A recent Evening Post Headline read 'Officialdoms Inertia Risking Millions in Growth Strategy'. The article beneath that headline outlined the difficulties encountered by the Government's growth strategy projects and included the paragraph 'public efforts by Government to brush up communication of the widespread nature of its growth strategy is believed to have been matched by efforts in private by some ministers to overcome their frustration at the constant delay while reports and paper work are moved between departments and through the system'. The article went on to point out that these delays could cost New Zealand millions of dollars in lost overseas exchange savings. We as responsible citizens should be appalled or at least concerned that such costly delays should or even could occur. But those on the outside of the system who spend much of their working life prodding, reminding, pleading, cajoling, even begging, the bureaucracy should be excused a smirk or a smile or even a good belly laugh. The Minister is usually a part of the bureaucracy passing judgment on someone else's proposals. This time the Government has plans of its own. Plans which it wishes to see implemented as rapidly as possible and even with the assistance of the precautionary National Development Act with its 'fast track' provisions those plans have got bogged down in the bureaucratic machine which this Government has done as much as any other to create. In the circumstances, the thought of Her Majesty's Ministers frustrated at the constant delay while reports and paper work are moved between departments and through the system is not unpleasing.

The paper outlines the development of a solvent extraction process for the recovery of scandium, yttrium, thorium, and heavy lanthanides from waste sulphate liquor at the Port Pirie uranium treatment plant. A summary is given of known solvents for these elements, including the recently developed alkyl-phosphoric acid esters which are applicable to sulphate solutions.A kerosene solution of di- (2'-ethylhexyl) phosphoric acid (EHPA) has been suggested by some workers as a suitable solvent for fractionation of the lanthanides. Experimental work with this solvent showed that it could be used for initial recovery of the above elements from low concentrations in the complex sulphate liquor. In particular, scandium could be recovered as a high grade product by extraction with 0·lM EHPA, followed by a purification strip with 9N sulphuric acid, and final stripping of scandium with sodium hydroxide solution.To enable alkaline stripping to be used successfully, the kerosene solution of the reagent was modified by the addition of a small proportion of nonanol. Experimental work included laboratory scale batch tests and small pilot scale continuous tests.A proposed extension of the process for the separate recovery of individual heavy lanthanides, yttrium, and thorium is described.INTRODUCTIONAt the Port Pirie uranium treatment plant of the South Australian Government, large volumes of "barren liquor", free from 'uranium, are at present run to waste. Multiple regression analysis was used to predict elemental concentrations of copper and nickel in soils from consideration of the concentration of these elements in vegetation in an ultrabasic complex in New Zealand. Regression equations were computed from sixteen independent variables involving concentrations of ten elements in plant ash, and various physical factors such as slope and altitude of the site, and height of the tree. One elemental and one physical variable were significant for nickel at the 90 per cent level of probability and five elemental and two physical variables were significant for copper at the same level. Use of the regression equations explained 32·5 per cent and 26·5 per cent of the variance in the respective relative accumulations (amount in plant divided by amount in soil) of copper and nickel.Predicted concentrations of copper and nickel in soils agreed more closely with the observed values in the soils than did the levels of these elements in plant ash.Although the results may specifically apply only to the test area, the principles should have universal application.

Mining law has developed in Great Britain (GB) over centuries, mainly in response to lessons learned after disasters and other major incidents. This has led to a culture of preventing repeat accidents, rather than predicting and controlling unsafe acts or conditions.This paper explains how, initially in response to a government drive to reduce the burden on industry, the opportunity was taken to review and reform all 48 sets of GB mining-specific law into a single document. Sheeted vein gold deposits are characterised by multiple subparallel veins and often free milling gold. Variability in gold grade and recovery parameters are enhanced by poorly designed sampling and test work protocols. Poor quality samples generally equate to an enhanced nugget effect. A sample can be described as being representative when it results in acceptable levels of bias and precision. Total sampling variability can be quantified by the relative sampling variance, which measures the total empirical sampling variance influenced by the heterogeneity of the lot being sampled under the current sampling / test work protocol. Effort should be made to minimise the relative sampling variance through Theory of Sampling (TOS) and quality assurance / quality control (QA/QC) application. This contribution reports on a case study that exemplifies how high-quality grade and recovery data can be gained from a well-designed and planned drilling, sampling and test work program, followed by bulk sampling. Results across historical resource drilling, geometallurgical drilling, laboratory assay / test work, geometallurgical modelling and a bulk sampling/pilot processing study are reconciled. A whole core, entire-sample test work protocol was used to acquire fit-for-purpose gold grade and recovery data for inclusion into a Pre Feasibility Study reported in accordance with the JORC Code.CITATION:Dominy, S C, O’Connor, L, Xie, Y and Glass, H J, 2017. Establishment of the Cadia East Panel Cave Stage One (PC1S1) commenced with the firing of the first bell in early 2011. Production began with the completion of the undercut in May 2014. PC1S1 used a post-undercut composed of 114 drawbells covering a footprint area of 73 438 m². The extraction level is located at a depth of 1200 m below the surface and is based on a 32 × 20 m El Teniente layout. Cave establishment required the construction of multiple conveyor drifts, a large-capacity jaw-gyratory crusher and ancillary ventilation and pumping infrastructure. Preconditioning via hydraulic fracturing and blasting was implemented at various locations of the cave block height. THE township of Costerfield is situated in the parish of Costerfield, county of Dalhousie, and lies 6 miles east of Heathcote and 30 miles south-east of Bendigo. It is separated from Heathcote by the Mt. Ida Range, which forms the western boundary of the Silurian formation. It is situated at the head-waters of Tin-pot Creek, a small southerly tributary of the Deegay Ponds Creek, which flows east to the Goulburn River.The field was discovered in 1860 by two prospectors, Coster and Field, who were guided there by a shepherd, M Nicol Coster and Field had already discovered an antimony lode about three miles nearer Heathcote, when M Nicol offered to guide them to the larger outcrop. The main Costerfield reef at that time projected above the surface, and was white through oxidation, though the bluey sulphide showed on fracture. No alluvial gold of any consequence was obtained at Costerfield, but a little was obtained, at Redcastle, 7 miles to the north, and in some of the gullies to the east.Following its discovery there came a period of prosperity to Costerfield, while the mining operations were confined to the oxidized zone. The early success of mining at Costerfield was due to the gold values, and it is probable that the oxidized zone was secondarily enriched. The earliest available record of values is a crushing of Coster and Co. on the Antimony reef (now known as the Costerfield reef), when 200 tons from a depth of 70 ft. averaged 4 oz. per ton in July, 1861. At this time a crushing mill had not yet been erected at Costerfield, and the ore was carted and treated at Redcastle. The massive antimony ore, consisting of mixed oxides and sulphides, was separated by hand-picking as "marketable ore," and the remainder crushed for gold. Fundamental studies on the transformations of iron oxides have been carried out and related to the solution conditions in the Becher Process. The results show that a number of iron oxide interconversion reactions occur in the aeration reactor with the products depending on the pH, temperature and oxidation potential of the aeration liquor. It is concluded that the lack of process control in the aeration reactor of the Becher Process significantly hinders the ability to predict and produce high quality single phase iron oxides of a consistent colour.

In setting out to describe the methods and machinery employed at Iron Knob the writer does not attempt to give any information as to the situation, topography or geological features of the locality. This, together with estimates of the quantities of ore still available, has been carried out in a most thorough manner by R. L. Jackr and F. R. Hockey. This essay is intended to deal with working methods as they exist to-day, beginning with drilling, blasting, quarry traction, etc., and touching on such details as the supplyof electricity, water and compressed air.At the present time almost the entire output of ore is won from the hill known as Iron Monarch. Owing to the number of chemical processes now in use for the separation of metals from their ores, and the consequent employment of chemicals at the mine, it is sometimes necessary to be able to produce them on the spot. This particularlyapplies to sulphuric acid which may be required for the manufacture of chlorine and of sulphate of copper, or for the treatment of'sulphides and other purposes. It can be made from brimstone for rather less than £3 per ton, but when delivered to any distance from the works, the cost of packages and other charges would amount to more than the value of the acid.I hope therefore, that to any of the members of the Institute who may find it necessary to make sulphuric acid for their own requirements an outline of the process, and some details of the plant etc may be useful, and perhaps lead to their devising improvements, mechanical or otherwise. Though acid can be made from pyrites in Europe for about 15/- per ton, it is probable that for most metaIIurgical purposes the quantity required. and the uncertainty as to how long it would be needed, would make it advisable to spend as little as possible on plant, and so use brimstone, though more expensive, I have therefore given no details of pyrites burning, which is very fully treated by Prof, Lunge in his work on " Sulphuric Acid and Alkali."

Using iron- and sulfur-oxidising bacteria to catalyse the breakdown of sulfides that host the gold is an important biological method for the pretreatment of refractory gold ores. Following this biological treatment a combination of chemical and physical methods are used for leaching (such as the cyanide process) and concentration (such as carbon-in-pulp or electrowinning) of gold. Although these methods are well accepted by industry, they harbour limitations in the processing of low-grade refractory ores, and regulatory agency/public acceptance of cyanide use. Thus, it is beneficial to industry to develop environmentally friendly, cost-efficient leaching and concentration techniques that are based on micro-organisms. This may soon be possible by adapting the results of recent regolith geoscience research, which has shown that micro- organisms are capable of driving a biogeochemical cycle of gold dispersion, transport and reconcentration in the supergene environment. The indigenous microbiota in biologically active soil microcosms from a number of Australian sites are capable of solubilising up to 80 wt per cent of the gold contained in these materials during 50 days of incubation. Studies using molecular microbial techniques have shown that a metallophilic bacterium, Ralstonia metallidurans, is present in biofilms on gold grains from a number of Australian sites. R metallidurans is capable of actively accumulating gold from solution, suggesting that the bacterium may contribute to the formation of secondary gold grains and nuggets. Identifying the biochemical and physiological pathways that lead to the dispersion and accumulation of gold in regolith, and quantifying the reaction kinetics of these processes may thus lead to the development of industrial bio-processing capacities for gold-containing ores.

The solvent extraction section of an old Uranium Plant in the Vaal River region (North West Province in South Africa) produced a substance called CRUD (Chalk River Unidentified Deposit) that formed within the aqueous/organic interface of the settler of the solvent extraction circuit. The CRUD was deposited together with gold tailings to the tailings dam many years ago. Previous research done on the CRUD confirmed that exposed CRUD leaches Mn and Ni at concentrations that are well above their acceptable risk limits as well as Zn that leaches at concentrations that are slightly lower than its acceptable risk limit. Soil washing and bioremediation technologies were employed to treat the contaminated soil.   Various laboratory test work and the pilot scale studies were conducted in parallel with each other and the results of the laboratory studies were used to determine critical parameters. Four lixiviants, ie sulfuric acid, acetic acid, oxalic acid and ethylene diamine acetic acid were tested at three concentration levels ie 0.001 M, 0.0001 M and 0.00001 M, respectively. Column tests showed that the leaching of the heavy metals increases as the soil porosity increases. Silica sand was added to increase porosity of the contaminated soil. Highest Mn removal was achieved mainly by sulfuric and oxalic acid at 0.001M at all soil levels. EDTA was significantly efficient in the removal of Ni and Zn. The recovery of heavy metals, particularly Mn, decreased as the depth of sampling increased.   Heterogeneous bacteria and filamentous organism plate counts were conducted to evaluate the growth of the bacteria and filamentous organisms in the soil. Results showed that more organism growth took place in the bioremediated soil with a fertilizer added to it. The leaching of metals from the soil that was bioremediated in the pilot study was generally higher than the extraction of the metals from the soil that was leached with no bioremediation carried out. The results from this study suggest that the leaching of heavy metals from the contaminated soil is to a large extent dependant on the pH of the leaching solution. By increasing the soil's porosity and bioremediating the soil, higher extractions of metals were achieved.

Removal of As(III) and As(V) in Aqueous Solution There are toxic arsenical species such as As(III) and As(V), and arsenious species have specially strong toxicity. The strong toxicity causes contamination of groundwater and water pollution for the semiconductor production process. This study is concerned with the removal of As(III) and As(V) with various kinds of Mg/Al layered double hydroxides (LDH) containing CO32-, SO42-, Cl- and NO3- as interlayer anionic species. The anion exchange property is different from the kind of layered double hydroxides and the Mg-Al-NO3-LDH is superior in the anion exchange property of As(III) and As(V) due to the nature of nitrate ion existing in the interlayer. The pH condition suitable for As(V) removal is 7.1 or more. If the initial conditions such as 10mg/dm3 of As(V) concentration, 7.1 of pH, 1 m3 of amount of solution and 99 per cent of removal are fixed, the required amount of Mg-Al-NO3-LDH is 0.27kg for two step-batch operations. The As(III) is suitable to oxidize to As(V) before the removal processing.

Mount Read is 'situated in the county of Montagu, on 'the west coast of Tasmania, about 20 miles inland from. Remine in an easterly direction, 15 miles northerly from Mount. Lyell, and 30 miles south-east from Mount Bischoff, and is one of the mountains forming the west coast range; it rises to a height of 3890 ft. above sea level.About eleven years ago the first mineral section was taken up on Mount Read by a Hobart company, known as the Mount Reid Silver Mining Company, consisting of 25,000 shares its holding consisted of one section of 80 acres, held under mineral lease. Prospecting was carried on for some months under great disadvantages, as all supplies had to be carried up the mount from Dundas, a distance of nine miles, on men's backs, until a pack track for horses was made.The track rises 2500 ft. in the first five miles, and then falls 200 ft. from that point to the mines, which are at an altitude of 3000 ft. above sea level, and at a point about two miles westward from the summit of the mountain, approximately midway between Mounts Read and Dundas.

This paper reviews the changes in the coal industry over the past 30 years and attempts to predict the trends over the next ten years. The last 30 years have seen a steady concentration of production into fewer, larger mines, which operate on 3: more continuous basis, and a major increase in productivity per employee. Coal exports have increased from zero to almost half the country's total production. As well as major changes in exploration and mining equipment and the increasing use of computer tools, the industry now operates in a relatively new regulatory and commercial environment.   Safety legislation now requires the writing and enforcement of policies and procedures by the mining companies, rather than adherence to inflexible regulations enforced by an Inspector. Accident rates have decreased dramatically. The transition from coal mining licences to permits, requiring landowner consent and resource consents, is well under way. Environmental controls are now an essential aspect of the industry.   Equipment suppliers now offer maintenance services, production guarantees and flexible financing.  Contract miners offer mine design and restoration as part of the contract. In a similar approach, Solid Energy now offer an ash disposal service and assistance with resource consents to their customers as well as investment in technology to ensure a consistent product to demanding specifications. Solid Energy has proposals for energy centres which install and operate the coal burning appliances and simply sell energy to the customers. The next 10 years should see an intensification of these trends of bigger mines, more exports and greater technology and a 'package' approach to customer service.

THE slide-rule, as a quick and convenient instrument for performing approximate calculations, is steadily growing more and more into favour with the engineer, and results obtained by it are considered close enough to enable him to satisfactorily dealwith a considerable portion of his work. To the surveyor, however, whose ordinary computations must be as precise as his measurements, the present makes of rule are insufficient, except for a very narrow margin of the scales and for rough work. Few will carry the rule when they can clearly see that it is unreliable for general routine, and the careful surveyor is inclined to look askance at those who do use it, recognizing the temptation there undtmbtedly must be to push it into work that the log book should be called upon to treat. From the fact that a surveyor's duties take him on the surface in all weathers, and underground in many wet and uncomfortable places, where the manipulation of a book of mathematical tables becomes both awkward and patience-trying, an efficient slide-rule must offer the mbst transparent advantages. Again, a surveyor being specially trained to read divided scales quickly and accurately, the slide-rule must commend itself as an apt addition to his outfit.

In this, the centennial year of The Institute, it is appropriate that the history of the Institute in New Zealand be recorded. I am indebted to John Dew, compiler of the centenary publication æMining People A Century - Highlights of the First Hundred Years of The AusIMM 1893 - 1993Æ, for many of the early historical references in this paper. In July 1892 the Amalgamated Mining Managers' Association of Australasia held its annual conference in Ballarat, Victoria, Australia, when it was suggested by the delegate from Broken Hill that the time had arrived for the establishment of an Australasian Institute of Mining Engineers. Resulting from this meeting at Ballarat, a Provisional Committee was formed at Broken Hill with the object of forming The Australasian Institute of Mining Engineers having the following objectives. To promote the arts and sciences connected with the economic production of the useful minerals and metals, the welfare of those employed in those industries by means of meetings for social intercourse, and the reading and discussion of professional papers with the circulation by means of publications amongst its members and associates the information thus obtained.

This paper is intended to give a general review of current gold extraction technology for free-milling or non-refractory auriferous ores. Fundamental process concepts and some of the differences between the current technologies is referred to. Typical flowsheets and layouts are provided and it is demonstrated that technology for extracting free-milling gold is relatively simple. For environmentally sensitive areas such as encountered in New Zealand relevant cyanide decay and destruction technology is also discussed. Brief mention is made of some likely future innovations. Finally reference is made of New Zealand's previous significant contribution to gold extraction technology. These contributions were pioneering ranging from the cyanide leaching of gold to adsorption by carbon and precipitation by zinc. New Zealand has not allowed its potential gold projects to develop at a rate commensurate with the rest of the world thereby stifling its renowned innovative approach in this technology. It is time for New Zealand mining to recognise its unique opportunities in developing gold extraction technology and again take a rightful place in leading the way.
