The fact that the floatability of minerals with fatty-acid collectors changes as the pH of a pulp varies was utilized in the early days of flotation, when sulphuric acid was used with oleic acid to float sphalerite and galena. from gangues which themselves float with fatty acids in alkaline pulps. Gaudin1 showed that this difference in floatability is a regular function of the extent of the change in pH. The present paper offers an explanation of the phenomenon, and on the basis thereof sets up recommendations for control of soap-flotation operations. Experimental Parallelism between floatability of a mineral in a given environment and its contact angle in that environment is so well established,2 and the contact angle is so readily and rapidly measurable, that contact angles have been used throughout the experimental work to indicate relative floatability. Experiments comprised contact-angle measurements on a number of representative minerals and metals, and a variety of subsidiary tests designed to check and to amplify the contact-angle indications. Contact-angle measurements were made by the method described in detail by del Giudice.3 Sequence of procedure for determination of the points of Fig. I was: I. Polish specimen. Most specimens yielded zero contact angle after polishing; a few showed a slight "cling." Cling is characteristic of specimens that pit on polishing; it is due to a residue of organic contamination, originally on the particle surface, which persists in the pits. The cling did not change total contact angle after conditioning, and is not, therefore, additive in the upper part of the curves of Fig. I. It may have broadened the bases of the curves for the affected minerals slightly. 2. The specimen was next conditioned in soap solution for 5 minutes. 3. The conditioned particle was transferred, under conditions that precluded surface drying, to an aqueous solution of the pH desired and contact angle determined. 4. The particle was thereupon transferred, again without surface drying, to water. The confirmatory tests will be described at the places pertinent in the argument. Discussion of Results Gaudin and Vincent4 have shown that contact angles with heptoic acid as a collector decrease for a given specimen when the concentration of collector present falls below a certain value. A similar reduction in angle occurs with collector-conditioned particles that are visibly slime-coated, and varies roughly with the extent of coating. Since in the last case the reduction in angle is certainly due to reduction in the proportion of total conditioned mineral surface presented to the bubble, the authors believe that the same condition prevails in the first case cited, and that similar reduction in angle and floatability will occur whenever starvation quantities of collector are present, whether by design or by reason of excessive consumption.

Several productive areas in the Mid-Con-tinent are broadly and briefly examined with respect to the present depth of drilling on productive structures, and the thickness of sediments remaining untested. Evidence is offered to show that a vertical mile to two miles of untested but prospective formation remain within reach of the drill. In no case would a well deeper than 15,000 ft. be required, and in most cases to no greater depth than 10,000 ft. Recent outstanding success of deeper prospecting in West Texas demonstrates the merits of deeper drilling on known structure. Introduction New fields discoverd during I942 equaled or exceeded the number in any preceding year. The total amount of oil found by these discoveries was less than in any previous year, for which accurate records are available. This means that the pools now being discovered are much smaller than in past years. This is to be expected, since the prospects available during 1942 were largely those overlooked in the earlier years and therefore represent a second or third order (in quality) of structural feature. This failure to find pools of good size and quality raises grave doubt as to the security of our future oil supply. With military needs rising almost daily, and the period of heaviest con- sumption in our war effort still in the future, there is even a growing doubt as to our ability to supply the amount needed for our ultimate victory. This does not mean that our reserves are inadequate, but rather that our "capacity to produce" may be inadequate. Lacking large fields with flush production, our capacity to produce is rapidly approaching our current needs. ,Since the industry is unable to find the large new fields necessary to keep a safe margin of "capacity to produce," other means are needed. It seems obvious that one of these should be deeper prospecting on the large, proven, productive structural features now known. The exploratory wildcat is drilled primarily in search of a trap and the reason for failure to find oil and gas in nine out of ten cases is due to the absence of a suitable trap under the drill site. Therefore, deeper drilling on a known structural feature that is productive largely eliminates the greatest hazard in wildcat drilling. While by no means all the oil known today is found in structural traps—in fact, some have estimated that less than half is so located— the fact remains that structural traps are far more commonly the oil fields that have multiple horizons of production superimposed one over the other. Outstanding examples are the Eldorado field in Kansas, the Tonkawa and Cushing fields in Oklahoma, the Louden and Salem pools of Illinois, and the richest and most prolific of all structural traps, the Long Beach, Ven-tura and other similar fields of California.

The year 1942 in Michigan was devoted largely to the development of fields discovered in 1941 but was also characterized by a great increase in prospecting for new productive horizons below the Dundee limestone. Some new fields were discovered but as yet these have shown few signs of being of major importance. Michigan's total production for 1942, of 21,754,000 bbl. of oil, as reported by the U. S. Bureau of Mines, was second only to the record year of 1939 when 22,799,000 bbl. of oil were produced. All important fields were prorated throughout the year, and it is obvious that without proration a new all-time high would have been established for the state this year. Maes A map of the oil and gas fields of Michigan in 1941, published in the report for 1942, shows the main producing areas and should be referred to if information in regard to their location is desired.* The main producing zones were shown in the columnar section in the same publication. Development in Fields Reed City Field.—During 1942 the Reed City field, which ended 1941 with 112 producing oil wells, added 70 new producers to bring the total at the end of the year to 182 wells and 4700 proven acres. A south extension of the field developed during the year was in large part responsible for the increase. Approximately 9,000,000 bbl. of oil was produced from the field during the year, bringing the total accumulated production to the end of the year to roughly 11,750,000 barrels. Headquarters Field.—The Headquarters field, which started the year with ro producing oil wells, ended the year with 41 wells aid 1240 proven acres. Approximately 2,300,000 bbl. of oil was produced in 1942. Kawkawlin Field.—Although not a 1941 discovery, the Kawkawlin field has been actively developed on the 40-acre spacing plan during the last year, 42 producers having been completed, bringing the total number of wells at the end of the year to 77. Nearly 500,000 bbl. of oil was produced during the year.

The North Texas district, as' herein defined, includes the counties of Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita, and Wilbarger. This area covers generally the crest and south flank of a system of buried mountains known as the Red River uplift. The oil and gas accumulations along this feature are in traps, which, although localized by structures incident to the regional uplift, usually are modified by stratigraphic changes in the sediments. Excepting those in southeastern Baylor, southern Archer, and southwestern Clay counties, all the fields within the district are on this Red River uplift. These exceptions, which have the same type of oil and gas accumulation as the other fields, are on the extreme north end of the Bend arch, which is a broad anticline plunging northward from the Llano uplift in central Texas to Archer County. The larger part of past oil and gas production has come from Pennsyl-vanian strata, with less important amounts from the Permian, and minor but increasingly important quantities from the Ordovician. Developments during 1942 Approximately 500 wells were drilled in the district during 1942, in contrast with some 1600 wells drilled during 1941, and only some goo oil wells were completed, a decrease from 1941 of more than 10 per cent in the number of successful drilling operations of the total wells drilled. Production increased slightly over the previous year in spite of a decrease in the number of producing wells. The average depth of discovery wells was some 600 ft. deeper than in 1941. Although more discoveries produced from horizons above the base of the Strawn series than those below the Strawn, the deeper horizons, including the Bend series of the Pennsylvanian, the Mississippian limestone, and the Simpson and Ellenburger of the Ordovician, furnished most of the addition to oil reserves. The largest single addition to the reserves was again in the Ellenburger formation in the K. M. A. field. During the year 47 wells were completed, bringing the total developed acreage in this horizon to some 5450 acres. The most active area was Montague County, in which eight fields, or potential fields, were discovered although only 39 oil wells were completed. K. M. A: Pressure Maintenance Satisfactory progress was made by the K. M. A. Pressure Maintenance Association in 1942, At the end of the year, 100 wells were being used for input and total monthly volume of gas returned to the reservoir reached a high of 430,971 M cu. ft. in December, with an input ratio of 587 cu. ft. of gas returned for each barrel of oil produced during the month. The methods of electrical prospecting, which employ contact electrodes to produce an electric field in the ground, furnish information concerning the constitution of the material beneath the surface, as indicated by the distortion of this artificially produced field and anomalies therein. To reveal the distortion of such field of known character, it is only necessary to measure qualitatively the direction of the field, using sensitive compensation methods. In such a case, the survey is relatively simple, and that is an important factor from a practical point of view. The distortion of the normal field thus determined permits an easy interpretation and gives approximate information as to the subsurface conditions, without the necessity of a thorough theoretical knowledge of the electrical field. The true field of application of the equipotential lines and search-coil methods, which are based on this principle of directional determination of the electrical field in the ground, is that of search for deposits of economic minerals for the mining industry, although they can also be used in solution of other problems; for example, in the determination of the strike of anisotropic beds. The distortion of the electric field as represented by the picture of equipotential lines or other measured curves is striking only when bodies having conductivities different from that of the country rock are embedded in the underground, or when the underground is anisotropic. It is obvious that methods based on such a simple principle and capable of solving directly many of the practical problems of mining geology have found a widespread application. However, these methods are unable to furnish any information as to the presence, depth and physical properties of layers in the underground, which have different conductivities, but are parallel, or only slightly inclined, to the surface. It is now generally conceded that if a steel is to develop optimum physical properties in the conventionally quenched and tempered condition, the microstruc- ture after quenching should consist wholly of martensite; and that transformation of austenite to intermediate-temperature products during quenching will have a deleterious effect upon the physical properties, particularly the toughness, of the tempered material. This implies that, in order to obtain the optimum physical properties from a given steel, its "harden-ability " should be high enough to suppress all transformation except that to martensite under the heating and quenching conditions to which it will be subjected, and this premise is probably the most important reason for hardenability control. However, the criterion of hardenability that at present is most widely accepted and used is based on a microstructure of 50 per cent martensite. This criterion, which was suggested by Grossmann,' does have considerable justification. It may be readily measured by a fracture or etch test and, since it represents the point at which the hardness is changing most rapidly with variations in cooling rate, it may be determined empirically from a hardness-depth curve by determining the point of steepest slope (the inflection point). IT is only within the past 10 years that serious attempt appears to have been made to improve rotary drilling fluids by the application of the principles of colloid chemistry, although the use of chemicals to control the rheological properties of clay slips has long been known in the ceramic industry. The main difficulty apparently lay in the lack of a complete analysis of all of the functions of a drilling fluid in the drilling of the well, together with the lack of adequate consideration of how colloid science could be applied to secure these ends, and particularly how apparent antithetical properties of the fluid could be compromised. Thus one analysis1 of the many requirements of a drilling fluid proved conclusively that the viscosity should be low, in order that cuttings and entrained gas might be eliminated effi-ciently in the settling ditch, while the loss in carrying capacity accompanying low viscosity could be regained by increasing either the density of the mud or the upward velocity of the mud stream in the annular space of the well, and the danger of sticking of the drill stem due to rapid settling in case of enforced suspension of drilling operations could be eliminated by enhancing the thixotropic properties of the fluid. The desired properties of the drilling fluid having thus been established, it was a natural step to treat the fluid with vis-cosity-reducing chemicals, such as salts of weak organic acids1,2-for example, sodium tannate or gallate-and to adjust the pH to the alkaline side to such a degree of thixo-tropy as would give low viscosity and low yield point under the conditions of flow prevailing in the settling ditch, but rapid gelation and high yield point when quiescent in the annular space during shut-downs. In fact, flow in the settling ditch should be just short of turbulent while flow in the well, together with the flow of mud past the cuttings, is practically always turbulent. The use of chemicals other than those mentioned, such as Calgon (sodium hexametaphosphate) and certain other phosphates together with sodium tannate, has now become standard practice and it is the consensus that this method of treatment has proved to be an important step in the development of the art of drilling oil wells.

Several investigators1-8 have reported evidence of the existence of native or connate water in oil-and-gas-bearing strata. Both water and salt have been detected in cores of oil sands that yielded oil and gas exclusively when produced. Electrical logs often reveal unexpectedly low resistivity through oil and gas sands, indicating the presence of some material that is a considerably better conductor of current than oil and gas. Furthermore, calculationsg of the oil and gas content of reservoirs based upon production and reservoir-pressure decline data indicate appreciably lower values than are arrived at under the assumption that the pore space is occupied completely by oil and gas. Origin and Occurrence of Connate Water in Oil-and-gas-bearing Formations The view has been expressed, 10-15 and is generally agreed upon, that the expulsion of oil and gas material from source beds and the subsequent migration and accumulation occurred in the presence of salt water. As the strata that usually form reservoirs for oil and gas were laid down by, or in the presence of, ancient seas, the pore space within the strata must have been saturated with salt water before the entrance of the oil and/or gas. Thus, the accumulation of oil and/or gas in the upper regions of structures suitable for reservoirs must have required displacement of the connate water therefrom. In the absence of any forces other than gravitational, it would be expected that the displacement of the connate water out of the zones finally occupied by gas and oil would be complete, and that the vertical distribution of gas, oil, and water in a reservoir would be strictly in the order of their densities. Apparently, however, surface and interfacial forces that will not permit complete segregation of the fluids are active within the capillary spaces comprising a reservoir. The effects of these forces on both accumulation and production of oil and gas have been the subject of study by a number of investigators.16-37 In general, the view is held that the character of most materials that make up the reservoir rock leads to preferential wetting of the rock by

ROCK bolting, third great change in postwar underground mining, is inseparably tied to the other two changes: better drilling and mechanized mining. Mechanized mining provided the impetus, when conventional supports restricted maneuver-ability of equipment-while carbide-tipped bits lent the means of drilling required holes cheaply. With the need and the tools at hand development snow- balled. In just six years, from January 1948 to January 1954, some 800 mines adopted bolting for systematic support, and over 100 of these mines now use rock bolts exclusively. Simultaneously, foreign mines have adopted the idea, but to a lesser extent. What held back this major change? The concept of fastening loose material to unbroken and apparently solid material is probably as old as mining itself, and sporadic use has been reported from virtually every mining region in the world. But falls of rock have always been the greatest source of both fatal and nonfatal accidents in underground mining and miners have understandable reluctance to work under roof or back material if they even suspect that it might be hanging like a "sword of Damocles" -supported only by a thin bolt.

SINCE the introduction of the first percussion rock drill in about 1850, drilling equipment has undergone a progressive evolution so that a wide range of special classes of machines now are marketed by several manufacturers. Essentially all of the drilling machines presently employed for blasthole drilling are of the hammer-drill type. They are classified as hand-held hammers (jackhammers, sinkers, etc.), drifters (light or heavy), and stopers and are of many sizes; varying in weight and rotative and blowing power. Most makes of drill machines fundamentally are the same in principle of operation as they are designed to strike a blow on the end of a drill rod in the manner of early-day hand drilling. However, beyond this common characteristic, the similarity among different makes ceases. In choosing between similar machines of one make or another, it is important to remember that rock drill manufacturers have not attempted to standardize drill parts, the result being that a mine operator must approach, because of replacement parts, standardization by limiting the makes of machines used. The present-day selection of any particular drilling machine is dependent fundamentally on its inherent ability to make a hole, or series of holes, as speedily and as cheaply as is possible. Two categories of controlling elements become apparent in any analysis devoted to making the choice of a drill, namely: 1-Conditions under which the equipment is to be used, such as mining method practiced, type of labor available, character of rock material. 2-Physical characteristics or features of the given drilling machine. Regardless of the controls of class 1, above, the elements of this category are fixed by several factors. All of them are interrelated and, though some often are more important in one case than in another, an unfavorable variation of any-others being essentially equal-is sufficient to discredit the optimum applicability of the particular drill machine. The relative factors in the selection of a machine are as follows: First cost-This is not generally an important item on a comparative basis as the marketing of drill machines is highly competitive and most makes are priced closely.

The results of a study of the open-hearth process from the physicochemical viewpoint are given. This study includes experimentation in small laboratory furnaces and in standard 100-ton furnaces. The behavior of manganese, carbon and phosphorus are quantitatively explained. The action of "residual" manganese is discussed with reference to its relation to iron oxide dissolved in the metal. The solubility of CO in steel and its relation to dissolved FeO and carbon is given. The equation for phosphorus elimination has been tested out on a 200-ton furnace and the results are given in the text. The effect of temperature and slag composition on the elimination of metalloids in the basic open-hearth process has been qualitatively understood since the early days of steel making. The quantitative effect has, however, only recently been brought to attention. The effect of slag composition has received more attention than that of temperature, primarily because the range of finishing temperatures in the basic open-hearth process is small compared to the large variations found in the composition of the slag at different periods during the process, and to the variations occurring with the use of raw materials of different degrees of impurity. The effect of slag composition on the elimination of metalloids has been studied by Styril from the thermochemical standpoint. This method is open to serious errors, in that thermochemical data at 2900' F. are very inaccurate and in many cases completely lacking. Feild2 has calculated equilibrium constants from the rate at which the metalloids are eliminated. The effect of slag viscosity on rate of elimination will affect the constants calculated by this method. Whitely,a Colcough4 and others have used slag compositions as the basis for calculation of constants by which the extent of elimination may be calculated.

THE first presentation of this paper was before the Pennsylvania Anthracite Section of the Institute in May, 1914, after which a committee was selected to verify and add to the data contained in the original paper. The author is indebted to G. W. Engel, H. W. Montz, R. V. Norris, and H. H. Otto, of this committee, for additional information. I also wish to acknowledge the courtesies extended me by a number of the mining companies for information relative to accidents, systems of proving, and mining practice. The paper should bring forth additional criticism and recommendations, which will be of value in establishing future practice relative to this subject. Throughout the northern anthracite field of Pennsylvania glacial and alluvial deposits of sand, gravel, and clay exist in varying quantities. The extent and character of these deposits are described by N. H. Darton in Bulletin 45 of the U. S. Bureau of Mines, entitled, Sand Available for Filling Mine Workings in the Northern Anthracite Basin. It is estimated that the northern field contains 10,000,000,000 tons of these deposits, or a sufficient quantity to cover the 176 square miles of coal area to a depth of about 25 ft. These deposits of sand, etc., overlying the coal measures attain a maximum depth of more than 300 ft., and are usually saturated to such an extent as to render them semi-fluid. It is .this condition of fluidity that limits the mining of coal seams cropping in or in close proximity to these deposits, and it is in the interest of safer and more efficient mining methods under these conditions that the study of this -subject is here presented. The dangers incident to mining under deep deposits of sand have long been realized by operators in the northern anthracite field, and much has been done to prove the contour of the rock and vein croppings underlying these water-bearing deposits of sand and gravel.

A new correlation of blast penetration in model and operating blast furnaces is presented which overcomes objections to prevzous correlations. It is shown that the tuyere diameter is only of small importance in determining the magnitude of the penetration. The data from operating furnaces correlate satisfactorily with the data from models whose cross section is a segment of a circle. A bubble-shaped gas space called a "raceway" normally exists in front of the nose of a blastfurnace tuyere. The periphery or "wall" of the raceway is well defined and is composed of densely packed charge particles. The blast. issuing as a jet from the tuyere, entrains gas from the raceway, in the usual manner of a jet, as it flows to the opposing wall. There it divides and flows back around the walls to be entrained once more. The blast must, of course, eventually leave the raceway and pass up through the charge column, but before it does it may, on the average, make several circuits of the kind described and in doing so it carries with it charge particles, which, because of their fast and circulating motion, suggested the name of "raceway". A fuller description of the raceway may be found elsewhere."' Here it is only necessary to mention, in addition, the measurement which characterizes its size. If an iron bar is pushed through the opened peepsight of a tuyere, .as far as it will go with ease, it will be stopped by the relatively impenetrable opposing raceway wall arid the distance that the bar has been pushed from the tuyere nose is called the "penetration". This measurement may be of practical importance and has; been the subject, with considerable success, of several attempts at correlation with other variables2-5 as stated in the next section. There is still, however, a serious objection to the most recent correlation,3 which is overcome by the correlation proposed in this paper. It will be shown that the objection is not trivial, in that the new correlation will attribute considerably different importance to the variables affecting the magnitude of the penetration. The data to be treated were made available by Wagstaff and are the same as those used in his correlation. They include measurements taken on small models, in which a cold air blast was used and no combustion occurred, and they also include data from operating blast furnaces at Wheeling and Fairless. The extensive employment of nonmetallic minerals antedates the use of metals, but only within the last two decades has the production of nonmetals begun actually to keep pace with the complicated activities which characterize the so-called Machine Age. The economic changes ushered in by the Industrial Revolution were reflected first in an increased demand for metals and for fuels. In the modern sense, therefore, the nonmetallic mineral industries are new and afford new opportunities for engineer and economist alike. A certain amount of caution is indicated, therefore, before attempting to apply ready-made formulas to the problems of these industries. Economics is not an exact science. In the field of production technology where the number of variables is fairly well known, the principles of economics are readily applicable, but as the student proceeds through the province of marketing into the unexplored regions of psychology and sociology he must distinguish carefully between scientific reasoning and purely metaphysical speculation, even when the latter masquerades as economics. The present paper attempts to prove no preconceived theorems and is designed primarily to stimulate careful thinking on sundry neglected phases of these industries. An attempt is made to differentiate the general problems into single aspects which afford promise of being comprehended separately; also, some fundamental statistical data are presented, but merely to indicate a method of scientific approach applicable to more intensive studies. Definition Before discussing the economics of the nonmetallic mineral industries, it is appropriate to consider what we mean when we say "nonmetallic minerals." This term, inasmuch as it is merely a negative description, is somewhat loose and ambiguous and gives rise to questions in regard to minerals that, like chromite or bauxite, are alternatively classed either as nonmetallic or as metallic minerals (or ores). DURING the past 5 years no subject has aroused more interest or received more attention among mill operators than flotation. One reason for this is, undoubtedly, the remarkable success of the process in Australia where that country has risen to the position of furnishing one-fifth of the world's Supply of zinc. The plant of the Butte & Superior Copper Co., designed by James M. Hyde in 1912, was the first important large flotation plant in this country; other installations have been made since then with considerable frequency, particularly so in the last 2 years. Without going into complete detail, it may be safely said that although flotation is a highly successful commercial process, it is more or less on an empirical basis. Upon scanning the literature, it is found that the flotation investigations have, in the main, dealt with a solution of the problems which accrue to practise; until recently no attempt was made to remove the difficulties in the way of the formulation of a consistent and harmonious theory. Of late this phase of the work has been receiving considerable attention, particularly by the United States Bureau of Mines at its Salt Lake City station, by the Mellon Institute at Pittsburgh, by the General Engineering Co. at Salt Lake City, by many of the mining schools, and private individuals almost ad infinitum. There is, at present, an enormous amount of laboratory work being carried on in flotation research, and probably the time is not far away when a generally acceptable explanation of flotation phenomena can be Set forth. However, at this time, it seems as though the current technology is befogged with a super-abundance of contradictory evidence; this confusion can only be dispelled as time proceeds and the knowledge of the subject becomes more complete.

This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers' Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil to be extracted, and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled; had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers' Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be. produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent. interest additional during the life of the property.

THE firing of explosive charges by electricity dates back to 1745 when a Doctor Watson is said to have used an electric spark for igniting gunpowder. His method failed in practical application because, to ignite blasting powder, heat must be applied for a period longer than the duration of an electrostatic spark; Wheatstone found that this does not exceed 14000 sec. The usual result, therefore, of an electrical discharge in gunpowder is to scatter the grains, without igniting them. Benjamin Franklin partly overcame this difficulty by confining the powder and crushing grains that lay in the line of discharge. In 1822, after the primary cell had been discovered by Volta, Robert Hare, professor of chemistry at the University of Philadelphia, noticed the heating of a short piece of wire placed in the circuit of a voltaic battery. Later work by Oersted, Faraday, Wheatstone, and Henley resulted in the development of the magneto blasting machines. Fulminates of gold and silver are thought to have been discovered by Cornelius Drebbel, about 1600. Pepys, in his diary for November 11, 1663, recounts a conversation with Doctor Allen, who told him about aurium fulminans "of which a grain ... . put in a silver spoon and fired, will give a blow like a musquett and strike a hole through the silver spoon downward, without the least force upward.1," This fallacious belief that explosives act downwards only, is still held by many who should know better. Fulminate of mercury was discovered by Howard in 1799. J. DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cureall" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the comprehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made.
