Integrating a research and development department into an engineering company's corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company's clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality. Design of cost effective engineered solutions to complex problems requires the team efforts of the owner, the designer and the specialty construction contractor. The basic ingredients of success required to remain competitive and still produce a quality product are creative design based on experience and sound engineering principles, plus practical aspects of constructibility. The three case histories describe creative design/construct approaches that benefited all parties. 1. Introduction The increasing demand placed on specialty contractors to provide cost effective buildable solutions to complex construction problems compels us in the industry to be highly innovative. The practice of geotechnical engineering is considered more of an "art" than perhaps the other disciplines within civil engineering largely because of the basic nature and variability of soil and rock. The geotechnical design engineer must have the knowledge of the components of his design and know the limitations of his equipment and labor force. Thus, for the design/build specialty contractor the potential for creation of unusual solutions to difficult problems is quite high.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. The latter half of the 20th century has seen the proliferation of a series of codes to address commodity needs which were brought about by rapidly advancing technologies and the globalization of markets and consumerism. This paper addresses the specific needs and the origin of this surge and presents these codes in the context they were developed. It also compares the main codes or groups of codes and elaborates upon their strengths and weaknesses. Three main categories of codes are identified, namely: codes for reporting to international agencies, codes addressing government needs and, finally, codes for the investors and the stock market. Codes governed by international agencies usually relate to strategic commodities which have highly specialized fields of usage like nuclear power generation where international cooperation is eventually the only viable approach for both the development of technologies and their applications. Codes for reporting to governments address the necessity of each state to exploit their mineral potential profitably and to secure the preservation of wealth for future generations. Reporting to investors is experiencing a considerable popularity as of late because of globalization in mining and the growing need for outside financing of mining projects, whose capital requirements are getting out of reach for the average mid-cap mining company. All these codes have advantages and shortcomings dictated by the specific circumstances under which they were developed, therefore necessitating the definition and implementation of some kind of international standard whereby investments and the spread of information across political boundaries would be facilitated. Though none of these codes might ever become international in the true sense of the word because of significantly different legislations at national level, a step that would greatly contribute to the cross-border disclosure of information would be the reciprocal recognition of competent persons by the major mining countries, including China and Russia. It is also becoming essential that financial institutions and investors be properly advised on mining projects by reporting reserves and resources in a transparent and responsible way with the relevant public disclosures being compiled by professionals who take full responsibility for their submissions. "A reliable supply of non-energy raw materials is a precondition for the functioning of the European economy. In line with its importance, the issue of raw materials supply has become more prominent in the past years, especially owing to turbulent raw material markets. However, these turbulences are not due to depletion of the geological resources but to a missmatch of (expected) supply and (expected) demand, with several interacting factors influencing the markets both from the supply as well as from the demand side. A recent evaluation, published in June 2010 within the framework of the EU Raw Materials Initiative, sought to bring together these two sides of raw material markets and asked the question "which raw materials are critical for the EU?" Herein we present the methodology used by the Ad-hoc Working Group on Defining Critical Raw Materials and the results obtained, complemented by results from the study "Raw Materials for Emerging Technologies"."

Several articles have recently been published discussing the conditions necessary for accurate measurements of temperatures in the open-hearth steel furnace. In the course of a study of refractories service conditions in steel furnaces, the present writers have taken temperatures in several open-hearth shops in the Pittsburgh district. The conclusions, as to conditions necessary for accurate measurements of temperature, are somewhat at variance with those of other investigators. The subject is closely connected both with the close control of steel-making and the prevention of overheating of the silica refractories used in roofs and walls. It is becoming more and more important to obtain furnace temperatures of fairly definitely known accuracy. At present, the most useful instrument for such measurements is the disappearing-filament type of optical pyrometer. This method of measurement has formed the basis of most other discussions on the subject and was also used by the writers. Previous Investigations In 1916, Burgess' made perhaps the first systematic series of measurements in steel furnaces. The emissivity figures of 0.40 for liquid steel and of 0.53 to 0.65 for liquid slags had been determined by the Bureau of Standards and were used by Burgess in this work. These correction factors are still being used and are regarded as fairly accurate, so that the tapping and teeming temperatures on metal streams given by Burgess should be very nearly correct. Most of his temperatures of furnace roofs and slag surfaces were taken while flames were present in the furnaces and include a few roof temperatures above 1700' C. (3100' F.).

This paper reviews the annual status of the New Zealand mining industry (metallic minerals and coal) including key aspects such as mineral production, mineral exploration expenditure, commodity price trends, key industry players, market activity and other significant commercial factors.   Strong commodity prices during 2006 have been underpinned by a number of key factors including US dollar weakness and emerging market demand, particularly from countries such as China and India. In real terms commodity prices have recovered significantly since 2002 and are currently at 20-year highs.   New Zealand exploration spending on metallic minerals (predominantly gold) is at a 15 year high driven by rising global commodity prices. New Zealand gold production in 2006 was about 340,000 oz and is expected to grow in 2007 as new mines at Frasers and Globe-Progress (Oceania Gold) and Favona (Newmont) come on stream. Gold production broadly lags 10 years behind exploration spending and exploration activity over the last five years remains well below that seen in the early 1980Æs. Expenditure on coal exploration shows a similar trend with strong growth from a low base over the last five years, reaching over $11 M in 2006. Total coal production in 2006 was 5.9 Mt, an increase of 10% on 2005 with imports from Indonesia adding a further $1.1 Mt.   Newmont and Oceana Gold are by far the largest public gold mining companies operating in New Zealand, although only Oceana Gold maintains a presence on the local stock exchange. Other metals explorers with New Zealand projects include a range of public-listed Juniors (market capitalisation less than NZ$50m) domiciled largely in New Zealand, Australia and/or Canada. Capital-raising on public markets directed towards New Zealand exploration is estimated at around NZ$12 M for 2006, the bulk of this coming via Glass EarthÆs NZ$10 M IPO on the NZAX in October.   The New Zealand Coal sector is dominated by the state-owned enterprise Solid Energy with around 80% market share by production. Other domestic coal competition remains limited, and includes the L&M Group, Pike River Coal, Eastern Corporation, and New Vale (acquired by Solid Energy in 2007). Pricing parity comes mainly from imported coal and global thermal coal prices have remained strong during 2006 at around US$45-55/t, driven by continued expansion in Chinese demand. Coking coal prices have eased 16% since 2005 to around US$98/t in 2007.   Although recent increases in exploration spending suggest a renaissance in the New Zealand minerals sector, long-run trends indicate that we have simply rebounded from a low base over the last five years and much work is still to be done to stimulate further growth in the mining industry to maintain minerals production at current levels. Key industry challenges include marketing exploration opportunities to local and overseas investors, building a critical mass of NZX-listed explorers and providing an internationally competitive environment to attract further capital and expertise.

Mechanized dirt-moving equipment has greatly increased the scope of prospect trenching by lowering the costs and increasing the speed of such work. Where the soil covering was more than 3 or 4 feet deep, operators were quickly discouraged and abandoned surface exploration in favor of shaft sinking, drifting, or diamond drilling; wildcat trenching was seldom undertaken, even where the soil covering was thin. Although power shovels, trench diggers, and draglines are useful under special conditions, caterpillar-mounted angledozers will usually do the same type of work and have a far wider range of adaptability. They are therefore incomparably the most generally useful equipment for the purpose. Since 199 the Bureau of Mines has been engaged in a widespread search for minerals useful to the war program; this work required a great deal of pioneer exploration in areas where known outcrops were marginal or subcommercial by pre-war standards. Engineers in charge of field operations were quick to perceive the applicability of mechanized trenching on a fairly large scale, particularly in the Northwestern States, where completely exposed vein-outcrops are rare. Probably no other organization to date has done a comparable amount of angledozer prospect trenching under such a wide range of conditions. The following comments and accompanying cost tables are based on work performed chiefly in Idaho, under a variety of physical and climatic conditions. "Since the United Nations conference on "environment and development" in Rio de Janeiro in 1992, the term "sustainable development" or short "sustainability" is used more and more in social-political discussions. Agenda 21 calls on the countries on national level as well as governmental and non-governmental organisations on international level to develop a concept of sustainability indicators to measure the progress towards sustainability. This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. This project has been carried out on behalf of the German Federal Ministry of Economics and Labour."

INAP was formed in 1998 by a number of major mining companies, with a view to sharing acid rock drainage knowledge and experience, and to coordinate global research on the management of sulfidic mine wastes. INAP is now moving to further strengthen its global role by networking with regional organisations that are active in the area of ARD, including MEND 3/NEDEM 3 in Canada, the ADTI in the USA and ACMER in Australia. The INAP-Regional Organisation partnership will be formally launched at the 6th ICARD.

This Bureau of Mines report summarizes the results of modifications in the borehole deformation gage design and subsequent changes in the overcoring techniques. Modifications in the borehole deformation gage have greatly improved the creep characteristics and enhanced the versatility of the gage. In situ field tests in competent rock near St. Cloud, Minn., provided sufficient data to compare the reliability between gages and new techniques in obtaining good engineering estimates of stresses. Near-surface horizontal stresses at the test sites are compressive and biaxial in nature.

"Lax, misguided, and dangerous" is Rep. James Santini's description of the official US position on strategic nonfuel minerals. Santini (D-NV), chairman of the House Mines and Mining Subcommittee, criticized the Interior Department for "its long record of benign neglect" regarding the domestic minerals crisis. Santini made his remarks at a news conference at the American Mining Congress convention in San Francisco, where he released his subcommittee report "US Minerals Vulnerability: National Policy Implications." The report-said to be the first major congressional study of the minerals issue by a committee of jurisdiction is the result of a two-year inquiry. The investigation was undertaken, according to the chairman, "because no person or agency in the executive branch of government fully grasps the critical importance of nonfuel minerals to the nation's economy, defense, and quality of life." The report also urges a larger role for the Department of Defense, which has "stood passively by for many years as a consuming by-stander," according to the report. President Carter's incomplete Non-fuel Minerals Policy Review also drew the committee's ire; Santini calls it "a tragic waste that cost tax-payers $3.5 million and the loss of some 13,000 person-days." The subcommittee examined the following issues for its report: • The US minerals industry's inability to meet national raw material needs under a "hodgepodge of contradictory, restrictive, and irrational" federal regulations; • Dependency on foreign sources of strategic minerals in times of "increasing resource nationalism" and "Soviet mineral expansionism;" • National security needs for foreign mineral resources that do not have effective substitutes; • The US government's approach to national minerals policy "amid a growing realization that such a policy does not exist." The subcommittee report includes an analysis of public and private studies on nonfuel minerals and discusses a series of policy problem areas that negatively affect domestic production. Capital formation disincentives, tax policies, antitrust enforcement, environmental laws, health and safety regulations, technical problems, and restricted access to federally-controlled public lands contribute to what Santini calls a "tragic irony." "The irony is that we are a nation vastly rich in mineral resources yet our own government chooses to stifle development of these critical raw materials and thereby increase offshore reliance. The tragedy is that we also are ensuring US vulnerability to severe economic dislocations and a weakening of our national security." In just six years, from 1973-1978, the US trade deficit in nonfuel minerals rose from $2 billion per year to $8 billion, according to the report. The country imports more than 50% of 23 critical minerals, including 100% of its manganese, chromium, cobalt and platinum. The US is promoting its dependence on foreign mineral sources at the very time the security of many of those sources is becoming less certain, the report notes. Santini said the subcommittee investigation revealed a vulnerability that may be more serious and pervasive than that of foreign oil. The US may be able to develop alternate energy resources, but there are no effective substitutes for many nonfuel minerals. The report also discloses that US stockpiles of critical and strategic minerals are of inadequate supply and quality. Holdings of some vital minerals are far below present objectives, and for some there are no holdings at all, according to Santini. To resolve the current crisis, the report makes the following recommendations: • Complete immediately President Carter's Interagency Nonfuel Minerals Policy Review; • Implement (throught the Interior Department) the 1970 Mining and Minerals Policy Act; • Create an Office of Energy and Minerals with the same stature, power, and oversight responsibilities as the Council on Environmental Quality; • Ease federal restrictions on mineral exploration and development on public lands and implement a complete review of public land use policies; •Fund for and fulfill US nonfuel minerals stockpiling objectives; •Increase federal funding for non-

A Bureau of Mines study is in progress to determine the effectiveness of passive water barriers in suppressing coal-dust explosions. A 2.9-ft3-capacity water-filled plastic tub was found effective in suppressing dust explosions propagating at speeds of 250 to over 1,000 ft/sec. Work directed at determining the limitations of water barriers showed that the passive water barrier technique is also feasible for the suppression of weak dust explosions propagating at speeds of 100 to 250 ft/sec. For relatively slow accelerating flames, dynamic wind forces appear to be the important quantity governing fragmentation of the plastic tub and subsequent water release and dispersion, whereas dynamic impulse appears to be the significant quantity for rapidly accelerating flames. The acoustic approximation (relation between static pressure and flame or wind speed) is shown to be valid in a long single mine entry. This relationship appears to be useful in predicting the regions within a long single entry where passive water barriers are effective in quenching a dust explosion.

Fine tungsten was used to mimic gold and fine and coarse silica and magnetite to mimic gangue. The optimum flow rate of fluidisation water varied from 1.7 l/min for fine silica to 5.6 l/min for coarse magnetite. Overloading at optimum flow rate was then investigated. With fine silica gangue no overload occurred under any of the conditions studied, and there was very little overload with fine magnetite. Coarse silica caused appreciable overload, but only after a significant bed of tungsten had been formed; with fine magnetite gangue the onset of overloading occurred earlier. Finally, with coarse magnetite severe overloading occurred almost immediately. Overloading was modelled using a first-order kinetic rate constant for erosion of the concentrate bed and a critical mass of constant above which it takes place. The results clearly demonstrate the importance of removing oversize to maximise recovery, particularly with a high-density gangue

A 3-year study was conducted to evaluate the problems and benefits of using vegetation to stabilize tailing from a potential Minnesota copper-nickel milling operation. The project consisted of three separate investigations: a waste characterization study, a greenhouse study and a field study. With few exceptions, the physical and chemical characteristics of the tai ling were found to lie within the range of properties of Minnesota soils. The tailing lacks organic matter; is deficient in nitrogen, phosphorus and potassium; and may contain elevated levels of soluble salts and heavy metals, particularly copper and nickel. Numerous grasses, forbs and woody plants will tolerate the tailing as a rooting medium. Peat incorporation and topsoil dressing provided few benefits to the revegetation process which were not provided by a fertilizer application. With fertilization, grass/legume production in the tailing was comparable to local agricultural yields. Concentration of heavy metals in grasses grown in the tailing were generally below suggested tolerance limits for plants and animal forage. Legumes tended to accumulate higher concentrations of copper and nickel, and metal uptake of most plants was positively correlated with rate of fertilization. Tailing drainage water contained elevated levels of heavy metals, and establishment of vegetation had little effect on the quantity and quality of tailing drainage water. However, topsoil dressing significantly increased drainage water volume when compared to unvegetated control plots. Copper-nickel tailing revegetation recommendations were developed.

Sales of diesel fuel in the United States during the post year and a half have increased greatly. In 1955 over 174 million barrels were sold of which 80 million (or 46 percent), were used by the railroads, and over 44 million barrels (25 ½ percent) of the fuel were used in trucks, busses, tractors, and heavy moving equipment. Vessels (12 percent), industry (9 ½ ), the military forces (4 ½ ), power plants (2), and oil companies (1/2 percent) account for the remainder. 2/ Dally deliveries of diesel type fuel from refineries averaged over 16,750 barrels during the first six months of 1956 in comparison with 15, 250 barrels during the corresponding period of 1955. 3/ Information on the properties of diesel fuel is very important to the petroleum industry, engine manufacturers, and consumers. To supply such information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of diesel fuel oil produced in refineries in this country.

Coal mines in southern West Virginia, south-western Virginia and eastern Kentucky have experienced coal bumps at least since 1933. Most of the bumps have occurred due to high cover, strong roof and floor strata and stress concentrations due to the mining sequence. A longwall mine in eastern Kentucky first experienced coal bumps on the tailgate side of the longwall face in 1989. The bumps continued until 1996. The bumps were the result of: Thick overburden up to 2200 feet Strong roof and floor (strata strengths up to 25,600 psi UCS and elasticity modulus up to 4,800,000 psi Previous over-mining in places Sandstone channels Not all characteristics occurred simultaneously. The bumps produced seismic events recorded up to 4.3 (Richter scale magnitude), and damaged pillars that were up to 147 by 152 feet in size.

"During the past fifteen years, mines utilizing the block caving method have improved performance and systematically reduced total mining costs.This paper describes improvements in mine design, mine planning, and mine management, including methods enabling the Chilean and international mining industry to ensure cost savings and productivity growth while using the block caving method. These improvements have encouraged the re-evaluation of underground operations at operating and closed open pits, and challenge surface mining applications as the only low-cost mining method. This paper describes a strategy to estimate the optimum open pit to underground transition time during the life of a mine. IntroductionDuring the last fifteen years, block caving mines have experienced huge changes in designs, planning and administration. These changes have permitted operators to drastically reduce costs, improve equipment productivity, and improve overall business performance. As a consequence of this situation, the block/panel caving mining system is challenging actual open pit operations to maximize the net present value (NPV)."
