations in DPM levels exist in the limestone operation. The DPM monitor operated continuously for extended periods in these underground environments. The only maintenance required was the routine replacement of filter tape, typically on a two-week schedule. A sample diluter, which is currently being tested, could extend the intervals between filter changes. A Seam deposit User oriented Mine Planning System (SUMPS) was developed by The Broken Hill Proprietary Company Limited (BHP) at its head office in Melbourne. It is one of the computer mine planning systems developed by the Corporate Data Processing (CDP) section of BHP. To date it has been employed in the feasibility study of four coal prospects for the BHP Group, including Gregory in central Queensland û Ham and Van Hoorn (1978). It was also used in detailed short term mine planning for Gregory. A recent application was in the feasibility study of Saxonvale, a multi seam coal deposit in New South Wales with seams up to 20 m thick. The other two applications of SUMPS were also on thick multi seam coal deposits. Development of programs for the underground subsection of SUMPS is continuing. SUMPS was developed and implemented on mini computers with graphics and plotting peripherals. The company's philosophy towards computing is one of centralized development and project planning, with transfer of hardware and software to site once the mine becomes operational. Support of the site's system continues from head office which is continually involved in development of SUMPS and issuing revision updates to sites. The users, as well as programmers, were mostly geologists and mining engineers. This helped to ensure rapid, successful implementation. The broad approach of this system was to use interactively the specialist skills and interpretative abilities of the user mining engineers and geologists with the data manipulation abilities of the computer. It is an integrated system which covers geological exploration, deposit modelling, mine planning and production scheduling. An important feature of the system is that the user has full interactive control over each function through a graphics terminal where applicable.

Alluvial gold mining in New Zealand and in particular on the West Coast underwent a renaissance during the early 1980's. This was based on two main factors: a) the sharp rise in the gold price b) the advent of the hydraulic excavator with which to mine the auriferous gravels. The scale of operations varies considerably. A small operation typically consisting of one or two people using an excavator to feed either a land based or pontoon mounted (floating) gold recovery unit, which will typically feature a rotary screen with or without a tailings stacker with the screened fines < 10 - 15 mm) fed over riflle tables. The largest screening plants of this type are operated by DML Resources in their Arahura and Mikonui mining operations where the plants have the capacity to screen up to 250 m3 of gravel per hour. These plants usually employ jigs and centrifugal concentrators for gold recovery. Unique amongst current operations is the Grey River Dredge, a bucket ladder dredge capable of processing 700 m3 per hour similar to those that operated earlier this century. Gold concentration is by a series of jigs. The number of plants operating in recent times peaked at around 130 in 1987 (coinciding with a nominal average gold price of $751) and since that time has steadily declined to 80 units in 1993 and about 45 - 50 units today. This cycle of rapid expansion and then steady decline has been repeated on the West Coast since the original gold discoveries in the mid nineteenth century.

BUCKETT (Lake View and Star Limited) : At the outset I should like to add my congratulations to those already extended to Mr..Norwood on his excellent paper, which has given us all an inspiration to strive further to improve our plant recoveries. In some respects this paper has left us so little to discuss without considerable time spent on. further research work. At all points one is met by a baffling array of facts which leave one feeling hesitant to speak.The careful and methodical way in which Mr. Norwood went along step by step until all channels of research presenting themselves were tested to his own satisfaction leaves me with but a few comments to make. Particularly striking to me is the explanation of the residual gold values in calcines by recrystallization of haematite and here is a line to be attacked by future studies. This will be mentioned again later.Particularizing on the paper, the first point that struck me was the method of change of pyrite through to the final haematite. I have never been able to satisfy myself that a sample taken from various positions along a roaster when cooled, as described on p. 397, represented a fair sample of the conditions at that point, but I must confess that I have not found a substitute that did satisfy me.However, the following figures are illuminating... This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

Grinding of iron ore is an essential step to utilise ore fines for pelletisation needed for DRI units. While preparing iron ore pellets for DRI production, the iron ore needs extensive grinding which is highly energy consuming step causing the process to become non-viable in some cases. In the present paper an attempt has been made to evaluate grinding performance of thermally treated ore compared to normal ore grinding. Such thermal pre-treatment has been found to reduce the energy requirement with lower consumption rate of grinding media. It has been observed that by applying thermal shock the ore is rendered weak with improved grindability. The stresses generated due to thermal treatment may extend existing micro-cracks in the ore and in some cases it may even nucleate fresh cracks. Experimental studies carried out on thermally treated hematitite ore reveals that the heating to 400¦C followed by water quenching can cause a reduction of 45 per cent in grinding energy. THE Australian States and New Zealand have for many years provided instruction in mining, metallurgy, geology, and their allied subjects through their Universities and Schools of Mines. Though such education has been provided at considerable expenditure, there is no legal recognition whatever given to the holders of degrees, diplomas, or certificates granted by the authorities controlling these educational institutions. Certain of the, Australian States and New Zealand require, however, that mine managers and other officials employed by the mining industry shall 'hold' certificates granted by their respective Mines Departments.The position at present is that each educational institution is practically a law unto itself, and therefore in many ways there is a want of uniformity amongst institutions all aiming at the same result the training of mining men. THE object of the present paper is to give a brief description of the metallurgical process followed by the Grand Junction Co, and the results obtained therefrom. All figures quoted are from the actual working of the plant over a period of six months from January to June, 1910. The short ton of 2000 lb. is used by the company. Its gold is valued at 84s. per oz. fine, silver at 2s. per oz. fine. The ore consists essentially of a gangue of quartz and calcite, with 8 to 10%sulphide-pyrite, sphalerite, galena, chalcopyrite, and traces of arsenic and antimony. The colmtry-rock is a highlyaltered dacite. Small stringers of highly-mineralized ore penetrate the footwall of some of the lodes, forming a valuable stockwerk up to 3 ft. in thickness. In stoping, this is mined with the well defined lode, thus bringing into the mill at times a considerable quantity of hard country-rock. The gold exists in an exceedingly fine state of division, consequently rendering it necessary to grind very fine to obtain a satisfactory extraction.

The paper discusses assay methods generally used when prospecting for gold, and also the applicability of various chemical methods, it describes a new paper chromatographic technique.for making fairly rapid semi-quantitative assays for very fine gold. Testing of the method in field work shows that this simple method could have applications in geologic work, in prospecting and in certain routine mine sampling work. It is not yet a method that can be used to detect anomalies in traces of gold dispersed around an orebody, as is general practice in geochemical prospecting.INTRODUCTIONAccording to the English economist Harrod (1958), "the acute shortage of gold in the world-because currency value has not been adjusted in line with the fall in the goods value of the various currencies-has been a familiar fact for some time now". Harrod calculates that a rise in the price of gold to double its present value is necessary to rectify this condition, and that, if this rise were to take place, increase in production and reduction in private hoarding might well bring annual accretion to world stocks from the presentaverage of about $464 million to a figure close to the $2,000 million that would probably eiiminate these shortages.Any increase in the price of gold is bound to lead to a great increase in prospecting at working mines, in abandoned areas and possibly in untouched country. Prospecting, techniques for base metal orebodies have improved greatly in the last thirty years; but methods available to detect gold occurring without accessory metals have not received the same attention.
