Edward W. Parker,* Philadelphia, Pa.—At the New York meeting of the Institute a year ago, Mr. R. V. Norris presented a paper on anthracite mining costs, in which he gave the results of an intensive study of this subject by the Engineers' Committee of the United States Fuel Administration. Within the last 30 days, the Federal Trade Commission has issued an official report on the same subject, which covers a longer period of time and comprises statistics of realization values and margins that were pot comprehended in the paper by Mr. Norris. As, however, the data utilized by Mr. Norris formed also a part of the basis for the report of the Federal Trade Commission, a brief digest of the latter may not be out of place at this meeting. The report of the Federal Trade Commission covers primarily the two calendar years 1917 and 1918, divided into five periods which furnish opportunity for the study of how the influence of certain definite factors affected either the cost of production or the price, or both, during the 24 months. The first period, January to April, 1917, which may be considered the basic period, comprised the 4 months in 1917 during which the wage agreement of May, 1916, without modification, was in effect. During this period, the labor cost on fresh-mined coal is placed by the Commission's report at $1.79 per gross ton, the total cost at $2.66, the average realization at $3.29, and the "margin" (sales realization over total f.o.b. mine cost) at $0.63. The second period covers the four months from May 1 to August 31, during which time the first of the supplemental wage agreements (supplemental to the agreement of 1916) was in effect. It was also the period during which the summer discounts were in effect and when prices were practically fixed by a voluntary agreement between the operators and the Federal Trade Commission. It was, further, the period in which the 75 cents differential on prepared sizes permitted to the individual operators by the Federal Trade Commission began; at that time, also, on account of war conditions an unusually large quantity of steam sizes were marketed at exceptionally good prices. The cost of maintaining the production of an operating oil company is one of the most important, as well as one of the most difficult to estimate, of the various items which go to make up the total cost of producing oil. In the opinion of many operators the cost of drilling and developing new wells, whose, production takes the place of the loss in production through decreased yield of the old wells, is considered an operating expense, for the reason that the total income-producing power of the property is not increased. The cost of these new wells may be added directly to production expense, or it may be charged to capital account, and this account depreciated to the same extent. In either case, after an oil company is on a satisfactory income-producing basis, the money for drilling new wells to maintain production must be taken from the income of the company. Three factors determine the cost of maintaining production: First, the rate of decline in yield of the wells; second, the cost of drilling and equipping new wells in terms of their production; third, the decrease in initial production of new wells as the property is drilled and gas pressure taken off the sands, etc. In order to check theoretical figures for the cost of maintaining production the writer, with the assistance of Reed Bush and Fred Tough, has compiled the following figures. It is necessary first of all to choose a' period of time during which production for the field or territory studied remains fairly constant. The longer the period of time over which this condition prevails, the better. It is also necessary to eliminate or allow for any extraneous condition which may have affected the production returns, such as the shutting down of a large number of wells, the bringing in of a well of exceptionally large yield, the opening up of virgin territory where the flush yield is greater than will be had from new wells in after years, etc. All these conditions are exemplified most simply in the case of the Coalinga field, and perhaps these figures are more truly prophetic than the two other cases given. THE utilization of rotary kilns, of the well-known cement type, for the preparation of iron ores, for the blast furnace, has become of considerable economic importance within the past 10 years in certain localities, notably those where the native ores are lean. Such kilns may be used simply for the agglomeration of ores too fine to be charged into the blast furnace (i.e., ores whose loss in the dust catchers is excessive, and whose fineness is detrimental to the working of the furnace), or for the desulphurization of lump and fine ores the sulphur content of which does not exceed 6 or 7 per cent. The desulphurizing action can be combined with that of agglomeration provided the kiln is sufficiently large. Other processes have been developed for the same purpose, but while I am not able to draw a comparison between them by reason of lack of sufficient data, it is safe to say that the kiln, if properly dimensioned for the character of ore to be treated, will compare favorably in its results, both as to economy and quality of product, with any other process. It is not, however, as well adapted for the treatment of flue dust, as is a sintering operation, on account of the large percentage of fine coke contained therein. Any combustible entering the kiln at its feed end renders the process very much more expensive and unsatisfactory on account of the difficulty of controlling the temperature, also because of the rapidity with which long "rings" form, due to the increased heat at the cooler end of the kiln. The greatest value of the kiln at present is in the treatment of pyrites cinder; that is, the residue from pyrites ore after the extraction of the greater part of the sulphur. This cinder, while high in iron content, has too much sulphur remaining in it to be allowed to form a large part of the blast-furnace burden, without further treatment. It will range in metallic iron from 42 per cent., representing a very low-grade cinder, from a domestic pyrites, to 64 per cent. of the residue from the best Spanish ore, and the corresponding silica content will vary from the maximum of about 25 per cent. to 1 ½ per cent. The residual sulphur depends largely on the type of burner used in the original desulphurization. In general, the leanest original ores retain the greatest amounts of sulphur. In

The nature of the forces that are important in producing the oil in the East Texas field and the manner in which these forces are affected by the rate of production have always been problems of outstanding interest. These questions are of great interest to the industry as a whole on account of the economic importance of the East Texas field and to the engineers in particular on account of the unique character and behavior of the field. Subsurface pressure data throughout the field have been collected systematically, so that a quite complete history of the reservoir pressures has been kept as the field has been developed and produced. Subsurface samples of the oil and gas have been taken and these have been examined to obtain data on the physical properties of the reservoir fluids under the actual conditions of temperature and pressure. All of these data have been valuable because they have afforded the basis for a careful study of the means by which the oil is produced. It is the purpose of this discussion first to point out several of the important facts revealed by the data mentioned and then to describe studies that have been made concerning the interpretation of these facts. Reservoir Pressure Data and Properties of Oil The reservoir pressure data on the East Texas field have shown conclusively that the pressures are readily affected by changes in the rate at which the field is produced. This can well be seen in Fig. 1, where the average reservoir pressures obtained from time to time are plotted with the daily production rates and the cumulative production of the field. It is noted that the average reservoir pressure has declined irregularly, depending upon the rate of production, from the estimated original value of 1625 Ib. per sq. in. to the value of 1228 lb. per sq. in. observed for Aug. 11,1934. The decline in pressure has been more rapid at the higher rates of production than at the lower rates. In contrast, the average reservoir pressure has increased, on several occasions, upon reduction of the withdrawal rate from a high value to a lower value. While a country is small and its coal fields are not many, it may be possible to classify its coals on some basis that avoids both overlap and inconsistency, and that may be satisfactory to the particular country, such as geographic distribution or geologic age, or regional uses. In the adjoining country, however, the coals may differ more or less; broad areas may have escaped the erasure of transition zones by erosion, and the stages of alteration of the coals may lead to a classification different from and even incompatible with that of the other country. Such classifications, developed primarily along national lines, are essentially opportunistic. Further, many even of the "use" terms that have been in more common employment with a degree of international application have lost their significance and value, due to changes in industrial methods and urban life. When the number of coal fields is large and the classification is designed to cover the coals of many countries, the groups or divisions into which the coals are integrated are found to verge one into another; and, though the main divisions may be so naturally composed and oriented that they are relatively distinct and readily separated as entities or units when taken by themselves, the sequence, through classes, groups, and subdivisions, is so complete that we find transition zones through which boundaries must be arbitrarily drawn with minute technical definition. This situation, which is conspicuously illustrated in the United States, is due to the progressive evolution of all coals, irrespective of geologic age, from peats to successively higher ranks, which, if the progressive alteration goes far enough, ends with graphite. This evolution is now firmly established and its complete acceptance is but a matter of time. A classification of all coals in all coal fields can not escape this fact and must take into account all the stages in the transformation of the fuel from rank to rank through division to division, and through group to group. The plan here outlined aims at a natural classification of coals based on their evolution from peats to graphite. THE recent installation of a high-pressure propeller type fan at the Moose shaft of the Anaconda Copper Mining Co. at Butte, Mont., is of interest on account of novelty of design and also because an appreciable saving was made over the cost of a reversible centrifugal fan such as is ordinarily used where a high pressure is required. The lower cost is due solely to the fact that by means of controls 'on the power supplied to the three-phase, alternating-current, induction. motor, directly connected to the propeller it is possible to reverse the direction of rotation of the propeller and thus reverse the direction of air flow. The extra air ducts and reversing doors required for this purpose with centrifugal fans are not necessary, and their elimination greatly reduces these construction charges, which form a great part of the total expense. The Badger State mine for which the Moose shaft is used as the main outlet air course is now being-developed to the 4100-ft. level. The old centrifugal fan, formerly used at the collar of the shaft, was installed 15 years ago at a time when most of the stoping was being done above the 2400-ft. level, and when the temperature of the rock was much lower than it is now on the bottom levels recently opened. The old fan, therefore, became inadequate to maintain desirable ventilation conditions, on account of the increase in resistance to air flow incident to the greater depth of the mine workings and because a much larger volume of air is required to offset the higher rock temperatures. Propeller, or disk, fans commonly used in the ventilation of mines are not suited to high-pressure work, but economies in the cost of their installation have long been recognized. In South Africa use has been made of a number of propellers placed in series along a common shaft, the number of propellers used being varied with requirements for meeting different conditions of mine resistance, but the mechanical efficiency is described as being low. In Butte, experimental work was done by the writer along similar lines under somewhat different conditions, but with poor results as to both pressure capacity and mechanical efficiency. Tests were also made of two different types of propeller fans of moderate size, which were said by the manufacturers to be suited to high-pressure mine ventilation.

TO THE BOARD OF DIRECTORS AND THE MEMBERS OF THE AMERICAN INSTITUTE OF MINING AND METALLURGICAL ENGINEERS GENTLEMEN: Herewith are submitted the report of the Treasurer for the year 1936 and the reports for the same year of the following committees: Admis¬sions, Membership, Papers and Publications, Library, Student Relations, and MINING AND METALLURGY. To these reports you are referred for details of the year's activities. Finances.-Income for the year was $173,091 including an appropria¬tion of $2500 from the Rocky Mountain Fund earmarked to defray expense for official visits to western Sections and student societies. This compares with $141,754 in 1935 and exceeds by more than $50,000 the income of 1933 wherein the low point during the depression was reached. The major items of increase were: $6,700 from current dues; $10,600 in initiation fees and dues of newly enrolled members; $10,800 from the monthly magazine MINING AND METALLURGY. Sundry small declines were offset by minor increases. Expenditures for the year totaled $176,007 compared with $148,361 in 1935. Major increases were $5,700 for MINING AND METALLURGY; $4,000 for TRANSACTIONS and TECHNICAL PUBLICATIONS; $1,500 for meetings; $1,300 for Local Section appropriations; $6,500 for Technical Division expense; $5,000 for Increase of Membership expense; and $2,500 for visits to Local Sections and educational institutions. Comment on several of these items will appear under subsequent heads. Net deficit for the year was $2,915, this sum being made up from the accumulated surplus. It is interesting to observe that the net excess of income over outgo for the five-year period 1932-1936, inclusive, is $760. Membership and Dues.-During the year there was a net gain in membership, including Members, Associates, Junior Members and Junior Foreign Affiliates of 755 (from 7116 to 7871). In addition there was a gain of 616 in Student Associates (from 1004 to 1620). Taking account of small losses totaling 5 in the other grades, the net increase was 1366 bringing the total to 9607, the highest figure reached in the history of the Institute except at the end of 1921 when the total was 9850. The deposit of rock-salt which is known to exist along the eastern shore of Lake Huron, in the province of Ontario, has lately been more completely explored than before, by a boring with a diamond drill, put down by Henry Attrill, Esq., of New York City, and the results obtained are so important in every way that I make no apology for presenting them to the Institute of Mining Engineers. I may be permitted to preface an account of this remarkable exploration, and of its results, with a historical sketch of the discovery and development of this salt-region. It was in December, 1865, that a boring was begun near the town of Goderich, in the hope of finding petroleum. In this the adventurers were disappointed, but, after passing through about 800 feet of limestone, they encountered a series of variegated marls, in which, at a, depth of 964 feet from the surface, a bed of rock-salt, 30 feet in thickness, was met with in May, 1866. The boring was carried to a depth of 1010 feet, ending in hard rock, and yielded, by pumping, a very pure saturated brine when examined by me in August of the same year. In the report of the Geological Survey of Canada for 1863-66, published early in 1867, I described this salt-well, with many geological details, and gave an analysis of the brine. In the next three years a considerable number of wells was sunk in and around Goderich, and numerous trials were made in various other parts of the region. Salt was found at Kincardine, thirty miles north-northeast from Goderich, at a depth of about 900 feet, and also at Clinton, thirteen miles southeast, at 1180 feet. Records of these wells, with analyses of the brine from them, were given by myself in a subsequent report of the Geological Survey, 1866-69, published in 1870 (pp. 211-244), together with accounts of various unsuccessful borings in the neighborhood, analyses of the brines from the various wells (including one analysis by Dr. Goessmann), with many details of the salt-manufacture at Goderich, at Syracuse, New York, and at Saginaw, Michigan. The self-diffusion coefficient D, for a surface near the (100) plane in copper was determined by means of the Mullins theory of thermal grooving, and was found to obey the Arrhenius relationship, and Do = 6.5 x 10' sq cm per sec. Suppression of surface diffusion by chemisorbed impurities encounters difliculties as a satisfactory explanation for the large Q, and Do. Instead, a model is presented which indicates that Q,, as determined by a mass-transport technique, may involve both the energy needed to form an adsorbed atom from a ledge in the surface as well as that for the movement of the adsorbed atom.; LITERATURE reviews1-3 indicate that the mechanism of self-diffusion on metal surfaces is not clearly understood. The lack of experimental data on the temperature variation of the surface self-diffusion coefficient DJ has contributed greatly to this situation. Radioactive tracer techniques4-rn have been used to measure Ds, but for many years only Nicker-son and Parker8 had determined (for polycrystalline silver) an activation energy B, and a frequency factor Do for the surface self-diffusion process. Even in this case, a mechanism could not be clearly inferred because it was suspeted7 that a contribution from volume diffusion was not taken into account by the investigators. Some later work by Li and parkere on polycrystalline gold, in which they obtained essentially the same results as for silver and in which volume diffusion could be accounted for, seems to invalidate this criticism. In 1957, Mullins10'11 developed the theory for the thermal grooving process. This advance has opened a new and promising technique for measuring the surface self-diffusion coefficient Ds. Recognizing that a thermal groove may form by several different mass transport processes, Mullins first consideredlo the cases where a) the groove forms by evaporation and condensation or b) by diffusion along the groove surface, in either case, in a system where a metal surface is in contact with only its dilute vapor phase. In a later paper," he extended the treatment to cases where the groove forms by volume diffusion into c) the solid phase or d) by mass transport through a passive gaseous phase at 1 atm pressure. The earliest accounts we have of Japan represent the country as having great mineral wealth, especially of precious and useful metals. Marco Polo, the Venetian traveller, in the thirteenth century, writes of "Zipangu:" " They have gold in greatest abundance, its sources being inexhaustible. The king does not allow of its being exported. To this circumstance we are to attribute the extraordinary richness of the sovereign's palace. The entire roof is covered with a plating of gold.. .. The ceilings of the halls are of the same precious metal; many of the apartments have tables of pure gold of considerable thickness, and the windows also have golden ornaments." Marco Polo also gives an account of an unsuccessful Tartar expedition against Japan, prompted by the supposed great wealth of the country. Columbus also, as well as many other explorers, were attracted and encouraged by these prevalent reports of the wealth of the islands of Zipangu. Kaempfer, writing in 1727, speaks of the great mineral wealth of Japan, and especially of the abundance of gold, which, he says, is found in many provinces. The Portuguese and Dutch, while they had trading-posts in Japan, furnished tangible evidence of the truth of the early reports. Between 1550 and 1639 the Portuguese merchants sent home from Japan nearly three hundred million dollars' worth of bullion, most of which was gold. As the relative value of equal weights of gold and silver was then six to one, while in Europe, at the same time, it was nearly twelve to one, the exchange of silver bullion for gold was by no means an unimportant part of their Business. After the Portuguese, the Dutch continued the exportation of bullion, and the exchange of silver for gold, though with less profit, as the relative value of gold increased with the demand. Between 1649 and 1671 the Dutch traders sent home over two hundred million dollars in bullion, of which, however, nearly two-thirds was silver. In 1671 the Japanese government, alarmed at the rapid rate at which the precious metals were leaving the country, issued an edict forbidding the exportation of gold or silver, under heavy penalties, which had the immediate effect of stopping this trade. Over the past 25 years hard-rock mining companies have developed a number of profitable computer applications which appear applicable to operations in the coal industry. The evolution of these applications are described and the most profitable discussed. The basic nature of these systems is that they must cut across organizational boundaries. While technological advances contributed significantly to the successful implementation of computers within mining, the human aspects related to organization, management and control of systems projects remain as key to future success in coal as they were and still are in hard-rock mining.

THE northern anthracite fields, although facing the same economic problems as the southern fields, are confronted with the additional problem of fast dwindling reserves of anthracite which can be conventionally and economically won. The mining of coal which remains in thin beds and the recovery of pillars from areas heretofore considered unrecoverable, either by reason of cost or surface restriction, pose problems of in- creasing importance to the economic life of the northern field operations. Successful approaches have Been made to this problem and other work is being performed that holds promise. There exists in the northern anthracite field millions of tons of solid coal, the recovery of which has not been too successful due to the following inherent operating faults: inability to concentrate producing areas; the great quantities of rock to be cut and handled, lack of consideration of proper sequence and speed of second mining, and the continued use of the mine car as the basis of payment. A mining system that has successfully solved these major problems has been in operation in the Scranton area since 1944. Over 1% million tons have been produced from veins varying from 3 to 4% ft thick by this method, which is known as the multiple panel-triangular system-conveyor mining.

THE province of Saskatchewan, situated in the center of the Great Plains region of Canada, has, like most prairie areas, an essentially agricultural economy. Most of its population of about 860,000 is located in the southern half of the province in the farming and ranching areas. To the north of the prairie is a broad forested belt supporting a considerable timbering industry, and the northern one third of the province is glaciated pre-Cambrian rock formation. This latter area is relatively barren of vegetation, but the presence within it of a considerable variety of radioactive, noble and base metals, and industrial minerals has been shown by prospecting in recent years.' Glacial Geology The Keewatin ice sheet, considered to have accumulated in the country to the west of Hudson Bay in Pleistocene time, covered at its maximum advancement almost all of Saskatchewan and extended south of the international boundary. Only in the Cypress Hills in the southwest and around Wood Mountain in the south central portion of the province did the preglacial formations escape the action for this glacial period. The bedrock of the plains and forest areas therefore is overlain by moraines and modified glacial drift, which vary in thickness from a few feet to 400 or 500 ft.' Glacial action in the pre-Cambrian area of the province was largely erosional, most of the more recent formations and some of the pre-Cambrian rock being transported out of the area to the south and west. It has been estimated that about 13 pct of this area is composed of lakes and rivers not too adaptable to rail or water transportation, so that until the use of aviation for exploration purposes became general, development of the area was slow. To the south, the heavy mantle of glacial drift has to some extent deterred the discovery of industrial minerals in the bedrock underlying the forest and prairie regions3 At the same time, this drift contains numerous deposits of those most elementary and necessary industrial minerals, sand and gravel. Sedimentary Basin The major feature of the sedimentary deposits underlying the plains regions is the basinal structure known as the Moose Jaw syncline, which runs from the southeast corner of the province in a northwesterly direction. To the west of this syncline the formations curve upward, then have been faulted and further upthrust to appear at the surface in the foothills of the Rockies in Alberta; to the east and north they curve upward into Manitoba and northern Saskatchewan, but the surface contacts are covered mostly with glacial drift.238 The axis of the syncline dips to the southeast, so that there is also an upward trend of the formations along the axis to the northwest. In illustration of the regional structure underlying the province, the pre-Cambrian basement has been logged in drillholes at the following depths in several locations: Ogema (south central), 9390 ft; Gronlid (northeast), 2599 ft; Vera (northwest), 4422 ft; Big River (north northwest), 2348 ft. Fig. 1 indicates the general surface geology of the province, ignoring such glacial overburden as may overlie many of the bedrock formations. Also indicated is the approximate location of the axis of the Moose Jaw syncline.' Industrial Minerals Clays: The province is fortunate in possessing a widespread distribution of clays of ceramic value, ranging from those used for heavy structural products to the high grade pottery and china clays. Shales suitable for brick and tile production are found in the Upper Cretaceous and Tertiary formations across the south of the province where the glacial drift is thin or nonexistent. Many deposits of glacial lake clays suitable for such wares are found scattered over the rest of the province south of the pre-Cambrian area. The Whitemud formation of the Upper Cretaceous is a narrow sedimentary band of secondary clays found intermittently at points across the south of the province where glacial action did not disturb or remove them.' In the southwest corner of the province, around Eastend in the Frenchman River valley, the refractory clays of this formation are contaminated somewhat with iron compounds or other alteration products of basaltic rocks. This eliminates the use of those clays in true whitewares, as they fire to creamy buff shades at the lower temperatures and to a blue-specked grey at cone 8 to 12, (2280°F to 2390°F), the range commonly used in firing whiteware. However, for use in the production of colored artware, caneware, stoneware or crockery, and sewerpipe, this type of clay makes an excellent body that requires little or no addition of flint, feldspar, or other fluxing materials such as are required in the higher class of ware.' It is not a grade of clay that can be shipped great distances to the manufacturing centers, but a market for considerable tonnages has developed at nearby Medicine Hat, where cheap natural gas is available for the firing of the ware. Farther east in the south central portion of the province, the clays of the Whitemud formation are generally more refractory and white burning. The formation is divided into three zones, consisting of white clays, brown shale, and white sandy clays.

A company must have an organized approach to effectively sort through the profusion of available software and hardware and find the programs and equipment which fit defined needs. The selection process must build a complete compatible system which includes hardware and software. The methodology presented in this paper helps identify some of the more important considerations. The steps needed for an organized approach to software/hardware selection are: •All involved staff should contribute to an assessment of current computer capabilities and projection of future needs. •Alternatives are analyzed to determine what software and hardware is available and how selections may possibly be merged into the existing computer system. The evaluation process focuses on details of program capability and hardware compatibility. Analysis must be done to determine how closely individual programs fit the established requirements. The final decision is often a balance of needs between program capabilities and hardware availability. Any programs selected must be able to run on existing and newly purchased hardware. Any additional hardware selected must be capable of meshing with the available computer system.

IN MOST diamond core drilling the primary objective is the recovery of samples to be used for chemical analysis, physical tests, or visual inspection. Unless these samples are reliable and the information systematically recorded, the time and money spent in securing them are largely wasted. A properly taken diamond-drill sample is similar to a properly moiled channel sample but more accurate. No channel sample can be moiled in as even a groove as the smooth cylinder of material normally removed in diamond drilling. More important still, sampling by the diamond drill practically eliminates that personal equation which Jora1emon4 reference numbers apply to publications listed in the bibliography at the end of this article) has aptly termed "the almost magnetic attraction of the most conscientious hand toward rich pieces of ore."

PERHAPS the matter of greatest interest to all mining men at the present time is the question of income and excess profits taxes on mines. Every producing mine in the United States is called upon to render to the government an account of its operations and to pay a graduated tax upon its earnings. It is manifestly a matter in which every mine owner, every stockholder in a mining corporation, every mining and metallurgical engineer, every person employed by a mining company and every one engaged in an industry which in any way depends upon the continued operation of our mines or who consumes their products is financially, to a greater or less extent, involved. In view of this fact it is surprising to see how little attention is paid to it and how few of our members have taken the pains to investigate and understand the provisions of recent enactments by Congress and the ways in which these enactments are being applied to mining industries.
