THE 650-ton underground mill of The Empire Zinc Company of Colorado (a subsidiary of The New Jersey Zinc Co.) serves the Eagle mine at Gilman in the Battle Mountain mining district of Colorado, The topography is rough, the mine and mill being under Battle Mountain and the adit entrance in the north wall of the canyon of the Eagle River, which is here a steep gorge. The town of Gilman stands on a shoulder of the mountain at altitude 8975 ft., above sea level, along the Pike's Peak ocean to ocean highway and contains the company office and the usual facilities of a modern mining town. The railway contact is at Belden, altitude 8370 ft., at the bottom of the gorge directly below Gilman, where the westbound track of the Denver and Rio Grande Western Railroad is cut along the north bank and the eastbound track along the south bank of the river. A general description of the mine, mill and service facilities, with an account of the geology, character of the ore and methods of mining and milling having previously been published in a series of articles1, this paper will discuss with as little repetition as practicable the reasons for building the mill underground rather than as a conventional structure, the methods of construction employed and the experiences gained in what is apparently the pioneer plant of this type and extent. There is a large historical background for underground plant construction. From the dim past caves have been used for dwellings, stables, storage and shops. It was natural that where caves were available their many advantages led to their enlargement to suit convenience and where they were not available but the ground conditions, topography and drainage were favorable, to the construction of artificial caves. In the vicinity of Epernay, France, extensive underground chambers protect the manufacture and storage of champagne-an intricate and ingenious application of chemical engineering-and in recent years these plants have been mechanized by the installation of conveyor systems. Regarding the results of preferential flotation at Cananea, Weinig has stated that "The concentrating mill of the Cananea Consolidated Copper Company at Cananea, Mexico, furnishes an excellent example of modern flotation practice. The complete figures are given because they present so forcibly the advantages of modern selective flotation."l L. 0. Howard notes that "Perhaps the outstanding example so far published of improverrients in results through the use of selective flotation is that at Cananea, Mexico."" The following notes indicate the conditions under which the results were obtained at Cananea; also the effect of preferential flotation at the concentrator and at the smelter. In the majority of cases the full benefit of selective flotation is not fully realized, as the concentrates are shipped from the mill to smelters owned by other companies. The saving made at a certain concentrator by this method of flotation may be well understood but the saving resulting at the smelter from the results of preferential flotation at the mill is not so apparent, as the data are contained in the smelting records of some other company. Even at the smelter the great gains following preferential flotation may not be noted, as a variety of ores and concentrates from various sources are received and the difference from the changed concentrator operations of a certain mill may be obscured. As noted by Professor Weinig and Professor Howard, the results obtained at Cananea brought about a veritable metallurgical revolution at the smelter. There are probably plants at which a better preferential separation is being made than at Cananea. Many ores contain barren iron pyrite which, when depressed, does not carry copper into the tailing. Some concentrators use clean uncontaminated water for milling and in others the ore is ground much finer than at Cananea. All of these items are concerned in perfect separation. The pottery of the New Jersey Zinc Co. (of Pa.) is equipped to make three classes of refractories; namely, spelter vessels, spelter condensers, and high-grade fire-brick. The most important of these are the spelter vessels, on account of the extreme severity of the service which they must perform, necessitating great care in the selection of materials and in the whole process of manufacture. Next to the spelter vessels in importance come the condensers, as large numbers are used in the manufacture of spelter, and improvements in quality result in material decreases in working cost. While the fire-brick which form the laboratory, or high-temperature portion of the spelter furnaces, are placed at the foot of the list, they are nevertheless of much importance, since high quality will decrease the frequency of the always expensive shutdowns for repairs. To promote simplicity, the manufacture of these three products will be described separately in this paper, except in so far as materials and the crushing and handling system common to all are conccrned. Materials Bond Clay.—The bond clay used entirely at the Palmerton pottery is a St. Louis clay furnished by the Grand View Fire Clay Co. It is stored in a system of covered bins, and no attempt is made to weather it in the accepted sense of the term " weathering." Some years ago our clay was weathered before pugging, but we did not find the benefit sufficient to offset the additional handling and the loss of clay incurred. Furthermore, we believe that the rotting of the pugged mix (described later) accomplishes the same results to better advantage. That there is some action taking place in the clay while stored in the covered bins, however, is evidenced by an increase in volume which at times has caused damage to the retaining walls of the bins. We have at present a stock of bond clay weathering in the open, and when this is put into service an opportunity will be afforded for making comparisons with the clay as usually handled.

The operations of the Copper Range Co. are located in the Michigan copper district at the southern end of the Keweenaw Peninsula, 8 miles southwest of Hough ton (the center of the district). All the producing mines are situated in a long narrow zone paralleling the peninsula and occupying the central portion. This zone is about 25 miles long and 3 to 4 miles wide. The important mines, in their order from northeast to southwest, are, Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet & Hecla, Osceola, Franklin, Quincy, Isle Royale, Baltic, Trimountain, and Champion; the last three are operated by the Copper Range Co. The existence of copper deposits in this district became known soon after the discovery of America. Many references by early explorers show that copper was found in the possession of many of the American Indians that inhabited the Great Lakes region. There is abundant evidence that exploration of these copper deposits extended into prehistoric times; and some indication that the American Indians carried on operations shortly before the advent of white men. An account of the finding of primitive mining appears in the Government publications of 1850-51 by Foster and Whitney. Although earlier expeditions by white men had been made to the Keweenaw peninsula, an attempt to commercialize the district was not made until after 1765, when Alex. Henry, a British subject, searched the shores of Lake Superior for mineral treasure. His first expedition took him to the Ontonagon River, where he found the famous mass of copper now on exhibition at Washington. In 1771, he started operations along this river with a crew financed by English capital; but after much difficulty and only meager success he found only detached masses while in search for a major deposit. There is no record of any cxploration from 1774 to 1820. In 1838, Dr. Douglas Houghton was appointed state geologist. In our study of the mechanism of and the prevention of corrosion in stainless steels, it was considered of fundamental importance to obtain knowledge of the surface structure of such alloys. If corrosion resistance is due to a self-healing oxide layer, which like a paint film protects the underlying metal, it would be obviously relevant were the effort made to make the film less permeable and more adherent; for example, the surface might be expected to respond to an anodizing process, which is found successful in increasing the film thickness and corrosion resistance of aluminum. However, if passivity and corrosion resistance of stainless steels are due to another cause, the attack of the problem would follow another path. One of the most effective techniques for studying passivity and corrosion tendency is the measurement of the electrochemical potential. Not only can one determine by potential measurements whether a metal is active or passive, but also one can determine the degree of passivity and rate of transformation of passivity with time. Chemical media that build up or destroy passivity when in contact with the steel can also be classified by potential measurements. Something can be learned, too, of the effect of alloy additions such as molybdenum to 18-8, known to decrease corrosion of the alloy in chloride solutions. A study of alloys in previous investigations has sometimes included data on the electrochemical potentials. Tammann and Sotterl measured the electrochenlical potentials of alloys of iron-molybdenum and iron-chromium and reperted the critical concentration of molybdenum or chromium at which passivity initiates. Strauss2 made similar measurements for the iron-chromium system. The electrochemical potential3 has also been used to indicate carbide precipitated 18-8. In 18-8, heat-treated to precipitate carbide, active metal exists at the region of the grain boundaries, contrasted with passive metal within the grains, the active metal accounting for a resultant active potential. THERE are two general types of scientific approach to a problem. One approach, which is the more widely known, involves an analysis of the situation at the beginning of the experiment; this is followed by an analysis of the situation at each instant of time during the experiment and leads to a-detailed description of the prevailing conditions at the end of the experiment. Suppose, for example, we wish to predict the final rest position on a billiard table of a ball moving initially in a certain known direction with a known speed. The obvious approach is to estimate or measure off its course by consideration of angles of rebound, taking account of the "English" or spin if necessary and finally estimating from experience (or calculating from coefficients of friction) the slowing down occasioned by friction, thus establishing the point of the course at which the ball may be expected to stop. Any interference with the calculated course occasioned by collision with an unanticipated object would obviously cause us to revise drastically our estimate of the rest position. This general method of approach characterized by detailed description of how one situation developed from another seems intuitively appealing and is the most widely known method. There is no doubt that it gives very satisfying results when it can be used. There is a second general method of approach. In this method, the final state of a system is predicted from knowledge of general broad principles and their application, considering only the restrictions imposed upon the system. It is unnecessary to follow the course in detail; intermediate steps are not even considered. For example, if the billiard table mentioned in the first paragraph were tilted to one corner, one could predict that the final resting place of the ball would be in that corner; this prediction can be made independent of any particular course the ball may follow. This second general method of attacking problems is the one used in thermodynamics. There its use is so outstand-

The almost universal acceptance of electrical logging by the petroleum industry calls for a critical examination of the physical bases of the common methods. This is particularly needed for the natural potential log. The conventional explanations are based on the phenomena of electrofiltration and electro-osmosis. However, experimental data show that they fail to give a basis that is quantitatively sound. Moreover, they lead to interpretations of details of electrical logs that are erroneous. It was found experimentally that when a plug of shale is placed in a chain of dissimilar electrolytes, a current flow results. Experiments on oil-well cores and fluids similar to those existing in wells show that potentials are set up which are in reasonable agreement with those encountered in electrical logging. Doubtless other sources of potential are important but this explanation not only accounts for much of the potential but also clarifies some fairly familiar examples of misinterpretations. Introduction The extraordinary value of electrical well logging as a tool for petroleum engineers and geologists is now so uni- versally recognized that it is not necessary to point out the ways in which it can be useful. It is sufficient to mention only the saving that has resulted from the elimination of much coring that would have been necessary under former practices and the considerable additions to reserves resulting from the discovery of sands missed in coring. Paradoxically, the very remarkable success that has resulted from the application of electrical logging to correlation and completion problems has cost some of its most consistent users dearly.' The fact that some operators have placed unwarranted faith in erroneous interpretations of electrical logs does not reduce the value of the logs. It should, however, make one pause long enough to ask why experienced users should be misled. The answer to this question is not hard to find. In nearly every case, the fault has been oversimplification. This is illustrated very aptly by the familiar interpretation and theory of the natural potential log. Recording and Interpreting Logs The natural potential log is extremely simple to record precisely enough for all present-day uses. One needs only an electrode, a cable to lower the electrode through the drilling mud, a recording meter and a surface ground connection. The electrode can be elaborate but need not be. A simple brass rod 2 in, in diameter and 2 or 3 in. long is quite satisfactory. The cable need not be particularly well insulated, nor need it have a very low resistance. The oxidation kinetics of ZrC was studied between 450" and 580°C in oxygen pressures from 6.5 x 10-to 1 atm using a ther mogravimetric apparatus and sized powder samples. Two parallel rate controlling processes were observed. A surface reaction occurring at the ZrC-ZrO2 phase boundary accounted for most of the oxidation and had an activation enthalpy of 46 kcal per mole. The other process, believed to be diffusion of oxygen into the ZrC lattice partially replacing carbon, had an activation enthalpy of 53 kcal per mole. The enthalpy for chemisorption of O2 on ZrC was determined to be —13 kcal per mole. Water vapor in the presence of oxygen accelerated the surface reaction rate. THERE has been little reporting of formal rate studies or attempts to ascertain the mechanism of oxidation of carbides. MacDonald and Ransley1 studied the oxidation of titanium carbide which has the same structure as zirconium carbide, fcc. They observed an initial increase in rate with increasing temperature followed by a rapid decrease through a rate minimum and a subsequent second increase at higher temperatures. The discontinuity in the rate rise was attributed to a phase change in the oxide which changed the rate determining step from the surface reaction at the carbide-oxide interface to diffusion through the oxide layer. Samsonov and Golybera 2 studied titanium carbide and reported that during the initial period of oxidation a dense film of Tic-TiO was formed followed by the formation of less adhering layers of higher oxides. The purpose of this investigation was to study the kinetics of oxidation of zirconium carbide and to attempt to gain some knowledge of the mechanism by which oxidation occurs. EXPERIMENTAL PROCEDURE Measurement of the weight gain associated with the oxidation of ZrC was used to determine oxidation rates. The principal experimental parameters were surface area, temperature, and oxygen pressure. Although moderately sized crystals of ZrC can be grown by the Van Arkel method, the only commercially available ZrC is a powder. In using powders, the surface area must be controlled either by fabricating the powder into a sintered pellet with a measurable surface area, relatively fixed during oxidation, or by using sized unconsolidated powder and applying appropriate geometric considerations to the shape of the grains to correct for their diminishing surface areas as they oxidize. IN THE Southwest a number of large steel chimneys discharge the gases from the copper smelting furnaces. Some of these chimneys show no deterioration after twenty years, others show serious deterioration after tour years service. A steel stack 20 ft. 7 ½ in. (6.3 m.) in diameter by 279 ft. (85 m.) high, Fig. 1, used for roaster gases only at the Calumet & Arizona Mining Co.'s plant at Douglas, Ariz., was lined to the top of the bell, 40 ft. (12 m.) from the base, with common brick placed on end, lime and cement mortar being used. Above the bell, the stack was lined with 4 by 4 by 8 in. (10 by 10 by 20 cm.) building tile, placed on end, making a lining 4 in. thick. The tiles were supported on angle-iron rings, riveted to the inside of the chimney shell about 15 ft. apart. The chimney was put into use in the latter part of 1913. Four years later, considerable of the tile lining had fallen out of place and mixed with the flue dust at the bottom of the chimney. About a year later, several . flattened and distorted sheets were noticed about 70 ft. below the top. An investigation showed that the thickness of these distorted sheets, which was originally ¼ in., had been reduced one half. One year later, or six years after the chimney went into use, several holes, a square foot and smaller in area, appeared near the flat spots mentioned. Soon afterwards, when the chimney was shut down for repairs, it was found that most of the tile lining for 125 ft. from the top had fallen out and that the steel shell was badly corroded; but where the lining remained in place the shell was undamaged. Many of the tile which had fallen out of place had become soft or flaky and crumbling, others were as hard as when placed. An analysis of the hard and soft tile is shown on p. 2. These tile were of a fireclay mixture, and were used instead of common brick on account of lower cost. The steel forming the upper 125 ft. (38 m.) was replaced, and a 4 ¼ -in. (11-cm.) lining of firebrick was laid from the bell to the top of the chimney. The brick were placed on end, wedges and keys being used. After each 8-in. course was set, keyed, and wedged tight, thin mortar -water, sodium silicate, and finely ground silica-was worked into the joints. The brick are supported on angle-iron rings, every 15 ft., in the same way as the tile.

Book Review Mexico, TODAY AND Tomorrow. By E. D. Trowbridge, Detroit. The McMillan Co., New York, 1919, 353 pp., 7;2 X 5 in. $2.00. The first eight chapters are devoted to an historical narrative of the Mexican peoples from the earliest times to the close of the war with the United States in 1345. "In dealing with events antedating what may be termed modern Mexico" the author has "made no attempt at original research, and so far as concerns anything prior to 1900, the work here presented is a repetition, a reflection, of the findings of opinions of Fiske, Prescott, Bancroft, Luis Perez Verdia and other authorities." The remainder of the hook deals with Mexico during and since the Diaz regime. It is interesting throughout but is not always convincing or consistent. Social conditions are described in a way illuminating and possible only to one who is familiar with the peon and his hitherto seemingly hopeless position in reference to the wage system and church oppression. In fact, the author makes the hold accusation that the "primitive rather than immoral" condition of the peons in the matter of their marital relations is due to the disregard of the church for their welfare and capabilities. The true accounts of the Madero revolution and the Huerta regime read like fascinating medieval fiction. The reason given for men remaining in the Madero army is still the controlling one regarding any of the armies there. "They had horses, arms, all the food they wanted, money to spend and no work." The discussion of Mexican financial schemes is wholly from the Carranza viewpoint. To meet a monthly deficit of ten million pesos the author says "the government forced loans from the National Bank, and Bank of London and Mexico, and repeated the operation several times, finally practically exhausting their bullion and cash reserves. Hostile foreigners refer to this operation as the looting of the hanks! Drastic as this action was, there was good ground on which to justify it." However, that necessity knows no law is never an acceptable tenet except to him who applies the screws. The discussion of the economic problems and their solution is rather chimerical and presupposes a civil and national virtue in the present government not discernible except to one ultra friendly. The book is an interesting exposition of the very much involved situation from the viewpoint of approval of both the Carranza government and the attitude of the United States in its dealings with him. The editing of the book leaves something to he desired. P. E. B.

Tkermodynamic functions for dilute solutions of uranium in liquid cadmium were obtained from galvanic cell measurements. Deviations from Henvy's law were observed at concentvations down to 2 x 10-3 atom fraction. Unusually large negative values of the pavtial molal relative enthalpy and excess entvopy of uranium, suggestive of the occu,vvenctwe of partial ovdering of cadmium around uranium in these solutions, were found. The negative relative partial molal enthalpy of uranium at the liquidus accounts for the observed retrogvade solubility of metallic uranium between 473" and about 630°C. The standard free enevgy of formation of UCd,, from a-uranium and liquid cadmium is given by F,° THE constitutional diagram of the U-Cd system,' Fig. 1, is unusual in several respects. The near equality of the Goldschmidt atomic radii2 (Cd, 1.52A U, 1.56A) might be expected to give rise to extensive mutual solubility of the elements except for the restrictions imposed by differences in valence and electronegativity.3 The latter factors must be strongly influential because mutual solubilities in the terminal solid phases are probably negligible, and the solubility of uranium in liquid cadmium in the readily accessible range is only about 1 at. pct. Interestingly, the solubility of uranium in liquid cadmium actually decveases slightly with increasing temperature from 473" to about 630°C. Such a retrograde solubility in a liquid phase is a rare phenomenon in metallic systems; no other authenticated examples were found among the nearly 700 binary phase diagrams compiled by Hansen and Anderko.2 These observations suggested the existence of some unusual interaction between uranium and cadmium. Greater insight into the nature of this interaction was sought by measurement of the thermodynamic properties of the system. EXPERIMENTAL PROCEDURE The emf of cells denoted by the scheme was measured. Each cell consisted of two uranium and two alloy electrodes immersed in a molten lithium chloride-potassium chloride eutectic mixture containing uranium trichloride. The physical arrangement is shown in Fig. 2. The potential between any pair of electrodes could be measured with a Leeds and Northrup Type K-3 potentiometer. The measurements were made at points marked in Fig. 1. It should be noted that points on the phase boundaries represent the concentrations of uranium in the saturated liquid phases of heterogeneous alloys. Uranium Electrodes. Uranium, which is not a particularly soft metal, is capable of retaining residual stresses, and its potential may depend upon its physical condition. The application of the Scintillometer to radioactivrty surveys in boreholes of oil wells has made it possible to determine bed thickness with a high degree of accuracy. This fact, combined with known relation of logging variables, makes thin bed porosity determination practical. With the use of the Scintillometer a method hot been derived whereby the apparent level of radiactivity, as recorded on radiation logs, may be converted to the true level. The true level of radioactivity is that level to which the recording pen would have traveled had the detector remained at a given depth for on infinitely long period of time. This factor is: radioactivity level, Ra, is the apparent radioactivity level, T is the bed thickness, D is drag, and L is the length of the detecting system. This method depends entirely on accurate measurements of bed thickness and drag. A thorough discussion of the concept of time constant and logging speed as related to drag is undertaken. INTRODUCTION Neutron curve interpretation has become one of the accepted methods for porosity determination in oil field practices. A great deal of literature has been published about neutron derived porosities, but this has been concerned with thick beds, or possibly even averaging of a series of thin beds as a single unit. There has been a lack of written information on methods whereby porosity can be evaluated for beds less than 10 ft in thickness. In certain areas, production is derived from relatively thin formations. The importance of thin bed evaluation, the fact that the Scintillometer is an adequate tool for this application, and the general lack of published information concerning neutron porosity for thin beds are the fundamental reasons for presenting this method of porosity determination. This concept is not put forth with the idea of discounting existing methods, but is merely suggested as a modification of other accepted methods of porosity determination which makes no allowance for quantitative evaluation of thin beds. The effects on the neutron log of counting statistics, statistical variation in the porosity of earth materials, and hole size must be taken into account to obtain neutron derived porosities. Since these effects have been described in past literature, the authors have not made an attempt to go into the subject in detail. With the use of statistical and repeated sections on the log, it may be determined which responses on the log actually correspond with lithologic changes. HAVING previously told you about lodestone, azure, emery, and manganese, things that perhaps belong more properly to the stones than to the metals, the desire has come to me to describe rock crystal as well and, with this, some of the better-known gems, although they are things that are not classified with metals, as far as I know, or even with the serniminerals. In truth, they are neither one nor the other, but they are stones and have the nature of stones. But let them be what they may, in order to avoid straying from the subject we have begun, we shall say that they have mineral properties in their species, as for instance, in respect to their colors. It would seem an error to me if, while I am giving you information on so many other useful things, I did not give you this as well, if for no other reason than because it is a fine accomplishment for a gentleman to have some knowledge concerning gems. Thus since I have proposed to do this, beginning to speak of crystal, I tell you that it is a lustrous, transparent, and limpid stone, composed by Nature with a predominance of wateriness. Thus, contrary to the order of natural things, it has been believed by many that Nature has generated it of pure water by means of a powerful and continuous coldness that always exists in those mountains and places where it is found, for the waters and snows can never melt there because of the great cold. They have tried to prove this opinion of theirs by saying that crystal still retains the nature of frozen water, and that this is. shown not only in its appearance but also in the fact that, like ice, it floats without sinking to the bottom when it is put in water. They also say that it is customary to put it under the tongues of the thirsty on account of the, coldness and moistness which it gives, and that it quenches the dryness of their thirst. But even if all these things were true, as they are not, they do not upon consideration bring us to the conclusion that it is water, because the diamond and the beryl would do the same. Therefore it does not seem to me credible [391 that it is as they claim, for it is a stone generated as such by Nature. And then, if this were true in those places where it rains often and many snows are formed, and these should freeze and never melt but

Recording and Interpreting Logs The natural potential log is extremely simple to record precisely enough for all present-day uses. One needs only an electrode, a cable to lower the electrode through the drilling mud, a recording meter and a surface ground connection. The electrode can be elaborate but need not be. A simple brass rod 2 in, in diameter and 2 or 3 in. long is quite satisfactory. The cable need not be particularly well insulated, nor need it have a very low resistance. A transmission electron microscope study was made of magnesium single crystals deformed in torsion using the basal pole as the forsional axis. While this type of deformation is predicted to result in the formation of hexagonal networks of screw dislocations, these networks were not observed. The basic dislocation arrangement consisted of arrays of nearly parallel and approximately equally spaced dislocations. The average dislocation density was over an order of magnitude higher than that required to account for the torsional deformation. The observed high rate of work hardening in these crystals is consistent with both their high dislocation densities and the arrangement of dislocations in pile-ups. The experimental observations are also in agreement with the assumption that dislocation sources are activated not only at the surface but at interior locations as well. In considering torsional deformation, Amelinckx and Dekeyser1 postulated that when a torque is applied to a crystal oriented with a glide plane normal to the specimen axis, deformation occurs by the following steps: 1) Nucleation of dislocation sources at or near the specimen surface in areas where the shear stress, resolved along a slip Burgers vector, is a maximum; 2) the screw orientations of the dislocations accommodating the twist move inwards towards the specimen center. If two glide directions lie on the glide plane, the geometry shown in Fig. 1 should result; 3) the screw dislocations that pile up in the central part of the specimen cross-slip to form a grid. At the same time, screws of opposite sign and most edges leave the specimen. Tinder,2 using zinc crystals twisted about the basal pole, independently reached essentially the same conclusions. He suggested a mechanism involving nucleation of ?(1120) screw dislocations at the six points of highest resolved shear stress that lie on the cross-section near the surface. Under the applied shear stress these dislocations were assumed to move inward and interact so as to form a hexagonal network of screw dislocations. Today it is often accepted that rotational slip occurs by a mechanism of the above type, but to our understanding this has never been experimentally proved. This paper reports an experimental study of rotational slip, using magnesium single crystals, that indicates that in this metal rotational slip does not conform well to this mechanism. Practically all underground work on the Minnesota iron ranges is done by miners working on a so-called contract wage system. This system, while it has certain advantages over the straight day's pay or company-account method of wage payment, has serious and vital defects. In view of the scarcity and demands of labor, it is important that employers of labor scrutinize their systems of wage payments carefully, not only to save losses and trouble, due to labor disturbances, but also to secure the greatest efficiency of their workmen and reduce their operating costs. It is admitted that an adequate, just, and equitable wage is the prime factor in bringing about these benefits. The wage of labor and its method of application and payment have been, and always will be, the main factors in the unrest and dissatis. faction of labor. Not only does labor want and need an adequate wage, assuming that work is adequately performed, but it wants and is entitled to a just and equitable wage. Labor must have respect for the fairness of the wage and for the fairness of the management in the application of the wage It is conceded that the Minnesota iron miners are now, and have been, in the main paid adequately, but the inherent defects of the so-called contract system prevent any just or equitable application of this wage to the various units of the labor body. The defects of the contract system, with its obvious inequalities, favoritisms, and injustices, are cancers in the brain of labor. Every thinking miner realizes these defects and knows just what they are; the unthinking do not realize the details of the subject, but each month they are forcibly reminded of these defects through the pay envelope. As practiced on the iron ranges, however, the so-called "contract " system is not a contract and the name is a misnomer. No true contractual obligation exists. As usually practised, the contract system involves the setting of a price per foot in development work, or per foot or per car, usually the latter, in slicing or stoping, by the mining captain, and assumes its acceptance, though often under protest, by the men. A price is set for each working place, in which there are usually two men per shift. This price includes labor and supplies, such as explosives, fuse and caps, shovels, carbide, etc., and the men divide the total earnings less the amount expended for supplies. Before describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor—that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work Be spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities.
