It was a brilliant idea that suggested the formation of Local Sections of the Institute. The results in increase of membership and attendance at, annual meetings of the Institute have been very gratifying. Many different plans have been followed by the various Local Sections to interest members in the local meetings. It has been found to be almost necessary that the meetings be preceded by luncheon or dinner at some club or hotel where a suitable assembly room is available for the after meeting. Each Local Section has to work out its own type of meeting to suit its conditions. Like all human affairs, a great deal depends on the leader. Special attention should be paid to the qualifications of the Chairman and Secretary as these two officers have to shoulder most of the responsibility for the success or failure of the Section. They should be chosen, not so much on account of prominence in the profession as for their push and popularity with the local membership. It has been developed that in most Local Sections the meetings should not be more frequent than once a month with a vacation during the summer months.

Previously, two groups have conducted studies in order to define the influences of the intermediate principal stress. Mogi studied biaxial compression on prisms of Dunham dolomite and concluded that the intermediate principal stress should be taken into account. His study showed that failure strength increases with increasing [02], but less than the strength increase with increasing confining pressure. Handin, Heard, and Mogouirk's study on cylinders of Solenhofen limestone in torsion also found that the strength depends on the magnitude of [02]. More recent investigations by Mogi varying all three principal stresses independently and by Wawersik varying two of the principal stresses independently provide more detailed data confirming the effect of [02] on failure. All these tests were at low strain rates, and only the work of Wawersik reports measurement of all strains. The investigation here measures axial and transverse strains and included uniaxial and triaxial stress compression tests and biaxial stress tests using tubular samples (axial load and internal or external fluid pressure) at strain rates to 103/sec to provide the stress-strain response and to define the maximum stress or yield locus of Solenhofen limestone and Westerly granite.

In the number of the Engineering and Mining Journal for April 7th, 1877, Mr. W. P. Ward, of Cartersville, Georgia, explains in a very interesting manner, the results he obtained in the manufacture of ferromanganese in the blast furnace. These results may be summed up as follows : Production in the blast furnace of an alloy containing 67.2 per cent. manganese and 3 per cent. of carbon at most, with a utilization of the manganese amounting to 58 per cent. With the exception of the indicated proportion of' carbon, which should be almost doubled to express the true state of facts, we would have had no observations to make on Mr. Ward's paper had he taken into account the results obtained in the same line in other centres of production. Before 1870, spiegel with 8 or 10 per cent. manganese only was known among blast-furnace products. In a journey to Sweden, in 1871,I ascertained that the Schysshyttan works manufactured regolarly a spiegel with 18 per cent. manganese. Later, at the Vienna Exhibition, in 1873, the Sava and Jauerburg works, in Carniola, presented to the jury a ferromanganese, obtained in the blast fur-

Inflation, tight money and keen competition spur companies to consider advanced material handling systems capable of reducing cost per ton of moving ore, waste or men and supplies. Since transportation charges account for an average of about 25% of the total delivered price of a product, then this cost center may actually determine the economic value of a new deposit. This being so, it is interesting to note that of the 1.4 billion tons of revenue freight carried by all Class I carriers of the nation in 1967, over 247 million tons or 17.5% were industrial minerals or products dependent on industrial minerals, i.e., glass, gypsum board, brick, etc. Because most bulk commodities have a comparatively low market value and are usually classified for lower than normal freight rates, railroads rely on large volumes and better equipment utilization to effect an equitable return. It is for this reason that the unit and shuttle train concept came into being. The average rate per ton-mile of all materials hauled by rail in 1968 was 1.31 cents. The low rates existing for industrial minerals contributed to this low average as did unit and shuttle train rates.

A very limited development has been made of the coal-fields of this Territory. This is to be accounted for by the fact that a number of the coal-fields lack railroad transportation, by the distance of other fields from the consumers (due to restricted settlements), and finally by the poorer quality of a number of coals which have been mined as compared to others which can be economically imported into the Territory. The consumption of coal in Utah during 1886, outside of that used by the railway companies, was: Tons. The adsorption behavior of chalcopyrite has been studied at different xanthate concentrations and flow rates in a column apparatus with potassium ethyl xanthate as the collector. Based upon the experiment results an equation of the type: 1/F = K3 + m3C + k2/t.Cm2.fm1 is proposed to account for the experimental data. Among copper minerals an early study on chalcocite by Gaudin and Schuman (Taggart, 1951) is well known for its research on the kinetics of the reaction by conventional method of mass balance between the products of reaction and xanthate consumed. The results were interpreted by the concept of ion exchange adsorption. Szeglowski (1977) conducted measurements on the adsorption of potassium ethyl xanthate on copper polarized to various potentials, the adsorption being measured by radio-tracer techniques. The adsorption in the range -1800 to 700 mv was found to be a reversible physical adsorption. The potential range in which the primary electrode process could lead to surface coverage with a minimum number of product layers was evaluated. CHANGES in circuits are often made in milling operations. At the same time that these changes are being evaluated the ores are changing. Even from the same mine, the ore is usually variable as to amount and type of mineral content, degree of association of valuable and gangue minerals, amount and types of soluble salts, hardness, etc. The question then arises whether any small differences in results, after changes have been made in the various circuits, are really due to these changes or whether the variability of the ore can account for those differences. Statistical evaluation provides one method of answering the question that arises so often in beneficiation studies: Did changed results come about because of changed process, or did ore variation cause the change? In this case, data were available for statistical analysis from an operating period of 42 months, representing treatment of approximately 1 million tons of ore. During this period there had been two flowsheet changes: 1) regrind of the zinc circuit middlings was introduced, and 2) alcohol- pine oil frother mixture was substituted for cresylic acid-pine oil frother mixture. The ore-hearth was the earliest type of furnace used in smelting Mississippi Valley lead-ores, which are very pure, and low in silver-content. The first smelters made no attempts to recover lead from the smoke; and since about 15 per cent. of the lead in the charge escaped in this manner, early practice with the hearth was decidedly wasteful. At most of the large smelting-plants blast-furnaces with auxiliary roasters were substituted for the hearths long ago. But, upon the introduction of the Lewis and Bartlett bag-process for collecting fume, the ore-hearth was used by companies engaged in the manufacture of pigments, simply on account of the large percentage of fume made by it. In fact, the extraction of lead mas kept down by the use of hot blast and other devices. During recent years, however, several smelting companies have realized that the preliminary roasting of galena for the blast-furnace is not economical, and have, therefore, replaced the roasting-furnace with a modification of the old Scotch hearth, in which a large percentage of the lead in a charge is

In selecting new or replacement mining machinery to be purchased, there are many considerations to be discussed and taken into account, the most important being the productivity of the machine and the maintenance cost and downtime to be expected with the new equipment. Productivity of a given mining machine is evaluated by the Industrial Engineering Department: analysis of potential upkeep and downtime calls for the Maintenance Department to enter into the task of evaluating new mining machines. This is a very important function of the maintenance department because a wrong decision or mistake in judgment, particularly in a commercial mining company, can be exceedingly expensive. Once the type and size of a machine is decided, an examination of units fitting the basic requirements will sometimes show one particular machine which has a distinct edge on the competitive machine. In this case, the decision is easy. However, in most cases, the performances of the machines being considered are so close that the decision becomes one that is very difficult to make on performance alone. Serious consideration must then be given to maintenance performances and features of the machine which would permit lower maintenance and less downtime.

The method of determining moisture percentages in coal has been defined as purely empirical. The procedure, as defined, has been published in the U.S. Bureau of Lanes technical papers and approved by the American Society of Testing Materials but deviations from this established procedure are common in most commercial and private laboratories. It is not within the scope of this paper to discuss the deviations in common practice but rather to give a detailed account of the method in use in the laboratories of the United Electric Coal Companies. In general, moisture values are presented as surface moisture and, for lack of a better term, inherent moisture. The formula for adding them together to give total moisture is common knowledge. In practice, on high-moisture bituminous coal, it has been found that the line of demarcation between surface and inherent moisture is very indefinite, the inherent moisture being so loosely held that it is released far beyond its natural limits when the prescribed method of the A.S.T.M. for determination of surface moisture is followed. This is shown in Table 1 for two typical washed coals from Illinois.

In a former paper on Western Smelting Works, I mentioned the great difficulty of obtaining accurate information in regard to the economy of the processes in practice; and to-day, although nearly two years have elapsed since my former paper was written, I am sorry to say that very little improvement has taken place in the keeping of accounts, and in the direction of a more systematic management in the majority of these works. But I am quite certain that by this time even the most sanguine furnace managers must have become convinced, from the experience of the last year, that somewhere in their processes there are enormous losses. Rates for the purchase of ores in 1873 were not as high as they were in former years in certain parts of the country ; labor was no 'higher than formerly; the demand for unparted lead was good throughout the year, with the only exception of the time of the panic, in the fall of 1873; yet there are, of between 40 and 50 works, not more than two or three in Utah and Nevada to-day, that have paid a reasonable interest on the capital invested.

The indicator cards shown herewith were taken by the writer in June, 1877, from the water-pressure blowing engine of the Longdale Iron Co., at Lucy Selina Furnace, Longdale, Virginia. A description of' this engine with figures, and some indicator cards, was published by Washington Jones, Esq., Superintendent of the I. P. Morris Co.,* in the Journal of the Franklin Institute for May, 1877, to which those desiring a full account are referred, but for convenience the principal dimensions, etc., are given below. The machine consists of a pair of horizontal direct-acting blowing engines, connected at right angles to a common fly-wheel shaft. The blowing cylinders are 4 ft. diameter by 5 ft. stroke; the water cylinders were 18 in. diameter by 5 ft. stroke as built. Both water and blowing cylinders are double acting. The water valves are balanced piston valves, 18 in. diameter, moved directly by eccentrics on the fly-wheel- shaft. Watts opened the discussion by a general outline of the important points to be covered, in sampling a mine and the methods to be used in the various stages of the work. All the members present successively contributed details from their personal experience. The March meeting of the Section was held at its headquarters on Mar. 15. Twelve members were present, with Dr. Theodore B. Comstock in the Chair. The subject announced was Secondary Enrichment and all present took part in the discussion, Frank Robbins contributing a short paper on some observations in Central America. THE lead deposits of Missouri may be divided into three districts, the southwest, middle, and southeast. As too much time would be required to devote a detailed account to each district, only a description of the modes of occurrence of the lead ores in the southeast district will be given. The lead mining region proper of Southeast Missouri is embraced in an area of about twenty-five miles in width by about one hundred in length. The country embraced in this district is very broken, and traversed by ridges from one hundred to three hundred feet in height, with an occasional knob rising higher. Porphyry forms almost the entire substructure of the region, with here and there outcrops of granite. The crystalline rocks were eroded into ridges and valleys before the deposition of the limestone took place. These porphyries are older than the Silurian limestones, and "belong (according to Pumpelly) to the Archaean (Azoic) formation, of which they may be the youngest member in Missouri. They are the near equivalents, in point of age, to the great iron-bearing rocks of Lake Superior, New Jersey, and Sweden."12/02/2007

GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

IN the formation of martensite in steel, it has been observed that the habit plane does not change continuously as the alloy content is varied. Instead, it appears that discrete habits correspond to certain ranges of composition. Greninger and Troiano' found that in low-, medium-, and high-carbon steels, the habits are approximately (1l1), (225), and (259), respectively.* The work of Mehl and Van Winkle2 indicated that the change from the (225) to the (259) habit is fundamentally a consequence of the lower transformation temperature rather than the higher carbon content. Also, Otte and Read3 observed that the habit plane orientation for a chrome-carbon steel scattered within a cone of semivertex angle of 5 deg, which was outside of the experimental error in the determination of the habit plane. These observations suggest the importance of investigating what factors in the crystallography of the formation of martensite account for the several types of habit and the inherent scatter in the precise orientation of the habit plane. IN flotation lime is used to depress pyrite. For this purpose it is preferred to caustic soda. The low cost of lime and the widespread availability largely account for this preference. However, there is some evidence' that pyrite is more readily depressed by calcium than by sodium ions at the same pH. To measure the difference in adsorption of calcium and sodium, which is thought to lie at the basis of the differences in depressing action, radionuclides of calcium and sodium have been used. The experimental work has included an evaluation of the effect of dissolved oxygen, of the concentration of calcium or sodium, of the concentration of hydrogen ion, and of the anions present. Preliminary work in the investigation entailed preparation of the pyrite, development of a technique for counting pyrite coated with Ca and Na, the radionuclides used, and development of an apparatus to study the adsorption of calcium and sodium on pyrite. The main experimental work included calcium adsorption and sodium adsorption studies detailed below. The following are the most salient observations made during these experiments.
