I would like to start by thanking The AusIMM and CSIRO for organising this excellent conference and inviting me to give a keynote address. Today I will focus on some broad observations of our industry, and leave the technical discussion to my colleagues who are presenting specific papers covering a wide range of topics. In preparation for this paper, I did a little research into the early history of the Pilbara iron ore industry. I was fascinated to read a quote attributed to Harry P Woodward, the Government Geologist in the late 19th century, before Federation. Mr Woodward described the Pilbara as an iron ore country and observed that æthere is enough to supply the whole world should the present sources be worked outÆ. Mr WoodwardÆs prediction could be viewed as wishful thinking and certainly at Hamersley Iron I would gladly envisage the Pilbara supplying the worldÆs entire iron ore needs! In reality, Western Australia accounted for 162 million tonnes or 36 per cent of seaborne trade in 2001. An impressive effort, but not quite the total world supply as Mr Woodward imagined. But we shouldnÆt dismiss these historical musings out of hand û perhaps we could see it as a challenge for the industry to æwork outÆ the present sources. We all know there is abundant iron ore in the Pilbara, and I expect it is only a matter of time until our collective technical expertise and sheer hard work will enable us to utilise its greater range of ore types. Opening up new markets will be a key pathway to creating additional value from the Pilbara ores. Today I will examine the state of play of our industry and the major influences that shape our business at present, before considering what the future might hold for us. I canÆt guarantee the accuracy of my crystal ball, but the stability and long-term nature of our industry does enable some reasonable hypotheses on where we are heading. I will also spend some time examining the way in which the iron ore producers are working to maximise the value of their resource base and obtain more from their existing capital assets.

This paper describes how water is being planned, managed and used in Queensland as both a precious natural resource, vital for healthy ecosystems, and as a valuable tradeable commodity, necessary to secure economic prosperity. Queensland has been progressively implementing a planned package of water industry improvements agreed by the Council of Australia Governments in 1994. The Water Act 2000 provides the legislative basis for implementing the COAG water reform framework in Queensland and sets out statutory water planning processes. A Water Resource Plan (WRP) is a strategic document that specifies water sharing and environmental flow outcomes across a whole catchment over a period of up to ten years. A Resource Operations Plan (ROP) sets out the details of implementing a WRP, including environmental flow rules, establishment of tradeable water allocations that are separate from land, rules for water trading, rules for operating water infrastructure, arrangements for the release of any unallocated water identified in the WRP, and requirements for monitoring and reporting. Water Resource Planning and Resource Operations Planning are progressing in priority catchments and aquifers across the State. Ways to obtain a water entitlement now depend on whether a WRP and/or a ROP exist in a particular catchment. Water trading provides for the buying and selling of water entitlements on a permanent basis where permitted under a ROP. Details of tradeable water allocations are securely registered on the Water Allocations Register, which is similar to a land titles register. Leasing and temporary transfers of water entitlements are also possible. Water brokers are emerging to facilitate water trading which aims to improve water use efficiency and move water to higher value uses. Queensland is leading the way in the implementation of the COAG water reform framework and the pursuit of sustainable water resource management. The StateÆs progress in this regard is increasing certainty for water users, while ensuring that considerations of equity amongst existing and future users and amongst various uses, as well as considerations of ecological sustainability and the wider community, are all taken into account. The mining sector stands to benefit substantially from these new approaches to planning, managing and using this precious resource.

The minerals industry has been given an opportunity to grow and continue to advance again in an environment where there is the potential to reap big rewards for efficiency improvements due to buoyant metal prices and the growing demand of markets in Asia. Improving efficiency may also provide a better return compared to risks of expansions and bringing new projects online due to limited human and financial capital.An opportunity for improvement presents itself in the area of mine-mill reconciliation, which entails the quantification of the variance between measurement points along the mining value chain. Reconciliation factors are calculated from the variance between respective sections within the mining sequence. These factors are commonly used as key performance indicators to provide a check on the performance of the operations. Over parts of the mining value chain, there is a fair understanding of the reconciliation between the Resource and Reserve estimates and the measured metallurgical plant inputs and product outputs through understanding of the mine-mill interface. The quality of reconciliation data gathered across the mine and plant is generally not well established due to practices employed in generating the data. The reconciliation variances are often a function of data accuracy and quality used in the comparison. In general, the sources and magnitude of measurement and sampling errors and their impact on reconciliation are not that well understood. Examples of the current practices of mass measurement, sampling, sample preparation, chemical analysis and quality assurance for broken ore and across the metallurgical process stream are considered. Guidelines are given for those reconciliation elements that are identified as requiring a high degree of confidence for Mineral Resource/Reserve and metal accounting reporting. Gold mining cyanide-bearing solutions can pose a risk, cause significant wildlife deaths and adverse public relations and result in non-compliance with regulatory conditions. The International Cyanide Management Code for the Manufacture, Transport and Use of Cyanide in the Production of Gold (the Code) was developed as a voluntary code to encourage industry-wide improvements in managing cyanide responsibly. The Code requires design and implementation of robust monitoring programs for compliance under the following standards of practice: 4.1, 4.4 and 4.9. A robust monitoring regime can be complicated as each processing and tailing system is different. The following systems are commonly used in Australia: carbon-in-leach (CIL); carbon-in-pulp (CIP); heap leach process ponds; tailing waste disposal systems; peripheral discharge, central discharge and in-pit disposal. Some terrestrial wildlife can be denied access by fencing tailing storage facilities (TSFs) or other physical barriers, therefore limiting wildlife interaction with cyanide-bearing tailing and solutions to mainly birds and bats. While wildlife monitoring programs for processing and TSFs contain similar core attributes, it is necessary to adapt monitoring to take into account the site-specific features of each system. These core attributes are discussed in this paper, with reference made to cyanide concentration and associated methodologies. The issue is considerably complicated if tailing solutions are deemed or discovered to be toxic to wildlife. Essentially cyanides are required to be measured to gain an understanding of the concentrations to which wildlife may be exposed. This usually equates to measuring the cyanide concentration of solutions entering and leaving a tailing system. To assess the risk to wildlife presented by tailing and heap leach systems it is necessary to monitor both the hazard (cyanide concentrations) and the exposure (live wildlife species, presence and interaction). These tasks need not be arduous and a system of simple frequent monitoring has been developed and implemented for Code compliance. The wildlife monitoring developed by Donato Environmental Services (DES) and used at mining operations departs from the industry norm. It documents observer effort, live wildlife presence, habitat and behaviour in a tailing system, as well as deaths and carcasses. A greater understanding of wildlife cyanide toxicosis associated with this monitoring approach will enable mining companies to adopt a proactive approach to significantly reduce, or preferably eliminate, the impact on wildlife and assist in gaining Code compliance.

Drill performance monitoring studies were recently completed at the Fording River mine, British Columbia. Microprocessor-based instrumen- tation and data analysis techniques were developed with the objective to improve short and long term mine planning. Data analysis permitted the identification of thicknesses and interfaces between soft/hard zones at depth based upon the recorded responses of the drill. Data clearly con- trast the soft coal seams and harder waste rock units based on variations in recorded drill rotary speed and torque, hydraulic downpressure, bail- ing air pressure and instantaneous rate of penetration. These parameters were monitored and recorded at 10 cm sampling intervals. Processed drill data was correlated with gamma logs, an existing means for locating coal seams and distinguishing between waste units. Current development of a pattern recognition module aims towards automated interpretation of drill data, identifying micro-and macro-geological and geomechanical rock mass characteristics. Delay between acquiring, processing and interpret- ing the drill data for practical use by mine personnel should be minimized. Integration of this technology with the mine's current main-frame based Mine Engineering Application System software will enable more accurate and timely annlication of the nrocessed drill data.

The Renison Bell Tin Mine on the West Coast of Tasmania has recently installed a new underground ore handling system incorporating underground crushing, conveying and hoisting facilities. Contracts for the sinking of the shaft and the development of the mine were let and managed by the operator, Renison Limited. Hardcastle & Richards was responsible for the design, procurement and construction management of the fixed plant and equipment including civil, structural, mechanical, electrical and instrumentation services. The system demonstrates worldÆs best practice in design and incorporates a state-of-the-art integrated control system allowing the entire system to be controlled by a single operator located in the underground crusher chamber. A rapid construction period was achieved, despite the difficult and constrained underground environment, without affecting the ongoing operations of the mine. The mine, which was established in the mid-1960s, had previously operated by trucking ore to the surface via a decline. Truck haulage distances and costs had increased as the mine became deeper over the years. By the 1990s it had become apparent that, in order to remain economically viable, it was necessary to reduce truck haulage distances and allow the mine to go still deeper to access orebodies such as Rendeep beneath the current workings. The Internal Shaft System achieved this by eliminating approximately 5 km of truck haulage. It allows the production rate to be increased to up to 1 Mtpa compared with a limit of 628 kt per annum by direct truck haulage to surface. The access it provides to the Rendeep ore and other deep orebodies greatly increases the amount of ore which can be economically mined.

Attempt has been made to determine the nature of charge on activated carbon surface by studying the electro-kinetic properties of the carbon in the presence of cations, anions and aurocyanide solutions. The zeta-potential measurements were made in the presence of individual ions and also in combinations. The cations and anions chosen were those commonly associated with gold bearing ores in Kalgoorlie area. It was found that the iso-electric point of Norit Carbon was at pH 4.45; below this pH the charge was positive, while above, it was negative. In the absence of gold cyanide solutions and in the presence of individual cations the i.e.p. shifted to the alkaline range (pH 7.2-8.5) while in the presence of anions the i.e.p. was shifted to less than pH 3.5. In the presence of aurocyanide solutions, the iso-electric point was still in the acid region irrespective of whether anions or cations were present. The probable mechanism for such a behaviour has been attempted after measuring the specific conductivities of solutions before and after gold adsorption, by studies using the electron- probe-mirco-analyser, and S.E.M. on the carbon surface.

In Northland, New Zealand, localised large deposits of halloysite clay have been produced by in-situ alteration of rhyolite volcanics of Pliocene or Pleistocene age, which were erupted through pre- Pliocene sedimentary strata and locally through Pleistocene basalt; and which were subsequently onlapped by further basalt flows. Alteration to clay has been a result of both hydrothermal and of meteoric processes, and decreases in intensity of alteration with increasing depth.The raw material is crushed and fractionated to produce a product of less than 2 micron particle size, which is of exceptional whiteness and brightness. The unique properties of the clays render them highly desirable for specialised ceramic purposes.

The Iron Prince orebody occurs within the Lower Middleback Jaspilite Horizon of the Middleback Group and consists of hematite within host rocks of jaspilites and schists. The ore was probably the product of leaching of silica from jaspilites and replacement by iron, concentrations occurring in suitable structural traps. The narrowness and the presence of extensive dolerite amphibolite dykes within the orebody make it essential to operate a grade control programme in advance of the faces. Information from drilling is drawn up on bench plans, step plans and impurity overlays, and these serve both in day to day production planning and in long term planning. Mining is done selectively by open-pit methods and blending conducted by keeping at least three faces of different grades of ore open at any one time. No stock piles of ore are kept for blending, but contact ore, contaminated ore and enriched material are dumped for later beneficiation.

The twin iron ore islands of Cockatoo and Koolan are located in the spectacular setting of Buccaneer Archipelago off the Kimberley coastline of WA.Cessation of ore shipments from Koolan in 1993 ended 42 years of continuous mining activity which began with the first shipment of ore from Cockatoo in 1951.

The Paleoproterozoic Hitura Ni-Cu deposit in western Finland is in an ultramafic igneous complex composed of two subvertical plug-shaped bodies embedded in intensely migmatised felsic gneisses. The ultramafic complex is not far from a north-south trending graphitic and sulphidic gneiss zone interpreted to be a primary sulphide-graphite unit in the metasedimentary sequence. The sulphide accumulation exists as a zone parallel to the contact of the northern ultramafic body. The ultramafic rock types, now mainly serpentinites, have primarily been olivine adcumulates in the core grading to olivine orthocumulates and pyroxenites towards the margins. Coarse-grained felsic pegmatite veins injected serpentinite where they now exhibit prominent zoned alteration rims of chlorite, antophyllite and talc. The serpentinite core of the body was primarily an olivine adcumulate derived from a tholeiitic or high-Mg basalt parental magma with about 11 wt % MgO. Metamorphism and alteration have totally changed the igneous mineral compositions and the rock types are serpentinites (from olivine adcumulates), ambhibole-bearing serpentinites and amphibole-chlorite rocks (from pyroxenites). As the result of CO2 alteration talc is an accessory mineral throughout the serpentinite. Like silicates, also sulphide minerals are altered. In the core of the body the low-grade sulphide dissemination still reveals primary igneous interstitial forms. The core sulphides are now mackinawite, pentlandite and valleriite instead of primary igneous pyrrhotite and pentlandite derived from Mss. At the marginal zone the heavy dissemination and net-textured sulphides display pyrrhotite-pentlandite-magnetite intergrowths with magnetite films along cleavage of sulphides, mackinawite in pentlandite and exsolution textures of different low-temperature pyrrhotite phases as the result of alteration processes. Mechanically weak rocks, complicated structures and textures of the ore, magnetite and mackinawite intergrowths in pentlandite and readily-floating MgO silicates cause problems in exploitation of the deposit. An internationally recognised and uniform method for classification, categorisation and designation of mineral and energy resources is not yet available. With the increasing need for reliable and comparable coal resource data it is necessary to standardise the traditional classification procedures by quantifying the three basic evaluation criteria of economic feasibility, geologic assurance and recovery. For well documented deposits, geostatistical methods can considerably improve classification quality. A review is undertaken of major classification with particular emphasis on those that incorporate limits on estimation error.A geostatistically based algorithm for classifying coal resources within the current Queensland and New South Wales codes has been developed.Application of the classification algorithm for resources from a number of seams exhibiting different structural characteristics is assessed. The method is found to give classification results that closely reflect the error associated with an estimate of resource quantities based on current sampling densities.lbis requires a careful geostatistical analysis with an emphasis on geological awareness. Resource category restrictions although albitrarily assigned should remain constant for all deposits being compared. This requires some engineering judgement with additional interpretation also required for isolated and peripheral block.

The narrow quartz vein deposits at Konongo and Ghana Main Reef gold mines in Ghana were emplaced during the plastic flow cross folding of pre-existing sub-isoclinally folded volcanic and perivolcanic deposits of Proterozoic age. The older fold structures tightened differentially according to their position in relation to the axes of the cross fold pattern giving complex outlines to the reefs in both plan and cross section.Some 4500 measurements of bedding plane linears were used in the resolution of the Boabedroo footwall structure at Konongo. The methodology developed at the Boabedroo mine was then successfully applied to other complex bodies at the Konongo and Ghana Main Reef mines.All mine development, especially stope preparation, of the folded quartz reefs at Konongo and Ghana Main Reef was controlled by the geologist to ensure that the veins were removed with as few geologically enduced hiccoughs as possible.

The discovery of gold mineralization at the Manhattan mercury mine, Napa and Yolo counties, California in 1978 was the result of applying a new exploration ore deposit model in a region previously unprospected for gold. This discovery, the McLaughlin gold mine, owned and operated by Home-stake Mining Company, is a classic epithermal mercury-hot springs-gold deposit currently producing approximately 7,776,000 grams of gold annually.The exploration program that led to this discovery was based on a mercury-hot springs-gold genetic model. The model was developed using basic knowledge of ore-forming processes plus careful field observations made during examination of many known precious metal districts in. the Western U.S.A. Theoretically, hot spring systems could host gold deposits and, indeed, gold in these environments had been recognized for years. However, at the time of the McLaughlin discovery, it was not known to occur in sufficient quantities to inspire geologists to explore hot spring systems specifically for gold. Field observations recognized the presence of hot spring deposits and mercury mineralization asso-ciated with precious metal districts, (Bodie, California being a type example), and this associ-ation prompted the development of a hypothetical model. Subsequent exploration activities were directed towards the examination of mercury mines and prospects as potential targets for gold deposits. The model envisioned hot spring deposits (sinter) containing mercury mineralization at the surface with anomalous gold values grading downward into significant ore grade gold values.

Current mine ventilation systems have evolved from simple, limited energy, series or multi split layouts motivated by low suction, slow running, surface fans. Concentration of coal production from fewer working places and ventilation splits, and varying needs, hazards and challenges, however, have led to substan- tial changes. Modern ventilation systems, therefore, are more complex, sometimes more interdependent on others, more energy intensive, and are founded on the use of multiple airways and greater suction, higher speed surface ventilators and often booster fans. Intensi- fication of output has resulted also in higher gas emission rates, the wide adoption of fire- damp drainage, and sometimes in particular problems such as spontaneous firedamp emissions. Some coal mines are subject to spontaneous outbursts of coal and firedamp. These and related matters and current practices and developments are leading to discernible trends, potential advances, and further changes in Practice.

Statistics show that despite a low lost-time accident rate there is a high fatality rate from falls of ground in pillar extraction work. Investigation of accidents indicates that in many cases the planned ex- traction cycle has been ignored. Better training, supervision, and personnel protection and where possible changed systems are suggested as a means of improving safety and achieving better Results.

Mount Isa Mines' Hilton Mine was brought into large-scale production in 1990/91 at a time of sharply falling metal prices. To ensure the operation's survival and eventual prosperity there was an urgent need to reduce operating costs and increase revenue. A target of a 40 per cent increase in productivity over five years was set. Strategies to obtain the required improvements were developed on the basis of greater involvement and increased contribution from the workforce, major changes to the mining methods and the development and application of new technology. This paper describes the organisational, operational and technological changes that have been implemented at Hilton and presents the results achieved to-date.

Ventilation, air leakage, and various cutting, loading and support movement operations all have a role in dust distribution on longwall faces as shown by the results of a large number of dust measurements on different longwall operations in the Bulli seam on the South Coast. It is concluded that leakage of air on the face has demonstrable mfluence on the exposure of the shearer operator to dust level. It is possible to calculate dust generated by various elements of a rrurung operation on the face from a single point measurement. In the examination of dust deposition from the source of generation as a function of particle size, it is found that respirable dust can remain airborne over long distances without any significant drop in concentration, if unobstructed.

Paddington processing plant is located approximately 30 km north of Kalgoorlie on the Menzies Highway and is owned by Placer Dome Asia Pacific. First mining was from the Paddington Pit, but in subsequent years the plant has had a history of treating ores from a large number of sources, and has used several different methods to reconcile mining and mill production. Reconciliations are necessary to keep a check on the quality control of mining and grade control processÆs. There is a need to be able to identify and resolve issues that will affect the profitability of the organisation quickly. They are also used to check the quality of the resource/reserve statements, and allow the accurate and timely payment of royalties to stakeholders. During the formation of the Kalgoorlie West operations when Delta Gold Limited and Goldfields Limited merged in 2001, the complexity of reconciliations increased dramatically. The expansion of the scope of reconciliations to include two mills, four underground mines and seven open pits, and ore from one deposit to both mills meant that a revised strategy was essential. A variety of issues have arisen over the years with discrepancies occurring when reconciling both tonnes and grade. There are many ways to approach reconciliations, and in recent times these philosophies have been widely debated on site. A consistent and logical approach that takes into account many different sources of ore, as well as different methods of delivery to the Run of Mine stockpiles is therefore necessary. This would standardise the different approaches taken by the various operations that combined to form Kalgoorlie west. The new method reconciles mill production back to the individual ore sources, and produces reconciled-mined tonnes and grade based on the mill throughput and the change in stockpiles. There will generally be a small discrepancy between the claimed mined tonnes produced (and grades) and the mill production. This needs to be highlighted to the operations concerned if it considered unacceptably large. Paddington mill over the last few years has had up to ten sources of ore each year, and up to 15 different stockpiles being processed during each month from those various pits. This combined with the need for a blended oxide/fresh feed, whilst striving to deliver a consistent (grade and hardness) product to the mill, has meant that reconciliations have been very difficult.

This paper deals briefly with three of the more controversial aspects of the geology of the Mount Isa ore deposits namely the geologic structures, the method of ore deposition and the origin of the ore.In the section on geologic structures, an outline is first given of the purely tectonic deformation advocated by the early authors. The current interpretation, which differs in the proposed order of events and causal forces, is then discussed. Other concepts, which attribute all or part of the deformation to sedimentary features or preconsolidation movement, are outlined ilnd commented on.The remaining two sections deal mainly with the better known lead-zinc orebodies. In the first of these a brief description and criticism is given of the early interpretation which was based on the deposition of successive waves of mineralisation which replacedindividual beds in the shales. The current ideas, which visualise emplacement of the ore between the beds rather than replacement of them, is then discussed. The final section develops the case for a sedimentary origin of the lead-zinc ores and broadly outlines the author's ideas concerning the evolution of the Mount Isa ore deposits.INTRODUCTIONAny consideration of the geology of Mount Isa must begin with the work of Blanchard and continue with that of Hall. Individually, or as co-authors, they published various papers on the geology of Mount Isa. Of these, the best known is their "Rock Deformation and Mineralisation at Mount Isa" (1941) which gave a comprehensive account of all aspects of Mount Isa geology.It is necessary to appreciate the limits set on geological knowledge of the mine and environs in 1941 by the extent of mine development and regional geologic studies. Underground, 7 level (897 ft.) was the lowest producing level. Development on 8 (1073 ft.) and 9 (1247 ft.) levels consisted only of exploratory drives and crosscuts in the vicinity of the Davidson Shaft. The tops of the 650 and 750...
