Discussion of the paper of John B. Dilworth, presented at the Pittsburg meeting, March, 1910, and printed in Bulletin No. 35, November, 1909, pp. 1041 to 1043. FRANK FIRMSTONE, Easton, Pa. (communication to the Secretary*) :-Mr. Dilworth's formulas and tables are of course correct, and the extinction will occur as calculated, provided the money periodically set aside for sinking-fund be really invested. and the interest compounded as assumed in the calculation. Actually, in almost all cases, such funds are used "in the business," in which case, in addition to the periodical charges for principal of the fund, additional charges must be made at the end of each period to cover the interest and compound interest on previous charges. The periodical charge for sinking-fund thus becomes a varying and continually increasing one until the date of extinction. On many accounts it seems more natural and convenient to make the extinction by a fixed periodical charge under the legal rule for partial payments, namely, that each payment should apply first to the interest due at the date of payment;: and any remainder, after this is satisfied, be deducted from the principal before the interest for the next period is calculated. THERE is probably no other mineral industry of which the public has as much information and misinformation as it has of the coal industry. Unfortunately, however, the general public's knowledge of the coal industry, outside of the particular kind of coal it is accustomed to, by reason of use, is largely made up of information received from newspaper and popular magazine articles, in which the mine workers are depicted as overworked and mistreated men, and the coal operators as "coal barons." Those who have any specific knowledge of exact conditions in the coal industry know how unjust and un- fair such an opinion of the coal industry is, not only to the miner but to the operator as well. Many reporters and writers of magazine articles are misled by statements regarding the condition of the miners that are exaggerated and not founded on facts and, if an investigation of the conditions of the miner's work, his habitation and surroundings were fairly made, it would at least compel more truthful statements by those who write for public reading. That such an investigation would not reveal anything that was wrong, or anything to be censured or cured, no one, I think, would maintain, but I do think that any fair investigation of the facts would show that conditions in and around the newer and later-developed coal mines and communities would compare favorably with those of manufacturing districts, and that where the mines and com- munities are old and not very attractive places to work, or live in, they carry with them other considerations, compensating for these conditions, and cannot be remedied by reason of a lack of sufficient coal to warrant economically any costly changes.

WHEN Germany invaded Poland in September, 1939, the only operating helium plant in the United States was that near Amarillo. Texas, supplied with helium-bearing natural gas from the near-by Cliffside gas field. Today the Bureau of Mines has five plants capable of producing more than 25 times the prewar helium output of the Amarillo plant. Two of the plants have received Army-Navy "E" flags for their part in the faraway "Battle of the Atlantic," where heliumfilled Navy blimps chased Adolf Hitler's submarines away from American shores. Meteorologists, watching balloons carried high into the stratosphere by helium, determined weather conditions that influenced the selection of D-day and dates for other military operation. Demand for helium doubled overnight when the Navy decided to expand its lighter-than-air activities; and as the blimp patrol proved effective, the helium demand became ever greater. A tribute to the success of the Bureau of Mines in meeting the demand for helium was paid by the late Secretary of the Navy, Frank Knox, in a letter to the Secretary of the Interior on April 10, 1944. In Canada, the market for cement is not a national one but rather a collection of local or regional markets. Excess capacity on a national basis does not necessarily preclude a shortage on a regional basis. with portland cement selling for less than a cent a pound, the low price-to-weight factor makes transportation to the market a major cost item and thus a small plant can be justified to serve a limited regional market. The Brookfield plant of the Canada Cement Co. is designed to supply the Province of Nova Scotia, a regional market that shows promise of growing to a point where it will support a one-kiln plant. The market is presently being served by boat shipments from the Canada Cement Co. plant at Montreal East, Quebec, and from the North Star Cement Ltd. plant at Corner Brook, Newfoundland, and by rail and road shipments from the Canada Cement Co. plant at Havelock, N. B.

The accompanying chart, Table I., shows the distribution of labor, materials, and redistributable accounts to the various operating and repair accounts. OPERATING. Development. Owing to the fact that every mine has its peculiarities in formation and methods, the question of arriving at what charges should be included under the head of " Development " is one that has occasioned considerable thought and comment, and in the cost sheet of the Anaconda Copper Mining Co. this, account has been sub-divided to show the expenses of breaking ground, tramming, timbering, shaft sinking, up-raising, and cutting stations and skip chutes. It has always been the policy of the company to charge the entire cost of this work to operations monthly, whether the mines are producing or not, also the cost of the opening up of new mines; and only surface construction and additions are charged to capital, excepting original machinery installed for operating pumping plants. Explanations of the charges to the various sub-accounts follow: Breaking Ground-Work performed in driving cross-cuts from the station, or cross-cuts from the drifts, and diamond-drill work, for the purpose of discovering or developing ore bodies. Tramming.-Cost of tramming waste produced by cross-cuts mentioned above. When waste is hoisted to another level to be used for filling, the charge to this account stops at the station, and when hoisted to surface the charge includes tramming from the collar of the shaft to the dump. Timbering.-Cost of timbering the cross-cuts mentioned above includes the cost of handling and framing such timbers, but does not include the wages of station tenders and top carmen.

Frank H. Probert, A.R.S.M., Morenci, Arizona (communication to the Secretary): The management of mines and the system of bookkeeping employed are subjects of great interest to mine-superintendents, and such papers as that of Mr. Davis callnot fail to attract attention. The Institution of Mining and Metallurgy, London, England, has done much within the last three years to promote discussion on the many systems adopted throughout the mining world; and any papers giving individual experience will benefit that class of men who are charged with the cconomical management of mining properties. It is often said that " a good mine shows a good manager," and more often that mismanagement is the chief cause of poor returns; or, as Mr. A. G. The kinetics of the reduction of cupric salts in aqueous solution by molecular hydrogen to metallic copper are described. The rate of reduction appears to be homogeneously determined and shows a marked inverse dependence on the hydrogen-ion concentration. Precipitation of copper is more rapid and complete in sulfate than in per-chlorate solution. A mechanism is proposed which accounts for this behavior. IN recent years a number of important hydro-metallurgical processes have been developed in which metallic salts in aqueous solution are reduced by gaseous hydrogen, usually at elevated temperatures and pressures, and thereby precipitated either in metallic form (e.g. Ni, Co, Cu) or as an oxide or salt of lower valence (e.g. VO, and VA).1 ; In connection with applications such as these, most of which involve heterogeneously catalyzed reactions, recent demonstrations"-" that salts of certain metals, e.g., Cu", Ag' , Hg" , and Hg,+ can activate molecular hydrogen homogeneously and thus catalyze hydrogenation reactions in aqueous solution, are of considerable interest. For example, cupric salts catalyze the otherwise slow homogeneous reduction of dichromate and ceric salts by hydrogen, i.e. Cr,O; + 3HL. + 8H1 ? 2Cr'- -- 7H,O [1] 2Ce ' ! H.. ? 2Ce" | 2H . [2] In perchloric-acid solution, where Cu" is not appreciably complexed, the kinetics have been found" " to be of the form -d [H,] _- k,[HJ [CU"]' dt -LCu+' l+ (k ,/k,) [H] [3] where, K = 1x10"' exp [—26,600/RT] 1, mole-' min-' ... [4] and (k ,/k,) - 0.25 at 110°C. This kinetic behavior suggests that the reaction proceeds by a mechanism involving the following sequence of steps kt Cu" +H1CuH' 4-HA [51 k., CUH + CU" ? + 2Cu f H' [GI 6Cu'+ Cr,07 + 14H'+ 2Cr- (¦ 7H,O + 6Cu" ['i] fast The catalytic activities of the undissociated cupric-sulphate and cupric-acetate complexes are somewhat greater (by factors of 6.5 and 120, respectively) than that of the simple hydrated Cu" ion.'" These considerations suggest that, in contrast to the other hydrometallurgical hydrogenation reactions, referred to previously, reduction of cupric salts in aqueous solutions by molecular hydrogen, should proceed homogeneously, and in the absence of an extraneous catalyst. This has already been demonstrated" for acetate-buffered solutions where the product of the reaction is a precipitate of cuprous oxide (Cu,O). In the present paper, an investigation of the reduction of cupric salts in perchloric-acid and sulphuric-acid solutions, leading to the precipitation of metallic copper, is described. Some results for the sulphate system, which is of considerable hydrometallurgical interest, have been reported previously by Ipatieff",' " and by Schaufel-berger' but these do not give a quantitative account, of the kinetics and mechanism of the reaction. Experimental The reduction experiments were conducted in the 1-gal, titanium-lined autoclave described in connection with earlier related investigations," " and using a similar procedure. The solutions were made up by dissolving known amounts of CP grade Cu(ClO,), and HC10, (or CuSO, and HISO,) in dis-tilled water. While in the autoclave, the solution was stirred and maintained at a constant temperature (±loc) and under a constant partial pressure of hydrogen gas. It was ascertained that the agitation (provided by two 3-in., four-bladed stirrers, rotating at 900 rpm) was adequate so that at no time was the rate of reaction limited by solution of hydrogen. During each experiment, samples of the solution were withdrawn periodically, allowed to cool, and the concentration of copper remaining in solution was then determined electrolytically. For the last 4 years political leaders have found a new subject on which they can safely generalize wihout creating opposition. That subject is commodity prices. Since the four-fold increase in OPEC crude oil prices, public attention has focussed as never before on the subject of commodity prices. To advocate stabilizing commodity prices is akin to supporting motherhood or peace or better schooling. Everyone gives lip service to the concept that stable commodity prices are desirable. It is easier to state the principle than to achieve it. Prices that are stable in terms of one currency may be clearly unstable in terms of a different currency. This has become a troublesome matter since 1971, when the world's leading trading currencies were set free to float in relation to each other. To illustrate: consider copper prices in the interval between the end of 1974 and the end of 1977. During those 3 years, the copper price in pounds sterling on the London Metal Exchange rose by 25 per cent. During that period, however, in terms of the USA dollar equivalent, the price was unchanged. And during that period, in terms of the German mark equivalent the price shrank by 13 per cent while the Japanese yen equivalent fell by 20 per cent. Thus a price that appears stable in dollars, rose in terms of pounds sterling and fell in terms of marks and yen. Had this result been achieved as a consequence of an international effort to stabilize prices, an American would have said the effort was successful. An Englishman would have said it had failed to prevent a price rise. And a German or a Japanese consumer would have been happy to have covered his copper needs at a lower cost in terms of his own currency.

A recorded in the account of the Annual Meeting, on another page, the report of the tellers showed that all men nominated by the committee, which included Messrs. Wilber Judson, E. DeGolyer, W. A. Weldin, J. A. Norden, J. D. MacKenzie, Wilfred Sykes and S. Skowronski, were duly elected to the offices for which they were nominated. Robert Tally, who was elected to the presidency for 1931-2, is well known to all our members not only because he has served on the Board of Directors since 1928, but through a brief outline of his great achieve¬ments in his chosen profession pub¬lished in our issue of December last. The vice-presidents, Howard N. Eavenson and H. A. Guess, are also well known to our members. Mr. Eavenson has not only been chairman of the Coal Division since its organization, but was also a Director during 1917, 1918 and 1919., Mr. Guess was Director in 1926, was elected a vice-president by the Board last year to fill the vacancy created by the election of Mr. Bassett to the presidency, and is now elected to the usual three-year term.

WHEN an Alaskan prospector makes a new mineral discovery he stakes out his claims and then starts prospecting for a near-by landing field. This may be a convenient lake but more often it is a gravel bar along a river, where, by cutting off some brush and throwing the larger rocks to one side and then tying a flour sack to a pole, he may decoy some intrepid aviator into testing it gingerly with the wheels of his plane. It was only a few years ago that .the fence around the baseball park at Fairbanks, Alaska, was taken down so that planes could get in and out of the ball park without ripping off boards. Today the grandstand is lost among the modern hangars which line one side of a modern and busy airport. Planes come and go all during the day, and in summer, when there is no darkness, the night stillness is frequently broken by the hum of a motor overhead. Fairbanks is the hub of interior Alaska and from that hub airplanes radiate in all directions to mining camps large and small. An air industry of comparable size is based at the town of Anchorage, and in fact there are but few towns of more than 200 population in the Territory that do not have one or more planes based there.

THE interesting and carefully developed formula which Professor Bucky presents for answering the question of whether proposed new equipment will give a net return on investment equal to or greater than that on present equipment starts with an assumption that the management may make this relative return a determining factor in its decision whether or not the new equipment should be provided. I do not question that in some cases the management may take this position, but I would point out the error involved in so doing. The proper test is not a comparison of the return on new as compared with the return on old investment, but is rather a comparison of the return on a particular new investment as compared with the return which would be obtainable from some other new investment which now might be made. Then I would point out that I believe Professor Bucky is in error in using as a factor in his computations the item of unamortized cost of old investment. The financial advantage to be derived from a new investment does not depend on the extent to which we may in the past have written off the cost of old equipment, nor does it even depend upon what was the original cost of that old equipment. Even the salvage or resale value of the old equipment will only enter into the picture to the extent that the present salvage or resale value differs from the ultimate salvage or resale value otherwise to be obtained, after due allowance for the interest factor.

FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

Coal preparation practice and trends follow, among other factors, production trends in any given area. Considering an area the size of a state, some broad predictions may be made after a review of the annual production records. As this paper is concerned with coal cleaning in Utah, data on its production record are pertinent. Table 1 shows the percentage relation of coal production in Utah to the national total as a single figure up to 1935 which includes all recorded production. From 1935 through 1947 these data are presented by years. It is evident from these data that the production of Utah coal is ascending. The reason for this trend is industrial growth in the West resulting in a population shift which accounts for more people than the normal increase would supply together with Utah's relatively fortunate geographical location and its abundance of good-quality coal. Utah is also hopeful of supplying more coal in the future for West Coast power generati0n.l

Uranium ores occur in the Lower Cretaceous Inyan Kara group of heterogeneously stratified fluvial and fluvial-marine sandstones in the Black Hills of western South Dakota and northeastern Wyoming. There are three principal mining districts, each in the ancestral and present drainage area of a major river partially responsible for stripping the region to its present topographic form. Primary minerals in the deposits are coffinite and uraninite with minor amounts of paramontroseite and haggite. The ore minerals coat sand grains and fill interstices of complexly cross-stratified sandstone along solution fronts similar to "roll" type deposits of the other districts. Minerals of oxidized deposits are typically carnotite and tyuyamunite with different proportions of secondary vanadium accessory minerals. Ground water was the transporting medium and deposition of primary uranium and vanadium minerals occurred in reducing environments produced and controlled by physio-chemical characteristics of the sedimentary rocks.

Drilling and blasting 12-in. blastholes started about the middle of 1946 and has worked out so well that about one half of the blasting, formerly done with 9-in. holes, is now done with 12-in. holes. In most of this work the harder benches were chosen for the 12-in. size because these were the areas where the greatest difficulty was encountered in thorough fragmentation. At the start of this experimental work a 42-T Bucyrus- Erie churn drill was available whereas all other blasthole drilling was being done with 29-T rigs. The large drill was first equipped with a standard 9-in. string of tools but it could not drill quite as fast as the 29-T drills. How- ever, when the weight of the string was increased about 700 lb, or to a total weight of about 3500 lb, it was found that the 42-T exceeded the drilling speed of the 29-T by about 25 per cent. When a 12-in. bit was substituted for the 9-in. bit the 42-T rig again dropped behind the drill- ing rate of the 29-T rigs. At this stage of the experiment the 42-T was using a 12-in. bit with detachable points and the total weight of the string of tools was about 3800 lb. It took longer to change the drill points than it did the regulation bit and this accounted for some of the slower drilling rate. When a heavier stem and standard construction 12-in. bits were used it was found that the 42-T could drill a 12-in. hole slightly faster than a 29-T could drill a 9-in. hole even in the hardest rock in the pit.

A Discussion of the paper by Mr. James P. Roe which was read at the Washington meeting, May, 1905. MR. C. EDWARD STAFFORD, Chester, Pa.:-During all my business life, I have been engaged in the manufacture of Bessemer and open-hearth steels, but, during my long connection with the Shoenberger Steel Co. of Pittsburg, I had some experience in the manufacture of high-grade puddled iron for horse-shoes and in the making by Dr. Otto Wuth's process extremely pure low phosphorus puddled blooms (analyzing from 0.005 to 0.01 per cent. of phosphorus and sulphur), which were melted with low-phosphorus pig-iron in acid open-hearth furnaces to make extra locomotive fire-box steel. I have also seen the Dank's puddlers in operation at different times and places, notably where they were most successful, at the Otis Steel Works, Cleveland, Ohio; then under the management of our friend, Mr. S. T. Wellman. These Dank's blooms were made solely for open-hearth melting-stock to which they were well adapted ; the unavoidable presence of bits of ore-fix imbedded in the mass of the, metal always prevents the profitable manufacture of merchant iron from Dank's blooms. With the experience just described, I was to some degree in position to value fairly the means, methods and results of Mr. Roe's mechanical puddling from the metallurgical or technical and economic points of view, when given an opportunity by Mr. Roe to see his puddling furnace or machine in operation in Pottstown, Pa. Briefly, the furnace, with water-cooled bottom, is rectangular in plan, about 20 by 8 ft. in the clear, suspended by trunnions at the middle of the long sides, at a. height of 17 or 18 ft. above the general level; the oscillation (65° each way from the vertical) is accomplished by geared segments (attached to the downward-projecting side or trunnion-plates) with which engage pinions driven by a reversing engine. IN THE literature on the elimination of metalloids in basic open-hearth practice, there are a great many heats recorded in which excellent data on changes in slag and metal composition during refining are given, but in almost all of these heats either temperature data or weights and analysis of charge are unrecorded and observations on the physical charac- teristics of the slag are almost always lacking. With these points in mind, a test heat was made in which as complete as data possible on all the factors that affect the elimination of metalloids were obtained.
